Their story is fascinating, and the service they provide is highly valuable to the community and well worth our support. News Castro Marim celebrated its Municipal Day on June 24 with the inauguration of a beach boardwalk and a care home in Altura – two projects the local council considered “vital” to the development of the borough.

he 1.5km boardwalk links Praia Verde lago (Altura) and Praia da Lota (Manta Rota) and was built not only to attract more beachgoers but also to protect the dunes. In fact, the boardwalk is described as a ‘estrutura de salvaguarda’, or “protective structure”. “This €1 million project is beneficial to the community, the environment and the local economy,” said Castro Marim Mayor Francisco Amaral, adding that 75% of the investment was covered by community funding. The beach restaurants are due to be renovated soon and will also be linked to the boardwalk. In attendance were also Rui de Andrade, Vila Real de Santo António’s port captain and Paula Noronha from the Portuguese Environmental Agency (APA). The other highlight of the day was the official opening of the Cegonha Branca care home and day care centre in Altura. The project had been in the pipeline for many years but faced several setbacks, either due to lack of funding or licences. It finally moved forward in 2017, led by Associação Cegonha Branca, “without any guarantee of financing from Social Security or community funding, relying only on a bank loan and the support of the local council, which provided the land, technical support and around €600,000 in funding,” the local authority said. All in all, the construction of the home represents an investment of around €1.9 million. The home, which was built near the Altura health centre and primary school, has capacity for 50 residents and is expected to create around 40 direct jobs. The inauguration of the home was attended by Amadeu Chaves, president of Associação Cegonha Branca, Francisco Amaral, mayor of Castro Marim, and Margarida Flores, director of Faro’s Social Security District Centre. Castro Marim’s Municipal Day also saw the official transfer of power of the presidency of the Guadiana Eurocity to Francisco Amaral, who has taken over from Natalia Santos, mayor of Spanish town Ayamonte. michael.bruxo@algarveresident.com

E-CRIATIVA REPÚBLICA 14 is a Cultural association housed in a mansion in the middle of Olhão, built in the 19th century by the Conde d'Alte, and was originally a private dwelling. The Sociedade Recreativa Olhanense was established there in 1933, the first of this type of association in the Algarve and the fourth oldest in Portugal. Only wealthy individuals were accepted into this Society, and it was therefore nicknamed "Recreativa Rica" (Recreational for the Rich) by the people. Founded by around fifty illustrious figures from the town, including judges, members of the Town Council, the Customs House and the Church, Recreativa had strong cultural and entertainment interests. Over time, the building was used less and less, and it eventually became delapidated and run down. At the end of 2017, 5 individuals gathered together and volunteered to create an initiative true to their hearts. Fernando Júdice, Maria João Cabrita, Paulo Franco, Meinke Flesseman and José Salgueiro, all with

the same passion for culture, arts, music, a hunger for originality and uniqueness, which led to the foundation of Recreativa. Recreativa is community driven and is now housed in this wonderfully restored building. Without grants, subsidies or assistance from the government, a thriving establishment now exists, with 800 members, representing 26 nationalities and is home to a wide array of cultural events. The building and grounds boast 1000m2 of space, utilized for events, exhibitions, concerts and performances. The foundation also offers piano, guitar and singing lessons, yoga, capoeira and pilates classes, Portuguese language lessons and culinary workshops. The restaurant is currently run by Paula Miguel, a well known chef who is known for having cooked for royalty in the past. On Friday evenings the menu is paired with the music theme of the night, for example Brazilian or Cape Verdian.

It was only recently that we heard about this venue, and curious, as ever, we decided on an evening out. We arrived early and had a wander around the magnificent building, its walls adorned with the work of various artists. Eventually we made our way to our table on the terrace. As the area around us filled up, we enjoyed wonderfully prepared food, desserts, drinks and service. On this particular night the performance was by a trio of highly skilled contemporary musicians from Porto and for us, one to watch. We enjoyed it so much that we will be going again and have supported the initiative by becoming a member. Members

are given discounts on all events, funds raised from membership fees and all profits from events contribute to the continuous maintenance of the building. Members also recieve a weekly newsletter with up-todate news on events and special members offers. Currently showing (until 4th August) is a joint art exhibition entitled ‘Three in One’ with Shushma Legendre McIntosh exhibiting 'Whispers of Colours' a collection of monotypes in acrylic, a new series of oil and cold wax on wood, and collage, Fiona Gray presenting 'Into the Blue', new oil paintings exploring childhood memories and Antonia Williams

Just the two of us... at pausa From Bogota to Tavira, here's the charming story about how mother and daughter team Adriana and Valentina, through determination and hard work, are now one of the city's biggest success stories
T
he story began in in 2003, when Adriana came to holiday in Tavira from Bogota Colombia, with just two suitcases and a 5 year old daughter, Valentina. This holiday became life changing and a permanent stay. Adriana and her daughter, Valentina, rented a small apartment above the first pizza place in the whole of Tavira, when they first moved here. Later, a fire would render it derelict for many years. Little did anyone know then that it would, in time, become "Pausa" a well known, much loved, mother and daughter owned and run restaurant. Adriana has a determination that is rare, this attribute is what brought her to Tavira, gave her the staying power and it is this same determination that led her to open Pausa in 2015 with her daughter, Valentina, now no longer a 5 year old, but a high school student. In Colombia Adriana was an architect and it is now her second passion, her first is

cooking and dreaming up new recipes for her clients. This switch of career was brought on by Valentina growing up and the need to send her to university. The two weighed up many options and business opportunities and decided that a restaurant would best suit them, it would be a challenge, but a challenge they would take on together and with help from their best friend Isabel, who was from Spain, but lived in Tavira. Adriana and Valentina's new baby was born; Pausa restaurant. The name came from a television series they used to watch together, in which a bar named 'Pausa' was visited regularly. The distinctive logo depicts a Spanish style lady in red. Adriana and Isabel created recipes and set a menu with a Spanish flare, Valentina quickly took over publicity, social media and the day to day management of Pausa. The staffing was easy, all were friends of the family and this same warmth and friendliness is felt and
given back to their clients, many of whom are considered extended family members. To not keep you in too much suspense, Valentina did go on to study at university and gained a degree in business management. While studying she continued to post on social media, managed bookings and contacted clients all while living in Australia. Now back in Tavira, the duo are stronger than ever. With their large terrace, live music and delicious food, you are in for a treat and a wonderful evening. Dining at Pausa will give you pause, to enjoy being among friendly people, savour the tapas delicacies prepared for you and the desserts will certainly satisfy those that have a sweet tooth. The pistachio tiramisu is in such demand it can (and in our humble opinion should) be reserved when you book your table using the online booking system. This particular dessert was stumbled upon when the two were on holidays in Rome, Italy,

the pair happened to come across a fatherson owned and run restaurant. Once again Adriana's determination set in and the bones of the much guarded recipe was shared with her, just enough was revealed so she could puzzle the rest out and share it with all of us in Tavira. Naturally, the wine list has its own story and needless to say the selection will not disappoint as it is based on what their regulars enjoy, love and recommend most. The menu offers a great selection, from

Octopus, to Pork Cheeks, Seared Tuna Loin and Mushroom Risotto. There is a good selection of Vegetarian dishes, along with Bruschettas and salads. A recent addition is the breakfast menu, which includes Pumpkin Bread with Walnuts, cured Ham and Cheese Toasties, Yogurt with Granola and Fruit or simple Bacon and Eggs. Adriana and Valentina are assisted by long term employees; waiter Ruben, and in the kitchen by Jacqueline. We hope you get a chance to visit Pausa and

The desire to be the best comes from a lifelong dream of Alessandro to one day have his own restaurant. Born and raised in the culinary city of Genova, he had the opportunity to relocate his family of three; wife Elena and son António to Tavira. The family decided to move to Portugal to improve their quality of life. 'The people, the culture, the nature and the fresh ingredients available here are second to none'. The restaurant has a colourful, friendly feel and open for lunch and dinner, Tuesdays to Fridays, dinner only at the weekends and closed on Mondays. Some groups of three from A to H: A: Add ‘ave’ (bird) to the awkwardly pronounced pair of ‘avó’ and ‘avô’ (grandmother and grandfather). B: B’s trio; ‘beco’ (alleyway or cul-de-sac), ‘boca’ (mouth) and ‘bola’ (ball). C: ‘Cara’ (face), ‘caro’ (expensive) and ‘carro’ (car). A neat hat-trick for ‘C.’ D: A trinity from ‘dado’ (data), ‘dano’ (damage) and ‘dedo’ (finger). E: A bizarre cocktail made up of ‘esquisito’ (weird or odd), ‘estrangeiro’ (alien or foreign) and ‘estranho’ (strange or peculiar). F: ‘Facas,’ ‘focas’ and ‘foco’ (knives, seals -the aquatic variety- and focus). Harsh to the ear. The softer-centered threesome of ‘faces’ (cheeks), ‘força’ (strength), and ‘fossos’ (ditches) may be preferred by the more sensitive. ou are interested in buying a property but not sure about the condition of the property? Then it might be the right time to hire a surveyor. A house survey is a health inspection of a property that is carried out by an independent chartered surveyor. If you have an offer accepted on a property, it is recommended to obtain a survey report before purchasing the property. The surveyor is a person who examines the condition of land and buildings in a professional manner and provides a detailed report which includes information about visible problems and those that may be under the surface. The survey report provides an in-depth analysis of the property's condition and includes advice on defects, repairs and maintenance options. Most property surveys begin with a research into legal descriptions about the land they'll be surveying and its history. Then, the surveyor will actually visit the property and describe the land, its boundaries and all buildings on it. A detailed survey will tell you any problems or defects, like obvious rot, subsidence, a leaking roof or serious structural problems. The surveyor alerts of existing bugs in cane or wooden ceilings/floors, gives advice on the functionality and legality of existing boreholes and is testing the condition of any damp-proofing, insulation and drainage. He is providing results of tests for eventual damp in the walls. The surveyor also confirms whether all buildings match with the approved stamped building plans of the respective townhall. He normally also makes a valuation of the property and an insurance reinstatement value. So overall, he gives an expert opinion of the property, e.g. from the method of building, types of walls to the type of glazing and he gives recommendations for any further special inspection, if necessary. A property survey also includes checking servitudes mentioned in the land registry document like right-of-way’s and easements. These are elements that detail what to do with shared driveways, shared boreholes or if a neighbour has a right of way to the road leading to your property. In the event that one or more of the abovementioned deficiencies exist and stay

house survey before undetected, this could become a real nightmare and can become a drain on your financial health. If you choose to have a survey conducted before completing the sale, all issues will be listed in your report and you are able to raise questions, but you can also decide to maybe adjust your offer and undertake the work, or if there is a serious problem, even pull out. Alternatively, you might ask the seller to fix certain problems before you buy. As such the report will give you peace of mind and may reassure you that small hairline cracks don’t mean the house is falling down. This is actually a common issue in the Algarve and is mainly caused by variations in temperature, humidity levels and small tremors. For new built properties, we recommend as well a professional snagging survey to be carried out. A snagging survey will identify defects or problems which need fixing before you move in. This survey will for example point out things that haven’t been finished properly. If the property is off-plan, try to get a survey done before completing the purchase. This way you will have more negotiating power to get

any problems fixed and in a timely manner. In case the developer does not allow access to the property before completion get a snagging survey carried out as soon as possible after moving in. Please note: A mortgage valuation is not a proper survey – it is just a superficial look at a property to assess how much the property is worth in relation to the loan. It is required by your mortgage lender to ensure the property has sufficient value to secure the loan. Property surveys should be carried out by qualified surveyors. Most qualified surveyors are members of the Royal Institute of Chartered Surveyors (RICS). Survey costs can vary from company to company depending of the size and location of the property, but are normally between 400 and 600 Euros. Surveyors do often reduce their fee by carrying out a detailed inspection, but merely providing a short letter style summary, rather than a full report. Summary: The purpose of a survey carried out on your behalf is to enable you to make a reasoned
and well-informed decision before proceeding to buy a property and to also take into account any repairs or replacements the property needs. For most people buying a property is the largest financial transaction they will make in their lifetime. Spending a few hundred euros on a survey to have the reassurance of an independent expert who is not involved in the transaction seems like a really good investment. elcome to our special motoring section. As an intorduction, we speak to Wyunn, who recently moved to the Algarve after spending time travelling in a motorhome. He has now sold the motorhome, and uses his scooter to get around the East Algarve. We and the dog go everywhere on our bike. There's nothing better than a ride out on a sunny day up into mountains or down to the water-front. It's made a real difference to our lives! Really... how has owning a scooter changed your lives? Well, we visit town nearly every morning for a coffee, we can easily nip home for lunch, work or to feed the dog, and on many occasions popped back into town in the evening. Have you seen any financial benefits to
having a scooter? Yes, lots! No paying for parking, plus a tank of fuel gives us a full month of travelling and lots of fun! So are there any drawbacks? I wouldn't say so. The cost is very little, especially compared to the freedom it gives you. Maybe, if anything... the extra trips to Tavira for a cheeky ice-cream now and then could end up showing on the hips, but we make up for that with the walking we do around town.

SUL MOTO If you've ever thought about putting on a set of leathers, jumping on a bike and riding off into the Algarvian sunset, Sul Moto in Tavira and Faro is the place to start your journey

ernando and Lucilia, together with daughters Patricia and Carolina are the owners of Sul Moto, the official Honda dealership in both Tavira and Faro. Fernando started selling bikes in 1985 in a small shop in the centre of Tavira. He started with Yamaha, and since then has sold many different makes, until he 'won' a coveted contract with Honda in 2013. Since then, business has gone from strength to strength. In 2019 Sul Moto sold 500 new motorbikes and 200 used. They also stock all accessories; helmets, gloves, leathers, goggles and saddle bags.

Between the two shops, they employ 11 staff, both sales and in their workshops. Sul Moto also repair all makes of bikes. Fernando's advice to anyone thinking of buying a bike would be to buy a prime brand and avoid the cheaper Chinese copies. He says that although they are cheap, they are difficult to buy parts for, whereas with a decent brand, you will be able to source parts from anywhere in the world. Fernando has a love for both bikes and people. He takes a photo with averyone he sells a bike to, because he's made a new friend. Service is friendly and caring, with the best advice given. You can be assured that you are buying the right
bike for your needs, with no language barrier, and no pressure to buy. Fernando will also help with the registration of used bikes, and can point you in the right direction for a good deal on insurance. For example a Honda 125 pcx 2017 cost only 90 euros to insure, 2,300 euros to buy. So, before you think about setting off on your journey into the sunset, make sure you visit Fernando first. MUCH MORE THAN TYRES W All is not as it may first seem at Servi Pneus, Tavira.
e met up with Luis Rosa, the director of Marketing at Servi Pneus to chat about how to promote his (what I assumed) tyre company! I must admit, I was a little concerned about putting together an article about tyres, but never-the-less, got on with it. It didn't take long to realise that tyres were only a part of the sevice offered by Servi Pneus. Luis explained that the family run business started in 1977 and now has 6 garages across the Algarve; Boliquieme, Faro, Olhão, Loulé, Portimão latest addition, Tavira. Luis started working for the business in 2013, as the Marketing Director. 'We literally take care of your car from bumper to bumper, and everything in between. We are Auto specialists, so if your car has an annoying rattle, we can fix it, needs an inspection (MOT), we take care of it, A/C needs re-gassing, we have the machinery and importantly, the authorisation to do the job. Their priority is service; 'satisfied customers

will come back!'. They are also able to service newer cars which are still under the manufacturers guarantee. Your book will be stamped as if it were the original dealership, all guarantees are still valid. The history of all the work carried out on each car is recorded on their computer system; who did what, how long it took, parts used etc. They retain the full history of work done to your car. All parts fitted will be original or the same as the car company would have used. Servi Pneus currently have the contract to service and maintain all of the INEM ambulances, a sign of the trust INEM have in them. Servi Pneus are the Main 'Hankook' tyre dealer in the Algarve, and have over 300,000 euros worth of stock. This kind of buying power means they really do get the best price in the Algarve. The family business has a total of 34 employees. In Loulé, they have a facility where they train their mechanics to keep up with the latest technology. For example in a few years a high
percentage of cars they will be working on will be electric. Luis makes a point of always being available to help with customer requirements. He explains that there is no corporate ladder in a family run business, therefore he is able to make decisions quickly, and also spend time with clients. I took this opportunity to ask a question! Why is it that my car, my partners car and my sons car all failed their inspection this year... on the same thing; lights! Luis smiled and said 'Do you know that there used to be 300 'ways to fail a car' at its inspection, this year there are over 500! For example fog lights were not regulated in the past, now they are, therefore 80% of cars inspected will fail due to this!' My question had been answered! Summer camp
his year as usual SER Igual is going to host a summer camp. We are pioneers at running summer camps for children and teenagers with mental and/or motor handicaps. When the Association was created the main reason of the Association was to do summer camps for children and teenagers with specific needs in order to help their parents to be able to continue their work or to have some holidays or free time during the day, while their children were having fun with us in our summer camp. We started in Tavira, then in Cacela and also in Loulé. During these past years we included kids and teenagers in our summer camps from many different cities in Algarve from Castro Marim to Faro to Loulé. We, SER Igual, are also pioneering by creating inclusive summer camps. But in our journey, since 2017, we are noticing that if we really aim to do a summer camp for all children, we can’t call it an “inclusive” summer camp! I will explain why: when we use the word “inclusive” we are at the same time discriminating between the ones that need to be included! And this next sentence deserves some thought! Do we really need to use the word “inclusive”? Can we think and speak as a whole, seeing that we, as humans, are neurodiverse, meaning each one of us has specific characteristics and needs? So, our summer camps are summer camps for all children and teenagers that want to have fun, do different activities and learn more about community life, improve communication skills and their own social abilities. We notice that our summer camps enhance emotional intelligence, which is necessary to succeed in future. And how do we plan our summer camps? We have a lot of work and headaches, that’s a fact, but we love to do it anyway! First, we open pre-inscription for everybody from 6 to 14 years old who want to have fun and leisure. In this pre-form we have specific questions to have an idea of the abilities and capabilities that our participants have and the

difficulties where they need special attention. Second, we check how many therapists and of what specific development area we need to contract to our summer camp… if we have more pre-inscribed kids with motor delays or using a wheelchair, we will need more physiotherapists or occupational therapists, or if we have more kids with communication and relational problems or even feeding problems, we will need to have a speech therapist join our camp. Normally we rely on one therapist for each developmental area so we can have full access to different views and perspectives. Third, we give the final form to parents to complete and then we give a specific questionnaire to really understand the specificities of each child or teenager that wants to come to our summer camp. And after this, knowing exactly the abilities and difficulties of each child or teenager we do a pre-meeting with therapists and place monitors that will work during the camp. We speak about each participant and how we can facilitate and improve their skills and integrate them better in the peer’s group and with success. We have been successful and have been having a lot of happy faces in all our summer camps since 2017. Our monitors grow with us and year after year want to continue growing and learning with us. And we can say from experience that we really can all be and coexist together… we can create a better world, living fully as a community… we just need to want it, have some knowledge, empathise and whenever necessary modify equipment, materials or even urban spaces so we all can live together and learn with each other. Annuals add splashes of colour to your garden all year long, but you must choose plants that are suited to your climate in order to have lush thriving flowers.
M
any gardeners, that have a hot and dry climate to deal with, often shy away from colourful annuals, as they think they will not do well without constant watering, and will require too much maintenance. There are, however, many annuals that love just such a climate. The table below shows a sample of annuals that can take the heat. A combination of the varieties of annuals, listed in the second table to the right, can be a great choice for those people living in hot, dry climates. These heat and drought tolerant annuals provide a wide variety of colours, sizes, shapes and textures, enough to meet the needs of any gardener. Even with annuals that like a hot, dry climate, gardening in such conditions can be challenging. Water restrictions can thwart efforts to provide adequate moisture to your plants so you need to be cognitive of the usual restrictions in your area. No matter what your climate, matching the types of flowers you plant, to the climate in which they will be growing, is one of the best ways to ensure a healthy garden and a healthy environment. Annuals provide season long colour to your garden, and can be started from seed, or purchased pre-grown from your local garden centre. Most types of annuals can be started from seed, by using seed boxes. Start your seeds indoors, in well drained soil, and make sure they have plenty of light, as well as enough water. After the seedlings have had a good start indoors, they are then replanted outside

in the garden. For those who do not want to grow their annuals from seed, seedlings can be bought and transplanted immediately. This approach is generally more expensive, but after planting your flowers, you get to enjoy them sooner. When it comes to putting your annuals in the garden, make sure they are planted with the tops of the roots just below the soil surface. If you have bought pre-grown plants, make sure that the entire container is removed, along with any paper or plastic. If your seedlings are in peat pots, then remove the top edge of the pot before planting. If the seedlings have any buds or flowers on them, they should be pinched off when the seedlings are planted. This will promote greater branching, and help the plant grow stronger. After the seedlings have been transplanted, the plants should be given a good watering. It is particularly important to provide lots of water in the first few weeks, since the plants are still developing their root structure during this time. It is essential to provide adequate moisture to get the plants off to a good start. Even after planting, most annuals require from 2.5 to 4 cm of water every week to thrive. Even more water may be needed in very hot climates. Annuals need to establish a deep root system, and they can only do this, if they receive a sufficient amount of water. Deep root growth comes from thorough and deep watering and will produce lush thriving plants. The best methods for achieving this deep and thorough watering, are soaker hoses and drip irrigation. In addition, these methods of watering avoid
water splashes on the foliage, which can serve as pathways to fungal infections. Another important aspect to healthy annuals is proper mulching. Mulch the bed before you put the plants in with 5 to 7.5 cm of pine bark or pine straw. Mulching serves to conserve the moisture contained in the soil and to reduce the growth of weeds. A good layer of mulch will shade the seeds of weeds and prevent them from sprouting. Mulch provides a natural form of weed control and thereby eliminates the need for hand weeding or harsh chemicals to control the growth of weeds. Different annuals have different fertilization needs. When you buy your seeds or plants, find out what those are and make note. Then, during the growing season, make sure you provide the fertilization that is necessary for each type of plant. One of my favourite plants to grow in a hot climate is the African daisy, which is the name commonly used to describe a group of different bedding plants. All those which come from South Africa, sport a mass of daisylike flowers (unsurprisingly!), and require similar conditions to grow successfully. Daisy flowers, typical of the Asteraceae botanical family, create a clear mood and design direction. They appear out of place in lush, tropical settings, typified by plants with massive leaves and large garish flowers. They are more suited in my view to the sparser, restrained style of a Mediterranean, dry climate garden. At least three genera answer to the name of African daisy, with a number of species and varieties belonging to each genus. These are

Arctotis, Osteospernum, and Dimorphotheca. All are hardy to light frosts, are fairly pest resistant, and must be grown in well-drained soil. While requiring regular water through the long hot summer, they do best, especially in heavy soils, with deep, occasional irrigation. Therefore, in their cultural needs, as well as in design terms, they associate better with Mediterranean type plants, than with tropical or sub tropical ones. All need full sun to flower. Arctotis hybrids The most common Arctotis found in gardens are hybrids that grow 30cm (1ft) high and wide. The foliage varies according to the variety from a dull green, to bluish-grey. The leaves are slightly rough and hairy. The symmetrical flowers are some 7cm (3in) wide, in shades of white, pink, yellow, orange, and red. Arctotis is most effective when massed as a ground cover, but is not to be relied on in cold-winter areas or boggy soil. The plants tend to become bare and leggy, so regular clipping is essential. My suggestion is to prune away the flowers even when about 25% remain on the plant. Osteospernum fruticosum This is a trailing plant, about 25cm (10 inches) tall, covering about a meter in width. It is somewhat course and untidy in appearance, and so is unsuitable for small, intimate niches. It can be excellent, though, in spaces where a sprawling look is in order. The flowers are very similar in shape and size as those of Arctotis, coming in purple or white. To maintain bushiness, regular clipping is important, as is the occasional cutting-back to growing points towards the woody base of the plant. This

should only be carried out during the growing season. A taller version of this African daisy is Osteospernum ecklonis. There are a number of varieties of this species available, most notably the relatively compact “Passion”. This variety has pink, purple, or white flowers, with sky blue centres. Dimorphotheca sinuata This African daisy, sometimes known as cape marigold, is a fine annual for warm summer, and mild winter climates, creating a lovely floral display in white, pink or purple at the end of the winter and the spring. It could however, become invasive in certain areas. African daisy plants associate best in the flowerbed with plants belonging to the same botanical family; the similar flower shapes creating unity in the garden composition. Excellent companions for them amongst others are Felicia, Bidens, Chrysanthemums, Gazania, and Brachycome. Now, I hope this helps with some ideas for you to create that extra piece of colour in your garden. But please remember, don’t be afraid to try any of these annuals in your flower beds, because with the right plants your garden will have a bright vibrant feel all summer long.

Move to Portugal and pay little or no tax on your income
P
ortugal is one of the best countries to live or retire and there are several reasons for this: best EU residency programme for investors (minimal stay requirements and the possibility of obtaining an EU passport after 6 years), it’s the best EU tax haven for pensioners and high net worth individuals (10-year exemption of most nonPortuguese source income). It is also one of the top countries in the World to buy and own real estate. In terms of tourism, Portugal was voted the best destination; best country in the World to visit and best European golf and beach destination as per the World Travel Awards. Recently it was also the first European country to receive the "Safe Travels" stamp awarded by the World Travel & Tourism Council. This allows travelers to recognise Portugal as having adopted global health and hygiene standardised protocols to allow visitors to experience 'Safe Travels' Portugal is also the best country in Europe and North America (after cold Sweden) for immigrant integration (MIPEX III). It is a very stable, peaceful and safe country and offers a high quality of life coupled with a low cost of living. Finally, the Portuguese are highly educated and almost half of them can speak at least one foreign language, mainly English. Portugal can be the gateway to 250 million Portuguese-speaking people. If you are planning to move to Portugal and the above was not enough, then you probably need to find out more about the non-habitual resident (“NHR”) taxation regime. The NHR is a scheme for new residents that can provide substantial tax benefits, so much that you may discover that Portugal is a tax haven for you. Although the name makes you feel that you NHR are non-residents, that is not correct. The name can be confusing, but in fact the Non-Habitual Resident (“NHR”) taxation regime is only available to those that become resident in Portugal. The NHR scheme is proving very successful at attracting individuals of independent means, pensioners and certain skilled professionals to establish residency in Portugal for tax purposes, while not being subject to any minimum or maximum stay requirements. In addition to the non-existence in Portugal of wealth tax, or of inheritance/gift tax for close relatives, the NHR regime essentially

grants qualifying individuals the possibility of becoming tax residents of a whitelisted jurisdiction whilst legally avoiding or minimising income tax on certain categories of income and capital gains for a minimum period of 10 years. A major feature of the NHR regime lies in its interaction with the double tax conventions signed by Portugal or with the OECD model tax convention in the absence of one. In effect, most double tax conventions (of which Portugal signed 87) grants the possibility to tax most categories of income to the country of source of such income, although in practice, so as to attract foreign investment, many countries will not make use of that possibility to tax non-residents. Since most such categories will not be taxed in Portugal in the hands of a NHR because they may be taxed abroad, in practice most foreign-source income types will be zero taxed in such hands. Under the NHR regime, the following categories of foreign-source income and capital gains (except if sourced from a blacklisted tax haven which has not signed a double tax convention with Portugal) will be generally exempt from income tax in Portugal since they may generally be taxed in the source country, even though they will not often be taxed in the hands of non-residents in the latter country either: - Profits derived from eligible occupations - Royalties and associated income - Dividends, interest and real estate income - Capital gains from the alienation of real estate (including shares deriving more than 50% of their value from real estate) and of ships or aircraft operated in international traffic Capital gains from the alienation of movable property (other than shares deriving more than 50% of their value from real estate or ships/aircraft operated in international traffic) will be tax exempt if the relevant double tax convention states that they may be taxed in the source country, but this is not the case with the OECD model or with the generality of the conventions, and therefore if you buy or sell shares or other financial assets, some basic tax planning may be required. It should be noted that several countries often deemed “offshore tax havens” do have double tax conventions with Portugal and are therefore white-listed for the purposes of the NHR regime. In addition, all EU member states are white-listed, even though several such states may in many ways be used as
“offshore tax havens”, especially by nonresidents from that country. Occupational pensions will be taxed at 10% if they may not be deemed sourced from Portugal, or not taxed at all, if the NHR was resident in Portugal before 31-03-2020. Foreign-source income from employment (including fees of directors and entertainers or sportsmen) will not be taxed in Portugal if it is taxed (at whatever rate) in the source country. Portuguese-source income depends on whether or not it is derived from eligible occupations, will be taxed as follows: - Employment income (including fees of directors and entertainers/sportsmen), business or self-employment profits and royalties (including payments for know-how), if derived from eligible occupations will be subject to a 20% flat rate; - Other Portuguese-source income will be taxed at the normal rates applicable to regular resident taxpayers; In conclusion, in order to maximise the advantages of the NHR regime it has to be taken into account not only the Portuguese tax law, but also the tax law of the source country of the income, as well as the double tax conventions applicable to the foreignsource income and advantages to receive as a NHR. If you are planning to move to Portugal, the first step is to obtain the NIF (fiscal number). After that and once you obtain your EU residency certificate, it is mandatory that you also change your tax residency, which means that you will be liable for tax in Portugal and should declare your worldwide income here. The NHR scheme can be the solution you need to avoid or reduce your tax liability. If you are a Non-EU citizen, the process is the same, but it will take longer, as after the NIF you must apply through SEF (emigration office) for one of the Residency VISA’s available. Please notice that if you are retiring you may need to start the VISA process at the local embassy in the country where you are currently living, prior to moving to Portugal. Please feel free to contact us to discuss your personal situation and see whether you meet the criteria to qualify as a non-habitual resident (NHR). Although the granting of NHR status is not automatic, it will not be refused if all the legally applicable criteria are met. CLEANUP BEACH and the results are staggering!
O
n Sunday May 30th, Private Client Consultancy held a ‘beach clean-up” event in which employees, clients, friends, and family, as well as several young children, volunteered their time to spend the entire morning working their way along a 2km stretch of beach which forms part of the Ria Formosa in Cabanas de Tavira, Portugal. The clean-up, along with transport provided by the Municipio Tavira, resulted in a staggering amount of discarded plastic, rubbish and other items being collected by the volunteers, which was then hauled away by the ‘Municipio truck full.’ A full-size (intact) surfboard that had seen better days, discarded items of clothing, fishing nets, dungarees, waders, a lilo, and a ton of used facemasks were amongst the 'seemingly never ending' piles of trash collected on the day by the volunteers. The clean-up highlighted the persistent problem of senseless land and marine littering, including those who do it, as well as awareness for the growing move toward ESG, which also includes environmental concerns such as waste and pollution. A concern which Private Client Consultancy advocates for change. The aim was to determine what their attitudes to environmental issues were following the COP21 Conference in Paris.
Today’s generation of investors is on the receiving end of a massive wealth transfer from the Boomer generation — as much as $68 trillion.
Here are some of the survey’s findings: 70% of respondents said they were concerned about environmental issues. 15.3% said they had taken steps of both investing in sustainable/clean energy stocks including not investing in fossil fuels. 33.5% claimed to currently have investments that are focused on clean energy, energy efficiency or sustainability. The demand is driven largely by regular people requesting sustainable options for their hard-earned savings from banks and pension funds. That's mainly because ESG can enable clients to invest with greater precision and apply a broader lens to analyse investments more deeply.
And the people inheriting that wealth, may think differently about how it should be invested than the generation they’re inheriting it from. Millennial-aged investors, and women in particular are holding the companies they invest into a higher standard. 67% of them believe that investments are a way for them to express “social, political, and environmental value,” as opposed to 36% of Boomers. Therefore, it would seem, people are indeed changing their attitude toward the world around them, and more importantly how they intend to invest in it for the future - and what they want that to look like.

We warmly greet Chastity Piety-Pomp originally from a Connecticut dynasty going back many fine generations and Margaret Bucks-Major from the most secluded part of Surrey, England. Might I ask why you started the association and what you hope it will bring to the ExPat community? Margaret: Firstly, may I just say what an insubstantial introduction. You may refer to me as Lady! Chastity: Yes and kindly please refer to me as your Grace. Margaret: In answer to your ill-formed question, having moved to the Algarve less than a year ago and having lived in finery internationally, we felt the necessity to teach the natives about the definition of impeccable service. I left Monaco having exhausted the population and so my quest continues to new shores. Chastity: Think of us as missionaries, tirelessly imposing etiquette, philanthropy, opportunism. Young man, displease us at your peril. Margaret: Now, might we remind the readers, we are not talking to vulgar ExPats who frequent the local bars or belch beer. Such unbearable people disturb our constitutions. We are magnets, attracting the refined and delicate, though they should remember that we are the unassailable thoroughbreds in this search for splendour. Chastity: Indeed, we are offering a reference point of obedience to our demands, a catalogue if you will, like Harper's Bazaar. Few make the cut, such as you, you are classless. We also feel having graced the Algarve, we should teach others our relentless complaint techniques to push the exceedingly tight purse of our great expectations.

Mummy, God rest her soul, taught me in Rhodesia when I was a child, to always expect more from the waiting staff. My husband and I were invited to a business networking soiree the other night. The table of twelve of us banqueting were all far too hot in the hotel garden courtyard. The abysmal service was too slow, however busy, so we drank many bottles of Champagne. The heat was stifling with an unbearable thirty minute wait! I said to the very rude hotel waitress, why can't you have aromatic air-conditioning outside? The place also smelt like a sewer! She said this was not possible. So I said fan me. The beastly ignoramus refused! In the end, we left without paying for anything because of their appalling service. Chastity: They dared to send their Valet to pursue us down the road saying they would take us to court! Margaret: I said, "how very dare you!" My international lawyer, Giles, from Richmond would destroy them, so I commanded, cease or die fools! Lady, that seems very unreasonable! Me, Unreasonable... The customer is always right and especially ones as rich as me. I wrote a very angry review on Tripadvisor saying the hotel must learn to control the weather outside to make their guests comfortable. I was enraged! Similarly, I will be reporting you to your journalism association if indeed you belong to one, which I very much doubt you repulsive vulgarian! Chastity: Indeed, I have gone through 40 builders and countless maid staff, ruining the livelihoods of many. It is why social media is such a welcome invention. Complaints, harassment and terror are so much easier without being breathed on by the revolting people.
You must understand we do not over encourage the underclass or raise their expectations beyond their rightful place. It is very tacky to overpay or tip these people. Less than the minimum wage is more than satisfactory. Generosity spares the rod! For instance, I found an illegal immigrant who lives in our ramshack wooden outhouse. She will do, and if she is lucky she will have a full 1 Euro tip for cleaning my 8 bed Quinta at Christmas. Margaret, Grace, you sound utterly cruel! Margaret: Address me incorrectly one more time Sir and I will rap your forehead! Chastity: Don't ruin your manicure Margaret, I'll hit him with my handbag. Giles has gotten me out of worse scrapes! Ladies, do not wave your fists at me! Margaret: Surly, impertinent, rude… Handbags rain down their terror. Chastity: that was an Hermes classic and your head has broken the strap!
