Adiós papá Elegiste un 14 de noviembre para irte y no volver, en ese día te has relajado, perdiste el miedo y te has dejado engullir por la ley de la vida. Mamá, mi hermana y yo, sabemos que has luchado por no dejarte vencer por esa oscuridad a la que te ha arrastrado una maldita enfermedad. Después de años, tu enfermedad ha ganado la guerra. A ti y a quienes te queríamos, en los ratos buenos y en los malos. No importa. Pero le has plantado cara hasta que, al final, te ha llevado en el peor de los momentos, en los infames tiempos del coronavirus. Nunca fuiste una persona fácil. Navegaste por la vida, a menudo caprichoso como un niño enrabietado. No fuiste perfecto y, sin embargo, aprendí muchas cosas de ti. Fuiste una persona generosa y honrada y tus defectos jamás podrán tapar esas virtudes de las que pocos pueden presumir y que tú portabas de manera humilde, como si fuera algo normal. Yo las viví y las he intentado integrar en mi propia vida. Gracias, papá. Tú y yo no teníamos mucho en común y, aun así, creo que me parezco mucho a ti. Quizás pueda reflexionar sobre ello cuando pase un poco de tiempo y contemple el poso que has dejado en mí de la manera más tranquila, con la distancia que ofrece el tiempo. No creo que hubiera mejor padre que tú para una hija que, como yo, quisiera volar allá donde la llevase el viento. Me expresaste con gestos lo que pocas veces hiciste con palabras. Somos así y no es malo, papá. Sé que al final te sentiste muy orgulloso de mí y yo lo percibí. Nunca podré agradecértelo lo suficiente. El último año ha sido malo y horribles los últimos meses. La desalmada enfermedad hizo que dejases de ser quien siempre habías sido. Tu sufrías sin decirlo y todos sufríamos contigo, sin poder hacer nada más por ti en tus últimos meses de vida. Tú hiciste lo que pudiste y nosotras hicimos lo que pudimos y nos dejaron hacer. Te lo han contado a ratos, mientras ya reposabas tranquilo emprendiendo tu viaje a ninguna parte. Y yo lejos te lo he contado a ti, porque a nadie más que a ti y a nosotras nos incumbe. Estamos en paz. Tú y nosotras lo sabemos. A pesar de las circunstancias y de estos infames tiempos del coronavirus hemos hablado, reído y llorado. Te hemos sentido, acariciado y te hemos dejado ir. Sumérgete en el verde y azul profundo, lejos de la oscuridad, que desde aquí, te seguiremos mirando con amor. Te quiero. Te queremos. No temas por nosotras. Vamos a recordarte como eras antes de empezar a irte, porque ese ya no eras tú. Echaremos mucho de menos esas canciones que nunca podías terminar. Christmas is nearly here Dear readers, welcome to the Christmas edition of La Voz del Resident and time to reflect on a world that looks a whole lot different than it did this time last year. When you think that the biggest topic in the minds of most British nationals was Brexit, a subject that even with just a few weeks to go until the end of the transition period and a deal still seemingly just out of reach, barely makes the headlines these days! Despite the lack of publicity it is vitally important for all those who haven’t regularised their positions before the deadline, as those who don’t already possess permanent residency and a Spanish driving licence will find life will become so much more complicated if they wish to remain in Spain on a permanent basis. Now onto lighter matters. I think that we all understand that this Christmas and New Year are going to be unlike any we have experienced before, with the Covid-19 pandemic still ruling the way that we live our lives, it doesn’t mean that we can’t enjoy ourselves, and in fact will cause a lot of us to re-evaluate just what is important, and more importantly what is not. It also looks like there could be an end in sight, at least to the more onerous of Covid-19 measures, and maybe a return to some sort of normality by next spring or summer. In the meantime don’t forget to spare a thought, and maybe a few euros, to those whose lives and livelihoods have been devastated this year. Manilva El equipo de gobierno aprueba la gestiรณn privada de la Ciudad Deportiva de Sabinillas y el inicio de expediente de concesiรณn administrativa para limpieza De forma telemรกtica, la Corporaciรณn municipal celebrรณ esta sesiรณn plenaria extraordinaria, en la que los votos del equipo de gobierno han sido suficientes para la aprobaciรณn de asuntos como la gestiรณn por parte de una empresa privada de la Ciudad Deportiva de Sabinillas que incluye la Piscina y el aparcamiento municipal en estas instalaciones. Un asunto que contรณ con el voto en contra de Izquierda Unida que defendiรณ "como mucho, una gestiรณn mixta".

Ya se conocen los premiados de la campaña "Apuesta Por Tu Comercio 2020"
Ya se ha realizado la extracción de las 150 papeletas de los ganadores de la iniciativa “Apuesta por tu Comercio” puesta en marcha por el área dirigida por Francisco Becerra, para fomentar las compras en los establecimientos adheridos a la misma. 122 han sido los establecimientos participantes en
esta propuesta, y muchos los vecinos que se beneficiarán de la misma, ya que los agraciados podrán disfrutar de dos bonos de 50 euros para consumir exclusivamente en los comercios participantes en la campaña. Francisco Becerra ha destacado "la gran participación de establecimientos
locales en esta iniciativa, a lo que hay que sumar las ayudas que desde el Consistorio se han destinado al Comercio Local". 400.000 euros para la puesta en valor del yacimiento de El Castillo, con unas obras que terminarán en 2021 El 18 de junio de 2021 deberían de estar finalizadas las obras incluidas dentro del "Proyecto de Recuperación y Puesta en Valor" del yacimiento situado en el entorno del Castillo de la Duquesa, en Manilva. Esta actuación, incluida en los Planes Provinciales, pertenecen al año 2019 y según explica el alcalde de Manilva, Mario Jiménez a LVR, "se trata de una excelente noticia para la localidad, ya que vendrán a poner en valor una zona que va repercutir muy positivamente en nuestro municipio a nivel cultural y turístico". Las obras contemplan la mejora de los restos arqueológicos de una parte
de la villa romana y del área industrial de una factoría de salazón, declarados Bien de Interés Cultural en 2005. El proyecto tiene un presupuesto de 369.137,05 euros, de los que la Diputación aportará 329.000 euros y el Ayuntamiento de Manilva, 40.137,05 euros. Los trabajos se realizarán en los restos del entorno de El Castillo, en la parcela de propiedad municipal situada frente al propio castillo, siguiendo las determinaciones del Plan Especial del BIC Zona Arqueológica "Entorno Castillo de la Duquesa" y contemplan, una labor de consolidación y refuerzo de los restos arqueológicos existentes tanto en la zona
romano residencial como en la parte industrial. En esta etapa se llevará a cabo el desbroce y limpieza de las estructuras de los muros por medios manuales, la eliminación de sustratos superficiales y el saneamiento de todo el perímetro de la pintura mural y zócalos. Además se rematarán algunas partes aprovechando las estructuras tras las labores de saneamiento y se adherirán aquellas piedras de muros que, aun estando en su posición original, no se encuentren bien adheridas y por último, se colocará un lecho de grava en las zonas entre muros donde no quede pavimento alguno.

trucción, para pintores y electricistas que realizan trabajos en altura que quieran seguir formándose o para todos aquellos que con inquietudes buscan formación para optar con más garantías a un a oferta de empleo". Una inversión de más de 188.000 euros para reparar la piscina de Manilva y el refuerzo en Parques y Jardines Una mesa de contratación celebrada en el Consistorio, ha tratado el contrato de "obras de acondicionamiento y legalización de la piscina municipal de Manilva" y el refuerzo para el mantenimiento de poda en las zonas verdes y jardines del municipio. En la misma, se procedió a la apertura de las propuestas económicas presentadas por las trece empresas interesadas en la adjudicación de la actuación, unas ofertas que están siendo evaluadas por un técnico municipal como paso previo a la propuesta de adjudicación. Su presupuesto de licitación es de 153.158,23 euros, y tendrá un plazo de ejecución de 3 meses. Con estas actuaciones se trata de dar una solución definitiva a
la piscina municipal y que cuando llegue la época estival pueda ofrecer el mejor de los servicios. También se procedió a la apertura de las ofertas para el refuerzo de poda y mantenimiento de jardines. En esta ocasión han sido tres las empresas que han
presentado sus solicitudes para la adjudicación del servicio. En unos días se conocerán los datos referentes a la adjudicación del mismo. Su presupuesto de licitación es de 35.316,35 euros y el plazo de ejecución es de 1 mes.

Casares Casares dota a todos los centros educativos de purificadores de aire como medida anti covid El Consistorio ha adquirido 48 aparatos de ventilación mecánica que han sido distribuidos en los colegios Blas Infante y Los Almendros y las guarderías de Casares y Secadero. Los purificadores de aire están recomendados por el Ministerio de Sanidad como una alternativa para eliminar las partículas en suspensión, por lo que suponen una medida adicional frente al coronavirus cuando mantener las ventanas abiertas no sea posible por las condiciones climatológicas. Estos nuevos sistemas de climatización y ventilación sirven para luchar contra los contagios por aerosoles y reducir también los ácaros, gérmenes y moho. Los 48 purificadores de
aire han sido repartidos en función del número de aulas y alumnado de cada uno de los centros educativos. Según ha explicado la concejal de Educación,
Rocío Ruiz, "se han instalado 30 en el Colegio Blas Infante, 13 en Los Almendros, 3 en la Escuela Infantil de Secadero y 2 en la de Casares".
La zona de Doña Julia contará con una zona verde con pérgola, mesas para picnic y zona deportiva Han dado comienzo los trabajos para la creación de una zona verde en Doña Julia que en esta primera fase consistirán en preparar el terreno para la ubicación de una zona de merendero con mesas de picnic y una pérgola, para continuar con la instalación de un parque infantil con quiosco el próximo año. Con los movimientos de tierra para acondicionar la parcela han comenzado los trabajos para la creación de una zona verde de esparcimiento en Doña Julia, junto a la urbanización de Hacienda de Casares.
La intención del equipo de gobierno es continuar desarrollando esta zona verde el próximo año con la creación de un Parque Infantil, que contará con un quiosco como solicitan los habitantes de la zona, para ir completando gradualmente con equipamiento deportivo. Casares ya tiene programa para esta Navidad, sin cabalgata y en el que destaca el "video mapping" El Programa de Navidad de Casares arranca el 4 de diciembre con el encendido del alumbrado, desde el Consistorio se ha diseñado una programación segura e ilusionante, con la decoración como protagonista de estas fechas. Con el propósito de garantizar la seguridad de todos en estas fechas, se van a realizar actividades que no supongan riesgo de transmisión entre las personas, pero con especial intención en mantener la ilusión tan característica de la Navidad. Además se va a preparar una campaña especial para que todos los vecinos participen con alguna acción navideña a través de diferentes canales vir-
tuales, tomando el protagonismo elementos navideños, como árboles, belenes, postales o villancicos., bajo el lema #unanavidadespecial. Entre las novedades se llevará a cabo un vídeo mapping, que consiste en la proyección de imágenes en un edificio real, consiguiendo un efecto artístico muy llamativo, y para el que se utilizarán espacios destacados de cada zona del municipio. El poblado de Papá Noel vuelve como elemento decorativo a Casares, Secadero y La Costa, y Papa Noel realizará un recorrido por las calles para que los pequeños puedan verlo desde sus casas. de Danza, Teatro y Música también ofrecerán sus habituales espectáculos navideños, aunque este año serán online el 17 y el 22 de diciembre. El turismo Norteamericano y Asiático ya se interesa por la Solheim 2023 en Casares La designación del campo de golf de Finca Cortesín en Casares como sede de la Copa Solheim 2023 ha comenzado a reportar resultados positivos, pues ya han mostrado interés en visitar el destino, turistas norteamericanos y asiáticos. El hecho de que en 2023 la Copa Solheim y la Ryder se celebren en Europa (España e Italia), con apenas una semana de diferencia resulta un factor clave para la atracción del público de estos emisores, acostumbrado a organizar estancias largas cuando se trata de viajar por el viejo continente. ste es el aspecto del solar que ocupaba el conocido Centro Comercial y de Ocio Laguna Village" que fue calcinado por las llamas el pasado 29 de agosto y que hoy muestra la imagen de un solar que espera su reconstrucción. El centro comercial Laguna Village, era uno de los emblemas de Estepona, y ardió por completo tras un
incendio por el que fueron detenidas dos personas y el Ayuntamiento de la localidad quiere retomar el proyecto con la mayor celeridad posible. El alcalde de Estepona, José María García Urbano, ha ofrecido todo su apoyo para la reconstrucción de un complejo en el que había varios restaurantes, tiendas, clubs de playa y otro tipo de empresas con
más de 200 empleados. El suelo sobre el que se alzaba el Laguna Village es de propiedad municipal y fue objeto de una concesión administrativa para esta iniciativa empresarial. La concesión es de 75 años y han pasado 15, por lo que la concesionaria liderada por Sauer tiene aún 60 años por delante para operar ese espacio.

El "Plan Árbol" continúa avanzando con la plantación de 235 nuevos ejemplares de chopos, que se ubicarán en los márgenes del futuro corredor fluvial que se está ejecutando en la parte este de Estepona, concretamente en la zona de Arroyo de las Cañas. A partir de la próxima semana, el Consistorio comenzará la colocación de estos ejemplares que permitirá alcanzar los 16.700 árboles plantados en la ciudad, desde 2012. El "Plan Árbol" no solo supone el embellecimiento de distintas zonas de la
ciudad, sino que conlleva beneficios como la oxigenación de los lugares donde son plantados, a la vez que contribuyen a que se suavicen las temperaturas, se asegura desde el Consistorio. Con la nueva plantación de 235 árboles que se ubicarán en los márgenes del futuro corredor fluvial del arroyo de Las Cañas, el Ayuntamiento pretende regenerar los espacios naturales que discurren junto al cauce poniendo en valor los márgenes de este arroyo. Además, el corredor fluvial añadirá un nuevo atractivo
a esta zona, ya que se trata de un nuevo equipamiento de ocio y deportivo, que podrá ser disfrutado por los vecinos del extrarradio para realizar paseos saludables y recorridos en bicicleta, ya que quedará conectado con el corredor litoral que se está impulsando por toda la costa de Estepona. La construcción de este paseo, que beneficiará especialmente a los vecinos de Torre Vigia, La Resinera, Las Joyas y Selwo, supondrá la recuperación de un espacio que hasta ahora resultaba inaccesible.

El Consistorio quiere favorecer la implantación de proyectos hoteleros, residencias sanitarias y universitarias El Ayuntamiento de Estepona está avanzando en la tramitación urbanística que favorecerá la implantación en la ciudad de establecimientos hoteleros, residencias sanitarias, viviendas universitarias y colegios mayores. El Pleno ordinario de noviembre, sacó adelante la aprobación provisional dos modificaciones puntuales de elementos del Plan General de Ordenación Urbana (PGOU) con el objeto de facilitar este tipo de proyectos en Estepona. Con esta modificación se podrá otorgar un aumento de edificabilidad de un 25% a las parcelas de uso comercial que tengan previsto albergar nuevos establecimientos hoteleros, existiendo ya esta medida en las ordenanzas municipales en caso de parcelas residenciales. De esta ma-
nera, el Consistorio contribuirá a que nuevos proyectos turísticos, que generan empleo y dinamizan la economía local, apuesten por nuestro municipio. Las nuevas modificaciones puntuales de elementos, que fueron aprobadas provisionalmente en Pleno, también permitirán que los suelos residenciales puedan incrementar un 25 por ciento su edificabilidad si se destinan a colegios mayores y viviendas universitarias. De este modo, se complementará el proyecto universitario que está tramitándose en la actualidad. Ese mismo incremento de edificabilidad se aplicará a los terrenos donde se proyecten residencias sanitarias o geriátricas. “Con esta propuesta facilitamos que se amplíe la oferta asistencial y de cuidados
para las personas mayores con nuevos equipamientos dedicados a la salud y el bienestar”, aseguran fuentes municipales. También se facilitará la instalación en el centro urbano de establecimientos comerciales que superen la superficie de planta baja, límite existente en la actualidad
para la zona comercial. Por último, otra de las modificaciones del PGOU será para clasificar en el planeamiento como espacios libres y públicos las nuevas calles, pasajes y plazas creadas dentro del proyecto de remodelación y embellecimiento del centro urbano, así el expediente
urbanístico en su aprobación provisional cuenta con los pertinentes informes favorables de la Junta de Andalucía. Tras este trámite, el Ayuntamiento continuará con los trámites para la aprobación definitiva y entrada en vigor de las nuevas normas.

Lope de Vega y consisten en la renovación de la pavimentación y del mobiliario; así como en la reordenación de espacios para eliminar barreras arquitectónicas. También se llevará a cabo la repoblación vegetal y la plantación de jardines y árboles acordes con el entorno, con el objeto de contribuir a una ciudad más sostenible.
Con esta actuación, se superarán las 130 calles renovadas y embellecidas en el casco urbano a través del proyecto "Estepona, Jardín de la Costa del Sol". Estas obras son cofinanciadas con el programa operativo del Fondo Europeo de Desarrollo Regional (FEDER), aportando el Ayuntamiento el 20% del coste del proyecto.

En cuanto a los proyectos que se atenderán con las subvenciones concedidas por Obra Social ‘La Caixa’, señalar que la Asociación de Familiares de Enfermos de Alzheimer, que ha recibido 6.000 euros, podrá paliar los gastos extraordinarios que han tenido que afrontar debido a la pandemia del Covid-19, como la compra de materiales higiénico-sanitarios y la contratación de una empresa especializada en la prevención del Covid-19, entre otros. Por su parte, Parkinson Sol
Estepona, que ha recibido también 6.000 euros, los dedicará al desarrollo de diferentes talleres como los de terapia digital, movilidad, pintura y cognitivo, todos ellos con el objetivo de ralentizar el desarrollo y curso de la enfermedad, así como también para mejorar la calidad de vida e independencia de sus usuarios. En lo que respecta a la asociación de Autismo dedicará la ayuda de 6.000 euros que se le ha con-

Finaliza el proyecto de eficiencia energética en el Centro Cultural Padre Manuel El Ayuntamiento de Estepona ha concluido las obras del plan de eficiencia energética en el Centro Cultural Padre Manuel. Esta actuación forma parte de un proyecto que hará también más sostenibles las instalaciones del estadio de fútbol Francisco Muñoz Pérez y del pabellón deportivo El Carmen. Los trabajos en el Centro Cultural Padre Manuel, que han tenido un coste de 122.477 euros, han consistido en la sustitución de luminarias por otras de
tipo led y en la instalación de detectores de presencia y paneles fotovoltáicos. Todas estas mejoras en sus dependencias permitirán una reducción en la emisión de CO2 a la atmósfera y un ahorro en el gasto energético anual de 13.000 euros. Esta iniciativa municipal se incluye dentro del Plan de Inversiones Productivas del Ayuntamiento, que moviliza 80 millones de euros para generar empleo y dinamizar la economía local.

José Carlos Gil, un manilveño que triunfa en Gibraltar Muchas veces el trabajo en la sombra es más importante de lo que parece, pero cuando llegan los éxitos se valora el esfuerzo de los que no aparecen tanto en los focos. Este es el caso del entrenador manilveño José Carlos Gil Prieto, que ha triunfado en noviembre con el éxito de la selección de fútbol de Gibraltar, en su salto al Grupo C de la UEFA Nations League. Enhorabuena a “Gury” como es conocido en la Roca. José Carlos, máximo responsable del Manilva Fútbol Sala, lleva cinco años trabajando en la GFA (Federación de Fútbol de Gibraltar). Es el seleccionador del Fútbol Sala y, con
la llegada del uruguayo Julio Ribas al puesto de seleccionador nacional de fútbol, su ayudante. Mucho trabajo de equipo necesario para los éxitos. ¿Cómo llega al fútbol de Gibraltar? Por el trabajo en el Fútbol Sala en Manilva me surgieron unos contactos con la GFA. Hablamos porque querían potenciar el Futsal y de eso hace ya casi seis años. Las cosas han seguido su curso y después llegó la oportunidad con el fútbol 11 y la selección. Siempre me han gustado los retos y estoy satisfecho de a ver dado este salto.
El fútbol en la Roca está subiendo mucho y gracias a la selección. Cuando la UEFA y la FiFA aceptaron a la GFA ocupaba el último puesto y los primeros resultados eran lógicos por las duras derrotas. A base de sufrir, aprender y trabajar se ha ido mejorando y dando paso a paso. Hemos pasado de ser considerados los peores del mundo a ser respetados y estar trabajando con una base sólida que está dando resultados. El empate ante Liechtenstein dio matemáticamente el primer gran éxito de la “selección llanita”. Podíamos haber ganado en San Marino. Algunos pensaban que era sencillo,
pero no pasamos del 0-0. Y todo nos lo jugamos ante los centro euopeos. Fuimos mejores y merecimos ganar, pero al final terminamos con empate (1-1) y ese fue el punto que nos dio la clasificación para la el Grupo C europeo. Pese al Coronavirus, se festejó con moderada alegría. Hubo lágrimas y muchas emociones desbordadas en el vestuario. Para veteranos como Liam Walker, Roy Chipolina o Lee Casciaro ha sido el culmen de su vida deportiva y por lo que siempre han estado soñando. Es imposible contar lo que se vivió allí. Siempre quedará en mi cabeza. Hemos dado al pueblo gibraltareño una alegría en estos tiempos tan
complicados. La GNL está subiendo de nivel, pero el Fútbol de Gibraltar no está súper profesionalizado. La mayoría de los jugadores tienen otra profesión, pero las cosas están cambiando y poco a poco hay futbolistas jóvenes que quieren vivir de esto y salen al extranjero. Eso, a la larga, puede ayudar mucho a subir el nivel de la selección. Pero paso a paso. ¿Qué decimos del entrenador uruguayo Ribas? Que ha cambiado la mentalidad de los jugadores. Con él estoy aprendiendo muchísimo. Me considero afortunado de poder estar viviendo esta experiencia. Y Manilva cómo vive ahora el Fútbol. En las categorías inferiores se viene trabajando bien tanto en el fútbol sala como en el once. Espero que vuelvan los buenos tiempos de hace años y se vaya progresando. Gracias “Gury” por tu tiempo. José Carlos Gil, a manilveño who has triumphed in Gibraltar Often the work behind the scenes is more important than it seems, but when successes arrive, the effort of those who do not appear so much in the spotlight is appreciated. This is the case for Manilveño coach José Carlos Gil Prieto, who triumphed in November with the success of the Gibraltar football team, in its jump to Group C of the UEFA Nations League. Congratulations to “Gury” as he is known on the Rock. José Carlos, head of Manilva Futsal, has been working for the GFA (Gibraltar Football Federation) for five years. He is their Futsal coach and, with the arrival of Uruguayan Julio Ribas to the position of national football coach, his assistant. Success requires a lot of teamwork. How did you get into football in Gibraltar? Because of my work in Futsal in Manilva, I had some contacts with the GFA. We spoke because they wanted to promote futsal on the Rock and that was almost six years ago. Things ran their course and then the opportunity came with football and the national team. I have always liked challenges and I am pleased to have been able to take this leap. Football on the Rock is on the up thanks to the national team. When the GFA was accepted into UEFA and FiFA, it was in last place and the first results were expected due to the heavy
defeats. Through suffering, learning and working the squad has been improving and taking step by step. We have gone from being considered the worst in the world to being respected and working with a solid foundation that is paying off. The draw against Liechtenstein delivered the first great success for the "Llanito team". We could have won in San Marino. Some thought it was easy, but we did not go from 0-0. And we play it all against the European centers. We were better and we deserved to win, but in the end we ended up with a draw (1-1) and that was the point that gave us qualification for Group C in Europe. ¿De dónde viene nuestro dinero? Tendemos a hablar mucho sobre cómo se gasta el dinero de la comunidad, pero hay que dar una pincelada del funcionamiento del presupuesto y de dónde viene el dinero de la Comunidad. Hay dos aspectos básicos para tener en cuenta: 1. Cuantas más propiedades haya, más bajas serán las cuotas, a más servicios, cuotas más altas. (las comunidades más pequeñas con muchos servicios pagarán más que las grandes comunidades con servicios limitados, por lo que es difícil comparar los costes con otras comunidades).
2. El único ingreso que recibe la comunidad son las cuotas de comunidad (con algunas excepciones), por lo que hay que tener en cuenta siempre el porcentaje de morosos que hay.
un 10% del presupuesto anual. Lo ideal sería que este porcentaje aumentara a medida que envejezca la edificación, ya que serían necesarias más reparaciones y sustituciones de elementos comunes, motores, bombas, etc.
Cuando redactamos un presupuesto anual para una comunidad, tenemos en cuenta los gastos conocidos y contratos vigor (ascensores, jardinería, limpieza, administración, seguros, etc) y estimamos el consumo de agua y electricidad en función de años anteriores. Aparte de esto, la comunidad necesita un margen para mantenimiento, para el que solemos destinar al menos
Aparte de esto, la comunidad debería tener un fondo de rehabilitación, ya que la fachada necesitará reparación y pintura cada 6-8 años, esto incluye la reparación de grietas y juntas de dilatación. Si no tenéis fondo de rehabilitación, cuando llegue el momento, la comunidad tendrá que emitir una derrama, que suele rondar las 15002000€ por propiedad, dependiendo del tipo de
comunidad. Además, necesitareis un “fondo legal”, esto está estipulado en la Ley de Propiedad Horizontal y debe ser una partida independiente en su presupuesto anual. Este sería el gasto total esperado, y esto es lo que se aprueba cada año en la Junta como el presupuesto comunitario y se reparte entre los propietarios dependiendo de su ‘coeficiente’ dentro de la comunidad. Para proyectos y reparaciones importantes (sustituir un ascensor, paisajismo o reformar la piscina), generalmente se debate en junta y se aprueba una derrama, para que todos los propietarios estén al tanto
de este pago único y no se confunda con la cuota ordinaria. Cuando hay morosos a largo plazo, hay que tenerlos en cuenta, ya que no se ingresaría el 100% del presupuesto. Lo que solemos hacer es aumentar el “Fondo Legal” de acuerdo con el porcentaje de morosos que tiene la comunidad. Por lo tanto, si hay un 10% de morosos, se aumentaría el fondo en un 10%, para garantizar que los ingresos cubran los gastos reales y necesarios de la comunidad. Sé que os sentís como si estuvieras pagando más porque otros no pagan, pero el procedimiento para

la reclamación de deudas en España es muy lento, y mientras tanto, hay que pagar las facturas, o la propiedad podría devaluarse debido a una insuficiente inversión y mantenimiento de zonas comunes. También hay que recordar que, según la LPH, el presidente tiene que garantizar el correcto mantenimiento del edificio, tiene la capacidad legal para emitir
una derrama si fuera necesaria, y puede ser responsable si los daños son causados a una propiedad privada son debido a la falta de mantenimiento, si tuviera conocimiento, de antemano, de esta situación y no hubiera actuado. Podéis decidir cuál es vuestra inversión y cuál es el valor de la propiedad desde la puerta hacia dentro, pero el valor de su propiedad también dependerá de cómo se mantenga el exterior, y para mantenerlo, el comité y el administrador necesitan asegurarse de que todos
los recursos se gestionan adecuadamente, para obtener el mejor resultado para la comunidad. Esto requerirá esfuerzo, tiempo y energía, pero vale la pena a largo plazo. Where does our money come from? We tend to speak a lot about how community money is spent, but we need to explain how the budget works and where our money comes from. There are two basic aspects to consider: 1. The more properties there are, the lower your fees will be, and the more services you have, the higher your fees will be. (smaller communities with a lot of services will pay more than large communities with limited services, so it is hard to compare costs to other communities). 2. The only income the community receives is community fees (with some exceptions), so the estimated debtors always need to be considered. When we write up a yearly budget for a community, we take into account the known expenses and con-
tracts in place (lifts, gardening, cleaning, administration, insurance, etc) and we estimate water and electricity consumption based on previous years. Apart from this, the community needs a margin for maintenance, we usually put aside 10% of the yearly budget for repairs, but this will increase as the construction ages, as more repairs will be needed. Apart from this, your community should have a refurbishment fund, as the façade will need repairing and painting every 6-8 years, this includes repairing cracks and expansion joints. If you do not have a fund for this, when the time comes, the community will have to issue a cash call, you can expect around 1500-2000€ per property, depending on the type of community. Also, by law, you will need a ‘legal fund’, this is established in the Horizontal Property Law
and should be a separate item in your budget. This would be the overall expected expenditure, and this is what is approved every year at the meeting as the community budget and divided amongst the owners depending on your ‘share’ within the community. For projects and major repairs (replacing a lift, landscaping a garden or refurbishing the pool), the norm is for a cash call to be issued, this would need to be approved at a general meeting, so all owners will be aware of this one off cost. When you have long term debtors, you need to take them into account, as it is income that you can not expect to receive in the upcoming financial term. What we usually do is increase the ‘Legal Fund’ according to the percentage of debtors you have. So, if you have 10% ongoing debt-
ors, you will increase your fund by 10%, to guarantee the necessary income to cover the bills. I know you will feel like you are paying more because others don’t pay, but the current fee recovery procedure in Spain is very slow, and in the meanwhile, bills need to be paid, or the overall value of the property will drop due to insufficient investment and repair. The upside is that once those debtors pay, the funds go into the community account and will help the future cash flow situation. Also take into account that, according to the HPL, the President’s has to ensure the correct maintenance of the building, he has the authorization to legally issue a cash call for repairs if necessary, and can be make liable if damages are caused to private property due to insufficient maintenance, if he has been ad-
vised of the situation beforehand. We need to keep focused, it’s your property from your front door in, but the value of your property will also depend on how the outside is maintained, and to maintain it, the committee and Administrator need to make sure that all resources are managed to obtain the best result for the community. This will take effort, time, and energy, but it is worth while in the long run. Blasco, el anfitrión, quedó perplejo, cuando oyó la amenaza del estudiante. Blasco era alto y desgarbilado, y al hablar movía la cabeza constantemente como si debiera sacar las palabras desde dentro y sin ese movimiento no pudiera hacerlo. –Eso te pasa por… –Sí, por invitar a mi casa a gente indeseable como tú –interrumpió Blasco. La hija de Blasco estaba enamorada. “Huye de todo lo que pueda atarte”, le decía constantemente a su pequeña, a su niña. Pero ni caso, ahí seguía con ese idiota. –Papá... –El te dice que no es quien te sujeta, pero se atreve el muy ramplón porque sabes cómo eres. Pregúntate si no estás sirviéndote de ese hombre como escudo para resguardarte de tus simplezas, hija. Yo te eduqué para que pensaras… –Tan malo no es. Pero me dijo que conocía a su esposa desde hacía dos años atrás… Le pregunté y no me contestó, le volví a preguntar en otro momento y me dijo que era profesora suya en Córdoba… Me mintió porque Manuela no ejerció jamás en Córdoba, me doy cuenta ahora porque tu infidelidad a mamá con ella fue hace casi cinco años, y cuando mamá te dejó me dijo que ojalá nunca me diera clases esa remendaba. Ella llevaba ya varios años en Murcia, y su marido se encontraba en su casa de Alicante. Mi novio debió estar con ella en Murcia mientras su marido estaba por ahí toreando o en su casa. Tú estuviste con Manuela un verano, en Alicante, en unas vacaciones, y era evidente que seguía dando clases en Murcia. Nunca en Córdoba. Nunca. Así que si él dice algo, le amenazaré con que yo hablaré con Alonso. Seguro que Alonso me creerá. –Vaya, por Dios, vaya con Manuela... –Papá, ¿quieres que vuelva a hablar con mamá para que os reunáis? –Sí, por favor, hija, hazlo. Sería lo mejor que podría ocurrirme. tarle los trapos a los cascos de los caballos y volvamos sobre nuestros pasos, tú, Águila, quédate, súbete a aquella encina del cerro, desde allí podrás controlar todos sus movimientos. Mañana veremos si se dan por vencidos y deciden marcharse pensando que se han equivocado y nos hemos dirigido a otra finca. Dijo Diego mientras cubría los cascos de su caballo con unos trozos de manta que, todos llevaban consigo para que, en caso de necesidad, evitar que se oyera el golpeteo de los cascos en el suelo, todos le imitaron y minutos después regresaban al campamento sin decir una sola palabra; la tarde-noche se hacía
presente y nuevos sonidos comenzaban a dejarse oír. El canto del chota cabra, alternaba con el del cárabo, mientras los cantos del petirrojo y otras avecillas insectívoras, guardaban silencio. Poco más de dos horas había transcurrido, cuando Águila apareció diciendo. Se han marchado, han dejado a una pareja y el resto ha enfilado camino de Sevilla, los he seguido un trecho para ver si era una trampa y se emboscaban, pero no creo, iban muy relajados. No hay que fiarse, ya os digo yo, que ese capitán es más astuto y desconfiado que los meloncillos; mañana al amanecer, comprobaremos si de verdad se
han marchado. Respondió Diego mientras desliaba su manda y la extendía en el duro suelo. La noche transcurrió sin novedad y con los primeros rayos de sol apareciendo por el horizonte, el grupo se puso en movimiento después de comer unos trozos de panceta con una hogaza de pan negro y, sorprendentemente, no habían elegido acercarse al cortijo, todo los contrario, marchaban por una senda de ganado que no cesaba de ascender hacia la sierra llamada la lobita; para no hacerse visible a los que desde abajo pudieran estar oteando el terreno, todos iban caminando con las bridas de
los caballos de la mano: había que ofrecer el menor bulto posible. Poco más de una hora y media les costó llegar a pocos metros de la cúspide, cuando Diego ordenó detenerse. Bien, ahora toca algo muy sencillo, pero si no se hace bien, puede convertirse en lo más difícil todos lo miraban expectante, por fin sabrían el motivo por el que el jefe había ordenado a todo el grupo subir el puñetero cerro. Jabalí, que se quede al cuidado de los caballos, parece que lo respetan más que a ninguno de nosotros, el resto nos vamos a disgregar por la zona, yo voy a subir a lo alto a ver si con el catalejo consigo descubrir algo, pero, como es muy difícil
controlar todo el terreno, cada uno de vosotros, os repartir un punto cardinal, porque pueden estar escondidos al norte, al sur o cualquier otro punto. Dentro de media hora, más o menos, regresamos a éste lugar a decir que hemos descubierto. Desde aquí veo el cortijo muy bien, pero el del guarda y la mancha en la que imagino siguen emboscado los guardias, la veo regular, quizás desde arriba consiga algo dijo el bandolero comenzando a subir la empinada cuesta. Tal y como habían acordado, los bandoleros regresaron pasada una media hora. El primero en llegar fue Águila, luego lo hicieron los otros compañeros y por fin

A Christmas View from the Village

ello again from Casares Village. Our view right now is sunshine and blue sky, but there are storms forecast and as we all know, the village seems to experience a more honest interaction with Mother Nature than our friends on the coast, so our terrace furniture will be covered and the shutters will come down quite soon I’m sure. The village is starting to prepare for Christmas. The frankly enormous Christmas Tree we all enjoyed last year has moved to the Plaza de Espana and it looks great. Following the Christmas theme, a Casareno friend and I were talking about all things Christmas over coffee recently and we started to talk about the differences and similarities between Christmas celebrations in Spain and the UK. Although we celebrate Christmas Day on the same date, we agreed that the festive season starts much earlier in the UK than in most of Spain. Jose simply
couldn’t understand lights, festive produce and gifts appearing in UK in October and November, whilst early December seems to be more common locally. Christmas trees I learned are popular in local homes, but the tree doesn’t make an appearance until mid December. We laughed about how there was an almost competitive edge to how early Christmas trees make an appearance in some UK homes. The UK doesn’t have an equivalent public holiday to the Feast of the Immaculate Conception on 8 December but the Christmas lottery draws both in Spain and the UK are fairly big events – well in Spain, El Gordo is almost a tradition I was told and yes, I will be buying a ticket this year. I wasn’t really aware of just how important Nochebuena is locally, I am now though. My family in the UK have a tradition of having a family meal on Christmas Eve, but I don’t think most British readers would say a family meal on 24th is a tradition,
most Brits are focussed on Christmas lunch. Jose told me this lunch is one of the most important family gatherings of the year, with prawns, roast lamb and traditional sweets like turron typically being on the menu. We then talked about how one of the biggest differences in how we celebrate Christmas is probably around gift giving, especially gifts to Children. Christmas Day in the
village I learned doesn’t necessarily mean giving gifts to each other or to the young ones. Christmas Day in the village is a day of calm reflection, maybe a walk to clear your head and perhaps a meal during the afternoon. Jose was fascinated by the British tradition of the Queen’s Speech and how Christmas Lunch is timed around this annual event and asked if Her Majesty spoke at other times of the year too. I as-
sured him She did. New Year celebrations are important to us all and yes, I had my twelve grapes as the clock struck twelve last year. Brits don’t have an equivalent celebration to the Processions or Feast of the Epiphany but we recognised the similarities between giving and receiving gifts on 25th December and on 6th January. nito día de sol y cielo azul, pero se pronostican tormentas y, como todos sa-
bemos, este pueblo parece experimentar una interacción especial con la madre naturaleza que en el caso de nuestros vecinos de la costa, por lo que debemos de cubrir nuestros muebles de la terraza y bajar las persianas muy pronto. El pueblo empieza a prepararse para la Navidad. El árbol de Navidad es enorme y este año se ha trasladado a la Plaza de España y se ve francamente genial. Siguiendo con el tema de la Navidad, un amigo casareño y yo estábamos hablan-
do de todo lo relacionado con estas fechas tomando un café y comenzamos a hablar sobre las diferencias y similitudes entre las celebraciones navideñas en España y el Reino Unido. Aunque celebramos el día de Navidad en la misma fecha, la temporada festiva comienza mucho antes en el Reino Unido que en la mayor parte de España y José simplemente no puede entender las luces, los productos festivos y los regalos que aparecen en el Reino Unido en los meses
de octubre y noviembre, mientras que a principios de diciembre parece ser más normal a nivel y en España. Los árboles de Navidad son populares en los hogares, pero el árbol navideño no aparece al menos hasta mediados de diciembre y nos reímos de cómo existe casi una competición en la colocación de los primeros árboles de Navidad en algunas casas del Reino Unido. Otra cosa diferentes es que el Reino Unido no tiene un
CORDOPOLIS | LA VOZ del RESIDENT | 39 día festivo equivalente a la fiesta de la Inmaculada Concepción (8 de diciembre), pero los sorteos de la Lotería de Navidad tanto en España como en el Reino Unido son eventos muy importantes, bueno en España, el premio “Gordo” es toda una tradición, y sí amigos, este año me compraré un décimo de lotería. No era realmente consciente de lo importante que es Nochebuena a nivel local, pero ahora sí. Mi familia en el Reino Unido tiene la tradición de tener una comida familiar en Nochebuena, pero creo que la mayoría de los lectores británicos dirían que una comida familiar el 24 no es una tradición, la mayoría de los británicos se concentran en el almuerzo de Navidad, en cambio José me dijo que esta comida es una de las reuniones familiares más importantes del año, donde se degustan langostinos, cordero asado y dulces tradicionales como el turrón en el menú. Hablamos también sobre cómo una de las mayores diferencias en la forma en la que celebramos la Navidad, es probablemente la en-
trega de regalos, especialmente los regalos para los niños. El día de Navidad en el pueblo aprendí que no significa necesariamente intercambiar regalos entre ellos o para los jóvenes. El día de Navidad en el pueblo es un día de reflexión tranquila, propio para un paseo y para despejar la cabeza con una comida durante la tarde. José estaba fascinado con la tradición británica del discurso de la reina y cómo se programa el almuerzo de Navidad en torno a este evento anual y me preguntó si Su Majestad también hablaba en otras épocas del año. Le aseguré que también lo hace. Las celebraciones de Año Nuevo son importantes para todos nosotros y sí, tomé mis doce uvas cuando el reloj dio las doce el año pasado. Los británicos no tienen una celebración equivalente a las procesiones o la fiesta de la Epifanía, pero coincidimos en la de dar y recibir regalos el 25 de diciembre y el 6 de enero. Gracias a las generosas donaciones recibidas, hay nuevos artículos en todas las tiendas a diario. ¡Pásate por las tiendas regularmente para no perderte ninguna ganga! The St George Charity operates three charity shops, two in Sabinillas, Manilva and one in La Cancelada, Estepona. In Sabinillas one of the shops sells quality second hand clothing, shoes, hats and accessories; whilst the other sells a wide range of secondhand furniture, decorative items, household goods, books, cds, dvds, etc. Our shop in La Cancelada sells the same full range of secondhand items as our Sabinillas shops and also stocks larger items of
furniture and beds. Thanks to our generous donors there are new items in the shops daily, so visit regularly so as not to miss out on that bargain. As well as stocking some great quality items the St George Charity shops also rent out various items such as wheelchairs, walking aids, travel cots, etc. The shop management welcomes donations of quality secondhand items, and can arrange collection of larger items that cannot be brought in a car, or where appropriate.

Saint George Charity lanza su campaña de regalos de Navidad 2020

on la temporada festiva acercándose rápidamente, es importante que giremos nuestros pensamientos a aquellos menos afortunados que nosotros. Esto es exactamente lo que ha hecho la Duquesa Charitable Society of St George desde su lanzamiento en 2013. Todos los años, durante los últimos 6 años, la organización ha recaudado fondos para proporcionar bolsas de regalo de Navidad para los niños desfavorecidos de Manilva, Casares y aquellos que asisten a la Cocina Social dirigida por
Emaus en Estepona. Los Servicios Sociales identifican a los niños y proporcionan una lista por edad y sexo, y la organización benéfica compra una selección de regalos, por un total de 10 a 15 euros por niño, con énfasis en los regalos que fomentarán la creatividad, la diversión y la educación, y que son apropiados para la edad y el género. Las bolsas de regalo se entregan a los Servicios Sociales y la Cocina Social donde los padres pueden recogerlas y dárselas a sus hijos en el día de reyes.
¡Esto es muy importante ya que la organización benéfica siente que lo único más triste que un niño que no recibe regalos en Navidad es un padre no puede darles un regalo! En esta ocasión el número de niños varía entre 350 a 500, pero es seguro que este año, con la situación actual originada por la pandemia, es muy probable que este número sea mucho mayor, una vez que se reciban las cifras finales, y es una tarea gigantesca la recaudación fondos, comprar los regalos y armar las bolsas de rega-

The Saint George Charity launches its 2020 Christmas Gift Appeal With the festive season fast approaching it is important that we turn our thoughts to those less fortunate than ourselves. This is exactly what the Duquesa Charitable Society of St George has done since it was launched in 2013. Every year for the past 7 years the Saint George Charity has raised funds to provide Christmas gift bags for underprivileged children from Manilva, Casares, and those attending the Social Kitchen run by Emaus in Estepona. The children are identified by Social Services who provide a list of children by age and gender and the Charity purchases a selection of gifts, totalling some 10 to 15 euros per child, with the emphasis on gifts that will foster creativity, fun and education, and which are age and gender appropriate. The gift bags are then delivered to Social Services and the Social Kitchen where the parents can collect them and give them to their children on Three Kings. Unas Navidades cuando menos, diferentes
E
l Coronavirus nos arrastra a unas Navidades totalmente distintas a las que se han vivido siempre en nuestra Costa del Sol. La incertidumbre general que afecta a la sociedad, en todos los sentidos, va a estar muy presente en este tiempo del año que siempre ha tenido un carácter muy especial. Pero de todos modos hay que mantener el ánimo y no bajar la guardia. La dichosa Covid-19 está muy presente en nuestras vidas. Ya en estas fechas aparecen las habituales preguntas de los más pequeños de la casa. “¿Papá cómo vendrán Papa Noel y los Reyes si no se puede ir a otros sitios?”. Y conforme vayan pasando los días aumentarán las dudas en los niños y los apuros en los mayores en dar respuestas…Y es que los niños, aunque no nos demos cuenta en muchas ocasiones, por el ritmo de vida que llevamos, están pendientes de lo que pasa en la casa y en el mundo. Escuchan cosas, hablan con los amigos (a distancia), ven la tele y sacan sus propias conclusiones. A veces, lo hablan con los padres. Pero otras veces se lo callan. Y claro, la típica pregunta es saber cómo les van a traer los regalos a sus casas este año. Y qué van a
recibir. Y ahí es donde debe entrar tu respuesta. Además, una mágica respuesta. Porque ¿acaso Papá Noel y los Reyes Magos no son mágicos? Explicarles que para no poner en peligro a las personas por los contagios, desde su cuarteles generales de Laponia y Arabia, empezarán a mandar los regalos por grupos a las para que los niños, cuando se despierten, vean que no se han olvidado de ellos. Y concienciar que quizás este año no vendrán tan cargados como otros “transportar los regalos de un lugar a otro es muy costoso para ellos ahora. Y si llevan demasiados regalos, se les agota la magia y así no logran repartir a todo el mundo. Por eso, para que ningún niño se quede sin ellos, habrá menos regalos…”. Está de moda lo virtual este año. Entonces ¿regalos virtuales? Pues sí. Para los amigos, para la familia. Pero también hay otra opción, en vez de comprar los regalos y tenerlos tú, o que te los envíen a tu casa, el objetivo es que mandes ese regalo a tiempo. De esta forma, la ilusión que hayas puesto en el regalo sí que lo va a recibir. La gente espera buenos gestos y espera que Santa Claus llegue a su puerta y diga Feliz Navidad. Nos vemos apartados de nuestros
seres queridos. Sí, pero toca modernizarse y empezar a utilizar las miles de formas en tu móvil u ordenador y una webcam como opción de verles y hablar. Es imprescindible salvar la Navidad y con algo tan nuestro como la Zambomba, la Pandereta, el “Arre borriquita” o… Esa “Blanca Navidad” que ahora parece triste, pero que se puede convertir en algo mágico si te lo propones, aunque sea de manera virtual. Más video llamadas en esta Navidad. Durante el confinamiento fue una salida
para muchos y es una forma de mantener el contacto con los seres queridos. Por eso mismo hay que planteárselo de cara a la Navidad. Quédate con este pensamiento, este año nos hemos conocido más, pero el que viene te conoceré aún mejor. Moraleja ¿Acaso pensabas que Papa Noel y los Reyes Magos no habían pensado ya cómo salvar ellos sus días de Navidad?. Lo tienen todo planeado. Yo creo en la Navidad y en la humanidad, pese a todo…

"Daddy, how will Santa Claus and the Three Kings come if you can't go to other places?" And as the days go by, doubts in children's minds will increase as will the difficulties for their parents in giving answers. And the fact is that children, although we do not realize it on many occasions, due to the rhythm of life we lead, are aware of what's going on in the house and in the wider world. They listen to things, talk with friends (from a distance), watch TV and draw their

Sometimes they discuss it with parents, but at other times they keep quiet, and of course, the typical question is to know how they are going to bring the gifts to their homes this year, and what will they receive. And that's where your answer should be imaginitive, a magical answer, because aren't Santa Claus and the Three Wise Men magical? You can explain that, in order not to endanger people due to the pandemic, they will begin to send the gifts in groups from their headquarters in Lapland and Arabia, so that the children, when they wake up, see that they have not been forgotten. Sanidad pide reforzar la vigilancia del Virus del Nilo en caballos y aves Desde el Ministerio de Sanidad han calificado de “inesperado” el aumento de casos de virus del Nilo Occidental en animales y humanos, y no descartan que aparezcan nuevos casos a pesar de las medidas tomadas
E
l Centro de Coordinación de Alertas y Emergencias Sanitarias (CCAES) del Ministerio de Sanidad ha publicado un informe de Evaluación Rápida sobre la meningoencefalitis por el virus del Nilo occidental en España fechado a 25 de septiembre de 2020. En este sentido, en el informe del Ministerio se recoge que el 6 de agosto de 2020 Andalucía identificó un agrupamiento de 5 casos de meningoencefalitis vírica no filiada con domicilios en Puebla del Río y Coria del Río, dos municipios colindantes de la provincia de Sevilla. Asimismo, desde el Ministerio señalan que, hasta el 24 de septiembre, se han notificado al Centro Nacional de Epidemiología 68 casos en humanos de fiebre por virus del Nilo occidental (FVNO): 34 confirmados y 34 probables: 56 en la provincia de Sevilla y 12 en Cádiz. También se ha confirmado 1 caso en Badajoz. La fecha de inicio de síntomas del primer caso fue el 12 de junio, identificado en búsqueda activa retrospectiva. El 61,8% son varones, y la mediana de edad es 65; seis casos son niños de hasta 14 años, 35 casos (51,5%) corresponden al grupo de 65 y más años. Hay 7 fallecidos (5 hombres y 2 mujeres). El riesgo en conjunto, según indican en el informe, teniendo en cuenta la probabilidad de transmisión y el impacto de la enfermedad, es moderado en las zonas donde en esta temporada o en las previas se han detectado focos equinos, aves o mosquitos infectados y/o casos humanos, en especial en el
oeste de Andalucía en los entornos de las marismas del Guadalquivir y la comarca de la Janda en Cádiz, Extremadura y los humedales del Delta del Ebro. “Este riesgo se mantiene durante la temporada de actividad del vector, desde abril a noviembre, siendo mayor al final del verano y principios del otoño. En el resto del territorio español y entre los meses de diciembre y marzo, el riesgo es muy bajo”, apun-
tan desde Sanidad. El aumento de la incidencia de casos en animales y en humanos en las zonas de circulación del virus desde el mes de agosto con alto porcentaje de casos graves constituye, según se indica en el informe “un cambio inesperado”, dadas las características epidemiológicas previas. Por ello se ha considerado necesario realizar una actualización de la evaluación del riesgo del VNO para España.

LA INCIDENCIA ACTUAL DE VIRUS DEL NILO OCCIDENTAL “NO TIENE PRECEDENTES” Por otro lado, desde Sanidad se advierte que el “aumento de la incidencia de meningoencefalitis por VNO en España durante este verano no tiene precedentes” en el país. No obstante, indican que la circulación del VNO así como la existencia de vector competente transmisor estaban ya documentadas en las zonas afectadas. La población es en principio susceptible, aunque es posible que una parte de la población tenga algún tipo de protección por contacto previo con el virus, ya que la zona es endémica desde hace muchos años. “No se puede descartar que aparezcan nuevos casos aunque la transmisión es previsible que se reduzca de forma considerable tras las actividades de control vectorial y difusión de medidas de protección frente a picaduras de mosquitos”, apuntan desde Sanidad.
En cuanto a las recomendaciones en el informe se aconseja abordar del problema sanitario a nivel nacional a través de un Plan de acción integral y multisectorial, intensificando algunas actividades en las zonas de mayor riesgo. Así, entre otras recomendaciones, Sanidad pide reforzar las actividades de vigilancia pasiva y activa del virus del Nilo occidental en caballos y aves. Identificar las áreas/ hábitats con abundante presencia de vectores competentes y reforzar la vigilancia entomológica y ambiental del mosquito Culex en las zonas consideradas de riesgo. También aconsejan realizar estudios virológicos para determinar si existen cambios en las características del virus del Nilo occidental que condicionen una mayor virulencia o transmisibilidad.

The Ministry of Health has described the increase in cases of West Nile virus in animals and humans as "unexpected", and they do not rule out that new cases will appear despite the measures taken
The Health Alerts and Emergencies Coordination Centre (CCAES) of the Ministry of Health has published a Rapid Assessment report on West Nile virus meningoencephalitis in Spain dated September 25, 2020. In this sense, the Ministry report states that on August 6, 2020 Andalusia identified a group of 5 cases of unrelated viral meningoencephalitis with addresses in Puebla del Río and Coria del Río, two neighbouring municipalities of the province of Seville. Likewise, the Ministry indicates that, up to September 24, 68 human cases of West Nile virus fever (FVNO) have been reported to the National Epidemiology Centre: 34 confirmed and 34 probable: 56 in the
province of Seville and 12 in Cádiz. 1 case has also been confirmed in Badajoz. The date of the onset of symptoms in the first case was June 12, identified in a retrospective active search. 61.8% are men, and the median age is 65; six cases are children up to 14 years of age, 35 cases (51.5%) correspond to the group aged 65 and over. There are 7 deceased (5 men and 2 women). The overall risk, as indicated in the report, taking into account the probability of transmission and the impact of the disease, is moderate in areas where in this season or in the previous ones, infected equine foci, birds or mosquitoes have been detected and / or human cases, especially in western Andalusia in the surroundings of the
Guadalquivir marshes and the Janda region in Cádiz, Extremadura and the Ebro Delta wetlands. “This risk is maintained during the vector activity season, from April to November, being higher in late summer and early fall. In the rest of the Spanish territory and between the months of December and March, the risk is very low”, they point out from Health. The increase in the incidence of cases in animals and humans in the virus circulation areas since August with a high percentage of serious cases constitutes, as indicated in the report, "an unexpected change", given the previous epidemiological characteristics. For this reason, it has been considered necessary to update the WNV risk assessment for Spain.
THE CURRENT INCIDENCE OF THE WEST NILE VIRUS IS "UNPRECEDENTED" On the other hand, from Health it is noted that the "increase in the incidence of meningoencephalitis due to WNV in Spain this summer is unprecedented" in the country. However, they indicate that the circulations of WNV as well as the existence of a competent transmitting vector were already documented in the affected areas. The population is, in principle susceptible, although it is possible that a part of the population has some kind of protection from previous contact with the virus, since the area has been endemic for many years. Hacia la era de lo táctil
H
acía tiempo que no viajaba por España y me recorría buena parte de la geografía española, en un viaje por carretera a Valencia con motivo de las XII Jornadas de los escritores pro derechos humanos. En este periplo tanto Carmen mi compañera, como yo, hemos comprobado cómo han cambiado las cosas a la hora de pedir un menú en una hamburguesería o de pagar la cuenta en un restaurante de carretera. En la primera, una multinacional de la hamburguesa, nos topamos de sopetón con una pantalla táctil donde había que hacer el pedido, ya que, la chavala del mostrador nos informó de que ya no se podía realizar de la manera tradicional. Ella solo cobraba y te entregaba la comida. Así que tuvimos que ir pulsando digitalmente los menús que queríamos pedir, las bebidas, los complementos, las salsas, si pagábamos con tarjeta o en metálico, si comíamos allí o nos llevábamos la comida al coche, en fin, que tardamos un rato en quedarnos con el cante, mientras que había niños de corta edad que hacían su pedido a la velocidad del rayo. Ya sentados, bromeamos Carmen y yo en que, en un día no muy lejano, a la hora de ir a los servicios nos íbamos a encontrar con un panel táctil semejante en el que nos preguntarían: ¿Qué va a hacer usted en nuestras dependencias? Si va a defecar pulse 1, si va a orinar pulse 2 y si solo va a ventosear pulse 3. En fin, todo se andará, pensamos. A la hora de la merienda,
entramos en un gran restaurante de carretera y allí nos encontramos con un “autoservicio” y a la hora de pagar con una máquina donde, a la manera de los cajeros de los parkings, teníamos que introducir billetes y monedas hasta cumplimentar el precio de nuestra consumición. Lo mismo nos ocurrió por la noche en el hotel. Y ya informaban de que se podía pagar con la cara, es decir, mostrando el rostro en una especie de espejo que te hacía un barrido facial con una especie de rayo láser y ya, inmediatamente, te habían sacado el dinero de tu tarjeta de crédito. Digno de una novela de Isaac Asimov o de Philiph K. Dick, a quien rendiremos tributo en la cercana edición ya de Algeciras Fantástika. Fue una experiencia que nos hizo sentirnos viejos, anticuados, pasados de moda, analfabetos tecnológicos, carrozas en un mundo de pantallas, ratones, tarjetas, tablets y todo tipo de artilugios que no sabemos ni para qué se utilizan. Si eso nos pasa a nosotros que atravesamos aún la cincuentena, ¿Qué pensarán nuestros padres de este mundo robotizado y cada vez más despersonalizado? Menos mal que cuando subimos a la habitación, un poema de Marinero en tierra de Alberti nos esperaba en la pared principal. Y es que hay algo que aún no se puede mecanizar y esa es la poesía. Una monumental biblioteca de libros de papel, antiguos y descatalogados, en el hall del hotel nos abrió el apetito.
Towards the age of touch I t had been a long time since I'd travelled in Spain and I have travelled a good part of the Spanish mainland, when I found myself on a road trip to Valencia for the XII Conference of Human Rights Writers. During this journey, both Carmen, my partner, and I, have seen how things have changed when ordering a menu at a hamburger restaurant or paying the bill at a roadside restaurant. In the first, a multinational hamburger chain, we suddenly came across a touch screen where we had to order, as the girl at the counter informed us that it could no longer be done in the traditional way. She only charged for and delivered the food to you. So we had to digitally select the menus we wanted to order, the drinks, the extras, the sauces, if we paid with a card or in cash, if we ate there or took the food to the car, well, it took us a while to get the hang of it, while there were young
children who made their orders at lightning speed. Once seated, Carmen and I joked that, on a not too distant day, when going to the services we were going to find a similar touch panel in which they would ask us: What are you going to do in our premises? If you are going to defecate press 1, if you are going to urinate press 2 and if you are only going to breathe press 3. Anyway, everything will work out, we think. At snack time, we went into a large roadside restaurant and there we found a “self-service” and at the time of paying we were confronted by a machine where, like the payment machine in a car park, we had to insert bills and coins until reached the price of our drink. The same thing happened to us at night in the hotel. They had already told us that you could pay "with your face", that is, showing your face in a kind of mirror that scanned it with a kind of laser beam
and, immediately, they had taken the money from your credit card. Worthy of a novel by Isaac Asimov or Philiph K. Dick, to whom we will pay tribute in the upcoming edition of Algeciras Fantástika. It was an experience that made us feel old, outdated, technologically illiterate, adrift in a world of screens, mice, cards, tablets and all kinds of gadgets that we don't even know what they are used for. If that happens to us who are still in our fifties, what will our parents think of this robotized and increasingly depersonalized world? Luckily when we went up to the room, a poem by Alberti's Marinero en tierra was waiting for us on the main wall. And there is something that still cannot be mechanized, and that is poetry. A monumental library of old and out-of-print paper books in the hotel lobby whetted our appetites.

!Frustración!, sí eso he dicho, “frustración” Y me atrevo a decirte que el tiempo es una de las cosas más valiosas que tenemos en la vida. Amigo lector, en este mundo “raro” en el que cada vez observo, !Ojo igual que hago conmigo! digo igual que hago conmigo porque, lo hago continuamente. Sí. No dejó de observar mi comportamiento, mis reacciones, mis iras y demás, con el objeto de tratar de entender que creencia es la que me lleva a reaccionar de manera automática, dando lugar a patrones de comportamiento que me llevan a emociones bien positivas, o bien negativas. Nuestros pensamientos nos llevan a las emociones que sentimos. Es decir, esas frases que no cesan en nuestra mente, nos conducen a sentir. ¿Sabías
que sólo entre un 3% y un 5% son de las únicas que somos conscientes?. Pues sí. El resto de pensamientos son inconscientes. De ahí la importancia de localizarlos y poder actuar, pues es fundamental y más en los tiempos que corren, para nuestro estado emocional. Ahora volviendo a cuando observo fuera de mí, percibo y quiero centrarme en esta ocasión del daño que causan las redes sociales cuando no haces uso de ellas de la forma para las que fueron creadas. ¿Acaso no se crearon para socializar y hacer amigos?. De dónde viene tanta emoción negativa. La autodes-

Que te llevas la emoción de ese “individuo”, (jamás lo calificó
como persona). Sí, esa emoción destructiva de la crítica, de la frustración que hay detrás del manipulador. La mayoría de las veces no consigue lo que quiere, o lo que querría ser, y como un niño pequeño en su rabieta, lo único que le interesa es generar polémica, da igual de lo que sea. La mayoría de las veces infundada y sin criterio alguno. Y digo yo, ¿Todo es criticable? ¿No habrá otro u otros criterios a contrastar antes de generar polémica?. Y tú sufres con ello, sin darte cuenta y te arrastra. !Tú vales más que todo

Cuquita Kitchen... España tierra de dulces y más, en Navidad Siempre que llegan las fechas navideñas nos trasladamos a los sabores dulces que la rodean. Somos una tierra dada a grandes productos en estas épocas del año y, en muchos casos, con tradiciones de siglos atrás y fusión de culturas y religiones. Aquí os mostramos algunos de sus principales ejemplos.
Turrón de Jijona
Desde hace más de cinco siglos los turrones se elaboran en Jijona, un municipio de la provincia de Alicante, de fama mundial. Es uno de los dulces que no pueden faltar en todo diciembre y enero. Según las recetas ancestrales sus principales ingredientes son miel, almendras, huevos y azúcar.
Mantecado
Es uno de los dulces navideños más tradicionales de Andalucía. Primero apareció en las pastelerías de Estepa, en la provincia de Sevilla. Sus curiosos orígenes están relacionados con el exceso de cereales y manteca de cerdo durante el siglo XVI. Su nombre deriva de “manteca”, está hecho de harina, manteca, azúcar, y clara del huevo. Después le damos sabor con canela, almendra, chocolate o limón
Roscón de Reyes
Un clásico para el Día de Reyes en cualquier casa siempre nos encontraremos una habas, lo que significa que te toca pagar el roscón. O una corona de Rey donde serás coronado ese día tan especial. El Roscón tradicional contiene harina, almendra y azúcar, sin fruta escarchada ni relleno. Es una costumbre firmemente arraigada en la capital de España y en muchas otras ciudades. El rey Felipe V lo importó de Francia y con la costumbre de meter una moneda en el roscón, como premio.
Mazapán
No está muy claro pero dice una leyenda sobre cómo apreció. Fue la unión de almendras, azúcar, miel y huevos lo dio
origen al mazapán de Toledo, probable de herencia árabe. Lo que si se sabe a ciencia cierta es apareció a principios del siglo XIII. Ya a finales del XV las primitivas constituciones del Hospital de Santiago de los Caballeros para los enfermos de la Guerra de Granada establecían que los encargados de la botica serían los responsables de hacer mazapán para los pacientes. En el año 1613 varios maestros artesanos se constituyeron en gremio.
Neules
Las neules, parecidas a los barquillos, aunque difieren en textura y sabor. Muy típicas de la Navidad en Cataluña. El Tío caganer a los niños en Nochebuena (junto con turrones, frutos secos y golosinas varias) y según una tradición documentada en Igualada en 1470 formaban parte de la decoración del altar mayor en la Misa del Gallo. Se elaboran con una masa líquida de harina, azúcar, clara de huevo, raspadura de limón, esencia de vainilla y mantequilla, hecha al horno y enrollada formando canutillos.
Goxua
El goxua, que significa “bueno” o “rico” en euskera, tiene tres capas: bizcocho emborrachado, crema pastelera y nata montada. No es un postre exclusivamente navideño pero suele ponerse a la mesa por Navidad. Muy típico en Vitoria.
Pestiños
Realizar los pestiños es una tradición en algunas casas con la familia. Recuerdo a mi abuela amasando y yo secándole el sudor de la frente y cuidando que no bebieras agua por que la masa se cortaba. Y como le pegaba pellizcos y me miraba “Cuquita no” y decía “está de muerte Mamá”. Se ponen a estirar la masa, cortarla, hacer los lazos, freírlos y enmelarlos, según una receta muy antigua que “probablemente sea el resultado de la influencia de las tres culturas que existieron en Andalucía: la cristiana (heredera de la tradición romana) la judía y la musulmana”.
Alfajores
Las almendras es una base en todos los dulces navideños Andaluces así como las nueces y la miel. Para formar un dulce compacto, que puede rellenarse con masa de miel. Los orígenes del Alfajor tienen relación con Al-Andalusí ya que la dominación árabe tuvo un impacto enorme en el sur de España. El nombre viene de al-hasú, que significa “el relleno”. Entre las versiones más populares del Alfajor, destaca el de Medina Sidonia en Cádiz, hecho con miel, almendras, nueces, harina, migas de pan y especias. Se vende singularmente, y cada pieza puede pesar hasta 500 gramos.
Borrachuelo
Con la misma masa del pestiño, este dulce está relleno de Cabello de Ángel, una mermelada de calabaza típica de Córdoba. El borrachuelo es típico de Málaga y se puede dividir en dos grupos: los que están cubiertos con azúcar y los recubiertos de miel. Otro de sus ingredientes fundamentales es el vino blanco y dulce, y el anís. De aquí el nombre de borrachuelo, recordando la palabra borracho.
Pan de Cádiz
Es una variedad de mazapán con almendras, azúcar y huevos, relleno de fruta cubierta de azúcar. En Cádiz, se conoce también como “Turrón de Cádiz”.
Las “Casadiellas”
Es uno de los dulces más típicos de Asturias junto con los Frixuelos. Están rellenas de nuez molida, anís, azúcar, crema pastelera o dulce de ciruela, según la variedad. Sus ingredientes son los siguientes: vino blanco, yema, harina, anís, azúcar, leche y lo más importante, las nueces bien machacadas.

Roscón de Reyes
A classic for Three Kings in any house. You will always find a broad bean, which means that you have to pay for the roscón. Or a King’s crown for which you will be crowned king for the day. The traditional Roscón contains flour, almonds and sugar, without candied fruit or filling. King Felipe V imported it from France and with the custom of putting a coin in the roscón.
Marzipan
The combination of almonds, sugar, honey and eggs that gave rise to the marzipan of Toledo is probably of Arab heritage. What is known for sure is it appeared in the early thirteenth century.
Neules
Neules are similar to wafers, although they differ in texture and flavour. Typical of Christmas in Catalonia and containing nougat, dried fruits and various sweets. They are made with a liquid dough of flour, sugar, egg white, lemon zest, vanilla essence and butter, baked and rolled into tubes.
Goxua
Goxua, which means “good” or “rich” in Basque, has three layers: soaked sponge cake, pastry cream and whipped cream. It is not an exclusively Christmas dessert but it is usually put on the table for Christmas. Very typical in Vitoria.
Pestiños
A pestiño is a Christmas or Holy Week pastry that is popular in Andalucia and other regions of southern Spain. It is a piece of dough, deep-fried in olive oil and glazed with honey or sugar, according to a very old recipe that “is probably the result of the influence of the three cultures that existed in Andalucia: the Christian, the Jewish and Muslim”.

Caramel cookies
Almonds are a base of many Andalucian Christmas sweets as well as walnuts and honey. To form a compact sweet, which can be filled with honey. The origins of the Alfajor are related to Al-Andalusí since the Arab domination had a huge impact in the south of Spain. The name comes from deal-hasú, which means “the filling”. Among the most popular versions of Alfajor, the one from Medina Sidonia in Cádiz stands out, made with honey, almonds, walnuts, flour, breadcrumbs and spices. It is sold uniquely, and each piece can weigh up to 500 grams.
Borrachuelo ‘Drunkard’
With the same pestiño dough, this sweet is filled with Angel Hair, a typical Cordoba pumpkin jam. The borrachuelo is typical of Malaga and can be divided into two groups: those that are covered with sugar and those coated with honey. Another of its fundamental ingredients is sweet white wine and anise. Hence the name of Borrachuelo, from the word for a drunk.
Cadiz bread
This is a variety of marzipan with almonds, sugar and eggs, a sugar-covered fruit filling. In Cádiz, it is also known as “Turrón de Cádiz”.

Town Council and the ‘24 Hr Sports Foundation' introduce schoolchildren to sailing Estepona Council and the Foundation "24 Horas Deportivas" have this year launched, within the Student Games programme, a new initiative whose objective is to introduce the sport of sailing to the town's schoolchildren. The “Sailing Match Race” activity, which will run until the end of the year, has begun with some 50 schoolchil-

Stephen Dundas, director gerente asegura que “han sido once meses de un intenso trabajo para tener la zona de prácticas abierta…y ahora solo tengo agradecer el enorme esfuerzo de nuestro equipo de trabajo en un año 2020 muy complicado por la pandemia”. Dundas ha destacado el apoyo en el rediseño de este emblemático campo del carismático Manuel Piñero y aclaró que “aún queda mucho por hacer… espero que el público y asistentes comiencen a valorarlo a partir de abril y que esté al 100% entre
julio y agosto” y aseguró también que “estamos muy orgullosos del trabajo realizado a pesar de los numerosos obstáculos y dificultades en este año sin precedentes, pero ya el sueño maravilloso es una realidad”.
