Minnesota: Best in U.S. for long-term care services By JOHN MICHAELSON Minnesota News Connection It’s an issue that’s growing in importance, along with the age of Minnesota’s population. And when it comes to long-term care, a newly released report ranks the state best in the nation. The top rating comes from the latest national scorecard that reviewed some 26 indicators of long-term support and services, says Minnesota Human Services Commissioner Lucinda Jesson. “I’m delighted that it recognizes the great long-term care system we have here in Minnesota,� she stresses. “I think the report tells you where you live matters, and the best place to be for seniors and people with disabilities overall is Minnesota.� The 2014 scorecard is from AARP, along with The Commonwealth Fund and The SCAN Foundation. Jesson says Minnesota is in the top spot because the state has a strong system of support and services. She also credits ongoing efforts to help people live independently and to be protected when they are receiving services.

“Next year, we’re going to roll out a new streamlined system that’s going to make it easier to report abuse and neglect and streamlined investigations so that investigations get done more quickly,� she says. “So we’re not sitting on our laurels here.� Despite the number one ranking, the report did point out areas of concern especially around effective transitions, according to Mary Jo George, associate state director of advocacy with AARP Minnesota. “For example, we don’t want to see people have to move between their home and the hospital and back to a nursing home and then back to the hospital,� she explains. “And so we may need to do a better job in decreasing hospital admissions for those that are receiving home care. “And we think this would not only be good for the patient, but it is more cost effective as well.� The scorecard says with improvements on long-term services and supports in Minnesota, another 25,000 older adults, family caregivers and adults with disabilities would benefit.

Conservative deer season set; hunting licenses go on sale Aug. 1 Minnesota Department of Natural Resources Hunters can expect a conservative 2014 deer season designed to rebuild deer numbers across much of the state, the Minnesota Department of Natural Resources said. “Hunters should check the 2014 hunting regulations closely because only one deer can be harvested in 95 percent of the state,� said Leslie McInenly, big game program leader for the DNR. “To shoot a doe, hunters may have to apply for a permit in areas where they haven’t in the past and, in some places, no antlerless harvest will be allowed.� In 69 of Minnesota’s

128 deer permit areas, hunters must be chosen in a lottery to shoot an antlerless deer. Only bucks can be hunted in 14 areas. In 38 areas, hunters have the choice of shooting a doe or a buck. Bonus permits allowing hunters to shoot more than one deer may only be used in seven permit areas and for some special hunts. “Many hunters voiced concerns about current deer densities and their hunting experiences in recent years. We heard from hunters at the listening sessions we conducted, in the online comments we solicited and by contacting us directly,� McInenly said. “This past winter only added to those concerns so this year’s con-

servative approach will protect more antlerless deer, reduce the statewide harvest and allow the population to rebound.� Northeastern Minnesota hunters will feel the greatest impact from a bucks-only season. In bucks-only areas, no antlerless deer may be harvested by any hunter, including those with archery or youth licenses. McInenly said that most of these areas are now below goal and that this year’s conservative approach is consistent with the DNR’s long-term commitment to manage deer populations at established goal levels. Hunters can enter the lottery for antlerless permits beginning Friday,

Aug. 1. The deadline to apply is Thursday, Sept. 4. Hunters may apply using both their firearm and muzzleloader licenses. If hunters are selected for both licenses, they must select the one season in which they want to shoot an antlerless deer. Deer hunting licenses, lottery applications and special hunt applications are available at any DNR license agent, by telephone at 888-665-4236 or online at www.mndnr. gov/buyalicense. Master Gardeners to offer advice at area county fairs By BETH BERLIN University of Minnesota Extension At the Stearns County Fair in Sauk Centre from July 30-Aug. 3, and the Benton County Fair in Sauk Rapids from Aug. 5-10, the Extension Master Gardener booth will be offering horticulture information. Gardeners can get practical advice for their own gardens and yards from Master Gardeners. Extension Master Gardeners are University of Minnesota Extension trained volunteers who have a passion for gardening and horticulture and have completed an extensive core course put

on by Extension Educators. They are required to take continuing education hours each year as well as volunteer and educate the public on horticultural practices. At the Stearns County Fair, the University of Minnesota Extension Master Gardeners can be found in the Senior Citizen Building. At the Benton County Fair, they can be found in the Heritage Building. All are invited to come to learn about new ideas, research-based information and utilize the years of experience these trained volunteers have. At the Stearns County Fair, “Gardening for Fun� will be sponsored

by the Extension Master Gardeners of Stearns County. It is a hands-on experience for all ages from potting, to learning how to care for a live plant. “Gardening for Fun� will be from 10 a.m. to 3 p.m. Thursday through Saturday, July 31-Aug. 2, near the butterfly garden on the Stearns County Fairgrounds. The first phase of the Stearns County jail remodeling project is finished. Phase 1 involved reconstructing the first floor of the Law Enforcement Center (LEC) to accommodate the female housing unit and work release inmates, both of which were previously on the second floor. Moving the female inmates to the first floor allowed for the addition of another 11 beds, going from 9 to 20 in the female unit. This is a growing jail population and will reduce the need to pay for transporting women to jails in other counties. Stearns County transfers about 10 females a day to other counties for jail housing. Relocating the work release area to the first floor allowed that area to be downsized, from 60 beds to 12, because it was under-utilized. Most work release inmates are now monitored using ankle bracelets. The reconstruction area was in a portion of the LEC first floor that was left vacant after the St. Cloud Police Depart-

ment moved out of the building in 2009. Crews are now beginning the second phase of the project on the second floor of the LEC. With more space now on the second floor, the booking area will be expanded to make it safer, to accommodate the 8,000-9,000 bookings done by Stearns County each year. Male inmates will remain on the second floor, in an expanded area with an additional nine cells. The Stearns County jail is being remodeled to ease overcrowding and safety and security issues within the building. Renovation began in January and is expected to be completed sometime early next year. The remodeling project is a short-term, 10-year, fix for the County’s jail needs, but will give Stearns County time and an opportunity to focus on a long-term 30-year solution. Total estimated cost of the construction is $5.1 million. Of that total cost, nearly $1.3 million is work that will be done in-house, such as the carpentry, electrical wiring and plumbing.
