WHAT THE NAVY LEFT BEHIND Redeveloping Reclaimed Land in Ceiba, PR
Half of the municipality of Ceiba, P.R. was inhabited by the U.S. Navy until around 2003. Soon after 2003, most of the Navy evacuated and access to the base was returned to the people of Ceiba. With my final project, I hope to explore the development of this reclaimed land, and use it as a means to increase the visibility of Ceiba from a small town into a destination for the people of Puerto Rico and tourist alike. I hope to create activity that will activate this mainly unused land, thus bringing local jobs and a new sense of pride to a struggling economy. The most dominant feature of the site, the one I want to focus most of my efforts on, is the airport infrastructure left behind by the Navy. The runway is long, as it was used for military aircraft. This takes up a large portion of the old Navy base. The local community has since developed a small airport using the runway to go between Ceiba and the neighboring islands of Vieques and Culebra. I believe that this portion of the site should be developed into larger airport, capable of international flights. The design should reflect the local culture, and connect the existing community to the reclaimed portion of Ceiba.
