n August 11, the Board of Regents (BOR) of the University of Northern Philippines (UNP) released Resolution no. 64 Series of 2015 attested by Dr. Patricia B. Licuanan, Commission On Higher Education (CHED) Chairperson, confirming the reappointment of Dr. Gilbert R. Arce for a term of four years commencing on August 23, 2015 and expiring on August 22, 2019. An Evaluation Committee was constituted by the University Governing Board to evaluate the performance of Dr. Arce during his first term as President of UNP. The said committee was composed of former University of the Philippines President, Dr. Emerlinda R. Roman as Chairperson with Dr. Bernard R. Ramirez as PASUC representative, Dr. Teoticia C. Taguibao as CHED Regional Office I representative, Dr. Ocarna B. Figuerres as Academic Sector representative and Msgr. Vicente B. Avila as Private Sector representative. After conducting an interview with various faculty staff, student leaders and other UNP stakeholders and after evaluating vital university documents covering the four year incumbency of Dr. Arce, the committee unanimously endorsed him for his second term of four years as the president of UNP. Consequently, Dr. Roman presented the result of the evaluation of Dr. Arce during the Special Board Meeting of the UNP Board of Regents held at the Conference Room of the Office of the CHED Chairperson at HEDC Building, UP Diliman, Quezon City on August 11 for confirmation. c o n t i n u e d

of UNP. He is the standard-bearer of the RIGHTS (Responsible, Ignited, Genuine, Humble, and Transformative Students) Party. “Change needs time. It is a step-bystep process,” Bolor said during the Harapan 2015 open forum held at Marcos Hall, UNP, last July 13-14. He also added that if all students will unite and observe the given projects, they can meet the change that is conceived. In the said Harapan that was conducted earlier, other officers also proposed their own platforms and dialogues in serving UNP for this academic year. There was also a segment where students were able to ask queries regarding the projects given, likewise, to settle arguments between the students and candidates. RIGHTS party succeeded in filling up the throne for Student Council`s positions. According to HOPE (Honesty, Orderly and Peaceful Election) Commission, 50.41% of students casted their vote which is 6265 out of 12,427, in the election last July 20. The other officers of the UNP Student Council for this academic year are Alexandria

He also sent a dispatch to other student leaders to make a move, to do not be contented with the position they have and to be responsible with the position assigned to them. Meanwhile, during an interview, Bolor mentioned about their initial projects such as the Phase II of SC Multi-Purpose Building, Systematic Flow of Enrolment, and the Revival of Indigenous Student Organization. He is also helping Alexandria Blake Real, SC Vice President, on her project about the Styro-free and Straw-less University.
“If other students see you following these policies, there is more probability that they will follow you. I made a policy then I should follow it and set as an example to other students,” Bolor stated. Pre-med Program Suspended PAUL NDUBILO
A
lthough the University of Northern Philippines first globalized some of its academic programs in 1970s, its medical program became internationalized in 2007 when the first set of foreign students from India were admitted into its medical program under Medicinae Baccalaureus (MBBS) curriculum. However, Commission on Higher Education (CHED) declared the MBBS program illegal based on the academic policies of the Philippines. This prompted the university to create a special pre-medical program in BS

Ever since then, the UNP special premedical program has grown tremendously to accommodate more prospective foreign medical students from other countries with K-12 educational system, like Nigeria, Nepal, Papua New Guinea, etc. Today, the present administration of Gilbert R. Arce, Ed.Dhas expanded the program in such a way that the university now offers special premedical programs in BS Psychology and BS Community Health Management in addition to BS Biology. With the recent expansion of the special pre-medical programs, the number of the foreign pre-medical students in the school has greatly increased. According to the office of the international student services, headed by Dr. Benjie R. Gapate and as confirmed by the international students division of the registrar’s office, the total number of the foreign pre-medical students presently in the university is 425—95 for BS Biology, 158
for BS Psychology and 172 BS Community Health Management. These alien students are the nationals of India, Nigeria, Nepal and Papua New Guinea. However, it was recently rumored on campus that all the special pre-medical programs in the university had been cancelled. With the rumored cancellation of the programs, the foreign students in the university became seriously concerned, suspecting that such would likely lead to the increment of their tuition fees. To ascertain the cause of the cancellation of the programs, and to know if there was any intention of increasing tuition fees, the New Tandem spoke with the university president. The president made it clear that the programs were not cancelled but suspended. He further said that his office discovered that there were lots of discrepancies in the fees those foreign students, especially the Indians, pay to their respective agents that signed the contracts. According to him, some students pay higher than others to the agents. Then, speaking on the nature of the UNP special pre-medical
programs, he explained that the programs were contracts signed with some Indian agents, but wondered why some of the agents charged their candidates higher than others, even though UNP has fixed tuition fees for all the foreign pre-medical students. He therefore said that in order to save the name of the university from propaganda, the suspension of the whole programs became necessary so as to harmonize all the contracts first. On the other hand, he maintained that he had no plans to increase the tuition fees of the foreign students in the school for now. With the ongoing harmonization of all the contracts with Indian agencies, the special pre-medical programs in the university will hopefully be reopened by next school year. This arrangement will also give the present administration enough time to complete the ongoing construction of several classrooms on campus to ensure that all students, both local and international, are well accommodated for their different programs in the university. ■

Lazaga, Hagdan
(Agdan), Comics for Children by Sherma E. Benosa, Bagi, Dandaniw, poetry by Roy V. Aragon, Gulgol ken Dadduma Pay a Sarita Short Story Collection by Aileen R. Rambaud and Dagiti Premiado a Sarita 1997-2014 edited by Cles B. Rambaud and Juan Al. Asuncion. On July 31, GUMIL-UNP Chapter hosted a lecture-workshop. Notable speakers present on the event were Bebang Siy, one of the International Programs (IP) Ambassadors introduced by NBDB and the author of the Tagalized version of Paper Towns. Siy talked on 12 Ways to Engage Young Readers and Copyright for Authors and Heirs. On the other hand, famous Palanca awardee Eros S.
Atalia shared his insights in literature on his lecture dubbed “Ang pagsusulat ng Dagli sa Panahong Laging Nagmamadali”. Michael M. Coroza, the present Associate Professor from the School of Humanities in Ateneo de Manila University. In her lecture entitled “Panagsurat ken Panangipablaaak iti Libro a Para Ubbing”, Sherma E. Benosa encouraged the student writers to continue honing their craft and explore possibilities in literature. “Don`t be scared to try possibilities in writing. Dare to work on what you think in mind and it will just come out as long as you try”, advices Benosa to the budding Iluko writers present on the seminar. ■

n pursuant to the SOUL Policy no. 2 signed by the present Student Council chairs headed by Honourable Robin Bolor, the limitation of force membership is levied on all accredited organizations in the university. This regulation was projected by the student government during the Annual Policy Conference that was conducted last April 27-29 in Pagudpud, Ilocos Norte. The Office of the Student Affairs revised the Constitution and By-Laws regarding this policy and included all scopes of volunteerism, aspects, and ideas of membership for the members to know. The main concerns are

constraint on redundant collection of fees to the accredited organizations, collection of fees for the mandated organizations, and awareness of requesting to the student council.

to pay the fee if it is within your volition,” he added. Furthermore, the traditional rule before is not embraced by any regulations and it was said that this is the main cause of some colleges to convene more members to join the different clubs and organizations. From certain colleges, centralized fees like project fee, research fee, extension fee, and development fee including the student miscellaneous enrolment fund are compulsory paid upon enrolling the university. It was also said that the money collected from the named fees on colleges has the same purpose with the student miscellaneous fund, such as to finance learning facilities, for the activities, and other matter. “We are already against to the improper and unjust collection of fees,” Bolor said. The redundant collection of fees from
accredited organizations is not sanctioned but it is regulated. With over 80 organizations registered in the University of Northern Philippines, some of which were said that it is not audited properly may be subjected to corruption and fraud. Moreover, accredited organizations will only be endorsed if financial statements are presented to the Office of the Student Affairs. The mandatory organizations, in partnership between Vice President for Student and External Affairs and Vice President for Academic Affairs, strictly collect fees for school-related purposes. ■

Enrolment rate of local students soars 4.5% with a total population of 12,750 from the previous year`s total population of 12,145. Foreign students also boomed up to 9.99% rate of their population. It has an increase of 73 enrolees from their last year population of 658 according to the Office of the Vice President for Academic Affairs. Given the top 5 colleges having the highest total number of enrolees inclusive
of the number of taking doctoral and their master, are the following: College of Business Administration and Accountancy – 2,899; College of Teacher Education – 2,033; College of Criminology – 1,296; College of Engineering – 1,251; College of Hospitality – 929. Unanimus decision Upon the arrival of Dr. Arce and the members of BOR on August 17, the University officials, personnel and students all greeted and expressed their warm welcome to the President. The BOR had also taken a unanimous decision on Dr. Arce`s reappointment prodding him to continue what he has been doing since the start of his service. The board had expressed its affirmation that Dr. Arce took a momentum on his leadership through his Ten Governance Initiatives which marked the University`s global profile. “I accepted the reappointment because of the trust that the UNP stakeholders particularly the students have given me in further running this institution”, he stressed out. Dr. Arce was also thankful for the BOR which is composed of Hon. Pia S. Cayetano (Chairperson on Committee on Education Arts and Culture and Senate of the Philippines), Hon. Roman T. Romulo (Chairperson, Committee on Higher and Technical Education and House of Representatives), Hon. Nestor R. Rillon (Director of National Economic and Development Authority Regional Office I), Hon. First University Professor On June 9, 2015, Dr. Gilbert R. Arce made history when he became the first Accredited University Professor in the University of Northern Philippines after undergoing the Special Common Criteria for Evaluation for SUC Presidents. This special set of criteria for SUC presidents was developed by the Department of Budget and Management (DBM), the Commission on Higher Education (CHED) and the Philippine Association of State Universities and Colleges (PASUC), where more emphasis is placed on accomplishments and performance rather

than on educational qualifications. Based on the criteria, SUC presidents are evaluated on various areas of their achievements in the office. The areas of evaluation include resource generation, research grants, extension services, linkages, scholarship grants, and grant-in-aid (infrastructure). The passing score for the Special Common Criteria for Evaluation for SUC Presidents is 200 points. Dr. Arce was among the few SUC presidents in the country that were promoted to the rank of University Professor this year after the evaluation by DBM, CHED and PASUC. Although the passing score for the Special Common Criteria for Evaluation is 200 points, Dr. Arce garnered a total score of 566.21, more than double of the passing score. By this promotion, Dr. Arce has become the first ever accredited University Professor in UNP since its inception on June 19, 1965. When asked by the NEW TANDEM on how he felt about the promotion, the president said, “I feel blessed because it is nothing but a blessing from the Almighty God. And so, I am grateful to God for His blessings upon my life.” However, he added that the promotion had really challenged him to work harder as the university president. How globally competitive are we? In a scale of 10, Dr. Arce told the NEW TANDEM that UNP is at 7 in terms of how globally competitive the institution is. “With all the changes that we witnessed through the years, that`s the right spot to put UNP at. But it doesn`t mean that we will stay stagnant on that rate. We can make it to 8 or 9 unless we continue on fostering excellence in terms of academic standards and further upgrading the sytstems that we have. The ten governance initiatives should still be our guiding force.” From only two programs that are still within the duration of validity in 2011 to the present status of 100% (11/11) accredited programs in Advance Education (Graduate Studies) and 88% (30/34) accredited programs in Higher Education (Baccalaureate Programs) resulting to an overall status of 91% of the different program offerings of the University are now accredited.There are eight

(8) programs in Advance Education with Level III re-accredited (qualified for level IV) status and 13 programs in Higher Education with level III re-accredited status.This means one thing: The university is ready for institutional accreditation which could be another milestone in the making. This overall status underscores the assurance UNP provides for students. Accessible education has been evident in the Ilocos region because of UNP which is now housing over 14,000 students. “To keep at par with the demand for globally competitive quality of education, we need to furnish our university with ISO or International Organization for

The university continues to uphold mechanisms to conform to international standards. `I want it modernized` Having been reappointed, Dr. Arce sums up his next plan into one attempt—to modernize the university. “There is still a lot to do to further upgrade the system and the services that we are rendering now. It all trickles down to the goal of catering the needs of our major stakeholders, the students,” he mused. Having been said that, he was quick to disclose how the administration is arranging partnerships and contracts with technological companies for the modernization of the enrollment and security system. He mentioned about Wizard Technologies. And for the online enrolment, the adminstration is eyeing Landbank to be its partner bank in the finance backbone of the framework. Radial Management With the attempts of further establishing buildings, facilities and hightech systems, Dr. Arce was confident to say
that these will not be passed on the student musing, “We have the existing list of fees but we only need to study the structure and the composition. With the fees being collected, we are already doing a strategic expenditure on how to utilize it in other allocations. Hence, that shows that one needs not increase the fees for new prospects. It`s called radial management, a corporate strategy which prioritizes and bears with the common welfare of the primary stakeholders.” When asked about where did the administration get the budget for the Hotel cum Laboratory building being constructed in front of the university, he said “We outsourced it. We have aquired the budget (41 Million) from the Disbursement Acceleration Program and we did not let the students to pay for it.”The hotel will serve as fund-generating establishment. At the same time, it will also serve as the laboratory for HRA/ Entrep students.Next year, the construction of one building for the College of Business Administration and Accountancy will be started and later on, one more building for the College of Fine Arts. Inspiration “I draw inspiration from all the people inside the university. I can see that they are with me in the hopes of realizing our vision. More importanty, I commend the students for doing an excellent job.” Dr. Arce cites the excellent performance of UNPians in the Philippine Regulatory Commission Examinations.The University has produced eight topnotchers in the last four years including Dan Maurice Iparata Totaan who landed Top 1 in the recently concluded Architect Licensure Examination this September 2015. Positive results were consistent when the average passing percentage of licensure examination by the University graduates is higher by an average of 18.74% over that of the national average passing percentage passing accross disciplines in the last three years. Intervention programs were introduced and implemented by the President to improve the performance of University graduates in board examinations suvh as accreditation, regular visits, enhancement and improvemet of curricula and syllabi, mock reviews, qualifying examinations and faculty development. With another term of four years, the sole University Professor and President of UNP is expecting a big challenge to realize his plans. BMLS, BS Psych to leap accreditation Sh ari Lane E. Ponce & The Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) ascribed the Bachelor in Medical Laboratory Science (BMLS) as a qualified program from the conducted preliminary survey, so with Bachelor of Science in Psychology (BS Psych) to elevate as Level II Re-accredited program last August 11-14. According to Amante P. Cabatu, RMT, Coordinator of Bachelor in Medical Laboratory Science Program, from the August accreditation, BMLS has ensued 4.86
grand mean of 4.5 and above is candidate status to qualify Level I program as approved by the Board of Accreditors. The effectivity of the said preliminary survey is within 6 months before the accreditation of the program to uptick Level I. Meanwhile, BS Psych program is in an on-going assessment to qualify for Level II, not still yet issued. “The BS in Psychology program has no final result of the accreditation, but, we’re expecting for a good results,” Mrs. Juanita Q. Rabena, Director of Quality Assurance and Accreditation Center, stated during an interview. The programs assessed by the AACCUP last January 27-30 and March 9-10, 2015 are Doctor of Education, Doctor of Public Administration, MA in Education, Major in Educational Management, MA in Guidance Counseling, MA in Teaching (Majors: Filipino, English, Practical Arts,

Vicente Rafanan, Mary Angeline Ponce, Pearl Rose D. Queppet and Merlyanna Rose C. Dulian brought home the bacon for the university as they titled in different competitions during the Vigan City Nutrition
Month at Vigan Culture and Trade Center on July 27, 2015. “Timbang Iwasto, Sa Tamang Nutrisyon at Ehersisyo” themed the event where Rafanan bagged 1st place in Mural painting. Meanwhile, Ponce, a BSEd II student notched the first spot in Nutrition Quiz, College level and Queppet of Laboratory School landed second in high school level. Dulian, a Kindergarten 2 pupil secured third place in Draw and Tell Competition. They were coached by Ms.

Physical Education), and Master of Public Administration (Majors: Governmental Administration, Police Administration, Local Administration) which are Level III Reaccredited assessment on-going for Level IV until mandatory recommendations “to be complied with before the award of Level IV” have been satisfied, valid from April 2015March 2016. In addition, BS in Hotel and Restaurant Management, BS in Tourism, and BS in Social Work programs are also imposed to Level II Re-accredited effective from February 01, 2015- January 31, 2019. On the other hand, BS in Library and Information Science, BS in Interior Design, BS in Sanitary Engineering, BS in Environmental Science (Majors: Coastal Resource Management, Upland Resource Management, Agro-Ecological Resource Management), BS in Information Technology, and BS in Community Health Management programs are affixed to Level I Accredited operative from February 01, 2015- January
31, 2018. Some of the programs were recommended to undergo revision such as the Graduate School with four programs that were lacked in two areas which are the research and extension. Another is the Bachelor of Science in Geodetic Engineering (BSGE) program which was failed to attain the grand mean last accreditation. “The AACCUP gave a schedule to the college, specifically to the BSGE program for re-accreditation, but they were not ready. There’s no fixed schedule yet that was given by the AACCUP for the re-accreditation of BSGE,” Rabena uttered. The Bachelor of Science in Civil Engineering (BSCE) will endure another reaccreditation for Level III, Phase 2 status this September 22. According to Mrs. Rabena, the requirements for Level III accreditation are the “Center of Excellence” (COE) and “Center of Development” (COD). ■
Arlene Tabbuac, Mrs. Elaine Rose Ramos, and Mrs. Lanilyn Asya, respectively. This annual event was spearheaded by Mayor Eva Marie Medina and the City Government of Vigan aiming to increase awareness on the role and importance of proper nutrition and physical activity in the prevention of overweight and obesity among the general public. It also geared on encouraging young Bigueños to make positive decisions towards consumption of healthy diets and be physically active to prevent non-communicable diseases as a
result of overweight and obesity by means of the different competitions. Other competitions included speech choir, extemporaneous speaking, poster making, cook festival, and skit. The event closed with an awarding program where winners received certificates and cash prices. ■

Upgrade O ne of the Ten Governance Initiatives of t Dr. Gilbert R. Arce is the modernization of facilities with emphasis on the integration of Information Technology (IT) to respond the need for advancement particularly on the basic transactions of students. Some of the notable accomplishments that he did were the construction of E-Library Building and development of an E-Library System.,Mekatronics and Hydraulics Laboratory, the acquisition of Biometric units and automation of employee attendance (DTR), the installation of wired and wireless internet connectivity to all offices in the Administration Building and other buildings, et cetera. In spite of gigantic opposition, he also implemented the ATM payroll system. While these positive outcomes can be boiled down to the advantage of the teaching and non-teaching personnel, students think that it`s high time to make upgrades in their basic transactions to bring ease on their woes. With the attempt to further modernize the university, the administration is eyeing Wizard Technologies to come up with online enrolment wherein its finance backbone will be rendered by the state-owned Landbank. If it will be started next school year, this will entail convenience on the part of students to do transactions using the web while no longer becoming vulnerable to theft when they would come to school while carrying a bulk of money to pay their matriculation. The long queue beside the cashier`s office will no longer be the cliché scenario. But with this process, one can still eye obstructions because of the cyber landscape the process has. It is sensible that students deserve assurance and security from major
system breaches and hacking if transactions will be underway. On the other hand, the conception of IRF identification cards was also eyed by the administration in introducing the use of scanners/ ports installed in the gates to monitor the influx of students using a special database like the employees` biometrics. This scheme will also secure record for the
Campus Security Office for legal purposes if students get into troubles outside the university. No doubt, the administration is now in full throttle to realize its plans with the abovementioned advancements Dr. Arce disclosed on an interview. With these upgrades now on arrangements, we can foresee the corresponding toll of such plans
most especially when it comes to the cost. Previously, there was a sudden increase in the Library Fee and there`s the inclusion of Quality Assurance Fee on the billing form. Thus, students will no longer take any further increase if such technological attempts will trickle down to their pockets. We hope that these plans will come true without too much compromise of cost.

oney is not something to joke about. We go to school with our allowances and we go home broke from paying off membership fees and payments for activities that we don’t give a damn about. Even the cash that we secretly got from our tuition fees go to a movie or a fun run for a cause. But the cause costs so much. And causing so much pain in our pockets. Don’t get me wrong. I am all up for
giving to charity and all that. But why can’t we give donations from our own hearts? It feels like they’re giving us love potions and we are forced to love them and do all these crazy things. And we all result to bankruptcy. B — Better Have My Money Money talks. Even if we try to deny it, the world we live in is now a really big shopping mall where everything has a price tag. I don’t want to be hypocrite. I love shopping. But why is everything on sale, from love that we

ou’ve been bullied, discriminated, humiliated, and belittled, yet, like the waves, you keep coming back, towering and squashing over any big boulder that may impede your long-winded trek. The struggle is real. The question is, kaya mo pa ba? For most UNPians, they always and will always answer ‘PUSH!’ even though their minds and bodies are already screaming for the consoling beds and soft pillows and the happily ever after these can bring… But NO—there is greater happiness when you tradeyour meeting with old Hypnos with night road trips to Nike, hashtag-no-sleep. I’m sure most of my fellow schoolmates are half-bloods: they may be part-vampires or part-zombies. Some can even stay high all night without even drinking a liter of caffeine. (Seriously, what planet do these supernatural creatures came from?) Unfortunately, it doesn’t work that way for some.Besides puyat marathon, the following are other extra-challengesonehas to overcome in order to be proclaimed victor. But if you fail, who is to blame? THERE IS WAR INSIDE US Imagine you are a statue. At first, you stand firm and bold overpowering any fury of the environment. As time passes, self-doubt clot your spirit, thus, letting the wrath swallow
you. In a matter of days, you just fade away. The next thing you know, you’re gone. This is what I’ve observed through the eyes of the students:they have the potentials but they seem to overlook these powerful gifts and mule over their flaws and shortcomings. With only an ounce offailure, they choose to dive straight into the River of Lamentationbathing with desolation. We cannot fully claim our dreamsbecause we let the big foot of uncertainty stomp over them. Sometimes, we’ve grown passive with whatever the atmosphere might bring that we do not care of our own obligations anymore. These may also be the same reasons why we tend to neglect and flunk our studies, which can resort to: (1) Cheating and ‘Parasitism.’ You are too busy watching replays of Aldub Kalyeserye that you’ve completely forgotten about this big exam coming. You end up going Jessie J all the way: “When tomorrow comes, I’ll be on own, feeling frightened of the things that I don’t know...” No sweat, bro:Your seatmate got it covered for you. And oh, you run out of pad papers and your best friend just bought a new pack… Grow up, people! Don’t be parasites. (2) Presko Syndrome. Wake up, kid. This is not high school

oungsters of our generation are truly anomalous as they say; reckless, secretive and bold. Some of us like to go beyond boundaries and taste various flavors of life, never minding the cost it’ll take. A few pick to lock themselves in their cold-walled room, never wanting to see the outside world again. Weare inimitable in different aspects, but in my view, most of teenagers have one thing in common: we cannot dare to have a tell-it-all conversation
with our parents. Recently, the poignant death of Julia Buencamino, the youngest child of actors Nonie Buencamino and Sharmaine Centenera-Buencamino became a concern of netizens. The 15-year-old actress ended her own life, without personally letting her parents know about her problems. She hid her predicaments and expressed her thoughts more through painting. A suicide note was also posted on Tumblr a few days after her death, unraveling her as panromantic and
deserve to the care we give each other? It’s like every one of us are prostitutes dancing in the bar for a hand of cold cash. But what really gets me is when the cash that we invest in something goes missing, not by bankruptcy but corruption. The business of life that you’ve made dies and goes to a pocketful of hellish corruption. If we look at money, we just see a piece of crumpled paper with a face of a dead president. But we all know that the value of that piece of paper is more than just a piece of paper. The cost of the actual paper might be just tens but the worth is more than that. It’s not a win-win situation. The only winners are the people with pockets bigger than Santa Claus’s bag of gifts during Christmas. We don’t even have any consolation. It’s just them. And they’re lucky we’re not going all Rihanna on them.

Plus, they rape us of our singing harps and the all the good in the world. Where’s Jack when we need him? Money doesn’t grow on trees. Okay, if you think about it, it does. Don’t joke about money. There’s no fund in that. ■
Fee-Fi-Fo-Fum Do you remember Jack and the bean

Most of them are very strict you can barely obtain a tres.Do not assume to have a passing grade for not attending your classes and neglecting your requirements. So stop hibernatingin your lungga and get a life! (3) Procrastination. Kung magagawa mo pa bukas, bahit hindi nalang bukas? It’s ironic that we keep on delaying things when we always want to be ahead anddetest ending up upset with postponed success.(‘Get me?)You are so optimistic with time you don’t eventually realize you’d wake up to the due date. So, instead of finding the way out of Daedelus’ labyrinth, you’d march straight to the Minotaur aka failure. In every battle, our greatest competitor is no other than ourselves. THE STORM RAGES OUTSIDE Moving on from your inner self clash, there are still a number of hurdles you have to jump over (aside from the overflowing requirements and mind-rattling quizzes which are the main reasons why you are still singing to 1D’s Up All Night). Beware: There are different faces of professors and you cannot completely assure that you’ve earned their sympathy:extremely high expectations but very low grades,maluwang magbigay pero hindi naman sila natututo, minor na feeling major? major na torture?What else do the students complain about? Hmmm, and when they do not recognize you, they do not recognize you. In other words, kawawa ang grado mo. But hey, we should give them a break: They have to meet more or less 200 students every day not to mention the passers-by. It’s on our own

List of possible reasons why teens talk or share to their parents less are as follows: • Daunting Parents Observations made me settle; the main reason is the petrifying rage of parents, making these teens shut their mouths. Like who would want to get yell at with nasty curses? Some even abuse these teens physically and emotionally whenever they commit a slightest mistake. So, to protect themselves, they choose to be like a mute
discretion how we’d do some papansin and make them remember us. And, are you tired of answering 10 questions that emerged from every sentence? Well, you shouldn’t be. Students should be engaged with HOTS – Higher Order Thinking Skills in order to sharpen their minds for logical reasoning and critical thinking. It’s good that there are professors in UNP who still exercise this strategy and loathes spoon-feeding. There’s more: A few instructors bearing masters and doctoral degrees do not readily employ their titles into proper embodiment… Okay. It’s true that sometimes, the problem is with the teachers but you cannot put the blame on them forever.Do not just mope in the corner and curse their shortcomings, rather, learn to at least show them that you deserve something better. In deeper context, if remain passive, the jeopardies will always and always go back to us. Tayo rin ang mahihirapan. However, instructors who issue grades justly, not by merely looking at their students faces, and do their job efficiently are indeed worthy of exaltation and emulation. Despite the growing mob of happygo-lucky students who still immaturely thinks that college is ‘trip lang,’ there is still a large fraction of academically dedicated students who continuously uplift the overall standing of the university. UNPians have been topping various licensure examinations and seizing awards and recognition up to the national and international level. If you think these internal and external struggles are impossible to surpass, then, wait until you reached the Career Stage. There are more challenges ahead. Will you be thegreatest survivor, or the biggest loser? Good luck. ■

The age ...barrier is stopping us from telling our parents, since they sometimes expect us to behave with the likes of their generation. Expressing it with our best buds makes it easier; they understand us more, and will accept and back us all the way. But the result reflects the family bond, making the grip of clan’s relationship wobbly. • Sensitivity of the issue Teenagers of our time are valiant and some do not think twice before rendering a certain action. There are hushed matters that teens hide, such as homosexuality, premarital sex or being a victim of bullying. They can’t spit it out in front of their parents because of shame and due to fright to feedback. Ever c o n t i n u e d

his is an open letter to the next-would be president. First off, I am congratulating you for having been blessed as the Executive Officer of the Philippines. I hope that the collective poll that my countrymen picked a competent choice. And so, ikaw na. Just so you know, there`s an alarming upsurge of hungry people who are in the other side where poverty is still at alltime high. Yolanda victims are still not fully rehabilitated for years. Again, they deserve an immediate aid. So if your administration will stay unmoved about this, people have only one demand and thanks to Adelle for belting it out, Hello? From the other side (where the poor are found). First, stop those buzzwords. And if I mean a substantial and concrete plan, it would be a better one than such-a-pain-inthe-ass-Alma-Moreno-interview. Remember the iconic lines of past Presidents when they were inaugurated? There is a commendable job in a well-written, PR-filtered script that deserves applause from the multitudes. Yet if you say “You`re my boss” or “I`ll bring a quick change right in front of your face”, mean it and do it because your daring words
are under a legal obligation to provide it in a manner so promised. We don`t deserve political bickering, cheap tirades and positive metaphors which has the reverse meaning in the long run. Say something that we will hold on to and Justin would ask: What do you mean?
“We have to matter as Filipinos, and we have to matter as people who are really just trying to make an honest and descent living in a democratic country.” Second, the figures that you`ll probably boast in your SONA—the joking figures. I bet they don`t pop up in random algorithms of Social Weather Station data because they are credible or are they? They tell how many Filipinos have a job, how many are availing government services, how much stocks

are put in, what`s the rate of GDP growth, how many are hungry, who owns an Apple Watch, how many are doomed under the social class, etc. For the previous years, they even labelled us as “Asia`s Rising Tiger”, the “Emerging Market”, the “Fastest-Growing Economy in Southeast Asia”. Yet again, if Ibon Foundation would rave that these data don`t reflect the real status per se and considering the informal settlers and countless bums roaming around and the drop-dead disgust brought by ours slowest-in-Asia-Pacific internet, Justin would further ask: What do you really mean? Third, you have to meter out your own brand of work ethics down to the hovering officials out there. In 2014, there are projects that are stalled and billions of pesos of unutilized funds had to be reverted to the Bureau of Treasury (BTr) instead of being used for the benefit of the public. State auditors should advise the officials to closely supervise and monitor the work of the agency`s treasury, budget and accounting divisions and to fast-track procurement evaluation procedures, activities and processes. (Ehem, I sound awkward.) Yet again, the intended beneficiaries of these cancelled projects are deprived of their immediate use. Without these infrastructures, we suffer from setbacks of the delivery of basic social services. On the flipside, the serious thing about public administration is its holistic attachment to the initiate. I think this should be the special side that politicians should not forget. (Even if you`re tempted to date a sexy stylist or attend a sports car unveiling.) Great are politicians who are willing to step out from their job description and go the extra mile if it means
getting the work done. (So much work.) Please know that we, your constituents, shall matter at all times. We have to matter more than GDP and the Ms. Universe crown. We have to matter more than an APEC chair for auction. We have to matter as Filipinos, and we have to matter as people who are really just trying to make an honest and descent living in a democratic country. We`re not just numbers on a checklist that add up to your stress—we`re people who are coming to your departments or agencies because we have a need that`s expected to be filled. We are demanding for provisions that allow us to be effective as we can be in our daily struggle, to take advantage of the services that are supposed to bring ease to our woes. (Ehem, that`s deep.) With China`s strong conviction to its maritime sovereignty supported by its historical claims, Zarate confidently said that after they [China] signed the UNCLOS, those historical claims were already of `no effect` considering the sole jurisdiction of the said convention to dictate maritime ownership. He also talked on ASEAN and ASEAN Economic Community (AEC) which enlightened students on its pros and cons if it will be on full throttle this 2016. During the five-hour long session, the resource speaker lectured on Adobe Photoshop and Illustrator basics like formatting a text, clipping mask, making a logo and poster, and photo manipulation. Ms. Ujano also tutored the participant on basic Adobe InDesign techniques such as formatting the page layout and adding elements like texts and photos. In closing, the visual communication enthusiasts presented their outputs wherein Ms. Ujano gave constructive criticisms to make rooms for layout improvement: balancing the page spread, leaving ‘white spaces,’ adding ‘life’ to the pages, refraining from inputting unnecessary photos, and ‘experimenting’ with the lay-out. ■

BAUANG, LA UNION – The Raniag Productions, composed of first year and second yearBachelor of Arts in Communication students of University of Northern Philippines reaped the 2nd place in the MAGING HANDA Video Making Contest at Hotel Ariana on July 31. Dubbed “Pamilya at Pamayanang Handa, Katuwang sa Pag-unlad ng Bansa,” the competition, which was part of the National Disaster Consciousness Month celebration, was sponsored by Office of Civil Defense – Regional Disaster Risk Reduction and Management Council (OCDRDRRMC) Ilocos – Pangasinan Region. The UNP’s winning entry was directed by Andy Gonzales and edited by Merille Sandot.

The College Editors Guild of the Philippines continues to keep the fire burning inside young Filipino campus journalists from Luzon, Visayas and Mindanao in the 75th National Students Press Convention (NSPC) at Benguet State University, La Trinidad, Benguet held last May 14-18 2015 as the organization highlighted Philippine social realities and empowerment of alternative media. During the opening program at the BSU College of Teacher Education Function Hall, CEGP National President Marc Lino Abila stated that, “Lipas na ang panahon na ang mga pahayagan ay para lamang magtalag mga balita,” on his Welcome Address. “Mahalaga na mamulat natin ang ating kapwa kabataan sa mga isyung pambayan upang mapukaw at mapakilos para sa tunay na pagbabagong panlipunan,” he emphasized. Hardcore sessions The five-day conference was dubbed “PANAGTITIGNAY: Fortifying Unities for Greater Victories against Corruption and Social Injustice. The event consisted of a series of forumsand socio-political discussions among the members of university and college publications with the topics: National and Regional Situation, Busal: Human Rights Situation in the Philippines, Selling Out: Perils of a Commercialized Education System, RePRESSedExPRESSion: On Philippine Media and Campus Press Situation, Tasks of the Second Propaganda Movement,Analysis of Philippine Context, and Campus Press Freedom Caucus. These were presided by several notable speakers such as Hon. Terry Ridon of Kabataan Partylist, Hon. Neri Colmenares of Bayan Muna, Mr. Mykel Andrada of Pinoy Weekly, Mr. Jun Cruz Reyes of DyaryoHagonoy, Joanna Carino of the Cordillera People’s Alliance, Sarah Elaygo of National Union of Students of the Philippines, and other representatives and speakers from from various national and regional publications, organizations and political parties, such as Youth Act Now, Anakbayan, Rise for Education Alliance, who advocate progressive journalism. The participants were also given the chance to visit places in the vicinity of Baguio and Benguet for the Basic Mass Integration (BMI) highlighting the marginalized sectors:
workers, peasants, women, indigenous people, urban poor, and environmental situation. In connection to this, a writing competition was held wherein the interested participants were to gather facts, and interview the BMI’s constituents and submit a news, editorial and feature article either using the English or Filipino medium, or a photograph with a title and one-line caption. On the fourth day, Journalism Skills Training on Writing (news, feature, editorial, opinion, lampoon, copyreading and headline writing), Visual (photojournalism, cartooning, graphics and layout), Broadcast (audiovisual production and shortfilm making), New Media (website design and social media strategies), and Advanced Journalism (campus paper management, ethics of journalism, investigative journalism, reporting the marginalized, and tools for analysis) as well as Literature and the Arts Workshop (poetry writing, fiction writing, creative nonfiction writing, kwentongpambata, music and dance of the Cordilleras, theater arts, and literary criticism) were conducted to enhance the skills of the journalists. The universities and colleges also submitted fifteen copies of their published tabloids, broadsheets, and magazines for major category and literary folios, alternative forms, and websites for minor category to compete in the 16th Gawad Erneto Rodriguez, Jr.—an annual contest recognizing the outstanding quality of college publications. The winners were awarded simultaneously with the Cultural Night, wherein publications grouped together according to neighboring regions showcased various socio-cultural presentations. The group of Region I, Cagayan and Cordillera Region was hailed as Best in Cultural Presentation. New Tandem journos dominated The delegates from New Tandem, the official student publication of University of Northern Philippines bested more than 300 journalists in the writing competitions. Professor Wolfgang Osten of Germany imparted his paper entitled “Prospects and Challenges for the Optical Inspection of Micro- and Nano- structures.” He said ‘opticalmetrology has shown a versatile tool for the solution of many measurement inspection tasks.’ Associate Professor from UP Diliman, Dr. Joel S. Marciano Jr. adverted that Philippine contemplated to blastoff its first

From the Department of Applied Physics, Osaka University, Osaka, Japan, Professor Prabhat Verma eyed on Raman spectroscopy which believed it as an accessible tools for analyzing and imaging various metals but is not suitable in its conventional form due to weak Raman scattering intensity for such samples. Henceforth, harnessing Tip-enhanced Raman Spectroscopy (TERS) can travel beyond conventional limits of optical microscopy. Dr. Orteza also stressed that scholars with scientific minds, passion for excellence, globally competitive, dedicated to serving the country and committed to the pursuit of truth are expected to lead in Science and Technology endeavors, engage in research and development work, contribute to innovation and to policy-making in Science and Technology. “You are the product of the Department’s commitment to produce critical mass of scientists, technologists, engineers, and mathematicians. May your scholarship develop in you the sense of pride to be a Filipino and may your education be for the service for this nation,” she stressed addressing the scholars. Quero, a 1999 RA 7687 Awardee, delivered their testimonials and posed their challenges to the undergraduates. “Yes, in a way, Pisay broke me. But it broke me only to build me again—wiser, stronger and ready for life. And for that, I am forever grateful to Pisay,” Ms. Magallanes asserted. Mr. Karl Jigo O. Tagorda, a PSHS ongoing scholar responded stating, “We too can be catalysts of change. We are not devoid of dreams. We are not lost. We are awake.” On the other hand, Engr. osplay is an immense part of anime life. When you first fall in love with a series, you dream about donning their get-ups and becoming your favorite illusory character. Some go to great extents to make these dreams come true. These individuals are called “cosplayers.”

ooking for a compilation of jokes, one-liners, pick-up lines, comebacks and speeches delivered and curated by a beloved senator? Well, this one is especially made for you—Stupid is Forever. This book is primarily about the speeches, interviews and jokes of Senator Miriam Santiago during her university visits and even during senate hearings. Politics, for some maybe boring because sense of humor is almost absent among politicians. They mainly talk about corruption, economy, and of course the dark secrets of their rivals. One good, certain thing about Senator Miriam is her jocular attitude. Supporters find her jokes funny, while her enemies find it revolting. She can make them laugh even in the midst of crisis. The book is divided into six parts. First- “The Wicked”, this part discuss primarily her quotation about politics and her political rivals. Some of the quotations here is so deep that I can’t even get her point without asking a linguist to explain it. The second part, entitled “Asukal Ka, Ako Ay Sago” is composed of her one-liners and pick-up lines derived from her speeches that are cheesy and corny but sweet. This part is my favorite one, and I think it will be yours also after you read this book. It gives

Included in the book are excerpted speeches she delivered at UP Manila, February 2013 wherein she discusses about the social media for the ongoing political campaign, “Student Leadership” at Lyceum of the Philippines University, Batangas City on March 2014, “Dreams to Live For” at Lyceum of the Philippines- Laguna on April 2014.

Cosplay is not merely costuming, but a very unique form of performing arts. It is a form of self-manifestation, a way to increase confidence and an activity to reduce inferiority complex. It is a healthy addiction which improves your communication and social skills when conversing to other folks at conventions or events and also crafting skills when engendering do-it-yourself costumes and props. Initiating is one of the hardest parts of cosplay. One of the hindrances is the selection of the character to portray which takes a lot of time; there are just too many to choose from. You just don’t pick a character you want, examine if it fits your proportion and if you can really pull it off. Giving justice to the character is a big deal in the community and being praised is a perk.
It is considered as an expensive hobby and will make you sacrifice a lot of things; branded wigs with assorted designs, fluffy costumes and high quality armors or weapons will give you severe headaches due to their golden price tags. This is one of the main reasons why people have doubts in whether to continue this hobby or not. Spending large amount of cash for JUST representing a fictional character is damn crazy and a huge waste, they say. But there are tons of practical ways to cosplay and save cash at the same time.You can make a costume out of your own closet – you just need to extend your imagination. There are also a group were bunch of cosplayers sell their costume to afford or trade for a new one. The adrenaline rushyou experience whenever you cosplay is priceless. Every time put on your costume, your identity just automatically shift. You have a feeling that you belong here; it’s like another persona, better than your normal self. Cosplay is like a drug which caters ecstatic sensation through your veins. It will you so much joy and never felt like leaving this part of yourself ever in your life. ■

It feels like we’re coming in and out of a jail cell where they feed us bad cafeteria food with rats everywhere. And every single day of our school lives is a test just waiting to happen and paper requirements that give us incurable week-lasting headaches. Outcomes-based Education or OBE is here to prolong that week-long headache. So, what exactly is OBE? It is a curriculum design of organized topics for a fixed outcome, and time and other resources needed to achieve the outcomes are variable. Sounds fancy, right? OBE is a new way of getting the result out of the students. Instead of the boring pen and paper method, the teacher will have to get creative and really get the students come up with a product that will show how much they’ve learned. And according to Bill Spady of the High Success Network, OBE is characterized by four principles: 1. Clarity of Focus This is being specific. It’s knowing where you want to go, knowing who you want to be. This is the goals you want to see, the exact things you want to get. It’s the grocery list that your mom wrote down for you and

No Filipino would say that he/she never heard about kalesa nor seen one, because every part of the country has their own version of kalesa rides, from the North-Ilocos region to Metro Manila-Intramuros and to South-Cebu. The word kalesa, also spelt calesa as in the original Spanish, is related to the terms calèche and was already in Spain prior to its colonization of the islands. The term ultimately descends from an Old Church Slavonic word meaning “wheels.” When the kalesa was introduced in the 18th century, it grew into a significant mode of transportation in the islands. Rich AND educated Filipinos known as the ilustrados used the kalesa for personal travel as well as for the transport of goods to nearby areas.During the American Occupation, the City of Manilawas teeming with kalesas, but these declined in popularity after the devastation of the Second World War. A kalesalooks like an inclined cart, and is drawn by a single horse. It has two round wheels on each side and two rows of seats that can accommodate four persons. The driver sits on a block of wood located at the front of the cart near the horse.

The Kutsero A kalesa, just like a car with out its driver, is useless because it cannot move nor run through its own wheels. It cannot see nor control itself, just like a person without an eye and a brain. The kalesa driver is commonly called as kutsero (Tagalized from cochero, “car driver”). When a kutsero wants the horse to turn right, he says, “mano” while he says, “silla” to make the horse turn left. Mrs. Ditas Gonzalo, Vice President of the Bileg ti Kalesaanitisiyudad ti Vigan, an organization of the Kutseros and Kutseras in Vigan City, happily said, “This is my life. I was born to be a Kutsera because my parents were once Kutseros/Kutseras and they gave it to me as a treasure to keep. It became our legacy and I’m really happy to serve people”. Everyday she wakes up at 4 o`clok in the morning to fee her horse with 1 pail of tuyo/darakthat contains 5 gallons of water mixed with feeds, after three hours she’ll take her horse to a bath then she’ll nail him to dry himself for him to be ready at 7:30 am as the call time. It will be a hard day for both of them because earning money through this job is a bit difficult. Sometimes, they just go home penniless. Their minimum earnings every day ranges fromPhp. 150.00-Php. 300.00 especially when it is holiday season. However, most of them earn more than Php. 300.00 a day and it’s not that bad. There is a total of 13kutseros/kutseras here inVigan City (men-125, women-5). 25kutseros/kutseras park permanently at the Plaza Burgos beside
Vigan Cathedral which is the permanent parking lot for the public horse-driven carriages as manadated by the One Parking Policy and the rest who doesn’t park there are those who roam around the city looking for passengers. Mr. Santos Rapal, a 63 years old kutsero who started this job last 2010 told me that he had a very great memory spending time with his passengers. He acknowledges his horse as his son and he makes sure that his horse has the highest energy every single day for his passengers to be satisfied. He even told me that while he drives, he sings with joy for the passengers (if there are requests) and he even explains the history of the tourist’s attractions where he leads his passengers.
The Passenger “For me, riding a kalesa is like a time machine—once you step your feet on it, you should get ready for an adventure where you`re not only moving from place to place,
but also you`re travelling across different times”, says Sanjay Somra, an Indian Community Health Management student. “It was a bit scary because it was too high from the ground, well I have a fear of heights but the picture-perfect attractions took away my nervousness” quips Daisy Vilog, a Filipino Civil Engineering student. Travelling is a joyful activity. It does not only give you enjoyment and satisfaction but it also gives you information. A kalesa is an old yet unique mode of transportation. It may not be that safe for it is only made from wood (strong wood, though) the Kutseros and Kutseras will assure your safety. They always give their best efforts and they always remember to respect their passengers. However, there are some who forgot the rules and regulations. The life of a Kutsero is hard. They earn now, later, or never. We, as passengers should learn to respect them and we should know our limitations. It`s nice that Vigan City established a trademark such as these Kalesa rides that helped in promoting hospitality. To all the Kutseros and Kutseras, you made a job well done. Continue to make our city splendid and worth visiting for! ■

Earthquake is not new to the Philippines since our country is located at the Pacific Ring of Fire. Earthquake can’t be prevented. It catches up by surprise and strikes without any warning. Trees may be pulled or uprooted. In few minutes biggest mountains will sink down. And the worst of all it can cause devastation of properties and heavy loss of life. We never know when an earthquake will strike. So these are the things one must do before, during, and after an earthquake. These are the things that you can do to reduce the chances of injuries and protecting your properties before the earthquake’s occurrence. Prepare! Join earthquake drills being conducted in your community. Practice how to “Drop, Cover, and Hold on!” and get welltrained. Inspect and asses about your house structures if there’s any part of it are resistant to damages or those that don’t have strong foundations. Place or relocate heavy objects
in lower shelves to prevent breakage and personal injuries. Ensure that all plumbers have installed flexible connections on all gas appliances. Locate master switches and shut off valves for all utilities and know how to turn them off. Be sure to have flashlights ready and a rechargeable radio or with fresh batteries; a first-aid kit; fire extinguisher; non-perishable ready-to-eat foods; and an adjustable wrench for turning off gas and water. You only have seconds to save your life during an earthquake. React calmly and safely when the first shaking is felt. Don’t run outside! Don’t get in the doorway as this not provides protection from falling or flying objects. Then do the “Drop, Cover, and Hold on!” Drop down onto your hands and knees so the earthquake won’t drop you down. Cover your head and neck with your arms to protect yourself from falling debris. If you are prone from falling objects and you can move safely, crawl for additional cover under a sturdy desk or table. Stay
away from glass, windows, outside doors, and walls or anything that could fall. If there is low furniture or an interior wall or corners and the path is clear move safely, these may also provide additional protection. Alliances suggested, getting as low as possible to the floor. People who use wheelchair or other mobility devices should lock and remain seated until the shaking stops. If it is at night and already in bed stay there and protect your head and neck with your arms, pillow, a book or whatever available nears you. At night, hazards and debris are hard to see and avoid; attempts to move in the dark may result in into more injuries than remaining in bed. If your outdoors when the shaking starts, move away from building, tall trees and power lines and go to an open safe area. If you’re in a moving vehicle, stop as quickly as possible and stay put. Avoid roads, bridges, or ramps that the earthquake may damage. When the shaking stopped, look
around. If there is a clear path to safety, leave the building and go away from damaged areas. If you are trapped, hold on and call for help. You may use whistle so that rescuers can locate you. Once you are safe, check for injuries and apply necessary first-aid. If you smell gas or see broken wires turn off the main valve. Don’t use any open flames or turn on electrical switches until technicians checked your home. Listen to the radio for public safety instructions. After earthquake, expect aftershocks. These secondary shockwaves are usually less violent but can be strong enough to do additional damages to weakened structures and may occur in the first hours, days or weeks after the earthquake’s occurrence. Be prepared to “Drop, Cover and Hold on!” in the likely event of aftershocks. If there are things that you have done in preparing earthquakes, “Do them better now, in preparation for the next occurrence!” ■

Prepare the mind to take action first in what is more vital to life, like studying. Manage your timeline by means of setting up your personal deadline. If you can’t still do the task, seek motivation in eating ice cream or reading a chapter of your favorite book then go back to work. Challenge yourself then indulge it afterwards. The hobbies would serve as a reward later on. Managing time may be difficult at first, but when you get used to it, things would just be a piece of candy and the future wouldn’t end like a daydream. ■

There’s this best-selling Young Adult book and a whole series waiting to be watched. You said you would take your time doing that essay but the topic bores you to death and you started listening to Taylor Swift songs. History is too much to review. At least you must first take a nap. You said you need to take your time. You said you’ll do everything now. But it’s already 2 am and you’re still staring at the cursor blinking away on a blank word document. You’ll end with regrets. But it’s too late. No projects. No essay. No review. Just an entire daydream of what the future will look like. Let us use “daydreaming the future” as a metaphor for procrastination because it shows the wickedness of delaying your future by means of doing other unimportant thingsdrifting away from reality like daydreaming. Procrastination is the disease eating away at student. It’s like a stage of being lazy (but not really being lazy). As a student who is stressed out by school works, we tend to lose the jolt of excitement in preparing or doing something that is related to school. As much as possible, we like to walk away from reality, daydream the future and ignore the bulk of works waiting in our bedside table. Reasons had been stated why students are considered one of the best procrastinators and perhaps there is no justice raised, only judgement of being irresponsible. Mind you, dear teachers
and everyone, reasons are dilemmas and they are convincing sometimes. Here are those.
“The But-I-Don’t-Know-HowTo-Start-You dilemma” You are task to write a sonnet or to draw the plant and animal cell or read Iliad for example, but you don’t know how. You just don’t. Because you’re not a writer or an artist to satisfy the desires of the world or in this case, the teachers. Skill deficits are one of the most basic reasons for procrastination. If you lack the skills to complete certain tasks, it is only natural to avoid doing them. Maybe you’re waiting for a miracle or a magic. Maybe, if you watch that episode of your favourite TV show, you can later do the job. Or not.

This is somehow related to the first dilemma. Sometimes we are task to work on something that doesn’t appeal to our curiosity and we cannot find the momentum in doing the work. Yet, let us understand that procrastination served as an escape for us, students sometimes. They also extend their service in referring students who cannot go directly to the guidance counselors who needs help to their problems concerning family, love, and also in terms of finances. “Minsan sarili naming peraang ginagamit naming in case nakulangang fund, pero OK langkasi we love and enjoy what we are doing.” In reducing this kind or problem they had this Peergy Bank- an income generating fund for their special activities and hopefully for their first ever extension program for this coming Christmas. Through service, they grow beyond beautiful experiences and friendship. They found their second family to one another. “If school is our second home guidance office is our room”, quoted. They are like brothers and sisters and the guidance counselors are their parents. They help each other’s problem personally and even academically. They throw jokes; laugh at their own foibles and eccentricities. But respect is never out of place. While serving they are learning. “By joining Peer Facilitator Club, it gave me the opportunity to experience many things. Overcoming my fear of the crowd since we’re not Filipino and gaining selfconfidence. I also learned adopting Filipino Cultures and gradually speak the language here…” a PFC testimony of a foreign member.
Peer Facilitators Club members had really fell in love serving their fellow students that even sometimes it requires them to go home late at night just to help the guidance counselors in preparing for the activities for the students. “It is really true that being a peer facilitator is not an easy responsibility. But in the end of the day, you can sleep peacefully because you were able to help your fellow students in their needs.” A peer told me. In their times of service, the best part is receiving Insignia pingiven every sem for those deserving peers and certificate and medal during GawadFloro S. Crisologo for outstanding performance in the University. Before achieving this awards they must go under different seminars and workshops and especially show their full commitment in
serving. And for them, this acknowledgement serves as their reward in such endeavor. They anticipate and prepare for difficulties and conflicts that will test their patience and flexibility. Regardless of the veracity of undesirable situations being a Peer Facilitator, they are open to all changes. Even how hard it is, they never fail to acknowledge and thank the guidance counselors for molding them and enhance their selves not only as students but as persons with substance. Now, it is clear that the elements in producing styrofoams made this product harmful to human health and environment. It’s about time to generate consciousness and to find ways in minimizing the damage caused by this material. It’s about time for us to merge in reducing the use of styrofoam. It’s about time to widen our knowledge regarding this. Let’s delve deeper into this topic and support movements that do the same.Yes, the Student Council was right that the harmful effects of styrofoam are discreet for a long time but can still be felt. In addition, as the impact of styrofoam accumulates in the body, it is possible that the person may not even conscious with the real cause of his disease. Last July 13, the 2015 Harapan Forum commenced at the UNP Gymnasium. During the event, platforms of the candidates for Student Council were presented. One of these is the Styrofoam-Free scheme in all the food courts in the university as proposed by now Vice President Alexandria Blake Real. Styrofoam is valued for its buoyancy as well as its high insulation capacity. It may also benefit people’s lives. For instance, it is commonly used on a daily basis, especially as disposable food packaging for takeout orders that most individuals believe to be safe. Unfortunately, it has also negative effects on the environment and on health. In fact, multiple studies s have been done regarding the harms of this material. So what is a styrofoam? It is actually the trade name for polystyrene which is a light-weight material used to produce everyday items like cups, shipping materials, coolers and take-away containers. The basic building block polystyrene is known as styrene. Once styrene gets into your food or drink and then in your body, brace yourself. When styrofoam are used for take-outs, chemicals leach into the food, threatening human health and the reproductive organs. Studies suggest that chronic exposure to high level of styrene leads

Then moisten the clay and ready for moulding in the jiggering machine. One day room-temperature drying is needed before the three-day sun drying. The dried moulded clay are ready for cooking in the gas kiln, it takes 3 ½ hours to cook the filter. And the cooked filters are being soaked in the anti-microbial fluid for ensuring the safetyand bacteria free filter. The supportive President of the University, Dr. Gilbert Arce, designed the packaging, wherein the directions for using and cleaning the water purifier were stated in both English and Filipino language. The water purifier can filter-in a maximum of two litres. It filters one litre per hour depending on the amount of water. The more water, the
more pressure and the faster it filters. And this reduces e coli count to less than one per cent. I will feature some delicacies that may not sound as appetizing as Mcdonald’s. I will give each item a “cringe level” on a scale of 1-10. The rating will be based on the item’s “weirdness”.

or the know-it-all, every movie who’s got an intergalactic backdrop, neon lasers and flabby creatures could just be another cliché of the genre dubbed Science Fiction. But for those who fanatically admire the BB-8, Star Wars is always the head and ahead of the pack—raise and wave your lightsabers!— even though the New Age cinema is besieged with same ol` sci-fi flicks. If asked if I have watched each of the film`s instalment, it would an in-your-face “Hell, no.” knowing the fact that all my Star Wars experiences were just snapshots of random lucks, say, when I happened to see a Uniqlo shirt, a promo tumbler from a convenient store, my notebook`s design on third grade, an all-time character on a Cosplay confab or hearing a friend mutter a few jargons like X-Wing, C-3PO, Yoda, Millennium Falcon, Storm Trooper, etc. (And more, I can remember that there`s a narrative scroll that I barely read at the prelude and it`s the very reason to ponder proudly that such movie is yup, Star Wars.) That was ten years ago. I didn`t even know how it came up with this latest staging called The Force Awakens when posters started popping up everywhere. Just recently, I found out that R2-D2 is the name of the movie`s chirping robot from the Time magazine (and there`s a lovely babe in the new saga played by 23-year old Daisy Ridley who? And also, Disney will rehash the craze this time.) Yes, I screw up the worshippers. I am a millennial but I`m not a fan of Star Wars. Is it okay?

The Asian Games is held every four years after the Olympic Games. The 17th edition of Asian Games last September 9 – October 4, 2014 was held in Incheon, South Korea. The 2018 Asian Games that is going to be the 18th edition of regional multi-sport event in Asia is to be hosted by Indonesia on its two cities: Jakarta, the national capital city and Palembang, the capital city of South Sumatra Provinces as the supporting host with the other two provinces that surround Jakarta: Banten and West Java. The main venue for the event will be Gelora Bung Karno Stadium. It was originally Hanoi, Vietnam chosen to host the event, but due to financial issues, they withdrew to host the event. Vietnam Prime Minister Nguyen Tan Dung, announced Hanoi’s withdrawal from hosting the Asian Games, April 17, 2014. He said, that they are not prepared for the event. After Hanoi’s withdrawal, Indonesia, China and United Arab Emirates were chosen by Olympic Council of Asia (OCA) as candidates to be Hanoi’s replacement. And on July 25, 2014, Jakarta was appointed over the other two nations, during the OCA’s meeting in Kuwait City. Jakarta has well equipped sports facilities, adequate

transportation networks, and hotel and lodging for guests, which best suites the basic needs for the event. The last time Jakarta, Indonesia hosted the Asian Games was in 1962. on 2019. This is in consideration of their Presidential election in 2019. The Indonesian government has allocated an amount of IDR 3 trillion as a budget for the preparation of the 2018 Asian Games. Additional buildings will be constructed to accommodate the delegation, some are for renovation and some are just ready for the event. And in the transportation, underpasses, flyovers, and bridges will be constructed. Jakarta Mass Rapid Transit will
also be accelerated and Palembang will build 24.5 kilometres long Light Rail Transit across Sultan Mahmud Baduriddin II International Airport to Jakabaring Sport City. We play with passion, dedication and in consideration of the group in accordance to what is ideal from not. We consider every event in the Intramurals as a fellowship game rather than as a competition. It is our way of giving importance to the relationship we have not only among ourselves but with the University of Northern Philippines as well. It is a fellowship game because every Intramurals serves as a way for us to make
good friends with our fellow UNPias. This is a proof, that the spirit of Sportsmanship is alive within us. Moreover, the idea of “competition”, usually, is not healthy, especially for the welfare of the relationship that has been built through the years: the UNP family. After all, it is proven that keeping the spirit of Sportsmanship alive can form a family. A family of one great soul, a soul that touches each one’s heart, a heart that provides life colour: blue, green, gold, and eventually this colour gives our lives meaning. ■

UNIT V (College of Criminal Justice Education and Social Work), the yearly title retention bidder continued to wow spectators after earning 422 points in their over-all score, making it their 7th victory in a row in Annual Intramurals of the University of Northern Philippines (UNP). The Intramurals was held on October 7-15, 2015 featuring “UNP @50: Stronger, Better, Bolder” as its theme and in celebration of the 50th Golden Anniversary of UNP. Speaking on the theme was Hon. Joy Benette A. Orio. On the first day, a parade of the 9 competing units started the program followed by the National Anthem and UNP Hymn and an opening number from the UNP Dance Troupe. Subsequently, UNP President, Dr. Gilbert R. Arce formally opened the UNP Intramurals 2015 at the UNP Grandstand last October 7, 2015. Brawls begin The Intramurals is a University-wide event, probably, a rival between the 9 competing units of the University in the different Sports events. The participating units were: UNIT 1-CCIT (College of Communication and Information Technology), UNIT 2-CE (College of Engineering), UNIT 3-CTech (College of Technology), UNIT 4-CTE-LS (College of Teacher Education-Laboratory Schools), UNIT 5-CCJESW (College of Criminal Justice Education and Social Work), the newly-organized UNIT 6-PASAF (Colleges of Public Administration, Arts
and Sciences, Architecture and Fine Arts), UNIT 7-CN-MED-CHS (Colleges of Nursing, Medicine, and Health and Sciences), UNIT 8-CBAA (College of Business Administration and Accountancy) and UNIT 9-CHTM (College of Hotel and Tourism Management). The Intramurals featured 14 sports events which include Athletics, Basketball, Volleyball, Beach Volleyball, Soccer, Softball, Badminton, Baseball, Chess, Lawn Tennis, Sepak Takraw, Swimming, Table Tennis, and Taekwondo. The event also featured the Dance Sport competition with the Latin and Standard categories and the annual Cheer Dance competition. Unit V reigns After the event was formally opened, Dance Sport started the spirit of competition among UNPians while the sports fest clinched its soiree on the Cheer Dance competition which took place before the awarding ceremonies on the last day of the Intramurals. And according to the result released from the office of the Director of CSCPA (Centre for Sports, Culture, and Performing Arts) signed by Dir. Ronilo B. Palma, UNIT 5-CCJESW remained undefeated, majority of their total score is coming from their championship in Basketball (Men and Women), Volleyball (Men), Beach Volleyball (Women), Softball, Sepak Takraw, Athletics (Men and Women), Badminton (Men), Lawn Tennis (Women), Swimming (Men and Women), and Taekwondo (Men and Women).

In full throttle On the other hand, after being placed 2nd runner up last year, UNIT 2-CE really made a huge feat after having won the 1st runner up spot for this year’s Intramurals with 241 points in their over-all score, having won the title in Volleyball (Women) and Lawn Tennis (Men) including the win of their Jaguars dancers on the Cheer Dance Competition and in Dance Sport competition (Latin Category). UNIT 8-CBAA, the 1st runner up last year, failed to retain its title after ending up with only 198 points in their over-all score, making them the 2nd runner up in this
year’s Intramurals. This includes their victory in Soccer, Table Tennis (Women) and Dance Sport competition (Standard Category). UNIT 3 CTech lapped on the 3rd runner up spot with 146 points with 1 victory on Baseball and completing the top 5 highest scorer for this school year’s Intramurals was UNIT 1-CCIT with 119 points after claiming the victory on Beach Volleyball (Men) and Table Tennis (Men). Other competing units were UNIT 4-CTE-LS with 91 points in their over-all score, UNIT 6-PASAF with 82 points, UNIT 9-CHTM with 25 points and UNIT 7-CN-MED-CHS with 22 points. ■

TOKYO, Japan (2019 FIBA Basketball World Cup) – FIBA’s Central Board have decided and announced the People’s Republic of China with 14 votes to host 2019 FIBA Basketball World Cup against the Republic of the Philippines with only seven votes. The International Basketball Federation (French: Fédération Internationale de Basketball), more commonly known by the French acronym FIBA, made the announcement 7th day of August 2015at the Price Park Tower Hotel after cutting its final list down to China and Philippines, which is known to be both passionate about the game. The opposing countries were invited to make their final pitch for 20 minutes during the Host Announcement Ceremony which is focused on four factors (1) vision and concepts, (2) experience in events, (3) basketball history, (4) cities and venues and a closed –door, question-andanswer session after. China emphasized their rich culture on Basketball, modern media, facilities, and its experiences in hosting large events such as the 2008 Olympics. NBA legend Yao Ming, the first Chinese player to be selected overall in the NBA draft was China’s Ambassador to the 2019 bid, while the Philippines, had Manny Pacquiao and actor Lou Diamond Phillips present with Kobe Paras in the crowd. Philippines focused on its passion for Basketball, its state-of-the-art facilities, and its social media reach. During the event, Filipino fans set the #PUSO2019 trend on twitter. “MORE THAN EVER” became China’s ticket to the top as their official slogan to the bid against the “#PUSO2019” slogan of the Philippines. HoracioMuratore, the President of FIBA said: “This was a very difficult decision because we had two national federations who did excellent
work. However, there can only be one host country for our event in 2019 and it will be China. “We would like to congratulate both national federations for their outstanding work and bids. This is what we wanted to have national federations put together top quality bids to host our flagship event. “We look forward to the 2019 FIBA Basketball World Cup, which will be the first of a new era with 140 teams competing during a 15-month qualification period to be among the 32-playing in China.” (FIBA.com) FIBA 2019 is described as a “new era” for the competition because it was rescheduled from 2018-2019, this edition will be the first FIBA Basketball World Cup that will not happen in the same year since 1967. This is the first time that China will host a FIBA flagship event. As the host country, China automatically qualifies for the tournament. Yao Ming, the Ambassador for the China 2019 bid, said: “It’s such an exciting moment to bring the 2019 FIBA basketball World Cup to China and I’m sure that millions of fans are sharing this joy with us. “We have to pay tribute TO THE Philippines. Only opponents like them could really push us to our limits to test how capable we are. Even if we were opponents on this occasion, we still have a friendship with them. “I know what it’s like to play a top level Basketball tournament in front of home fans because I played at the 2008 Beijing Olympics. Having the 2019 FIBA Basketball World Cup will inspire a lot of people and particularly more young athletes to participate in Basketball”.
