Drone regulations: What can possibly go wrong? Last month, an alleged hobbyist claiming he didn’t know what he was doing, landed a drone on the White House lawn. For good reason, this has raised the concern level of the Secret Service to the vulnerability of all air spaces to the use of drones. Ever since the use of drones became a military tactic, and soon thereafter a growing activity for hobbyists, I’ve been asking myself facetiously, “What can possibly go wrong?� The White House incident helped bring the answer into focus: Everything. The Federal Aviation Administration (FAA) put in place a temporary ban on commercial activity, as if the titans of commerce were the only evil-doers out there.

tion before they can have an unmanned operator certificate. They will need to be at least 17 years old and pass a test on aeronautical knowledge at an FAA-approved testing center. Some enthusiasts were concerned that the FAA would force people to undergo the same kind of training needed to fly a Cessna, but that isn’t in the proposal. The drones will have to remain within line of sight of the operator. Use will only be allowed during daylight. Maximum speed allowed will be 100 mph and the altitude will be limited to 500 feet. That’s all well and good when something goes wrong. Violators can be fined or sued after the fact. But prevention? Not so much. What the regulations

really do more than anything else is give insurance companies a structure on which to price drone policies. Don’t follow the rules, and the insurance policy won’t pay. We need to disregard political correctness and throw it out the window and let people know where we stand. People know where I stand at work. I will not bow to any liberals. We are in a fight to save our country. We need to make more people stand up and be counted.

nal recently reported that law-enforcement officials have discovered criminals smuggling drugs and other contraband not only across national borders but into penitentiaries. The latter makes me wonder what the cost will be to place a screen over every prison exercise yard in the nation. And if the military can weaponize drones, it won’t be long before gangs and jihadists do too. A partial solution to the White House problem is at the manufacturer level. The people who make drones can program the GPS software in the device to prevent it from flying over restricted air space. Require that all drones have the proper software in order to be sold, and that should solve the problem — until

Jerome Smieja, 79

Jerome Smieja, 79, a resident of Browerville, passed away unexpectedly on Tuesday, February 17 2015. A funeral service was held at 11 a.m., Monday, February 23, at Christ the King Catholic Church in Browerville. Burial was in the parish cemetery. Visitation was from 4p.m. to 8 p.m. at the church and on the day of service at 10 a.m. Knight’s of Columbus and Christian Mother’s Rosary at 4 p.m. and Parish Prayers at 7:30 p.m. Jerome (Jerry) Roy was born Nov. 1, 1935 to Michael and Mary (Koczur) Smieja. He graduated from Browerville High School in 1953. He served in the military from 1955 to 1957. He married Betty Marte on June 11, 1962, at St. Isidore’s Parish in Moran. They were blessed with ten children, three boys and seven girls. Jerry worked at Larson Boats and the Hennepin Paper Mill in Little Falls for many years while farming on the side. He left the paper mill to farm full time east of Browerville until 1985 when he and his family moved to their current home west of Browerville. During these years, he worked at Central Bi-Products, and until his death, at the Sunrose Courts in Browerville. During his youth, Jerry was an alter server, and his faith continued to flourish throughout his life. He was a Knights of Columbus member, lector, Eucharistic minister, server and faithful member of Christ the King Parish in Browerville. Those of you who

Samuel Dean, 90 Samuel Mairs Dean, 90, a resident of Cold Spring, passed away Sunday, Feb. 22, 2015. A memorial gathering will be held from 3 p.m. to 6 p.m on Saturday, March 7 at the Wenner Funeral Home in Cold Spring with a remembrance service at 5 p.m. Samuel was born Dec. 3, 1924, in Duluth to Albert Briggs and Helen (Mairs) Dean. The family moved to Minneapolis where he attended Breck School and West High School. His summers growing up were spent on Big Island at Lake Minnetonka where the family still gathers. He served as pilot of a B24 Liberator Bomber in combat operations in the South Pacific. His crew recalled celebrating his twentieth birthday because they were no longer captained by a teenager. After his service

knew Jerry knew he was always on the go. He always had a smile on his face, and he was always happy. He had a continuous positive attitude, seeing the good in everyone and everything. Jerry was the kind of grandpa that every child loved. He spent countless hours teaching his grandchildren how to fix cars, race lawn mowers, and drive well before the legal age. He loved to give his grandchildren tractor rides and take them into town to go to the candy store. It was hard to tell who enjoyed this more, Grandpa or his grandchildren! Three passions in his later life were fixing up cars, playing golf and making wood. He loved his 31 Chevy that he restored with two of his grandsons and lovingly named “Betty.� Grandpa spent countless hours cleaning his garage and putting away tools. He also loved golf, but everyone knew he loved the outdoors and the friends he made on the golf course the most. He had a great few years working the Senior PGA Golf Tour, again making many friends. And, he loved making wood. And, if the truth be told, Jerry chopped circles around everyone who helped him. He never slowed down. Jerry’s greatest love, however, was his family. He took wonderful care of his wife Betty when she moved to the Long Prairie Nursing Home, visiting her every noon and evening. Jerry is survived by his wife Betty Smieja of 52 years, children Brian Smieja, Brenda (Manin the Army Air Corps in World War II, he graduated from the University of Minnesota. On September 15, 1951 he married Jeanne Roedell, a marriage that lasted 63 years. They produced four children, Samuel Jr., Jennifer, David and Peter, the latter two who died in infancy. His love of Latin America and Graphic Arts led them to live in Mexico and Venezuela. His work took him to every country in Central and South America. He was well respected by his colleagues on that continent including the major newspapers. Upon returning to the United States they lived in the Chicago area and many years in Westchester and Orange counties in New York where they renovated a number of beautiful pre-revolutionary war homes. His sports were tennis and swimming at which

Jerry was preceded in death by his parents Michael and Mary Smieja, his father-in-law and mother-in-law Paul and Hazel Marte Sr., siblings Paul Smieja, Robert Smieja, Donald Smieja and David Smieja, sonin-law Roger Fierst and grandson and namesake, Stefan Jerome Gugglberger. Jerry will be missed by many people. He lived his life as an example to all who knew him, and his wish for everyone was to love others and most of all love God and follow his way. Victor A. Schwinghamer, Sr. 97, a resident of Sauk Centre, passed away Saturday, Feb. 21, 2015 at the CentraCare Health Hospital in Sauk Centre. A funeral service was held at 11 a.m., Wednesday, Feb. 25 at St. Paul’s Catholic Church in Sauk Centre. Rev. Tim Wenzel officiated and Rev. Greg Paffel concelebrated. Burial was in the parish cemetery. Visitation was from 4 p.m. to 8 p.m. Tuesday and from 8 a.m. to 10:30 a.m. Wednesday at the Patton-Schad Funeral Home in Sauk Centre. Parish prayers were held at 5 p.m. followed by the Knights of Columbus and St. Paul’s Catholic United prayer service at 7 p.m. Tuesday evening at the funeral home. Victor was born Oct. 14, 1917, in Albany to Isadore and Elizabeth (Funk) Schwinghamer. Victor graduated from Albany High School in 1937. On August 21, 1940 he married Anna Pratschner at Seven Dolors Catholic Church in Albany. Victor and Anna resided in Padua where they farmed until 1966 when they moved to Sauk Centre, where Victor did carpenter work with his son Roger. He worked as janitor for St. Anthony Catholic Church of Padua for 25 years, as well as St. Paul’s Catholic Church for 25 years. He also served with the

Iris Hiltner, 75 Iris A. Hiltner, 75, a resident of Melrose, passed away unexpectedly on Wednesday, Feb. 25, 2015 at her residence in Melrose. A funeral service was held at 10 a.m., Saturday, Feb. 28, at St. Mary’s Catholic Church in Melrose. Rev. Marvin Enneking officiated and Deacon Ernie Kociemba assisted. Inurnment was in the parish cemetery. Visitation was one hour prior to the service at the church. Iris Agnes was born February 7, 1940, in Richmond, to John and Frances (Kron) Schreifels. She was united in marriage to Gerald “Jerry� Hiltner on May 12, 1962 at St. Mary’s Catholic Church in Melrose. After their marriage, Iris spent her time being a homemaker where she enjoyed

In his leisure he enjoyed traveling and writing poems. Victor was a member of St. Paul’s Catholic Church, St. Paul’s Catholic United, Knights of Columbus Bishop Busch Council #4863 (50 plus years and Grand Knight status), and Sauk Centre Historical Society (founding member). Vic was also involved with the Stearns County Fair Board where he served for 25 years as secretary, the Senior Board as a chairman, Central Minnesota Council on Aging, was a volunteer driver for Senior Dining for 14 years, served as Raymond Township Clerk, and was a founding member and first president of the Stearns County Dairy Herd Improvement Association (DHIA). He was preceded in death by his parents; wife, Anna (Pratschner) Schwinghamer on January, 21, 1987; infant son, John; daughter-in-law, Marge Schwinghamer; brother, Berthold Schwinghamer; sisters, Irene Conrad, Lidwina Schwinghamer, and Olivia Christen. Serving as casket bearers were Craig Schwinghamer, Chris Schwinghamer, Chad Schwinghamer, Scott Schwinghamer, Steve Doke, Jacob Christensen, and Shaun Lindsoe. Cross bearer was Colby Schwinghamer and scripture bearer was Louise Sobtzak. Arrangements were made with Patton-Schad Funeral & Cremation Services of Sauk Centre.

Iris enjoyed playing cards, going to the casino to gamble, and loved spending time with her family and friends. Survivors include her children, Jill (Brian) Shepherd of Bloomington, Bruce (Carol) Hiltner of Ramsey, and Kristie Dickson of Richfield; six grandchildren, Ivy and Nick Shepherd, Derek, Mitchell, and Claire Hiltner, and Isaac Dickson; sisters, Ellen Primus of Hawley, Esther Steinemann of Freeport, and Alice Moening of Melrose; and many loving relatives and friends. Iris was preceded in death by her husband, Jerry Hiltner on January

5, 2001; parents, John and Frances Schreifels; brothers, Cyril, Victor, Marc, and Howard Schreifels; and sisters, Del Gieske, Julie Schreifels and Celesta Denne. Serving as urn bearer was Bruce Hiltner. Cross bearer was Isaac Dickson and scripture bearer was Derek Hiltner. In lieu of flowers, memorials are preferred. Misty Lemke believes that everyone is a champion at something; it just takes the courage to explore to find what that something is. Endless opportunities exist to make lives better, not only for oneself and for one’s family, but for the entire community.

Misty Lemke grew up in Browerville and graduated from high school there before leaving her small community for college. She had hoped that a city would offer her an opportunity to do great things. “I never wanted to live in another small town, just like every small town kid,” said Lemke. Lemke adored the social and intellectual growth that college offered. Her passion for people began to sprout from her time listening and learning from others. Being strong in math, she used her talents to help her classmates by offering tutoring sessions. When 9/11 shook the nation, her hopes of never returning to a rural community came crumbling down. She never faltered in her determination to make something of herself no matter where she had to plant her beginnings. An internship through Banta in Long Prairie, which is now R.R. Donnelley, during her college days, provided her with the means to create a lasting career. A blind date with her future husband brought her permanently back to her roots. “I met my husband on a blind date. He was from Long Prairie. That’s how I was fortunate to go

Schools receive donations through the Arvig School Partnership Program Since 2010, Arvig has donated more than $360,000 to local schools, made possible through the Arvig School Partnership Program. This program is community-driven, allowing anyone who receives Internet service from Arvig the opportunity to help raise money for their local school. Customers simply need to sign up for the program and Arvig donates $1 of that monthly Internet payment to the school of the customer’s choice, at no additional cost to the customer. The only requirement is that the school needs to be within the Arvig service area. “Giving back is such a huge part of our mission, especially when it involves helping out our rural schools,� said Staci Malikowski, chief financial officer at Arvig. “With the School Partnership Program, we have a chance to hear from our customers and invest in what’s important to them.� Arvig presents the schools with checks twice per year. The donation can be used toward whatever the school needs, whether they’re looking to upgrade a computer lab or buy new books for a classroom. “We often hear about teachers using their own income to purchase class supplies because of budget constraints. Minnesotans warm up best with dry, seasoned wood By JOHN MICHAELSON Minnesota News Connection Burning a cleaner fire in that woodstove or fireplace during the winter months is helpful to Minnesotans’ health — and also to the state’s climate, according to the Environ-

mental Protection Agency. A good way to burn the hottest and most efficient fire is to use only dry, seasoned wood, said Alison Davis, senior adviser in the EPA’s Office of Air Quality Planning and Standards. “The reason that this

is important is that dry wood burns more completely,� she said, “and that benefits you in two ways: One, you get more energy out of the firewood because it burns more of the actual wood itself, and the other is the fire then produces less smoke.�

It’s also suggested that to maintain proper airflow and efficiency, people should regularly remove the ashes from wood-burning stoves or fireplaces. Wood smoke produces fine particle pollution, Davis said, which can be harmful to human health.

“When you breathe in air that has fine particles in it, it can penetrate deep into the lungs where it can harm the heart, the blood vessels and the lungs,� she said. “Fine particles are linked to heart attacks, strokes.� In addition, there’s also the danger of smoke filled

with toxins or harmful chemicals if certain materials end up in the fire. The EPA advises never burning such items as plastics, foam and other garbage, or wood that’s been coated, painted or pressure-treated. More information is online at epa.gov.

At two years of age, Miss Allie was playing hockey.” Now with two children both actively involved in hockey, Lemke has put her efforts into the Long Prairie Hockey Association. She is responsible for helping the Tournament Committee and the Board. She is willing to volunteer in any place that the Association may need her. A successful association is a team effort, and Lemke is grateful to the friends she has made along the way. “Fortunately, I have very good friends, and they are actively involved. You gravitate towards people who have the same mindset to bettering the future.” Influenced by her friends and family, Lemke has spent her talents in other areas outside of being an EMT and an active hockey mom. “I want to help out and make life better than it was before. I try to tap into all the available resources that there are, not only for hockey but everything.” She is a member of the Healthy Communities Partnership and has helped establish walking trails throughout Long Prairie. She is a

firearm safety instructor to ensure that if guns are going to be around then at least make sure they are used safely. As a Minnesota Response Member, she has the know-how to care for her community if there is ever a catastrophe. Her involvement with the school includes being part of the Parent Advisory Committee, which is working to ensure that life is good for kids. After all she does, she still manages to make cakes and garden in her spare time. “I’ll put effort into anything that’s interesting. If it benefits my kids or anybody, then it’s a good thing. We have so many opportunities to make a difference. The underlying thing about it all is that I’m trying to help make a better future for the next generation.” Lemke believes that everyone is a champion in something, but it takes exploration and determination to uncover those talents. She is not afraid to try something new if it means discovering new joys while helping those around her. The efforts she has put forth has made improvements in the rural community she once thought she wanted to escape from, and that small town has had a lasting impact on her as well.

Obituaries David Kilanowski, 63

David A. Kilanowski, 63, a resident of Sauk Centre, passed away peacefully on Tuesday, Feb. 24, 2015 at the Belgrade Nursing Home in Belgrade. A funeral service was held at 11 a.m., Friday, Feb. 27, at Faith Baptist Church in Sauk Centre. Rev. Joe DiVietro and Pastor Ron Hemsworth officiated. Burial was in St. Paul’s Cemetery in Sauk Centre. Visitation was from 10 a.m. to 11 a.m. Friday at the church in Sauk Centre. David Allen was born October 26, 1951, in Bertha to Edward and Virginia (Motl) Kilanowski. He attended school in Long Prairie until the 11th grade and finished his last year at Sauk Centre High School where he graduated. He continued his education at Alexandria Vo Tech College with a degree in accounting. David worked at Super America in Sauk Centre for four years af-

ter which he ventured in various occupations like milk delivery, carpentry, and other retail sales. He then moved to Alaska for a short time where he worked as an independent taxi driver. David moved to a warmer climate, Florida, where he worked many jobs including security work and bookkeeping. He moved back to Sauk Centre where he resided for the last six years. He enjoyed fishing, coin collecting, and going to auctions. David was a member of Faith Baptist Church in Sauk Centre. Survivors include his brothers, Roger Kilanowski of Sauk Centre and Michael (Theresa) Kilanowski of St. Cloud; brother-in-law, Mel Walter of Sauk Centre; nephews and niece, Tim (Bonnie) Walter, Todd Walter, Troy Walter, Chris (Nicole) Kilanowski, Jennifer (Elmo) Beehler, Matthew (Jennifer) Kilanowski, Adam (Sharon) Kilanowski, Andrew (Chelsea) Kilanowski,

and Benjamin (Robyn) Kilanowski; and many great-nephews and nieces. David was preceded in death by his parents, Edward and Virginia Kilanowski; brother, Leroy Kilanowski; and sister, Sharon Walter. Serving as casket bearers were Gene Peterson, Dave Anderson, Dave Rosenberg, Larrie Rosen, Bob Freeman, and John Bieringer. In lieu of flowers, memorials are preferred. Here’s how to avoid a frozen sewage system

The cold weather we’re experiencing combined with a lack of snow is creating problems for some septic systems. Individual sewage treatment systems are freezing without the snow to blanket the septic. A snow blanket insulates the system to prevent it from freezing. Until more snow falls, or the temperatures get warmer, here are some things that can be done to help prevent freezing of septic systems: • Add a layer of mulch (8-12 inches) over the pipes, tank and soil treatment area to provide insulation. A mulch of loose hay or straw works well, as do leaves. The key is to keep it loose to form air pockets, which act as the insulators. This is particularly important if your system is new, and vegetative cover has not been well established. • Stop mowing the grass over the drainfield in early fall. Let it grow stronger to trap more snow. • Use normal amounts of water; the warmer the better. Spread out your laundry schedule to one warm/hot load per day, year round. • Don’t leave water running all the time to prevent freezing. A slow trickle could freeze, while a steady stream

could overload the system with water. • Don’t add antifreeze to the system. • If you plan to be gone for more than a day or two, plan accordingly. Have someone visit and use water regularly. If you are going to be gone for an extended period (weeks or months), pumping the tank before leaving may be the best option. • Reroute the drip water from your furnace. This slow drip can freeze in the pipes. Route this clean water into the sump or a bucket.

Lack of snow cover creating problems. One solution: add mulch over pipes and tank. • Fix any leaky plumbing. The small trickles of water going into the system can freeze as thin ice layers within pipes, and eventually close them. • Keep all vehicles (including ATV’s and snowmobiles) and hightraffic people activities off the system, all year. • Make sure all risers, inspection pipes and manholes have tight covers. Adding insulation is a good idea. Check for any cracks in the covers in the fall. • Keep an eye on your system. If any seeping or ponding occurs, contact

an onsite professional. If the septic system freezes, call an onsite professional. Pumpers and installers use steamers and high-pressure jetters to unfreeze the system piping, or they add heat tape or tank heaters. Cameras can be sent down the pipes to determine where the freezing is occurring and if repairs are needed. If the soil treatment system is full of ice, or there is evidence of leaking, there is no need to thaw the lines, as it cannot accept liquid until the area is thawed in spring. There are many misconceptions about how to deal with a frozen onsite system: •Do NOT add antifreeze, salt or a septic system additive into the system. • Do NOT pump sewage onto the ground surface. • Do NOT start a fire over the system to attempt to thaw it out. • Do NOT run water continually to try to unfreeze system. Pastor Stephen Cook officiated. Burial was in the parish cemetery. Visitation was from 4 p.m. to 8 p.m. Wednesday, Feb. 25, at the Miller-Carlin Funeral Home in Holdingford and again after 10 a.m. until the time of the service Thursday at the church. Ryan was born July 8, 1989, to Lawrence and Lenore (Guse) Schmit at the St. Cloud Hospital. He grew up with two sisters and graduated from Holdingford High School. Ryan loved music, played the guitar, piano, and drums. While in high school, he and his friend Danny were in a band together. Ryan enjoyed writing and playing his own original music. He also crafted guitars

and was a gifted artist. Ryan participated in theater, both in high school and later in college. He was a sensitive young man who liked to wax philosophical. Ryan liked to joke, to be absurd, and to make others laugh. His love for animals was evident when, as a young child, he’d find animals to rescue, take care of, and keep at home. Ole, his dog, was a beloved companion. Ryan enjoyed being outdoors, lying in the grass, and soaking up the sun. His sisters fondly recall the many bike rides on the Wobegon Trail to Albany. Ryan is survived by his parents Lawrence and Lenore Schmit, Holdingford; sisters Nicole (Seth) Lembeck, St. Cloud; Sarah (Michelle Gertken) Schmit, Albany; Grandma Shirley Winter, Janesville; aunts and uncles Ernie (Lois) Schmit, Janey Schmit, Betty (Terry Olson) Schmit-Olson, Gerald (Terri) Schmit, Ralph (Laura) Schmit, Mavis (Steve) Klein, Barb

(Tom) Souvie, Joan Guse, Erv Guse, Helen Guse, Bernice (Rod) Harman, Shirley (Jeff Helbach) Guse, Howard (Kristi) Guse, Mel Guse, Russ (Jen) Guse, Paul (Sarah) Berry; many cousins and other family and friends. He is preceded by his grandparents Alfred and Marie Schmit, Doris and Herman Guse, uncles Ronald Schmit and Glen Guse, aunt Jill Berry, and his constant companion Ole. Arrangements were made with the MillerCarlin Funeral Home, Holdingford.

Feedlot producers in Stearns County are invited to attend a free Nutrient Management Workshop put on by Stearns County Environmental Services. The workshop is for livestock producers interested in learning and benefitting from nitrogen management when using manure. Many producers are required to keep records of manure application (location, date, amount, rate, etc.), and often upon review, the records do not meet state requirements. The goal of this workshop is to educate producers on the importance and value of proper manure nutrient record keeping and options for keeping adequate records. A panel of Stearns County farmers who practice manure application record keeping and have seen positive results will talk about their experiences. Current nitrogen rules will be discussed as well, along with some new proposed rules that are still in the making. The workshop is being held at the Melrose City Center at 221 First Street N.E. on Thursday, March 12, from 10 a.m. to 3 p.m. Lunch will be catered and prizes given away.
