PRESIDENT’S LETTER One thing that I am proud of is that the products made in the Houston Port Region improve the quality of life for people around the world. The petrochemical industry is essential to modern life. From home and personal care products, to clothing and sports equipment, to automobiles and electronics, chemical manufacturing helps make possible thousands of products we rely on every day. Thanks to innovations in chemistry, building materials are more durable and resilient, and electronics like cell phones, computers, and televisions have enhanced functionality to meet the technology needs of today’s consumers - 96%+ of all manufactured goods are directly touched by the business of chemistry. Plastics not only help doctors save lives, but they also protect folks at home, on the road, on the job, and at play. These advanced materials help make health care more affordable. Plastic insulation, sealants, and other building products make our homes significantly more energy efficient, while reducing costs for heating and cooling. Lightweight plastics created in the industry are used in cars dramatically increase miles per gallon, saving drivers money at the pump. A 10% reduction in vehicle weight can result in a 6% - 8% increase in that vehicle’s fuel economy, according to the Department of Energy. Making life better for people around the world is a good line of business to be in, and at - Economic Alliance, we’re dedicated to supporting these companies and encouraging them to grow here. LOCALLY-PRODUCED, WORLDWIDE IMPACT: THE ROLE OF PLASTICS IN REDUCING FOOD WASTE Summer temperatures bring pool parties and family cookouts but they also bring a higher likelihood of food spoilage. As you prepare for fun summer actives at the grocery store, you expect the food you buy to be properly preserved and safe for your family to eat. Plastics are what make this expectation a reality. The U.S. Food and Drug Administration estimates between 30-40% of the nation’s food supply is lost to waste, representing more than 130 billion pounds. The FDA considers multiple factors that contribute to food loss, including spoilage and exposure during transportation, retail over-ordering and disposal by consumers. Protecting and preserving food products with flexible food packaging solutions that can withstand the most demanding environments – like the summer heat – is paramount. Farmers and brand owners need to protect their food through the value chain to minimize food waste. The ExxonMobil Mont Belvieu Plastics Plant (MBPP) annually produces approximately 5 billion pounds of linear low-density and high-density polyethylene used in the manufacture of plastic products. These products are shipped via rail hopper cars or packaged for overseas transport and used around the world for things like candy wrappers, shrink wrap, milk containers, plastic food bags, cereal box liners and so much more. As part of an integrated petrochemical operation, the ExxonMobil Baytown Olefins Plant produces 10 billion pounds of building-block petrochemical products every year, including the ethylene that is sent to MBPP to produce polyethylene. Flexible food packaging, made possible by polyethylene, helps to protect and preserve food products from damage and to withstand demanding environments like freezers. Typical flexible food packaging applications include films to package food products like cheeses, meats, breads and vegetables. While plastics provide key sustainability benefits versus alternative materials, ExxonMobil also shares society’s concerns about plastic waste in the environment. To help address this challenge, our industry is developing and deploying technologies that give plastics a second life and help create a circular economy. ExxonMobil

recently announced plans to build its first large-scale plastic waste advanced recycling facility in Baytown and operations are expected to start by the end of 2022. Advanced recycling, also called chemical recycling, refers to technologies and processes that can enable us to molecularly convert difficult-to-recycle plastics into virgin-quality raw material used to make a wide range of valuable new products – and potentially repeat that process over and over again. By recycling plastic waste back into raw materials that can be used to make plastic and other valuable products, the technology could help address the challenge of plastic waste in the environment. ExxonMobil’s Exxtend™ technology helps meet the growing demand for certified circular polymers, particularly in food contact applications where plastic products provide key sustainability benefits. MBPP is at the front lines of this effort by producing certified circular polymers with the ethylene produced at BOP that leverages Exxtend™ technology for advanced recycling of plastic waste. Plastics made from petrochemicals are the building blocks of modern life – used in everything from protective medical equipment to food preservation wrap to kitchen appliances to car parts. The Mont Belvieu Plastics Plant is proud to play a role in reducing food waste and helping to make modern life possible through their products.

MEMBERS IN MOTION EXXONMOBIL TEAMS UP WITH LOCAL SCHOOL: "OPERATION HOT DOG" Students at Lee High School and teams from ExxonMobil Baytown celebrated the completion of the “Operation Hot Dog.” The “GandeNEERs” afterschool club was tasked with creating a “cool down kennel” for service dogs that train during the summer heat.

ExxonMobil employees volunteered their time as mentors for the design of the project and provided the tools and materials to build their finished product. The students designed and built the kennel and learned the fundamentals of mechanical aptitude, design and teamwork. The final project was donated to Baytown Police K9 program. GCCISD Superintendent Dr. Randal O’Brien stated, “ExxonMobil continues to make a huge impact on students as a business partner and this afterschool program is a prime example.” CITY OF DEER PARK CITY MANAGER JAY STOKES At the Texas City Management Association’s (TCMA) annual conference last month, Deer Park City Manager Jay Stokes was installed as TCMA President for 2022-2023. LBC TANK TERMINALS LBC Tank Terminals was presented with the ILTA Safety Excellence Award on June 14, 2022. The award was presented during the ILTA Operating Conference held at the Marriott Marquis. EHCMA CRISIS COMMUNICATIONS WORKSHOP EXCEEDS EXPECTATIONS, ADVANCES TOP 2022 GOAL The East Harris County Manufacturers Association (EHCMA) welcomed more than 130 participants to its recent crisis communications workshop, bringing together industry members and associations, government agencies and emergency planners to best serve their communities in the event of an incident. “We all recognize the need for improved crisis communications and the ability to communicate quickly with each other – with clarity and credibility – to inform our neighbors and anyone who may be affected by an event,” says EHCMA Executive Director MaryJane Mudd. “Thanks to a very positive atmosphere and a tremendous amount of energy in the room, we were able to make a lot of progress on a top EHCMA priority for 2022.” Full day of activities, networking The workshop, held at San Jacinto College’s Center for Petrochemical, Energy and Technology in Pasadena, featured panel discussions, a media training session and a drill envisioning an incident along the Houston Ship Channel impacting multiple jurisdictions. “It was an intense exercise that condensed 24 to 48 hours of activities into a couple of hours,” says Shell Deer Park’s Jessica Blackmore, who led the creation of the drill scenario. “A big shout out to all the participants, many of whom moved beyond their day-to-day responsibilities to embrace the concept and bring their best ideas to the table.” The media training session was also well received, with the one-hour presentation leaving attendees wanting more. Communications and messaging expert Terri Ammerman of The Ammerman Group led the training with colleague and broadcaster Ford Atkinson, offering examples of what to do and what not to do in the event of an incident. “It was a unique opportunity for attendees to spend time with these thought leaders and take away some tools and resources that help both the industry and the community,” says INVISTA Director of Public Affairs Deanna Altenhoff. More workshops, webinars to come EHCMA plans to make the workshop an annual event that explores different areas of crisis communications and use webinars to maintain messaging frequency. “Our goal is to make sure that 100 percent of EHCMA member companies participate in events like this,” says ExxonMobil Baytown Public & Government Affairs Manager Aaron Stryk, who chairs the EHCMA communications committee. “Crisis communications is a top priority and we need to make sure we have the public’s trust and maintain credibility.” “Practice makes perfect and when you are practicing together – as an industry and with our government partners – it helps create a baseline of understanding and a rapport that you need before any potential incident may occur, in addition to the technical planning that’s already in place,” says LyondellBasell U.S. Gulf Coast Region Public Relations Lead Meredith Matthews. Her advice to members who missed the workshop? “Come to the next one!” EHCMA, its committee members and other supporters came together to deliver an informative day for all attendees. MCCARTHY COMPLETES BARBOURS CUT TERMINAL CONTAINER YARD 3N Project achieved substantial completion ahead of schedule HOUSTON – June 27, 2022 – McCarthy Building Companies, Inc. has completed construction on the Barbours Cut Terminal Container Yard 3N for the Port Houston Authority (PHA), which adds approximately 10 acres of new shipping container storage at the terminal complex. The project is part of a modernization program to increase cargo handling efficiency. McCarthy was tasked with a rehabilitation of the existing site which included new utility upgrades, new high-mast light poles and a realignment of the main interterminal access road through this area.

PLASTIC LIFETIME GHG More often than not, when we hear about plastic, it’s about mismanaged plastic waste that ends up in the environment. And while that’s a critical issue that the refining and petrochemical industries are *actively working to address, there’s another incredibly important role for plastics that isn’t often discussed: plastics are really good at reducing greenhouse gas (GHG) emissions. Last week, McKinsey released a **brand-new report outlining the emissions profiles of plastic vs. non-plastic alternatives in multiple use cases. They found that in nearly every case examined, plastics are responsible for less greenhouse gas (GHG) emissions throughout their lifecycle than alternative materials. Here are some other highlights from the report: - Generally speaking, plastic requires less energy to produce and is more weight-efficient than alternatives like paper. (Basically, it takes much less plastic to hold the same volume of goods than paper or cloth bags). - Metal cans that hold food are responsible for three times more GHG emissions than plastic food pouches. - Plastic water pipes are responsible for 25 percent lower GHG emissions than copper. - Polyester fabric has a smaller environmental footprint than cotton. The production process is less resource and emissions intensive. Too often, interest groups, politicians, and members of the media portray our industries as obstacles on the path to a more sustainable future. But the truth is that a healthier, cleaner world is not possible without us. The downstream sector has long been a leader in providing consumers with lower-carbon options like those outlined in the McKinsey report. Now, our sector is also bringing to scale new sustainable tech like advanced recycling, low-carbon fuels, and ever more efficient operations. All of which will further reduce environmental impacts. SHELL DEER PARK Shell Deer Park, Make-A-Wish unveil wheelchairaccessible treehouse for girl. Thanks to a dedicated and successful Shell Deer Park safety campaign and a partnership with Make-A-Wish Texas Gulf Coast and Louisiana, a girl with a rare neurological condition is enjoying a new sanctuary in the form of a wheelchair-accessible treehouse. One of the symptoms wish kid Carolyn confronts in her battle with Rett’s Syndrome is anxiety due to loud noises or excessive activity. The treehouse provides her a place of peace and tranquility, where her dreams and imagination run wild. “This is a truly remarkable event that brings together our commitment to improve safety with a desire to help those in need and support the community,” Shell Deer Park General Manager Nathan Levin said at the ribbon-cutting ceremony. The initiative to help Carolyn was announced in October 2021. Shell Deer Park is extending its partnership with Make-A-Wish to grant another wish in 2022 through its safety observations. SHELL DEER PARK Employees excel in completing advanced exterior firefighting training A tip of the helmet to a group of Shell Deer Park firefighters who recently completed the National Fire Protection Agency’s 1081 Advanced Exterior Firefighting Training. The five-day course consisted of 40 hours of classroom presentations and outside exercises that took place in the July heat of Texas. HCA HOUSTON SOUTHEAST EXPANDS SERVICES Since 1962, HCA Houston Healthcare Southeast has cared for the residents of Southeast Harris County and beyond. As our community grows, so has the hospital’s services. Recently expanded, the Women’s Care Center Broadway is one of four Women’s Care Centers operated by HCA Houston Southeast, specializing in obstetrics and gynecology. The hospital also expanded their Multi-Specialty Clinic located at 3801 Vista Rd. The clinic now offers care in orthopedics, cardiovascular surgery, hand surgery and plastic surgery. DREAM IT DO IT

During the second quarter of 2022 the Dream It. Do It. program had eight presentations reaching over 700 students, parents, teachers, administrators, and underemployed adults. Working with our industry partners who volunteer, our goal is to highlight career opportunities in our region focused on petrochemical, logistics, transportation, maritime and construction industries. In 2022, year to date, we have made over 4000 connections. We attended five career fairs and made three classroom presentations in April, May, and June. The Houston ISD “When I Grow Up” event took place on a Saturday at the Hattie Mae White Educational Support Center and was district wide. The “Put Pasadena to Work Job Fair” allowed us to connect with underemployed residents and Dream It Do It participated in the San Jacinto College CPET Industrial Career Fair. School Districts that we visited are Pasadena, Aldine, Galena Park, La Porte, Goose Creek, Texas City, and Channelview. One Goal Graduation also helped us reach out to students. Thank you to our volunteers from G & H Towing and Shell who helped speak with students at the Maritime and Logistics Youth Expo. Our volunteers bring invaluable insight into the high-demand, high-wage careers in our area. PUBLIC POLICY TASK FORCE Washington, D.C. Trip/2022 – Highlights A leadership team organized by the Economic Alliance traveled to D.C. (April 26 -28) and was led by Local Elected Officials, Business Organizations & Associations, Educational Partners, Port Houston Advocates and the Private Sector. Over 3 days the 20-person Economic Alliance Leadership Team conducted 23 meetings with Senate, Congressional and Association representatives, along with a Congressional Dinner to discuss the Houston Port regions Federal Policy Priorities. The trip began with a welcome dinner hosted by the Economic Alliance in partnership with the Greater Houston Partnership, Dallas Regional Chamber and Fort Worth Chamber to receive updates from Texas' U.S. senators John Cornyn and Ted Cruz on current federal issues. Keynote speaker, Roman Popadiuk, first United States Ambassador to Ukraine, serving under President George H.W. Bush offered historical insight leading up to the current Ukraine/Russian conflict and its impact on the global economy. The 2022 Federal Policy White Paper Priorities included: 1. Port Houston generously provided a delicious BBQ lunch to our members. Speaking about Maritime Education, our guest speaker was Jacquie Young-Hall, Maritime Education Outreach Manager. She shared with us the multiple schools with maritime academies and the programs that students were in and certifications earned. Randy Boeding, The R. Boeding Group. LLC shared his expertise from 30+ years in the petrochemical industry to help us understand what happens at the many plants located along the Houston Ship Channel.
