About the Economic Alliance The Economic Alliance Houston Port Region, a non-profit organization created in 1985, provides professional economic development services on behalf of 16 communities surrounding the 25-mile Houston Ship Channel - home to one of the world’s most influential energy corridor and trade ports. Since 2008, the Economic Alliance has supported over 40 successful projects that has facilitated business activities creating over 4,400 new jobs and over $6.4 billion of capital investment to the Houston Port Region.

LETTER
It’s hard to believe that this will be the 8th year for the Economic Alliance to host a conference highlighting the nation’s largest petrochemical complex and second largest port. The Gulf Coast Industry Forum, which is now a two-day conference with over 800 attendees, grew out of humble beginnings (a half-day event) and a simple request from the East Harris County Manufacturers Association: to provide a conference that allows this port and industrial region to give a forecast of what to expect in coming years. Yes, the conference has grown each year, and even outgrown its’ original name, the Petrochemical & Maritime Outlook Conference, but the most fascinating thing has been to see the evolution of our industry and port over these past seven years. To hear plant managers speak about shrinking local production in 2010, to what has now become the Global Hub of the Chemicals Industry, has been quite a transformation. This year’s conference will include at least eight tables of high school and college students looking for encouragement and guidance in their career choices. There is also a breakfast with speakers, plant managers and elected officials to inspire them. On Wednesday night, Turner Industries is sponsoring, and San Jacinto Maritime College is hosting the first ever networking reception, and everyone is invited. There will be live music, simulators, a boat tour and one of the most amazing views on the ship channel, just across from the Port Houston Bayport Container Terminal. As always, the mission of this conference is to provide a top down look at what’s happening in the Gulf Coast petrochemical industry and how Port Houston is navigating the current economic times. It is led and supported by the stakeholders of the region. What did you learn from your time in D.C.? Melissa: “I learned how dredging for our Houston Port is necessary in order to move larger loads. Companies in the Port also support students in the region and want to expand the workforce. I also learned that students want to make a change as soon as possible but they can’t until they graduate. Which is why the year-round Pell grants are important.” Alexa: “I learned that you really can get involved in your community to make a difference and work together as a team to meet a mutual goal.” Landon: “During my time in D.C., I was able to learn from very prestigious people in my industry. It was nice to hear from them and their story of how they got to their current position. It was also nice to get insight on all of the work needed to be done to the Ship Channel; things that I’m not able to learn through my schooling.”
What did you enjoy most about the trip? Melissa: “I enjoyed the authenticity each of the staffers or representatives had when talking with students and the Economic Alliance. In these meetings, they legitimately desired to hear us as students. They were seeing us as the valued next generation regardless of our career.” Alexa: ““I thoroughly enjoyed meeting the Representatives and touring all of D.C., especially the White House. However, my absolute favorite part was getting Ted Cruz’s autograph.” Landon: “Meeting with Congressmen was very surreal. They’re people that I would normally see on TV. But other than that, the Library of Congress was amazing. We went on our down-time to get library cards to get us into the main reading room.”
How do you plan to apply what you learned on the trip during and after your academic career? Melissa: “I will tell students and their parents that being aware of politics in our workforce truly makes the difference in creating an ideal influence for our industries. I’ll also tell them getting the details makes a difference in benefitting our economy. I also hope to create or take part of an organization that funds or influences the industries in taking students on these types of trips. I would love to continue to be the voice that contributes and makes a difference in our nation.” Alexa: “The trip to D.C. really emphasized how much work it is to come to a consensus on any given topic or idea. This is something that I can apply to my current classes as a Political Science major. After I graduate, though, I’m not exactly sure what I’ll be doing. The experience I had in D.C. was really insightful and gave me some ideas as to the direction I want to go in with my life.” Landon: “It will be nice to have a bit of insight on all of the activity that is happening on and around the Houston Ship Channel.” The Economic Alliance was very fortunate to have three bright, young minds that were eager and willing to participate. One student, Alexa Moores, even continued her experience by becoming Economic Alliance’s 2017 Summer Intern. Thank you to San Jacinto Community College for sponsoring the students’ trip.

Port Houston Update Janice Longoria, Chairman, Port Houston, will provide information on global trade, impact of the Panama Canal expansion, intermodal transportation/regional mobility, and an overall port update. Ms. Longoria has served as the Chairman of the Port of Houston Authority, the leading economic engine for the greater Houston region, since she was unanimously appointed by the City of Houston and County of Harris on January 8, 2013. Ms. Longoria chairs the Port Commission’s Audit Committee, Community Relations Committee and serves on the Governance Committee and Pension & Benefits Committee. communication between communities in and around the Port of Houston and the Port Commission. She is on the board of two public companies, CenterPoint Energy, Inc. and Superior Energy Services, Inc., both based in Houston.
Keynote Heather Remley, Senior Vice President, Petrochemicals, BASF will share a North America Petrochemicals. Ms. Remley is an executive with 25+ years of experience in the industrial gas and chemical industry and joined BASF in August 2016 as Senior Vice President, Petrochemicals North America. Previously, Ms. Remley held leadership roles at Air Products with responsibility in Business
Management, Engineering and Operations. Her experience extends more than 20 years in leading people, and managing businesses in customer-facing roles. BASF Petrochemicals is a $5 billion business, manufacturing and marketing olefins, aromatics, oxo alcohols, acrylic acid and esters, plasticizers, and ethylene oxide. Petrochemicals are produced in Port Arthur, Pasadena and Freeport, TX; Geismar, LA; and Cornwall, Ontario, Canada. With global roles in product management and marketing, operations, and engineering, Remley’s career led her to work in several locations across the region and abroad, including Houston, Boston, Phoenix, Allentown and Shanghai, China. Remley holds a BS in Mechanical Engineering from Lafayette College and an MBA from Boston College. She resides in the Houston area with her husband and three teenage daughters.
Global Shipping Panel The Port of Houston is the largest U.S. port in foreign tonnage, second in overall tonnage, largest export port in the U.S., and the largest container port in the Gulf of Mexico. This activity at the Port of Houston generates $617 billion per year in economic output, sustains nearly 3 million direct/indirect/induced U.S. jobs, and provides more than $35 billion in local, state, and federal tax revenue. OVERVIEW DAY 2 Keynote Ryan Sitton,Texas Railroad Commissioner will provide the current state of the oil and gas industry. Elected to the Texas Railroad Commission on Nov. 4, 2014, Commissioner Ryan Sitton won the general election with over 58 percent of the vote. Following college, Ryan began his career as an engineer in the energy industry. In 2006 Ryan and Jennifer founded PinnacleART, an engineering and technology company focused on reliability and integrity programs for the oil, gas, and petrochemical, mining, pharmaceutical, and wastewater industries. As Railroad Commissioner, Ryan is working to make the commission more efficient and effective, so Texas can lead America to energy independence. The Texas Railroad Commission is the state agency that regulates the oil and gas industry, gas utilities, pipeline safety, safety in the liquefied petroleum gas (LPG) industry, and surface coal and uranium mining. Despite its name, it no longer regulates railroads.
Freight Transportation Panel The Houston Port region petrochemical industry has invested more than $50 billion in facility upgrades over the last 4 years, with much of the increased production capacity coming online in 2017. Combining the increased resin production along with Port of Houston trade via the Panama Canal our container volumes are expected to grow from 2 million TEU to 3 million TEU in 3-5 years. With this growth comes the need to address our transportation infrastructure to ensure the efficient movement of product and workers. The panel will discuss critical freight infrastructure strategies, priorities and investments to maintain the global competitiveness of the Houston Port Region.

The Gulf Coast Industry Forum (GCIF) celebrates it’s 8th anniversary this year, and continues to be a critical forecasting event for the petrochemical industry. The conference began when industry leaders of Texas Chemical Council (TCC) and East Harris County Manufacturers Association (EHCMA) recognized the need for an industry summit conference and asked the Economic Alliance Houston Port Region to be the primary organizing host. The Petrochemical and Maritime Outlook Conference (PMOC) was first introduced in 2010 and later became known as the Gulf Coast Industry Forum in 2016. In it’s first year, the half day PMOC had an attendance expectancy of 200 people. However, the Economic Alliance finished the conference with over 450 attendees and has consecutively grown in attendance each year. The 2016 Gulf Coast Industry Forum had over 800 people attend and is expected to grow again in 2017. The Gulf Coast Industry Forum, Economic Alliance’s largest event, would not be possible without the hard work of our many membership based volunteers.
Their commitment of time and resources help make the annual conference run smoothly. In 2016 the Gulf Coast Industry Forum had 125 registered volunteers whose tasks included event set-up/breakdown, registration, speaker escort, exhibitor liaisons and other countless tasks. Marisela Martinez, Senior Business Consultant at Workforce Solutions and Chairman of Volunteers, shows that volunteering is important to her company because they bring roughly a dozen volunteers every year. Martinez shed some insight as to why volunteering is so important, “We get to network with different employers from various industries like petrochemical and maritime, safety, banking, and industrial construction contractors. We provide customer service where it’s needed making the guests feel appreciated and welcomed. We really roll the red carpet out for them, so attendees come back next year.”

FORCE updates Business Growth Task Force
The Business Growth Task Force committee is Chaired by Natalie Picha, Vice President with The Royal Group @ Merrill Lynch and meets the first Wednesday of every month at 9 am. As part of the Business Growth Committee a sub-committee was formed name the Ambassador Program. This committee was formed to keep our new, current, and potential members abreast on what the organization does and how we can better serve the needs of our membership. On May 4th, we held our first Member Orientation of the year and in attendance, we had companies from B2B CFO, Willis Tower, PKF Texas, Liquid Capital, McKim & Creed, CHI St. Lukes Patients Medical Center, TD Waterproofing, City of Deer Park, Corporate Memory Solution, and a host of others. The committee also hosted one of its Annual events, Industrial Procurement Forum on June 8th. There were 200 in attendance to hear Keynote speaker Russell Carter, Turner Industries speak on the Gateway to Industry. We also had a Procurement Panel with Thomas Brinsko, BIC Alliance as moderator, the panelist was Steve Akkermann, Hydrochem; Michael Cowser, Jacobs, Larry Jones, Turner Industries, Pedro Garcia, Port Houston and Albert Pena, Jacobs discussed opportunities on how to do business with their organization and any currents projects available.

Economic Development Task Force The Economic Development Taskforce meets to discuss several ongoing economic development attraction, retention & expansion projects to highlight potential capital investment and job creation in the Houston Port Region. The taskforce will continue to be a source of relevant information and from time to time speakers will be invited to share with the group their expertise on various economic development related topics. In an effort to make connections with those making and/or supporting major capital investments in the Houston Port region the group is being exposed to the Houston Port region’s world-class economic development assets. In the 2nd Qtr of 2017 the taskforce was on site at Gulf Coast Waste Disposal Authority (GCA). The meeting was an opportunity to understand from an economic development perspective the value and benefits GCA offers industry as a tool in our state’ and local tool box to help attract industry to our region.

Public Policy Task Force At the state level this year, the Economic Alliance and 24 members participated in 31 meetings in with legislators Austin. White paper issues worked included property tax reform, Port Region Freight Transportation infrastructure funding, community college funding to support workforce development, hurricane surge protection and economic development incentives. The Economic Alliance also facilitated a meeting between local mayors, Harris County Commissioner Jack Morman, Texas Chemical Council and local industry to discuss the Port Corridors Bill.
Quality of Life Task Force The Quality of Life task force has been working diligently on the mini-murals. In May, Marisela Contreras along with both Quality of Life Chairman Kristin Edwards and Vice Chairman Tammy DelosSantos met with the City of Galena Park and Elia from UpArt Studios to discuss the opportunities and social benefit for their community. Right now, proposal packages are being created along with an application for SJTHD funds and processes to follow. The San Jacinto Texas Historic District Board will meet in June to review. We will continue keep you posted as this exciting opportunity develops. The Quality of Life task force meets every other month on the 4th Monday at 3pm. The committee with meet again on Monday, August 21st. Please feel free to join this taskforce if you would like to be part of our mission.

Workforce Development Task Force Under the leadership of Dr. Allatia Harris, San Jacinto College’s Vice Chancellor of Strategic Initiatives, Workforce Development, Community Relations and Diversity, this committee meets the third Thursday of each month at the Economic Alliance. The major goal of the Workforce Development Task Force for 2017 will be a focus on increasing membership and sustainability. Moving forward, the group will have regular presentations on the latest workforce statistics, information from “jumpsuit” volunteers, and the latest information from HR representatives from member organizations to keep the pulse on what owner/ operators and construction companies need to complete their ongoing projects.
Dream It. Do It. Southeast Texas Education Foundation Dream It. Do It. held 26 events in the second quarter. These events include classroom presentations, career fairs, PetrochemWorks presentations, community meetings, and an out-of-state conference. At the quarter’s end, DIDI made contact with 3,534 students, teachers, administrators, parents, and community members in the Southeast Texas area as well as a presentation at the national Dream It. Do It. Collaborative Learning Conference held at Harper College in Palatine, Illinois.

APRIL 19TH – BOARD & MEMBERSHIP MEETING The Economic Alliance held a Board and Membership meeting at the Shell Training Center. Committee Chairs reported on activities including Economic Development, Transportation, Workforce Development, Business Growth, Public Policy, and preparation for 2017 Gulf Coast Industry Forum. Addressing infrastructure and freight mobility issues are the top priorities for 2017 due to the following dynamics facing the Port region: 1.

EA PRESIDENT EMCEES GROUND BREAKING Economic Alliance President/CEO Chad Burke Emceed the Juan Seguin Park groundbreaking, hosted by Harris County Pct. 2 Commissioner Jack Morman on Thursday, April 27th. Dozens gathered on the beautiful sunny day to celebrate Texas history, including descendants of Juan Seguin and Nathaniel Lynch. Some of the amenities include: walking trails with shade canopies and benches, a large pavilion, playground, restrooms and historical features about Lynchburg Ferry and San Jacinto Town Site. The new Juan Seguin Park will be located at the south landing of the Lynchburg Ferry. Anticipated completion date is set for some time in the first quarter in 2018.

MAY 25TH – ASSOCIATION OF BAY AREA COMPANIES – PLANT MANAGERS BREAKFAST Chad Burke and Chad Carson attended and spoke at the ABC Plant Managers Breakfast. The monthly meeting allows Plant Managers to meet for updates and discuss common regulatory and business related issues. Chad and Chad provided an overview to the managers of ways to access economic development help from the Economic Alliance and their partners should they have new projects or expansions.
BGE’s Work at PHA BGE is helping Port Houston be America’s distribution hub for the next generation! Led by Houston Transportation Systems Director Gary Myers, BGE will design the rehabilitation of Wharf 3 at the Barbours Cut Terminal. The rehabilitation of the terminal, which opened in 1977, allows the Port to unload modern Post-Panamax container ships passing through the Panama Canal. In addition to the work on 1,000 feet of wharf, other construction will include paving, electrical systems, telecommunications, water supply, and a building to support wharf activities.

Chevron Phillips Chemical Baytown wins 2017 Responsible Care® Energy Efficiency Awards from American Chemistry Council Chevron Phillips Chemical Company LP (Chevron Phillips Chemical) is pleased to announce that its Cedar Bayou complex in Baytown, Texas is the recipient of two 2017 Responsible Care® Energy Efficiency Awards from the American Chemistry Council (ACC). The 2017 National Troubleshooting Competition took place on April 21-22 in Houston, Texas, where four process technology students from San Jacinto College captured first place. The team competed against 35 other national teams. The competition included different scenarios where the teams encountered problems during operations of process units. The teams had to troubleshoot and solve the problems in an efficient manner while also being timed and evaluated on their performance. Each team had to complete a local qualifying round of competitions and evaluations for consideration to compete on a national level. The North American Process Technology Alliance (NAPTA) is a steward of the Troubleshooting Competition with plans to make it a hallmark event for the Alliance in future years.

On Thursday, May 4 the Projects & Turnaround department at Shell Deer Park held its annual volunteer day at the Armand Bayou Nature Center (ABNC). Each year, a group of volunteers gets together for a day to help refurnish and bring the center’s Martyn Farm back to life. ABNC’s Stewardship Coordinator Mark Kramer shared a glowing review, commenting that the work done in during this year’s volunteering project at ABNC looked like three months’ worth of work. Some of the tasks the volunteers completed involved replacing hand-railing, painting and resurfacing pathways around the Hanson Farm House porch and railing. “Being a welcome neighbor is part and parcel to our license to operate, which is also integral to our Flagship Vision,” said David Rennie, Projects and TA Manager at Shell Deer Park. “A big thank you to everyone who helped support and made this a complete success.”
The 8th Annual Strides for Schools Fun Run took place Saturday, April 29 at the Clyde Abshier Stadium in Deer Park, the birthplace of Texas.
