Stearns County Jail renovation completed Remodeling of the Stearns County Law Enforcement Center (LEC) is complete. Stearns County needed to renovate the facility to improve jail safety and security and to allow for better use of the space to ease overcrowding. Construction began in December 2013. Phase one renovated the first floor to utilize the space vacated in 2009 by the City of St. Cloud Police Department. That area was transformed into female housing and the work release unit, both of which were previously on the second floor. Moving the female inmates to the first floor allowed for the addition of 11 beds, going from 9 to 20. Females are a growing jail population and the additional beds will reduce the need to pay for transporting women to jails in other counties. Relocating the work release area to the first floor allowed that area to be downsized, from 60 beds to 12, an area previously under-utilized. Most work release inmates now use monitored ankle bracelets. In July 2014 the second phase of the project began, which remodeled the second floor. It added another 29 cells for male inmates. In addition, the booking area was expanded to separate inmates coming and going from jail, making for a more controlled and secure environment. Another 10 cells were also added in booking, going from 12 to 22. Stearns County books 8,000 – 9,000 people every year. A new video visitation area was created. Visitations used to require officer escorts to a secure section of the LEC, where inmates and their visitors would meet. Now visitors use monitors on the open second floor to see inmates, a more secure situation. The entire project came in more than $1 million under budget. Estimated cost of the construction was $5.9 million; final price tag was $4.7 million. Stearns County saved $450,000 by doing some of the work inhouse: plumbing, electrical, painting, carpentry, demolition and by re-purposing as much furniture and technology as possible. Contingency funds, money required to be set
aside for the unexpected, also came in under budget. There was $740,000 allocated for contingencies, but only $108,000 spent. The remodeling project extends the lifespan of the jail, but is a short-term, 10-year fix for the county’s jail needs. It allows for time and an opportunity to focus on a long-term 30-year solution. The jail first opened in 1987.
State Honor for Stearns County Auditor-Treasurer Stearns County Auditor-Treasurer, Randy Schreifels, took home the Minnesota Association of County Officers (MACO) highest honor. Schreifels was given the Honor Roll at MACO’s annual conference. This award is presented to an individual in recognition of outstanding service and contribu-
tions to the Minnesota Association of County Officers association. Schreifels was recognized for his efforts in promoting the best interests of the MACO organization, and in particular, for the key role he has played for many years advocating for MACO issues at the State Legislature. “Randy Schreifels was
selected because of the assistance he has provided on the Legislative Committee, as he has been a voice and advocate for MACO on many levels and in areas where MACO has fostered and worked for unity with other governmental partners,� said Diane Arnold, 2014 MACO President. “His activities
have led to more open communications and partnerships between MACO members, which have benefited all participants.� MACO is comprised of county Auditors, Treasurers, Recorders, Financial Officers and Registrars in Minnesota. All 87 Minnesota counties are members.

New pest among our berries By BETH BERLIN University of Minnesota Extension Last summer did you bite into your home grown raspberries to only discover little white maggots? Gross! Sadly you likely found the larvae stage of an invasive vinegar fly called the spotted wing drosophila, Drosophila suzukii. Although tiny, this pest can do a lot of damage to your raspberry, strawberry, grape, blueberry, and nearly all cane berries. The spotted wing drosophila (SWD) is an invasive pest that originates from Asia, was discovered in Hawaii in 1980, California in 2008, and has quickly spread throughout the United States. The Spotted Wing Drosophila was first discovered here in Minnesota in 2012 and each year is
found in more counties. The reason this vinegar fly is so damaging to berry crops is the female is able to use her sharp, serrated ovipositor to cut through the fruit’s skin and lay eggs inside the fruit. The larvae, aka maggots, then feed within the fruit causing brown, sunken areas that decay the berry. Infestation of the larvae often goes undetected at harvest and is not noticed until consumption when small white maggots are found in the fruit. Consumption of the maggots is not harmful to humans, although not appealing. From egg to adult, the life cycle occurs in as quickly as seven days. Multiple generations occur each growing season here in Minnesota, making it a challenging pest to control and causes expansion of infestation throughout the state.
The best management practices for the SWD begin with persistent monitoring as soon as fruit are set. Traps should be constructed and set, and weekly inspection should occur which requires proper identification of the SWD. Key identifying characteristics include: 1/8-1/2 inch long, yellowish-brown color with red eyes. Males carry the name sake with clear wings that contain a dark spot on the first vein near the tip of the wing. Females have a clear wing but do not have the spot; instead a key feature is the serrated ovipositor, part of the fly near the rear used to insert eggs into fruit. A 30x magnifying hand lens will be needed to properly identify the serrated ovipositor verses other look-alike flies. The serrations look like large, dark colored teeth.
The traps can be constructed out of a 32 ounce plastic cup; some preliminary research indicates the flies are attracted to red. Put small 3/16-3/8inch holes around the top of the cup, leaving a 3-inch area without holes for ease in pouring the bait. It is important to put these specific sized holes to eliminate non-desired species from getting inside, making identification more difficult. Pour one-inch of apple cider vinegar with a drop of dish soap into the cup. To help in proper identification, fasten a sticky card to a lid; sticky catch cards can be purchased at your local garden centers or online. Forest tent caterpillars: More of a nuisance than serious threat By BETH BERLIN University of Minnesota Extension Have you seen your trees or shrubs under attack this June? Many mistakenly call them armyworms, but the wiggly, hairy worms eating your trees and shrubs are likely forest tent caterpillars this time of year. These defoliating pests seem to be in full force this year in many areas of Minnesota. The forest tent caterpillars hatch when the aspen trees begin to leaf-out in the spring. The caterpillars then spin a silky mat in trees to protect themselves from birds and other predators as well as protect them from temperature extremes that occur at night or on cool, rainy days. Caterpillars emerge from their silky mats in warm, sunny weather to feed on leaves of trees. They will feed on a variety of hardwood trees, but are known to feed on other trees and shrubs as well. Mature caterpillars are hairy, velvety black with bright blue stripes on their sides. An additional identifying feature is a row of yellow markings resembling a keyhole or footprint running down their back. The forest tent caterpillar feed for five to six weeks starting as early as May and running through June depending on the date they emerge. The caterpillars pupate in a silky cocoon that is about one-inch long in a protected area attached to objects like trees, houses,
garages or other structures. A yellowish-brown moth emerges approximately ten to fourteen days later and will lay eggs. The eggs are laid in a shiny dark-brown mass encircling a small branch where they will overwinter until the next spring. Forest tent caterpillars are considered more of a nuisance than a serious pest for trees or shrubs. Defoliation is typically not significant enough to cause permanent damage or death to healthy, mature tree for most trees will replace lost leaves later in the summer. However, trees and shrubs infested with tent caterpillars look ragged until new growth occurs. The forest tent caterpillar can be a nuisance as they can be found crawling on roads, sidewalks and homes. Outbreaks of this caterpillar usually occur every 10 to 16 years and last for three to four years before subsiding.During peak outbreaks forest tent caterpillars can number one to four million caterpillars per acre. These caterpillars will prefer birch, aspen, basswood, and oaks, but will feed on many other broadleaf trees and shrubs including fruit trees and shrubs such as roses. Forest tent caterpillars can be controlled without the use of insecticides. Removal and destruction of egg masses from trees during winter and removing cocoons in early summer can avoid the use of

In early spring, webs can be removed by hand, stick, broom or a heavy spray of water. Caterpillars can be put into a pail of soapy water or squished but be aware they may smear and leave marks on plants or structures. In times of heavy infestation, chemical treatments can be done. Prioritize to ornamental and fruit trees and shrubs, as many larger deciduous trees will recover after feeding. Bacillus thuringiensis var. kurstai (BT) is a bacterial insecticide that is very low toxicity and is
effective if applied when the caterpillars are small; it can be found as Dipel, Thuricide or as Bonide Bacillus Thurengiensis. Other insecticide products that are effective against tent caterpillars include acephate (Orthene), carbaryl (Sevin), permethrein (Eight), cyfluthrin, esfenvalerate and malathion. Check your trap at least once a week and if you identify the SWD, management practices should be implemented immediately. Good sanitation helps reduce high populations of SWD. Also, frequently harvest your berry crops to ensure ripe fruit are not left for extended periods of time. Remove all expired fruit; do not leave them on the ground. Insecticides that have
effectiveness on the SWD include: pyrethrum, spinosad, malathion, and bifenthrin. Caution: Read all insecticide label directions before buying and using. Small Grain Field Days’ includes Stearns County By DOUG HOLEN Regional Extension Educator Producers are encouraged to plan to attend one of four Small Grain Field Days in Southern and West Central Minnesota. The programs include Drs. Jochum Wiersma, Madeleine Smith, Dan Kaiser, and Phil Glogoza along with Doug Holen of the University of Minnesota Extension discussing small grain variety performance, plant diseases, insects, fertility, and management considerations. Feel free to bring plant samples with insect or disease problems and participate in open discussion around small grain production. Each event will take place on small grain research sites highlighting winter
wheat and rye, spring wheat, oats, and barley offering hands-on demonstrations and real field scenarios.
