2020 GULF COAST INDUSTRY FORUM PANEL ABSTRACTS INDUSTRY CAREERS PANEL For a region to maintain its global competitiveness when companies evaluate where to locate large capital projects, the region’s ability to build, operate and maintain these facilities is one of the first questions analyzed. The state of the industrial labor market that serves the entire Gulf Coast petrochemical industry plays a major role in our ability to land these projects when being competitively sited against China, Saudi Arabia, Mexico and even Europe. This panel will evaluate the current petrochemical Gulf Coast workforce supply and demand and hear from owners and contractors on the training and education required to access those careers, and what pathways and funding are available to enable students to get there.

FREIGHT TRANSPORTATION PANEL The Houston Port Region petrochemical industry has invested more than $100 billion in facility upgrades over the last six years, with much of the increased production capacity coming online in 2018. Combining the region’s increased resin and chemical production, along with Port Houston trade through the Panama Canal, our container volumes have grown from 2 million TEU to 3 million TEU. With such substantial growth comes the need for expansion in transportation infrastructure to ensure the efficient movement of product and workers. The panel will discuss critical freight infrastructure strategies, priorities, and investments to maintain the global competitiveness of the Houston Port Region.

PETROCHEMICAL LEADERSHIP PANEL Generating $617 billion per year in economic output, the petrochemical activity along the Houston Ship Channel sustains nearly 3 million direct, indirect, and induced U.S. jobs, and provides more than $35 billion in local, state, and federal tax revenue. The region is home to the world’s largest petrochemical complex and produces 42% of the nation’s specialty chemicals. This outstanding panel will discuss short-term impacts from COVID-19 on industry demand, the industry’s response to keep employees safe and production flowing, and an outlook for U.S. chemicals (including topics such as: capacity, production, exports). Key leadership from ExxonMobil, Lyondellbasell and INEOS will discuss workforce and logistic impacts to the chemical industry. The discussion will also highlight any major capital projects. This panel’s discussion gets to the heart of the mission of this conference—to provide valuable information on growth and to identify hurdles and future opportunities the industry faces.

UNITED STATES CONGRESSIONAL PANEL Comprised of the congressional delegation that represents the majority of the Texas Gulf Coast and its ports and petrochemical industry, this panel will discuss key infrastructure issues such as widening the Houston Ship Channel, hurricane surge protection and funding for freight related road projects, the effects of USMCA trade agreement, and ways to support continued workforce development initiatives and funding to support industries driving our Texas economy.

AIR QUALITY & REGULATORY PANEL Leadership from the Texas Chemical Council (TCC), Texas Commission on Environmental Quality (TCEQ) and the Texas Oil & Gas Coalition (TXOGA) will discuss current environmental conditions and review findings from the COVID-19 induced economic shutdown and subsequent reduction in mobile sources. Panelists will also provide insight into the regulatory environment as we move toward 2021 and offer their thoughts on what the industry can expect in the upcoming year.
