PRESIDENT’S LETTER The Economic Alliance Houston Port Region has concluded their 9th Annual Gulf Coast Industry Forum. The staff, volunteers, and sponsors have worked diligently to make this year, bigger and better than all the years before. This conference highlights the nation’s largest petrochemical complex and second largest port and continues to provide forecasts of what to expect in the coming years, along the Gulf Coast region. The two-day Gulf Coast Industry Forum saw over 900 attendees and continues to grow annually. Not only has the Gulf Coast Industry Forum opened doors for the region’s economic growth, but workforce development has remained a top priority to the Economic Alliance. This year included 10 tables of high school and college students looking for encouragement and guidance in their career choices. Including: a breakfast with speakers, plant managers, and elected officials to help inspire them. As always, the mission of this conference is to provide a top down look at what’s happening in the Gulf Coast petrochemical industry and how Port Houston is navigating the current economic times. It is led and supported by the stakeholders of the region. The Houston Port region petrochemical industry has invested more than $50 billion in facility upgrades over the last 4 years, with much of the increased production capacity coming online in 2017 and 2018. Combining the increased resin production along with Port of Houston trade via the Panama Canal our container volumes are expected to grow from 2 million TEU to 3 million TEU by 2020. With this growth comes the need for expansion in transportation infrastructure to ensure the efficient movement of product and workers. The panel will discuss critical freight infrastructure strategies, priorities and investments to maintain the global competitiveness of the Houston Port Region.

The Port of Houston is the largest exporting U.S. port in the U.S., second in overall tonnage, and the largest container port in the Gulf of Mexico. This activity at the Port of Houston generates $617 billion per year in economic output, sustains nearly 3 million direct/indirect/induced U.S. jobs, and provides more than $35 billion in local, state, and federal tax revenue. The region is also the home to the world’s largest petrochemical complex and produces 27% of the nation’s gasoline, 60% of the nation’s aviation fuel, 80% of the nation’s military grade fuel and 42% of the nation’s specialty chemical feedstock. The Houston Port remains a vital economic engine; critical to our national security. It is important to hear from the representing U.S. Congressmen on issues in DC that affect the ability of this region to prosper and to continue to compete globally.

Student Breakfast
Patti Bell Program Manager Dream It. Do It. Southeast Texas
At the annual Gulf Coast Industry Forum we hosted the student breakfast with industry leaders on September 20. Nine local high schools, five community colleges, two universities, and one home school group were invited. We had 52 students, 10 adults, and many representatives from industry who attended the breakfast. Students were able to network with local plant managers, construction company owners and operators, community college officials, and elected officials. The breakfast provided an opportunity for students to show off their soft skills and submit resumes to the top industry representatives in our area. This was a once-in-a-lifetime opportunity for them to make contact with the movers and shakers in the petrochemical community.
More about Dream It. Do It. Southeast Texas: Dream It. Do It. has made 5 presentations during the summer and 13 presentations since the beginning of the Fall 2018 semester. That makes a total of 48 presentations this year, with over 4400 students and student influencers. During this quarter presentations have been made to the Urban League of Houston, Career Readiness at San Jacinto College, Houston Community College P-Tech class, Texas Chemical Council Teachers and Industry, Career and Technical Association of Texas Conference, Deer Park ISD CTE staff development, Bondy Intermediate, Goose Creek Memorial High School, Galveston ISD CTE staff development, Kashmere High School, and Beaumont Workforce Solutions Career Expo. TASK FORCE UPDATES Quality of Life Task Force The Quality of Life Task Force is excited to announce that Shell Deer Park’s “Big Energy” exhibit is now officially open at the San Jacinto Monument! We’re working with Shell Deer Park, the City of Deer Park and the San Jacinto Museum of History to inform our community as well as potential visitors about this limited exhibit, which profiles the oil and gas industry’s history in our region. To promote the exhibit, the Economic Alliance is creating two-sided rack cards to be distributed throughout our footprint, with the front dedicated to “Big Energy” and the back providing more information about our long-standing San Jacinto Texas Historic District license plate program. We hope to work closely with Shell throughout the life of the exhibit to promote not only the attraction but the history of the district as a whole. Beyond the “Big Energy” exhibit, our mini-mural and beautification efforts are also moving forward. Partner cities including La Porte and Pasadena are hard at work on their respective mini-mural projects, and other partners including Jacinto City are utilizing SJTHD matching funds to complete beautification in their areas. It is our hope that more partner cities will review the matching fund opportunities available to them through the district and come to us with any questions or potential projects. Transportation Task Force The Transportation Task Force met August 14th to hear from Zachry, the contractor building the Beltway-8 bridge. Construction on the piers has begun, and the project is scheduled to be complete 2024. We also heard updates from Jeremy Phillips, Senior Director of Infrastructure for Harris County Precinct 2, and TXDoT projects update from Bill Brudnick Houston Director of Transportation, Planning and Development and Eliza Paul Deputy District Engineer. Workforce Development Task Force Chairman Dr. Allatia Harris, Vice Chancellor for Strategic Initiatives, San Jacinto College welcomed participants to both our June 21 and August 16 meetings at 3:00 P.M. in the SBDC Board Room at the Economic Alliance located at 203 Ivy Avenue, Deer Park, Texas. Our guest speaker in June was Roy Watson of Chevron and East Harris County Manufacturing Associations Workforce Development Committee. He reported on the research findings of projected workforce demands in petrochemical and industrial trades over the next 5 years. In August, Peter Beard, Senior Vice President, Regional Workforce Development at Greater Houston Partnership continued the report on the research findings of the EHCMA Workforce Demand Survey Report. Both speakers addressed the skills gap and the growing attrition rate due to retirees and the need for quality workers to replace these positions as well as a skilled workforce needed to fill the jobs created by construction being completed. All meetings for 2018 will be held at 3:00 in the SBDC Board Room at the Economic Alliance offices in Deer Park. The last meeting for 2018 be on October 18.
Economic Development Task Force Our year has been moving in a very positive direction for expanded and new investment in our region. Four projects to date have accounted for 855 jobs in business retention and openings in the region. Although we report on the new jobs created to our board it is important to note that retained jobs are nearly as high as new jobs created. The largest single project to date is the recent announcement by Bayport Polymers on their new polyethylene plant for Bayport. This $800+ million-dollar investment secures a new stream of production from an ethane cracker under construction in Beaumont. Total owns 51% of the project with NOVA Chemicals and Borealis as the partners in the venture. The new unit under construction will produce up to 625 KT per year of polyethylene using the Borstar@ technology. The Economic Development Task Force for Economic Alliance meets on the 4th Wednesday of each month at 3:00 PM. Meetings are held either at the office of the Economic Alliance or one of our member companies in the region. Public Policy Task Force The Public Policy Committee meets on the fourth Tuesday of each month and is Chaired by Dennis Winkler of Winkler Public Relations and Co-Chaired by Darcie Durham of Boeing. The committee is currently finalizing the State White Paper on policy issues facing our membership in preparation for the 2019 Session. The committee will host a Legislative Kick Off Luncheon on December 5th at San Jacinto College’s North Campus to hear from all of our regional State Reps and Senators on their predictions for the 2019 Session. We will also deliver our White Paper to the elected officials at the luncheon. Issues under discussion include property tax caps, Chapter 312 incentive renewal, reauthorization of the TERP funding, and determining a management organization for the O&M costs on the Coastal Spine.
Business Growth Task Force The Business Growth Task Force committee is Chaired by Councilwoman Natalie Picha, City of Seabrook and Vice President with The Royal Group at Merrill Lynch meets the first Wednesday of every month at 9 a.m. As part of the committee and an opportunity for our members to network, a member spotlight has been implemented during the monthly meeting to highlight what their organization does and any projects coming up the pipeline. This past quarter BIC Alliance, Robert Half and Houston Methodist-San Jacinto Hospital were highlighted. Economic Development Tours Leader Gasket
The committee packaged 200 kits to distribute to the homeless. Everyone took a handful to distribute when they encounter someone in need. We hope to continue supplying Care Kits and look forward to your participation in the future.
The Economic Development Task Force met on September 26th at the new Leader Gasket facility off Sens Road in La Porte. Members were invited to participate in a tour of the facility and were provided a detailed description on the gaskets being made in the warehouse. Gaskets are custom designed to the client’s needs and are then created and tested for a customer satisfaction guarantee. LyondellBasell Groundbreaking On August 22nd, Chad Burke, Fred Welch, and Kaitlyn Conner, attended the LyondellBasell – Channelview PO/TBA Site Groundbreaking. This facility will be the largest PO/TBA site ever built. With the booming regional economy, we are looking forward to seeing the economic growth, that this expansion will face. ANCE in MOTION Bondy Intermediate students hear from Dream It. Do It. Teacher, Mike O’Connell and his Career Explorations classes hosted Dream It! Do It! for two days at the beginning of the fall semester for presentations to over 150 Career Exploration students in 7th grade. We discussed petrochemical, logistics, and maritime careers and looked at the two year degrees required for those high demand, high wage jobs. Dream It! City of Morgan’s Point starts construction on Colonel Morgan New Washington Prairie
Chevron Phillips Chemical announced Polymers Vice President James “Jim” Becker has assumed the role of vice president, polymers and sustainability. Mr. Becker now holds senior executive responsibility to shape the company’s emerging sustainability strategy. In this role, he will direct commercial and technical resources to advance internal sustainability achievements and collaborate with select industry groups. Those include leading NGOs and organizations working toward innovative, sustainable solutions to global concerns, including plastics in the environment. Mr. Becker began his career at Chevron in 1980 and has since held several leadership roles, including executive assignments at Chevron Phillips Singapore Chemicals and Saudi Polymers Company LLC. Prior to serving as polymers vice president, he led the specialties division. He also is a board member of America Styrenics LLC.
In April of 2015, the City of Morgan’s Point acquired 50 acres south of Main Street with the intent of maintaining it as open space. Later that year, the City partnered with Texas A&M School of Landscape Architecture to create a master plan that focuses on developing the property with improvements that complement the open space concept. Named the Colonel Morgan New Washington Prairie, planned improvements include restoring much of the property to original 1830’s Texas prairie, 4,500 linear feet of sidewalk, a large pond, substantial tree plantings, interpretive signage, bird blinds, viewing platforms, and outdoor classroom. In January 2016, the City acquired two additional acres, bringing the total acreage to 52.
Mobil Steel CEO Encourages Texas A&M Grads to be Bold, Life-Learners Mobil Steel International, Inc. President and CEO Leonard A. Bedell encouraged Texas A&M University-Kingsville (TAMU-Kingsville) graduates to step out and be bold with the confidence that they have been well-prepared through their education and college community experience to face challenges in a changing world. Bedell delivered the commencement keynote in August. Bedell provided a message of continuous change and learning for life to graduates he called well prepared by their TAMU-Kingsville education in the classroom and college community. “You are entering an accelerating pace of change in our world. Many times you will not know the answer. Step out, be bold, ask questions to understand,” said Bedell while reminding students they would have to continue to learn and personally evolve to respond to a changing world.
In late 2016, the Economic Alliance Houston Port Region learned that LBC Tank Terminals was seeking a permit through the Army Corps of Engineers to expand operations on wetland property. With the understanding that the City of Morgan’s Point was seeking to improve their 52 acres. The Economic Alliance thought there might be a potential partnership and mentioned LBC Tank Terminals efforts to Michel Bechtel, Mayor of Morgan’s Point. Soon after LBC Tank Terminals and Morgan’s Point met to discuss both projects, a partnership was formed whereas LBC Tank Terminals will construct a wetlands project to be constructed on 17 of the western most 52 acres. Partnering with Morgan’s Point to build the wetland project satisfied a key Army Corps of Engineers permit requirement and allows LBC Tank Terminals to move forward with their expansion project. Design of the wetlands project is under way, with construction expected to begin in the fall. With the planned wetland project, the 52 acre Colonel Morgan New Washington Prairie project foot print was reduced to 35 acres. A recent grant from the Texas Parks and Wildlife Department, a financial contribution from LBC Tank Terminals, a financial contribution from Harris County Precinct 2, and a financial contribution from the City of Morgan’s Point, will allow the City to begin construction in late fall.
n MOTION LyondellBasell - Channelview Breaks Ground on the Largest PO/TBA Plant Ever Built
LyondellBasell broke ground in August 2018 on what will be the largest propylene oxide (PO) and tertiary butyl alcohol (TBA) plant ever built. The Houston area project is estimated to cost $2.4 billion, the single-largest capital investment in the company’s history. Once in operation in 2021, the plant will produce 1 billion pounds of PO and 2.2 billion pounds of TBA annually. The 140-acre PO/TBA plant will be built at the LyondellBasell Channelview Complex while an associated 34-acre ethers unit, which will convert TBA to oxyfuels, will be built at the company’s Bayport Complex in Pasadena. The project is estimated to generate more than $453 million in tax benefits over a 10-year period. It will create up to 2,200 construction jobs and 160 permanent positions.

New Mariners Recognized at Crew Member Ceremony

San Jacinto College recently graduated a new class of mariners. The College held a Crew Member Ceremony for this summer’s maritime transportation associate degree graduates. The program provides two years of rigorous maritime transportation curriculum that includes sea time during the summers through internships with local industry. The maritime transportation associate degree program is the first of its kind in Texas. Since starting in 2012, approximately 50 maritime graduates have completed the program and began their maritime careers. Volunteers from Shell Deer park recently spent the afternoon at the Outdoor Learning Center tending to the grounds before this year’s students’ arrive for field trips. “This is our fifth year working at the center,” said Jenny Weinmann on behalf of Shell’s instrumentation and process control department. “It’s great to be able to really dig in to our community and give back in a way that contributes to the learning of so many Deer Park students.”
The San Jacinto College maritime program is guided by an advisory council that includes industry partners who play an instrumental role in the curriculum and placement of students in internships. Justin Goodman joins the firm as Director of Business Development, and Saleem Qassem joins as Director of Operations.

Goodman holds a bachelor’s degree in construction science from Texas A&M. As Director of Operations, Qassem is responsible for the overall operations of Structure Tone Southwest’s Houston office. Qassem has over 18 years of experience in delivering both mid-scale and multi-milliondollar construction projects for public and private sector clients. Qassem is a graduate of North Dakota State University with a bachelor’s degree in construction engineering.
Gerry Hooper Celebrates 50 Years at Shell With 50 years of service under his belt, Gerry Hooper may well be Shell Deer Park’s longest-serving employee. Looking back on his time at Shell, Hooper says it seems like he was hired only 10 years ago. From enlisting with the 173rd Airborne Brigade of the Texas Army National Guard and serving the Guard during his first five years with Shell, to being a foster parent with Harris County, Hooper has many a story to tell his 12 grandchildren and eight great-grandchildren. He’s also shared many a story at the site having worked at many of the units and seeing the way we manufacture products change over the years as technology advances. Hooper says, “you have to like your job out here, you have to be happy while your young, we have rules to follow but Shell’s been real good to me.”

The program, entering its sixth year, supports efforts to prepare thousands of local residents for high-paying jobs in the chemical manufacturing industry. ExxonMobil has contributed more than $2 million toward training new workers since the program’s launch.
