The Economic Alliance Houston Port Region, a non-profit organization created in 1985, provides professional economic development services on behalf of 16 communities surrounding the 25-mile Houston Ship Channel - home to one of the world’s most influential energy corridor and trade ports. Since 2008, the Economic Alliance has supported over 40 successful projects that has facilitated business activities creating over 4,400 new jobs and over $6.4 billion of capital investment to the Houston Port Region.

PRESIDENT’S LETTER The chemical industry employs 529,00 people in the U.S., but the job opportunities don’t stop there. For every one job created from the business of chemistry, 7.1 jobs are created in other sectors. In addition, the average annual salary of a Texas chemical industry employee is $106,707, which is 46 percent higher than the average U.S. manufacturing pay. Texas is also the nation’s largest chemical producing state and produces $8.4 billion in salaries. There are currently 333 shale gas related projects either completed, started or currently proposed as of the end of 2018, totaling $202 billion in capital investment. With so much of the new oil & gas and the products made from it now being produced for foreign markets, more than $36 billion are now exported via Texas ports. All of these dynamics are working together to maintain pressure on our skilled labor market along the Texas Gulf Coast, and particularly in the Houston Port Region. I want to highlight the Dream It. Do It. Foundation’s Board of Directors and our Workforce Development Director Patti Bell for their support in marketing the jobs that support our economy. Our role in the pipeline is to increase awareness of the high-paying, high-demand jobs the Port Region has. This group, partnering with EHCMA and ABC have made a difference; reaching 25,584 individuals through 194 presentations over the last three years. The better equipped our workforce is, the more competitive we will be regionally and globally in attracting new commerce and manufacturing. We’re lucky to be where we are in this incredible time, and it’s a blessing to work with such great folks who care about each other and about making our part of the world a better place to live and work. The Economic Alliance supports programs focused on workforce success to give companies the confidence to invest.
WORKFORCE DEVELOPMENT EFFORTS INCLUDE:
Leveraging strategic private and institutional partnerships in the Houston Port Region to attract and recruit a qualified workforce.
Providing the career paths and job opportunities/benefits to students, parents, and educators at the middle school, high school, and community college levels to address attrition, skill enhancement and hiring needs.
Working in partnership with the East Harris County Manufacturers Association and the nine area community colleges to train the potential workforce in highly skilled, high-wage petrochemical, maritime, logistics, transportation, and industrial construction careers.

Growin The Workforce Development Committee has had a busy 2018 reaching over 7,400 students and student influencers (parents, teachers, and counselors) with 74 presentations in the classroom, at career fairs, speaking to large groups, community organizations, and underemployed adults. The Economic Alliance has worked with PetrochemWorks and many ambassadors to continue to change the perception of the manufacturing industry and inspire students with our Dream It. Do It. Southeast Texas Foundation. PetrochemWorks now has a social media presence on Facebook, Twitter, and Instagram that are regularly updated, and all use the name PetrochemWorks. Our target audience are students in high school who will have a chance to earn industry certifications in many skilled crafts such as NCCER certifications before graduation. This helps put them on the path early enough to possibly earn dual credit with a community college for these high-demand, high-wage jobs that require a two-year Associate’s of Applied Science degree and any related certifications from area community colleges including San Jacinto, Lee, and Houston Community Colleges who regularly participate in our workforce development. • Between January 2015 and December 2019, approximately 11,430 direct employees and resident contractors hires will be needed to replace attrition and fill newly created positions in the combined operations, maintenance, and engineering occupations. • Approximately 93% of all new hires will be the result of attrition and retirement as opposed to overall employment increases. ng a Skilled Workforce We have mapped out a path for students leaving high school to move directly into the workforce for on the job training, paid internships, or enrollment in programs at a community college. Each presentation speaks to the importance of safety in the industry, and the base requirements of having legal work status, being drug free, maintaining a clean background check and having a TWIC card. Several high schools in our area provide students with TWIC cards if they have completed the requirements of the programs they are taking. Our focus is on growing the pipeline of talent necessary to take the place of the rapidly retiring baby boomer generation and to keep up with the tremendous growth within the industry over the next decade. The Ambassador’s are instrumental in helping students understand the value of manufacturing and construction careers by explaining who they are and what their jobs are. When students can hear from people actually on the job, it brings the industry to life in a way that only an Ambassador can. We have the potential to help a student see a better future for themselves by sharing how manufacturing and construction impacts their daily lives and provides great careers. This is an essential component to growing our workforce prospects. All of these presentations and student contacts could not be possible without our Ambassadors from our Petrochemical partners. Our past volunteers in 2018 include: Shell, Dow, INEOS, Covestro, Enterprise, Pure Salt, San Jacinto College and Lee College that help to make our progress work. One of the best tools we have for students is the PetrochemWorks.com website. This site has a plethora of information on more than 60 common industry positions. The East Harris County Manufacturer’s Association worked together on career descriptions and career maps that are included on the site that show growth trajectories and career transitions to help job seekers to plan their careers. Guidance on the education, training, and skills needed for employment as well as informative school and program details are on the site. A match me tool is included that will align skills, interests and personality with real life job opportunities in the petrochemical industry. The site includes interest-based career maps, educational resources and listings of open jobs to help users understand the prospects the industry offers, along with the skills and educational requirements for each position they are matched with. The site is accessible across all platforms including phones and tablets. Potential Ambassadors can learn about volunteer opportunities by checking EHCMA’s Gulf Coast Workforce Events Calendar. On this site, Ambassadors can find out about area events for which they can volunteer to help spread the word about the great careers in Petrochemical manufacturing and related industrial construction. The calendar features the descriptions and locations of scheduled events, event sponsors, contact information, and an area where volunteers can sign up to assist with the presentation. Hopefully, everyone reading this newsletter is aware of the phenomenal turnaround the construction industry has seen over the last eight years. It once looked like all the high paying construction jobs were going offshore and all the teachers, counselors, and parents were telling everyone to go to college, and that a college or university education is “the only way to success.� But this has proven to not be the case. The industrial plants are building as fast as they can with no end in sight. Raw materials are a short pipeline (which also needs to be built) away and there are more jobs than people to perform them. The construction career is now back in vogue but few people still don’t understand what a great opportunity it really is. Construction is a great opportunity for those individuals who like to work outside with their hands rather than in an office sitting at a desk all day. They enjoy the intrinsic satisfaction of building something that will benefit their communities for a long time and produce products that will help society. Each day is a new opportunity to use the skills learned in a training program to build something that will last for many years. This is where Associated Builders and Contractors of Greater Houston (ABC) and its training affiliate, Construction and Maintenance Education Foundation (CMEF) fit in. For those individuals who have an ambition to learn skills that will support a life-long career, CMEF has a training program that will allow future construction workers to learn those skills over a couple of years while earning a living. Most of the students who participate in the program have a job in the construction industry so the students are making a good paying wage while learning to be a journeyman craft professional. The training is designed by and for the industry in which participants will go to work, and the students who graduate will receive NCCER certificates that is portable between cities and employers. The compensation has increased in response to the new demand. The construction industry in Houston employed 212,610 people in 2017, according to the Texas Workforce Commission. Half of all construction employment occurred as specialty trade contractors, (electrical work, plumbing, site preparation, and painting) and annual wages in the industry averaged $72,300. The job demand is not going away anytime soon. According to the U.S. Bureau of Labor Statistics, construction employment expanded by 38,000 net new jobs in December 2018. Across the industry, employment is up by 280,000 year-over-year, an increase of 4.0 percent. And with all the employment opportunities coming down the pipeline in the very near future, specialized training is going to be necessary in order to maintain safety and education in the workforce. TASK FORC Transportation Task Force The Task Force met in January and we heard updates from Jeremy Phillips, Senior Director of Infrastructure for Harris County Precinct 2, and TXDoT projects update from Patrick Gant. The committee’s agenda included: 1. Review and assess progress on the Prioritized Freight Project 2. Evaluate whether any new projects should be added to the list 3. Legislative related discussion on transportation, and 4. Map out the strategy for promoting our Project List in 2019 Committee Co-chairs are Bob Bradshaw, Ineos Site Manager & East Harris County Manufacturers Association Former Chairman, and Glenn Royal, The Royal Group Merrill Lynch & Economic Alliance Houston Port Region Chairman.
Public Policy Task Force The Public Policy Committee meets on the fourth Tuesday of each month and is Chaired by Dennis Winkler of Winkler Public Relations and CoChaired by Darcie Durham of Boeing. The committee hosted the Legislative Kick Off Luncheon on December 5th at San Jacinto College’s North Campus to hear from all of our regional State Reps and Senators on their predictions for the 2019 Session. We also delivered the White Paper to the elected officials at the luncheon. Issues under discussion include property tax caps, Chapter 312 incentive renewal, reauthorization of the TERP funding, and determining a management organization for the O&M costs on the Coastal Spine. Planning for the 2019 DC Advocacy Trip is underway. The trip will be April 1-4 this year, and work is ongoing to finalize the Federal White Paper. Last year we had 35 attendees and scheduled 33 meetings across three days. Sponsorships are now available which help to offset staff costs to organize and facilitate the trip.
Business Growth Task Force The Business Growth Task Force committee is Chaired by City of Seabrook Councilwoman and Vice President with The Royal Group at Merrill Lynch Natalie Picha. The committee meets the first Wednesday of every month at 9 a.m. The committee held its 4th quarter event of the year, the Industrial Procurement Forum on Thursday, October 11th at the Pasadena Convention Center with over 200 guests in attendance. The Forum hosted a Procurement Managers panel (Covestro, ExxonMobil, Chevron Phillips, BASF and LyondellBasell) that spoke on EPC (Engineering, Procurement & Construction) projects. Our keynote speaker was Rohit Sharma, Manager of Environmental Issues with LyondellBasell gave us an Environmental update for the year. Thank you to Turner Industries for sponsoring. Next year, 2019, we’ll start off our event series on March 7th where our keynote speakers topic will be Working with a Generational Workforce.
CE UPDATES Economic Development Task Force The Economic Development Task Force visited the offices of Gulf Winds International in October and had an excellent tour of their facilities. Additionally, while at Gulf Winds the members of the committee volunteered to fill ready kits of water, snack bars and toiletries for the homeless in the region with assistance from Jamie Hampton, Executive Director at More Than The Move Foundation recently set up through Gulf Winds. The holidays came upon us and the committee is back in full swing meeting on the 3rd Wednesday of each month. The first two meetings for the new year will include presentations on the Joint Venture Baystar (Total, Nova Chemicals, Borealis) facility on Port Road and a tour of new occupational health and wellness facilities at Houston Methodist Baytown Hospital.
The Economic Development Task Force participated in a competitive game of trivia this past December. Kristi Claypool, Chair of the Economic Development Task Force came up with the idea to have members of the task force bring facts about their company for a fun and educational game of trivia. Those that participated brought interesting facts to the region, and many laughs to share during the game. Great networking idea Kristi! TASK FORCE UPDATES Quality of Life Task Force The Quality of Life Task Force started the year off strong with a visit to the “Big Energy” exhibit at the San Jacinto Monument, and the momentum just keeps on building. With the special exhibit in full swing, the Quality of Life task force will be working closely with Shell Deer Park, the San Jacinto Museum of History and the City of Deer Park to promote visits to the Battleship Texas, the San Jacinto Monument and especially “Big Energy” throughout 2019. Specifically, the task force plans to invite representatives of the San Jacinto Museum to upcoming meetings, in order to update all members on current events and attractions at the San Jacinto Battleground State Historic Site. As well, the task force will be creating a regional media kit for use by all partnering entities to promote visits to the exhibit. Beyond the buzz surrounding “Big Energy,” the task force is continuing its effort to provide matching funds for beautifications efforts through the San Jacinto Texas Historic District. Two avenues are available for a SJTHD matching grant of up to $5,000 – partners may either apply for a general beautification grant, which can be used for a range of public art, green space improvements and more, or choose to apply for a grant to create mini-murals reflecting the history of the region. Successful applicants are required to spend the full amount of the desired matching grant within three fiscal years. Finally, make sure to remember the Quality of Life Task Force when you’re planning your entity’s next major event, as all holiday festivals, special events and attractions are eligible for promotion on our social media channels! We’ll be working to promote the 2019 San Jacinto Day Festival and Battle Reenactment – scheduled for Saturday, April 13th – but we want to make sure to include any fun springtime events on behalf of our partners, as well. We look forward to a successful and very busy 2019!
Gulf Coast Industry Forum The 2019 10th Annual Gulf Coast Industry Forum is scheduled for September 18th & 19th and will once again be held at the Pasadena Convention Center. The committee is hard at work on all aspects of the conference including logistics, attendee interaction, vendor selection and speaker confirmations. To date, confirmed Panels include Refining, Chemicals, Workforce Development, Transportation and Federal Policies. It will be another power-packed lineup for both days. On December 5th at the San Jacinto College Center for Industrial Technology Building the 2019 Legislative Kickoff Luncheon gave Economic Alliance Members an insight to the policies that will be considered during the session. Six State Representatives and One State Senator (Sen. Larry Taylor, Rep. Ana Hernandez, Rep. Carol Alvarado, Rep. Ed Thompson, Rep. Mary Ann Perez, Rep. Dennis Paul, Rep. Briscoe Cain) were able to provide their input.

The Quality of Life Task Force held their committee meeting at the San Jacinto Museum in October. Amanda Accardo, External Relations Manager of Shell Deer Park toured the committee through the Special Exhibit: Big Energy. In celebration of Shell Deer Park’s 90th anniversary and the San Jacinto Monument’s 80th anniversary, Shell, the San Jacinto Museum of History and the City of Deer Park, recently launched the Big Energy exhibit focused on telling the tale of people powering progress in our community and industry. Shell Big Energy: Sneak Peek
The Pasadena Chamber of Commerce and the Pasadena Economic Development Corporation is looking to groom the next generation of business leaders with a new program. The program is designed to enhance critical leadership, interpersonal skills while providing the tools that demonstrate the needed collaboration between government and business leaders to create successful economic development opportunities for Pasadena’s future. The project was a response to the call in the EDC’s most recently completed strategic plan to create pipelines in the business and civic community to generate economic development and is intended to help stakeholders implement strategies to drive economic stability and growth. Participants will be trained in the John C. Maxwell-certified communication techniques, leadership and collaboration skills and will be mentored one-on-one by business leaders. Those who complete the course will receive a certificate of completion. The first class for Impact Pasadena will graduate in January 2020. The Economic Alliance is proud to have Chad Burke as a mentor to the program, and Kaitlyn Conner as a mentee to the program.

Our guest speaker was Parker Harvey, Sr. Regional Economist at H-GAC/Workforce Solutions. He is responsible for conducting labor market/economic studies and analyses, including collecting data and writing reports, in support of the Gulf Coast Workforce Board and its operating affiliate, Workforce Solutions. He is a graduate of the University of Texas, The London School of Economics and Political Science (LSE), and the Thunderbird School of Global Management. Mr. Harvey spoke on the economic trends in our area and across the U.S. and had some very interesting facts about the growing economy. Our Workforce Taskforce Chairman is Dr. Allatia Harris, Vice Chancellor for Strategic Initiatives, San Jacinto College. All meetings for 2019 will be held at 3:00 in the SBDC Board Room of the Economic Alliance offices in Deer Park. Meeting dates for 2019 are February 21, April 18, June 20, August 15, and October 17.

Orion Hires New Development Personel Orion has expanded the leadership of its industrial construction division: Jack Brooks has been brought in to lead the company’s Orion Industrial Construction division as Executive Vice President. Mr. Brooks has over 30 years of experience in the hydrocarbon processing industry including construction, business unit management, EPC project management, process design, and plant operations. David Bush has joined Orion Industrial Construction as Business Development Manager. Mr. Bush has extensive experience in the Houston Ship Channel market having previously led the development of a private environmental services firm’s presence in the region. He, along with Mr. Brooks, are tasked with expanding Orion’s presence, capabilities and services to further support the industrial and petrochemical markets along the Gulf Coast.
Houston Methodist Baytown Opens New Outpatient Center
The state-of-the-art facility located off West Baker Rd. is the first of its kind in Baytown and brings a variety of specialized outpatient services together in one area for the convenience of patients. The 85,000 square-foot facility is home to several hospital units, including the breast care center, imaging services, orthopedics and sports medicine, physical therapy, primary care and surgical services. DOW Pledges $250k to SJC Center for Petrochemical, Energy, and Technology
At Richmond Equipment, we’ve had a great year and expect continued excellent results in 2019. Perhaps the one area that stands out in 2018 was the business received with the new Polaris Gem product. We are one of a VERY SELECT golf car dealers in the state of Texas, authorized to market the new Polaris Gem Golf Car. The Polaris Gem seats, 2, 4, 6, or 8 passengers, in addition, to offering a utility version. The future is headed towards electric vehicles and Polaris is way out front with their Gem Car, being the ONLY true electric lowspeed vehicle that is legal on any highway in Texas with a posted speed of 40 or less. These cars are the only TITLED golf car to be used on streets or highways. To emphasis their uniqueness, (and the future in the golf car market), The University of Texas purchased 15 of the Gem cars, and the University of Houston, 20, in 2018. Dow has pledged $250,000 toward the San Jacinto College Center for Petrochemical, Energy, and Technology. Dow’s investment will ensure training and education curriculum in the center will align with the needs of petrochemical manufacturing employers. The center will open in fall 2019 and become the largest petrochemical training facility along the Texas Gulf Coast. Dow’s pledge will name the equipment skills lab, and the company will continue to serve in an advisory capacity to ensure the College offers students and instructors the latest technologies as well as best-in-class safety and operating practices. Dow will also utilize the new Center for special occasions for the broader workforce.

Bayshore Medical Center recently celebrated several milestones in our efforts to provide the best possible healthcare and employment to Southeast Harris County. We completed our 20-bed “Center for Neurosciences and Orthopedics,” featuring specialized staff and designed to engage patients’ caregivers for faster recovery. We snagged the number two spot on Houston Business Journal’s “top places to work” for companies with more than 1,000 employees, our seventh time on that list. We won the Southeast Texas Regional Advisory Council’s 2018 Trauma System of Care award for excellent trauma care. Finally, we were named an American Heart Association Gold Plus “Mission: Lifeline – STEMI Receiving Center” for cardiac care. We’re now one of only two hospitals in Houston, and the only hospital serving this community, with this honor.
Chevron Phillips Chemical Company LP today announced it has provided 4,250 local middle school students access to science, technology, engineering and math (STEM) activities this year through its sponsorship of the Texas Alliance for Minorities in Engineering (TAME) Trailblazer program. By Nov. 30, the initiative will have reached 13 southeast Texas schools near company facilities in Baytown, Orange, Pasadena and Sweeny with two Trailblazers filled with STEM activities.
La Porte Hires New Planning Director The City of La Porte hired Teresa Evans to fill the vacant Planning Director position and her first day was on October 22, 2018. She will oversee the divisions of permitting, inspections, code enforcement, GIS and planning. Teresa has worked in Planning and Development for over 15 years in the Houston-Galveston region, where she served as the Director of Planning, Housing and Community Development for the City of Pasadena, the Economic Development Director for the Seabrook EDC, and as Regional ED Manager for the Greater Houston Partnership. Teresa holds the Certified Economic and Community Developer and Economic Development Finance Professional certifications. She earned her Master’s Degree in City Planning, with a concentration in Local Economic and Community Development, from the University of Southern California, and a Bachelor’s Degree from the University of Texas at Austin.
DOW Celebrates Successful Operations The Dow facilities included in our Houston Area Operations (HAO) celebrated on several occasions recently. Six apprentices graduated from the US Apprenticeship Program, through the partnership between Dow and San Jacinto College, and moved into full-time roles at HAO sites, including Lone Star, La Porte, and Bayport. Six additional apprentices were hired in May. Three of the apprentices are Instrument Technicians and three are Process Technicians. Our Deer Park Operations facility completed a large site-wide turnaround safely; without any OSHA recordable injuries. This turnaround brought in an additional 1800 employees during peak working times. La Porte Operations received a Best in Texas award from the Texas Chemistry Council for the second consecutive year for outstanding safety performance and contractor safety programs.
“The TAME Trailblazer is a terrific way to support students’ interests in STEM education using innovative experiments and displays,” said Roy Watson, workforce development and training manager at Chevron Phillips Chemical. “The petrochemical industry is full of job opportunities, many of which are tied to STEM-related fields. The Trailblazer allows students to discover whether or not a STEM education might be a good fit for them and their career aspirations.” Chevron Phillips Chemical has sponsored the TAME Trailblazer since 2014, and this year will host its largest number of visits to students in the area. TAME Trailblazers consist of two 40-foot long trailers serving as interactive, mobile education units that offer hands-on STEM exhibits. Students spend about 50 minutes in the TAME Trailblazer, rotating between five museum-like stations offering activities and experiments about space, energy, weather, biotechnology and aerodynamics. The nonprofit’s mission is to encourage women and minority students to pursue STEM careers.

n MOTION Chevron Phillips Chemical Hosts Natural Gas Operators Drill Against Odorant Leaks Firefighters, emergency responders and gas industry operators participated in Chevron Phillips Chemical Company’s Nov. 1 Regional Odorant Spill Exercise, an annual live simulation demonstrating processes to contain spilled materials used to odorize natural gas. Colorless, tasteless and odorless, natural gas contains a much-needed odorizing agent — commonly described as smelling like rotten eggs — to alert the public of actual gas leaks. Since 2001, Chevron Phillips Chemical has sponsored the popular event across U.S. cities to educate gas industry operators on processes to handle the odorants they inject into natural gas. It is critical they quickly contain spills the public may otherwise mistake for a natural gas leak. The public can smell odorants even at extremely low levels across large geographic areas. Lakewood Yacht Club Announces New General Manager After almost two and a half years working under Terry Chapman’s tutelage as Assistant GM, Kelly Holst was officially named LYC General Manager in November. Kelly is excited about the opportunity to apply his work ethic, talents and 17 years of experience in the hospitality industry to the programs at LYC. Before coming to Lakewood, Kelly was GM at Seawanhaka Corinthian Yacht Club in Oyster Bay, New York. In addition, Lakewood has established an aggressive membership growth plan for 2019. Our membership numbers have remained around 500 for several years but we believe the Club’s assets can be more fully utilized by targeting growth towards 600 members. LyondellBasell (NYSE: LYB), one of world’s the largest plastics, chemicals and refining companies, and the American Institute of Chemical Engineers (AIChE) partnered to deliver process safety best practices to college professors. Chemical engineering educators from the U.S. and Middle East attended an industryled workshop hosted at LyondellBasell’s Houston Engineering Center this week. The effort is part of an initiative to incorporate safety training in undergraduate curriculum so students graduate with the wellrounded knowledge they need. Although chemical companies have extensive safety training programs, experience has shown that focusing on these concepts at an earlier stage helps embed safety as a key component of one’s work environment. Dale Friedrichs, LyondellBasell’s vice president of Health, Safety, Environment and Security, explained the importance of this approach. “Our goal is to help give engineers some basic knowledge and tools regarding process safety, prior to starting their career. It is important for them to understand the criticality of their role in protecting themselves, co-workers and our environment. At LyondellBasell, we have an unwavering commitment to safety and we are proud to work with AIChE on this important initiative.” During the course, LyondellBasell safety experts reviewed best practices and industry case studies with the faculty members. Some of the topics included hazard identification methods and risk assessment, inherently safe design, and evaluating the availability of safeguards. The visiting professors also toured LyondellBasell’s Channelview Complex and Houston Technology Center to see the real-life implementation of the latest solutions. Shakeel Kadri, executive director of AIChE’s Center for Chemical Process Safety (CCPS), reflected on the importance of exposing professors to the application of safety best practices. “These faculty workshops provide vital orientation and resources for chemical engineering teachers, allowing instructors to better prepare students for safe and responsible practice as they enter the industry.” Colin Howat, Ph.D., P.E., emeritus professor from the University of Kansas and one of the organizers of the faculty workshop, said process safety is often treated lightly or not at all in undergraduate curriculum. “Industry, through the CCPS, is leading the initiative to ensure process safety is in the curricula by providing opportunities to faculty to learn industrial emphasis and application of process safety engineering.” In 2017, LyondellBasell donated $750,000 to the AIChE Foundation to support the organization’s Undergraduate Process Safety Learning Initiative, a multi-pronged program aimed at preparing engineering students for entering the chemical industry. The initiative is a global effort and core priority of the AIChE Foundation’s Doing a World of Good campaign, which focuses on bringing chemical engineering expertise to bear for the good of society.

2018 Lone Star NGV Awards Gulf Coast Authority’s Trash Bash won another Mayor of Houston and Keep Houston Beautiful Proud Partners Award, Tuesday, November 13th at the Proud Partners Awards Breakfast. Since 2013, we’ve given more than $2 million to the Community College Petrochemical Initiative, a consortium of nine Gulf Coast community colleges committed to providing skills training for the region’s businesses and industries.
