There is currently $185 billion in chemical manufacturing investment nationwide. 48% of US manufacturing investment in 2016 was in the chemical industry. That’s half of every dollar spent in the US on manufacturing being spent in the chemicals industry. Manav Lahoti, commercial director for The Dow Chemical Company’s U.S. olefins market in Houston, says a second wave of industrial investment is all but certain. I want to thank our Workforce Development Committee and our Chairman Dr. Allatia Harris for their leadership and focus of the Economic Alliance’s role in positively affecting our workforce situation. Our role in the pipeline is to increase awareness of the high-paying, high-demand jobs the Port Region has. I know we’ve made a difference; reaching 10,142 individuals through 92 presentations over the last 20 months. Are we making a difference? Well… our local community colleges have seen an average of 80% enrollment increase in five targeted career courses from 2012 – 2016, with Instrumentation enrollment growing by more than 2 ½ times. PETROCHEMICAL ENERGY TECHNOLOGY San Jacinto College and petrochemical industry leaders have partnered for years to ensure graduates successfully transition from the classroom and into the workforce. However, with the development of the 145,000-squarefoot Center for Petrochemical, Energy, and Technology, industry partners will play an even larger role.

San Jacinto College relies on industry feedback by inviting representatives to be a part of its Petrochemical Advisory Council. Formed by San Jacinto College Chancellor Dr. Brenda Hellyer, the Council includes leaders from the petrochemical industry, plant managers, the Economic Alliance Houston Port Region and the Greater Houston Partnership. They are tasked with assessing the curriculum, equipment and planning for the Center for Petrochemical, Energy, and Technology. “With the recent investments industry is making in this region, more than $40 billion, we know there will be a substantial workforce training need for many years to come,” said Dr. Allatia Harris, San Jacinto College vice chancellor for strategic initiatives.
“From the start, we have wanted the Center for Petrochemical, Energy, and Technology to set a high standard for meeting the training needs of the petrochemical and refining industry in our region. What makes this project very special is the amount of industry support we have had throughout the planning and design phases of the building.” The Center for Petrochemical, Energy, and Technology will serve students earning associate degrees and certificates in the petrochemical manufacturing industry by providing training in the areas of process technology, instrumentation and analyzer technology, non-destructive testing and electrical technology. The facility also has non-destructive testing, instrumentation and
analyzer technology training labs; an exterior glycol distillation unit used to teach process operations and develop troubleshooting skills for entry, advanced credit students and incumbent workers; and a multifunctional glass pilot lab for training process systems. Companies may work with the Continuing and Professional Development division to create customized and confidential training for employees. Additional training elements will include electrical power labs for teaching industrial electrical equipment function and maintenance; process simulation training facilities; a control room for operating glycol distillation; and corporate training and professional development facilities designed to complement ECONOMIC ALLIANCE | THIRD QUARTER 2017

many aspects of the petrochemical manufacturing industry. The Center will house conference, training and assembly spaces to accommodate academic, industrial and community functions.
“Many more companies have come to the table in meetings over the past 18 months to contribute to the design of this facility,” said Harris. “We see this facility as a hub for industry partners.”
LyondellBasell and Dow Chemical have provided leadership for the project steering team to review space, equipment and curriculum. Hunter Buildings will donate a blastresistant building that is now part of most plant sites. Tracer Construction is providing an electrical heat tracing system for freeze protection. A team from Shell has led the design of the analyzer lab and provided guidance on instrumentation labs. Eaton engineer Amber Wright has designed the electrical labs, working with experts from ISC, Austin Industrial, and Turner Industries to align curriculum and to focus on industrial work.
San Jacinto College trains more than 3,600 students annually in the areas of electrical technology, nondestructive testing, instrumentation and process technology. In addition to these areas, the College also offers petrochemical and manufacturing certificate and degree programs in the areas of air conditioning technology, electronics, engineering design graphics (drafting), environmental health and safety technology, pipefitting fabricator and welding. CLASSROOM to CAREER
The petrochemical industry is at a critical crossroad when planning for its future workforce to replace a rapidly retiring generation of baby boomers as well as an unprecedented growth within the industry. Over the next decade, an estimated 2.7 million jobs are likely to be needed as a result of retirements within the existing workforce while an additional 700,000 jobs are likely to be created due to natural business growth (Deloitte and the Manufacturing Institute).

In order to change the perception of the manufacturing industry and to inspire the next generation of workers to pursue petrochemical careers, the Dream It. Do It. Southeast Texas Education Foundation is helping to get the word out to students, parents, and retooling adults. One of the foundation’s strategies is to market petrochemical manufacturing and related construction career opportunities to workforce potentials in the Southeast Texas area. Most of these high-need, highly paid careers require only a two-year Associate’s of Applied Science degree and related certifications from area intuitions including San Jacinto, Lee, and Houston Community Colleges.

To help students and families understand the educational pathways to obtaining skills that lead to high-paying careers in manufacturing, the Ambassador’s Program has been established. Ambassadors are talented employees from petrochemical manufacturing and industrial construction companies who help recruit middle school and high school students into career and technical education programs by visiting classrooms, attending career fairs, and other career-related events to share personal experiences of working in the industry. They are a group that is easily
relatable to students and one that can deliver an impactful message. Ambassadors understand and can share their core company values, are willing to describe the educational journey to that career, and feel comfortable speaking with students, parents, teachers, counselors, and school administrators about their chosen field. Workplace Ambassadors promoting what they do will help grow the pipeline of our workforce potential. Explaining who they are and what their jobs are is one of the most impactful things Ambassadors can do to encourage workforce potentials to choose careers in manufacturing and industrial construction. Most of all, sharing how these Ambassadors got to where they are, and how well they live as a result of these careers, helps the potential workforce to see the importance and personal value of manufacturing and construction careers. Ambassador training, facilitated by Dream It. Do It. Program Manager, Denise Smesny, was held on Thursday, July 27th at the Economic Alliance Houston Port Region Board Room for petrochemical and construction volunteers to help spread the word on the available careers in the industries. Ambassador events include career fairs, large group presentations, and classroom presentations and schools and other facilities throughout the Gulf Coast area. In the training, potential Ambassadors were encouraged to use these sessions to talk to students and adults about what they do on their jobs on a daily basis, relate what skills, education, and training are required, give information about what product their company produces and how that product is used in everyday life, and the importance of safety in the workplace. In addition, Ambassadors are encouraged to address the importance of workplace soft skills such as being on time, working as a team, and the strong communication skills required to have a successful career. Included in the training was information on the East Harris County Manufacturers Association’s “Petrochem Works” website. The site features information on more than 50 common industry positions and features an interactive matching tool to empower future workers to find careers

tailored to their skills and interests. Career maps included on the site show growth trajectories and career transitions to help job seekers to plan their careers. Guidance on the necessary education, training, and skills needed for employment as well as informative school and program details are also included. Information on this site is gathered from the Bureau of Labor Statistics and Onet and is localized and validated by local area Human Resources departments and Workforce Development experts. The website helps high school students get the “big picture” for life after school with information on career possibilities and scholarship opportunities. Community college students benefit from focused information related to career education goals. For those seeking career changes, the site points to skills transferrable to the petrochemical and construction industries. TASKFORCE Updates Business Growth Task Force The Business Growth Task Force committee meets the first Wednesday of every month at 9 a.m. As part of the committee and an opportunity for our members to network, a member spotlight has been implemented during the monthly meeting to highlight what their organization does and any projects coming up the pipeline. This past quarter, Turner Industries Group, LLC, Liquid Capital and vcfo had the opportunity to share more about their company at the beginning of our meetings.
The committee held its 3rd quarter Business Education Luncheon and collaborated with ACIT to host its Reverse Trade Show on August 22nd. There were about 200 in attendance to hear Russell Klinegardner, Houston Area Safety Council moderate a Contractor Safety Panel which included Steve Trickle w/Zachry, Bill Shaw w/Evergreen, Bennett Ghormley w/Zero Injury Institute and Gary Noto w/Hydrochem. Our next event, we will host the Industrial Procurement Forum Breakfast on Thursday, October 12th at the Pasadena Convention Center.
Economic Development Task Force The Economic Development Taskforce meets to discuss several ongoing economic development attractions, retention & expansion projects to highlight potential capital investment and job creation in the Houston Port Region.

The taskforce will continue to be a source of relevant information and from time to time speakers will be invited to share with the group their expertise on various economic development related topics.
Jenny Philip is a regional economist and director of research at the Greater Houston Partnership. She studies Houston’s economic trends in areas such as employment, energy, real estate, and international trade. Additionally, Jenny conducts in-depth policy analysis in the areas of transportation, education, and energy.
In an effort to make connections with those making and/or supporting major capital investments in the Houston Port region the group is being exposed to the Houston Port region’s world-class economic development assets. The taskforce went on a short summer hiatus and will be returning this fall with a plant tour of a major petrochemical expansion in the Houston Ship Channel and will host Jenny Philip, Director, Economic Research, Greater
The taskforce meetings highlight the realworld applications of how our economic development assets are being utilized by local students, workers, and companies. Additional economic development asset meetings will be scheduled throughout the year and will take place on the last Wednesday of every month from 3pm to 4pm. The taskforce is currently chaired by Kristi Claypool, Meador Staffing Services.

Quality of Life Task Force The Quality of Life Task Force has some exciting developments underway! We are happy to announce that we have finalized our application for up to $5,000 in match funding for the creation of mini-murals in our member cities! Here’s how it works: Cities interested in installing mini-murals complete the application, describing the mini-murals they wish to create. With verification from the San Jacinto Texas Historic District that the design reflects either the city’s history or SJTHD history, the applicant will receive up to $5,000 in matching funds to be utilized within three years. If you like the idea of mini-murals but don’t know where to start, we’re here to help! Marisela Contreras and QoL Task Force Chair Kristin Edwards are currently conducting one-on-one meetings with interested partners to answer questions and provide examples from other Texas cities. Summer has been quiet for Dream It. Do It., but we will be back in full swing once school starts back up! We have already had an in-service presentation for Pearland ISD Career and Technical Education teachers and have 11 events scheduled through the end of October. Key upcoming events include the Deer Park High School Career Fair, the Youth Career Expo at Ford Center in Beaumont, and Mayor Turner’s 2017 Find Your Path Career Expo at the George R. Economic Alliance Receives Workforce Excellence Award The Economic Alliance was recognized at the Texas Economic Development Council (TEDC) Mid- Year Conference June 8th in Plano, TX for its workforce development efforts. The conference included an overview of the “State of the Workforce in Texas” and highlighted contributions by communities who have implemented successful workforce initiatives. §§ Innovativeness through a coalition of cities, schools, colleges, and industry partners §§ Transferability to many different economic sectors throughout the Houston area §§ Community commitment and leverage exemplifying the regional to accomplish a mutual goal of increasing the area’s trained workforce potential §§ Measured objectives from this effort can be viewed through the developed quantifiable metrics to deliver tangible results to our Board of Directors and to the Workforce Development Committee. Bayport Terminal Tour & Briefing On June 14th, 2017, the Port Houston hosted a tour and economic development briefing at their Bayport Terminal. Economic Alliance staff attended the briefing and had the opportunity to tour the terminal. Buses carried attendees around the terminal and viewed how shipping containers are placed on trucks and on ships, as well as what is being imported/exported in the containers. The briefing highlighted the immense capacity that Port Houston handles in day-to-day operations.

Active Shooter Presentation On July 13th, Economic Alliance Staff attended an Active Shooter presentation, presented by the Deer Park Police Department. This event was hosted by the Office of U.S. Congressman Brian Babin. The training focused on critical steps to take during active threat events, as well as the aftermath of the ordeal. The training guided the participants on their response to a deadly threat including the concepts of “Run, Hide, and Fight”.

Arkema’s Houston, TX plant achieved seven years without a recordable injury on April 5, 2017. This represents more than 1.3 million man-hours and more than 2,555 days without injury. The Association of Chemical Industry of Texas (ACIT) recognized BIC Alliance with its first-ever ACIT Leadership Award. The award was given to BIC Alliance for its outstanding involvement and support for ACIT and the petrochemical industry.
Arkema’s Houston, TX plant was again recognized by the Texas Chemical Council for the 2016 year. The work by all employees at the site shows a demonstrated commitment and exemplary results toward our safe operations. The site’s awards included “Zero Incident Rate” (for... not having any employee recordable injuries in 2016), “Zero Contractor Incident Rate” (none of our contractors were injured onsite in 2016 ) and “Occupational Safety Distinguished Safety Service Award” (for demonstrated safety improvement).

Chevron Phillips Chemical Marks Major Milestone of its $6 Billion U.S. Gulf Coast Petrochemicals Project
Chevron Phillips Chemical Company LP (Chevron Phillips Chemical) announced today that the two polyethylene (PE) units of its $6 billion petrochemical investment on the U.S. Gulf Coast successfully achieved the major milestone of mechanical completion. The PE units are now undergoing a series of rigorous commissioning activities, system checks and final certifications to ensure a safe and reliable start-up, and consistent, high-quality production. Once operational, each PE unit will produce at least 500,000 metric tons of product annually. “These new units allow us to utilize the abundant natural gas liquid feedstocks provided by the development of shale resources in the United States to meet the growing demand for polyethylene from our global customers producing performance films, highpressure pipe and packaging,” said Peter Cella, president and chief executive officer of Chevron Phillips Chemical. “The hard work of the project team and thousands of engineering, procurement and construction workers, as well as the terrific support from the community surrounding Old Ocean, have made today possible.” The PE units are in Old Ocean, Texas. Ethylene feedstock for the new units will be supplied via the company’s ethylene pipeline and storage system that was also expanded as part of this project. Along with the PE units, the company purchased nearly 3,000 rail cars and constructed a state-of-the-art rail facility with the capacity to store 1,500 rail cars to ship PE pellets to customers around the world. The final element of the company’s $6 billion U.S. Gulf Coast Petrochemicals Project entails the construction of a new ethane cracker in Baytown, Texas, that is expected to be completed in the fourth quarter of 2017. “Achieving mechanical completion of the PE units is a significant step toward bringing the entire investment on line,” said Steve Prusak, commercial director, U.S. Gulf Coast Petrochemicals Project. “We remain focused on safely starting up these new assets and look forward to completing the entire project in 2017.” For more information about Chevron Phillips Chemical’s U.S. Gulf Coast Petrochemicals Project, visit www.cpchem.com/usgc.

Representatives from ExxonMobil and nine Houstonarea Community College Petrochemical Initiative (CCPI) partnering colleges recently convened at ExxonMobil to present $45,000 in scholarships to 38 students. The program, entering its fifth year with an additional $200,000 grant from ExxonMobil, supports efforts by to prepare thousands of local residents for high-paying jobs in the chemical manufacturing industry. ExxonMobil has contributed more than $2 million toward training new workers since the program’s launch.
AUSTIN, June 15, 2017—Texas Governor Greg Abbott today signed Senate Bill 1489, which officially changes GCA’s name from Gulf Coast Waste Disposal Authority to Gulf Coast Authority, effective immediately. “We are excited about the name change since it better reflects the regional services GCA provides, including industrial and municipal wastewater treatment, solid waste and water systems, all of which promote economic development statewide. The ‘waste disposal’ part of our old name seemed somewhat limiting,” said GCA Assistant General Manager Lori Traweek. The renaming formalizes a convention and logo that have been used for a number of years. The Texas State Legislature created the Authority under its former name in 1969.

Lori Traweek Named GCA General Manager As Ricky Clifton Retires With 43 Years HOUSTON, July 31, 2017—The Board of Directors of Gulf Coast Authority (GCA) today announced the retirement of General Manager Ricky Clifton after 43 years with the organization, naming Assistant General Manager Lori Traweek to the top executive leadership position. “Ricky had a long and distinguished career, earning his way through college while working fulltime for GCA and rising through the ranks,” said Board Chairman Frank Jones. “He leaves the Authority in the capable hands of Ricky’s deputy, Lori Traweek. FIRST PLACE WINNERMoving parts! GEMS (Girls in Engineering Math and Science) to provide an opportunity for young women to learn concepts of STEM. It was a three day event where seventy young women worked on projects that incorporated concepts of engineering, math and science. They went on a field trip to Pleasure Pier where they were able to see firsthand the concepts of their projects come to life. Throughout the three day event we had speakers from INEOS and industry partners speak on their career path. Speakers from INEOS included Kendra Carter, Deborah Hutchison, Randa Moore, and Susan Rodriguez. Denise Smesny from Eco Alliance also spoke on the outreach program Dream It Do It. It was a great opportunity for INEOS to assist in introducing young women to our industry in a safe, fun and engaging environment.
