Hawaii Dispensaries Due Date July 15 (But Store Openings Might Be Delayed)

Hawaii legalized medical marijuana in 2000, but for 16 years and two weeks did not provide a way for patients to obtain the drug. Act 241, adopted last year, authorizes the Hawaii Department of Health to issue eight licenses to sell medical cannabis three on Oahu, two each on Hawaii island and Maui, and one on Kauai. Each licensee will be allowed to operate up to two production centers and two retail centers for a total of 16 dispensaries statewide starting as soon as July 15. However the Department of Health, delayed until April 29, choosing winners of Hawaii’s first medical cannabis dispensary license two weeks later than planned. That left a two-and-a-half month window for those selected to get businesses up and running by mid-July. Industry proponents say the growth process would be too rushed making marketing difficult in that short of a time frame. Most hope for late August, some say the end of the year before the dispensaries start to open. Many high-profile applicants did not win, including actor Woody Harrelson and video game entrepreneur Henk Rogers. The eight chosen companies out of 59 applications that received licenses which cost $75,000 per year are: 8

For the first time since medical marijuana was legalized in Hawaii in 2000, dispensaries will, once opened, give patients a way to legally buy medicine. Historically, patients have had to grow it themselves or get it from a caregiver. The Medical Cannabis Coalition of Hawaii says, "We know that all of these groups have worked hard to put the applications together and now are working as quickly as possible to put together the grow sites, the manufacturing sites and the dispensary sites. We are hopeful that the first dispensaries will be open by the end of the August.” We shall see!




2017 CANADA MAY BECOME THE FIRST LEGALIZED RECREATIONAL POT NORTH AMERICAN COUNTRY In the spring of 2017, Canada’s Liberal government will introduce legislation to decriminalize and regulate recreational marijuana according to health minister, Jane Philpott. Speaking at an April special session of the UN general assembly in New York on drug policies around the world, Philpott said the Canadian law will ensure marijuana is kept away from children and will keep criminals from profiting from its sale. “We will work with law enforcement partners to encourage appropriate and proportionate criminal justice measures,” she said. “We know it is impossible to arrest our way out of this problem.“ Legalizing marijuana was a major campaign plank for Justin Trudeau, who became prime minister after his Liberal Party won last fall's election.

However, storefront dispensaries are banned in Canada, and police recently raided 43 unlicensed operations in Toronto, seizing 595 pounds of pot. Criminal charges were filed against 90 dispensary owners and employees. At present, only licensed producers are allowed to distribute medical marijuana by mail to doctor approved patients, however that may change by August after a Federal Court ruling this year ordering Health Canada to allow patients to grow their own therapeutic pot. Trudeau and Blair support the interest Canadian pharmacies have expressed in selling medical cannabis, and province-run liquor stores requesting the ability to distribute recreational marijuana.

Under the new legislation, Canadian marijuana growers and distributors would not face the same problems and risks that make marijuana business in the U.S. worrisome - like being barred from opening bank accounts or doing business with big-money investors. Although a state may legalize marijuana use, the federal government lists it along with LSD and heroin as an illegal Schedule 1 drug. Canada has fewer than 30 government-licensed companies legally selling medical marijuana, making it far less that the billion dollar industry in the United States. Though hemp has been used in cosmetics for ages, more and more companies are integrating THC (delta9-tetrahydrocannabinol) into their skincare lines. The Federation of American Societies of Experimental Biology found that cannabinoids are responsible for lipid production and, therefore, for regulating conditions such as dry skin or acne. "Our preclinical data encourage one to explore whether endocannabinoid systemacting agents can be exploited in the management of common skin disorders," said Tamás Biró, a scientist on the team. In addition to being an anti-inflammatory, cannabis has been more recently noted as an antioxidant. Some studies have shown that THC itself possesses more anti-aging qualities than cannabidiol. The antioxidants assist in neutralizing the damaging effects of free radical oxygen particles. The balance between detrimental and defensive biological processes, such as oxidative stress and anti-oxidation, determines the ageing process. There is a growing body of evidence to suggest that the endocannabinoid system (ECS) has a fundamental role to play in various aspects of the aging process, both mental and somatic. On a cellular level, the ECS regulates expression of the important neurotransmitter, brain-derived neurotropic factor, an important protein responsible for the development and maintenance of healthy neurons, which underlies its ability to assist in neurogenesis (growth of new neurons). It is now known that the endocannabinoid system is involved in the maintenance of healthy skin in various ways. Cannabis topicals may also be used to treat inflammatory skin diseases. Dermatologists note that smoking cannabis is not the healthiest form of consumption for your skin. If you are a cannabis user, oral consumption is the best method for protecting your skin. Smoking cannabis has the same effects on skin as smoking cigarettes would. Doctors urge that if you insist in smoking you have a heavy-duty moisturizer on, but if you insist on smoking, use a vaporizer. 19

MASSACHUSETTS COURT TO HEAR CASE AGAINST CANNABIS BALLOT INITIATIVE

A measure submitted by the Campaign to the Regulate Marijuana Like Alcohol is being challenged in court by opponents in Massachusetts. The lawsuit was filed on the basis that the measure is flawed and should not be allowed on November ballots. Massachusetts is one of 6 states, including California and Maine, where voters may have a chance to legalize adult recreational use of cannabis. A group of 59 state residents are behind the lawsuit, contending that a summary of the petition produced by the office of State Attorney General Maura Healy and used to gather supporters’ signatures was insufficiently specific for a variety of reasons. They say it does not specifically use the word “food” to make clear that the measure would allow the sale of edible products such as candy that contain THC. “Edible products with THC are dangerous for adults and children (who mistakenly ingest innocent-looking, but THC-infused, candy, cookies and sodas),” the opponents of the measure argued in a court filing ahead of the hearing. Opponents also argued that the verbiage in the measure fails to mention the word “hashish,” to which Healey’s office rejected the claim, stating, “the term “hashish” does not have a single commonly accepted meaning that voters would necessarily understand.” Supporters gathered 64,000 voter signatures verified by the attorney general’s office. The state legislature had a chance in May to enact it without waiting for a vote. Lawmakers declined to do so. Proponents now need to gather another 10,000 signatures to secure the initiative a place on the November ballot. While Massachusetts already allows medicinal cannabis use, some of the state’s top officials, including Republican Governor Charlie Baker and Democratic Boston Mayor Martin Walsh, have spoken out against the idea of legalizing recreational marijuana use in the state. Polls conducted in the state have found that voters narrowly support recreational use of cannabis, with 49% for it and 42% against it, according to WBUR/MassInc Poll. ALLOWS EDIBLE SALES Hordes of recreational users flooded Oregon dispensaries June 2nd, the first day of legalized edible sales to customers that do not possess a medical marijuana card. This is an exciting time as it was the first time edibles were sold since recreational marijuana sales became legal in Oregon last fall. Now, medical marijuana dispensaries participating in the early sales program may add edibles and extracts to the products they can legally sell to recreational users. Anyone 21 and older may walk into a medical marijuana dispensary and buy marijuana-infused edibles, extracts and topical products, like balms and lotions. Under the current early sales program, one dose of cannabis-infused edible can have no more than 15 milligrams of THC; consumers can buy up to 1 gram of oil, or cannabis extract, with no more than 1,000 milligrams of THC per cartridge. Customers are limited to one purchase per day. Dispensaries participating in the early recreational sales program can do so until Dec. 31, by which point Oregon authorities hope to have a licensing program in place for stand-alone recreational marijuana stores. The expanded sales are part of the state's slow rollout of its recreational marijuana program, which is not set to officially launch until later this year. Lawmakers last year gave dispensaries the go-ahead to start recreational sales early by selling a limited amount of cannabis flowers, plants and seeds to anyone 21 and older. This year, lawmakers added pot-infused edibles, extracts and topical products. The "Try 5" campaign launched by the Oregon Responsible Edibles Council (OREC) headed by Dave McNicoll, as in try 5 milligrams of THC encourages first time consumers to start with a low dose for marijuanainfused snacks and treats. McNicoll's advice for novices is “Take a bite, not too much, and wait.” June 2, opening day was a huge sell out for Chalice Farms, every employee was recruited to wrap and box up hundreds of pot-infused goodies before their four Portland-area stores opened their doors at 9 a.m. The kitchen at the company's headquarters can produce 500 packages of candies a day. Customers poured into the company's retail location in Tigard, southwest of Portland as soon as the doors opened. By the end of the day the lime-flavored, cannabis-infused gummies and most of the inventory was sold out. The farm's edibles included colored boxes of truffles in salted caramel, coconut, lemon meringue and peanut butter flavors. Other offerings include gummies in a variety of fruit flavors and chocolate toffees, white chocolate chai squares and milk chocolate infused with hazelnut, the items were selling for $12 to $16 per package. Chalice Farms president William Simpson commented, "This is a huge day for Oregon," and that it was. We can’t wait to see what the recreational market will look like in Oregon once it is fully implemented. 20

TRIKOM TREATS

Trikom Treats has done it again! They have tweaked their recipes ever so slightly to create more potent and still great tasting edibles! As instructed by the packaging, I kept all products frozen. First, I decided to try the 150mg Chocolate Candy Brownie. It is a brownie with M&Ms mixed into it and on top. Keeping it frozen really made the M&Ms overpower the marijuana flavor. I took a quarter of the brownie (approximately 37.5mg) and it took roughly 45 minutes to kick in. I ultimately ended up with cotton mouth, so I advise to have some water on hand. It was a small price to pay for such a great high. It was a very "grateful' high, as in I felt just grateful for everything that I had, but also took notice and inspiration from those around me not as fortunate. I also really enjoyed the 225mg Cookies ‘N Cream Fudge as well as the 150mg S’mores Brownie. They also offer a 300mg chocolate chip cookie cut in half, the Caramel Cannabar (225mg) and the Loaded Lemon Bar weighing in at 300mg. Surprisingly enough the cannabis flavor is detectable, but not offensively overpowering even in the 300mg items. The onset is swift and lengthy, but not uncomfortably so. Trikom Treats has been doing a fantastic job and has just proven that they are only getting better at what they do. We truly can’t wait to see what comes next from this awesome company!

XZIBIT STAKES HIS CLAIM IN CANNABIS

Born Alvin Nathaniel Joiner, Xzibit is an American musician, rapper, actor and now cannabis mogul. Originally from Detroit, Michigan, he began rapping at 14 because his parents did not approve of rap and would not even let him listen to it, so he decided the next best thing was to write his own. It took coming to California, being consistent and meeting the right people that made him take it seriously. He’s made his mark in the entertainment industry, about to release his 8th studio album, and now he’s making his mark in the cannabis industry with a full line of products available in California. How did you get into the cannabis industry? “Coming from the music world, it was a natural progression (because we were doing it before it was legal). It was good for me to put my footprint there, for what I believe are great cannabis products. We found some great partners. Everyone seeks out the good, and the best for your buck and that’s what we do. Music and cannabis go hand in hand, it's part of the creative process. Writing music or going to a concert. It’s relaxing and really relieves stress.” Why come out publicly now? “I was doing it before it was legal, smoked publicly. Smoking is not a big deal to me, what may be a big deal to a lot of others; I see it as helping a lot of people. Whether it stays medical or goes recreational here, it’s here to stay.” How did LOL Taffy get started? “A friend of mine came up with the idea of making an edible. We first started with a bar, then we got some feedback from the people that had it and then it was like, okay we have to make some adjustments. Yep.” Tell us about your transition from music to acting. “I did a TV show. From the TV show it was a matter of time. I was in a couple films. It’s been great. The acting is something I definitely had to work at. It’s different than the music. But it’s fun. It’s something that I really enjoy doing. It was an easy transition for me because I was used to being in the moment and being in front of crowds. Napalm OG Review This Indica dominant hybrid is a heavy hitting OG strain with super dense buds and that very earthy OG smell. The high is very mellow, not

Brass Knuckles Review I have to confess that I am not the biggest fan of vape pens, I happen to consider myself pretty old-school. I prefer to examine the flower and inhale the aroma as a part of the process. With that being said, vapes do have their place in the industry. I often keep one handy when I'm out and about because of their discretion, I can usually medicate undetected. Some of the drawbacks for me are the taste, and being paranoid about my lungs. Vape oils just do not taste natural to me and I have compromised lungs, so using too much starts to irritate me. Brass Knuckles Vape Cartridges are among the best I have ever tried. There is absolutely no hint of a solvent and there are no mystery flavors to try to interpret. These cartridges taste just like the strain they represent. Before I get into my review, I have to mention that the pen itself is a work of art. The pen is a gold autodraw this is just downright gorgeous.

LOL Taffy Review In this review we will take a close look at LOL Taffy. I was given the two most popular flavors to try, Grape Berry and Tropical Punch, their two best selling flavors, and we know why! There are only a few different taffies on the market, but I will do my best to give you an idea of what this product is like so that there are no surprises. Nearly all of the taffy I've tried in the past has been on the light side when it comes to potency. This is the primary thing that differentiates LOL Taffies from all others. Their taffies come in two different potencies 40mg and the double dose 80mg. I tested out the double dose and with that said, please proceed with caution. My first impression of the grape flavor was that of nostalgia. I had an immediate flashback of riding my bicycle to the local store for a six pack of Now and Laters. LOL’s grape taffies are not

quite the couch-lock effect, but mildly soothing yet still functional. These buds are obviously grown by a very good grower. We very much enjoyed smoking this kind strain of cannabis, produced by Xzibit. The first flavor of vape I tried was Skywalker. I was pleasantly surprised by the flavor. This oil is the closest to the actual flower I have ever tasted and offers a full gram of CO2 oil. I could not detect any solvents whatsoever. Using that beautiful pen also added to the experience. Banana OG was the next flavor I tried. This one tasted a little lighter than Skywalker; however, it was still very effective. It felt very clean and high-quality just like the first one. I found it hard to gauge which one may be stronger. Last but not least was the Gorilla Glue OG. This one to me was pretty mild in taste, but that did not reflect in its efficacy. After inhaling only a couple of times brought rapid relief. All in all, I am very glad I was given the opportunity to review this product. It really has helped to improve my opinion on using a vape. These really do not taste like you are inhaling chemicals, and most importantly to me, they are free of artificial flavors. I would have to say that my favorite of the three was Skywalker. too sweet and have a little bit of tartness. If you are sensitive to the taste of medicine you may be able to detect some, but it is not at all overpowering or unpleasant. The Tropical Punch was the other flavor I tried. The flavor was exactly as I would expect tropical punch to taste like. Both flavors have a complexity to their tastes. For instance, the tropical punch initially taste exactly how you would imagine, but then you are a hit with the second profile that's more like a sweetand-sour candy. That complexity provides an excellent experience for someone who likes complex flavor. Both flavors were delicious, and the candy as a medicine is extremely potent. VS. There is no doubt that growing marijuana is artistry that should be appreciated for its beauty and power. Art, by definition is the expression or application of human creative skill and imagination, typically in a visual form. Artists produce works to be appreciated primarily for their aesthetics or emotional influence. Cannabis cultivators can therefore definitely be considered artists, as they use a vast array of varying techniques to produce awe-inspiring plants to be appreciated for their visual appeal. I personally use all natural, organic growing methods to allow the plant to express itself in its truest form. I take this duty very seriously and consider it an art. Cannabis cultivation is very similar to winemaking, which has been praised as a sophisticated form of art. Both grape and cannabis growers nurture their crops from the ground up, and true growers treat their plants like babies and have intimate relationships with them. Just like wine makers grow different kinds of white and red grapes to produce Sauvignon Blanc, Pinot Noir, and other types of wine, ganja growers also choose between different seeds to grow specific strains. Likewise, wine grapes and cannabis are both difficult to grow correctly and require constant nurturing from the

seed or clone. Wine producers and ganja growers must also work to foresee potential issues, pick the right time to harvest, and try to achieve the highest possible quality of plant. Once the crops have been cut down in both industries, there are detailed processes which take place to polish the final product and create the end result. Wine and pot enthusiasts then take time to analyze and appreciate the color, taste, smell, and essence of the final product. Iron Labs: Everything You Need Iron Labs is located in both Oregon and Michigan. For everyone out there looking to gain some insight on cannabis lab testing, this Q & A should bring to light some helpful information. Q. Tell us how you first got involved with cannabis lab testing and the history of Iron Laboratories. A. I was looking for opportunity to enter the burgeoning medical cannabis industry in 2010. I noticed at that time there were not for the most part any quality assurance or safety standards. In fact, there were not even any regulations in place for the safety of medical cannabis patients. As an industry, if we wanted to call this powerful plant a medicine, then it should be treated as a medicine. As I told anyone that would listen back then “would you ever take a medicine without knowing what you were putting in your body?” In March of 2011 we launched IRON Laboratories in Walled Lake, MI, becoming one of the first cannabis testing labs in Michigan. We wanted to create the framework for self-regulation in the medical cannabis industry!

Q. What kind of testing do you use? (liquid or gas chromatography?) A. For our potency testing, we employ both liquid and gas chromatography, but we also often employ mass spectrometry when quantifying small residue or volatile compounds. Q. Please explain what liquid and gas chromatography are and what the difference is. A. Chromatography is the scientific method of separating the various components of a mixture into its individual parts. Liquid chromatography shows the composition of a sample as it exists in the raw sample (e.g. a flower before it is smoked or an edible after it has after it has been produced), and gas chromatography shows a simulation of the composition of a sample as it exists in a heated, vaporized (e.g. smoked) form.

Q. Who is the main scientist? And what was his/her background?

Q. What kind of testing do you do for edibles?

A. All of the scientists at IRON Laboratories hold degrees in chemistry, bio-chemistry or a field of biology. Between our Michigan lab and our Eugene, OR lab we have Seven scientists. Joe Rutkowski, Mac Hyman, Jon Markey, Kadar Gelinas, Brett Israels, Claire Moore, and Brent Leighton. Each scientist is critical in the development of standards that are used at IRON Laboratories.

A. Tetrahydrocannabinolic Acid (THCA) is found in abundance in growing and harvested cannabis and is a biosynthetic precursor of Tetrahydrocannabinol (THC). THCA is considered to be non-psychoactive, while THC is psychoactive. This isn’t a problem when smoking or vaping medicine, because hot temperatures will naturally decarboxylate THCA into THC. However, this is not the case with edible medicine. Edible medicine should be decarboxylated, or “activated,” before ingesting for maximum potency. THC activation is a mathematical calculation to determine what percentage of the combined THCA & THC molecules is in the activated THC form. Only liquid chromatography can measure the un-activated THCA, and thus is employed for all edible samples. We can also test edibles for many biological and chemical contaminants

Q. What sets your lab apart from the competitors? A. Iron Labs has accumulated a massive amount of collective experience, from the 70,000 samples we’ve analyzed in the five years we’ve been open, to the intimate knowledge of cannabis held by our staff from years of working with the plant. In addition to this, Iron Labs has been an ISO accredited lab 54

since June 2015. The accreditation of our lab brings a new level of accountability and transparency to the testing community, which we are proud to support.

such as E. coli, Salmonella, molds, and solvents. Q. What is most challenging about testing flower? A. Cannabis flowers are fairly non-homogenous, so sampling consistency is a challenging issue, especially since our customers are providing a small sample from their harvest. We therefore have to properly sub-sample from a given sample. For these reasons, Iron Laboratories has conducted in-house research into sampling methods that provide the smallest margin of error, and we’ve developed our SOPs on the basis of these data. Q. What is most challenging about testing edibles? A. Many labs struggle with aspects of testing edibles such as incomplete analyte recoveries or inadequate homogenization of the sample. Iron Labs has employed specialized, ISO validated SOP’s for dealing with these difficult problems, allowing us to overcome such struggles. Q. What is most challenging about testing concentrates? A. Concentrates contain many contaminants that can be dangerous even at very low levels (ppm or ppb). Finding some of these compounds can be tricky if labs have not optimized their methods to fully recover these dangerous compounds. Q. If we can’t test for less than 200 parts per billion, and we know that less than 200 parts per billion butane particles is carcinogenic - how do we know what we are consuming is safe? A. We are not doctors and are in no way saying something is healthy for you or not healthy for you. As experts at analyzing cannabis, we can only measure the amounts of compounds in a product and report our findings as accurately as possible. When reporting residual solvents in a cannabis product we utilize an expanded United States Pharmacopoeia (USP) standard method and report the amounts


To Know About Lab Testing of harmful solvents remaining in the product. If a cannabis product contains more than a certain amount, the sample is considered to contain too much residual solvent and it would not pass our test according to USP <467>. In this method the acceptable levels for these solvents were established by evaluating toxicological information for many laboratory and commercial solvents. In method USP <467> Class 1 solvents are solvents which are considered highly carcinogenic and this includes Benzene, Carbon tetrachloride, Dichloroethane, and Dichloroethene. The method goes on to further classify some 60 solvents which may be harmful if consumed, however these Class 2 and Class 3 compounds are classified by their decreasing order of toxicity to humans. Butane while not listed in the original USP <467>, a standard method for measuring residual solvents in the Food and Drug industry, is quantitated and reported in the Iron Laboratories’ expanded USP <467> method. Butane however, by its chemical classification would fall into the Class 3, less toxic Compounds for which the acceptable limit of residual solvent in a product would be 5000 ppm (parts per million) or 0.5%. Even the acceptable levels of Class 1 solvents are well above the parts per billion level at 2 ppm or greater. In fact, under this method toxic levels are determined with the assumption you are consuming 10 grams of this substance a day! While most people I know would have a hard time eating one gram, we think it’s better to err on the side of caution. Pass or fail, we report the amount we find, so patients and caregivers can make educated decisions about which medicines they use. Q. What are the differences between Co2 and BHO testing? A. Being different solvents with different properties, CO2 and butane extract cannabinoids, as well as other plant compounds, at differing levels of efficiency. This means that each extraction process would produce a different profile of cannabinoids,

terpenes, fats, or other plant components. In addition to this, the CO2 and butane solvents themselves contain different impurities which may be retained as residual solvents in the final product. Q. How do you ensure a solid baseline for consistent testing that eliminates any variables? A. All of the samples tested by Iron Labs are prepared for testing under regulated and controlled conditions, which are rigorously documented in accordance with our ISO accreditation. Q. What is your margin of accuracy and how is that determined? A. We have a 5% relative uncertainty associated with every sample, meaning we have a 95% margin of accuracy. We have confirmed this through various proficiency tests that compare blind tests between numerous laboratories. Q. Explain to our readers why you may get varying test results from different laboratories when sending out the same sample for blind testing. A. Even when sample variance is accounted for, some labs may produce different numbers than other labs. This may be attributed to the different instruments used to analyze the sample, the different certified reference materials (standards) used to calibrate with, or any errors produced by the technician during the analysis. Iron Labs avoids these problems by using multiple machines to cross reference results, by comparing standards from multiple suppliers to confirm the quality assurance of the batch, and by regulating and controlling the environment where all standards and samples are prepared to reduce technician error. Q. How do you think cannabis testing will change over the next decade? A. That’s a tricky question. I believe

the white elephant in the room is the rescheduling of cannabis. As most of your readers know, the federal government currently lists cannabis as a schedule 1 drug. In their eyes, it’s every bit as dangerous as heroin! In addition to that, the government believes that cannabis has zero medicinal value. As a consequence, there is limited medical research on cannabis in the U.S. Then there are the new states that are coming on board with medical programs such as New York and Illinois that have overly burdensome regulations on the type of patients that qualify for their medical programs and the strict regulations on the testing of cannabis. Other states like Oregon have a sensible approach to testing that for the most part are fiscally within the reach of most producers. Ultimately, as the feds relax cannabis laws, you can bet that the FDA will get involved. This will be the big game changer! Q. What are the price of your tests? A.
