What is manufactured in this region not only impacts global markets, but truly changes the world. And, with the existing industrial infrastructure along the Gulf Coast and the abundant natural resources in North America, we are positioned to be a major global supplier of specialty chemicals and energy for years to come. With growth and opportunity, comes challenges and produces responsibilities. It’s our mission to positively leverage the resources, experience, and network here in the Houston Port Region to ensure the continued growth and prosperity of the region. The Gulf Coast Industry Forum which was created 10 years ago at the request of the Texas Chemical Council and the East Harris County Manufactures Association continues to be a conduit for planning information and networking. KEYNOTE RECAP Day One - Wednesday, September 18th Gulf Coast Industry Forum Day 1 keynote speakers began with Ms. Ilya Marotta, VP of Transit Business – Panama Canal Authority. Ms. Moratta, an Aggie from Texas A&M Galveston provided an incredible review of the construction of the new wider locks in the Panama Canal and what it has meant to the country and their maritime commerce. Port Houston Chairman Ric Campo spoke at lunch and provided an overview of who the Port is and what they do, then gave an in depth look at the case to widen the ship channel to keep up with global shipping requirements. Kurt Barrow, Vice President, Oil Markets, Midstream and Downstream, IHS Markit provided a global look into the oil & gas markets and a projection of how the U.S. fits into that puzzle. Finally, Texas Land Commissioner George P. Bush discussed the GLO and its role in shepherding the natural resources of Texas. He also provided an update on the effort to fortify the Texas coast from hurricane storm surge with the Coastal Spine project that the U.S. Corps of Engineers is currently studying.

Day Two - Thursday, September 19th Gulf Coast Industry Forum Day 2 keynote speakers began with Ron Corn, Senior Vice President at Chevron Phillips Chemical. Mr. Corn spoke about global chemical demand and our advantage in North America and the Texas Gulf Coast to produce products cheaper that anywhere in the world due to our abundant and low-cost feedstock of natural gas. He also highlighted the American Chemistry Council’s initiative to clean the world’s oceans of plastic waste; noting that waste disposal infrastructure is necessary in Africa and Asia, as over 80% of the ocean’s plastic waste is generated by seven rivers in these two continents. Ryan Sitton, Texas Railroad Commissioner spoke at lunch and provided a look into the Texas mid-stream oil & gas industry. Captain Bill Diehl, President, Greater Houston Port Bureau illustrated the vast breadth of goods that move in and out of the Houston Ship Channel, and how they are using technology and partnership with the Port of Rotterdam to improve efficiency in ship movement. Finally, Vincent DiCosimo, Senior Vice President, Targa Resources made the case for the widening project that will take the ship channel from 530’ to 700’ in order to maintain two-way traffic and accommodate larger container ships and the largest crude oil tankers.

PANEL RECAP State Legislative Panel
The Port of Houston is the largest exporting U.S. port in the U.S., second in overall tonnage, and the largest container port in the Gulf of Mexico. This activity at the Port of Houston generates $617 billion per year in economic output, sustains nearly 3 million direct/indirect/induced U.S. jobs, and provides more than $35 billion in local, state, and federal tax revenue. The region is also the home to the world’s largest petrochemical complex and produces 27% of the nation’s gasoline, 60% of the nation’s aviation fuel, 80% of the nation’s military grade fuel and 42% of the nation’s specialty chemical feedstock. The Houston Port remains a vital economic engine; critical to our national security. It is important to hear from the representing State Legislators on issues in Austin that affect the ability of this region to prosper and to continue to compete globally.
Freight Transportation Panel
The Houston Port region petrochemical industry has invested more than $50 billion in facility upgrades over the last 4 years, with much of the increased production capacity coming online in 2018. Combining the increased resin and chemical production along with Port of Houston trade via the Panama Canal our container volumes have grown from 2 million TEU to 3 million TEU. With this growth comes the need for expansion in transportation infrastructure to ensure the efficient movement of product and workers. The panel will discuss critical freight infrastructure strategies, priorities and investments to maintain the global competitiveness of the Houston Port Region.
Petrochemical Refining & Manufacturing Panels The panels (Refining on the 18th & Chemical on the 19th) will include executives from the Texas Gulf Coast region petrochemical operations that have contributed to the over $100B in announced projects since 2010. The discussion will highlight major capital projects, investment strategies and concerns/issues facing the petrochemical industry during unprecedented commitment to our region. These panels are at the heart of the mission of this conference to provide valuable information on growth and to identify hurdles and future opportunities facing the industry. PANEL RECAP Refining & Petrochemical Policy Discussion
What is the current political landscape in DC and what is its’ effect on the petrochemical industry? What are the trends in U.S. refining & chemicals (capacity, production, exports)? The panel will also discuss the importance of free and open trade. Key leadership from the Texas Chemical Council (TCC), the American Chemistry Council (ACC), and the Association of Fuel & Petroleum Manufacturers (AFPM) will focus their discussion on “The Future of Refining & Petrochem in America”
Industrial Workforce Development Panel
For a region to stay competitive globally when companies evaluate where to locate large cap projects, the ability to build, operate and maintain these facilities is one of the first questions analyzed. The state of the industrial labor market that serves the entire Gulf Coast petrochemical industry plays a major role in our ability to land these projects when being competitively sited against China, Saudi Arabia, Mexico and even Europe. This panel will look at the upstream workforce situation in the oil fields, the current downstream Gulf Coast workforce supply and demand, and also hear from Shell on the process of starting a new project in a region with no existing petrochem skilled labor.
2019 INDUSTRY ICON AWARD RECIPIENT Chris served in the US Army Security Agency for 4 years. He graduated with a Bachelor Of Science Degree from University of Houston. Chris worked in the petrochemical industry for 49 years. During that time he served on several boards including Economic Alliance Houston Port Region and Deer Park Chamber of Commerce. He was a member of several committees over the years mostly in the public policy area including Legislative Chair for the East Harris County Manufacturers Association for over 20 years. Chris also served as a member of the Texas Chemical Council Advocacy Committee and was the Vice Chairman of the Deer Park LEPC for several years. He represented EHCMA and worked with Harris County and the Port of Houston to get
Chris Hext legislation passed to create the Houston Ship Channel Security District. He continues to serve East Harris County on the board of San Jacinto College Education Foundation and the Coastal Barrier committee Manufacturing Association for IMAC. Chris grew up in Houston Texas. He has been married for 54 years and raised two son’s in Deer Park. He has five grandchildren; three in college, one in the Marine Corp and one in high school. His mother was born while his grandparents lived in a place called “tent city” located in Deer Park, TX. His grandfather was a welder that helped build the Shell refinery.

TASK FORCE UPDATES Freight Transportation Committee The Freight Transportation Sub-Committee on Port Road Projects continues to meet and work on construction projects on or around Port Road. The group consists of all the entities in proximity of Port Road; including Port Houston, TXDoT, Harris County, Seabrook, Pasadena, LBC, Odjfell, American Acryl, INEOS, BayStar Polymers, CenterPoint and several engineering firms engaged in expansion projects along Port Road. All told, the committee identified no less than 14 existing projects adjacent to Port Road, including the expansion of Port Road itself. The goal of the committee is to facilitate communication on project timing and to help in coordinating traffic controls while the projects are completed in such a restricted space. Safety and efficiency are the primary goals while undergoing the project work. Quality of Life Task Force We’re seeing significant activity with our San Jacinto Texas Historic District matching grants! The program has expanded to include not only matching for mini-murals, but also generalized beautification and quality of life, and that’s opening up a lot of doors for our partners. The City of Pasadena is moving forward with their mini-mural program, working with Up ART Studio out of Houston. Their initial artwork included a strawberry integrated into each of four murals, so we’ll be excited to see the final renderings! As well, the City of Galena Park was recently approved for three quality of life matching grants for new Early Warning System towers. They are replacing their old system that does not work with a new state of the art programmable system, similar to the one Deer Park and La Porte have. Finally, both the City of Morgan’s Point and the City of South Houston have expressed interest in the program, so stay tuned and if you have a beautification or quality of life related project you think might qualify for a $5,000 matching grant, speak to Marisela Ramirez, marisela@allianceportregion.com. In other news, the City of Baytown’s tourism program has moved into the Brunson Theater, to the delight of locals and visitors alike! Residents enjoy visiting the historic venue which includes fixtures and signage from the theater’s history, and visitors appreciate the building’s proximity to shopping and dining in downtown Baytown. The Brunson is located at 315 W. Texas Avenue – stop in and check it out! Business Growth Task Force The Business Growth Task Force committee has been planning the last event of the year. Every year the committee works to organize two Business Education Luncheons and two Industrial Procurement Forums. On Thursday, October 17th the Economic Alliance in partnership with BIC Alliance will host the 2nd Industrial Procurement Forum for 2019. This event is free to Economic Alliance and BIC Alliance Members and is open to non-members for a fee of $50.00. The event will take place at the Pasadena Convention Center, Registration & Networking begin at 7:00am. Registration is still open, you may visit the events page or email Marisela Ramirez at marisela@allianceportregion.com to register. If you’re interested in becoming part of the Business Growth Task Force join us at one of our meetings. This committee meets the first Wednesday of every month at 9 a.m.
Workforce Development Task Force Chairman Dr. Allatia Harris, Vice Chancellor for Strategic Initiatives, San Jacinto College welcomed participants to the August 22nd meeting at 3:00 P.M. in the SBDC Board Room at the Economic Alliance located at 203 Ivy Avenue, Deer Park, Texas. Our focus for this meeting was process operators and we had an industry representative and an instructor from a community college speak to our group. Glenn Johnson, Workforce Development Manager with BASF North America showed us a 360 degree virtual tour of the BASF Freeport facility. He spoke about industry workforce needs in our area and across America and how the companies were working together to help build the pipeline of talent that it is needed. He gave all the attendees Virtual Reality Headsets to take with them. Lara Capson, Lee College Process Technology Instructor shared information about the work Lee College is doing to help train the talent pipeline industry needs. She gave us an overview of the women in industry group at Lee College and discussed how the demographics of the programs have changed in the 15 years since she was a student and the only woman in the class. The audience had many questions for our speakers and gained a great deal of information that day. Our last meeting for 2019 will be on October 17, 2019 at 3:00 P.M. at San Jacinto College Center for Petrochemical, Energy, and Technology – 7901 W. Fairmont Pkwy, Pasadena, Texas 77507. Economist, Parker Harvey, will be our guest speaker and then we will tour the new building. The Workforce Task Force meets 5 times a year and we are usually in the SBDC Board Room at the Economic Alliance located at 203 Ivy Avenue, Deer Park unless otherwise noted. Anyone interested is invited to attend. Our meetings will resume in February 2020. Do It. has had 77 presentations and spoken with 8600+ students, parents, teachers, counselors, and administrators in the first three quarters of 2019. We work with our industry partners to reach out to students and underemployed adults in our region to show them career opportunities in petrochem, logistics, transportation, maritime and construction. In the third quarter of 2019 we spoke to teachers, counselors, and administrators at the Harris County Department of Education, Houston ISD staff development, Channelview ISD staff development, and Region IV counselors through the Houston Livestock Show and Rodeo Counselor Summit. We also spoke with teachers, counselors, and administrators from all of Texas at the Career and Technical Association of Texas conference with the help of Carla Thompson, Turner Industries and Natalie Smith, KBR. Once school started, we had a couple of classroom presentations. At the Gulf Coast Industry Forum, we invited students and chaperones from ten school districts, four community colleges, three universities, and a home school group. In the midst of Tropical Storm Imelda, we still had 52 attendees with multiple schools unable to attend due inclement weather. Our volunteers have been making a difference by bringing a reality to the careers we talk about. Year to date we’ve had 77 events with 56 volunteers from 24 companies. Thank you to all who have volunteered. If you want to share your experience and knowledge with the future workforce we are always looking for volunteers to come to events and speak about their jobs in the petrochemical, maritime, logistics, construction, and transportation industries. TASK FORCE UPDATES Economic Development Task Force 2019 has proven to be a very busy year in terms of project activity. The Economic Alliance is currently working with over 28 projects within the oil and gas industry with a combined direct investment impact of over $7.8 Billion dollars and over 2800 direct jobs. Our three announced projects to date have created just over $2.8 Billion in new capital investment within the region and will upon completion create over 250 new jobs in our chemical plants and refineries. These jobs average over $60,000 per year and support close to 7 other jobs in service and support for each new job created. Our Economic Development Task Force met in June, August and September taking the month of July as a break for summer vacations. In June we had a very comprehensive overview of the operations of CIMA (Channel Industries Mutual Aid) and how this industry led group of first responders supports member companies and the communities surrounding the chemical and refineries along the Houston Ship Channel during an incident. Many questions were fielded by CIMA chairman Joe Dutton. In August the Task Force met at the office of the Grater Houston Port Bureau. Bureau President Capt. Bill Diehl gave an overview of their operation in controlling vessel movements up and down the Houston Ship Channel and the importance of widening and deepening the Channel for two-way traffic along the channel. In September The Committee met at the offices of Economic Alliance and got a year to date briefing on project activity and introduced the new VP of Economic Development Regina Lindsey. The Economic Development Task Force meets the 4th Wednesday of each month at 3:00 PM. Check the EA website for the location of these meetings as they may rotate to various plants and businesses in our region. MEMBERS IN MOTION BGE BGE Expands Air Quality Services Team. BGE, Inc. today announced the expansion of its Air Quality team, led by Cydney Schwarzlose. Raven Elliott joined BGE as senior air quality project manager. Albert Kennedy joined the team as senior air quality modeler. Elliott earned her bachelor’s degree in biology from Tougaloo College in Jackson, Miss., and a master’s degree in environmental management from the University of Houston at Clear Lake. She also has a project management certification (PMP). She has more than 18 years of experience in the energy, petrochemical and specialty chemical industries with a focus on air permitting and waste management in the Bakken and Permian shales, and Houston-Galveston area. Kennedy earned a bachelor’s degree in mathematics and a bachelor’s degree in meteorology from Metropolitan State University of Denver. He has more than 10 years of experience as a senior air quality modeler across multiple states and facility types, including chemical plants, refineries, and midstream/upstream oil and gas. BGE’s Air Quality practice focuses on helping clients meet local, state and national air quality regulatory requirements. Services include New Source Review (NSR) and Federal Operating Permit (Title V) permit applications (including initial, revision and renewal applications for both programs), compliance strategies, reporting and auditing. BIC Alliance Cherrie McBurney McBurney joined BIC Recruiting in 2019 as an executive recruiter. She brings five years of HR and recruiting experience to the company. Ashley Rivers Rivers was promoted to recruiting assistant in 2019. Rivers has a background in customer service, administration, leadership and management. Rivers received a bachelor’s degree in journalism from University of Texas in Arlington. Pearland EDC Lonza, who opened the world’s largest dedicated gene and cell therapy manufacturing facility in Pearland’s Lower Kirby District last year, recently added 10,000 SF of laboratory space to its 300,000 SF facility to allow for the processing of new products. Lonza also began construction on additional clean rooms and is in planning stages for six additional clean rooms scheduled for completion in 2020. Lonza currently employs 310 at its Pearland facility, with plans to employ 400 by the end of 2019. Lonza has also acquired a 19-acre parcel of land south of the current facility for possible future growth.
Lakewood Yacht Club Lakewood Yacht Club recently made substantial improvements to the ballroom, replaced pilings under the bulkhead around the inner harbor and resurfaced the tennis courts including adding two new pickleball courts; tennis programs are being revitalized. Our Seahorse youth sailing program added a new, non-competitive Sailing Saturdays class designed for those wanting to get acquainted with sailing and the water but have no interest competitive sailing. The Club is also anticipating the arrival of the first shipment of keelboats that were ordered in August. The 12-keelboat fleet will be available for member use for things like adult sailing classes as well as give the older youth sailors something to grow into. Also, the Club is still running an incentive program for both new and current members. Mansfield Marketing We are pleased to welcome our newest Industrial Marketing experts. MEMBERS IN MOTION Mobil Steel Mobil Steel International, Inc. takes another step forward in safety leadership within the steel fabrication and construction contractor industries with a triad of safety milestones, including earning the highest level recognition from a national trade association. Employees at Mobil Steel achieved three years without a recordable injury March 31, earned a fourth consecutive Associated Builders and Contractors (ABC) National Safety Training Evaluation Process (STEP) recognition and stepped up to the top level within ABC’s STEP recognition program. Richmond Equipment Richmond Equipment recently hired Kris Bailey to focus on Polaris GEM vehicles. This is a newer line of vehicles from Polaris that are electric, street legal, low speed vehicles. They are fantastic for moving people and equipment, coming standard with seat belts, turn signals and can have doors and even maintenance free batteries. Kris has been working with GEMs since Polaris first introduced them and has experience running fleets of them. He brings knowledge of fleet operations and service policies to his position and is helping customers transition to clean and reliable vehicles. Safespill Systems Dow Chemical Deer Park installation of the Safespill Flammable Tank Truck Unloading Station is set for November of 2019. Safespill’s unloading station application offers protection against flammable or combustible spilled liquids during the unloading of a tank truck. The FM Approved flooring system works by automatically detecting all spills, quickly removing fuel through a perforated top surface, and pumping liquid safely back into containment. The technology prevents pool fires from occurring altogether. The low-cost flooring system involves quick and simple installation and requires minimal maintenance. The Safespill floor can handle the worstcase scenario of a 500 GPM tanker spill as well as common scenarios, such as an operator dropping a hose and spilling contents onto the ground. San Jacinto College San Jacinto College marked the grand opening of the new LyondellBasell Center for Petrochemical, Energy, & Technology, Wednesday, September 18, with more than 350 elected officials, industry partners, community members, faculty, and staff. The ceremony revealed LyondellBasell as the facility’s naming rights partner, honoring the company’s generous $5 million donation and its support in helping to develop the facility’s curriculum, aligning with LyondellBasell’s strong commitment to workforce development. The new, cutting-edge training facility is located at 7901 W. Fairmont Parkway, on the College’s Central Campus, placing it square in the heart of the largest petrochemical manufacturing complex in the United States, where 90 companies operate 132 plants within a 13-mile radius of the College’s new facility. San Jacinto College Astronauts Nick Hague and Drew Morgan recently installed a new Boeing-built hatchway that will dock American spacecraft, including the Boeing CST-100 Starliner, on the International Space Station. Boeing engineers tested and oversaw the installation at Johnson Space Center. The next generation hatchway is outfitted with sensors that allow approaching spacecraft to steer and dock themselves autonomously. This installation is important for missions that NASA wants to execute on the ISS going forward, as well as for the Gateway and Artemis lunar exploration program and future missions to the Moon and Mars. Boeing’s commercial crew partnership with NASA will restore launches of American astronauts from American soil on American rockets.

ECONOMIC ALLIANCE IN MOTION Introducing Economic Alliance’s New Vice President of Economic Development
Regina Lindsey is the Vice President of Economic Development for the Economic Alliance Houston Port Region. Prior to her role at the Economic Alliance, Lindsey served as director of community economic development for the Hobby Area District. In that capacity she established the economic development program for the District, focusing on business retention and expansion as well as manufacturing and logistics attraction. As chief executive officer and president of the Greater Beaumont Chamber of Commerce in Beaumont, Texas, she led the organization’s economic development efforts, which had a heavy focus on the petrochemical industry. Lindsey was the chief development officer and vice president of economic development for the Greenspoint District in Houston, Texas. Lindsey joined the District in 2009 in the joint role of manager of Greens Bayou projects for the District and executive director of the Greens Bayou Corridor Coalition (GBCC), a 501(c)(3) organization supported by the District. In 2012, she relinquished her staff position with GBCC to head the District’s newly created Economic Development Department. Lindsey led the Greenspoint District’s economic development strategic planning process and managed the execution of that plan, which included business attraction efforts focused on energy, logistics and technology. She also worked to attract foreign direct investment to Greenspoint and led Greenspoint’s public policy efforts. In 2010, Lindsey earned the designation of Certified Economic Developer from the International Economic Development Council (IEDC). She currently serves on the organization’s board of directors and served as Chair of its Public Policy Advisory Committee. Active in economic development efforts across the region, Lindsey works closely with the Governor’s Office of Economic Development and Greater Houston Partnership’s economic development team to attract business to the region. Previously, Lindsey served as executive director for the Silsbee Economic Development Corporation, with responsibility for developing relationships and marketing strategies to attract business to the area. In addition, she was Silsbee’s mayor from 2003 to 2005. Before her roles in Silsbee, she was the executive director of the Southeast Texas Arts Council in Beaumont, TX. Meet Ethan Smith, our new Data Entry Intern. Ethan is a Senior at Deer Park High School South Campus and is a Dual Credit student at San Jacinto College, in pursuit of a degree in Computer Science. Ethan plays the violin and cello in the high school orchestra. Ethan hopes to attend the University of Texas in Austin after graduating high school to finish his Bachelor’s Degree. He hopes to acquire an internship with the FBI for cyber security. He hopes to achieve his PhD in Computer Science and potentially a degree in Cyber Security. He will be assisting Marisela Ramirez, Events & Membership Coordinator, edit and maintain the Economic Alliance’s database this school year.

ECONOMIC ALLIANCE IN MOTION Chad Burke recieved 2019 Most Admired CEO Award
The Houston Business Journal named 59 leaders around the Houston area as 2019 Most Admired CEOs. In selecting our honorees, a panel of judges looked for characteristics such as contribution to company success, civic involvement, career achievement and more. The judges selected 42 for-profit leaders and 17 nonprofit leaders for this year’s award. Chad Burke, President/CEO, recieved one of the awards. Economic Alliance Welcomes Egyptian Delegation
The Economic Alliance in cooperation with the USTDA and Houston Bi-Lateral Chamber welcomed the Egypt Ports Development delegation in July at the San Jacinto Maritime Center. The delegation is interested in visiting with companies involved in port logistics, construction and maintenance of petroleum terminals and midstream infrastructure (tank, farms, pipelines) and training and safety considerations. Although you may not be able to directly participate in overseas projects your knowledge of practices, procedures and supply chain will prove invaluable in assisting them as they seek best practices here in the US to employ within the chemical and refining industry in Egypt. Egypt is anticipating up to $8 Billion in ports investment and a number of key refineries over the next several years.

Patti actively recruits and includes industry Ambassadors in her events to provide meaningful and real life stories to create line of sight with her audiences. Her experience as an educator provides her with both the knowledge and expertise to present the information in an effective and interesting manner to students, teachers and parents. She is now reaching approximately 12,000 people a year via 70 events with our career message.
