THE REMODELLING OF SCHOOLS The education sector has evolved dramatically in recent years, most significantly in the leadership and financial management of schools. The introduction of the bursar role has completely re-engineered the businesses of schools. The results for educational establishments are excellent – with leadership teams made up of business and financial experts as well as educational experts, they are more focused, more vibrant and more effective than ever.

THE ROLE OF THE BURSAR AT SECONDARY LEVEL IS CEMENTED AND STRONG Secondary schools have largely moved to a business model of management. The possibility of executive leadership by business managers with no teaching experience is an increasingly popular idea, supported by industry associations who have been particularly vocal about the need for leaders whose explicit skills are in business and company management. Bursars at secondary level are in place, here to stay, and the people to influence when it comes to purchasing spend!

After four successful years for Education Executive in the education sector, much has changed.

THEN… On 15 January 2003, a National Agreement was signed between the secretary of state for education, and the employers and schools workforce unions. The agreement was designed to help teachers to focus on their teaching by freeing them from tasks that can be done by other appropriately trained staff. At this time the bursarial role was little known but evolving within state educational establishments, specifically at secondary level education.

NOW… More than two thirds of secondary schools and one third of primary schools use a dedicated bursar or business manager for financial management. There are 147,000 full time support staff in maintained schools, up from 75,000 in 1997 – that's almost double! More than 95 per cent of secondary schools have a distinct business management structure in their schools, overseen by someone in a dedicated financial management role.

TOMORROW… The NCSL initiative, and the continuing agenda of workforce reform, means that school management at primary level is changing. A PwC report, commissioned by the government in 2007, found that 61 per cent of primary heads would like to delegate more financial and business management tasks. Headteachers, particularly in the primary sector, are reporting that their role has grown significantly, with increasing organisational complexity. * Independent Study into School Leadership, 2007, Price Waterhouse Coopers

THE PRIMARY SECTOR IS IN A HUGE STATE OF FLUX WITH BUSINESS MANAGEMENT HIGH ON THE AGENDA The primary sector has been slightly slower to follow with dedicated business managers, but it is certainly not ignoring the need for a business approach to school management. More than one third of primary schools have a dedicated bursar or SBM. In schools where this isn't the case, headteachers run the finance management on a daily basis. Add to that the fact that nearly 60 per cent of primary headteachers say that implementing new ideas, initiatives and strategies takes up most of their time; and it's clear that business management is big on the agenda.

Although the demographics vary at primary and secondary level, one thing remains constant: purchasing decision makers are those in the financial and business management role within schools. Whether that be a bursar, school business manager or headteacher at primary level – the purchasing buck stops with them. And there's more buck to go around today than ever before. For example: Funding per pupil has seen a real term increase of 40 per cent per pupil between 1998 and 2006 ICT in schools has seen more than 580 per cent increase in funding between 1999 and 2005!

IN SUMMARY So, the education sector is changing again, and as schools get more control and more freedom to make their decisions, as well as the curriculum changing and putting more pressure on budgets, the needs of the primary and secondary sectors are becoming more acute and more specific.

The role of business managers in primary schools is under the spotlight, with government-backed plans to develop this part of the primary school workforce and the availability of more funding than ever before.

W

e know that there is already a large pool of expertise and many examples of good practice in primary schools across the UK. There are already many bursars in the larger primaries, and a number of smaller primaries are sharing a bursar. However, if there is no bursar then the

headteacher will take a lot of the responsibility for financial and business management. So, the individuals in the financial management role at primary level currenty are a mix of bursars, financial managers and headteachers.

SO WHAT'S THE ANSWER? The NCSL has been given the go ahead from the government to begin some sustained work on primary school leadership, including developing further the role of highly skilled school business managers which is expected to save up to a third of headteachers' time. Two new roles – with the associated training plans – Advanced School Business Managers (ASBM) and School Business Directors (SBD) are to be introduced. Building on existing

successful school business management models, it is believed that ASBMs and SBDs could bring significant benefits by creating extra leadership capacity and reducing headteachers' workload so they can focus more on the key priorities.

IN SUMMARY The bursarial role is set to grow rapidly in the primary sector, further building on the existing base of excellent specialists in this field. In the mean time, a mix of headteachers and school business managers will continue to take overall responsibility for the business management. So, a magazine designed to help with business management per se in primary education, whether that be to headteachers or specially trained individuals, will really add value. It isn't so much WHO we write for, but WHAT we are doing to help them in their role – if we keep our focus there, they'll keep reading!

Independent Study into School Leadership: SUMMARY ■ HR and premises management is often the domain of heads in a school with no bursar. ■ Over a third of primary schools use a bursar for financial management. ■ Finance takes up 31 per cent of a primary head's time. ■ SEN is a big issue at primary level: 26 per cent of heads say it takes up most of their time as opposed to five per cent in secondaries. ■ Currently, primary schools have smaller senior leadership teams, nearly one in five primaries have just two members of staff on the senior leadership team. ■ If there is no bursar then the head teacher will take a lot of the responsibility for financial and business management.

ursars and business managers are well established in secondary schools. More than 95 per cent of secondary schools have a distinct business management structure in their schools, overseen by someone in a dedicated financial management role. In over two-thirds of schools this financial role is carried out by a bursar or business manager who will often also have a strategic role on the school's senior leadership team. In their capacity as business leaders, they have an increasingly strategic role in everything from HR to premises, and are the key decision makers for both large investments like furniture and ICT, and the ongoing purchase of necessary resources for all areas of the school.

WHERE NEXT FOR SECONDARY BURSARS? The role of bursars and business managers is set to become even more important over the next few years; with huge ongoing capital building programme, BSF. This means big budget projects for schools and the introduction of three-year

funding settlements, not forgetting the 14–19 Diplomas which will represent a huge organisational challenge; strategic skills will be needed now more than ever!

IN SUMMARY Financial management in secondary schools is carried out almost exclusively by bursars, business managers or finance managers and, as the remodelling agenda continues, bursars take on an ever greater management role – overseeing teams of support staff and managing increasingly complex budgets. The need for support in dealing with increasingly strategic leadership roles, as well as retaining the foundation of good business sense and financial advice, is essential. BANNER ADVERTS Horizontal or vertical, double or single page, running across the bottom or along the outside edge of the page. Banners can run in multiples of 3, 5, 8 or just on their own, on consecutive pages or scattered throughout the magazine – a great alternative to standard page advertising for increased brand recognition.
