1.1 Welcome from the LEN President
Dear Friends,
O
nce more, we are heading to Barcelona, the city which has presented the European Aquatic Family with so many fond memories in the past. It’s almost half a century when the first big event was held here, the 1970 European Championships. And plenty more followed, including Olympic Games, World Championships and other outstanding meets – and each proved that Barcelona is truly a city of sport where locals do not only cheer for Leo Messi and his brilliant team but they love all other sports and also keen to practice those by themselves. The LEN Family is always happy to come here as the above-described enthusiasm is combined with the utmost professionalism and commitment of the experienced organisers and the available venues and accommodation are world-class by any means. Whether it’s the Champions League Final Six tournaments (held here in 2014 and 2015) or the annual LEN Open Water Swimming European Cup, Barcelona has never disappointed any stakeholders. Now it’s time for another grand occasion: the European Water Polo Championships in July. The bar has been set high, indeed really high, by the previous hosts since Budapest (2014) and Belgrade (2016) produced unforgettable events. Still, if there is a city in our continent which can be up to the challenge to ascend to the heights reached by the two water polo capitals, it’s definitely Barcelona. LEN and the water polo family do need another magnificent tournament. This sport has proved in recent meets again and again that the game is spectacular, exciting, adorable by the fans – in a professionally designed and created environment it’s just as a great show as any other events, either watched on site or in the TV. Setting another fine example is the best tool to reach even higher goals. I’m sure that the 2018 European Water Polo Championships in Barcelona will be another milestone in LEN’s history and in the discipline’s history. We can demonstrate the strength, the skills, the abilities of Europe and show the path to follow for all stakeholders. As the motto of the championships say: ‘Don’t Stop!’ It’s true: nothing can stop Europe and water polo to advance new dimensions this summer! Let me thank the efforts of the organisers, the municipality of Barcelona and the Mayor Ada Colau and all Partners involved to deliver another outstanding event. 1.2 Welcome from the barcelona City Council’s Commissioner for Sports
T
hree years ago in Glasgow, Barcelona was named host of the 33rd LEN European Water Polo Championships Barcelona 2018. With this announcement, the city strengthened its position as international capital for water sports, after hosting the World Aquatics Championships (2003 and 2013), two Water Polo Final Six (2014 and 2015), and now the European Championships. Barcelona owes its privileged status to the solid success of sports in the territory. A city where water polo clubs are part of Barcelona’s long sporting tradition. A city that encourages the practice of this sport amongst schoolchildren through various specific programs. This is excellent news for Barcelona’s sporting community. For the past three years, we have been working side by side with federations, clubs, agents and sporting institutions to make these championships an organizational success. In July, Barcelona will become the capital of international water polo. It is my great pleasure to encourage the people of Barcelona to make the most of this competition and enjoy this world-class sporting event! A
s President of the Organising Committee, I am pleased to welcome all the people and communities who will gather in Barcelona to live the 33rd LEN European Water Polo Championships Barcelona 2018. I would like to express my gratitude to the participating teams, institutions (CSD, Catalan Government, Provincial Government, City Council and Catalan Federation), sponsors, media outlets and volunteers, without whom this event would not be possible. Once again, Barcelona has proven to be the quintessential water sports capital, able to host major international sporting events. This is not news. Barcelona’s relation with European aquatics goes back to the successful European Championships in 1970. Almost 50 years have gone by since that historic event, but in 2003 Barcelona hosted for the first time the FINA World Aquatics Championships and repeated the achievement again ten years later. In all those litmus tests, Barcelona demonstrated a solid organisational capacity, a strong social support and a different way to make things compared to its predecessors, all of which have become crucial elements to successfully host once again a top-class event such as the European Water Polo Championships. I want to give a warm welcome to all the delegations which over the past several months have rightfully won the right to compete for the titles of European champions. 16 men’s and 12 women’s teams will fight for European glory over the course of two thrilling weeks. I wish them all a fantastic tournament and hope they stage a sensational show, without forgetting the Spanish national teams, hosts of this great event held at the Bernat Picornell Pool. European water polo is going through an excellent time, with squads that dominate the international scene, a growing audience and younger players who will become the stars of tomorrow. I wanted to put emphasis on this younger generation of water polo enthisiast, since on the days prior to the European Water Polo Championships, the Barcelona public pool in Montjuïc will host the first edition of HaBaWaBa Spain, which receives the baton from the major international kids’ competition. I believe that without these efforts water polo as we know it will cease to exist in the future, which is why being able to see such an enthusiastic group of kids play alongside their idols is fantastic news. 1.4 LEN Ligue Européenne de Natation
LEN LIGUE EUROPÉENNE DE NATATION
T
he Ligue Européenne de Natation (LEN) was founded in Budapest in 1926. It is the oldest continental governing body for aquatic sports. LEN is second only to FINA, to which it is historically linked and closely related.
During the twentieth century LEN has introduced numerous innovations across different disciplines, leading the way to water sports tradition as we know it.
The dedication and collective efforts of many people, free from cultural barriers and from the limitations dictated by geo-political boundaries, has empowered and enabled our Organization to become an effervescent and heterogeneous collector of ideas and innovations, to the extent of becoming today a relevant and always current model for the aquatic disciplines. The beginnings of LEN can be traced back to the 20’s, and more precisely to the 1925 FINA Congress in Prague when the need to create a Governing Body, which would lead the organization of the European Championships, became evident. The first edition of European Championships consisted of around 20 swimming events, 4 diving events and one water polo tournament.

Official poster The main image of the championships shows a water polo ball breaking a pane, whose major characteristic is its strength. The ball breaks the limits and is unstoppable, thus representing dynamism and constant evolution.

2.2.b The Logo
THE LOGO The logo is the first visual reference that conveys the identity of the event and the image that has the power to tell its message right from the beginning of the journey. The logo of the 33rd LEN European Water Polo Championships Barcelona 2018 has been created by the designer Guillem Virgili and his team. The spirit of integration of men and women’s sports, water polo and the Picornell Pools were the key elements to develop his vision. The result: a powerful icon (two W bound together), a visual representation of both this sport and the city’s energy.

2.2.c Wopit, The mascot
WOPIT, THE MASCOT The design of the mascot was inspired by an irreplaceable element of water polo: the ball. The name of this original mascot, Wopit, comes from the first and last letters of the word “water polo” and the last sound of the first slogan of the championships “Don’t Stop It”.

BERNAT PICORNELL POOLS Montjuïc is the magic mountain where entertainment, culture, and sports meet. One of the city’s most iconic facilities, the Bernat Picornell Pools, is located here. It was one of the venues of the ‘92 Olympic Games, and it will now be hosting both the men’s and women’s water polo competition. 3.3 Technical Meeting

TECHNICAL MEETING
The technical meeting will cover both the men’s and women’s competitions, on: Date: Friday July 13th, 2018, 17:00h Location: Hotel Barcelona Center, Carrer de Balmes, 103, 08008 Barcelona The agenda for the meeting will be established by the LEN Technical Commission and distributed to each National Federation before the meeting.

3.3 Information for referees
REFEREES INFORMATION
3.3.1 ARRIVAL The Organizing Committee will welcome referees at the Barcelona airport. Referees are required to inform the OC of the day and time of arrival, as well as the flight number and origin. They will then be driven to their hotels. 3.3.2 ACCOMMODATION Referees will be provided full-board accommodation at the Barcelona Center Hotel. C/ de Balmes, 103, 08008 Barcelona Once the check-in process is completed they will receive their accreditation. 3.3.3 THECNICAL MEETING The technical meeting will take place at the Barcelona Center Hotel at 17pm on July 13th. 3.3.3 TRANSPORTATION The OC will provide shuttle transportation to the competition pool. Showing proof of accreditation will be mandatory to board the bus. Departure times from the hotel and pool will be displayed at the Infodesk located at the hotel and at the competition venue. 3.3.4 ARRIVAL TO VENUE Referees will be welcomed at the competition venue and will be given instructions on how to get to the locker rooms, stands or the referee area located in the secretarial area. 3.3.5 LOCKER ROOMS A volunteer assigned to the locker room area will inform on how to access exclusive areas for LEN referees. Each referee will have a locked locker to leave any personal effects. These lockers will be guarded by volunteers at all times. See location and access in the image attached. 3.3.6 MATCH Referees will follow the rules set by the TWPC, arriving in the Call Room 20 minutes before the start of the match to proceed with the team presentation ceremony. See location in the image attached. 3.3.7 STANDS AND RESTING AREA Referees will be able to watch the matches from the reserved grandstand for Guests. See images 2.15, 2.16, 2.17 They will be able to access a resting zone in the office area of the venue. A TV set will be installed to watch the competition. 3.3.9 LEN PERSONAL CARE The OC will assign several volunteer to address any needs related to the competition and stay of the LEN family and referees. 3.3.10 DEPARTURE The OC will arrange the referees’ transfer to the Barcelona airport for their safe return to their countries. Referees will have to inform of the day and time of departure, as well as the flight number and final destination with sufficient notice.

TRAINING PROCEDURES
Training sessions will be scheduled according to the following criteria: PRIOR TO THE COMPETITION: Two daily 60-minute training sessions will be assigned to each team. - 1 exclusive session - 1 shared session Prior to the competition: Each team will be allocated at least one training session in the competition pool. The training sessions on the days prior to the competition will be planned accordingly, to avoid having two teams from the same group train at the same time. DURING THE COMPETITION: Two 60-minute training sessions will be scheduled during resting days. - 1 exclusive session - 1 shared session One 60-minute exclusive training sessions will be assigned to the teams during days of competition. The exclusive training session will be in a swimming pool of 25x18m minimum. The shared training will be in a swimming pool of 30x20m. Swimming pools will either be indoor or outdoor. The organizing committee will attempt to schedule one of the training session at a similar time as the competition. Due to the number of teams taking part in the competition, changes and cancellations will have to be communicated, and requests will be considered if possible.

The official training schedule will be provided upon arrival in Barcelona. During the first training session at the competition pool, the players and coach will be requested to pose for a photo session. This picture will be used in the event presentation. Teams will arrive to the competition pool 40 minutes prior to the start of the training session. These schedules may not be changed without the consent of the Organizing Committee, and all requests will have to be placed 48 hours prior to the training session. The OC will try to fulfill, but cannot guarantee, all changes will be made.

Competition Pool The men´s and women´s water polo competition will be held at Bernat Picornell Pool (BPP) in the Montjuïc Mountain. Address: Avinguda de l’Estadi, 33 – 08033 Barcelona. Venue Capacity: 4.500 viewers. Two 50x25 meter pools. Team arrivals and departures to/from the competition venue Teams are expected to arrive 75 minutes prior to their match. They will head immediately to the main entrance, where they will be met by a member of the organization, and will be assigned a locker room. Teams will leave to the hotel 60 minutes after the end of the match. See picture below with bus stop and distance to main entrance.

VENUE & FACILITIES Team Locker Rooms Each team will be assigned a locker room. The venue has 6 locker rooms available, located between the two pools, on levels 0 and 1. Each locker room will have 20 lockers to keep personal belongings. Teams are expected to leave the locker room 30 minutes after the match at the latest. Warm Up Pool The Warm-up pool is located next to the competition pool. Swimming pool dimensions are 30x20m and each team will be able to use half of it, with a goal and five balls. Level 1. First Aid and Teams Medical Services The venue has a tent located close to the competition area. Medical services will be available there from the moment teams begin training until 30 minutes after the end of the last game. These services will be supported by official hospital services. Both the training and competition pools will have a lifeguard assigned. A medicalized ambulance will evacuate injured players. Ice will be available in both pools. Team Stand Teams will be able to watch the competition from a reserved area in the stands. This area will be located in the accreditation stands. Level 2. Team Video Taping Area The competition venue has an area for team video taping. Each country will only be able to request one accreditation for a camera person to tape the matches. During the Technical Meeting, the organization will deliver a sticker to each country, which will be used to access the designated area in the general public stands. See image level 2. Team Information Desk The Water Polo Information Desk will be operating at the entrance at the competition venue starting on the first day of training. Teams will be able to request information regarding water polo competitions. • Sports specific information for water polo. • Official communication with teams. • Distribution of start lists and results. These lists will be mostly distributed via email. Printing will be heavily restricted to respect the championship’s Sustainability Plan. • Liaison between teams, competition management and the LEN Technical Commission. • Confirmation of times for training sessions. • All documentation necessary for the Technical Meeting. • Other miscellaneous inquiries.

Access to the Information Desk will be restricted to accredited Team Officials only, to ensure that information is communicated efficiently and effectively to all National Federations. Notice boards will also be available for posting Championships updates. Call Room The call room is located between the training pool and the competition pool. Players and referees are expected to wait there until the start of the presentation ceremony. Participants will follow the order set by the organization and will follow all established protocols. Mixed Zone The Mixed Zone is an area near the Field of Play for accredited media to conduct short interviews immediately after athletes have completed their matches. The mixed zone is located next to the Field of Play and behind the backdrop. Upon completion of the game, athletes must leave the swimming pool as fast as possible in order to enable preparation of the following game. The organizing committee will indicate directions to help the athletes and officials leave the competition area. Before going through the Mixed Zone together, athletes must pick their equipment up and team leaders must make sure accreditations are watched over at all times. They must go through the Mixed Zone before entering the warm up area. Press Conference Room After each match and after talking to the media in the Mixed Zone, teams will head to the Press Conference Room with the head coach and a player for a post-match press conference.

PRE-COMPETITION PROCEDURES
Team Arrival at the Venue Teams will arrive at Bernat Picornell Pool and access the competition venue through the check point. Athletes and officials must wear and show the accreditation to access the competition venue. Access to the competition venue is limited to 20 members of each team (15 players, 2 coaches, 1 team leader, 2 physicians) Teams will arrive at the competition venue 75 minutes prior to the start of the game. Upon arrival, teams will be designated a changing room. Athletes can leave their equipment and personal belongings in their bag in the changing room, which will be locked in designated locker rooms. Athletes can only bring equipment that is essential for the competition to the warm-up swimming pool.

3.5.C COMPETITION PROCEDURES
WARM-UP Each team will be allocated 40 minutes for warm up. Access to the warm up pool will be allowed 60 minutes before the start of the game. Water, fruit and ice will be provided for the athletes. CALL ROOM/MATCH PRESENTATION Teams will move from the warm up area to the Call Room to get ready for the presentation of the game. Teams will report to the Call Room 20 minutes before the start of the game, where the referees will proceed with the preliminary checks: start list, athlete accreditations, WP caps, swimsuits, finger nails, skin cleanliness, absence of any potentially harmful object. The Team Leader will make sure his/her players are dressed in a swimsuit, WP cap, robe or bathrobe. He/she will collect of his/her players and will lead them to the Doping Control Area. FIELD OF PLAY According to presentation protocols, teams’ entrance will feature music accompaniment. Following the presentation, teams will move over to the platform to shake hands with the opposing team before walking over to their bench. BENCHES Each bench will be equipped with a board with the name of the country. A cart with hangers for robes and bathrobes will be placed behind the bench. An assistant bench will take care of switching the carts at end of the 2nd period when teams switch benches. Each bench has room for 6 players, 2 coaches, and a team leader. The Team doctor and physiotherapist will sit behind the bench WATER POLO EQUIPMENT The first team on the schedule (left side) will wear white caps and the second team on the schedule will wear blue caps. Each team will carry two complete spare sets of caps to be used in case the one being worn is lost or broken. Dress code in the bench area: all officials must be attired similarly in official team uniform. Shorts or sports uniforms will not be acceptable. LEN official KAP7 water polo balls will be used for men and women.

POST-COMPETITION PROCEDURES
DOPING CONTROL Under the supervision of AEPSAD (Agencia Española de Protección de la Salud en el Deporte) and the Medical Services Coordination and following the standards and rules of LEN, all the players will be required to go through Doping Control. Players can be required to pass one or more controls during the championship. Controls go from July 11th to 28th. Assigned players would be appointed by the Medical Delegate. They will be notified by a member of Doping Control team. This member will give a black card to the player and their accompanying person to access the Doping Area. From this moment on, the escort and the player will have one hour to arrive at the Doping Control Area. WARM DOWN Athletes must pick up their equipment in the competition area before moving from the Flash Zone and Mixed Zone to their changing rooms or swimming pool. Teams will have access to the warm up area for a 20-minute warm down after the game. The teams must leave the changing room 35’ after the end of the game. VICTORY CEREMONIES Following the final of the men’s and women’s water polo tournaments, medals will be awarded to the teams classified 1st, 2nd and 3rd. Following the presentation of medals, the national anthem of the gold medallists will be played and the national flags of the medallists will be raised.

4.2 Visa Information
VISA INFORMATION
European Schengen countries are allowed entrance into the country using a Passport or National Identity Card. For dual nationals, please use the same nationality on your application and trip details. Please, note that for your trip to Spain you will need a valid passport or other appropriate identification document with an expiry date not less three months after the expected departure. All foreign participants of the 33 LEN European Water Polo Championship requiring an entry visa to Spain need to apply for such visa before travelling to Spain. The Organising Committee will help obtain single entry visas to Spain to representatives of the LEN family (Athletes, Team Officials and Team Staff or member federations, LEN Bureau, Members of Committees and Commissions, LEN Partners and Sponsors). Each national federation that requires a visa for their team must send an email to LOC with the following information: * Name and surname, position in team. * Passport number and expiry date * Date of birth * Person designate to collect the passports and manage the visa in the Spanish Embassy, As soon as the contents of the list is approved by LEN, the OC will issue the invitation letter that will be sent to the applicant by email, and the original will be sent via air mail to the designated Spanish Embassy. We strongly recommend that the national federations who need VISA start the process as soon as possible, in order to receive the invitation letter with enough time to process the VISA at the Spanish Embassy.

4.3 Accreditation Process

ACCREDITATION PROCESS
All national federations participating in the 33rd LEN European Water Polo Championships must complete the accreditation process in order to obtain the accreditation card for their members. The whole process will be done online. The Accreditation Department will print and laminate all accreditations cards, which will be collected by the Team leader at the hotel reception, upon arrival. A person from Organizing Committee will check the passports and accreditations. The Team Leader will receive the accreditations after signing the receipt. Following standard procedures, the accreditation card is personal, non-transferable, must be displayed at all times in areas requiring accreditation and is valid only in areas specified on the card. Accreditation cards include all the information necessary to identify the owner, their role in the championships as well as authorized and restricted areas.

The Accreditation Center will be located on the premises of the swimming pool. Accredited people, including media, volunteers and staff are required to pick up their credentials in this designated area. Its schedule will vary depending to the matches. According to LEN regulations, each federation can include a fixed number of officials in the team. It can be collected by the Chief of Delegation, who must present an identity card or passport for each Extra Accreditation.

PROCEDURES OF REPORTS FOR LOSS, RE-ISSURANCE & RENEWAL If an accreditation card is lost, damaged or stolen the Chief of Delegation can obtain a duplicate by submitting the “Accreditation cancellation and replacement requested form” that can be filled in the Accreditation Centre. Once the accreditation card is reported lost, damaged or stolen, it will be cancelled in the system and will no longer be valid, even if recovered at a later date. Only two reprints will be free of charge, the third replacement card should be requested directly at the Accreditation Centre and the cost will be 130 € per card.

MEETING ROOMS All reservations will be made ONLY through WP2018BCN Information Desk staff. They will provide you with booking procedures. INTERNET-WIFI There will be wireless Internet service available throughout the hotel. Please ask the Hotel reception for the Internet password. INCIDENTS National Federations are responsible for payment of all incidental charges including phone calls made from their rooms, any rooms service charges incurred during their stay, as well as extra meals and bar. Incidental and extra will have to be paid at check-out directly to the hotel. A credit card will be asked by the hotel during check-in as a guarantee. MEDICAL SERVICES If you need medical assistance, please contact the WP2018BCN Medical Coordination Center (CECOS) contact number, which will be provided in Technical Meeting. The Medical Service Department keeps contact with all the major hospitals, and if a member of a delegation goes to a hospital, they must inform upon arrival that they are accredited by the championship so that the hospital staff can get in touch with the CECOS. Teams can also call the emergency number 061 (Sanitat Respon), where an operator will assist them if necessary. SMOKING Please note that the hotel is a non-smoking space. PRINTING & PHOTOCOPYING Please ask the hotel reception desk or the WP2018BCN Information Desk for more information. ARRIVALS To ensure efficient services upon arrival and departure, it is essential that you provide your flight information prior to arrival in Barcelona, no later than July 1st 2018, to the Official Travel Agency, accommodation@wp2018bcn.com A member of the Organizing Committee will be waiting for the team at the Arrival Gate. Volunteers will accompany passengers to the shuttle, which will be parked in a reserved zone for the 33rd LEN European Water Polo Championships. DEPARTURES At the Hotel Information Desk, national teams will be informed of the shuttle bus arrangements 24 hours prior to departure, which will be set based on the flight details provided by the Official Travel Agency. Flight changes must be reported to the Transportation Department 48 hours before the scheduled departure, by sending an email to accommodation@wp2018bcn.com If a federation has not informed of their travel arrangements, please send an email to accommodation@wp2018bcn.com 48 hours before the scheduled departure in order to arrange a transportation service. National federations will have their transportation service assigned only if they have received a confirmation. LUGGAGE Team luggage will be collected at the baggage claim. Individuals are required to collect their own luggage at the baggage claim area and load them on to the buses. If luggage is delayed or lost, airline companies are responsible for locating and returning any mishandled luggage to the owner. WP2018BCN Organising Committee airport staff will track the lost baggage. Please identify your own luggage appropriately including your name, address and telephone number.

The shuttle will then leave to the hotel 30 minutes after the scheduled end. TO THE COMPETITION VENUE A shuttle service for the teams will be provided 105 minutes prior to the start of the games, arriving at the competition venue 75 minutes before the match begins. The shuttle will then leave to the hotel 45 minutes after the end of the match.

SUSTAINABILIT Y Here at WP2018BCN we believe that sustainability is not a pipe-dream and are aware of the environmental impact of the championships, which is why the Organizing Committee has introduced a series of measures in all the departments. Paper results will be avoided as everything will be published online. All plastic containers and recipients used by the players, audience or organization will be recycled in bins located throughout the facilities. Eco-friendly public transportation and cab services will be prioritized. In Barcelona, the most popular eco-friendly cab service is Radio Taxi (+34 932 783 000). Eco-messages will be displayed in common spaces and through speakerphone, to remind us of the importance of doing this good deed.

7 AT TACHED DOCUMENTS
7.1 Temporary import of medical equipment and medication
TEMPORARY IMPORT OF EQUIPMENT AND MEDICATION At the end of this guide you will find a series of forms necessary to process the temprary import of medical equipment and medication. Federations with two delegations are encouraged to submit the paperwork beforehand, to avoid possible setbacks. The Organizing Committee will process the autorization through the Ministry of Finance. Any doping substances must be accompanied by the involved players’ TUEs. This authorization will be issued once the substances and methods used are reviewed. This authorization will be sent to the Federation and a copy will be sent to the Customs Deprtament at Barcelona el Prat Airport. The Organizing Committee will keep a copy. Should a specific product be denied entrance in Spanish territory, the Organizing Committee will informed the federation involved.
