Open Road Tolling Deployment on SR 836 new Toll Facilities
Meet Ramon Borges ITS Engineer/Tolling Solutions Lead Engineer As an Electrical/Intelligent Transportation Systems Engineer, Ramon has 20 years of experience in electrical and telecommunications engineering and has provided Tolling and ITS engineering services to the Miami-Dade Expressway Authority and FDOT. Some of his more recent accomplishments include the deployment of an Advanced Traffic Management System along SR-112, SR-874, SR-878 and SR-924 and the management of Open Road Tolling deployments on SR 836 new toll facilities for the Miami-Dade Expressway Authority.

Design-Build Project to Reconstruct SR 826/ SR 836 Interchange
EAC was responsible for contract administration and oversight for the deployment of new ORT Toll Facilities on SR 836.This project included two new plaza buildings, 4 gantries, 4 communication shelters, 14 ORT lanes, 5 Attended lanes, 2 Attended Sunpass lanes, 2 Dedicated Sunpass lanes and an ITS infrastructure of 3 incident management cameras, 18 traffic detector stations, 1 HAR station and approximately 3 miles of single mode fiber optic backbone.
EAC’s responsibilities include design review and coordination and review of shop drawings and submittals for ITS component of the Project for MDX. Project includes ITS improvements including installation of color mainline and arterial Dynamic Message Signs at the interchange to expand the existing MDX ATMS.

Design-Build Project for System-Wide Implementation of Dynamic Message Signs (DMS) Miami-Dade Expressway Authority, Florida EAC is supporting the agency on the development of the Procurement package for the system-wide deployment of color DMS. As part of this effort EAC led the coordination effort with FDOT Traffic Engineering Research Lab (TERL) and the DMS manufacturers to include color DMS on the Department’s APL.
In-Lane Open Road Tolling for SR 112 and SR 836 Miami-Dade Expressway Authority, Florida EAC is supporting the agency on the development of the Procurement package for the deployment of Open Road Tolling on SR 112 and SR 836.
Transportation Management Center (TMC) Operations Support Miami-Dade Expressway Authority EAC provided support for Miami-Dade Expressway Authority’s ITS operations at the Sunguide FDOT District 6 Traffic Management Center. As GEC for MDX, EAC provides operations and support personnel to monitor, manage traffic, disseminate realtime travel information and respond to incidents on MDX’s roadways. Services also include coordination with other state and local agencies.
Open Road Tolling (ORT) Conversion Miami-Dade Expressway Authority, Florida
As General Engineering Consultant to MDX, EAC provided Construction Management oversight on the Design-Build of MDX’s first conversion from traditional toll plazas to full open road tolling. Florida’s first fully operational system of cashless tolled roads continues to have on-time openings thanks to EAC’s significant coordination efforts, aggressive contractor schedule, frequent plans reviews with engineers and high level of Quality Control.
FDOT District 6 Districtwide Thirteen (13) DMS Replacement D/B Florida Department of Transportation EAC was responsible for the TCP & structural design of the thirteen (13) Dynamic Message Signs (DMS) replacement in South Florida. This project included utilities coordination, MOT and permitting application such as FDOT District 6 and Florida’s Turnpike Enterprise, Miami-Dade County Public Works, as well as any City or County agency within the vicinity of the project limits.The project also included complex lane closure analysis, and sequence of construction to ensure the safety of the traveling public. Furthermore, the TMP was prepared to comply with the MUTCD and FDOT Standard Index 600 requirements.
