What an amazing time we live in, and how fortunate we are to be in the center of a global shift in the chemicals industry. We at the Economic Alliance, continue to hear about exciting new activity in our region almost weekly. Our current project inventory includes 25 jobs totaling over $4 billion in capital investment and over 1,300 jobs. These are robust numbers that rival the project load we had in 2013 and 2014 at what I would consider the peak of chemical project announcements in the region. We truly are seeing a global repositioning of production assets with the goal of taking advantage of our low-cost and abundant feedstocks in North America.

With this great influx of capital and jobs, (that will resonate for decades), comes our share of “opportunities”. We’ve already seen industry and education mobilize to address the growing shortage of skilled workers as a result of our aging workforce combined with the growth we face. Now, we must prepare for the resulting increase in product on our roads as these world-scale production facilities come online over the next few years. Container volumes of resins are projected to almost triple in the next three years from 500k annually to almost 1.5 million, while total regional container volumes are expected to grow by 1 million over that same time (2 million to 3 million).

Led by the stakeholders (Port Houston, EHCMA, EA City Mayors and Harris County), our Transportation Committee has identified 27 projects that represent potential choke points in the region that slow the movement of freight to its intended destinations (primarily the Port of Houston’s two container terminals). These projects have been prioritized and are now being discussed with TXDoT and the Houston Galveston Area Council (HGAC) in order to raise their level of priority for study, funding and construction.

As with all great opportunities, our ability to leverage this growth for the next generation depends on astutely recognizing the pitfalls, coming together as a cohesive region and overcoming barriers to success and prosperity. This region and this organization has proven that it can and will do that at every turn. It’s one of the many things that makes me so proud of this organization and the people we work with.

BOB BRADSHAW EHCMA Chairperson

Tell us a little bit about your story Good Day, my name is Bob Bradshaw and as the new chairperson for the East Harris County Manufacturer’s Association (EHCMA) I wanted to take a few moments and introduce myself. For the past six years I have been the Site Manager for INEOS Olefins & Polymers USA at the Battleground Manufacturing Complex on Independence Parkway in La Porte. Prior to this position, I have held a variety of positions with INEOS, BP and Amoco in Texas, Oklahoma, Missouri and Illinois. My wife Vicki and I have been married for over 34 years and have had the pleasure of raising our four children in the Greater Houston area.

What are EHCMA’s top priorities for 2017?

What is the current outlook on workforce development for the petrochemical industry?

Before answering, I believe it would be beneficial to set some context as to why workforce development is such a key focus for EHCMA in 2017. A study completed by the American Petroleum Institute revealed that there will be approximately 1.3 million job opportunities by 2025 in the oil & natural gas and petrochemical industries. Over half of these jobs will not require a four year or advanced degree.

This suggests tremendous opportunity for workers with a high school diploma and some post-secondary training (for example certificates and community college).

This is why EHCMA continues its collaborations with the construction and contractor companies through the

areas of security, emergency management and community relations, just to name a few. However, if we wanted to look at the top priorities for EHCMA in 2017, I would say they include: •

Partnering with Contractor companies and community colleges to ensure a skilled and trained workforce for the growth demands currently seen, as well as maintaining a sustainable workforce to support this investment in the future.

Continue to look for ways to improve emergency communications through improved technology, sharing of best practices and active engagement with Local Emergency Planning Committees and municipalities’ office of emergency management.

Continue to work with local elected officials and the Economic Alliance to ensure regional freight transportation and infrastructure needs are properly prioritized and vetted.

The Steering Team includes EHCMA owner companies and members of the Construction and Maintenance Education Foundation and the Associated Builders and Contractors.

This team is focused on alignment, integration and the removal of barriers regarding an efficient, trained, educated and available workforce. The team has hosted numerous outreach efforts and promoting the following website: www.petrochemworks.com. Most recently the steering team hosted a session with multiple community college chancellors and presidents to articulate the needs of the petrochemical industry, specifically in key craft knowledge.

Through the Workforce Development Steering team EHCMA is continuing to encourage and recommend that regional workforce organizations and activities align with EHCMAs Workforce development recommendations. As this occurs, contractor training programs will become more efficient and cost effective. Additionally, through cooperation and standardization, more, better trained and skilled craft workers will be available for these critical jobs.

INEOS is a global manufacturer of petrochemicals, specialty chemicals and oil products. It comprises 18 businesses each with a major chemical company heritage. Its production network spans 67 sites in 16 countries throughout the world.

2017 Houston Economic Outlook at the

Business education luncheon

On Thursday, February 28th at the San Jacinto College Central Campus, the Economic Alliance Houston Port Region hosted their Business Education Luncheon. Guest speaker Patrick Jankowski, Vice President of Research at the Greater Houston Partnership, discussed the Houston area economic growth and development.

The Greater Houston Partnership sent a press release out to the Houston area that read: The Greater Houston Partnership forecasts the Houston metro area will create 29,700 net new jobs in 2017, with growth in several non-energy and consumer-driven sectors offsetting losses in sectors most closely tied to energy. The forecast calls for the strongest job growth in manufacturing, wholesale trade, retail trade, finance and insurance, real estate, business, professional and technical services, educational services, health care, administrative services, arts and entertainment, accommodation and food services, other services, and government. Job losses are expected to continue in exploration and production, oil field services, construction, and information.

•

Washington issues no new environmental or business regulations that negatively impact Houston’s key industries, or any changes to existing laws are implemented over a reasonable time.

•

Any appreciation in the value of the dollar against the currencies of Houston’s major trading partners is minimal and has no significant effect on the region’s exports.

•

The price of West Texas Intermediate (WTI) holds above $45 per barrel. If the price slips below $45, the dip is transitory.

•

Houston continues to attract residents from other cities, states, and countries.

A few key assumptions for job forecasts: •

U.S. GDP grows at an annual rate of 2.0 percent or better, adjusted for inflation.

•

The U.S. economy creates about 200,000 jobs per month.

•

Any unrest in oil exporting countries has a minimal impact on oil prices.

•

The global economy continues to grow at its current tepid pace.

•

When the Federal Reserve raises interest rates, the action has no detrimental effect on the local economy.

Overall, a recovery transition needs to take place. A recovery may take several years to take effect. The proper recovery plan resembles a bathtub graph lineage; a wide, flat growth curve. Recovery for the energy industry won’t occur until crude prices approach $60. The recovery in manufacturing depends on a steady rise in rig count.

The petrochemical construction boom, which offset weakness in upstream energy, is winding down and will become a drag on employment growth.

Concisely, the GHP forecast is meant to help show what is shaping Houston’s economy. A better understanding of what is happening in the business community helps with job growth of the Houston area.

Houston, March 1, 2017 On February 23, U.S. Representative Brian Babin (R-36) met with the East Harris County Manufacturers Association (EHCMA) and the Associated Builders and Contractors (ABC) of Greater Houston at the Houston Area Safety Council (HASC). Representative Babin spoke about actions he is taking in Congress to create an environment that helps businesses grow and create jobs in the region.

“Petrochemical factories in our area employ tens of thousands of workers in high-paying jobs. It is a pleasure for me to meet with representatives from these facilities,” said Representative Babin.

The petrochemical industry in the Texas Gulf Coast region will be growing dramatically over the next few years. Almost 12,000 skilled workers in the petrochemical, operations, maintenance and engineering industries will be needed in place by 2019. EHCMA and ABC are dedicated to facilitating a sustainable, skilled and diverse workforce in the industry.

Both organizations frequently collaborate with each other and elected officials to increase communication, remove barriers and increase training efficiency to increase the amount of skilled craft workers.

“EHCMA and ABC are thrilled to have a U.S. Representative who takes the time to meet with and listen to the constituents and industries in his district,” said Craig Beskid, Executive Director of EHCMA. “We truly appreciate Representative Babin’s support of our local industry.”

Representative Babin was receptive to audience member questions and concerns, stating that as a business owner, he understands the demonstrative effect of government regulations. He encouraged attendees to reach out to him and share personal stories about business challenges.

FORCE updates Business Growth Task Force

The Business Growth Task Force has started the year off with a bang, we have a new chairman at the helm, Natalie Picha who is the Vice President & Sr. Financial Advisor with the Royal Group @ Merrill Lynch. She has been an asset to the organization, so let’s continue to welcome & grow with her. Our first Business Education Luncheon was held on February 28, 2017 at San Jacinto College Central Campus with Speaker Patrick Jankowski, VP of Research @ Greater Houston Partnership updating about 200 guest with a regional economic forecast for 2017.

Our next event, we will host the Industrial Procurement Forum Breakfast on June 8, 2017 at the Pasadena Convention Center.

This committee meets the first Wednesday of every month at 9 am.

Economic Development Task Force The Economic Development Taskforce meets to discuss several ongoing economic development attraction, retention & expansion projects to highlight potential capital investment and job creation in the Houston Port Region.

The taskforce will continue to be a source of relevant information and, from time to time, speakers will be invited to share with the group their expertise on various economic development related topics.

In an effort to make connections with those making and/or supporting major capital investments in the Houston Port region the group is being exposed to the Houston Port region’s world-class economic development assets.

In the 1st Qtr of 2017 the task force was on site at San Jacinto College’s Maritime Technology and Training Center, toured the Port of Houston and was given the “Why Houston” corporate relocation pitch by Greater Houston Partnership staff members. These meetings highlight the real-world applications of how our assets are being utilized by local students, workers, companies and partners.

Our next meeting will be held at the Gulf Coast Waste Disposal Authority (GCA) on April 26th from 3pm to 4pm.

The April meeting will be an opportunity to understand, from an economic development perspective, the value and benefits GCA offers industry as a tool in our state and local tool box to help attract industry to our region.

Additional economic development asset meetings will be scheduled throughout the year and will take place on the last Wednesday of every month from 3pm to 4pm. The taskforce is currently chaired by Kristi Claypool, Meador Staffing Services.

Public Policy & Transportation Task Force The The Economic Alliance was proud to the Texas Chemical Council’s Chemicals Day in Austin and we had at least 2 dozen members in attendance. Across the two days, we met with 11 elected officials or their staff and discussed port region public policy issues and represented the Texas Chemical counsel on chemicals day. To date, this session, the Economic Alliance has traveled to Austin three times and held over 30 meetings with legislators, discussing white paper issues of transportation funding for new roads, tax reform, and regulatory issues.

EA and its members have also attended the TXDoT Freight Advisory Committee Meeting in Austin and continue to work to raise the priority of freight related projects that will ease congestion and improve our competitive position in the global chemicals and resins arena.

Quality of Life Task Force The Economic Alliance Quality of Life task force has great news!

After presenting to the San Jacinto Texas Historic District, the group has been given the green light to create a proposal package for mini-murals to be funded through partnerships between the district and interested cities within the EA footprint! The group will conduct research on the process of – and costs associated with - creating mini-murals on electrical boxes (or traffic signal control cabinets), and cities will have the chance to place murals in their cities with a percentage of financial support from SJTHD! We will keep you posted as this exciting opportunity develops.

As Quality of Life continues to move forward, membership is an ongoing priority and focus area. If you are involved in communications, tourism, economic development or administration for your municipality or entity and would like to be a part of our mission, please reach out today!

Workforce Development Task Force Under the leadership of Dr. Allatia Harris, San Jacinto College’s Vice Chancellor of Strategic Initiatives, Workforce Development, Community Relations and Diversity, this committee meets the third Thursday of each month at the Economic Alliance. Gilda Ramirez of Port Houston gave a Port overview for January’s meeting. February’s meeting featured a report of Dream It. Do It. activities for 2016. Denise Smesny reported 49 events with

a total of 5,222 contacts with students, teachers, counselors, administrators, parents, and community members – a very successful year! March’s meeting was cancelled due to Spring Break. The major goal of the Workforce Development Task Force for 2017 will be a focus on increasing membership and sustainability.

Dream It. Do It. Southeast Texas Education Foundation Dream It. Do It. has held 21 events in the first quarter.

These events include classroom presentations, career fairs, PetrochemWorks presentations, and community meetings throughout the southeast Texas area. At the quarter’s end, DIDI has made contact with 2,270 students, teachers, administrators, parents, and community members in the Southeast Texas area.

Gulf Coast Industry Forum Update: The agenda for the 2017 GCIF is almost completely set. The two days of speakers are our strongest line up to date for this important forecasting conference. MOTION TRANSPORTATION MEETINGS WITH STATE LEGISLATORS IN AUSTIN Economic Alliance staff traveled to Austin and met with 9 of our state legislators (and staff) and the Texas Chemical Council to deliver the prioritized list of freight related projects and to make the case of why the need is so urgent, not only for this region, but for the state and it’s economic competitive capability. The 20th they meet with Representative Perez from District 144 on the same subject.

AMERICAN CHEMISTRY COUNCIL INTERVIEW The American Chemistry Council traveled to Houston to record individuals from several of their member companies about the benefits of the products they create, and the way shale gas is enabling not only those products but growth and job creation by the U.S. Chemical industry. Chad Burke spoke to the regional impact of shale gas on the nation’s largest petrochemical complex and the impending transportation and infrastructure support needed.

The most outstanding presentation of this quarter was a well-received petrochemical career presentation in Spanish by Shell’s Miguel Hernandez to the Brookline Elementary PTSO. There is another Spanish presentation to this group about maritime careers scheduled for mid-March.

INEOS Sponsors Women In Industry Conference

On February 17th INEOS O&P USA participated as a Gold sponsor for The Women in Industry conference hosted by the Community College Petrochemical Initiative (CCPI) at South Shore Harbor. The conference successfully completed its second year with an increase in attendance from 300 to 500 participants. The conference provided an opportunity for women pursuing a career in petrochemicals and the construction trades to learn more about the industry.

Kendra Carter, INEOS Business Manager Wins Award The Manufacturing Institute has awarded Kendra Carter, Olefins Business Manager at INEOS OLEFINS & POLYMERS USA, with the Women in Manufacturing STEP (Science, Technology, Engineering and Production) Ahead Award. The STEP Ahead Awards honor women who have demonstrated excellence and leadership in their careers and represent all levels of the manufacturing industry, from the factory-floor to the C suite. Annually, 100 women are recognized for success in their company and have proven to be leaders in the industry as a whole. The STEP Ahead Awards are part of the larger STEP Ahead initiative, launched to examine and promote the role of women in the manufacturing industry through recognition, research, and leadership for attracting, advancing, and retaining strong female talent.

EHCMA Contributes Funds in Support of Student Success The East Harris County Manufacturers Association (EHCMA) donated $170,000 from its annual golf tournament to the San Jacinto College Foundation in support of student scholarships. Structure Tone Southwest Named a Certified “TiltUp” Company

Structure Tone Southwest Earns National Excellence in Construction Award from Associated Builders and Contractors

Construction management firm Structure Tone Southwest is now one of only a handful of contractors across the country to become a Certified Tilt-Up Company.

Led by the Tilt-Up Concrete Association, this certification focuses on safety and quality control in using the “tilt-up” construction method, which involves casting and erecting concrete wall panels on site and then “tilting” them up into position. This approach allows for much larger walls panels to be cast at one time and removes the need to transport them from off site, which translates into schedule and cost savings.
