Stock market traders invest funds into a company, with the anticipation of receiving monetary returns from dividends as well as selling shares. Successful companies pay out dividends over long periods of time. There are several ways an investor can invest their monetary resources with the intent to build a future of financial stability. When investing in the stock market, it is best to create a diverse financial portfolio that consists of asset classes such as stocks, bonds, short-term, as well as long term blue chip investments international investments. Investing in stock allows an investor to become a shareholder by purchasing shares from a corporation, which creates a regulated small percentage of ownership with specific rights from the invested company with the intent to receive cash flows from dividends. Becoming a shareholder in a company presents some advantages and disadvantages to becoming a shareholder in a company. A stockholder in a company has voting rights to elect the board of directors and then company’s board of directors decides the scheduling payment of dividends to the shareholders. In theory, it is assumed that when a company is generating substantial profits, the stockholder will receive dividend payments. Stockholders should be aware that this is not always the case however, since a company that is generating high profits may be reinvesting the profits in order to make the company grow. If that is the case the company’s board of directors can choose not pay shareholders. The stockholders in the company have no legal recourse if dividends are not received from the company (other than selling their stock). Corporate stocks have been created and utilized for company financing. The new trend in investing has been coined the “Green Rush,” referring to cannabis related companies going public and the surging cannabis cash-cow market. The Marijuana market is growing financially due to hydroponic companies, distributors and vaporizer manufacturers generating increased revenue due to increased sales. A CNBC report stated that a Denver hydroponics wholesaler said his sales grew “tenfold in the last year.” “There’s definitely a bubble,” he says, estimating that 90 percent of the growth is due to medical marijuana. The Marijuana business is reported to be booming. The Medical Marijuana Business Daily has estimated project sales within the Marijuana market to increase from $3 billion in 2014 to $6 billion in 2016. The use of marijuana has created an opportunity to boost cannabis related company sales. MSN Money reports that there are a few cannabis companies stocks to watch for 2014. Some profitable related marijuana companies range from vending machine companies, equipment suppliers, and marijuana consulting companies as well a marijuana research companies. Many of these small marijuana related companies are offering stock trade from Pink Sheets or Penny Stocks OTC, (overthe-counter market). When it comes to stock trading with OTC markets, some markets are considered non-formal exchange markets. Pink Sheets and Penny stock trading are not allowed on the main stream trading exchange market due to company size or inability to file correct documentation with the SEC (Securities Exchange Commission). Pink Sheet
trading is considered as a non-mainstream means of trading (they don’t need to meet minimum requirements to file with the SEC) and Penny stocks are traded stocks for less than $5 per share and include increased risk to investors. Business Week also mentions that Pink Sheet OTC markets, merit some caution, due to their home of investment scams and stock in companies that are bankrupted. Marijuana related companies with significant growth have thinly-traded shares and exchange on Penny Stock and Pink Sheet OTC exchange market. In recent news, there has been an investor warning alert for investors about Marijuana Stock Scams. Fraudulent marijuana related companies have been targeting investors about trading activities with the company. The Financial Industry Regulatory Authority, states the scams works by an investor investing in shares of stock and when the share prices and volumes reaches a certain peak, the dealer behind the scam sells off their share for a profit, resulting in investors having worthless stock. Forbes highlighted a pot stock from a well-known marijuana based company CannaVest, which is the world’s leading hemp-based investing company that is valued at $1.8 billion, how it has thinly-traded shares trading on Pink Sheet exchange market. In addition Forbes has highlighted that the SEC plans continue the temporarily halted on trading of a pot stock for Denver-based FusionPharm, and GrowLife Advanced (PHOT) because the company’s shares because of “potentially manipulative transactions in PHOT’s common stock.” On the SEC website they listed other marijuana-related companies Irvine, Calif.-based Cannabusiness Group Inc., Woodland Hills, Calif.-based GrowLife Inc., Colorado Springs-based Advanced Cannabis Solutions Inc. that recently had their stock trading suspended until certain reporting requirements are met by these companies. The SEC’s primary goal is to have companies disclose accurate financial information to the public about the company with an attempt to provide a fair and maintained system as well as prevents fraud for investors. When companies enclosed accurate information about their financial well being, it allows investors to make informed decision whether to buy, sell or hold on to the stock. Anyone considering investing should understand the market they are investing in, gather information to perform thorough research on the company’s financial history, as well as give an accurate projection of the company’s future longevity. It is known that stock investing in any market is very volatile and comes with increased risk. When attempting to invest in marijuana related company stock, research and investigate the company get sound information as it relates to the company and its profitable growth. Understand that marijuana stocks are fairly new and have just recently began. Inexperienced investors should be aware of misleading and false “come-ups” suited for the naive investor, who is trying to strike it rich quick. A true investor understands that with any market an investor has to willing to take the risk and be willing to accept the lost. Extensive investigative research of about the company of interest should be considered. When investing in a company, consider researching the company’s background, financial history, and current financial transparency as well as what is the company’s longevity and opportunity for continual growth. It’s important to note that currently on the stock market, there are only hemp-based companies or ancillary related companies being traded. As marijuana is still a Federal Schedule 1 Drug, any company directly related to the sale of marijuana or a THC infused company cannot go public at this moment in time.

Fast & Easy Canna Butter Every issue we give you another way to make your own cannabis infusion, along with suggested recipes to use the infusion in. Last issue we came across a product that helps you make canna-butter in 10 minutes! Ingredients: 3.5 to 5grams of chopped, dried buds, shake or trim. 1 Stick Butter ½ cup water The Mota Pot by Eat Cannibles Directions: Slice the stick of butter into half inch sections and place each square into the bottom compartment of The Mota Pot. Then fill the rest of the bottom chamber with water almost to the top. Put the ground up cannabis into the second metal grate chamber that fits inside the bottom chamber, screw the top compartment back on and place on medium heat on the stove. Wait about ten minutes or until you hear the pot almost whistling with steam and then pull the pot off the heat and pour out into a heat safe bowl. Let solidify, and then poke and drain out the excess water . Use as desired.
canna fudge made easy Ingredients: ½ cup sweeten condensed milk 12 oz unsweetened baking chocolate, chopped 2 Tablespoons Canna Oil (Coconut if you can) You can also add 1 cup of your choice of nuts to the mix; I prefer walnuts.

Ingredients: 1 Tablespoon canna butter (melted) 1 Tablespoon granulated sugar 1 Tablespoon brown sugar (firmly packed) ½ Teaspoon vanilla extract 1/8 Teaspoon salt (Pinch) 1 Egg yolk 3 Tablespoons all-purpose flour 1-2 Tablespoons semi-sweet chocolate chips In your mug mix together all your wet ingredients: Canna butter (melted, but cool) vanilla, egg yolk. Slowly incorporate your sugars, then salt, and finally the flour. Your mixture should look well blended before you fold in your chocolate chips. You will microwave your Canna Cookie Mug on high for 40-50 seconds tops. Even though the cookie may not look like it is fully cooked; rest assured it is and will be absolutely delicious.
Directions: In a saucepan melt down and completely incorporate your chocolate chunks, condensed milk, and canna oil. If you were planning on adding any nuts add half and mix together. The remaining half you will use to top the fudge. Pour your fudge mixture into an 8 x 8 pan that you have previously lined with wax paper for easy removal. Place you fudge in the fridge and allow it to set for at least five hours. *You can always make cupcakes with this same recipe. Just press the crust into your cupcake pan. Do not use cupcake paper. Bake at the same temperature and check after 13-15 minutes. Check center with a tooth pick.
Killer Steak Marinade Ingredients: ½ cup canna olive oil ¼ cup Worcestershire sauce 2 smashed garlic cloves 2 Tablespoons of your choice steak seasonings (I prefer the Jack Daniels brand) 1 Tablespoon red wine vinegar ½ Teaspoon dried basil ½ Teaspoon Italian seasoning 2 pounds of your favorite steak (My favorite is New York Strip YUM) Directions: Completely mix all your ingredients together. Incorporate all your meat, cover and refrigerate overnight. Barbeque as desired. 8

BY PRINCESS JORDEN STAFF EDITOR When people find out I smoke medicinal marijuana, they usually say, “You don’t look like someone who normally smokes pot. For years people always ask me “Why do you smoke pot?” And for years my pat response has always been, “Medical marijuana saves me from a constant life of depression.” Being born from a woman who was diagnosed with manic depression, also known as bi-polar; I refused to admit that I would be predisposed to depression by way of genetics. But as I grew older, I became more aware of my off-again on-again depressive states. Never seeking medical attention for my depressive moods, I would casually roll a joint to become self-medicated, allowing the cannabis to alter my mental state of depression and calm my emotions. I never talked to a doctor about depression until five years ago, when speaking to my physician about my health concerns stemming from work stress and my husband passing away. From that visit the doctor diagnosed me with Clinical Depression. I was surprised I was not given any additional pertinent information about my mental health diagnoses when the doctor prescribed synthetic medications and informed me to take them for a few days until I gradually feel the effects. I candidly mentioned to my physician, that I used marijuana and it helps with my depressive state. She gave me a nonchalant response. I wasn’t happy with the doctor for not giving me a professional synopsis or helpful information about clinical depression or the prescribed medicine, including the potential side effects. 10
For those who are unaware, Clinical depression is the most severe form of depression that is unrelated to loss or other mental conditions. The American Psychiatric Association published the Diagnostic and Statistical Manual of Mental Disorders to help diagnose mental conditions. The symptoms associated with Clinical Depression may include, but are not limited to: a depressed mood, reduced interest for most activities, weight loss, decrease or increase in appetite, lack of sleep or increased desire to sleep and any recurrent thoughts of death or suicide, or a suicide attempt. When I discovered these facts through my own due-diligence, I knew immediately that I had to learn to understand my issues and find a way to manage my depression. First, I had to accept that I was more sensitive and seriously emotional towards life than others. I began to understand that I would have to work at remaining calm and collected by medicating properly. I know mental health is a serious issue and I can reveal that by witnessing it first-hand. I think back to the beginning with my mother, who has had to deal with mental health breakdowns and episodes all through my childhood. You cannot determine a persons emotional state or their state of mental health just by looking at someone. Mental illnesses are not commonly mentioned or discussed so I do recommend if you are experiencing more than one of the symptoms previously listed above that you seek some comfort and take advantage of the opportunity to understand and become better aware of how to have a healthier mental state.
You may wonder, so many medicines are available that help with depression how does one determine the best treatment? My concern is that not all prescribed medications that are prescribed have the same effect on every person. I feel confident that working with a medical professional to see what alternatives or prescription medications will help treat the depressive condition. I read a study online, about how Vanderbilt University researchers have recently been able to show that when marijuana is consumed it allows the brains receptors to release and produce endocannbinoids naturally which allows for regulating anxiety. This backs up what I have been saying for years, that marijuana helps with anxiety, depression, and the focus of attention-span. I would like to personally thank the Vanderbilt University research team Sachin Patel, M.D., Ph.D., Teniel Ramikie, and colleagues for taking the time to study and carefully analyze marijuana for its beneficial purposes of saving lives. Mental illness is a serious ailment, to be addressed, supported, prevented, and discussed as a real issue of concern. With the help of this new research study, more lawmakers will hopefully focus and pay attention on how medical marijuana helps patients who are suffering from a variety of diseases and afflictions. Sometimes there is no immediate cure but there can be preventive measures to end pain save lives. I support medical marijuana use for patients who suffer from mild depression, anxiety, and lack of appetite. Sometimes, there is no cure for it all, only a way to medicate and manage the symptoms.

THE DIFFERENCE BETWEEN BY PRINCESS JORDEN STAFF WRITER Hemp and marijuana are plant species that derive from the cannabis sativa plant; originating from the cannabaceae family. They are similar in that they are plants, and both still face illegalities Federally in the United States. The hemp plant is recognized for its industrial purposes. While hemp plants are derivatives from cannabis it only produces low trace amounts ranging from 0 - .03% of the psychoactive component THC (Tetrahydrocannabinol). Hemp plants produce no psychoactive effects in humans in relation to the marijuana plant. Marijuana is also commonly known as cannabis, pot, weed, grass and medical marijuana. Marijuana has been labeled as a medicinal drug, a recreational drug, and as an illicit drug because it creates a psychoactive reaction due to the Tetrahydrocannabinol (THC). THC contributes to the psychoactive characteristics in humans. A marijuana plant has THC traces up to 5-10% THC, and when marijuana is consumed the THC and cannabinoids stimulate the cerebellum, creating a psychoactive reaction, once ingested or consumed. Hemp and marijuana were initially discovered and documented in history around 2700-2800 BCE in China. Hemp was primarily cultivated for its fibers and seeds which are high in amino acids and
protein. The fiber and seeds can be eaten as well as extracted for seed oil and used for the production of paper and clothing. For centuries the hemp plant has proven itself resourceful, as its fibers have been used to produce rope, twine, cable, yarn, string and linen fabric. China was the first to document the medical benefits of marijuana. Marijuana possessed medicating properties that were utilized for its anesthesia, anti-depressants, antibiotics, and for its analgesic effects. Centuries ago in India’s history, it is suggested that cannabis was seen as a sacred plant and was used for religious or spiritual practices and rituals. A little over 80 years ago, in our own historical backyard, farmers were encouraged and mandated by Virginia’s government to cultivate hemp and at one point hemp was permitted to be exchanged as a legal tender in some states. It has been documented and illustrated that in the 1800’s and in the early 1900’s marijuana had been prescribed by doctors and commonly available at public pharmacies due to its popular medicinal drug properties. Yes, marijuana was once legal; until prohibition of marijuana was considered and initiated by Harry J Anslinger, the U.S. Commissioner of Narcotics. Harry J. Anslinger spearheaded the Marijuana Tax Stamp Act of 1937. The Marijuana Tax Stamp Act allowed for a Federal registration and Tax Stamp for possession, sell and/ or use of marijuana. This act criminalized
anyone who had possession of marijuana before possessing the actual Tax Stamp.
While the ban on marijuana and industrial hemp was happening so was World War II. Despite the efforts of Harry J. Anslinger and President Franklin Roosevelt, who had signed Federal legislation prohibiting the cultivation of cannabis, hemp was recognized as a useful product to help with the war efforts. A “Hemp for Victory program” was initiated and eventually government acknowledged hemp as a beneficial natural resource. Hemp was introduced to the public; with a U.S. Government Propaganda film which highlighted hemp and its ability to produce essential durable items such as rope, tackle, parachute webbing, cabling, thread for shoes and fire hoses. All of these products could be produced and manufactured in America for the war. The Federal government offered U.S. farmers the opportunity to defer being drafed by cultivating hemp for industrial war relief efforts. The goal at one time, early on in the war, was for 300,000 acres to be grown by 1943. However, once the war was over, so was legalization of industrial hemp production. In 1969, the Supreme Court considered the 1937 Marijuana Tax Stamp Act to be unconstitutional and incriminating, in addition to unfounded and contradicting to original statements of purpose. With this turn of events, the Controlled Substances Act was established in 1970. The United States Federal Controlled Substance Act defined any product containing THC to be a Schedule I drug. The Drug Enforcement Agency classified marijuana as a drug under
H E M P AN D C A NNABIS Schedule I substances, or chemicals, which was defined as having no medical use or intent, with a potential increase for abuse. Schedule I drugs are considered to be the most dangerous drugs within the scheduling levels of Controlled Substances. Schedule I drugs include, but are not limited to: heroin, lysergic acid diethylamide (LSD), marijuana (cannabis), methylenedioxymethamphetamine (ecstasy), methaqualone, and peyote drugs. These drugs are considered to have a potentially severe psychological or physical dependency. Currently to date, marijuana is illegal Federally within the United States to cultivate, distribute, sell or use. In addition, it’s illegal to obtain and/or import hemp seeds from outside the United States. However, research on marijuana has proven that marijuana contains some medicinal attributes. The Drug Policy Alliance states that marijuana has been prescribed for its clinical protective properties against formation of cancer, its good for mental health, and can help treat certain medical conditions. The Scientific American documented that researchers have expressed marijuana’s beneficial use for its medicinal properties. It has been prescribed for a variety of medical reasons such as pain treatment, glaucoma, nerve damage, nausea, even menstrual cramps. The THC in marijuana, only mimics the human body’s natural endocannabinoid molecules that ordinarily help to regulate mood, stimulate appetite and increase memory.
In 1996, the State of California passed Proposition 215, which granted patients who suffered from cancer, serious life threatening diseases and/ or pain with debilitating diseases, access to medical marijuana. Shortly after that legal victory, more states like Alaska, Oregon, Washington, Arizona, Nevada, Colorado, Maine, Hawaii, Montana, Vermont’s, Rhode Island, New Mexico, Michigan, Massachusetts, Arizona, District of Columbia City, Delaware and Connecticut began to follow the trend to push and persuade legislation toward the approval of medical cannabis legislations, medical cannabis initiatives, as well as passing cannabis decriminalization initiatives. The Vote Hemp Advocacy Organization introduced a bill to congress, the Industrial Hemp Farming Act of 2013 that is intended to exclude and amend industrial hemp from the Controlled Substance Act. The Industrial Hemp Farming Act of 2013 wants to include the parameters indicating 0.3% or less THC hemp concentration level that would be considered as industrial hemp. The bill will allow states that once permitted hemp production in the past the legal right to cultivate and produce industrial hemp under their state law. This recent hemp bill signed by Barack Obama allows State Departments of Agriculture and Institutes of higher education to certify and register for hemp cultivation licenses, for research and development purposes of industrial hemp production and commercialization. PR News reports
that to date, 32 states have introduced pro-hemp legislation and twenty have passed that pro-hemp legislation. Until the bill is passed by Congress there is still a Federal restriction against cultivating, producing, selling, or using industrial hemp and marijuana. Farmers, students and even state employees can face the risk of raids by Federal agents, prison time, and even penalties due to Federal mandate and scheduling of marijuana and hemp. The only common attributes marijuana and hemp share are being derived from the cannabis sativa plant and both are Federally illegal within the United States to cultivate, distribute, sell and/or use, even though reform in is the works. The main differences between hemp and marijuana is that hemp does not bud, it grows tall and bushy like bamboo instead of wide and low, and you can not smoke it and get “high.” Marijuana forms the flowers that we call “buds,” and that are dried out, cured and smoked. Hemp, while it may not be publicly known, is one of the most useful renewable resources we have on Earth, as it can be used to produce almost anything, from rope, to fiber glass, to hemp plastic, to fuel, even an entire car was made of hemp (the Kestrel, designed in Canada by Calgary-based Motive Industries INC.) So when it comes time to vote on hemp bills, know the facts and the differences. Hemp can help save our planet. No longer do we have to cut down rainforests and trees. We believe there is a better way, and it doesn’t involve “getting high.”

I found myself at Hollywood Way Studios one weekend at an album wrap party for The Sly Digs. The band asked the party goers on the spot to record and sing the chorus of their track “6 Down 4 to Go.” It reminded of a drunken pirate song, but intrigued I wanted to know more. Based out of Long Beach, Calif. Josh Lopez, Thom Prevost, Greg Zuniga and David Clay came together in 2006 with common goal of playing music out. It was seven months before they agreed on a band name, as they found everything else was taken. They wanted something that encompassed the spirit of the group and “The Sly Digs,” did just that. They tracked their first album in two days, with most of the record being first takes. They had so much fun they wanted to do it all over again. They played their first show in 2007 and have played about 80 shows since then. With families and day jobs that range from lumber sales, hotel management, swimming pool equipment sales, and managing rehearsal studios, this band’s message is to have a good time and never give up on your dream. They don’t take themselves seriously, but they do it with a passion, and make fun of everything. The Sly Digs have created their own genre, Sly Fi,

combining influences of spaghetti western, punk rock, surf, rockabilly, garage, outlaw country, beef, cheese, and good old fashioned rock and roll. Their first album was called, “1000 Voices and a One Track Mind.” They have yet to determine a name with their sophomore album. Playing 2-4 gigs a month they work on music in their spare time, but say they don’t really have spare time, “It’s our job. We work as hard at this as what we earn our living and feed our families with.” They still dream and put the work into turning their music into something bigger. Of the pay-to-play (also known as “pre-sale”) situation ever so popular in Los Angeles, they say “Sell your own tickets! I’m an artist not a promoter!” Thom Prevost, the guitar player, suffers from terrible insomnia and social anxiety. He has been a legal medical marijuana patient for the last 5 years, and a cannabis user for as long as he can remember, with indica being his preferred strains. He says, “Without the edge off the social anxiety it’s difficult to fit in and be the person I need to be, [especially in sales].” “I used to use a mixture of both indica and sativa strains. Sativa during the day, and indica at night. But overtime, I found that indica satisfied all my needs whereas sativa strains did not. It sometimes made me more anxious,” Thom said. Thom admits that he is not a huge user of edibles mostly because of cost. He attempted growing his own medicine to be able to make his own edibles, but he has legitimate concerns with three small children in the house and the dangers of accidentally leaving edibles out. It goes to show that the responsibility is truly in the hands of the user. In 5 years, Thom hopes that there is no distinction between medical and recreational marijuana. He believes that if he is paying taxes and paying additional marijuana and sales tax on the cannabis he’s buying, he should be able to use it for whatever he wants. LE GRAND EDITOR-IN-CHIEF In many new cases in the media, we are seeing veterinarians and emergency room doctors counting their arising weekly intakes of overdoses on cannabis infused edibles. In each story they say, “There’s nothing that can be done.” We are here to let you know that this is not true, something absolutely can be done. Cannabidiol (CBD) is a known tetrahydrocannabinol (THC) inhibitor, which means that a CBD dose can be administered to any patient or any that is feeling “too high.” No matter where you stand or how you feel about the cannabis plant, the medical research shows definite evidence of THC metabolizing at a different rate when cannabidiol was administered. In 1996 a study was conducted by the Department of Pharmacy, at the University of California, San Francisco determining that cannabidiol inhibited the metabolization of tetrahydrocannabinol and cyclosporine (an immunosuppressive drug used to prevent the rejection of grafts and transplants), in mouse and human microsomes. The study found that cannabidiol selectively decreased THC levels in human cells, specifically the group of metabolizing enzymes in the human liver. Inhibition of cyclosporine and tetrahydrocannabinol metabolism by cannabidiol in mouse and human microsomes. The in vitro and in vivo effects of cannabidiol on mouse and human liver microsomal metabolism of the immunosuppressive drug cyclosporine and the psychoactive compound tetrahydrocannabinol have been examined. 2. Preincubation of mouse or human liver microsomes with cannabidiol decreased the formation of all detectable cyclosporine metabolites by 73-89%. 3. In vivo cannabidiol treatment of mouse similarly decreased the formation of all detectable cyclosporine metabolites by 60-86%. 4. Preincubation of human liver microsomes with cannabidiol selectively decreased the formation of tetrahydrocannabinol metabolites catalyzed by cytochrome P4503A by 60% but had no effect on P4502C9-catalyzed metabolites. 5. Cannabidiol has the potential to clinically affect cyclosporine metabolism which may result in increased cyclosporine blood levels and an increase in its toxic side effects, and likewise may also affect tetrahydrocannabinol and its metabolite levels in man.” 18
Another study was conducted early last year in January of 2013 that found CBD inhibited paranoid and psychotic symptoms in human test subjects when administered prior to dosing intravenous THC. The Beckley Foundation also conducted a study on a female human. In this two day study, on one occasion, she was given a mixture of intravenous THC + CBD and on the other day she was administered pure THC. With the CBD mix she was euphoric, coherent and happy. In contrast with the pure THC, she was paranoid, couldn’t form thoughts, couldn’t remember things, and was extremely mentally uncomfortable with how she was feeling. THC is the psychoactive compound that makes you feel “high” and sometimes too high if ingested in concentrated forms. Cannabidiol (CBD) is the answer when a human or animal “overdoses” on marijuana. On a molecular level, CBD inhibits and decreases THC levels in the body. It is a statistical fact that there have been zero deaths in history from cannabis alone. Do not let a doctor tell you that nothing can be done for your dog that accidentally ate your roach, hash, or brownie. Cannabidiol or high CBD oils, including extractions from the legal hemp plant are available at your local cannabis dispensary or you can purchase sublingual products online and have it shipped to you for your medicine cabinet. The dosing for a pet or a dog will not need to be nearly as high for a human, but it’s important to spread the word and knowledge about this so that eventually veterinary offices and hospitals have cannabidiol on hand as the anecdote for a THC overdose. There are many CBD drops available at shops and legally online. HempMeds Px makes an affordable sublingual tincture called Cibdex, which usually runs about $30. Valley Hi in Woodland Hills, Calif. carries it, so do many other shops.

The ballot initiative was scheduled in August and has recently been re-scheduled for Novembers 2014 ballot.
Next in line for legalization of marijuana recreational sales is New York, though the state has yet to even legalize medical marijuana. In December, state Sen. Liz Krueger made public a proposal to fully legalize and tax marijuana in the state. Though an astounding 82 percent of New Yorkers support the legalization of medical marijuana, the overall feeling is that Krueger’s proposal will not make it too far. Some confidence in the proposal was restored, however, by Gov. Andrew Cuomo’s endorsement of loosening views on medical cannabis laws.
BY SHANE CHANT & PRINCESS JORDEN STAFF EDITORS On January 1st 2014 Colorado became the first, and thus far only state to begin allowing the sale of recreational marijuana. While Washington state had indeed voted and passed their recreational cannabis bill, their I-502 measure is facing delays on the actual rules and regulations to govern the sale of recreational weed under the new law. On March 31, D.C. Mayor Vincent Gray signed into legislation the bill that will eliminate possession arrest for small amounts recreational marijuana. Many states have various forms of legalization already established, ranging from legalization of medical marijuana to decriminalization. States like Alaska, Arizona, California, Colorado, Connecticut, Delaware, Hawaii, Maine, Massachusetts, Michigan, Montana, Nevada, New Jersey, New Mexico, New England, Oregon, Rhode Island, Vermont, Washington, and Minnesota, along with Washington, D.C., have allowed access to the use of medical marijuana. These states have removed state-level criminalization for medical use and cultivation of cannabis. Minnesota, legislature and government recently agreed to extended patients access to medical marijuana by summer 2015. The approval now puts Minnesota on track to become the 22nd nationwide state— and third in the Midwest to legalize marijuana for medical use. Minnesota would be among the few that do not allow cultivation of marijuana for medical patient use. Following the trend is Illinois, which has recently joined in the attempt to allow patients access to medical marijuana by introducing the medical marijuana pilot program The Compassionate Use of Medical Cannabis Pilot Program Act. As recent as April 25, 2014, Illinois Department of Public Health held two public hearings regarding the administrative rules for the Compassionate Use of Medical Cannabis Patient Registry. Alaska looks to be the next state in line to legalize sales of recreational marijuana after marijuana activists delivered a petition containing 45,000 signatures to Lt. Gov. Mead Treadwell. If the petition is validated to have a minimum of 30,169 legitimate signatures, the state will vote in the August primary elections on legalizing recreational sales. According to an April report by the Anchorage Daily news, 54 percent of Alaskans are in favor of legalization. Alaska’s amended ballot 22
Recently as of May 20, 2014, New York State Senate Health Committee passed a bill, known as the Compassionate Care Act, which grants patients who suffer from serious illnesses the right to use medical marijuana for their debilitating, life-threatening illnesses under a doctor’s supervision. However, patients in New York are still at risk for being arrested for use of marijuana to help ease their pain and suffering. The pattern being seen with nearly every other state is the lack of distance proposed legalization bills are making their way through legislature. These states are exercising a leery approach to going the way of Colorado, Washington, and Alaska, while marijuana activist’s attempts are not yet garnering the attention needed to gain footing. At one time the legalization bill in Vermont had passed legislation but did not receive even one vote. Recently, Washington Times reported that Vermont’s legislature approved a bill in April 2014, which allows more patients to obtain medical marijuana as well as amend the initiated study to legalize, tax and regulate the production, sale and recreational use marijuana for adults in Vermont. Nevada has had a medical marijuana program since 2001 and currently criminalizes with a potential jail sentence of up to a year for possession of marijuana regardless the amount and classifies possession as a misdemeanor charge. Lawmakers have recently created a new initiative that would allow an ounce of marijuana to be possessed by individuals 21 and older. Nevada authorized medical marijuana dispensaries to be established with help under a law passed by the 2013 Legislature. Huffing Post reports that by 2015, Nevada could have advanced toward legalizing recreational marijuana an attempt to tax recreational marijuana sales, to help raise funds for educational system. While America is seeing a slow and cautious approach to national legalization, Uruguay has become the first country in the world to legalize the growing, sale, and use of marijuana on Dec. 10, 2013. Its neighbor Argentina is looking to do the same in 2014. No states are required to enforce federal drug law or prosecute anyone who engages in prohibited activities by federal law. State law should make a distinction between the medical and nonmedical uses of cannabis. Spain, Iran, and Switzerland are the only other countries to legalize marijuana solely for cultivation.
