or the last 23 years, the Foy-Martí family have called the San Francisco Victorian nestled at Blanche and 23rd streets home.

Yet, despite the current temporary eviction ban in San Francisco, they are now at threat of being displaced.

“This eviction is awful,” said Carmelo, the 12-year-old child of Michelle Foy and Fernando Martí. “But we will push through it. It’s very unjust and not right. And I’ve lived in this house all of my life. I was even born in this house and to be kicked out from this house... is very hard.”

On Oct. 12, dozens of community organizers, housing advocates and local politicians rallied in front of the Foy-Martí’s Noe Valley home in support of the family, who have received a 60-day “Owner Move-In Eviction Notice.” Among those present were Supervisors Hillary Ronen, Dean Preston, Myrna Melgar and Rafael Mandelman’s legislative aide, Tom Temprano.

According to the Foy-Martí family, the eviction is being carried out by real estate speculators, Peter and Tanya Omran, who allegedly say that they need the unit for their daughter, Tatiana.

Martí, an artist, poet and hardened housing rights activist, for years has fought on the front lines against displacement and evictions of fellow San Francisco residents.

“It’s tough,” Martí said. “I think because we’re activists, we don’t always think about the toll. Like, ‘I’m fighting. I’m down for the fight!’ The last month, it’s been hard to sleep. It sort of invades your dreams and you wake up at 3 in the morning, just thinking about it...So knowing that that affects me this way, and I’m connected, I think about how it affects other people who don’t don’t have that.”

Peter Omran—a Christian Missionary who is the president of the Novato-based nonprofit Heart of Mercy International—and his family purchased the house where the Foy-Martís live and attempted to evict the family in 2019, and even offered the family a buyout. The Omran’s also own a “socially responsible” coffee plantation in Ethiopia, called Abana Coffee.

“It seems to me a contradiction between these Christian values and this socially responsible business and the idea that just because you have more money, you can evict somebody,” Martí said. “You wonder, how can these people call themselves Christian, and they’re acting in this greedy way.”

The Foy-Martís—despite a local judge ruling against their case earlier this month—argue that the eviction is illegal based on San Francisco’s current eviction ban.

The state’s eviction moratorium expired on June 30, 2021, and according to Martí, the Omran’s timed the eviction notice just as the statewide ban on evictions was set to expire.

Despite that state expiration, San Francisco passed eviction moratorium extensions.

Last October, the San Francisco Board of Supervisors banned “Other Than Non-Payment of Rent” evictions, and that ban has now been extended to Nov. 30, 2021.

“But the judges are not paying attention to that. They’re acting against San Francisco’s own law and saying that the state law that ended June 30th, that’s the only one that applies,” See EVICTION, page 10

urante los últimos 23 años, la familia Foy-Martí ha llamado hogar a su casa victoriana de San Francisco situada en las calles Blanche y 23. Sin embargo, a pesar de la actual prohibición de desalojo temporal en San Francisco, ahora corren el riesgo de ser desplazados.

“Este desalojo es horrible”, dice Carmelo, el hijo de 12 años de Michelle Foy y Fernando Martí. “Pero lo superaremos. Es muy injusto y no está bien. He vivido en esta casa toda mi vida. Incluso nací en esta casa y que me echen de ella... es muy duro”.

that paid 13 cents an hour had its challenges.

“You also have to navigate through life in prison, which is the politics, the racism, the authoritarianism from correctional officers, the lockdowns, the lonely nights, the separation from family— both my parents had passed away while I was in there,” he said.

Thongsy persevered and directed his focus to community organizing.

He advocated for the passage of California’s SB260 and SB261, which afforded youth a fair chance of parole, and by 2016 stood before the Board of Parole Hearings for the very first time. After serving 20 years of a life sentence, he was granted parole.

It was a shocking and humbling experience, he said, but the celebration didn’t last long. Like many immigrants and refugees, Thongsy was pushed into what advocates call the school-to-prison-to-deportation pipeline. He was immediately transferred from San Quentin State Prison to immigration custody and issued a final deportation order.

“It was one of those challenging times. You live in this state of uncertainty that you could be here one minute and gone the next, separated from your family and everything you have known,” he said.

Immigration policies enacted in 1996 curtailed due process and vastly expanded the grounds for detention and deportation. As a result, more than 16,000 Southeast Asian Americans from Cambodia, Laos, and Vietnam have received final orders of removal, many of which are based on decades-old convictions.

omdeng ‘Danny’ Thongsy nunca se imaginó que llegaría a ser estudiante en la Universidad de California, en Berkeley.

Mucho menos después de enfrentar tantos obstáculos como refugiado del sudeste asiático y tras haber sido encarcelado: “Incluso hoy, recuerdo todas las barreras que se han interpuesto en mi vida, en todo lo que he luchado, y me pregunto ‘¿cómo llegué aquí?’”, dijo.

Thongsy creció después de la Guerra Secreta de los EEUU en Laos, la operación paramilitar de la CIA más grande en la historia de este país: entre 1963 y 1974, lanzó más de dos millones de toneladas de bombas sobre Laos, convirtiéndola en la nación más bombardeada del mundo, per cápita. Cientos de miles de civiles laosianos huyeron en busca de protección, y muchos terminaron en campos de refugiados tailandeses, igual a uno donde Thongsy nació y se crió hasta los dos años. Aunque Thongsy era menor de edad en ese entonces, fue juzgado como adulto y sentenciado a un mínimo de 27 años. Los jóvenes asiáticos en California durante ese tiempo eran juzgados más del doble que los adultos, en comparación con los jóvenes blancos que cometieron delitos similares, según reportó un informe de 2000.

Durante su primera semana en detención juvenil, Thongsy asistió a un servicio religioso que le brindó un rayo de esperanza: el predicador a cargo, un expresidiario, compartió un mensaje sobre el perdón a sí mismo y la transformación, plantando así Thongsy la semilla que conduciría por el camino hacia la curación.

“También tienes que navegar por la vida en la prisión, lo que significa la política, el racismo, el autoritarismo de los oficiales penitenciarios, los encierros, la soledad de las noches, la separación de la familia; mis dos padres habían fallecido mientras yo estaba allí”. Thongsy perseveró y se centró en la organización comunitaria. Abogó por la aprobación de los proyectos de leyes SB260 y SB261 de California, que brindaban a los jóvenes una oportunidad justa para libertad condicional, y en 2016 se presentó ante la Junta de Audiencias de Libertad Condicional por primera vez. Después de cumplir 20 años de su sentencia, le fue concedida la libertad condicional.

Fue una experiencia impactante y humillante, dijo, pero la celebración no duró mucho. Como muchos inmigrantes y refugiados, Thongsy fue empujado a lo que los defensores llaman el camino de la escuela a la prisión y la deportación. Fue trasladado de inmediato de la prisión estatal de San Quentin a la custodia de inmigración y se emitió una orden de deportación: “Fue uno de esos momentos desafiantes.

Las políticas de inmigración promulgadas en 1996 restringieron el debido proceso y ampliaron enormemente los motivos de detención y deportación. Como resultado, más de 16 mil estadounidenses de origen asiático procedentes de Camboya, Laos y Vietnam han recibido órdenes finales de expulsión, muchas de las cuales se basan en condenas impuestas con décadas de antigüedad.

Thongsy pasó dos meses en detención migratoria del Centro Correccional Rio Cosumnes antes de ser liberado bajo una orden de supervisión. Después de dos décadas, volvió a ponerse en contacto con su hermana y familiares y comenzó a reconstruir su vida como familia, pero el miedo a la deportación permaneció en él.

Si bien los EEUU no tiene un acuerdo de repatriación con Laos, Thongsy vivía día a día, sin saber si sería deportado o cuándo, una experiencia común entre los estadounidenses del sudeste asiático, muchos de los cuales llegaron a este país como refugiados y luego obtuvieron su residencia.

“Cuando la gente suele hablar de deportar a los inmigrantes, intentan justificar sus acciones deshumanizándolos. No reconocen la inhumanidad en el acto mismo”, aseveró Thongsy.

“Cuando deportas a alguien, estás deportando a miembros de tu familia. Estás deportando a padres, estás deportando a hermanos, hermanas y madres. Toda una comunidad sufre”.

MORE WOMEN ARE TARGETS OF XENOPHOBIC HATE Jenny Manrique

uslim, Asian and Latina women are the main victims of xenophobic attacks in the United States during an increase in hate crimes against immigrants.

The phenomenon, said experts convened by Ethnic Media Services, reflects the fact that marginalized groups end up being the scapegoat for everything that goes wrong in the country. But why women?

According to the new survey “Islamophobia in the eyes of Muslims”, women (76.7 percent) are more likely than men (58.6 percent) to be victims of Islamophobia, and 91 percent of women reported that Islamophobia affects their emotional and mental well-being compared to 84 percent in the case of men.

“Women are viewed as a symbol of a visible (wearing the hijab), external and opposing culture,” said Basima Sisemore, researcher for the Global Justice Program at the Othering & Belonging Institute at UC Berkeley, who conducted the survey.

“And that culture is Islam and the East, and Muslims who supposedly are at odds with western ideals and democratic values.”

The survey is the first national study to ask Muslim Americans (about 3.5 million people) their perceptions and experiences regarding Islamophobia. It was conducted in 50 states and 1123 respondents participated.

62 percent of all respondents reported that they, relatives, friends or members of their community have been affected by federal and / or state policies that disproportionately discriminate against Muslims.

Islamophobia, says Sisemore, already existed before the attacks of September 11, 2001 and dates back to the beginning of the nation as 20 percent of the African slave population was Muslim.

It has been perpetrated by people in individual acts of violence, but also institutionalized by “structural racism” in the United States with policies such as “the travel ban for Muslims, Countering Violent Extremism (CVE) programs or even anti Sharia legislation.”

“That feminism says that women have no equality under Islam, and are seen in need of being saved from violent and oppressive Muslim men, which is a very dangerous narrative that played out in the invasions of Iraq and Afghanistan as a means to garner public support toward the narrative of white saviorism.”

While in some Islamic countries women need to go out in public with their husbands or have severe restrictions on their rights, Sisemore says these are “extreme examples” and that the media could highlight other aspects of Muslim culture as “women play an intrinsic role in all parts of society.”

According to Elsadig Elsheikh, Director of the Global Justice Program at the Othering & Belonging Institute at UC Berkeley, in some

African countries women have led the struggle against dictatorships and invasions and there are exemplary cases of leadership in the East like that of Sheikh Hasina, current prime minister in Bangladesh, and Benazir Bhutto, the first woman to head a democratic government in a Muslim-majority country like Pakistan.

“I’m not quite sure the representation of women in most liberal democracies in the West exceeds 20 percent,” Elsheikh said.

Elsheikh said that another worrying finding from the survey is that almost a third or more of Muslims have hid or attempted to hide their religious identity, “because Islamophobia has made their place of worship linked to ‘terrorism’ which makes it hard for Muslims to engage with each other… if I see a guy with a turban on his head, I am also filled with rage against those who will come into bombing our country.”

Many Muslims censor themselves by avoiding talking about their beliefs or place of origin and in the case of women “almost nine out of 10 women do that in their everyday life, they try to get away from speaking their mind.”

For Elsheikh, Muslims and other marginalized groups, “seem to be the scapegoats for everything wrong in the United States.”

This experience is similar for Asian-American communities that have been the subject of a wave of racist and xenophobic incidents related to the origin of COVID in Asia.

According to the Stop AAPI Hate center, from March 2020 to June 2021, more than 9,000 incidents have been reported against this community and more than 66 percent of those attacks have been against Asian-American women, including school-age girls.

“With that idea of ‘Make Amer-

ica White Again”, the rest of us are foreign invaders and whole groups of people are rendered as being second-class, less than human,” said Helen Zia, AAPI activist, author, and journalist.

“Add to that a layer of gender based attacks against women, which puts immigrant women to face multiple jeopardy for being just who they are.” Zia mentioned the massacre in Atlanta, Georgia, where six Asian-American women who worked in spas were killed, and said that the hate incidents, although not documented by gender, date back to 1980.

“The sexualization of Asian women, and women of color in general, plays a role in these kinds of incidents,” Zia said. The most difficult thing for women is to report “because they know that in society overall they are diminished, they are shamed and blamed, and they may even face stigma within their own community.”

Among the Latino community, labor and sexual exploitation occurs in silence due to the latent threat of deportation. Latina and indigenous agricultural workers, particularly immigrants from Mexico, Central and South America escape various forms of violence in their countries of origin and by seeking refuge in the United States, they continue to be victimized.

“Latina women have faced a lot of sexual violence, especially in the fields, considering the dynamic that exists with their citizenship status,” said Irene de Barraicua, Director of Operations for Lideres Campesinas, a network of agricultural workers that supports women with their asylum cases.

“They are afraid of retaliation and deportation and do not seek assistance for fear of being deemed a public charge,” added Barraicua.

During the pandemic “they were the first to go when business and growers farmers had to stop or wanted to keep the fastest workers.”

The leader says that all these forms of violence can only stop when “we see a fair immigration reform” and for that “we will continue lifting these voices.”

ujeres musulmanas, asiáticas y latinas son las principales víctimas de agresiones xenófobas en los EEUU en un contexto de aumento en los crímenes de odio contra inmigrantes. El fenómeno, observan expertos convocados por Ethnic Media Services, obedece a que los grupos marginados terminan siendo el chivo expiatorio de todo lo que funciona mal en el país.

Pero, ¿por qué las mujeres?

De acuerdo a la nueva encuesta ‘Islamofobia a los ojos de los musulmanes’, las mujeres (76,7%) tienen más probabilidades que los hombres (58,6%) de ser víctimas de la islamofobia, y el 91% de ellas respondió que la islamofobia afecta su bienestar emocional y mental frente a un 84% en el caso de los hombres.

semore dice que estos son “ejemplos extremos” y que los medios podrían destacar otros aspectos de la cultura musulmana ya que “las mujeres juegan un papel intrínseco en todos los sectores de la sociedad”.

De acuerdo a Elsadig Elsheikh, director del programa de justicia global en el instituto Othering & Belonging en UC Berkeley, en algunos países africanos son las mujeres las que han liderado la lucha contra las dictaduras e invasiones, y que en Oriente hay casos ejemplares de liderazgo como el de Sheikh Hasina, actual primer ministra en Bangladesh, y Benazir Bhutto, primera mujer en encabezar un gobierno democrático en un país de mayoría musulmana como Pakistán.

“No estoy muy seguro de que la representación de las mujeres en la mayoría de las democracias liberales de Occidente supere el 20%”, dijo Elsheikh.

El activista mencionó que otro hallazgo preocupante de la encuesta es que casi un tercio o más de los musulmanes han escondido o intentado ocultar su identidad religiosa, “porque la islamofobia ha hecho que su lugar de culto haya sido relacionado con el terrorismo y ya ni siquiera se involucran entre ellos mismos… si veo un tipo con un turbante en la cabeza, también estoy lleno de rabia contra aquellos porque vendrán a bombardear nuestro país”.

mujeres hacen eso en su vida diaria, tratan de evitar decir lo que piensan”.

Para Elsheikh los musulmanes y otros grupos marginados, “parecen ser el chivo expiatorio de todo lo que está mal en los EEUU”.

Esta experiencia se repite entre las comunidades asiático-americanas que han sido objeto de una ola de incidentes racistas y xenófobos relacionados con el origen del COVID-19 en Asia. De acuerdo con el centro Stop AAPI Hate, desde marzo de 2020 hasta junio de 2021 se han reportado más de 9 mil incidentes en contra de esta comunidad y más del 66% de esos ataques han sido contra mujeres asiático-americanas, incluidas niñas en edad escolar.

“Con esa idea de que los EEUU vuelva a ser blanco, los demás somos invasores extranjeros y grupos enteros de personas son considerados de segunda clase, menos que humanos”, dijo Helen Zia, activista de la comunidad AAPI, autora y periodista.

“Sume a eso los ataques contra las mujeres basados en el género, lo que pone a las mujeres inmigrantes a afrontar múltiples peligros por ser quienes son”. Zia mencionó la masacre en Atlanta, Georgia, que acabó con la vida de seis mujeres asiático-americanas que trabajaban en spas y dijo que los incidentes de odio aunque no se documentaron por género, datan de 1980.

“La sexualización de las mujeres asiáticas y de las mujeres étnicas en general, juega un papel en este tipo de incidentes” dijo Zia. Lo más complicado es que las mujeres denuncien

“porque saben que en la sociedad en general están disminuidas, son avergonzadas y culpadas incluso pueden enfrentar un estigma dentro de su propia comunidad”.

Entre la comunidad latina, la explotación laboral y sexual sucede en silencio por la amenaza latente de una deportación. Las trabajadoras agrícolas latinas e indígenas, en particular las inmigrantes provenientes de México, Centro y Sudamérica escapan a diversas formas de violencia en sus países de origen que, al buscar refugio en los EEUU, continúan siendo victimizadas.

“Las latinas han enfrentado mucha violencia sexual, especialmente en el campo, considerando la dinámica que existe con su estatus legal”, refirió Irene de Barraicua, directora de operaciones de Líderes Campesinas, una red de trabajadoras agrícolas que apoya a estas mujeres en su solicitud de asilo.

“Tienen miedo a represalias y a la deportación y no buscan ayuda por temor a ser consideradas una carga pública”, agregó Barraicua. “Durante la pandemia fueron las primeras en ser despedidas cuando las empresas y los agricultores tuvieron que parar o querían mantener a los trabajadores más rápidos”.

La líder dice que todas estas formas de violencia sólo tendrán fin cuando “veamos una reforma migratoria justa” y para ello “continuaremos levantando estas voces”.

amusta! quiere decir ‘Hola’ en tagalo, uno de los siete idiomas más hablados entre nuestros estudiantes y familias del Distrito Escolar Unificado de San Francisco (SFUSD).

Si visita nuestras diversas instalaciones, es posible que escuche esta y otras palabras en tagalo aún más durante octubre, ya que muchas de nuestras escuelas se han unido a celebrar el mes de la Historia filipina-estadounidense. Cabe mencionar que octubre fue elegido para conmemorar la llegada de los primeros filipinos que desembarcaron en California en 1587.

El tema de este año de la Sociedad Histórica Nacional Filipina-Estadounidense (FANHS, por sus siglas en inglés) es “50 años de la primera Convención del lejano Oeste de los jóvenes filipinos”, dicho quincuagésimo aniversario es sobre una reunión que se llevó a cabo en la Universidad de Seattle en 1971 y que reunió a más de 300 jóvenes filipino-estadounidenses de la costa oeste del país y aclamada como el comienzo del Movimiento filipino-estadounidense.

En el SFUSD, estamos comprometidos a elevar la riqueza cultural y la contribución histórica de la comunidad filipina en nuestra ciudad y en nuestras escuelas. Celebramos a esta comunidad todo el año

rectional Center under an order of supervision. After two decades apart, he reconnected with his sister and relatives and began rebuilding the remaining life they have as a family.

But the fear of deportation remained.

While the United States has no repatriation agreement with Laos, Thongsy lived day to day, not knowing if or when he would be deported— a common experience among Southeast Asian Americans, many of whom arrived in the United States with refugee status and later obtained green cards.

“When people often talk about deporting immigrants, they try to justify their actions by dehumanizing them. They fail to recognize the inhumanity,” Thongsy said. “When you deport someone, you’re deporting family members. You’re deporting fathers, you’re deporting brothers, sisters, and mothers. An entire community suffers.”

Thongsy continued to advocate for criminal justice reform following his release. He served as a Yuri Kochiyama Fellow at the Asian Law Caucus in San Francisco, then went on to work at Oakland Rising, a racial and economic justice collaborative that educates and mobilizes voters. Today, he volunteers for the Asian Prisoner Support Committee, helps with re-entry support to formerly incarcerated people, and pro-

motes community justice and safety as campaign coordinator at the Justice Reinvestment Coalition of Alameda County.

“The Southeast Asian community plays a key role in helping other refugees going through the crisis today. We have insight into what can help. We understand the trauma of war, displacement, and the need for holistic mental health and culturally competent resources,” he said.

In November 2020, Thongsy received an unconditional pardon from Gov. Gavin Newsom in recognition of his transformation and contributions to the community. With the weight of imminent deportation lifted, he could fulfill his dream and pursue a bachelor’s degree in sociology at UC Berkeley.

As a 1.5 immigrant and first-generation college student, Thongsy is eager to learn how to break the cycle of the school-to-prison-to-deportation pipeline that plagues his community. He hopes his story inspires others to reflect on their own lived experiences and demand transformative justice for all.

“I’ve learned throughout the trajectory of my life and its challenges that no matter how dim things can be, we must remain optimistic and resilient, fight for change and fight for others,” he said. “Seek help and by doing so help others along the way.”

En mayo, llevaron a cabo su tercera ceremonia anual de graduación virtual de los egresados del doceavo grado. Una forma en que las escuelas apoyan los intereses y la cultura de los estudiantes es mediante clubes. En la Escuela Intermedia James Denman, hay un club filipino que convoca a los estudiantes a reunirse para aprender y celebrar esta cultura. El año pasado los miembros de este club que se encontraban cursando sus clases de forma virtual, recibieron ingredientes para cocinar recetas vía Zoom y prepararon platillos típicos, tal como el ube (ñame morado), arroz inflado y pollo adobado. Cuando volvieron a las aulas de forma presencial, retomaron sus reuniones semanales y ahora seguirán cocinando, en casa después de clases, una vez al mes.

El celebrar la historia y la herencia de los filipino-estadounidenses significa que tenemos que ver las formas en que esta comunidad filipina ayudó a construir y a cambiar esta nación. Este mes y durante todo el año, los animo a aprender sobre cómo han participado y ayudado a liderar movimientos de justicia social en los este país. ¡Ingat!, “¡Cuídense! ¡Hasta luego!”

CALIFORNIA’S REDISTRICTING PROCESS GIVES CITIZENS LEAD ROLES Mark Hedin

wo members of California’s Citizens Redistricting Commission joined a press briefing hosted by Ethnic Media Services on Oct. 11 to discuss the process of drawing new political boundaries for the next decade.

Sara Sadhwani, chair of the commission, and colleague Linda Akutagawa joined Paul Mitchell, a national expert on redistricting and demographics, to discuss the process in California​.

“It’s one of the most under-appreciated, but also one of the most important jobs out there,” Akutagawa said. “It’s important that all of us have a voice in this process.”

California is a pioneer in efforts to end the traditional political “gerrymandering” that for centuries has enabled incumbent politicians to choose their voters via the redistricting process.

Typically, this was done by making districts less competitive, either by “packing” voters expected to vote a certain way together so their views aren’t reflected in neighboring districts, or “cracking” communities into several larger districts where their voices will be drowned out.

By passing 2008’s Prop. 11 and 2010’s Prop. 20, California voters have tried to de-politicize the redistricting process by taking it out of the purview of state legislators and establishing a nonpartisan redistricting commission. (Prop. 11 only covered the state legislature, Prop. 20 added Congressional districts.)

Both Sadhwani and Akutagawa said they applied to the commission in part to help ensure it would be representative of California’s diversity.

“This would give our community, in this particular case, the Asian American community a voice on the

commission,” Akutagawa said.

Following California’s example, another eight states now have redistricting commissions, although debates continue on how to best make them truly non-partisan, for instance, in the process of selecting the commissioners.

“It’s a pretty esoteric idea,” said Sara Sadhwani, chair of the redistricting commission, a mother of three and a professor of political science at Pomona College.

“It’s not something moms sit around talking about on a regular basis, or at the water cooler or over coffee.”

California, like every other state in the country, is redrawing voting districts based on changes in population in the past decade, as seen in new data from the 2020 Census.

California​has growing Latino

and Asian communities​, noted Paul Mitchell, who runs Redistricting Partners. The Asian community, he said, has not become as widely dispersed as the Latino/Hispanic community has across the state, tending to instead add population to already established communities. ​Meanwhile Black populations in California​are tending to disperse throughout the state.

Voter turnout patterns also come into play, ​with Latino voters typically less likely to vote than African American voters.

But racial characteristics aren’t the whole ballgame​, Mitchell noted.

Voting districts still have to be “compact, contiguous and makes sense,” and also consider “communities of interest” that share, for example, language, culture, schools, commonalities in the amenities and services its

people use, or characteristics such as being renters, or being homeowners.

“The idea,” Mitchell said, “is to draw them into districts where they can affect the outcome of an election or they can have better representative or voting power.”

The panel is continuing to hold meetings and hearings, in person and online, to gather community input. Information on these, currently scheduled through Dec. 22, is available at wedrawthelines.ca.gov/hearings/. Final maps have to be submitted to the secretary of state by Dec. 27.

“We’re really in a phase of assessing to what extent can we be responsive to the communities of interest testimony that we received while at the same time upholding our obligations to historically excluded communities under the Voting Rights

Act,” Sadhwani said.

California also has a Fair Maps Act that applies to local government redistricting, adding transparency and rules against partisanship or emphasizing incumbent interests.

But, Mitchell said, “just because we’ve changed these laws doesn’t mean we’ve eliminated some of the gerrymandering we might see in local redistricting.”

Mitchell demonstrated proposed maps in Riverside and Orange counties where minority blocks had been “cracked” to where there were no “majority minority” districts, despite those counties’ demographics, thereby diluting their representation.

Redistricting follows close on the heels of the reapportionment process that divides the 435 seats in Congress among the 50 states to ensure that those officials all represent the same number of people – now, about 760,066 each.

The 2020 Census found that California has not been growing as fast as other parts of the country since 2010, so it will lose one of its 53 seats in the U.S. House of Representatives. Texas, by contrast, will gain three.

So California has to draw new boundaries to divide the state into 52 congressional districts instead of 53.

It also has to establish 80 political districts for the 80 state assembly seats, 40 for the state senate, and four for the State Board of Equalization. ​“What does it take to have elected officials actually be responsive to the communities they serve? We know communities on the ground have real needs. Those needs and concerns really mean a lot to me,” Sadhwani said.

“We are truly a citizens’ commission. The majority of us are not political individuals. That is truly what we have brought to this commission,” Akutagawa said.

he annual Día de Los Muertos exhibition at SOMArts is one that Río Yañez has pledged himself to since 2006. But this year’s show—the second during the COVID-19 pandemic and the first without the physical presence of both of his renowned parents, Yolanda López and René Yañez—feels different.

“For me, I mean it’s obviously personal,” Yañez said. “I’m putting my mother’s name on it as part of the show, and I’m doing this interview where the bed was that she passed away on six weeks ago.”

Yañez was 26 when he first began collaborating and co-curating SOMArts’ annual Día de los Muertos exhibition with his father René, and did so up until René’s death in 2018.

It was then when Yañez began working and co-curating the SOMArts show with Carolina Quintanilla, who had also collaborated with René years earlier.

And now with both Yañez and Quintanilla being the torch bearers of the iconic exhibition, both have their sights focused on the future.

“The way that I think of this moment is the pause, like the quiet before the storm,” Quintanilla said. “I think of this as a moment of contemplation and of gathering and processing. Gathering ourselves and processing what’s happening and kind of looking around like, ‘What’s next?’”

This year’s exhibition, “Dreams Emerging, Beyond Resilience,” which is currently on display until Nov. 5, is dedicated to Yañez’s mother, Yolanda López, and to fellow arts and culture giants Elizabeth ‘Betita’ Martinez, Moira Roth, Betty Segal, and Ronnie Goodman.

The show—which this year will feature 17 installations and will be available for virtual view—traces its origins back to the 1970s, when René Yañez and the collective at Galería De La Raza began to develop art exhibits based on Día de los Muertos.

“At the time, it was seen as a very kind of personal, cultural and spiritual practice, and I think [René’s] idea was that it was something that was really valid to stage in a gallery and present as work of art,” Yañez said.

“And that was really like the seed for the kind of the scene and community of art exhibits that we have each year now.”

The show eventually became a mainstay at SOMArts, with the location providing a nurturing space for mixing cultural tradition with artistic experimentation. And that trend continues today.

Featured artists Victor Mario Zaballa, whose participation in the exhibition dates back 30 years, went from making very traditional Day of the Dead altars to experimenting with monolithic wooden structures dressed in hand-cut papel picado.

“He is just like a gift that I’ve inherited from my dad,” Yañez said. “It’s almost like the beating heart of the show.” That piece sits in the center of the gallery.

“There’s definitely a feeling that we’re on the precipice of something and I think one of the ideas with the concept of this year’s show is to really talk about moving forward and building. And I think last year especially there was an emphasis on healing and collective grief and uncertainty and just feeling a little bit adrift, but also the beginning of the show was to create a little unity and healing and collective processing,” Yañez said. “I think with this show, we are definitely looking squarely

I think for some, it’s more conceptual, for others, it’s more literal. I think Paola de la Calle’s altar is definitely a good embodiment of what the show is about, in that it is conceptual but very much talking about building and tearing it all down, but then moving forward with something new.”

And while Día de los Muertos has served as a chance to honor and celebrate those we have lost, it has historically also given artists and creatives the platform to vocalize political expression. One of the people who the show is being dedicated to this year is Ronnie Goodman, the beloved and well-known artist who struggled with homelessness for several years in his life.

“At this point in a gentrified metropolitan city like San Francisco, the other pandemic is homelessness and it’s our refusal to really holistically address it, to decriminalize it,” Yañez said. “Ronnie was someone who’s

lived life really embodied the contradictions of living in San Francisco, and I feel like the altar does such a beautiful job of laying bear Ronnie’s experiences, his artwork, his politics and the mere fact that it exists, kind of testifies to the inequitable truths of what living in San Francisco means.”

Goodman’s altar isn’t the only installation commenting on the surrounding social inequities. Paola de la Calle’s installation is an ode to the uprisings we saw in Colombia earlier this year, and Adrian Arias’ 12-foottall portraits pay homage to those who have been killed by police. And while the co-curators are focused on what’s to come, the grief and losses we have collectively suffered throughout the pandemic is impossible to ignore.

“I think that even if it’s not someone close to us, we know someone who has passed away this year,” Quintanilla said. “One thing that I don’t think we talked about a lot is being around so much mourning.

We’re in it. There’s no going away from it because it’s prevalent in like

so many of our families and it’s this collective experience.”

But the show—especially the featured video by the artist LEXAGON aka Alexa Burell—more than anything provides hope.

“I just hope that everybody that comes to the show really sits down and watches the whole thing,” Quintanilla said. “That video ends with a line she says, ‘This is for everyone who has resurrected from grief.’ I was like, ‘What do you mean, you can resurrect from this?’ It just gave me so much hope.”

Martí said. “The other part is, we don’t believe that they’re acting in good faith. Supposedly, the reason for an ‘owner move-in eviction’ is that an owner or their relative doesn’t have any place else to live, so they need to move to this place. They’re targeting us, not our neighbor who’s a senior, because it’s easier to evict a family than a senior. But they have to show that they really do need this place. And we know that when they bought this place, in their family they had other apartment buildings that they were doing short-term rentals, they were doing corporate rentals, about six months after they bought our house they inherited another property...if [Tatiana] really did have other places that she could move in, then this is not an owner move-in eviction and they’re just using her as an excuse to try to get us out.”

District 5 Supervisor Preston outright called the eviction “bogus,” “immoral,” and “illegal.”

“The entire effort to drive this family from their home violates the laws we have passed in San Francisco,” Preston said. “I can’t believe we have to be here, in the midst of a global pandemic where people are hanging on by a thread

where, people have lost loved ones and friends and neighbors and the owners of this property, or at least those who were recognized by these laws as the owners of this property, think that they have the right to throw a family out of their homes in the middle of a global pandemic that’s why we passed [legislation], unanimously, at the Board of Supervisors on exactly these kind of evictions that [are] in effect right now.”

Despite the public support, the Foy-Martís now prepare for trial, which will likely begin in November.

“I don’t think they’re evil,” Martí said of the Omrans. “Part of the thing about this, is that our society allows and encourages people to act in these greedy ways. So we say, ‘It’s okay because they own this property, they should do whatever they want in this property, because it’s their property.’ And I’m always reminded that all of this city is on stolen land. It’s all indigenous land and as a non-native person, it’s always difficult to figure out what’s the right way to do the right thing. Knowing that you’re living in settler-colonial times. But using greed and using land to kick people out to make a profit, that is definitely not the right way to have a right approach to living on this land.”

El pasado octubre, la Junta de Supervisores de San Francisco prohibió los desahucios por “otros motivos distintos al impago del alquiler”, y esa prohibición se ha ampliado ahora hasta el 30 de noviembre de 2021.

“Pero los jueces no están prestando atención a eso. Están actuando en contra de la propia ley de San Francisco y diciendo que la ley estatal que terminó el 30 de junio, es la única que se aplica”, dijo Martí. “La otra parte es que no creemos que estén actuando de buena fe.

Supuestamente, el motivo de un ‘desalojo por traslado de propietario’ es que un propietario o su familiar no tiene otro lugar donde vivir, por lo que necesita trasladarse a este lugar. Se dirigen a nosotros, no a nuestro vecino, que es una persona mayor, porque es más fácil desalojar a una familia que a una persona mayor. Pero tienen que demostrar que realmente necesitan este lugar. Y sabemos que cuando compraron este lugar, en su familia tenían otros edificios de apartamentos que alquilaban a corto plazo,

hacían alquileres corporativos, unos seis meses después de comprar nuestra casa heredaron otra propiedad... si [Tatiana] realmente tenía otros lugares a los que podía mudarse, entonces esto no es un desalojo por parte del propietario y sólo la están usando como excusa para tratar de sacarnos”.

El Supervisor del Distrito 5, Preston, calificó el desalojo de “falso”, “inmoral” e “ilegal”: “Todo el esfuerzo por expulsar a esta familia de su casa viola las leyes que hemos aprobado en San Francisco. No puedo creer que tengamos que estar aquí, en medio de una pandemia en la que la gente pende de un hilo, la gente ha perdido a sus seres queridos, amigos y vecinos, y los propietarios, o al menos los que fueron reconocidos por estas leyes como los propietarios, piensan que tienen el derecho de echar a una familia de su casa, en medio de una pandemia es por eso que aprobamos [la legislación], por unanimidad, en la Junta de Supervisores para exactamente este tipo de desalojos que

Manos Creativas is a group of artists and craftsmen of San Francisco, whose main objective is to explore different handcrafting techniques used on Mexican folk art by working with diverse materials, textures, colors, paintbrush strokes, sculpting, and modelling. This year MCCLA will be honoring the memory of those who recently departed and who were so treasured by so many. We will have altars dedicated to: Hug Lu (visual artist), Ann Halprin (dancer), Jack Hirschman (poet), Yolanda Lopez (visual artist). The November 2nd Reception begins at 6:30pm with an opening ceremony
