rotesters gathered along the slope of Bernal Hill at the site of Alejandro “Alex” Nieto’s memorial on Aug. 22 to begin a three-mile march from the Mission District to the San Francisco Federal Building.

There, the more-than 100 supporters celebrated the Nieto family’s decision to file a civil lawsuit against the city to expedite the investigation into the 28-year-old Nieto’s death.

Nieto was fatally shot March 21 by San Francisco police officers responding to an anonymous 911 call, and five months later, his family is still no closer to finding answers. The Medical Examiner’s office has not released its pathology report; Mayor Ed Lee has made no public comment about the incident; and police have not disclosed the names of the involved officers, the number of bullets fired, the original 911 calls, or eyewitness reports.

This lack of action has stalled the legal process surrounding the incident and angered the community.

“Alex Nieto is a man betrayed,” said Adriana Camarena, a member of the Justice for Alex Nieto Committee. “Instead of the facts, the public has received

According to a report given by Police Chief Greg Suhr during a town hall meeting in March, four SFPD officers confronted Nieto just after 7 p.m. and shot him to death when he refused to relinquish a firearm that he, allegedly, aimed at them. The officers then discovered that the weapon in question was not a gun, but rather a work-issued Taser that Nieto carried for his job as a nightclub security guard.

Although the SFPD justified the officers’ use of lethal force, supporters of Nieto disagree with the department’s history of events, in large part because Nieto studied criminal justice at City College of San Francisco and planned to pursue a career as a parole officer.

Police Killings,” echoed Vaez’s anger over the recent surge in policerelated violence. As the marchers passed through The Mission, they chanted, “Fire racist cops!” and “How do you spell murder? S-FP-D!” They expressed solidarity for the struggles of protesters in Ferguson, Missouri, where earlier this month, police gunned down 18-year-old Michael Brown.

“People are calling us from all over the world in solidarity with Ferguson,” said political activist and 33-year Mission resident Gloria La Riva, who had just returned from protesting in Missouri. “This is international. It’s not fear; it’s utter racist disregard for the people. We have to fight together.”

Other victims of police violence marched alongside the Nieto family, including La Mesha Irizarry, the mother of Idriss Stel-

ley. Stelley was shot 48 times by nine SFPD officers on June 12, 2001. To this day, none of the officers involved have been held accountable. Musician and activist Francisco Herrera, whose cousin was killed by police in Indio, California, also rallied with protesters. Herrera fasted in front of City Hall for eight days to raise awareness for the plight of undocumented minors crossing the United States border. On Friday he broke his fast in support of justice for Alex Nieto.

“Those kids at the border,” Herrera said. “They’re fleeing the same thing that killed Alex: the militarization of our society. If a police officer cannot work out a nonviolent issue without guns, he should not be a police officer.”

Despite the anger felt by protestors, the march proceeded peacefully. Aztec danzantes led the march by dancing the entire three-mile route from Bernal Hill to the Federal Building. SFPD officers on motorcycles facilitated the march and did not have any negative encounters with protesters.

“You’re not hearing anyone say, ‘F the police,’” said Irizarry. “We believe in humanity.

We believe that humanity can be restored. Nobody needs to be butchered.”

After hours of marching, the protesters reached the Federal Building and listened to several speakers talk about Alex and the injustice of police impunity.

Among those who spoke was family attorney John Burris, who expressed confidence that the police report given by Chief Suhr would be disproved.

“Even though we have not received the pathology report,” Burris said, “we did see the body and take photographs of it, so we know what happened in terms of the number of shots. We feel very comfortable saying that the 10 shots fired on Alex were an execution, and were not justified by any conduct in which he engaged.”

After Burris and his associate, Andante Pointer, spoke to the crowd, the long day of protest came to a close. “Gente,” announced Benjamin Bac Sierra, a close friend of Alex’s and organizer of the march. “I want you to remember this day, this beautiful day, for the rest of your lives. This is the beginning of the fight, not the end.”

While national immigration policy remains in limbo, San Francisco is about to take an historic step toward accommodating the estimated 4,000 undocumented minors who reside here, by drafting new legislation designed to help them navigate the court system.

District 3 Supervisor David Chiu has announced plans for a program that will allocate $100,000 this year to the nonprofit Lawyers’ Committee for Civil Rights, which will provide legal representation pro bono to undocumented children.

Only 10 percent of the children who appeared in immigration court without a lawyer were able to stay in the United States the San Francisco Chronicle reported.

But 50 percent of children with legal representation are able to stay.

The program is an expansion of 2012 legislation that was designed to provide lawyers to defendants in civil cases who can’t afford their own council. It will be the first such program of its kind in California.

wo floors above the clamor of the anti-eviction protest on Lucky Street, a front room flat sits bare and vacant. The only evidence that the space had been recently occupied was a pile of leftover moving boxes stacked against the back wall.

The boxes belonged to a man who building resident Tom Anderson could only identify as Jose.

“He was scared and didn’t want to deal with the property manager,” Anderson said of Jose, who hasn’t lived in the flat at 3152 26th St. for the last two months. Before departing, Jose had been living there for the last 12 years. “He wanted to get out before the situation got worse,” said Anderson.

On Aug. 20, roughly 25 anti-eviction activists and some subtenants gathered in front of the apartment complex at Lucky and 26th streets to protest the coming Sept.

The testimonials from some of the buildings tenants living at 3150-3154 26th St. included allegations that Maldonado had withheld rent payments to the landlord and had harassed and threatened female tenants.

Subtenant Maria Machetes, who is one of about 15 being evicted, claims she was physically assaulted by a friend of Maldonado’s while walking back to her flat. She alleged that the man who attacked her regularly prowls the building and is being allowed by Maldonado to live in one of the fire escapes. Machetes said her girlfriend is so terrified she will be leaving her job in San Francisco to return to her native Colombia.

“If they evict us, they need to evict him (Maldonado) too,” Machetes said. “They broke apart my family.”

Mayra Alvarado, a subtenant in the building for the last five years, said she began receiving deportation threats from Maldonado after arranging for her two children to travel from their native El Salvador to come and live with her in the building a little over a year into her stay.

“I’m worried about my kids. They’re afraid of him. I am too ... but I have nowhere else to go,” Alvarado said.

Some residents, including Anderson, claim that their rent was withheld by Maldonado, who as property manager, is solely responsible for collecting rent from subtenants and making payments to landlord Thomas Aquilina.

Anderson said Maldonado missed paying flat 3152’s rent last December and did so during different months for different units.

“I’ve been angry about this for months.

We all paid our rent,” Anderson said. “For all I know, he took the (extra) money and went on vacation.”

Public files from the San Francisco Superior Court show that Maldonado had been embroiled in a series of legal battles from May to July 2014 with the landlord Aquilina, who had been in the process of suing Maldonado for missing rent payments dating back to July of last year. Aquilina filed an eviction summons against Maldonado on May 12, 2014, citing that the property manager owed $6,150 in back rent from the months of July and December of 2013, and May of 2014.

“It’s rough because subtenants have less rights than tenants on a lease. That’s something that also needs to be recognized because given how expensive rent is in San Francisco, there are more people that are having to sublease to make the rent for the month,” said Maria Zamudio, a San Francisco housing rights campaign organizer with Causa Justa. “So it can be hard for someone who doesn’t know how to be a landlord. And it can also put people in really precarious situations with their subtenants. So there needs to be rights for subtenants as well.”

Another subtenant, who said he works as a construction worker in the area and agreed to speak on the condition of anonymity, alleged that Maldonado was able to avoid being evicted and secured his position as property manager after attending negotiation meetings with Aquilina.

“The thief is being allowed to stay and the victims are being evicted,” the tenant said.

As a broken smoke detector clings to the ceiling of flat 3152 by the threads of its exposed wires, a service termination notice lies crumpled in front of flat 3154 next door.

Just two floors below in flat 3150, one tenant has already had their water shut off for a week while the electricity service in other units also awaits termination. “(Maldonado) kept lying to us, saying we had nothing to worry about,” tenant Esther Bracha said.

Some tenants like Bracha, who received an eviction notice from Maldonado via text, said they have not received formal eviction notices while others have said they only became aware of the Sept. 2 eviction date from their neighbors.

“I told him ‘You can’t evict me by text message,’ and he said ‘Well, you’re being evicted,’” said Bracha.

Some tenants including Alvarado, said they will remain on the property to challenge the eviction for as long as possible.

Maldonado was unavailable to be reached for comment, despite multiple attempts by phone and email. Aquilina and his lawyer Brenda Cruz Keith were also unavailable for comment.

rom the 16th Street Bart plaza to the corner of 22nd and Mission streets, nearly 100 demonstrators marched on Aug. 23, protesting the onslaught of evictions and market-rate developments while trying to drum up support for Proposition G--a ballot measure that would impose a steep tax on the reselling of apartment buildings city-wide.

The march, organized by Causa Justa, crawled through The Mission, stopping at buildings that have been sold with intent to “flip” and newly developed condos that go for more than $3,000 a month.

“The housing prices are incredibly out of reach for our community, and part of that is because of housing speculation-the buying and selling, the house flipping that has become such a common practice in the city,” said Maria Zamudio, a San Francisco housing rights campaign organizer with Causa Justa. “That is at the core of the affordability crisis, of the eviction crisis.”

But the demonstrators who took to the streets that Saturday hope that Proposition G, if passed by voters in November, will help to curb that trend.

“It’s limited what we can do with laws at City Hall, but building stronger people’s movements with Causa Justa and the tenant movement is really the answer for longer-term protections for our communities,” said District 1 Supervisor Eric Mar, who despite being on vacation attended the march, holding a ”People not profit” sign. “It’s horrifying what’s happening. More people need to be angry and really pissed off to try to change it.”

The anti-speculation measure would impose a tax on the sale price of properties flipped within five years. A building bought and resold within one year would be subjected to a 24 percent tax on the re-sale price. That tax rate would decrease every year until the fifth year is reached.

According to Zamudio, a onebedroom apartment in The Mission currently goes for $3,250 a month. That costly rate, she said, is the direct result of the wave of gentrification that has battered The Mission District over the last

two and a half years, displacing many longtime residents in the process.

“Property values in working class neighborhoods of color are less expensive than in other places. So if I’m a house flipper and if I want to make the most money on my investment, then I’m going to buy in The Mission,” Zamudio said. “It’s that mentality. It’s the systematic removal of working class people of color from their historic neighborhoods.”

Amid the frustrated chants of “Housing is a right” and “Evictions have got to go,” displaced and soon-to-be evicted tenants shared their tales.

Berta Mosqueda, who watched her children grow into adulthood from the confines of her home at 24th and Folsom streets over the last 28 years, was offered a buyout of $5,000 two months ago before her rented duplex was sold; she refused. She doesn’t know what her new landlord plans to do with the property.

“I don’t want money. All I want is stability. I want to live in peace,” Mosqueda said. “To go and look for a new place to live, I’m alone…I can’t pay that much rent.”

Maria Medrano, who was evicted from her home at 928 Capp St. after asking the landlord to make repairs, is living out of a truck with her husband. She told the crowd standing in front of the Cushman and Wakefield rental apartments at 19tth and Valencia streets that she had phoned the building inquiring about a housing unit. Medrano was allegedly told that “people like her” weren’t wanted as tenants.

The march finally came to a winding halt at the offices of Kaushik Dattani, a landlord who has been buying and selling a multiplicity of properties in The Mission. But tenants at one of those properties--at 20th and Folsom streets--are fighting back.

Patricia Kerman and her roommate Tom Rapp have been fighting Dattani since he threatened to evict them from their flat in February of last year. In August of 2013 Dattani served the pair with an Ellis Act eviction, but because Kerman is a senior, the tenants were granted a year’s extension. e la Plaza del Bart de la Calle 16 hasta las calles 22 y Misión, cerca de cien manifestantes marcharon el 23 de agosto protestando por la embestida de los desalojos y el alza en el precio de mercado y, al mismo tiempo, buscando conseguir apoyo para la Propuesta G —una medida que impondría un impuesto en la reventa de edificios de apartamentos de toda la ciudad.

La marcha, organizada por Causa Justa, comenzó en la Misión y paró en los edificios que se han vendido con la intención de convertirlos para otros usos, construyendo luego condominios que superan los 3,000 dólares al mes.

“El precio de la vivienda es increíblemente fuera del alcance de nuestra comunidad, y parte de eso es por la especulación de la vivienda, la compra-venta, la conversión que se ha convertido en una práctica tan común en la ciudad”, dijo María Zamudio, organizadora de la campaña por los derechos de la vivienda en San Francisco con Causa Justa. “Es el núcleo de la crisis de rentabilidad, de la crisis del desalojo”.

Pero los manifestantes que salieron el sábado a las calles tienen la esperanza de que la Prop G, en caso de que los votantes la aprueben en noviembre, pueda detener eso.

“Hay un límite en lo que podemos hacer con las leyes en el Ayuntamiento. Construir movimientos populares más fuertes con Causa Justa y el movimiento del inquilino es la respuesta para proteger a largo plazo a nuestras comunidades”, dijo el Supervisor del Distrito 1, Eric Mar, que aun estando de vacaciones, marchó portando un letrero que decía ‘Personas sin fines de lucro’. “Es terrible lo que está pasando. La gente tiene que estar realmente molesta para intentar cambiarlo”.

La medida contra la especulación impondría un impuesto dentro de cinco años sobre el precio de venta de aquellas propiedades a las que luego cambian su uso. Un edificio en compra-venta

estaría sujeto, dentro de un año, a un impuesto del 24% sobre su precio de reventa. Ese impuesto podría disminuir cada año hasta al quinto año final.

Según Zamudio, un apartamento de un dormitorio en la Misión actualmente cuesta $3,250 al mes. Ese ritmo costoso, dijo Zamudio, es el resultado directo de la onda de aburguesamiento que ha golpeado a la Misión durante los últimos dos años y medio, y que desde hace mucho tiempo ha desplazado a muchos residentes.

“Los valores de propiedad en los barrios de clase obrera de color son menos caros que en otros lugares. Así que si soy una aleta de casa y quiero hacer más dinero de mi inversión, entonces voy a comprar en la Misión”, dijo Zamudio. “Es esa la mentalidad.

Es la eliminación sistemática de personas de clase obrera de color de sus barrios históricos”.

Pero en medio de los cantos frustrados de ‘Hogares para todos’ y ‘Desalojos, ya basta’, gente desplazada e inquilinos próximos a ser desalojados compartieron sus historias. A Berta Mosqueda, quien había visto a sus hijos crecer en su hogar en las calles Folsom y 24 durante los últimos 28 años, le ofrecieron $5,000 dos meses antes que el duplex que rentaba fuera vendido. Ella no sabe lo que el nuevo propietario planea hacer con la propiedad que todavía ocupa.

“No quiero dinero. Solamente quiero estabilidad. Quiero vivir en paz”, dijo Mosqueda. “Para ir a buscar otro lugar, yo sola… No tengo para pagar tanta renta”.

María Medrano, quien fue desalojada de su casa ubicada en el 928 de la calle Capp después de haberle pedido al propietario hacer reparaciones, está viviendo en un camión con su marido.

Dijo a los manifestantes afuera de los apartamentos de Cushman y Wakefield, en las calles 19 y Valencia, que llamó al edificio preguntando por una unidad de vivienda. En respuesta, le dijeron que “gente como ella” no era bienvenida a vivir en el edificio.

Mexican company denounced for toxic spill On Aug. 26, the Groupo Mexican Mining Company faced a criminal complaint for its Buenavista del Cobre operation, which spilled toxic chemicals in the northwestern Mexican state of Sonora.

The complaint was carried out

by The Federal Attorney General for Environmental Protection in Mexico (Profepa), who accused the mining company of negligence for allegedly spilling 40,000 cubic meters of acidic copper sulfate—a substance composed of water, sulfuric acid, copper and other metals—into a stream called “Las Tinajas” or “Rastritas,” on Aug. 6.

As a result of the investigation, the Mexican Congress asked the

federal government to cancel the Grupo Mexico’s business for the Cananea mine until the amount of damage caused by the spill was assessed. The spill will eventually affect the Bacanuchi and Sonora rivers and thus the agricultural activity in the area. The rivers feed 700 water wells, which are closed today as a precaution.

In Mexico, environmental offenses are defined and penalized

by Article 414 of the Federal Penal Code, which can hand out sentences of up to nine years in prison.

The Ministry of Environment reported that Grupo Mexico could be fined more than $3 million for its actions.

Local boxing show gives girls a fighting chance

T

he self-described Mexican white girl thought she could fight, but that changed the day she walked into Pacifica’s tiny Baby Face Boxing gym and met Martha Salazar.

“The first time…I couldn’t even finish a round,” Heather Frambach managed to mutter in between exhausted gasps, the kind that come and go so fast they leave the lungs stinging with hurt.

“For some reason…six minutes of boxing…it’s hell.”

Going six minutes with Salazar--the former women’s boxing heavyweight champion of the world--should be, but Frambach withstood that hell in preparation to make history.

Frambach will take on fellow novice amateur Sarah Kozuma on Aug. 31 at the Sports House in Redwood City at the fourth annual Beautiful Brawlers event --an all-female invitational, showcasing rising talent in the amateur boxing ranks. The card will feature more than 20 bouts and some of the best young fighters from across the country, including two boxers from Canada and two from Puerto Rico.

Frambach and Kozuma are the first heavyweights to ever fight in a Beautiful Brawlers event. A heavyweight bout--let alone an unpaid amateur one--between two women was nothing short of impossible once upon a time, a fact that Salazar hasn’t forgotten.

Salazar and close friend Blanca Gutierrez--owner of Baby Face Boxing and founder of Beautiful Brawlers--were amateur kick boxers in the 1990s. Or at least they tried to be, as both struggled to carve out a competitive living fighting in a man’s world.

“As women, [trainers] would look at us and say, ‘What! Women don’t box,’” said Salazar. “They would treat us like crap.”

It was around then when all of the doubts and laughs became too much for Gutierrez to bottle up.

“You know what Martha,” Gutierrez turned and said to Salazar. “We should just make a show with all girls, women, and that’s it. One day we’ll do it.”

That day came in 2011 when the first Beautiful Brawlers show finally debuted.

“I almost cried,” Salazar said.

“Blanca was like, ‘I told you we could do it.’ And we’re doing it.”

Despite such amateur venues and trainers, and competition being non-existent in Salazar’s fighting day, the big girl from Ocotlán, Jalisco, Mexico--who started fighting after getting jumped by three Samoan girls from her Visitacion Valley neighborhood when she was 13 for looking at them funny--fought on.

After debuting at age 31 in 2001, the 5-foot-9, 230-pound Salazar captured the Women’s International Boxing Federation heavyweight title by knocking out favorite Pamela London in Guyana in 2004. The winner had been promised a $50,000 fight with Jackie Frazier-Lyde, daughter of former heavyweight boxing champion Joe Frazier. But upon seeing “The Shadow”--a rather appropriate ring alias given Salazar’s size--Frazier-Lyde backed out. And with her went the $50,000 payday.

“I don’t do it for the money,” Salazar shrugged. “‘Cause if I would do it for the money, shoot, I’d be starving right now. I just love it. I love the sport. I love the fighting.”

That longing for the prize ring is what lured Salazar from a 6-year retirement in 2013, when she fought the No. 1 ranked heavyweight in the world, Sonya Lamonakis. Despite being a little slower, a little heavier, and a little grayer, Salazar didn’t lose a round See Brawlers, page 10

a güera mexicana pensó que podía pelear, pero eso cambió el día que entró al gimnasio de boxeo Tiny Baby Face, en Pacífica, y conoció a Martha Salazar.

“La primera vez… no podía ni terminar un round”, logró murmurar Heather Frambach entre agotadas bocanadas de aire de las que van y vienen tan rápido que dejan los pulmones doloridos.

“Por una razón… seis minutos de boxeo… es un infierno”.

Así sucede cuando se pelea seis minutos con Salazar —la excampeona mundial de peso pesado femenino—. Frambach aguantó ese infierno como parte de su preparación para hacer historia.

Un encuentro de pesos pesados —y mucho menos una de aficionados no pagado— entre dos mujeres era nada menos que imposible, un hecho que Salazar no ha olvidado.

de Beautiful Brawlers— eran aficionadas al kick boxing en los noventas. Por lo menos, lo intentaron mientras que se esforzaron por forjarse una vida competitiva en un mundo de hombres.

“Como mujeres (entrenadores) nos miraban y decían, “¡¿Qué? Las mujeres no boxean!”, dijo Salazar. “Nos trataban como mierda”.

Era cercas de entonces cuando todas las dudas y las rizas se hicieron insostenibles para Gutiérrez. “¿Sabes qué Martha?”

--Gutiérrez se volteó y le dijo a Salazar-- “debemos hacer un show solamente con mujeres. Un día lo haremos”.

Ese día llegó en 2011 cuando el primer show de Beautiful Brawlers por fin se llevó a cabo. “Casi lloré”, dijo Salazar.

he chaos and violence that erupted in Ferguson, Missouri following the death of Michael Brown at the hands of police may have subsided, but the images of SWAT units in heavily armored vehicles firing “less-than-lethal” munitions at terrified people remain etched in our collective consciousness. To the average American, the Ferguson depicted on TV looked more akin to a third-world warzone than the American heartland.

“We rolled lighter than that in an actual warzone,” reporter Travis Waldron, a former U.S. soldier, tweeted in reaction to pictures of Ferguson police officers.

The events of Ferguson After responding to a robbery report on the afternoon of Aug. 9, Officer Darren Wilson encountered 18-year-old Michael Brown walking down the street and shot him to death. There are conflicting accounts detailing what exactly happened: Wilson maintains that he was attacked and forced to act in self-defense, while several eyewitnesses have said that Brown was standing still with his hands up. What is undisputed, however, is that Brown was unarmed.

An independent autopsy requested by Brown’s family revealed that he had been shot at least six times, and that the nature of the wounds seemed to contradict Wilson’s story. Residents of the mostly black city of Ferguson held a vigil for Brown on Aug. 10, protesting the killing of an unarmed black teenager by a white police officer. By Aug. 11 the situation had turned ugly. Police responded to the demonstrations in full riot gear, firing teargas and flashbangs at protesters and using intimidation tactics against journalists attempting to cover the situation. For the next week or so police continued to clash with demonstrators and reporters, using paramilitary tactics and a variety of military-grade weaponry.

Arriving mainly via social media, the scenes from Ferguson quickly provoked outrage from across the media landscape and loud calls for law enforcement reform.

Weaponized law enforcement Americans were rightly shocked at the heavy-handed response by what seemed to be an absurdly over-equipped police force. Expressing their disbelief, many wondered aloud how it had come to this. The answer to their query is that this is the result of a process that has been unfolding over the past four decades.

In the mid-’60s, Special Weapons and Tactics (SWAT) teams were created and deployed for the first time in response to the Watts riots in Los Angeles.

The 1970s first saw the appearance of the law enforcementas-military-campaign paradigm when Richard Nixon declared “War on Drugs.” In the 1980s Ronald Reagan greatly expanded the War on Drugs, implementing the deployment of SWAT teams, which previously had only been used in emergency situations.

After the Cold War, congress passed the National Defense Authorization Act which contained specific language allowing for the transfer of surplus military equipment to police departments to aid specifically in the war on drugs.

And an expanded version of the act was passed in 1996 that allowed for military equipment to be used for any purpose deemed necessary.

War at home The problem with the “war” model of law enforcement is that it basically undermines the idea of the police force as public servant, accountable to the community it serves.

“The gear and weapons and tanks are a problem. But I think a much deeper problem is the effect all of this war talk and battle rhetoric has had on policing as a profession,” Radley Balko, respected journalist and author of “Rise of the Warrior Cop: The Militarization of America’s Police Forces,” said in a recent interview.

“In much of the country today, police officers are psychologically isolated from the communities they serve. It’s all about ‘us vs. them.’ It’s really destructive.”

Under this model of law enforcement, police are an army fighting a zero sum campaign against an enemy in hostile territory. One need look no further for an illustration of this than the way in which white police officers tend to patrol neighborhoods of color. These are officers who, for the most part, don’t live in the communities they patrol. It’s a situation that has led to the lives of Michael Brown, Alex Nieto, Oscar Grant and countless others having been cut short by the very people who are supposed to be protecting and serving.

A June 2014 report by the ACLU titled “War Comes Home: The Excessive Militarization of American Policing,” confirmed among other things that SWAT teams and the use of paramilitary tactics are in fact primarily deployed in communities of color.

The report also concluded that the problem is systemic and thus reform must be systemic. So even if eventually there is justice for Brown or Nieto or whomever, the ALCU has found that “the problems of overly aggressive policing are cultural and cannot be solved by merely identifying a few “bad apples” or dismissing the problem as a few isolated incidents.”

Policía armada La ciudadanía estaba escandalizada por la respuesta de lo que pareció ser una policía absurdamente sobrequipada. Muchos se preguntaron cómo llegó a ese punto la situación. La respuesta es que esto es el resultado de un proceso que se ha venido desarrollando desde las pasadas cuatro décadas.

A mediados de los sesentas, grupos SWAT (de armas y tácticas especiales) fueron creados y desplegados por primera vez en respuesta a los disturbios de Watts en Los Ángeles, mientras que una década después, aparece el paradigma del mantenimiento de la ley como campaña militar cuando Richard Nixon declaró la ‘Guerra contra las drogas’. En los ochentas, Ronald Reagan amplió dicha guerra, implementando el despliegue de grupos SWAT, que anteriormente solo se usaban en casos de emergencia.

Después de la Guerra Fría, el congreso aprobó el Acto de Autorización de Defensa Nacional, cuyo lenguaje específico establece la transferencia de equipo militar a departamentos de policía para ayudar en la guerra contra las drogas. La marcha terminó en las oficinas de Kaushik Dattani, un propietario que ha estado comprando y vendiendo múltiples propiedades en la Misión. Pero los inquilinos de una de esas propiedades ubicada en las calles Folsom y 20, han luchado.

Patricia Kerman y su compañero Tom Rapp han estado luchando contra Dattani desde febrero del año pasado cuando los amenazó con desalojo. En agosto de 2013, Dattani había nivelado al par con el desalojo del Ellis acto, pero como Kerman es un adulto mayor, a los inquilinos les fue concedida prórroga de un año, extensión que terminó el 27 de agosto.

And in watching the girls who’ll compete Sunday night, many of whom have Olympic

aspirations for 2016, Salazar still thinks.

“Sometimes I wish I could’ve been there. Sometimes I tell my mom, ‘Man, I was born too early.

You should’ve waited a little longer,’” Salazar laughs. “But it’s an awesome feeling to see how far we’ve come. Hopefully one day, these young girls will make that money that these guys make. We put in the same hard work, time and dedication.”

Mayra Alvarado, subarrendataria del edificio por los últimos cinco años, dijo que empezó a recibir amenazas de deportación de Maldonado después que logró que sus dos hijos vinieran de El Salvador a vivir con ella poco después de un año de vivir ahí.

“Me preocupan mis hijos. Ellos le tienen miedo. Yo también… pero no tengo a donde ir”, dijo Alvarado.

Algunos residentes, incluyendo a Anderson, alegan que sus rentas han sido detenidas por Maldonado, quien como ncargado del edificio, es el responsable de recoger las rentas de los inquilinos y de hacer los pagos al dueño del edificio, Thomas Aquilina.

Anderson dice que Maldonado no pagó la renta del número 3152 correspondiente a diciembre y que hizo lo mismo en otros meses con diferentes unidades.

“He estado molesto por esto por meses. Todos pagamos la renta”, dijo Anderson. “Él pudo haber tomado el dinero (extra) para irse de vacaciones”.
