Water Trading Q&A WITH ANTHONY BENT, ELDERS WATER TRADING MANAGER What is water trading? Water trading is the mechanism whereby owners of water rights are able to sell and buy these rights. Permanent trading, like a real estate transaction, transfers the title of the water right in perpetuity. Temporary trading refers to the selling and buying of the water that has been allocated to the water right for a season. In Australia, usable water is allocated to a water right each season by government authorities. A water season runs for 12 months, generally between July to June.The amount of water an irrigator receives each year is determined by previously established water sharing plans for each system and the amount of available water in storage. In any given year, an irrigator may in fact only receive a portion of the volume of their water right. The allocation levels are defined as a percentage of the water right volume. Water markets exist therefore to assist irrigators that may require more usable water than they have been allocated, or who have water surplus to their needs. Elders Water Trading allows participants to list and fulfil offers to sell and buy water throughout Australia. This market based system is said to have promoted a more efficient distribution of this most precious of resources by enabling its transfer to the highest value users. Who can trade water? Australia has the most sophisticated water markets in the world and most water rights have long since been separated from the ownership of land. This has enabled non-land holders, whether they be individuals or companies, to buy and sell water rights. Anyone can participate in these markets and as a result further investment has flowed into irrigated agriculture in Australia. This system is not without controversy yet the vast majority of water is still owned by primary producers. Tell us about your team and the areas you operate in? The Water Trading team in the Adelaide office has more than 15 years of experience at some of Australia’s leading brokerage firms. We could see that there was a better way to service clients and were excited when

the opportunity to come to Elders arose to build upon the long history of supporting agriculture and regional Australia. The team comprises of specialists in the major water markets in the Murray-Darling basin, as well as Queensland, WA and SA Groundwater. What does the future of water trading look like? Water is the one resource that sustains all life on the planet. This industry continues to command greater interest each year. The Southern Connected Murray Darling System is the most developed and heavily traded market in the country. However, I can see a time when other water systems such as those in the northern Murray Darling Basin, Queensland and groundwater systems will be just as readily traded. The challenges that irrigators in California face have highlighted the need for greater regulation and a market based mechanism to manage their limited resources. Australian water markets lead the world in terms of innovation. Forward markets, where water for future water seasons can be traded, have already been a part of the landscape for the past three seasons. The industry will need to continue to develop new products and adapt to the demands of irrigators and other market participants. A recent example of this evolution is the emergence of “sale and lease back” products where water can be sold and then leased back to an irrigator. This is a way that many farmers will be able to unlock the capital within their business but still maintain the full use of their water right. Typically financiers do not view water as favourably as a security such as traditional real estate and so a sale and lease back will enable an irrigator to maximise the value of these assets. Many innovative family farming operations are using this structure to expand their businesses.

Western Australia Market Update JIM SANGALLI, RURAL REAL ESTATE MANAGER WESTERN AUSTRALIA The Western Australian rural real estate market is still maintaining strong demand, particularly in the Southern cropping country which has been bolstered by some good rains and mild temperatures to fill the heads.

On a whole, it has been a very mixed season across WA with Northern Wheat Belt areas having a slow start and a very dry winter. Yields in some of these regions being cost recovery at best. Conversely, the South Eastern Wheat Belt looks to average and above yields currently. The strong demand for broad acre cropping country is closely followed by livestock properties and this demand has been highlighted by terrific competition at auctions conducted throughout September/ October/November. Bidders have been both local and corporate and certainly created some new area records per arable acre. There is also strong interest in the Northern pastoral properties with demand once again across a wide section. Apart from the local pastoralist, there has been good foreign and institutional enquiry with the moving cattle prices probably being a major consideration as well as the aggregation potential. It seems there are many factors contributing to the strength of the current market including the low interest rates, good commodity prices, competition from a larger pool of buyers, volatility in the traditional equities market and an overall lack of quality listings being presented. This is leading to a secure long-term market and a lot of Western Australian farmers are positioning themselves to acquire land in nontraditional areas with rainfalls that drought proof their operations and spread their risk in regards to the commodity types, livestock, rotation and market centres. What I’m seeing from the corporate and institutional investors is that there are no state boundaries, only different rainfall averages, quality of country and available marketing options.
