Minnesota DNR sets new pan ďŹ shing regulations on six area lakes in an effort to encourage selective harvest By ERIC BEUNING Correspondent The early spring thaw spreading across Minnesota brings with it the hope of an early ice out and a chance to catch spring time pan fish. Pan fishing offers anglers the opportunity to enjoy a day of fishing in the interim period between ice out and walleye opener. For many area anglers pan fishing is a year-long passion that carries over throughout the summer. Anglers that are concerned with conservation often practice selective harvest techniques in hopes that they can affect the quality and size of a lake’s pan fish population. “Pan fish are a very big deal in this part of Minnesota,â€? said Minnesota Department of Natural Resources (MN DNR) Area Fisheries Manager Eric Altena. During 2013 and 2014, the DNR’s Area Fisheries Department conducted a survey to gather public opinion on potential pan fishing regulation changes to some of the lakes throughout all of Morrison, Todd and Benton
counties as well as portions of northern Stearns and southern Crow Wing counties. “We had a list of lakes that are known to have the potential to grow large pan fish,� said Altena. “We wanted to work with the public to find acceptable regulations that everyone could live with. “A lot of people found a reduced bag limit of five fish to be too small, but most people were OK with a bag limit of 10. We considered multiple lakes, but wanted to spread them out geographically to make it easier for local anglers and conservation officers, � he said. The research and public feedback prompted the DNR to implement a reduced bag limit of 10 sunfish in 2015 on Higgins, Long, Moose, Platte, Sullivan, Maple and Green Prairie Fish Lake. “The intention is to spread out the limit of the harvest, which will ultimately increase the size of the average fish,� said Altena. “With the new regulations on these six lakes, we aren’t going to see any
huge changes in a short period of time. However, over the course of 10 years there is the potential to really improve the size of the fish, especially if anglers use selective harvest for those top end fish,� he said. “Sunfish, crappies and bass belong to a family of fish that are nest defenders,� said Altena. “Large males move in first to establish spawning beds, then attract females in. The strongest males set up their nests in the center. The females will lay eggs in multiple nests throughout the area while the males sit on just one. “Sometimes anglers think of it like deer hunting so it’s really counter intuitive. In the biology of pan fish there is a unique dynamic where the large males dictate the size and strength of the population. It’s actually better to release the large males, but it’s OK to keep large females,� said Altena. Many anglers enjoy catching pan fish to take home for a meal. In the long-term, the new regulations should have only a
small impact on the total pounds of meat harvested. Research shows that a bag limit reduction from 20 to 10 means the number of fish harvested is reduced by 50 percent. However, the pounds taken home is likely to be less than 50 percent due to the selective harvest and the decreased availability of larger fish. For example if an angler fishes on a lake where the bag limit is 20 sunfish and they harvest their limit of fish with an average length of 7.5 inches, then they would actually take around 7.5 pounds of small to modest sized
fillets. If an angler fishes a lake where the limit is 10 sunfish, and returns large males, while keeping a limit of large females averaging 8.5 inches per fish, then they would take home around 5.6 pounds of medium to large fillets, which ultimately is only a 25 percent reduction in total weight. Telling the sex of sunfish during the spawning season is relatively easy once a fisherman knows what to look for. Males generally have weak vertical barring and develop more color to attract females in to their nest. Male sunfish also have a

blunt nose shape. Female sunfish generally have a sharper pointed nose shape. It can be more difficult to tell the difference in sex between crappies. In general, male crappies will be darker during spawning. With the early ice out, anglers can get out on the water to enjoy the great pan fishing area lakes have to offer. This gives all them time to reflect on fishing techniques, selective harvest choices and the opportunity to pass down the long history of quality pan fishing in the area to the next generation of anglers.

Sauk Centre ďŹ sherman teaches families and friends to land walleye By KERRY DRAGER Correspondent Making memories with loved ones doesn’t happen behind a screen. Pete Harsh of Sauk Centre knows this all too well as he recalls the times he spent with his father and friends fishing the local lakes. “I lived next to Shady Lane Resort at the lower end of Sauk Lake,â€? said Harsh. “Like a lot of kids in town, I spent my afternoons fishing below and above the dam. Other than baseball, fishing is what everyone did.â€? The fond memories created with a fishing rod in hand made Harsh want to pursue a career on the lake. In the early 1980s, Harsh spent time tournament fishing and guiding. Along with his job as a national sales manager for a boat company, he was consistently surrounded by the fishing culture. Tournament fishing brought Harsh to know many lakes across Minnesota and the surrounding states. He learned not only the unique nature of each lake but also the habits of the fish and perfected his fishing technique. Though he admits that fishing is a sport that is challenging and constantly evolving the fisherman. “It’s an ongoing evolution of getting bigger and better. My real
motives for tournament fishing was not to show how good I was or to win money. The better the competition that I’d go up against, the better I would become as a fisherman myself. I looked at it as an opportunity to not only fish better, but to go out and make myself a better angler and better adapted to the challenges each lake brought.� As he learned to read the water and catch the elusive walleye, he prepared himself for the next advancement in his career. Although it has always been a thrill to catch fish, Harsh understood that there is a deeper meaning to fishing, and that is sharing the moment with friends and family. Since 2002, Harsh has been focusing on the guiding portion of his fishing hobby. Both a competitive player as well as a coach, he soon discovered the joy it brought him when he passed along his knowledge to others. “I enjoy taking people out and seeing them catch their biggest fish ever. I’m more of a mentor, a teacher. I’ve spent my whole life fishing. It’s my turn with guiding to share that knowledge with others.� Fishing is an activity in which anybody can take part. From child to grandparent, fishing is a family adventure. To help
some of the older generations get out onto open water, Harsh volunteers with Let’s Go Fishing with Seniors. “You see a lot of gray hairs fishing and everyone in between. It’s a recreational sport that encompasses all of us. All ages can enjoy fishing.� Family bonds and friendships are often made with a fishing rod in hand, another reason Harsh enjoys the sport. He has made many friends from across the country through fishing and guiding. “It brings families together. My best memories are with my dad, my family and old friends all fishing together.� Harsh also recognizes the importance of fishing on the community. From the lake cabin to the local bait shops, fishing drives the economy in Minnesota. A strong economy built in part by fishing is something that the entire community benefits from, even if they aren’t fishing themselves. For now, Harsh keeps himself busy during the open water season by guiding tours at Devil’s Lake. An easy four-hour commute north and Minnesotans are trying their luck at this special North Dakota fishery, but he still calls Sauk Lake home. “I still got my roots here in Sauk Centre. That’s probably where I’ll

New state record tullibee shows ďŹ shing records were meant to be broken Minnesota Department of Natural Resources Eleven-year-old Austin Stoll heard the six-pound line scorching off his reel. Nearby, his dad Chris Stoll heard it, too, and both knew Austin had a big fish to battle. By the time the battle was over March 9, Austin pulled up what is now certified as a new state record tullibee (also known as a cisco) weighing 5 pounds, 13 ounces, besting the previous record by 2 ounces that stood for almost 13 years. He caught the fish in Sybil Lake in Otter Tail County. “Congratulations to Austin on the great catch,â€?
said Mike Kurre, who coordinates the state-record fish program for the Minnesota Department of Natural Resources. “Austin and his dad did everything right to certify the fish, and they show how it’s possible to catch a state-record fish at any time of the year.� To certify the tullibee as a record, they took it to be weighed on a certified scale at Essentia Health in Pelican Rapids after trying a local hardware store that was closed. Two impartial observers witnessed the weighing, and Austin and his dad brought the fish to be identified by two fisheries experts at the DNR Fergus Falls fisheries office. They also had the applica-
tion stamped by a notary public. “Austin’s fish is one of 62 state records, which are measured by weight,� Kurre said. “Many of these records are attainable at any time of the year because fishing seasons remain open for panfish and other species. In fact, the past several records have all been species that rarely grace the covers of glossy magazines.� The five most recent records prior to Austin’s tullibee were golden redhorse in 2014, and the following fish in 2012: bowfin (dogfish), burbot (eelpout), river carpsucker and shovelnose sturgeon. That claim to fame is a 17-pound, 8-ounce giant pulled from the Seagull River at Saganaga Lake in Cook County in 1979. “With the open-water fishing season upon us, who knows which record will be next to fall?â€? Kurre said. “True, most people will never catch a record fish, but anglers break these records more frequently than many might imagine.â€? In fact, Austin’s dad Chris hooked into a tullibee that may have tied this new state record only a few days after his son landed his record fish. “They’re going to have both fish mounted, but Austin’s dad was a good sport and let his son bask in the glory,â€? Kurre said. “I bet more great fishing is in store for the Stoll family, with their long tradition of fishing for all species. Judging by the family photos of Austin’s catches, he’s no stranger to big bass, sunfish and muskie.â€? To certify a fish as a record: • Take it to a DNR fisheries office for positive

Weigh the fish with two witnesses present. • Send a clear, full-length photo of the fish with the application to the address listed on the application form. “For each species of fish in the recordbook, there are stories of close calls and fish that got away or were released,â€? Kurre said. “An-
glers must legally harvest a fish to certify it as a record. For some species like muskie, a catch-and-release ethic can trump the angler’s desire to harvest large fish. Sometimes it’s OK and expected to take only photos. Other times, records can hang on the wall and bring back great memories.� The record-fish form and guidelines can be found online under the list of staterecord fish. The list is also published on page 83 of the 2015 Minnesota Fishing Regulations booklet.

‘Walleye Dan’ offers tips so kids can take the next step after panďŹ sh By ERIC BEUNING Correspondent Stearns County and the central lakes area of Minnesota are well-known for having some of the best fishing in the Upper Midwest. For many families, the passion for fishing is a tradition handed down for many generations. Most fishing families prefer to start their kids off pan fishing. It’s relatively easy to put a kid at the end of a dock teeming with sunfish and let them get used to watching a bobber and setting the hook. The bigger challenge comes a few years down the road when the child has gotten a feel for pan fishing and is curious to try going after something bigger. Some parents fear that a tough day chasing walleye, bass or northern pike might discourage kids. “Some kids are born with the fishing gene and others are taught to fish,â€? said fishing guide “Walleye Danâ€? Eigen. “The ones that are born with a pole in their hand have
the patience and catch on quite quickly when it’s time to go after something larger than pan fish. “In order to teach a young one how to fish for bigger fish, it’s the teacher that needs to have the patience. The teacher should also always have a backup plan that might have to include just catching pan fish,� he said. Early success on the first couple of trips can be just the thing to keep kids wanting to come back for more. “I suggest going to a lake where you have heard there is a good bite happening,� said Eigen. “I suggest you take them fishing on the nice days if you have that option, as
they will stay interested longer. “Most of the time, bass seem to be the easiest to catch, and they put up an awesome fight. Also, they don’t have teeth. This makes them a great starter species,� said Eigen. Bathroom breaks and snacks are important issues for kids that will need to be addressed. “Unless you are fishing on a lake that has a Port-a-potty at the landing you’ll have to make sure you have a five-gallon bucket for the girls and a jug for the boys,� he said. At the same time, many kids like to bring along a friend. “If the kids want to bring their buddies, I say, ‘Go for it.’ But if you can get the kids out by themselves, you might have better success all the way around. If they bring their friends, make sure you have that mind set and that you probably won’t be doing any fishing yourself,� said Eigen.

A lone angler casts a lure into a glassy lake on a warm spring day, surrounded by the sounds of nature. Whatâ&#x20AC;&#x2122;s missing? A friend or family member could be sharing the scene. â&#x20AC;&#x153;If you know someone who might be interested, ask them to go fishing. Many people wonâ&#x20AC;&#x2122;t fish unless someone asks them to go,â&#x20AC;? said Jenifer Wical, of the Minnesota Department of Natural Resources outreach section. â&#x20AC;&#x153;Before heading out, make sure to buy your fishing licenses.â&#x20AC;? For those who hunt and fish, a Sports license includes angling and small game, and a Super Sports license includes a trout/ salmon stamp, small game with pheasant and waterfowl, and a deer tag (archery, firearms or muzzleloader).
