Narrow Water Bridge funding announcement secures future of historic cross border project By Tamara O’Connell AN idea first mooted almost twenty years ago finally got the go ahead yesterday as Louth County Council welcomed the funding announced by government through the Shared Island Fund for the construction of the Narrow Water Bridge. The project has been beset by setbacks over the last decade and a half but yesterday, news of a significant funding announcement means that construction on the bridge can begin this year. rolling bascule bridge will link the Mourne Mountains and the Cooley Peninsula, providing huge tourism and connectivity boosts in the east border region. It will act as a key catalyst for improved cross border active travel and recreational activities, including the development of greenways, walking trails and park amenities. Louth County Council has been the lead project partner, securing planning consents, design details and more recently progressing the construction tender process. Continued on Page 2

Preliminary route options for the project were first published back in 2008 and

However, later that year the Irish government abruptly made the decision not to proceed with the scheme. Undeterred, Louth County Council decided not to abandon the project and announced that they would proceed by themselves. Planning permission was applied for by the local authority, a CPO issued and European funding secured to breath new life into the project that had seemed dead in the water just a few months earlier.
Things looked to be progressing well in mid2013 when the Northern Ireland department of finance approved NI contribution but yet another setback was just around the corner with Louth County Council suspending the project due to escalating costs. Following that shock news the EU withdrew their funding on the grounds that Louth County Council could not secure heir share of the proposed funding. The long running saga was re-visited two years later in 2015 when the NI and ROI governments agreed to prepare
a report on options for the project. In 2020 DFI Minister Nichola Mallon indicated her strong support for the project and two years later a construction tender was released by Louth County Council as optimism grew that the long mooted bridge would finally be built. Yesterday’s confirmation that final funding has been secured means that the long running saga looks to finally be coming to an end with work expected to start later this year.
St John of God Community Services Announces Transfer of Service Provision to HSE
SAINT John of God Community Services (SJOGCS), a leading provider of intellectual disability and community mental health services has announced it is to transfer all service provision to the Health Service Executive (HSE) later this year. The decision follows the failure to conclude a funding agreement with the HSE aimed at securing the future financial sustainability of the organisation. A formal letter confirming today’s decision has been conveyed to the HSE by the Board of SJOGCS and it is intended that the transition process will be completed by 15 August 2024. SJOGCS has had ongoing engagement on its funding challenges with the HSE since 2020 but in recent months communicated its serious concerns regarding its accumulated deficit and the sustained lack of adequate funding to allow for its continued financial and operational sustainability. Today’s decision to transfer has been formally ratified by the Board of St John of God Community Services clg and the Board of Saint John of God Hospitaller Services Group clg. Chief Executive of Saint John of God Community Services, Clare Dempsey, said it was a very sad day for the Service “We are confirming with profound regret and deep disappointment that due to the failure of an extensive engagement process with the HSE, we have initiated the plan to transfer responsibility for service provision to the HSE. This process will see the formal transition of all current services delivered by Saint John of God Community Services to the HSE and the complete cessation of our involvement in these services by 15th August 2024. “By that date, the HSE must have assumed full responsibility for the Service, and we will use the time between now and then, to manage the handover process. “Today represents the saddest day in the history of our long-established Service, which has been in operation since the 1930’s. The HSE sent a short statement to the Dundalk Leader stating that they are engaging with SJOG. “We have engaged with SJOG since they issued their statement last week, and expect further engagement shortly. We expect that staff and service users will be kept up to date with developments.”

THE war on drugs has been ‘an abject failure’ and the government needs to be more proactive in funding projects such as the Family Addiction Support Network and the Red Door Project in Drogheda, Sinn Féin TD Ruairí Ó Murchú has said. The Dundalk deputy was speaking in the Dáil last week during a debate on the Cannabis Regulation Bill. He said there was ‘at least agreement on one issue, which is that the war on drugs has been an abject failure’. He said: ‘I recall that there was a period in Dundalk a couple of years ago when, following cuts to Garda funding, we did not have a drug squad and then the drug squad was suddenly in operation again. ‘In fairness, no one is going to have a problem when action is taken against dangerous criminals that have our communities in serious bother and under serious pressure. They have their foot on their neck. ‘I remember a former superintendent saying how brilliant it would be if he had 50 or 100 guards working specifically on drugs. Then he turned around and asked if we could show him

Deputy Ó Murchú said it was a failure that the People Before Profit-drafted legislation was not being allowed to go forward because there was a need for ‘a real conversation’. He said: ‘We can talk about a
health-led strategy and a harmreduction strategy but we need to enact it at some point in time. ‘That is not to take away from the fact that there are issues with cannabis and the increased levels of THC. We have seen the issues in regard to psychosis and we have also seen that the State and services do not allow for dual diagnosis for mental health services so people are kept on the outside. We have no means of dealing with people when they are in disastrous circumstances. ‘We also know that a huge amount of the money that goes to drug gangs actually comes from middle-class people who take cocaine. ‘We need different solutions across the board in regard to all of this and to the funding of addiction services. ‘The Minister met with the Family Addiction Support Network in Dundalk, which is supported by the Garda but is facing closure. Turas needed to self-fund its own dual-diagnosis project. ‘The Red Door Project in Drogheda has also been under significant pressure. We need to get real’.

Paula announced as Grand Marshal
Paula Gorham will be Grand Marshal of next month’s St Patrick’s Day Parade in Dundalk.
SOCCER trailblazer and Dundalk native Paula Gorham has been announced as the grand marshal for the town’s St Patrick’s Day parade. Paula played on the Ireland’s first ever football women’s team and scored three goals in the team’s first international game, which was against Wales on 13 May 1973. She appeared 11 times for the Irish women’s team, but it was only decades later that she received her first official cap from the FAI and some national recognition for the incredible achievements that she and the other women had made possible. In 2021, Paula was inaugurated into the FAI Hall of Fame, alongside the Johnny Giles. Now, just over 50 years on from that first
game in Wales, Paula will proudly lead the Dundalk St Patrick’s Day parade. It comes just months after the County Museum hosted an exhibition about her achievements. Paula said: ‘I am delighted to have been asked to be the grand marshal at the Dundalk St Patrick’s Day parade and it is an honour to be recognised like this in my hometown. ‘I am really looking forward to it and to seeing everyone come out and enjoy the day on March 17’. Chairperson of the committee, Cllr. Conor Keelan, said: ‘We are really pleased that Paula agreed to be the grand marshal for this year’s parade in Dundalk. She was a true trailblazer and it right that
she is recognised and celebrated in her hometown. ‘Paula is a perfect fit for this year’s theme of ‘Green Dream’ because she is someone who had, what seemed at the time, like an impossible dream but she made it come true. The parade, which will start at 1pm, will feature many local community and business organisations showcasing the very best that the town has to offer. There will also be live music, and a free family fun zone, after the parade, so that families can spend more time in the town after the main event. And following on from last year’s successful trial of the ‘quiet zone’ in Dublin Street, which allowed people
with sensory issues to enjoy the parade without the noise, the committee has announced it will make a return in 2024. Also coming back is the very popular wheelchair access viewing stand which gave wheelchair users a safe and elevated place to see the parade in all its glory. The committee is chaired by Cllr. Keelan and includes Cllr. Maeve Yore, Deputy Ruairí Ó Murchú, Shane McBride, Dagan Fleming, Anne Campbell, David Minto and Maria O’Toole. DUNDALK councillor Conor Keelan has spoken about his experience of epilepsy to highlight International Epilepsy Day. International Epilepsy Day took place on Monday, February 12 in a bid to promote better awareness of epilepsy in the community, at work or at school. “This helps combat stigma and the high levels of misunderstanding and misconceptions about epilepsy, the world’s most common neurological condition,” said Conor. “Lack of knowledge can affect decision making, planning, provision of care and support for those with epilepsy, not just in this country but abroad.” Conor added: “Members of the public can show their support on International Epilepsy Day by wearing purple, or if you can, light up your building in purple. “At your school, work or community organisation share information available on epilepsy.ie about how to treat someone who has a seizure on your premises. “Learn basic first aid and make

If you know someone with epilepsy encourage them to talk to others to make them aware about the condition so as others in your workforce/organisation may learn from them.” He continued: “I have epilepsy also and I do some of these things myself on behalf of constituents as part of my role as an elected County Councillor. “I had my first seizure in 1998 when I was 17-years-old, a couple
of months before I sat my Leaving Certificate exams. “I was at home with my family watching television and it came on quite suddenly. I was taken to hospital and tested for meningitis but that was ruled out. “I was kept in overnight and moved to another hospital the next day where I had a brain scan but at the time it proved negative for epilepsy and I was discharged.” Conor concluded: “I returned to school for a week and one day I was in my bedroom studying. I had a strange sensation in my ear so I was able to alert my parents. “I was taken to two different doctors and prescribed medication. I sat my Leaving Certificate and went on to third level education in Maynooth. “I didn’t have my next seizure until 2007. I was working at the time and finishing my PhD thesis and also campaigning hard for election. FARMERS in Louth gathered to protest outside County Hall Millennium Centre in Dundalk on the morning of Monday, February 19. A large group of protestors who are members of the Irish Farmers’ Association (IFA) voiced their anger and frustration at the ever-increasing administrative burden being placed on farmers. Farmer John O’Hanlon, who was at the protest, said farmers are saying “enough is enough” because of the major impact the administrative burden is having on farm family incomes. Agriculture in Louth contributes €635 million to the local economy, according to an IFA estimate adapted from Central Statistics Office data. The protestors called on Louth County Council (LCC) to do its utmost to highlight issues such as ash dieback. A large number of ash trees are suffering from ash dieback on rural roads. The IFA would like each county council to come up with a strategy and funding to remove
these trees. The Council calls on the European Union and the Irish Government to provide additional stand-alone funding, separate to the Common Agricultural Policy (CAP), to support farmers to undertake climate and biodiversity measures.”

32-year-old voucher honoured by local retailer
Tamara O’Connell A COUPLE who received a voucher as a wedding gift have finally used it 32 years later after a Dundalk shop agreed to honour it. The House of Murphy in Dundalk sold the voucher for the local couple in 1992, just two years after the shop first opened its doors. Noeleen Drumgoole, manager of The House of Murphy in Dundalk said the value of the voucher was 100 punt. “We gave the value of 127 euro. The voucher was given as a wedding present and got mixed up with some photos,” she said. “It was still in perfect condition. The couple were moving house and came across it so they came into The House of Murphy one or two days before last Christmas. “They asked us if it would still be valid. I’m only here 28 years and the voucher is 32 years old, so I took their name and number and told them I would get back to them about it.” Noeleen added: “There was no system back then; things were written down on paper. However, we did find that the money from the voucher hadn’t been spent. “The couple with the voucher were regular customers and would have shopped here over the years, so we agreed to honour the voucher. “They have some pieces on order; they are just not in yet. The voucher for 100 punt was a good wedding present at the time.”

Get Lost . . . . in a Good Book LIBRARIES throughout County Louth are taking part in Ireland Reads, a campaign to get the whole country reading this month in the lead up to a national day of reading on Saturday, February 24th. Irish libraries have teamed up with publishers, booksellers, authors, and others for the campaign, which is part of the government’s Healthy Ireland programme and aims to celebrate reading and all the benefits it has for wellbeing and enjoyment. The campaign is asking everyone to ‘Get Lost in a Good Book’ during February and particularly on Ireland Reads Day, Saturday, February 24th. IrelandReads.ie. The Ireland Reads website also offers book recommendations suited to a person’s interests and the time they have available to read. A wonderful Night of Nostalgia at Old Dundalk Lecture
THE first lecture in the Old Dundalk Society (ODS) Spring series ‘Park Street, Dundalk Its People and Its History’ took place at the Town Hall Dundalk on Thursday 15th of February and was an outstanding success. The lecture was given by local man Frank O’ Callaghan, which was superbly delivered to an audience of over 300 people. The lecture focused on the history of Park Street and its residents both present and past. Park street is one of the oldest and most vibrant streets in the town, and Frank explored some of the fascinating stories and landmarks that make Park Street a unique and important part of Dundalk’s heritage. As part of his research, Frank embellished his presentation with stories from some of the current and past residents and business owners of Park Street, who shared their experiences and perspectives on living and working on this historic street at the event. Frank created his own piece of social history on the evening, by presenting his historical lecture to one of largest audiences ever to attend such a lecture in the Town Hall for many years. A delighted audience enjoyed the journey through time and space about the people and places that shaped Park Street, Dundalk. This is the first in a series of planned lectures by the ODS which will be presented over the coming months.

Dundalk Railway Heritage Society will hold their AGM at 3.00pm on Saturday 2nd March 2024 at the Oriel Centre (Old Gaol), St. Dominics Place, Dundalk. The Committee invite all Members to attend. Annual subscriptions for 2024 may be paid on the day. After the business of the AGM is concluded there will be an illustrated lecture given by member Michael McMahon. The title of the lecture is “Local Travels with RM Arnold”. The talk will concentrate on the railways in Armagh, Louth and Monaghan. There will be a voluntary contribution at the door.
