PRESIDENT’S LETTER I love the mission of this organization.

It’s simple, straightforward and easy to understand, and at the same time it allows us the leeway to determine how to accomplish that mission.

Simply put, our mission is to “Grow the regional economy”. The primary deliverable for that mission is to add capital investment and jobs by doing everything we can to encourage companies to expand or locate to this region. That growth spurs indirect job creation, housing & retail demand, and adds critical tax base revenues to our cities, county, colleges and school districts; creating an ecosystem of economy and quality of life that is the American Dream - good jobs, schools and communities to raise our families in. So, in essence, our mission drives us to work on and for the American Dream. Pretty cool thing to work on together, right?

We’re blessed to have Fred Welch leading the economic development efforts for the Economic Alliance. In his 30 years of experience, he has seen almost every scenario possible and brings a wealth of relationships and knowledge to the over 30 projects currently in our pipeline. We’re also tremendously affective because of our members that contain the stakeholders of this region. Relationships with leaders in all parts of this region help make us more affective in working with and landing potential projects. Activities supporting that work include everything from real estate searches, to state and local incentives, to permitting help, to simply mobilizing key members, allies and partners to ensure a project’s success.

In addition to the core business of economic development, we enhance our chances of winning those projects by working initiatives that strengthen our economic development case. Those include Public Policy work at the state and federal level to create an atmosphere conducive to business growth; Freight Transportation work to improve the region’s flow of goods and people; a Workforce Development program that ensures we can be competitive when companies determine costs to build operate and maintain facilities; and finally, Quality of Life work to support the local cities in their goal of creating great communities for family and fun.

We test everything we do against that great but simple mission. Our Vision is to use that mission to create real and tangible value for our members.

With the leadership from our Committees, Board and Executive Board, we stay on track and stay effective. Thank you for your participation and support. It truly is a member driven organization working on the American Dream.

Since its beginning in 1911 when a campaign was launched to persuade voters in Houston to approve $1.25 million in bonds to pay for the local share to dredge the waterway, Port Houston has proven to be an economic engine for the City of Houston, state of Texas and the nation. Completed in 1914 the port has a proud history of economic development impacting hundreds of thousands of jobs in Texas. Today the Port boasts significant impact in global trade. An economic powerhouse, Port Houston accounts for 1.2 million jobs in Texas with an annual economic impact in excess of $265 Billion dollars.

The Port’s container capacity has increased annually to where in 2017 the Port handled nearly 2.46 million containers (a whopping 68% of the U.S. container traffic on the Gulf Coast.) With two container terminals at Barbour’s Cut and Bayport Port Houston is ready for the increased exports of chemical and plastic products coming on line in the next three to five years. The port has budgeted hundreds of millions of dollars for improvements ($344 million in 2017 and $200 million in 2017) to expand the capacity of its terminals. Installation of large post-Panamax capable cranes at both terminals assures that the largest vessels entering the Ship Channel can be loaded and unloaded with ease. Shippers from around the world receive and drop off cargo through Port Houston. Over 25 container and cargo ship companies have regular service into and out of the port.

The general cargo terminals of the port have been serving the needs of international and domestic customers since 1914. Special cargo includes all manner of steel, automobiles, wind turbines and bulk cargos such as grains, coal and petroleum coke. Houston has been the national leader for breakbulk cargo due to the large laydown areas located adjacent to the general cargo and heavy lift docks.

Additionally, the Port is the local sponsor for the Houston Ship Channel. This responsibility encompasses several important tasks which include dredging and management of dredge materials, marine construction permits and navigation safety. In an average year maintenance costs for the ship channel average $63 million. It is important to note that although there was damage up and down the ship channel during Harvey the Port and its partners (Coast Guard, Houston Pilots Association, Homeland Security, and private industry) had the channel open to receive ship traffic in just under five days. This was significant to the region and nation as 36% of the chemical production and 60% of gasoline and diesel production comes from the Houston Ship Channel. Not to say that there has not been damage. The devastation caused by Hurricane Harvey has not gone unfettered with the Port.

by Harvey will cost in the hundreds of millions of dollars. Port officials with industry and the state and federal government are working on solutions to keep this vital economic engine running safely and efficiently.

The Port is a great steward to the region it serves. They continue to excel in giving back to the community in maritime education, land management, marsh restoration and air & water quality programs. In 2002, Port Houston became the first U.S. port authority to obtain and subsequently be re-certified to the international standard for environmental management systems, known as ISO 14001.

For more than 100 years, the port has owned and operated the public wharves and terminals of the Port Houston – the nation’s largest port for foreign waterborne tonnage and an essential economic engine for the Houston region, the state of Texas, and the nation. It supports the creation of nearly 1.175 million jobs in Texas and 2.7 million jobs nationwide, and economic activity totaling almost $265 billion in Texas – 16 percent of Texas’ total gross domestic product – and more than $617 billion in economic impact across the nation. The Economic Alliance is pleased to be a partner with Port Houston in the development of their programs of work in the region.

Houston Fuel Oil Terminal Project The Economic Alliance wishes to congratulate Houston Fuel Oils Terminals on the completion of their $100 million-dollar expansion project. HFOTC became a part of SemGroup in 2017 but continued a project adding additional export facilities at its terminal on Peninsula. Work included additional storage and dock space and a pipeline connecting to an adjacent facitliy. Economic Alliance member companies Orion Marine Group and H+M Industrial worked together on this project.

Houston Fuel Oils Terminal services over 30 customers along the Houston Ship Channel. They occupy approximately 330 acres with terminal services for crude oil, residual fuel oil, feedstocks and refined product storage and handling services. With the crude oil expansion provided in the new project they will have tank storage capacity of 18.25 million barrels.

Relations with For We all know the importance of Houston as an international city, especially in the sectors

of energy and medicine. The Economic Alliance participates in numerous site visits throughout the year hosting delegations from around the world. Many of these visits come through our participation with the Greater Houston Partnership as they host delegations from around the world but two of six delegations visiting our region have come through the Department of Commerce and Harris County Judge Ed Emmett’s office.

CHINA

An energy trade group from Weifang City in China was hosted in December. The group of city and province officials was seeking to build relationships with U.S. based companies in the expansion of their petrochemical manufacturing in China.

Most recently the Economic Alliance has participated with the city of Pasadena EDC at the Texas-Japan Trade summit held at the Marriott Marquis May 8-10. The two-day summit was sponsored through the US-Japan Council and brought together business leaders, investors, state and local officials and economic development organizations from across the Lone Star State and Japan. It was an honor to be side by side with Pasadena EDC to show our international presence. We have many Japanese companies doing business in Houston and along the ship channel.

MEXICO

In January, Economic Alliance staff met with officials from the Kansas City De Southern Railway serving the interior of Mexico through the Kansas City Southern Rail line in the US. Officials met with Port Houston, Harris County and the Economic Alliance to examine markets for possible future shipments of petroleum products into and out of the country of Mexico through Houston.

A group from Barranquilla Colombia visited our region during the Offshore Technology Conference in May. Barranquilla was invited to become one World Energy Cities Partnership. The Economic Alliance was pleased to host a delegation of leaders in government, petroleum marketing and logistics and business development.

Romania

In March Harris County Judge Ed Emmett’s office arranged for a delegation from Iasi Romania to visit the Houston Port region. A delegation of civic and business leaders of eleven were hosted for a lunch and afternoon of presentations and networking with Economic Alliance membership on the possibilities for doing business in Romania and the Iasi region.

TASK FORCE UPDATES Quality of Life Task Force There is lots of exciting news coming out of the Quality of Life Task Force! Not only have we approved our second application for the San Jacinto Texas Historic District’s mini-mural matching grant program, received from the City of Seabrook in early June, but we just received a third application from the City of Pasadena! We are so excited to continue working through the program to create more local art in our neighboring cities and more tourism for our region.

Beyond the mini-mural program, we are also continuing development of our digital newsletter, aimed at providing periodic updates on standing and seasonal events throughout the district. Public Policy Task Force The Public Policy Committee meets on the fourth Tuesday of each month and is Chaired by Dennis Winkler of Winkler Public Relations and Co-Chaired by Darcie Durham of The Boeing Company. The committee is currently working on finalizing the State Position White Paper in preparation for the 2019 Session. The committee will host a Legislative Kick Off Lunch on December 5th at San Jacinto College’s North Campus to hear from all of our regional State Reps and Senators on their predictions for the 2019 Session. We will also deliver our White Paper to the elected officials at the luncheon. Issues under discussion include property tax caps, Chapter 312 incentive renewal, reauthorization of the TERP funding, and determining a management organization for the O&M costs on the Coastal Spine.

Transportation Task Force The Task Force met in June and we heard from Alan Clark, Director of Transportation Planning at the Houston Galveston Area Council prior to the call for projects and how to best promote the freight related projects in the region. We also heard updates from Jeremy Phillips, Senior Director of Infrastructure for Harris County Precinct 2, and TXDoT projects update from Bill Brudnick Houston Director of Transportation, Planning and Development and Eliza Paul Deputy District Engineer. The committee continues to: 1. Review and assess progress on the Prioritized Freight Project 2. Evaluate whether any new projects should be added to the list 3. Review and discuss our strategies of getting our list of projects approved and built, and 4. Map out the strategy for promoting our Project List in 2018 Committee Co-chairs are Bob Bradshaw, Ineos Site Manager & East Harris County Manufacturers Association Chairman, and Glenn Royal, The Royal Group at Merrill Lynch & Economic Alliance Houston Port Region Chairman.

Business Growth Task Force The Business Growth Task Force committee is Chaired by Councilman Natalie Picha, Vice President with The Royal Group at Merrill Lynch and City of Seabrook meets the first Wednesday of every month at 9 a.m.

Our committee in conjunction with BIC Alliance held our 2nd quarter Industrial Procurement Forum at the Pasadena Convention Center on June 21st. We had over 300 people in attendance and 15 exhibitors come to hear Adrian Bregnard of Shell and panelist from KBR, Port Houston, Wood, Zachry and Turner Industries discuss the EPC Process and Procurement.

In August, Economic Alliance will host a Business Education Luncheon and in October, the Industrial Procurement Forum Breakfast with owners and operators.

Gulf Coast Industry Forum Task Force The 2018 Gulf Coast Industry Forum (GCIF) is scheduled for September 19th & 20th and will once again be held at the Pasadena Convention Center. Two full days of industry leaders and elected officials discussing our future opportunities and challenges. Workforce Development Task Force The second quarter for Dream It. Do It. was a busy one with 13 presentations reaching 1299 students and adults. Presentations were made to four classrooms, two service groups, and seven career fairs. Classrooms were visited at Deer Park High School, Baytown Robert E. Lee High School, Galena Park Middle School, and Galena Park Elementary. Presentations were made to the Rotary Club of Seabrook and the Rotary Club of Highlands where both clubs have a strong connection with educational service projects. One of the career fairs was the Maritime and Logistics Youth Expo where we had a booth and students were able to watch many water demonstrations and speak with representatives from a variety of maritime schools and businesses.

We are looking for volunteers to come to events and speak about their jobs in the petrochemical industry. Grace Zubkow Retirement Reception at the Deer Park Chamber of Commerce

The Economic Devlopment Task Force paid a visit to the Katoen Natie site in Baytown. Participants were able to tour the facility.

Bridget Yeary and Marisela Contreras attended the retirement reception held for Grace Zubkow at the Deer Park Chamber of Commerce! We certainly wish her well, and thank her for the 23 years she served Deer Park! Everyone here at Economic Alliance is going to miss her!

Air Products Ribbon Cutting Vice President Economic Development Fred Welch and Chairman of Economic Development Task Force Kristi Claypool attended the ribbon cutting on a new hydrogen generation facility for Air Products in Baytown. The new 350 million dollar investment within the Covestro industrial park will assist Covestro and other chemical companies along the pipeline owned and operated by Air Products to receive the needed volumes of hydrogen to maintain increasing levels of production.

MV Sam Houston Sponsorship Appreciation Dinner Tour

The 2017 Gulf Coast Industry Forum Sponsors set sail on the MV Sam Houston to tour the Houston Port as a special Sponsorship Appreciation Dinner. Don’t forget to get your sponsorships in for this year’s Gulf Coast Industry Forum! They’re going fast!

Women’s Leadership Luncheon with Texas State Senator Sylvia Garcia The Economic Alliance hosted the Women’s Leadership Luncheon on May 9th. We heard from our guest speaker Texas State Senator Sylvia R. Garcia, District 6. Senator Garcia spoke about overcoming challenges and striving to be your best.

The Mission of the Women’s Leadership Luncheon is to showcase female leaders in our industries and encourage an empowering dialogue on the success of female leadership in the industries they represent.

Texas Japan Summit Houston and Astros baseball were the theme surrounding an evening reception during the Texas – Japan economic meeting held at the JW Marriott Monday and Tuesday. Over 400 persons from Japan and 14 communities in Texas were in attendance along with representatives from the Office of the Governor and the USJapan Council. The Economic Alliance participated with the City of Pasadena EDC in supporting the Houston break area. Thanks to the Astros for putting their world series trophy on display and Mayor Turner for making a special appearance during the evening.

ANCE in MOTION The Economic Alliance recieved the 2018 Merit Recognition Workforce Excellence Award The Economic Alliance received the 2018 Merit Recognition Workforce Excellence Award at the mid-year Texas Economic Development Council (TEDC) Conference June 14th in Galveston, Texas for its efforts in workforce development. The award was based on collaboration between the Economic Alliance marketing high demand jobs, San Jacinto College training for those jobs, and East Harris County Manufacturers Association (EHCMA) hiring and providing careers, thus complimenting each other at the beginning, middle and end of the pipeline.

• Innovativeness is the realization that you must have the hiring economic sector lead the efforts. No amount of marketing and training will create jobs that do not exist.

• Community Commitment and Leverage using this regional workforce development model works because of the leadership of the industry sector that creates the jobs, and the commitment of the partners (Economic Alliance, SJC, and EHCMA) to support and play the roles where they can add significant value.

• Measured objectives have been a primary building block of this program. The Economic Alliance measures at the beginning of the pipeline (presentations, contacts, demographics), SJC tracks and measures the middle of the pipeline (enrollment, graduations and job placements) and finally, and probably most importantly, EHCMA has measured the output of product of the pipeline, which can be seen in the results of their now two industry surveys and the change or delta between the 2014 survey and the 2018 survey.

• Secondary benefits to a collaborative program that markets, trains and hires employees is that it creates workforce balance or equilibrium that enables a sector like petrochemical manufacturing to excel in a globally competitive market.

Industrial Procurement Forum June 21, 2018

On June 21, 2018, the Economic Alliance and BIC Alliance cohosted the Industrial Procurement Forum at the Pasadena Convention Center. Speakers included; Keynote Speaker - Adrian Bregnard, Shell Oil Company, and Panelists - Dean Ainuddin, Port Houston, Valerie Richter, Zachry, Kristen Benites, Zachry, Rich Glass, Turner Industries, Carl Newton, Wood, and Carsten Bernstiel, KBR where they spoke on the EPC processes within their companies.

The event provided our 300 attendees and 15 exhibitiors great networking opportunities.

MEMBERS in LyondellBasell Introduces First Commercial Plant of it’s Kind

LyondellBasell’s Hyperzone Polyethylene (PE) is the first commercial plant of its kind and the next evolution in polyethylene technology for the plastics industry. Coming online in 2019 at the company’s La Porte Complex, the $725 million project will have a capacity of 1.1 billion pounds each year of high density polyethylene.

The project is expected to generate more than $67 million in tax benefits for the state, county, school district, community college and other local taxing districts over a 10-year period following construction. Hyperzone PE is part of the company’s multi-billiondollar series of investments along the U.S. Gulf Coast, which include plans to build the world’s largest propylene oxide (PO) and tertiary butyl alcohol (TBA) plant, to continue expanding and enhancing service globally.

PV Rentals Welcomes New Changes and Better Customer Service Initiatives PV Rentals has made recent changes in an effort to better serve our customers and maintain our goal of being the most trusted commercial vehicle rental business. We have added Bushra Kapri to our team as the new Accounting Manager where she will oversee billing and accounts of all of our clients. One of our longterm employees, Maria Venegas, has been promoted to Location Manager at our South Rice location and will maintain all front desk operations, customer service, and client accounts. To give our customers a better experience, we have upgraded our rental system which will allow simpler invoice breakdown and quicker service times when opening or updating account information.

City of La Porte Welcomes new Marketing & Special Events Coordinator Please welcome our new Marketing & Special Events Coordinator, Thomas Park. He holds a Bachelor’s Degree in Kinesiology from Sam Houston State and a Master of Divinity from Southwest Baptist Theological Seminary. For the last 8 years he has been a freelance graphic designer and illustrator. In addition to his freelance work, he has been the Campus Pastor for Fairmont Park Church. Prior to that he was an Arlington Police Officer and a Rehabilitation Technician at HealthSouth Rehabilitation Hospital. He is a resident of La Porte, where he lives with his wife, Nocona, and four children, Isabel, Nathan, Elizabeth, and David.

H+M speaks on “Work Safe, Texas”

Jay Bice, H+M’s HSE Manager, was a panel member at the 2018 Texas Mutual “Work Safe, Texas” Summit in Houston, TX on June 12th. Over 200 business members met at this event to discuss the creation and implementation of workplace safety best practices.

H+M is proud to be part of the discussion and was recently awarded three Safety Achievement Awards from the Industrial Safety Training Council (ISTC) for 2018. Awards included: 9 years without an OSHA lost workday case, +2MM hours without an OSHA lost workday case, and a 100% reduction rate in total recordable incidents during 2017.

The partnership highlights between Lee College/ExxonMobil includes the collaboration with the Community College Petrochemical Initiative (CCPI). CCPI is designed to increase public awareness about careers in the petrochemical industries, expand technical faculty recruitment/training and hosting a successful Women in Industry conference. GCA Wins Big at TEEA

From football to space exploration, student eyes career with NASA Eric Mendez would describe his former self as a high school football player focused on the field rather than in the classroom. However, all that changed after he attended an Aerospace Academy event at San Jacinto College and found his possibilities to be as endless as outer space.

Mendez realized his love for mathematics and physics starting in college and began visiting the College’s Artificial Intelligence Technology labs where he learned more about the Aerospace Academy. Now, two years later, Mendez has a college résumé listing the National Aerospace Scholars program, a Texas Space Grant Consortium Design Challenge team competition, the San Jacinto College Honors Program, a job at Space Center Houston, and a NASA internship at the Langley Research Center near Washington, D.C. City of Deer Park opened brand new City Hall

The City of Deer Park is very excited to announce the opening of a brand new, state-of-the-art City Hall facility, located at 710 E. San Augustine.

Gulf Coast Authority (GCA) won first place in the Governor’s Texas Environmental Excellence Awards (TEEA) Civic category for its support and coordination of the annual River, Lakes, Bays ‘N Bayous Trash Bash (Trash Bash) since Trash Bash’s inception.

The 25,000 square foot facility opened to the public on Tuesday, May 22, 2018. The building includes a new City Council chambers featuring enhanced audio and visual technology, additional conference areas and expanded parking.

Within the building, the City Secretary’s Office, Human Resources, Public Works, Permitting, Central Collections, and Utility Billing are housed on the first floor. The offices on the second floor include Administration, Engineering, Information Technology, Public Works administration and Finance.

MEMBERS in 9th annual Strides for Schools Fun Run nets $185,000 The Deer Park Education Foundation is a non-profit organization that raises funds outside of the Deer Park Independent School District’s normal operating budget to award Teacher Enrichment Grants. The grants raised from Fun Run enable teachers to provide students with unlimited learning experiences, more supplies and educational programs that may not be available otherwise.

As presenting sponsor, Shell underwrites the cost of the event meaning that every dollar raised through registrations and additional sponsorships goes toward a teacher grant in DPISD. In addition to underwriting the event, Shell also matches registrations, doubling the impact of all those that register.

Skanska Celebrates Vertical Construction at Capitol Tower In Houston, Skanska USA recently celebrated topping out vertical construction at Capitol Tower, a new 35-story Class-A office building that is currently under construction on a prime block in the city’s Central Business District. Anchored by Bank of America, the tower is expected to open in 2019. Skanska and its local leadership were also recently honored with the Crystal Eagle Corporate Award at the Houston Community College “Igniting Excellence Gala”, which recognized Skanska’s long-term support of the college and its 15 Centers of Excellence. West Gulf Maritime Association Celebrates 50 Years as Regional Maritime Trade Group The West Gulf Maritime Association celebrates 50 years as a regional maritime trade group covering the West Gulf from Lake Charles, Louisiana to Brownsville, Texas. Members include almost every segment of the maritime industry, namely steamship owners, vessel operators, agents, stevedores, and terminal companies.

With that, many changes have occurred. Shareen Larmond was named the first female president of the Association in February.

Lloyd Dawson assumed the role of Vice President, Payroll and IT. Chrysti Bowersox was hired as Controller, and Anna Lander joins the team as Payroll Specialist.

“Shell Deer Park and Today’s Harbor for Children have a long history of working together with many Shell employees supporting the Harbor’s efforts over the years,” said Anna Pertl-Regan, invitational volunteer and Shell employee. “The golf invitational is a time for Team Deer Park to pull together, have some fun, and raise money for an organization that has touched thousands of children’s lives, in and around our community, over the last 70 years.
