Διαβολικές συμπτώσεις. Το 1929 στην Αμερική ο τότε πρόεδρος Herbert Hoover είχε δηλώσει ελάχιστες εβδομάδες πριν το κραχ... “Σήμερα στην Αμερική βρισκόμαστε πιο κοντά στο να πετύχουμε την ολοκληρωτική νίκη έναντι της φτώχειας, από κάθε άλλη στιγμή στην ιστορία οποιασδήποτε χώρας”. Την ίδια στιγμή ο μεγάλος Henry Ford μια εβδομάδα πριν απολύσει μαζικά 75,000 εργάτες δήλωσε: “Η κρίση οφείλεται στο ότι ο μέσος άνθρωπος αρνείται να εργαστεί ευσυνείδητα εκτός και αν δεν μπορεί να το αποφύγει. Υπάρχει πολλή δουλειά, αρκεί οι εργάτες να θέλουν να δουλέψουν”. Αξίζει να αναφέρουμε ότι έναν περίπου χρόνο πριν, 15.000.000 εργάτες είχαν χάσει την εργασία τους - περίπου το 1/3 του συνολικού δυναμικού της χώρας. Την ίδια στιγμή που τα 2/3 του συνολικού πλούτου της χώρας κατείχε μόλις το 5% του πληθυσμού. Το αποτέλεσμα αυτής της πολιτικής ήταν η απαξίωση κάθε ιδιωτικής περιουσίας, οι μαζικές απολύσεις, η αυξανόμενη φτώχεια, η αύξηση της παιδικής εργασίας, η άνευ όρων εργασία όταν αυτή ελάμβανε χώρα για έναν μισθό 20 δολαρίων το μήνα και χωρίς καμία ασφάλιση για εργατικά ατυχήματα, το κλείσιμο 5000 τραπεζών, η χρεοκοπία για δεκάδες χιλιάδες μικρομεσαίες επιχειρήσεις, το 100% κούρεμα των ομολόγων βετεράνων πολέμου που σε μία νύχτα έχασαν όλες τις οικονομίες τους κλπ. Οι αποθήκες των εργοστασίων στοίβαζαν προϊόντα που κάνεις δεν μπορούσε να αγοράσει, τα σπίτια παρέμεναν κενά γιατί κανείς δεν μπορούσε να πληρώσει το ενοίκιο, ώστε τελικά ακόμα και οι κάτοικοι της Νέας Υόρκης να αναγκαστούν με τη βία να εγκαταλείψουν τα σπίτια τους ή και να εκδιωχτούν από την αστυνομία. Σε μια στιγμή τα έχασαν όλα, οδηγούμενοι εξαναγκαστικά να ζήσουν σε σκουπιδότοπους που έμειναν στην ιστορία ως “Χωριά του Χούβερ”. Ο Χούβερ έχασε τις εκλογές και την Άνοιξη του 1933 πρόεδρος της Αμερικής αναλαμβάνει ο Ρούσβελτ. Το NEW DEAL που προσπάθησε να εφαρμόσει για την λεγόμενη…επανεκκίνηση της οικονομίας δεν ήταν παρά η περαιτέρω εγκαθίδρυση του καπιταλισμού στην Αμερική. Τα προγράμματα στόχευαν στην ανακούφιση των φτωχότερων στρωμάτων και των ανέργων, με την αναμόρφωση του χρηματοπιστωτικού συστήματος. Έτσι λοιπόν ετοιμάστηκε πρόγραμμα 100 ημερών που περιελάμβανε συγχώνευση τραπεζών, εξασφάλιση καταθέσεων μέχρι 2,500 δολάρια, πρόγραμμα δημοσιονομικής πολιτικής με μείωση μισθών των δημοσίων υπαλλήλων με σκοπό αντίστοιχη μείωση του ελλείματος, μεταφορά όλων των αποθεμάτων χρυσού στο Υπουργείο Οικονομικών. Με το δεύτερο NEW DEAL από το 1935 έως το 1938 θεσπίστηκαν επιδόματα πείνας για ηλικιωμένους, οικογένειες με παιδιά και ανέργους. Τα έσοδα για επιδόματα αυτά προέκυψαν από νέους φόρους στις μισθωτές υπηρεσίες. Θεσπίστηκαν ελάχιστα δικαιώματα

των εργαζομένων όπως μέγιστες ώρες εργασίας ανά εβδομάδα, 25 σεντς ανά ώρα, απαγόρευση της παιδικής εργασίας. Για πολιτικούς και όχι εισπρακτικούς λόγους επιβλήθηκε φόρος 75% επί των εισοδημάτων των πολύ πλουσίων που δεν εφαρμόστηκε ποτέ. Επιπρόσθετα θεσπίστηκε η λεγόμενη…αναδιανομή του πλούτου με τον «Φόρο Αναδιανομής των Κερδών», η οποία ποτέ δεν εφαρμόστηκε λόγω της αντίδρασης των επιχειρήσεων να μοιράσουν κέρδη σε μισθούς και μερίσματα, και καταργήθηκε το 1939. Πολλά σημεία των νόμων κρίθηκαν αντισυνταγματικά. Μετά από 6 χρόνια NEW DEAL η ανεργία εκτινάχτηκε από το 10% στο 19% το 1938. Ο Ρούσβελτ κατηγορούσε τις μεγάλες επιχειρήσεις πως πολεμούσαν το New Deal. Τελικά αποφάσισε την άνοιξη του 1938 να εγκαταλείψει τις προσπάθειες για την εξισορρόπηση του προϋπολογισμού και να προχωρήσει σε ένα πρόγραμμα δαπανών 5 δισ. δολαρίων για να αυξήσει την αγοραστική δύναμη. Καθοριστικό ρόλο κάθε φορά που η Αμερικανική Ιστορία βρισκόταν σε κρίση είχαν μεγάλες οικογένειες τραπεζιτών όπως οι Στάνταρντ, Πουρ, Ροκφέλερ, κλπ. οι οποίοι κατείχαν το μεγαλύτερο κομμάτι πλούτου στην Αμερικανική Ήπειρο. Σχεδόν 85 χρόνια αργότερα η Ελλάδα πιστή στην αντιγραφή και τον Αμερικανικό μιμητισμό, προσπαθεί επί ματαίω να εφαρμόσει τις μεταρρυθμίσεις που επιτακτικά ζητούν οι Θεσμοί της Ευρώπης και της Αμερικής. Ζει επικές στιγμές ανεργίας, φτώχιας, απελπισίας, την ίδια στιγμή που ο πλούτος - τι σύμπτωση – είναι στα χέρια των ολίγων. Το NEW DEAL για την Ελλάδα εφαρμόζεται κάθε φορά στα λόγια εδώ και χρόνια. Με Ζάππεια, επανεκκίνηση της οικονομίας, Θεσσαλονίκες, εξόδους από τα μνημόνια. Στην αρχή υποσχέσεις, ρήξη, κόκκινες γραμμές, κατάργηση φόρων, κοινωνικό κράτος. Στο τέλος «μεταρρυθμίσεις», εκποίηση δημόσιας περιουσίας, φορολόγηση μεσαίων στρωμάτων, στραγγαλισμός της οικονομίας, πείνα, πράσινα άλογα, έντιμος συμβιβασμός, Μνημόνια, εδαφικές γκρίζες ζώνες. Μάταια πασχίζουν οι Ελληνικές κυβερνήσεις να φτιάξουν ένα πρόγραμμα δημοσίων δαπανών για την έξοδο από την κρίση. Οι αγορές είναι εκεί, παρούσες να «αξιολογήσουν» την Χώρα η οποία κρίνεται επιεικώς ανεπαρκής να δανειοδοτηθεί σύμφωνα με τους οίκους Αξιολόγησης όπως ο οίκος STANDARD & POOR’s. (Τι σύμπτωση ξανά). Άλλωστε στην περίπτωση της Αμερικής το πρόβλημα της κρίσης λύθηκε με έναν τρομακτικό τρόπο. Με την έλευση του Β’ Παγκοσμίου Πολέμου. Με αυτό τον τρόπο πήρε μπροστά η οικονομία της χώρας. Ας ευχηθούμε να μην επαναληφθούν όλες οι συμπτώσεις. Ας ελπίσουμε ότι η κρίση στην Ευρώπη δεν θα λυθεί με τα ίδια λάθη και τις ίδιες συνταγές του παρελθόντος. Ας ελπίσουμε ότι οι πιο ισχυροίθ θα σηκώσουν ανάστημα. Ας ελπίσουμε τώρα περισσότερο από ποτέ ότι η Ιστορία δεν θα επαναληφθεί μέχρι τέλους.

Ἐνῶ τό παγκόσμιο κλῖμα φαίνεται διαρκῶς νά χειροτερεύει, μέ τούς μεγαλύτερους ἡγέτες των χωρῶν τοῦ κόσμου εἲτε νά εἶναι ἢδη μπλεγμένοι σέ τοπικές πολεμικές ἐπιχειρήσεις, εἲτε νά ἐκτοξεύουν ἀπειλές καί…πυραύλους ὁ ἓνας ἐναντίον τοῦ ἂλλου καί, γενικῶς, νά ὑπάρχει διάχυτη ἡ ἀνησυχία ὃτι ὁ πλανήτης βαδίζει πρός τόν ὂλεθρο καί τήν καταστροφή, οἱ ἀριθμοί καί οἱ δεῖκτες τῆς παγκόσμιας οἰκονομικῆς δραστηριότητος ἒρχονται νά βεβαιώσουν ὃτι κανένας κίνδυνος δέν ὑφίσταται γιά τόν πλανήτη καί τούς ἀνθρώπους του. Ἀντιθέτως μάλιστα. Ὃλοι μιλοῦν γιά μεγάλη ἀνάπτυξη τοῦ παγκοσμίου ἐμπορίου, γιά μεγάλη ζήτηση ἀγαθῶν καί γιά παγκόσμια ζήτηση τοννάζ γιά τήν μεταφορά τῶν ἀγαθῶν αὐτῶν. Πράγματι, ὁ ἐφοπλιστικός κόσμος φαίνεται νά πλέει σέ…πελάγη εὐτυχίας. Γιά τό τρέχον ἒτος, πού μόλις ἂρχισε, ἡ ναυτιλία περιμένει καλλιτέρευση τῶν ναύλων σέ ὃλους σχεδόν τούς τύπους

πλοίων. Ἡ αὒξηση αὐτή, τόσο στά τάνκερς, ὃσο καί στά πλοῖα ξηροῦ φορτίου καί τά κοντέϊνερς, ἀναμένεται νά φθάσει τό 10%. Αἰτία ἡ πρόβλεψη ὃτι τό παγκόσμιο ἐμπόριο, πού αὐξάνεται συνεχῶς τά τελευταῖα χρόνια, ἐφέτος θά ἀναπτυχθεῖ μέ ρυθμό 3,8%, πού ἀποτελεῖ ρεκόρ. Τό ἰσοζύγιο μεταξύ προσφορᾶς καί ζητήσεως χωρητικότητος, τείνει νά ἐξισορροπηθεῖ, καθώς ἀνασχέθηκε ὁ ρυθμός τοποθετήσεως νέων παραγγελιῶν πλοίων στά ναυπηγεῖα, πού σημαίνει ὃτι ἡ ἀγορά αὐτή αὐτορρυθμίζεται, ὃπως συμβαίνει πάντα. Μπορεῖ οἱ ἐφοπλιστές νά ἐπωφελοῦνται πρόσκαιρα ἀπό τίς χαμηλότερες τιμές τῶν νιουμπίλντινγκς, ἀλλά ὃταν πιά ὁ ἀριθμός αὐτός λειτουργεῖ σάν μπούμεραγκ σέ βάρος τῆς ναυλαγορᾶς, τότε καταβάλλεται προσπάθεια γιά νά ἰσχύσει ὁ κανόνας τῆς προσφορᾶς καί τῆς ζητήσεως. Πρός τήν κατεύθυνση αὐτή λειτουργεῖ καί ἡ συγκυρία ὃτι διαλύονται περισσότερα παλαιά πλοῖα, ἀφοῦ ἡ τιμή τοῦ σκράπ ἒχει φθάσει στό πολύ ἱκανοποιητικό ποσό τῶν 450 δολ. ὁ τόννος. Αὐτή ἡ τιμή ὠθεῖ πολλούς Ἓλληνες καί ξένους ἐφοπλιστές νά ὁδηγήσουν πολλά παλαιά πλοῖα στά διαλυτήρια, ἐπωφελούμενοι τῶν ὑψηλῶν τιμῶν. Τό δεύτερο εὐχάριστο γεγονός εἶναι ὃτι ἡ ἑλληνόκτητη ναυτιλία γιά πρώτη φορά ἂγγιξε τό μεγαλύτερο ποσοστό συμμετοχῆς στόν παγκόσμιο στόλο, φθάνοντας τό 16,7%. Ταυτόχρονα ὁ ἑλληνόκτητος ἐμπορικός στόλος ἒχει μειώσει τόν μέσο ὃρο ἡλικίας στά μόλις 11,2 ἒτη, ἒναντι 15 ἐτῶν πού ἦταν τό 2008. Αὐτό σημαίνει ὃτι ὁ ἑλληνόκτητος ἐμπορικός στόλος ἒχει σημαντικά ἀνανεωθεῖ καί, κατά συνέπεια, εἶναι περισσότερο ἀνταγωνιστικός. Τά καλά

αὐτά νέα, πού ἀναμένεται ὂχι μόνο νά ἐπιβεβαιωθοῦν κατά τό τρέχον ἒτος, ἀλλά καί νά βελτιωθοῦν περαιτέρω, ὀφείλονται στήν βεβαιότητα ὃτι δέν διαγράφεται στόν ὁρίζοντα σύννεφο διεθνοῦς συρράξεως. Ἡ ζήτηση κυμαίνεται σέ ὑψηλά ἐπίπεδα καί αὐτό τό γεγονός ὢθησε τίς τιμές τῶν μετοχῶν στά ὓψη, τόσο στήν Ἀμερική ὃσο καί στήν Εὐρώπη. Μάλιστα οἱ ναυτιλιακές μετοχές σημείωσαν μεγάλη κερδοφορία, μέ αὒξηση 50% ἓως καί 60%, ἐνῶ ἀπό τόν πρῶτο μῆνα τοῦ τρέχοντος ἒτους φαίνεται ὃτι θά αὐξηθοῦν κατά ποσοστό 10% ἐπιπλέον. Ἡ βασική αἰτία τῆς αἰσιοδοξίας αὐτῆς πού ἐμπνέουν οἱ ἀριθμοί, εἶναι ὃτι ἡ κυβέρνηση Τράμπ “ἂνοιξε τίς δουλειές”, αὒξησε τίς ἐπενδύσεις καί προκάλεσε αὒξηση τῆς ζητήσεως σέ ὃλους τούς τομεῖς τῆς οἰκονομίας, τοῦ ἐμπορίου καί τῆς ναυτιλίας. Ἂν λοιπόν οἱ δεῖκτες τῆς οἰκονομικῆς δραστηριότητος ἀκολουθοῦν αὐτή τήν ἀνοδική πορεία, ναυτιλιακοί κύκλοι θεωροῦν ἀπίθανη μία γενικευμένη σύρραξη, πού δέν φαίνεται στόν ὁρίζοντα. Καί πῶς ἂλλωστε; Θά γίνονται παγκόσμιες ἐπενδύσεις ἑκατοντάδων δισεκατομμυρίων γιά νά…καταστραφοῦν τήν ἑπομένη; Φαίνεται ὃτι ἒχουν…γνώση οἱ φύλακες, ὃποιοι κι ἂν εἶναι αὐτοί. Τό μεγάλο ἐρώτημα εἶναι πῶς ἡ Ἑλλάδα, πού διαθέτει τόν μεγαλύτερο ἐμπορικό στόλο τοῦ κόσμου, ὁ ὁποῖος ἐπωφελεῖται ἀπό τίς εὐνοϊκές αὐτές συγκυρίες, δέν κάνει τίποτα γιά νά τονώσει τήν παραγωγικότητα καί τίς ἐπενδύσεις, ἀλλά βυθίζεται ὃλο καί πιό βαθειά στήν οἰκονομική κρίση, κάνοντας δυστυχισμένο τόν λαό της. άπου στα μέσα του 2000 συναντηθήκαμε με τη Δανάη Μπεζαντάκου στα γραφεία μος, κάνοντας μία πρώτη συζήτηση για μία ιδέα που είχε εκείνη για κάποιο συνέδριο. Ακόμα θυμάμαι την ακούραστη διάθεσή της για δημιουργία, την αυτοπεποίθησή της, τον δυναμισμό που είχε, την αποφασιστηκότητα, την διορατικότητα, την στρατηγική της. Στοιχεία που την ακολουθούν ακόμη και σήμερα σε συνδυασμό με τις απαραίτητες δόσεις εμπειρίας που αποκτήθηκε όλα αυτά τα χρόνια. Η Δανάη είναι αυτό που βλέπεις. Κοινωνική, ήρεμη, δυναμική, υπομονετική, ομαδική, ακούραστη, διορατική, μα πάνω από όλα είναι η Δανάη. Οι επιτυχίες των στρατηγικών της επιλογών δεν την άλλαξαν. Ο άνθρωπος θα έχει πρωταγωνιστικό ρόλο στο shipping για τα επόμενα 50 χρόνια Η κα. Δανάη Μπεζαντάκου, Διευθύνουσα Σύμβουλος, της NAVIGATOR SHIPPING CONSULTANTS κατά την διάρκεια της συνέντευξης στον Παναγιώτη Δούκα, αρχισυντάκτη του περιοδικού ΝΑΥΣ μου Ιωάννα Μπεζαντάκου είχε την ιδέα της διοργάνωσης ενός ετήσιου Forum, όπου εκπρόσωποι από κάθε τομέα όπως των πλοιοκτητών , των ναυλομεσιτών , των ναυπηγοεπισκευαστικών εταιρειών, των πρακτόρων, των ρυμουλκών, των σημαιών, των τεχνικών εταιρειών, θα τα συζητούν με σκοπό την εύρεση λύσεων. Πριν από 17 χρόνια αποφάσισα να υλοποιήσω αυτή την ιδέα και κάπως έτσι το 1ο Navigator Forum έγινε πραγματικότητα το 2001. Τότε δεν υπήρχαν πολλά ναυτιλιακά συνέδρια και η ιδέα αυτή ήταν όντως πρωτοποριακή. Το Navigator είναι ένα Forum το οποίο δεν έχει κερδοσκοπικό χαρακτήρα. Διοργανώνεται γιατί θεωρούμε πως είναι βασικό σε μια τόσο μικρή χώρα όσο η Ελλάδα που αποτελεί το 0,2% του παγκόσμιου

πληθυσμού και διαχειρίζεται το 20% του παγκόσμιου εμπορίου να υπάρχει ένα «ΕΝΑ ΣΗΜΕΙΟ ΣΥΝΑΝΤΗΣΗΣ» στο οποίο οι εκπρόσωποί της θα συζητούν όσα μας αφορούν. Δυσκολίες εννοείται ότι υπήρξαν και υπάρχουν. Το να φιλοξενούμε κάθε χρόνο περισσότερα από 500 στελέχη της Ελληνικής Ναυτιλίας και φέτος περισσότερα από 650 στο Hellas Liberty, είναι αποτέλεσμα σκληρής και πολυετούς προσπάθειας, ιδιαίτερα όταν τα τελευταία χρόνια οι εκδηλώσεις που αφορούν ναυτιλιακά ζητήματα έχουν αυξηθεί αρκετά. Όσον αφορά τα σχέδια για το μέλλον…Το Navigator είναι ένα συνέδριο το οποίο δεν εφησυχάζεται στις δάφνες του. Προσπαθεί συνεχώς να προσφέρει μια καλύτερη εμπειρία στους συμμετέχοντες και να αποτελεί ένα

Δημήτρης ενέπνευσε πρόσφατα τη σκέψη του με ένα απόσπασμα του Ζακ-Ίβ Κούστου: «Κατά τη διάρκεια ολόκληρης της ιστορίας του κόσμου, ο άνθρωπος έπρεπε να αγωνιστεί ενάντια στη φύση για να επιβιώσει. Σήμερα ο άνθρωπος έχει αρχίσει να συνειδητοποιεί ότι για να επιβιώσει, πρέπει να προστατεύσει τη φύση “. Πόσο αληθινό και επίκαιρο είναι αυτό σήμερα; Δ. ΜΠ: Οι άνθρωποι της θάλασσας που εκτός από τα καλά της έχουν αντιμετωπίσει και την οργή της, γνωρίζουν από πρώτο χέρι τις επιπτώσεις που μπορεί να έχει στο περιβάλλον η ρύπανση και η υπερχείλιση των ποταμών που καταλήγουν στη θάλασσα. Πρέπει να συνειδητοποιήσουμε όλοι πως δεν πρέπει να σκεφτόμαστε το περιβάλλον και την λήψη μέτρων για την προστασία του, όταν φτάνουμε να θρηνούμε θύματα. Πρέπει για παράδειγμα να σταματήσουμε να αλλάζουμε τη ροή των ποταμών για να χτίσουμε σπίτια ή να φτιάξουμε πάρκα, γιατί οπωσδήποτε όλα αυτά θα τα πληρώσουμε κάποια μέρα. Συνεπώς, δεν πρέπει να μένουμε στα λόγια, αλλά όλοι μαζί πολίτες και πολιτεία πρέπει να κάνουμε ο καθένας ότι του αναλογεί. Οφείλουμε να προσέχουμε το περιβάλλον και αυτό πρέπει να γίνει κτήμα και γνώση των νεοτέρων ήδη από τη σχολική ηλικία. Διότι μπορεί να έχει ακουστεί αρκετές φορές, αλλά δεν ξέρω κατά πόσο το έχουμε συνειδητοποιήσει πως, είμαστε ένοικοι αυτού του πλανήτη και όχι ιδιοκτήτες και πρέπει να κινητοποιηθούμε άμεσα γιατί ίσως πια είναι αργά για αργότερα, αφού το περιβάλλον το δανειστήκαμε από τους επόμενους και δεν το κληρονομήσαμε από τους προηγούμενους. Π.Δ: Τόσο εσείς όσο και ο πατέρας σας Capt. Δημήτρης Μπεζαντάκος έχετε παροτρύνει πολλές φορές τους παράγοντες της ελληνικής ναυτιλίας να αφήσουν την απαισιοδοξία κατά μέρος, προσπαθώντας ο καθένας από τη θέση που υπηρετεί, να συντελέσει ώστε να παραμείνει η Ελληνική ναυτιλία ισχυρή και πρώτη παγκοσμίως. Πόσο υλοποιήσιμη είναι αυτή σας η επισήμανση;

Π.Δ: Πόσο καθοριστικός ήταν ο ρόλος των γονιών σας καπτ. Δημήτρη & Ιωάννας Μπεζαντάκου στην πορεία του συνεδριου Navigator; Δ. ΜΠ: Θα πω πολύ καθοριστικός! Αλλά όσον αφορά στην εξέλιξη θα εξάρω το γεγονός ότι στήριζαν τις προσπάθειές μας, ακόμα και όταν οι απόψεις μας ήταν αντίθετες και αυτό γιατί εκείνοι ήταν που μας έμαθαν πως πρέπει να μαχόμαστε και να παλεύουμε γι΄ αυτό που πιστεύουμε ακόμα και όταν το ρίσκο είναι μεγάλο ή λίγοι πιστεύουν στην ιδέα σου και φυσικά αυτό πρέπει να τους αναγνωρίσουμε. Είμαστε μια οικογένεια με 4 παιδιά όπου έχουμε ζήσει μαζί τόσο καλές όσο και δύσκολες στιγμές. Προφανώς και είναι δύσκολο να αναλαμβάνεις να συνεχίσεις και να πας ένα βήμα παρά πέρα μια επιτυχημένη επιχείρηση και ένα έργο ετών όπου σου παραδίδουν οι γονείς σου. Βέβαια, όπως καταλαβαίνετε οι ισορροπίες είναι λεπτές καθώς όλοι πια έχουν δύο ρόλους και το αίμα νερό δε γίνεται.

Δ. ΜΠ: Γνωρίζουμε όλοι οτι η βιομηχανία της ναυτιλίας έχει παγκόσμιο χαρακτήρα και δε γνωρίζει σύνορα. Το σύνολο των δραστηριοτήτων της έχει βαρύνουσα σημασία για την παγκόσμια οικονομία, ιδίως για την Ελλάδα όπου η ναυτιλία μαζί με τον τουρισμό και τον πρωτογενή τομέα αποτελούν τις μοναδικές μας ελπίδες για την αντιμετώπιση της κρίσης που όλοι βιώνουμε. Αναφέρθηκα σε αυτό γιατί δεν πρέπει να ξεχνάμε ότι η ναυτιλία κάνει κύκλους . Υπάρχουν χρόνια κερδοφόρα και χρόνια με ζημιά. Οι Έλληνες εφοπλιστές έχουν όμως δείξει ότι ξέρουν πότε να αγοράζουν και πότε να πωλούν πλοία, όπως και να δοκιμαζουν καινουργιους τύπους πλοίων. Η παγκόσμια κρίση επηρέασε και τη ναυτιλιακή βιομηχανία σε όλο το φάσμα της. Η κατακόρυφη πτώση των ναύλων (και ιδιαίτερα των φορτηγών) προκάλεσε τεράστια προβλήματα κυρίως λόγω των αρνητικών εξελίξεων διεθνώς και έχει περιορίσει σημαντικά τη μεταφορά φορτίων. Οι δείκτες είναι αυτοί που θα έπρεπε να κάνουν όλους περισσότερο αισιόδοξους υπέρ ημών. Το 2017 οι Έλληνες εφοπλιστές διαχειρίζονταν 4.199 πλοία και πάνω από 309 εκατ. τονους αφήνοντας την Ιαπωνία, την Κίνα και την Γερμανία να ακολουθούν με διαφορά. Εδώ μπορούμε να αναφέρουμε με περηφάνια ότι ο στόλος

μεμονωμένων ελληνικών ναυτιλιακών εταιρειών φτάνει ή ξεπερνά το στόλο των περισσότερων χωρών του κόσμου και μάλιστα ισχυρών οικονομιών όπως της Ρωσία, Κίνας, Βραζιλίας, Ολλανδίας, Ινδονήσιας για να αναφέρω μερικές (οι αριθμοί μιλάνε από μόνοι τους, αυτά τα μεγέθη δεν πρέπει να τα ξεχνάμε). Ένα θέμα που απαιτεί τη δέουσα περίσκεψη είναι ότι οι Έλληνες έπαψαν να στελεχώνουν τα κατώτερα πληρώματα των πλοίων και αυτό σημαίνει ότι όταν λείψει από ένα κράτος η γνώση του λοστρόμου, του λαδά, του μαραγκού και οι πολίτες ενός άλλου κράτους (συνήθως της Ασίας) αποκτούν την εμπειρία και τη γνώση του βαποριού είναι αρκετά επικίνδυνο. Επομένως πρέπει να γίνει κατανοητό πως πρέπει να προσκαλέσουμε περισσότερους Έλληνες να στελεχώσουν τα εμπορικά μας πληρώματα και να κληρονομήσουν την εμπειρία και τη γνώση που για τόσα χρόνια μας κρατάει στην κορυφή. Π.Δ: Το 2016 ήρθε το 1ο Young Executives Shipping Forum (YES Forum) ως μια εξελικτική πρωτοβουλία σας με στόχο τη δημιουργία ενός ανοιχτού διαλόγου μεταξύ των Decision Makers της Ναυτιλίας και των Νέων Στελεχών. Θα θέλαμε να μας δώσετε μερικά στοιχεία γι’ αυτό. Δ. ΜΠ: Το YES Forum είναι μια πλατφόρμα ανοιχτού διαλόγου μεταξύ Decision Makers της της Ναυτιλιακής Βιομηχανίας και του θαλάσσιου Τουρισμού, των νέων υποψηφίων στελεχών της, καθώς και νέων ανθρώπων που θέλουν να γνωρίσουν τους κλάδους αυτούς. Αυτό που επιδιώκουμε είναι η νέα γενιά να έρθει πιο κοντά στην ιστορία της ναυτιλίας και του τουρισμού μας, να γνωρίσει τις καταξιωμένες εκθέσεις των ΠΟΣΕΙΔΩΝΙΩΝ και τον τρόπο δικτύωσης σε αυτές. Με αυτόν τον τρόπο πιστεύουμε πως συμβάλουμε στη δημιουργία της επόμενης γενιάς που θα στελεχώσει τις θέσεις εργασίας, θα συνεχίσει την ιστορία μας αλλά και θα κληθεί να διατηρήσει την πρωτιά παγκοσμίως. Στο 1ο Young Executives Shipping Forum το οποίο πραγματοποιήθηκε στα πλαίσια των Ποσειδωνίων 2016, έλαβαν μέρος περισσότεροι από 1300 συμμετέχοντες, ανάμεσα τους στελέχη 300 Ναυτιλιακών Εταιρειών και φοιτητές από 60 Πανεπιστήμια Ελλάδας και εξωτερικού. Η προσπάθεια συνεχίστηκε και στέφθηκε με επιτυχία όταν τον Μάιο του 2017, διοργανώθηκε το YES to Sea Tourism στα πλαίσια των Posidonia Sea Tourism 2017 στο οποίο συμμετείχαν περισσότεροι από 600 νέοι. Η ναυτιλία είναι ένας ιδιαίτερα γοητευτικός κλάδος, ο οποίος απαιτεί να έχεις γερό στομάχι, να είσαι αφοσιωμένος στη δουλειά

σου χωρίς να κοιτάς το ρολόι. Παράλληλα όμως μπορεί να σου προσφέρει πολλά. Κάθε μέρα είναι διαφορετική, κάθε μέρα αντιμετωπίζεις μια διαφορετική περίπτωση και έρχεσαι σε επαφή με ανθρώπους από διαφορετικές γωνιές του κόσμου. Οι νέοι σήμερα διστάζουν να προσπαθήσουν, να αφοσιωθούν και να δεσμευτούν, χωρίς βέβαια αυτό να αντικατοπτρίζει την πλειοψηφία. Φυσικά και υπάρχουν νέοι που μπορούν να προσφέρουν πολλά στον κλάδο μας. Αυτό που θα συνιστούσα στους νέους είναι να αφοσιωθούν στον στόχο τους, να προσπαθούν και να προσδοκούν την επίτευξή του. Είναι επίσης βασικό να έχουν τα αυτιά τους και τα μάτια τους ανοιχτά, να ενημερώνονται για την επικαιρότητα, να ακούν τους παλαιότερους που έχουν την εμπειρία των ετών αλλά να προσπαθούν πάντα να κάνουν το επόμενο βήμα και να σκέφτονται ‘out of the box’. Ευκαιρίες υπάρχουν για όλους εκεί έξω αρκεί να είναι προετοιμασμένοι να τις αναγνωρίσουν και αποφασισμένοι να τις κρατήσουν. Ο λόγος που δημιουργήσαμε το YES είναι για να δοθεί η δυνατότητα στους νέους που θέλουν να μπουν στη ναυτιλία αλλά και τα στελέχη της να έρθουν σε επαφή, να κάνουν διάλογο και να ανταλλάξουν απόψεις. Μόνο αν είμαστε σε επαφή και συνεργαστούμε θα μεταλαμπαδευτεί η γνώση και η εμπειρία και θα μπορέσουμε να παραμείνουμε πρώτη δύναμη του κόσμου. Επίσης οι νέοι θα πρέπει να συμμετέχουν περισσότερο σε εθελοντικές δράσεις. Αυτά που θα μάθουν και οι εμπειρίες που θα πάρουν είναι πολλές και σίγουρα θα τους βοηθήσουν στα πρώτα βήματα της καριέρας του και όχι μόνο. Είμαι σίγουρη πως αυτό θα σας απαντήσουν και οι Εθελοντές. Π.Δ: Τελευταία ακούμε όλο και πιο συχνά ότι η εποχή του unmanned ship πλησιάζει. Ωστόσο, ο ανθρώπινος παράγοντας στο χώρο της ναυτιλίας είναι δύσκολο να αντικατασταθεί ιδιαίτερα όταν μιλάμε για άρτια εκπαιδευμένους ναυτικούς. Πιστεύετε ότι το ελληνικό Υπουργείο Ναυτιλίας έχει σήμερα προχωρήσει σε όλες τις απαραίτητες ενέργειες για να βοηθήσει τους άρτια καταρτισμένους αξιωματικούς και το εκπαιδευμένο προσωπικό να είναι πάντοτε διαθέσιμοι για να κυβερνήσουν τον μεγαλύτερο εμπορικό στόλο του κόσμου; Δ. ΜΠ: Επιτρέψτε μου πάνω σε αυτό να πω ότι η θάλασσα δεν τιθασεύεται εύκολα από μηχανήματα και computers. O ανθρώπινος παράγοντας θα αργήσει να αποσυρθεί από τη θάλασσα και θα έχει πρωταγωνιστικό ρόλο στο shipping για τα επόμενα 50 χρόνια. Αυτό βέβαια δε σημαίνει πως πρέπει να κλείνουμε τα μάτια μας στο καινούριο. Πριν

μερικά χρόνια αν κάποιος μας έλεγε ότι η διαχείριση μεγάλων Εταιρειών θα μπορούσε να γίνει από το σπίτι, από άλλη χώρα ή από άλλη ήπειρο μέσω ενός υπολογιστή θα τον βγάζαμε τρελό. Αυτό όμως συνέβη, και γι αυτό το λόγο θα πρέπει να είμαστε προετοιμασμένοι για τις τεχνολογικές εξελίξεις και για την εκπαίδευση των αξιωματικών μας ώστε να διατηρήσουμε την πρωτοκαθεδρία μας στο παγκόσμιο ναυτιλιακό γίγνεσθαι. Πρέπει ωστόσο να λάβουμε υπόψη ότι οι νέοι έχουν μια διαφορετική κουλτούρα , έχουν απομακρυνθεί από τη θάλασσα, και έχουν μάθει να δουλεύουν από τα γραφεία. Είναι σημαντικό να υπάρχει ένα σχέδιο το οποίο θα βασίζεται σε κάποια έρευνα ώστε να περάσουμε στην επόμενη μέρα διοίκησης του unmanned ship. Π.Δ: Σήμερα είναι προφανές ότι η κλιματική αλλαγή επηρεάζει βαθιά και για μεγάλο χρονικό διάστημα τη ζωή μας. Η ναυτιλιακή βιομηχανία δεν θα ξεχωρίσει από αυτή την εξέλιξη. Ακόμη και αν οι τεχνολογίες δεν είναι απόλυτα έτοιμες, πιστεύετε ότι η κατεύθυνση είναι σαφής; Δ. ΜΠ: Στη ναυτιλιακή βιομηχανία - αν και συνήθως καθυστερεί να εντάξει τις νέες τεχνολογίες -, τα τελευταία χρόνια έχουν γίνει πολλά βήματα στην καινοτομία και την τεχνολογία στα πλοία. Η ναυτιλία δεν θα μπορεί να μείνει εκτός και να μην επηρεαστεί από την κλιματική αλλαγή καθώς δεν πρέπει να ξεχνάμε ότι εξυπηρετεί και μεταφέρει προϊόντα και πρώτες ύλες που χρησιμοποιούν οι υπόλοιπες βιομηχανίες. Αυτό σημαίνει πως αν επηρεαστεί κάποια άλλη βιομηχανία ή ναυτιλία θα πρέπει να προσαρμοστεί αναλόγως όπως άλλωστε προστάζουν οι κανόνες τις αγοράς. Π.Δ: Πόσο επιτακτική είναι σήμερα η ανάγκη εκσυγχρονισμού της δημόσιας ναυτικής εκπαίδευσης, ιδίως σε θέματα υποδομής και τεχνογνωσίας και στενότερης συνεργασίας με τη ναυτιλιακή αγορά; Δ. ΜΠ: Ο εκσυγχρονισμός της ναυτικής παιδείας τόσο της δημόσιας αλλά και της ιδιωτικής θα αποτελεί πάντα καίριο ζήτημα. Είναι τέτοια η φύση του επαγγέλματος όπου πάντα οι ναυτικοί θα πρέπει να γνωρίζουν τις τεχνολογικές εξελίξεις ώστε να ταξιδεύουν στις θάλασσες τα πλοία με ασφάλεια. Οι πρωτοβουλίες και οι δράσεις στο κομμάτι αυτό είναι αρκετές και ενθαρρυντικές θα μπορούσα να πω τόσο από το Υπουργείο Ναυτιλίας και Νησιωτικής Πολιτικής, όσο και από Έλληνες εφοπλιστές. Είναι επίσης σημαντικό οι ναυτικές σχολές να ενισχύσουν τη συνεργασία τους με την αγορά

αλλά και τα σχολεία, τόσο για να μάθουν οι νέοι την σημαντικότητα και τα πλεονεκτήματα του ναυτικού επαγγέλματος, να γνωρίσουν τη ναυτιλία και να βρουν αυτό που τους αρέσει όπως τόνισε και ο κ. Βενιάμης σε ομιλία του στο Πανεπιστήμιο Αιγαίου πρόσφατα. Η επαφή των σχολών με την αγορά θα ενισχύσει επίσης και την απορρόφηση των αποφοίτων των ναυτικών σχολών από Ελληνικές Ναυτιλιακές Εταιρείες. Π.Δ: Πόσο σημαντική είναι η ενσωμάτωση της τεχνολογίας στις ναυτιλιακές επιχειρήσεις και με ποιούς τρόπους πιστεύετε ότι η εφαρμογή του «πράσινου μοντέλου» στη ναυτιλία μπορεί να βελτιώσει την ασφάλεια και την απόδοση του πληρώματος; Δ. ΜΠ: Η ενσωμάτωση πράσινων τεχνολογιών στη Ναυτιλία είναι πολύ σημαντική και η ναυτιλία είναι ένας από τους τομείς ο οποίος ακολουθεί πιστά όλες τις αλλαγές καθώς αποτελούν προτεραιότητα τόσο για τις Ναυτιλιακές Εταιρείες τόσο το περιβάλλον, όσο και οι άνθρωποί της. Αξιοσημείωτο όμως είναι πως αν και είναι η βιομηχανία που μολύνει λιγότερο τις θάλασσες και τους ωκεανούς βάσει ερευνών έχει επωμιστεί τους περισσότερους κανονισμούς ή εφαρμογή των οποίων έχει ένα εξαιρετικά μεγάλο κόστος. Όπως είπε και ο κ. Προκοπίου σε κάποια ομιλία του, θα πρέπει να αναλογιστούμε αν όλοι αυτοί οι κανονισμοί επιβάλλονται όντως με σκοπό την προστασία του περιβάλλοντος ή υπάρχουν άλλοι λόγοι που στόχο έχουν έναν την απόκτηση κερδών από έναν υγιή και κερδοφόρο κλάδο όπως αυτόν της ναυτιλίας. Π.Δ: Το φετινό συνέδριο διεξήχθη στο Hellas Liberty (Πειραιάς) και το επόμενο θα

πραγματοποιηθεί στη Χίο. Με ποιά κριτήρια επιλέξατε αυτές τις δύο περιοχές; Τι σημαίνουν για εσάς ο Πειραιάς και η Χίος αντίστοιχα; Δ.ΜΠ: Ο Πειραιάς είναι το μεγαλύτερο λιμάνι της χώρας και η πλειοψηφία των Ελληνικών Ναυτιλιακών Εταιρειών διατηρεί τα γραφεία της εκεί. Αποτελεί το κέντρο των ναυτιλιακών αποφάσεων που σχετίζονται με το κλάδο μας. Το πλοίο Hellas Liberty έχει ιδιαίτερη ιστορική σημασία. Τα πλοία αυτά ναυπηγήθηκαν κατά τη διάρκεια του Β’ Παγκοσμίου Πολέμου (1941 - 1945). Δεκαοκτώ αμερικανικά ναυπηγεία «έχτισαν» 2.710 πλοία τύπου Liberty. Κατά μέσο όρο το κάθε πλοίο ήθελε 42 ημέρες για να χτισθεί. Υπολογίζεται ότι κάθε μία ημέρα ναυπηγούνταν τρία Liberty. Tα φορτηγά πλοία Liberty ήταν πλοία έκτακτης ανάγκης με σκοπό τη μεταφορά πολεμοφοδίων, τροφίμων κτλ. Όταν τελείωσε ο πόλεμος άλλα χαρίστηκαν και άλλα δόθηκαν αντί ελαχίστου τιμήματος σε Έλληνες όπου είχαν συνεισφέρει στη μάχη κατά του άξονα με τα εμπορικά τους πλοία. Όταν έχουμε στη χώρα μας ένα από τα τρία εμπορικά Liberty που σώθηκαν σήμερα παγκοσμίως, το οποίο και μας χάρισαν οι Ηνωμένες Πολιτείες της Αμερικής μετά από ενέργειες των ελληνικών κυβερνήσεων και άλλων σημαινόντων προσωπικοτήτων της ναυτιλίας, οφείλουμε να γνωστοποιούμε σε όλους την ιστορία του και να τους παρακινούμε να συμβάλουν στη συντήρησή του. Είναι αξιοσημείωτο να πούμε ότι καπετάνιοι που συμμετείχαν στο Forum, ήρθαν με τα παιδιά τους, τους έδειχναν σε ποια καμπίνα κοιμόντουσαν και τους περιέγραφαν πως ηταν η ζωη πανω στο Λιμπερτυ εν πλω. Είναι μεγάλη χαρά για μας ότι οι μεγαλύτεροι επέστρεψαν σε έναν γνώριμο χώρο και οι νεότεροι τον έμαθαν και εξέφρασαν το

θαυμασμό τους γι αυτόν. Στο τέλος του NAVIGATOR FORUM ανακοινώσαμε πως το επόμενο θα διεξαχθεί στη Χίο. Ένας από τους λόγους για αυτή μας την επιλογή είναι ότι η Ελλάδα δεν είναι μόνο η Αθήνα. Όταν το NAVIGATOR Forum ξεκίνησε δεν υπήρχαν πολλες παρόμοιες εκδηλώσεις. Σήμερα υπάρχει μια πληθώρα ενεργειών, που λαμβάνει χώρα στους ίδιους συνεδριακούς χώρους, με τους ίδιους ομιλητές που μπορεί κάποιος εύκολα να παρακολουθήσει ανάλογα με το πεδίο ενδιαφέροντος του. Έτσι, καθώς θέλουμε πάντα να προσφέρουμε κάτι διαφορετικό σε όσους μας ακολουθούν τόσα χρόνια και καθώς θεωρούμε πως τέτοια Forum πρέπει να γίνονται και σε άλλες πόλεις αλλά και νησιά της Ελλάδας, επιλέξαμε τη Χίο. Στη Χίο είναι και η έδρα του Πανεπιστημίου Αιγαίου και το τμήμα Ναυτιλίας και Επιχειρηματικών Υπηρεσιών το οποίο ήδη έχει αγκαλιάσει την ιδέα. Τέλος θεωρούμε πως η επαρχία και τα νησιά μας πρέπει να πάψουν να αποτελούν μόνο αφορμή για την ανακοίνωση κακών ειδήσεων όπως το προσφυγικό και η κατασκευή κέντρων φιλοξενίας. Το νησί της Χίου είναι γνωστό σε όλους τους ναυτιλιακούς κύκλους παγκοσμίως ότι με τους Χιώτες κατοίκους του, τους εφοπλιστές και τους αξιόλογους ναυτικούς του έπαιξε και παίζει πολύ σπουδαίο ρόλο συνεισφέροντας τόσο στην τοπική όσο και στην εθνική οικονομική ευημερία. Οι Χιώτες εφοπλιστές, πέρα από την οικονομική ανάπτυξη έχουν επιτελέσει ένα μεγάλο κοινωνικό έργο με δωρεές όπως νοσοκομεία, γηροκομεία, παιδικούς σταθμούς, πολιτιστικά κέντρα και άλλα. Αυτή η πλευρά του νησιού πρέπει να τονιστεί και να αναδειχθεί και εμείς φυσικά προς αυτή την κατεύθυνση θα εργαστούμε.

Lloyd’s List’s Greek Shipping Newsmaker of the Year Award went to John Michael Radziwill, chief executive of new dry bulk company GoodBulk. GoodBulk was launched last December on the Norwegian over-thecounter market and has already built up a fleet of 19 vessels including 17 capes, with options to buy another six. The Award is decided by the editorial staff of Lloyd’s List.

SHIPOWNER Evangelos M. Marinakis was named Greek Shipping Personality of the Year for 2017 and veteran Onassis Group personality Pavlos J. Ioannidis was honoured with a Lifetime Achievement Award in Athens on Friday, November 24 at the 14th annual Lloyd’s List Greek Shipping Awards. A record attendance of fully 1,200 Greek and international shipping personalities gathered at the Athenaeum InterContinental Hotel for the 2017 event, organised by Lloyd’s List, the international maritime newspaper established in 1734.They hailed the brightest performers for 2017, including some of the industry’s best-known personalities and companies, and enjoyed an exciting event programme that reflected increasing interest in digitalisation and its impact on the industry’s future. ClassNK, a longtime supporter of the event, was once again overall lead sponsor of the Greek Shipping Awards. Greece’s minister of Shipping and Island Policy, Panagiotis Kouroumblis, opened the ceremonies and presented a donation on behalf of the event organisers to ‘Argo’, the charity supporting children with special needs in the families of Greek seafarers. Guests enjoyed a pre-dinner cocktail reception hosted by the Malta Ship Registry while China Classification Society offered the traditional champagne toast to the health of Greek shipping. The annual awards recognise achievement and meritorious activity in the Greek shipping industry as well as promote Greece as a maritime centre. Pavlos J. Ioannidis was awarded the Lloyd’s List / Propeller Club Lifetime Achievement Award for an outstanding career notable for wartime heroism and aviation as well as shipping. A close colleague of Aristotelis Onassis, Mr Ioannidis became CEO of the Onassis Foundation shipping business after Onassis’ death and applied aviation training methods and culture to shipping for the first time – not only for the Olympic fleet but, through his positions on the boards of the Union of Greek Shipowners and Helempa, for the wider benefit of Greek shipping. Ioannis Martinos won the New Generation Shipping Award, open to personalities of no more than 40 years of age. A mechanical and aerospace engineering graduate from Tufts and MIT, Mr Martinos established his own company, Signal Maritime, in 2014 and has not shied away from testing new ideas. Signal has become an innovative leader in using and developing new data tools for the industry, including a revolutionary new app for navigating the tanker spot market. Capt. Fu Chengqiu was elected International Personality of the Year, the only award open exclusively to non-Greeks. Capt. Fu, who started his career with COSCO 40 years ago as a 3rd officer on a vessel, has been managing director of the Piraeus Port Authority since 2016 when COSCO acquired majority ownership of the port. Prior to that he was in charge of Piraeus Container Terminal. The recipient of the Dry Cargo Company of the Year Award for 2017 was Carras (Hellas), one of Greece’s oldest-established shipping companies. Long associated with shipping legend John M. Carras who led the company from the 1930s until he passed away, Carras (Hellas) has renewed its fleet with seven high-quality eco-newbuilding bulkers since 2016. The judges cited the company as embodying Greek shipping’s finest traditions.

During 2017, Maran ordered seven VLCCs bringing the number on order to 11 on top of 39 tankers on the water. It also sealed a number of important charters with oil companies, including seven to be employed long-term by Chevron. The judges chose Golden Star Ferries as Passenger Line of the Year for its commitment to its service between Rafina and the Cyclades islands at a difficult time for coastal services, and its expansion with the purchase of two more vessels, including the luxurious conversion of ‘Superferry’ in 2016 and its first high-speed ferry ‘Superrunner’ earlier this year. Masters Shipping won the Shipbroker of the Year Award. Masters recently celebrated its 50th year. It was the first company worldwide to declare itself a specialist passenger ship broker. Over its history it has been instrumental in more than 1,000 deals and has provided crucial support to the nation’s cruise and ferry lines. The company is still going strong with an impressive roster of new transactions in the last two years. The Shipping Financier of the Year Award went to Christina Margelou. As head of shipping for Eurobank, Ms Margelou has led the bank to become an active lender with a current portfolio of about $1.4 billion. But she and her team are taking a traditional relationship approach and Ms Marelou emphasises that the bank likes to be selective and keep things simple. Leading marine coatings developer NanoPhos Marine was awarded the Technical Achievement Award. Exploiting the advantages of nanotechnology, the Lavrion-based company has introduced a pioneering range of efficient, environmentally-friendly and cost-effective coatings for ships. The leading Greek shipping publication, established in 1931, has been a constant, trusted reference point for the industry and generously circulates copies free to universities and marine academies each month. The Seafarer of the Year Award was won by Captain Iakovos Papageorgiou Daniil. Capt. Daniil, a Master of 15 years’ experience, rescued a shipwrecked crew of eight in the Indian Ocean in June 2016 when in command of the Diana Containerships-owned vessel ‘Hamburg’ en route to Singapore. Capt Daniil diverted his vessel and successfully found the men’s life-raft 300 miles off the coast of Oman in a region where merchant ships are at risk from pirates. The Maria Tsakos TCM Training Centre was winner of the 2017 Education or Training Award. It has offered more than 800 courses with more than 4,000 attendees since being established four years ago. The centre was singled out by judges for an innovative curriculum and high-quality instructors and equipment. The Ship of the Year Award went to the ‘Georgios Averof’, the Hellenic Navy’s most historic ship and the oldest operational steel warship in the world. The Lloyd’s List Intelligence Big Data Award was presented to Aspida which impressed the Lloyd’s List Intelligence assessment panel with its Vessel Security Information and Event Management (VSIEM) platform. VSIEM has been developed to provide a variety of benefits to enhance maritime cyber security. 11η Ετήσια Συνάντηση Ναυτικής Τεχνολογίας 2017 Με μεγάλη επιτυχία ολοκληρώθηκε η 11η Ετήσια Συνάντηση Ναυτικής Τεχνολογίας 2017, που διοργανώθηκε από το Ελληνικό Ινστιτούτο Ναυτικής Τεχνολογίας (ΕΛ.Ι.Ν.Τ) στο Ίδρυμα Ευγενίδου, στις 12 & 13 Δεκεμβρίου 2017. Το Συνέδριο χαιρέτισαν ο Πρόεδρος του ΕΛ.Ι.Ν.Τ. κ. Μ. Μαντζαφός, ο Υπουργός Ναυτιλίας και Νησιωτικής Πολιτικής κ. Π. Κουρουμπλής, ο Πρόεδρος του Ναυτικού Επιμελητηρίου Ελλάδος (Ν.Ε.Ε) κ. Γ. Πατέρας, ο Πρόεδρος της BIMCO κ. Α. Παπαγιαννόπουλος, ο Πρόεδρος της Ένωσης Εφοπλιστών Ναυτιλίας Μικρών Αποστάσεων (ΕΕΝΜΑ) κ. Χ. Σημαντώνης, και o Πρόεδρος της HELMEPA Δρ. Γ. Γράτσος. Την ετήσια συνάντηση τίμησαν με την παρουσία τους σημαντικά στελέχη και τεχνικοί σύμβουλοι της ναυτιλιακής κοινότητας καθώς και εκπρόσωποι του Πολιτικού και Ακαδημαϊκού χώρου. Η φετινή διοργάνωση εστίασε στην Γαλάζια Οικονομία αναδεικνύοντας τον σημαντικό ρόλο της ναυτικής τεχνολογίας στην ανάπτυξη κατάλληλων τεχνολογικών λύσεων που θα συμβάλλουν τόσο στην ανάπτυξη των θαλάσσιων οικονομικών δραστηριοτήτων όσο και στη βελτίωση της περιβαλλοντικής τους απόδοσης. Επιστημονικές και ερευνητικές εργασίες αναλύθηκαν από καθηγητές Πανεπιστημιακών Ιδρυμάτων, ενώ ιδιαίτερο ενδιαφέρον υπήρξε στην παρουσίαση ναυτιλιακών προϊόντων, Ελληνικών και Ευρωπαϊκών οίκων διεθνούς εμβέλειας. Ιδιαίτερη ανταπόκριση και μεγάλο ενδιαφέρον, υπήρξε στην Στρογγυλή Τράπεζα, με θέμα «Towards the autonomous ship and digital shipping», στην οποία σημαντικά στελέχη της ναυτιλιακής

κοινότητας ανέλυσαν τις τάσεις, τα εμπόδια αλλά και τις μελλοντικές εξελίξεις, οι οποίες αναμένεται να επηρεάσουν το επιχειρησιακό μοντέλο των ναυτιλιακών εταιρειών, αναδεικνύοντας ταυτόχρονα τον ανθρώπινο παράγοντα. Παράλληλα, στο πλαίσιο της mini Στρογγυλής Τράπεζας αναλύθηκε το θέμα του Υγροποιημένου Φυσικού Αερίου ως ναυτιλιακό καύσιμο και οι προοπτικές του τόσο παγκοσμίως όσο και στην Ελλάδα, ενώ παρουσιάστηκε η πρωτοβουλία Marine LNG Network, η οποία αφορά στην δημιουργία ενός δικτύου συνεργασίας και πληροφόρησης σε θέματα LNG, της ναυτιλιακής και ενεργειακής κοινότητας. Κορυφαίο γεγονός του συνεδρίου αποτέλεσε, το καθιερωμένο βραβείο ΕΛ.Ι.Ν.Τ 2017 το οποίο απονεμήθηκε κατά τη διάρκεια του Επίσημου Δείπνου στο Ναυτικό Όμιλος Ελλάδος, στον κ. Στ. Χατζηγρηγόρη για τη διαχρονική του προσφορά στη προαγωγή της ναυτικής τεχνολογίας στην Ελλάδα.

Η φετινή διοργάνωση εστίασε στην Γαλάζια Οικονομία αναδεικνύοντας τον σημαντικό ρόλο της ναυτικής τεχνολογίας στην ανάπτυξη κατάλληλων τεχνολογικών λύσεων που θα συμβάλλουν τόσο στην ανάπτυξη των θαλάσσιων οικονομικών δραστηριοτήτων όσο και στη βελτίωση της περιβαλλοντικής τους απόδοσης.

Celestyal Cruises: Απολογισμός 2017 και δυναμικός σχεδιασμός ανάπτυξης για το 2018 Με αισιοδοξία υποδέχεται η Celestyal Cruises τη νέα χρονιά, έχοντας αποτιμήσει θετικά την πορεία της το 2017, η οποία χαρακτηρίζεται από αύξηση των Ευρωπαίων τουριστών, από την ανθεκτικότητα των μακρινών αγορών, όπως οι ΗΠΑ και ο Καναδάς και από το στρατηγικό της άνοιγμα στην Κινεζική αγορά. Παρά τις γεωπολιτικές εξελίξεις και την αστάθεια στη γείτονα χώρα, το 2017 κλείνει με θετικό πρόσημο για τη Celestyal Cruises, καθώς διατηρήθηκε ο αριθμός επιβατών στους 100.000 με δραστηριοποίηση δύο πλοίων στο Αιγαίο, το Celestyal Olympia και το Celestyal Nefeli, πραγματοποιώντας 598.000 προσεγγίσεις σε ελληνικά λιμάνια. Σύμφωνα με όσα ανέφερε ο κος Κ. Αναστασιάδης, Διευθύνων Σύμβουλος, Celestyal Cruises στην πρόσφατη συνέντευξη Τύπου της εταιρείας: «Εκκινούμε το 2018 με νέο, στρατηγικό σχεδιασμό, καθώς ενισχύουμε το Δίκτυο Πωλήσεων με στόχο την αύξηση πωλήσεων κατά 50% για την αγορά της Ευρώπης και της Ασίας και 10% για την αγορά της Αμερικής, ενώ παράλληλα συνεχίζουμε να χτίζουμε το brand της Celestyal εστιάζοντας στα δυνατά της σημεία που είναι η υψηλή ποιότητα των υπηρεσιών και φιλοξενίας που παρέχουμε και είναι αυτά που μας ξεχωρίζουν και μας χαρίζουν διεθνή αναγνώριση».

Το 2017, η Celestyal Cruises υποστήριξε το πρόγραμμα επιμόρφωσης «Αρχιμήδης», που ξεκίνησε από τη Σάμο με την επιμόρφωση της εκπαιδευτικής κοινότητας του νησιού και αναμένεται να ολοκληρωθεί εντός του 2018 για το σύνολο της σχολικής κοινότητας όλων των βαθμίδων. Πρόκειται για ένα πρόγραμμα που υλοποιεί σε συνεργασία με το Ίδρυμα Θεοχαράκη και επιφανείς εκπαιδευτικούς της επιστήμης των μαθηματικών της χώρας, στοχεύοντας να «αγγίξει» περισσότερα από 2.000 παιδιά του νησιού. Και η χρονιά κλείνει φέτος μία εξαιρετικά σημαντική διάκριση και την βράβευσή της ως Best for Service των Cruise Critic Editor’s Picks 2017 που προστίθεται στη σειρά των διεθνών διακρίσεων που έχει λάβει η εταιρεία μέχρι τώρα, σφραγίζοντας την επιτυχημένη πορεία της και δίνοντας ώθηση για τα επόμενα βήματα ανάπτυξης.

Εστιάζοντας στην αναβάθμιση της εμπειρίας των επιβατών της και έχοντας αφουγκραστεί τις επιθυμίες τους, η Celestyal Cruises «συστήνει» το 2018, τη νέα 7ήμερη κρουαζιέρα «Ειδυλλιακό Αιγαίο». Σε αυτό το πρόγραμμα παρέχεται η δυνατότητα διανυκτέρευσης στη Μύκονο και τη Σαντορίνη και ολοήμερης παραμονής στη Μήλο, προσφέροντας στους επιβάτες περισσότερο χρόνο σε αγαπημένους προορισμούς, ενώ παράλληλα ενισχύονται και τονώνονται οι τοπικές κοινωνίες. Ο κος Αναστασιάδης ανέφερε χαρακτηριστικά το παράδειγμα της Μήλου όπου από το 2017 καταγράφεται αύξηση προσεγγίσεων στο νησί της Μήλου κατά 21%. Επιπλέον, τόνισε την προσπάθεια της εταιρείας για επιμήκυνση τη τουριστικής περιόδου με την αναχώρηση των πλοίων της 20 ημέρες νωρίτερα σε σχέση με το 2016. Επιπλέον το 2018, τα δρομολόγια της εταιρείας θα παραταθούν για δύο περίπου εβδομάδες με δύο τριήμερες κρουαζιέρες «Εικόνες Αιγαίου» στις 2 και 9 Νοεμβρίου και δύο 4ήμερες κρουαζιέρες εικόνες Αιγαίου στις 29 Οκτωβρίου και 5 Νοεμβρίου. Το 2019 προβλέπεται, επίσης, 12% αύξηση των προγραμματισμένων αναχωρήσεων με 100 αναχωρήσεις συνολικά. Παράλληλα, η Celestyal Cruises παραμένει πιστή στη δέσμευσή της να συνεισφέρει στην ελληνική οικονομία και επιχειρηματικότητα με μέσο όρο ετήσιας συνεισφοράς €30εκ. για την κρίσιμη για τη χώρα μας τριετία 2014-2017. Σύμφωνα με τον Αντιπρόεδρο Επιχειρήσεων της εταιρείας, καπ. Γεώργιο Κουμπενά, το 2017, η συνολική συνεισφορά της Celestyal Cruises στην ελληνική οικονομία ανήλθε σε €103εκ., με €30εκ. εξ αυτών να αφορούν άμεσες λειτουργικές δαπάνες, ενώ δαπανήθηκαν €5.5εκ. σε ελληνικές επιχειρήσεις (τρόφιμα/ποτά) και €3εκ, για έξοδα

Θωμάς Καζάκος: Κυπριακή Ναυτιλία - Προς τα που θα αρμενίζει το 2018;

Ο Κυπριακός Στόλος παρέμεινε ο 11ος Μεγαλύτερος Στόλος στον κόσμο και 3ος μεγαλύτερος στην Ευρωπαϊκή Ένωση (Ε.Ε.). Η Κύπρος επίσης, θεωρείται το Μεγαλύτερο Κέντρο Πλοιοδιαχείρισης στην Ε.Ε. και ανάμεσα στα πρώτα τρία τέτοια κέντρα παγκοσμίως. Η συνεισφορά της Κυπριακής Ναυτιλίας στην Οικονομία της Κύπρου ανέρχεται στο 7% του Ακαθάριστου Εγχώριου Προϊόντος. Στοιχεία του 2017, καταδεικνύουν ότι παρά τις ασταθείς Ναυλαγορές διεθνώς τα προηγούμενα χρόνια, οι εισροές στη Δημοκρατία από τις Θαλάσσιες Μεταφορές ξεπέρασαν το €1 δισεκατομμύριο για ακόμη μία συνεχή χρονιά. Επιπρόσθετα, στην Κύπρο λειτουργούν πέραν των 200 πλοιοκτητριών, πλοιοδιαχειρίστριων και ναυτιλιακά συναφή εταιρειών παγκοσμίου φήμης και αναγνώρισης. Ο ευρύτερος Τομέας της Ναυτιλίας, εργοδοτεί γύρω στους 4500 υπάλληλους και 55,000 ναυτικούς, με ψηλές απολαβές. Η Ναυτιλιακή Βιομηχανία αποτελεί ίσως τη μόνη βιομηχανία που στηρίζει την Κυπριακή Οικονομία χωρίς κρατικές επενδύσεις και δραστηριοποιείται ταυτόχρονα τόσο επιτυχώς επί παγκόσμιας βάσης, ελέγχοντας ένα στόλο 2500 ποντοπόρων πλοίων από την Κύπρο. Το Κυπριακό Νηολόγιο επίσης θεωρείται, από τα πιο ποιοτικά και ασφαλή διεθνώς. Η έγκριση από την Ε.Ε. το 2010, του ειδικού καθεστώτος “Ανοικτού Νηολογίου”, ενίσχυσε σημαντικά την εικόνα της Κυπριακής Σημαίας και δημιουργεί προσδοκίες περαιτέρω ανάπτυξης της Κυπριακής Ναυτιλίας.

Το “Σωτήριον Έτος” 2018 έχει ήδη καταφθάσει. Σε λίγες εβδομάδες επίσης, θα πραγματοποιηθούν εκλογές για την ανάδειξη του νέου Προέδρου και Κυβέρνησης για τα επόμενα πέντε χρόνια. Το γενικό συμπέρασμα της περσινής μας ανασκόπησης τέτοιο καιρό ήταν ότι “η Κυπριακή Ναυτιλία τα πέντε προηγούμενα δύσκολα χρόνια για τη χώρα μας, παρέμεινε ένας από τους πιο σημαντικούς αιμοδότες της Κυπριακής Οικονομίας, με χειροπιαστές προοπτικές περαιτέρω ανάπτυξης”. Πως βρίσκει λοιπόν, την Κυπριακή Ναυτιλία το απελθών έτος και ποιες είναι οι προκλήσεις και οι προοπτικές της για το νέο έτος; Στη Χρονιά που μόλις πέρασε:

Η πρόσφατη δε ομόφωνη απόφαση της Βουλής τον περασμένο Ιούλιο για τη δημιουργία ανεξάρτητου “Υφυπουργείου Ναυτιλίας” από τη 1η Μαρτίου 2018, αναμένεται ότι θα βοηθήσει ουσιαστικά στην περαιτέρω ανάπτυξη της Κυπριακής Ναυτιλίας και κατ’ επέκταση, της Οικονομίας, όπως και οι αξιέπαινες προσπάθειες προώθησης της Κυπριακής Ναυτιλίας που έγιναν τα τελευταία χρόνια στο εξωτερικό από τη Ναυτιλιακή Διοίκηση, με την ενεργό συμμετοχή της Ναυτιλιακής Βιομηχανίας, καθώς και του Κυπριακού Οργανισμού Προσέλκυσης Επενδύσεων (CIPA), ειδικά για την περίπτωση του “Brexit”. Στη Χρονιά που μόλις μπήκε, εντοπίζονται οι ακόλουθες ανάγκες και απαραίτητα ενισχυτικά μέτρα: 1. Άμεση Υλοποίηση Υφυπουργείου Ναυτιλίας Όπως προαναφέρθηκε, η ομόφωνη Κοινοβουλευτική έγκριση του Υφυπουργείου Ναυτιλίας, αναμένεται να λειτουργήσει ως πειστικός μοχλός παραμονής της υφιστάμενης Ναυτιλιακής Βιομηχανίας στην Κύπρο και έλξης επιπρόσθετων ποιοτικών πλοιοκτητών και ναυτιλιακών εταιρειών στην Κύπρο, δεδομένου ότι αυτή η νέα θεσμική δομή θα αποφέρει ακόμη πιο γρήγορη και αποτελεσματική επίλυση λειτουργικών προβλημάτων ναυτιλιακών

εταιρειών. Με αυτόν τον τρόπο, θα έχει αλυσιδωτά θετική επίδραση στην περαιτέρω μείωση της ανεργίας και στην ενίσχυση άλλων οικονομικών κλάδων που παρέχουν υπηρεσίες προς τη Ναυτιλιακή Βιομηχανία, καθώς επίσης, στη στενή συσχέτιση της Ναυτιλίας με τον αναδυόμενο Τομέα Ενέργειας. Καθίσταται λοιπόν επείγον, η πλήρης αξιοποίηση του εναπομένοντα χρόνου μέχρι την έναρξη λειτουργείας του Υφυπουργείου τον Μάρτιο του 2018, καθώς και της σχετικής Μελέτης η οποία έχει ειδικά εκπονηθεί από το Υπουργείο Μεταφορών, για την υλοποίηση όλων των απαραίτητων λειτουργικών προϋποθέσεων έτσι ώστε το “Υφυπουργείο Ναυτιλίας” να είναι σε είναι σε θέση να λειτουργήσει αποτελεσματικά από την πρώτη μέρα εφαρμογής του νέου αυτού υποσχόμενου θεσμού, ειδικά σε σχέση με την Αναδιάρθρωση του Τμήματος Ναυτιλίας και να καταστεί έτσι λειτουργικά, πιο ευέλικτο και ακόμη πιο αποδοτικό και εκσυγχρονισμένο σε εξειδικευμένα θέματα όπως πλήρης μηχανογράφηση και ψηφιοποιήση των εν λόγω υπηρεσιών προς ναυτιλιακές εταιρείες. 2. Προώθηση – Επέκταση Κυπριακού Ναυτιλιακού Φορολογικού Συστήματος Η έγκριση του πλήρους αναβαθμισμένου Κυπριακού Ναυτιλιακού Φορολογικού Συστήματος από την Ε.Ε. το 2010, αποτελεί ίσως, την πιο σημαντική επιτυχία της Κυπριακής Ναυτιλίας, καθώς διασφαλίζει τη βιωσιμότητα του Κυπριακού Νηολογίου και της Ναυτιλιακής Βιομηχανίας και με αυτόν τον τρόπο, την απρόσκοπτη συνέχιση της ουσιαστικής συνεισφοράς της Ναυτιλιακής Βιομηχανίας στην Κυπριακή Οικονομία, όπως αυτό επιβεβαιώθηκε εμπράκτως και κατά τη διάρκεια της πρόσφατης οικονομικής κρίσης που πέρασε η Κύπρος όπου, παρά τα υψηλά επίπεδα “κουρέματος” που δέχθηκαν ναυτιλιακές εταιρείες, αυτές παρέμειναν στην Κύπρο και στηρίζουν αδιάκοπα την Οικονομία. Χαρακτηριστικά αναφέρεται ότι τα τελευταία πέντε χρόνια έχει παρουσιαστεί αύξηση πέραν του 65% σε ναυτιλιακές εταιρείες που έχουν ενταχθεί στο εξειδικευμένο και ανταγωνιστικό ναυτιλιακό φορολογικό σύστημα της Κύπρου και τα έσοδα από τη Ναυτιλία έχουν αυξηθεί κατά 25%. Θα πρέπει λοιπόν να συνεχιστεί και ενταθεί η Προώθηση του νέου Συστήματος σε άλλες χώρες στο εξωτερικό για την προσέλκυση περισσότερων πλοίων στο Κυπριακό Νηολόγιο και Ναυτιλιακών Εταιρειών στην Κύπρο, καθώς και η Επέκταση του Συστήματος, με τη συμπερίληψη επιπρόσθετων ναυτιλιακά συναφή δραστηριοτήτων ή/και επιπρόσθετων φορολογικών κινήτρων προς τη Ναυτιλία, με στόχο την ανάπτυξη από την Κύπρο εξειδικευμένων συσχετιζόμενων υπηρεσιών όπως, για παράδειγμα, χρηματοδότησης αγοράς πλοίων, διαχείρισης πρώτων υλών και ναυπηγικών μονάδων. 3. Άρση Τουρκικού Εμπάργκο σε Κυπριακά πλοία Από το 1987, το Τουρκικό Εμπάργκο σε Κυπριακά πλοία αποτελεί την “Αχίλλειο Πτέρνα” της Κυπριακής Σημαίας, παρεμποδίζοντας

την περεταίρω ανάπτυξη του Κυπριακού Νηολογίου. Καθίσταται λοιπόν επάναγκες, να ακολουθηθεί μία πολυεπίπεδη διεκδικητική εκστρατεία από την Κυπριακή Πολιτεία τόσον στην Ευρωπαϊκή Ένωση αλλά και διεθνώς, για την άσκηση μέγιστης πίεσης στην Τουρκία να άρει άμεσα αυτή την παράνομη απαγόρευση (πχ., μέσω της επικειμένης αναθεώρησης της Τελωνειακής Ένωσης Τουρκίας / Ε.Ε., ή/και σαν “Μέτρο Οικοδόμησης Εμπιστοσύνης” σε ένα νέο κύκλο διαπραγματεύσεων του Κυπριακού Προβλήματος). 4. Κρατική Στήριξη Ναυτικής Εκπαίδευσης και “Γαλάζιας Ανάπτυξης” Συνέχιση της κρατικής / πολιτειακής στήριξης κρατικών και ιδιωτικών Εκπαιδευτικών Ναυτικών Σχολών στην Κύπρο, για την προσέλκυση νέων στο ναυτιλιακό και ναυτικό επάγγελμα και με τον τρόπο αυτό, τη διασφάλιση βιώσιμης στελέχωσης και ανάπτυξης της Ναυτιλιακής Βιομηχανίας. Ταυτόχρονα, ανάγκη προώθησης της “Γαλάζιας Ανάπτυξης” μέσω στήριξης του υπό σύσταση, “Κυπριακού Ιδρύματος Θάλασσας”. Καταληκτικό Σχόλιο: Το 2017, βρήκε τη Ναυτιλία διεθνώς να απολαμβάνει βελτιωμένα ναύλα μετά από μία πολυετή περίοδο “θαλασσοταραχής” χαμηλών εσοδών λόγω της αντίστοιχης κατάστασης της Διεθνούς Οικονομίας. Κατά την ίδια χρονιά, η Κυπριακή Οικονομία παρουσίασε σημαντική θετική ανάπτυξη. Η δε πορεία της Κυπριακής Ναυτιλίας το 2017, απόρροια των αξιέπαινων ενεργειών που είχαν αναληφθεί από την Κυβέρνηση και τη Ναυτιλιακή Βιομηχανία τον περασμένο χρόνο, ήταν σωστά “χαρτογραφημένη”. Αποκορύφωμα των ενεργειών αυτών αποτέλεσε, η θεσμική αναβάθμιση της Κυπριακής Ναυτιλιακής Διοίκησης, με την ομόφωνη έγκριση από τη Βουλή τον Ιούλιο 2017, σε ανεξάρτητο Υφυπουργείο Ναυτιλίας και τη δημιουργία θέσης Υφυπουργού Ναυτιλίας παρά τω Προέδρω, γράφοντας ουσιαστικά μία νέα σελίδα Ναυτιλιακής Ιστορίας για την Κύπρο. “Αρμενίζοντας” ήδη στο Νέο Έτος, για να καταστεί το 2018, ως πραγματικά “Σωτήριον Έτος” για την Κυπριακή Ναυτιλία, θα πρέπει το Υφυπουργείο Ναυτιλίας να λειτουργήσει με ευελιξία και αποτελεσματικότητα. Ο/Η δε Υφυπουργός Ναυτιλίας θα πρέπει να θέσει σαν κύριους στόχους τον άμεσο σχεδιασμό και υλοποίηση “Κρατικής Ναυτιλιακής Πολιτικής” τόσο σε βραχυπρόθεσμη αλλά περισσότερο, σε μακροπρόθεσμη βάση καθώς και την περαιτέρω αναβάθμιση των υπηρεσιών εξυπηρέτησης ναυτιλιακών εταιρειών. WISTA Hellas Annual Forum debates shipping’s challenges and owners’ response The WISTA Hellas 2017 Annual Forum brought key players from the Greek and international shipping community together for an lively panel discussion on the uncertainty dominating the global market at Intercontinental Hotel in Athens on Monday 27 November. More than 300 prominent shipping professionals attended the forum. For the first time, the agenda for the annual gathering included two panel discussions: the first debating the theme: “What are the challenges that may affect the shipping industry?” and moderated by Yannis Perlepes, General Manager of NAFTEMPORIKI Newspaper; and the second featuring panellists discussing “How ship owners cope with the industry challenges ahead?” under the moderation of John Cotzias, President of Hellenic Shipbrokers Association, Projects Finance, Xclusiv Shiprbrokers Inc. Panagiotis Kouroublis, Minister of Maritime Affairs and Insular Policy opened the forum with a video message. The first panel was composed of (in alphabetical order): Stamatis Bourboulis, General Manager, Euronav Ship Management (Hellas) Ltd; John Kokarakis, Technical Manager, Bureau Veritas; Theodore Kontes, Director, Majestic International Cruises; President, Union of Cruise Ship Owners & Associated Members; Hamish Norton, President, Star Bulk Carriers Corp; Christiana Prekezes, Executive Coordinator, Hellenic Marine Environment Protection Association – HELMEPA; Kostas Vlachos, Chief Operating Officer, Consolidated Marine Management Inc. The second panel was composed of (in alphabetical order): Sadan Kaptanoglu Shipping Manager, Kaptanoglu Shipping; Vassilis Mantzavinos, General Manager Greece UniCredit Bank AG; Milena Pappas, Commercial Director, Star Bulk Carriers Corp; Aristides J. Pittas, CEO, Chairman of the Board of EUROSEAS LTD; Valentios “Eddie” Valentis, Chairman and CEO, Pyxis Tankers; Lila Μ. Vergou, Chief Operating Officer, Vergos Marine Management S.A. Each panelist offered their insight into the forum’s themes and responded to questions about the greatest challenges facing shipping today. Follow-up dialogues by representatives from major market sectors added further to the success of the event leading to an open and impulsive discussion that kept the audience focused till the very end. Issues discussed included global financial instability, maritime training, challenges faced by the maritime sector, new technology onboard the vessels, environmental concerns, automated ships, digitalization, cyber-security, Ballast Water Treatment Convention, climate changes and new investments and financing opportunities in an constantly changing and unpredicted business environment. A wide range of opinions and perspectives were aired, ensuring strong engagement throughout the debate. In her opening address, WISTA Hellas President Angie Hartmann said: “I would like to thank our members for their active participation to our activities and for making WISTA an industry voice in the Greek Shipping community”. Ms. Hartmann presented to the audience WISTA Hellas and said: “This year also marks the first time that we’ve expanded the agenda of our annual forum with two panel discussions so that more representatives of the shipping industry

could express their opinion and have sufficient time to discuss with you”. The President, also thanked on behalf of the Board of Directors the panelists, sponsors, media supporters and supporting organizations. Closing the forum, Mrs. Hartmann thanked once again the panelists, sponsors, media supporters, supporting organizations and the audience for a constructive and successful event, and invited everyone to a cocktail reception which lasted long into the evening.

Greener Shipping Summit 2017 “New Requirements -The Horizon is Crowded”

The shipping industry is ‘green’ and is striving to become ‘greener’ which is certainly costing a lot of ‘Green backs’. So said Intertanko’s technical director Dragos Rauta, addressing the Greener Shipping Summit 2017, in Athens, November 14. Though the industry is “facing a big green tsunami”, Rauta said “shipping is resilient” but it is up to the industry to ensure the “regulations being imposed upon it are practical and will do their job”. Though the industry’s regulator, the IMO, seems to have won something of a victory with the European Parliament and European Union agreeing just before the Summit to revise the EUs Emissions Trading Scheme (ETS) to exclude shipping to allow IMO’s CO2 reduction strategy to proceed, ship operators have to be more proactive in putting their view, if regulations “are to be more realistic and holistic” it was stressed throughout the day-long Summit. Indeed, speakers and delegates saw the EU’s decision as a way of putting pressure on IMO. Rauta, Dimitrios Kostaras, gm, Pantheon Tankers Management, Bureau Veritas’ vp technology and business development, John Kokarakis and Panos Zachariadis, technical director, Atlantic Bulk Carriers and regular member of Greece’s IMO delegation, all saw the decision as a threat, warning Imo to take action or else. Whether this is the case or not, shipping is faced with challenges as the regulations continue to come and will have to be implemented at a considerable cost. As summit chairman, Kostaras stressed: “There is great uncertainty about what is required and the extent

of the improvement that will be achieved. We all need accurate information and should never make implementation a last minute decision.” Further he warned: “Be very careful about the choice being made when it comes to equipment, which is largely untest, so make sure the equipment meets your specific needs.” Organised by Newsfront / Naftiliaki, under the auspice of the highly influential Hellenic Marine Technical Managers Association, (Martecma), the Summit some 530 delegates from 161 companies and 15 countries registered for the Summit held at the Eugenides Foundation. A great deal was heard about scrubbers and the SOx cap. On the cap, Kostas Vlachos, COO of CMM, said any changeover can not occur “overnight” without serious economical consequences. “All stakeholders, regulators, refineries, owners, associations, makers and states, have to play a very important and critical role for the effective, efficient and soft implementation.” He noted there are various options available for implementation along with respective challenges and the pros and cons of each one of them must be considered carefully prior to the final decision taken. “On the other hand the refineries based on actual demand vs supply data shall decide for the proper investments timely so that compliant fuels to be available,” he said. “Engine makers love them,” declared Jesper Arvidsson of MAN Diesel & Turbo. “No engine modifications are usually needed, and if they are they are minor.” Concerning the SOx cap, he said

“fuel quality varies so much it causes problems for engines”. But there is uncertainty about regulations and when it comes to scrubbers a big investment is required so the uptake has been slow, but, said Arvidsson: “We expect to see more financing solutions being offered to operators on the part of the makers and the fuel suppliers”. Stavros Hatzigrigoris, MD Maran Gas Maritime, and Martecma Chairman, also talking about scrubbers and the financials involved noted oil majors are chartering VLCCs with scrubbers. Indeed, like Hatzigrigoris several speakers pointed out charterers are driving the move to implement regulations, by their choice of ship. The availability of low sulphur fuel was a major concern for many attending this week’s Greener Shipping Summit 2017. IMO’s decision to reduce the bunker fuel specification to 0.5% from 1st January 2020 is clear, however “there remains a great deal of uncertainty around the regulatory framework, much of which may not become any clearer until 2019” said Sara Lawrence, global technical manager, Shell Marine. “What is clear is that this industry change could result in up to 300m barrels per day of HSFO being displaced by 0.5% sulphur fuel,” she said. Lawrence maintained refineries are starting to prepare and will be ready. She said “in reality all fuel options will have a role to play in meeting the legislation”. “It is our view that at least initially, a significant portion of this will be 0.5% fuel oils that are likely to differ from traditional fuel oils and therefore similar challenges to those seen for the 0.1% ECA fuel should be anticipated,” she said. She was confident Shell will be able to supply across the fuel options, adding the lubricant choice is determined by the fuel choice, the engine type and the operation. “Changes in fuels and lubricants and the increased uncertainty re-emphasises the need for robust technical services, which can help to reduce risk and minimise costs,” said Lawrence. Maria Kyratsoudi, FOBAS specialist Lloyd’s Register, said as we head towards 2020 it will be costly and those that decide to wait and ignore what is coming will create serious commercial distortion. “Using distillate fuels and ultra low sulphur fuel oils, is the most possible scenario for compliance for the majority of the owners,” she said. LR has “already experienced compatibility and cold flow property issues as well problems with the variation of the quality of these specific fuels in several key parameters. New ISO 8217:2017

addresses changing natures of the marine fuel products, with the future likely to see more synthetic and renewables blended into the predominantly hydrocarbon fuels. “It will be a gradual transition to a decreasingly conventional fuel mix to new types of fuels or means of compliance. Definitely there will certainly not be a single solution for everyone,” said Kyratsoudi. Are ballast water treatment systems working, was another question being asked. ABS’ vessel performance analyst Antony Vourdachas, noted there are currently six USCG Approved systems, some USCG AMS and 60-plus with Imo Resolution MEPC.174(58) 2008 G8 Type approval. “Despite this, there is a lack of feedback on the operational performance of the various treatment systems installed.” He said a questionnaire inquiring about challenges and lessons learned regarding installed BWTS systems was sent to 27 shipowners, covering 220 vessels and eight technologies. “Analysing responses, only 14% of the systems installed are functioning satisfactorily. Another 14% are reported as totally inoperable,” he said. Dividing the challenges into hardware, software failures, logs and manual, spares and maintenance “each technology type suffers from each problem to a varying degree”. A set of best practices has been developed covering, Installation, commissioning, planning and execution, training, operations, maintenance and repair, and contingency measures to assist owners with the whole of the BWTS project. The session on ‘soft skills’ or the art of encouraging personal attributes that enable someone to interact effectively and harmoniously with other people, generated great interest. Panagiotis Koutris, md, Kristen Marine / Roxana Shipping and Intertanko committee member, outline a project by OCIMF and Intertanko to promote soft skills, while Stephen Bligh, senior principal consultant, DNV GL, addressed the need for soft skills when it come to inspections and audits. Data collection and analysis and the technology that is available to help shipping become more efficient, safer and greener, by meeting the demands of the regulators, was also widely discussed. Dimitris Theodossiou, the man behind Danaos Management Consultants noted data analytics has been always fundamental to capitalise on shipping investments. But, “big data has offered the industry very advanced tools to analyse current and historic information in order to streamline vessel operation for safety, efficiency and, of course, for the environment,” declared Theodossiou.
