About the Economic Alliance The Economic Alliance Houston Port Region, a non-profit organization created in 1985, provides professional economic development services on behalf of 16 communities surrounding the 25-mile Houston Ship Channel - home to one of the world’s most influential energy corridor and trade ports. So, what is this workforce development mumbo jumbo all about? Well, simply put, (if done properly), it’s an efficiently functioning pipeline of awareness, education, training and hiring that meets the demand of a growing vibrant economic sector. In our case, the petrochemical and logistics sectors that make up the Houston Port Region. Now, if no one is retiring and a sector isn’t growing, then not much is required of that pipeline; but, if you haven’t had to hire for a couple of decades, experienced baby-boomers are retiring by the thousands, and at the same time, your sector is growing, well then, your pipeline better be focused, efficient and pumping out new skilled talent by the hundreds almost daily.

That kind of efficiency can only be accomplished if all those links in the pipeline are aligned (through communication) and people are aware of it and can easily jump in, be trained and fill a job in demand. That alignment is what has been happening over the last three years in our region. The demand is there, the training is available, and the awareness is growing. Leaders like EHCMA, GHP, our community colleges, the public school system, our state legislators, partners like ABC/CMEF, the Port Authority, the military, and many more have come together to fill their roles in building that pipeline and developing a workforce strong enough to fill the demand that we are seeing and will see in this region for years to come.

I want to thank the hard work and dedication of our Workforce Development Committee and our Chairman Dr. Allatia Harris for their leadership and focus of the Economic Alliance’s role in positively affecting our workforce situation.

If we are to stay competitive as a region, we must have a workforce ready to fill the need for attrition and growth that we are facing. Our role in the pipeline is to increase awareness of the high-paying, high-demand jobs the Port Region has. Through hundreds of presentations reaching thousands of students, I know we’ve made a difference. It’s amazing to see high school students rush to turn in contact cards after hearing about the careers, salaries and training opportunities we present through the speakers bureau. Not only are we contributing to the strength and competiveness of our industry sectors, it’s one of those rare opportunities to see lives changing and minds opening up to a new world of possibilities. We’re lucky to be where we are in this incredible time, and it’s a blessing to work with such great folks who care about each other and about making our part of the world a better place to live and work.

Houston’s High Demand for Blue Collar Careers

E

veryone is noticing the economy these days. Even the Houston Chronicle has taken note of the growth of the area’s highly-skilled labor force in spite of the economic downturn fueled by losses in the oil industry. “Houston’s economy may be slowing, and white collar workers in the energy industry are suffering, but the demand for bluecollar worker shows no sign of declining,” notes Chris Tomlinson in his commentary in the Business section of the city’s newspaper on Sunday, June 19, 2016.

This shift in the economy is at the forefront of the Economic Alliance Port Region. The Alliance, along with additional founding partners Neighborhood Centers and UpSkill Houston, has combined forces to charter Dream It. Do It. Southeast Texas.

The mission of this foundation is to facilitate communication and action to build a skilled workforce in the southeast Texas Region. This foundation strives to be the regional answer to the nation-wide problem of a skilled workforce shortage by engaging students at key points in their career decision making process.

Our biggest job is to get the word out on various careers about which students and parents may not even be aware.

How does Dream It. Do It. accomplish this task? Working in collaborative partnerships with the East Harris County Manufacturers Association (EHCMA), UpSkill Houston, BASF, and INEOS, this non-profit organization takes its show on the road to help inform students, parents, teachers, and administrators on the type of high-need, high-wage opportunities available in the petrochemical, maritime, logistics and distribution, and construction industries located in the nine-county Gulf Coast area stretching from Jefferson to Matagorda counties. This year alone, Dream It. Do It. has reached more than 2,700 students, parents, teachers, school administrators, and others through presentations to community centers, educational convocations, career fairs, task force meetings, teacher staff development sessions, conference presentations, and classroom presentations.

A new and exciting website is now online to help students, the underemployed, the unemployed, and veterans learn more about local petrochemical careers that fit their interests.

PetrochemWorks.com is sponsored by EHCMA, JPMorgan Chase, and the Council for Adult and Experiential Learning (CAEL). The website’s “Match Me” activity aligns user’s skills, interests, and personalities with real life job opportunities in the petrochemical industry. Included on the website are community college programs offering the necessary certifications and training as well as companies that are hiring these employees for high-paying petrochemical career opportunities. In addition, there is information available on the website that shows users how to obtain the education necessary to progress to higher paying, more demanding careers within the industry.

“Our biggest job,” notes Project Manager Denise Smesny, “is to get the word out on various careers about which students and parents may not even be aware.” Presentations inform listeners about high-need, high-wage, highly-trained career opportunities in such fields as Process Technology, Pipe Fitting, Electrical Technology, Instrument and Analyzer Technology, Millwright, Crane Operations, and Welding Technology in industrial settings. In addition, presentations stress the type of education and certifications needed for these careers as well as the different training locations in the Gulf Coast area.

The highlight of the presentation is that men and women currently working in the petrochemical industry often speak to the audience letting them know the advantages of working in local petrochemical plants and related industries. Audience members seem to enjoy the one-on-one interaction with people from the “real world” of the local area workforce.

Dream It. Do It. has become the grassroots authority on influencing the perception of manufacturing careers by leveraging strategic partnerships to attract and recruit a qualified manufacturing workforce. The Chronicle’s Chris Tomlinson notes in his commentary that, “Parents and young people also need to recognize that learning a trade can reap greater career benefits than a four-year degree.” Dream It. Do It. is the organization that can help get the word out to students, parents, the underemployed, the unemployed, and veterans that the trades are open and business is booming.

One recent presentation opportunity was a 6-day stint with 9th grade students enrolled in Alief ISD’s Career and Technical Education Early College High School in conjunction with Houston Community College. Students learned about highneed, high-wage, highly skilled career opportunities in the Gulf Coast area as well as area economic data showing trending occupations in the manufacturing sector. Students also experienced EHCMA’s PetrochemWorks.com, and participated in a “Manufacturing Challenge” to build a structure that could prevent an egg from cracking when dropped from waist height.

Chad Carson joined the Economic Alliance Team as Vice President of Economic Development on May 23rd.

For the past 16 years Chad has worked in economic development, including the last 8 at the Greater Houston Partnership. During that time at GHP he has directly managed more than 60 economic development projects resulting in the creation and/ or retention of approximately 40,000 direct and indirect jobs and $1 billion of capital investment in the Houston region.

He is an Expert in the Site Selection process, including regional representation/executive meetings, need identification, proposal preparation, client presentations and site tour logistics. He is also a Founding Board Member and current Secretary of the Greater Houston Manufacturing Association. Chad received his Bachelor degree in Environmental Design from the School of Architecture & Planning at State University of New York at Buffalo.

As important as his professional prowess, Chad is a funny, down-to-earth guy who can put any group at ease with his self-effacing demeanor. He holds true to his roots and is an avid Buffalo Bills fan, but has embraced the Texans as his new home town team.

In her new role she will now oversee marketing and communications for the Economic Alliance which includes the quarterly newsletters, website, event marketing, graphics, and social media. In short she will be in charge of telling the story of the great work that the Economic Alliance and its members are doing in growing this regional economy. Marisela is the mother to a son named Josue who will begin his high school career this fall. Welcome home MC.

Our 2016 Intern is Katelyn (Kate) Willis. She is a rising senior at Austin College in Sherman, Texas. A graduate of Friendswood High School, she is currently pursuing a Bachelor of Arts degree in Communications with a minor in Political Science & Non-Profit Organizations and Public Service. She was awarded the Paul W. Beardsley Memorial Fellowship for Outstanding Student in Communication Studies. She will spend the Fall 2016 semester interning in Washington DC with a non-profit organization to further explore those career opportunities.

Marisela, who rejoined the team on May 9th needs little introduction to the members of the Economic Alliance as she was a valuable member of the staff for more than seven years from 2007 to 2014. In her first role at EA she was the Events and Member Services Coordinator and oversaw the growth of membership from 64 private members to over 200 and planned, organized and managed the newly created Petrochemical & Maritime Outlook and for its’ first five years. Marisela is known for her gracious smile and generous heart. She served as a Board Member of the Deer Park Rotary Club, YMCA San Jacinto, and was an active Ambassador of Deer Park Chamber and volunteers with community events (Such as Golf Tournaments, the McDonald’s Texas Invitational Basketball Tournament, and Flag Program) while working for the Economic Alliance. She volunteered with The Wheelhouse and Cenikor Foundation and other service projects and charitable work within the community.

Kate is an accomplished tennis player and a member of Austin College’s Southern Collegiate Athletic Conference (SCAC) team. She earned All-Conference, All-Tournament Honorable Mention in 2014 and 2015. She was SCAC All-Conference Academic Honor Roll for the 2014 season, and SCAC All-Conference Sportsmanship Team in 2015.

Kate was also awarded the Sig Lawson Leadership Award in 2016.

Kate has a strong sense of community and service displayed by her many volunteer activities that include: Tutor in English and Mathematics for 8th graders; Nursing Home Event Assistant at the Friendswood HealthCare where she managed game nights, craft activities, and social events for elderly and ailing residents; assisted in class planning and lessons as an Edge Leader at Mary Queen Catholic Church, also leading group worship sessions and planned musical worship sessions; and served as a volunteer linesman, judge and adapted tennis aid the Special Olympics Texas, just to name a few.

TASK Workforce Development Task Force The committee has worked on tightening committee objectives to help guide the group.

Beginning this quarter, the Task Force will hear information from different members. The May meeting featured economic information presented by Ann Pham, Workforce Solutions Industry Liaison. June will feature information from Neighborhood Centers. Dr. Allatia Harris and Denise Smesny attended the “Opening Doors to Opportunity” event at the ClevelandRipley Center in Pasadena to discuss a vision for the future of Pasadena.

Meetings are held on the third Friday of each month.

Dream It. Do It. Southeast Education Foundation Dream It. Do It. was busy visiting area high schools this quarter. Presentation locations included Chavez and Milby High Schools, Pasadena ISD, and Barbers Hill High School.

In addition, there were DIDI presentations at Career Fairs at HISD and Galena Park and North Shore High Schools. FORCE updates Quality of Life Task Force

The Quality of Life Task Force is excited to begin working with Marisela Contreras on several of the strategic goals developed during 2016. The group has established a practice of holding monthly meetings at assets/attractions in the Economic Alliance footprint to increase partner awareness and overall social media presence.

As well, continuing the tradition of on-theground projects, the group is investigating the possibility of installing “mini murals” in member cities and is working with the City of Houston to learn more about potential timelines and costs.

Finally, the group has committed to producing a physical collateral piece to spotlight member cities and provide sources for travel and tourism information.

Meeting Time and Frequency This Task Force meets during the last week of each month according to venue availability.

Economic Development Task Force Leadership One of the most recent and exciting changes to the Economic Development Task Force committee is the announcement of Chad Carson, Vice President of Economic Development. Chad C., has a true vision and passion for business retention and expansions within our region. At our June Board Meeting he outlined his action plan, his mission and goals and the 20 project activities and services he is working on. Already with great momentum, Chad announced 8 new projects since March with potential capital investment of $1.9B . Chad’s goal for this committee is to build our project pipeline, refine professional responses and strengthen our prospect, member and ally relationships.

Action Plan Chad announced 5 key strategies such as a more focused value statement of locating or expanding in the Houston Port Region, an organized BRE program, a strategy to attract activities in cooperation with our Economic Development Allies as lead partner for site selection activities in the EA footprint. He also announced a formalized network activity that engage our members and bring qualified leads and last a management and reporting structure that utilize a designated customer relationship management tool.

Meeting time and frequency The Economic Development Task Force committee meet the 4th Wednesday of every month and is held at the Economic Alliance meeting room from 3-4p. Kristi Claypool of Meador Staffing Chair this Task Force and will bring additional support to Chad C in his role.

MOTION TEXAS TRIBUNE PANEL ON STORM SURGE PROTECTION

Ayan Mittra, Managing Editor of the Texas Tribune hosted and moderated a four-person conversation about

what needs to happen to ensure protections for the Houston area ahead of a major storm. The event was held at the new San Jacinto College Maritime Center. The regional economy and comesmuniti faces major storm surge risks and there are several plans to address protections. The panelists were asked to speak on what we need to do to move a potential project forward. Panelists included Senator Larry Taylor, Leon Phillips of the Galveston County Justice Coalition, Colonel Len Waterworth of Texas A&M University-Galveston and Chad Burke of the Economic Alliance Houston Port Region.

MIND MINDTREKKERS TREKKERSDAY, DAY,SAN SANJACINTO JACINTOCOLLEGE COLLEGE

The Economic Alliance workforce development committee participated in the Mind Trekkers Day at

San Jacinto College. Over 3,000 students and parents attended the event put on by Michigan Tech University.

Mind Trekkers focuses on hands-on activities that bring the “WOW” of science, technology, engineering and mathematics to life for K-12 students.

US TRADE & DEVELOPMENT AGENCY – EAST AFRICA PORTS

The Economic Alliance was asked by the US Trade and Development Agency to host a Reverse Trade

Mission for a delegation from ports in East Africa. The delegation met with regional stakeholders and discussed best practices around developing port in petrochemical regions and exploring opportunities to further partner through trade and development.

MOTION US CHAMBER TALENT PIPELINE CONFERENCE

Chad Burke, Executive Board Member Barry Klien, (Site Manager of Shell Deer Park), and Peter Beard of GHP’s Upskill Houston attended the US Chamber’s Annual Conference on their Talent Pipeline program. Barry Klien presented an overview to the crowd of 300, the work and partnerships taking place in the Houston Port region to meet the workforce needs in the petrochemical sector.

PORT OF HOUSTON LUNCH AND TOUR

The Economic Alliance participated in a site

consultant meeting and tour of the Port of Houston with partners from GHP. The meeting included an economic look at the Port Region, available real estate and growth industries.

The Economic Alliance hosted Mr. LI Huiming, Head of Dalian Xizhong Island Petrochemical Industrial Park Administration that is responsible to develop and Mr. Daqi JIA, Deputy Director of Business Development Bureau. Dalian Xizhong Island Petrochemical Industrial Park is a green field project located in City of Dalian, Liaoning Province. It is one of seven National Petrochemical Bases planned and approved by Central Chinese Government. With 95 km2 in size, it will be home of integrated refining-petrochemical complexes with planned 50 million tonne per year of crude oil processing capacity. Air Products will develop industrial gas (H2, CO, O2 and N2) supply infrastructures with partners to serve the customers in the park. Investment Framework Agreement was signed about two months ago.

The Economic Alliance hosted and coordinated

the 4th Annual advocacy trip to DC to educate officials and agencies of the issues affecting business in the Houston Port Region. Thirty attendees representing all facets of the region’s economic engine attended and participated in 23 meetings across four days. Issues presented included: dredging permits for private companies along the ship channel, modernizing the Toxic Substances Control Act, Investing in America’s Future Workforce, Surface & Water Transportation Infrastructure funding, air quality regulations and hurricane storm surge protection.

INEOS O&P USA recently sponsored the Alvin ISD GEMS Camp held on June 8-10 at Alvin High School. The camp successfully completed its second year with an increase in attendance from 50 to 80 participants. It was specifically designed to introduce 6th and 7th grade girls to engineering, math, and science careers and how to achieve that goal.

The INEOS Carson, California site manager Stacy Putman launched the camp by discussing her personal career experience to inspire the girls to consider engineering as their career. The girls also participated in group projects like designing amusement park rides. On day two they visited Pleasure Pier and day 3 they formulated lip balm, hand sanitizer, and body scrub to take home. INEOS Engineers Susan Rodriguez, Moriah Hargrove Anders, Emily Holmes and Engineer Intern Laura Adebayo participated as judges for the amusement park ride projects.

Michael S. Dunavant, Sr. joined Mobil Steel International, Inc. as project manager and estimator. He will help Mobil Steel meet growing customer demand for quality steel fabrication and manage compliance functions for Mobil Steel’s American Institute of Steel Construction (AISC) quality certification program.

In addition to 40 years experience as an estimator and project manager, Dunavant has significant experience meeting customer demand in the steel fabrication industry and initiated a Houston fabricator’s AISC quality program.

AISC certification is the structural steel industry’s national quality certification standard. According to AISC, its rigorous annual certification process confirms companies have personnel, knowledge, experience, processes and equipment to produce quality work.

Mobil Steel is one of only a few Houston fabricators to earn AISC quality certification for 10 consecutive years.

With more than 30 years of industry experience, he has worked in business development, project management, procurement management, industrial facility, and engineering/design oversight. He holds a bachelor’s degree in engineering from the Texas A&M University and is currently pursuing a master’s of science in construction management from the University of Houston.

Website Sponsorship The Economic Alliance is developing a brand new mobile-responsive and user-friendly website to be launched in the third quarter of this year. We are now offering quarterly Website Sponsorship opportunities to begin showing upon launch to have your company logo placed prominently in key sections of the new website. With over 50,000 page views per month on average, a Website Sponsorship is an excellent way for members to increase their brand awareness and make the most of their membership in the Economic Alliance.
