La Costa del Sol Occidental ha dicho basta. En una imagen insólita, por lo que supone hoy en día ver en una misma foto de acuerdo a representantes de distintas instituciones y de distinto color político, la Mancomunidad de Municipios de la Costa del Sol Occidental, y los ayuntamientos de Estepona (PP), Manilva (Independiente), Casares (IU) y Benahavís (PP) han solicitado a la Junta de Andalucía que retome el proyecto de construcción de un Hospital de Alta Resolución (CHARE) en una comarca en la que viven más de 120.000 personas durante todo el año, y en la que en verano la población se multiplica. Además, la petición la hacen arrimando el hombro. Pese a la situación económica que asfixia a la mayoría de ayuntamientos españoles, estas administraciones se han comprometido a costear más de la mitad de este centro sanitario presupuestado inicialmente en 16 millones de euros. Es una muestra de la importancia que para estas localidades tiene esta infraestructura que, según los planes de la Junta de Andalucía, debía estar prestando servicio desde el año 2009. Sin embargo, la respuesta de la Junta no ha sido la esperada. Desde la administración autonómica, de momento, se descarta la construcción de este CHARE en Estepona hasta que no se finalicen las actuaciones que están en marcha en la provincia. Al menos, queda la esperanza que como no se ha trasladado oficialmente la propuesta a la Consejería de Salud, la opinión de la Junta pueda variar. Mientras tanto, miles de personas tendrán que seguir recorriendo los 40 ó 50 kilómetros que separan sus domicilios del Hospital de la Costa del Sol para recibir tratamiento o realizarse pruebas diagnósticas.

On a serious note, we are now beginning to move into the run up to next May’s local elections and as I mentioned in last month’s editorial The Resident will be following the campaigns very closely. In fact, we will be doing more than that as over the coming months we will be organising meetings of local residents at various venues to find out your interests and concerns, and what you feel the local governments should be doing for you, so that we can let the politicians know your opinions. Look out in this, and future editions of The Resident, along with our website www.theresident.eu for information regarding the date and location of these meetings. Many of you have been asking about the progress of the longawaited Rio Manilva bridge connecting Sabinillas and Casares Costa. According to the local authorities the issue that was holding up the project has been resolved, and a completion day of mid-November is the latest deadline. Another issue that has been hanging around is the hospital planned for Estepona, which has been stalled thanks to the Junta de Andalucia. In a bid to get things moving the Mancomunidad, along with the municipalities of Estepona, Manilva, Casares and Benahavis have offered to fund 60% of the cost. La primera de ellas comenzará a las 16:30 horas y está destinada para los niños de la localidad. Ya, por la noche, el terror más divertido se adueñará del Mayfair Club de Sabinillas con una fiesta de disfraces para un perfil más adulto. Por su parte, en Casares se mezclará la tradición de este municipio con la que ha llegado exportada del extranjero. Así, se celebrará el tradicional tostón de castañas en la tarde del 1 de noviembre, mientras
que la Asociación de Madres y Padres del Colegio Blas Infante ha organizado una gran fiesta desde las 18.00 horas con una pasacalles previo en el que niños y padres recorrerán con sus disfraces desde la Plaza España hasta el Centro Cultural Blas Infante donde se celebra. La Tenencia de Alcaldía de Casares Costa celebra esa misma tarde, desde las 17.00 horas, su fiesta de Halloween que unifica el concurso de disfraces con el tradicional tostón de castañas.

n recent years the celebration of Halloween has increased its popularity among the Spanish population to become a special day for thousands of people, and in places where a large number of foreigners are concentrated October 31st is a very special day. For this very reason, dozens of parties have been organised for that day in the towns of Estepona, Manilva and Casares. In Manilva, for example, two events have already been confirmed. The first will begin at 4.30 pm and is aimed at local children. Later in the evening, comedy horror will take over at the Mayfair Club in Sabinillas with a costume party for a more adult audience.
Meanwhile, in Casares, the town’s traditions will meet with those elements which have been imported from overseas. There will be a traditional chestnut tostón (celebration) on the afternoon of November 1st, as well as a big party put together by the Blas Infante School’s Parents Association from 6 pm, after a parade of children and parents in fancy dress from Plaza España to the Blas Infante Cultural Centre where the party will be held. The Tenencia de Alcaldia in Casares Costa will also be holding a Halloween party from 5 pm which will combine a less traditional costume contest with the usual chestnut ‘tostón’.

La Mancomunidad de Municipios de la Costa del Sol Occidental y los ayuntamientos de Estepona, Manilva y Casares han anunciado que van a ofrecer a la Junta de Andalucía el 60 por ciento de la financiación para la construcción del CHARE de Estepona, propuesta que se hace “desde el espíritu de colaboración” y porque es “una necesidad vital para los ciudadanos de la zona”. “Hoy nos hemos unido varias administraciones para aunar esfuerzos y que nuestra voz se amplifique, se escuche y sea respondida”, afirmó la presidenta de la Mancomunidad, Margarita del Cid, en rueda de prensa junto al alcalde de Estepona, José María García Urbano, y el teniente de alcalde del Ayuntamiento de Manilva Diego Urieta. Precisamente, García Urbano hizo referencia a ese interés general y a la necesidad de que Estepona cuente con un CHARE, “algo que ya prometió la Junta de Andalucía en su
momento” y que atendería a una zona que cuenta con una población de 100.000 vecinos en invierno y de 200.000 en verano. De esta forma, la propuesta supone la aportación del Ayuntamiento de Estepona de un 25 por ciento del total de la obra; un 10 por ciento por parte de la Mancomunidad; un 10 por ciento que correspondería al Ayuntamiento de Manilva; otro 10 por ciento a Benahavís; y un 5 por ciento al de Casares. El coste de la obra fue fijado en su momento por el Gobierno andaluz en 16 millones de euros. “La carga económica para la Junta quedaría resuelta a la mitad”, valoró García Urbano, quien recordó que “no se trata de mejorar las prestaciones sanitarias, si no de una estricta necesidad” tanto para estos municipios como para otros tales como Jubrique o Genalguacil, además de para descongestionar el Hospital Costa del Sol. El proyecto del CHARE de
Estepona, se sacó a concurso la redacción del proyecto en febrero de 2007. Un mes después se firmó un acuerdo de colaboración entre la Junta y el Ayuntamiento para la cesión de una parcela en la que construir la infraestructura. En diciembre de 2008 se solicitó la licencia de obras y en marzo de 2009 se produjo la contratación de obras; hasta junio de 2011, en el que la Junta de Andalucía decidió pararlo todo, sin que haya habido desde entonces ningún avance.
Manilva y Casares reclaman el hospital La construcción de este centro hospitalario es una vieja reivindicación de las localidades de la Costa del Sol occidental. La alcaldesa de Manilva, Antonia Muñoz, recordó que el término de municipal de esta localidad “cuenta con una población de 30.000 habitantes, una cifra que
se duplica en temporada alta, y todas personas –insistió la regidora- tienen derecho a un servicio sanitario digno, rápido y eficiente”. Por su parte, la alcaldesa de Casares, Antonia Morera, insistía en lo positivo que sería para toda la zona el poder
reimpulsar la construcción de este centro hospitalario, pues al contar con instalaciones para ingresos por urgencia descongestionaría el hospital de Marbella y también acercaría las consultas de especialistas a los vecinos de Casares, Manilva y Estepona.

Hospital. The Estepona Hospital project got off the ground in February 2007, a month after a partnership agreement was signed between the Town Hall and the Junta de Andalucia for the transfer of a parcel of land on which to build the
facility. In 2008 planning permission was sought, and in March 2009 the works were contracted, but in June 2011 the Junta de Andalucia put a stop on the works and there has been no progress since then.

Estepona alcanza los 70.000 empadronados con 111 nacionalidades distintas inscritas en el censo
L
a localidad de Estepona ha superado recientemente los 70.000 empadronados. Es la mayor cifra de la historia de este ayuntamiento que se alcanza tras una intensa campaña del consistorio en los últimos meses para lograr que los ciudadanos que viven en el municipio sin estar registrados se inscriban en el padrón municipal. Además del record de habitantes, también se ha logrado alcanzar otra cifra destacada: en estas 70.000 personas hay representadas un total de 111 nacionalidades distintas. Para conmemorar este hito histórico, la pasada semana el alcalde de Estepona, José María García Urbano, recibió a tres de las familias que recientemente se han inscrito como vecinos de la localidad. El regidor ha agradecido a los nuevos empadronados su decisión porque “nos ayudan a que se reduzca la distancia entre el número de censados y la cifra de personas que residen en Estepona durante la mayor parte del año”. Sin embargo, el objetivo todavía no se ha alcanzado ya que desde el Ayuntamiento
las miras están puestas en los 75.000 empadronados. Esta
barrera abriría al consistorio la posibilidad de recibir una mayor proporción de los impuestos estatales que se recaudan en esta localidad, lo que a su vez permitirá ofrecer servicios públicos con un mayor dotación presupuestaria. Desde que comenzó la campaña de empadronamiento en octubre de 2013 la campaña se han dado de alta 3.858 personas, de las cuales 1.838 eran españolas y
2.020 extranjeras. Durante los últimos meses, el Consistorio ha repartido información sobre las ventajas de estar empadronado en el municipio, ha organizado foros, actos en consulados y reuniones con comunidades de vecinos, y ha puesto en marcha un servicio personalizado en la oficinas de Turismo y Extranjeros, donde los interesados en darse de alta tan sólo deben dar su
consentimiento para que los empleados municipales realicen los trámites pertinentes en el censo. El hecho de estar empadronado en la localidad no sólo permite al ayuntamiento obtener beneficios vía ingresos por parte del Estado, ya que los vecinos que opten por apuntarse en el censo municipal también lograrán importantes ventajas en comparación con los que no están registrados.

To celebrate this historic milestone, the Mayor of Estepona, José María García Urbano, invited three of these recently registered families to an official reception where the Mayor thanked them
for registering and for “helping to reduce the distance between the registered population and the actual number of people resident in the municipality”. However the job is not yet finished as the the Town Hall’s aim is a target of 75,000 residents on the town register, which once reached will release a larger share of state funding which will allow the local government to provide more services and facilities. Since the start of the campaign back in October of last year 3,858
people have registered of which 1,838 are Spanish and 2,020 are foreigners. In recent months the Council have distributed information on the advantages of being registered on the Padron, organised forums, discussions with consulates, meetings with local associations and community groups, etc. Registering on the Padron is not just a benefit to the local municipality, but also provides a wide range of advantages to those registered over those who are not.

El Ayuntamiento de Estepona anuncia una bajada del IBI para el año 2015 Será el cuarto descenso consecutivo Los vecinos de Estepona verán en 2015 como se reduce de nuevo el Impuesto de Bienes Inmuebles (IBI) según ha anunciado el concejal del área de Hacienda, Manuel Aguilar. Será el cuarto descenso consecutivo, por lo que desde 2012 la reducción alcanza el 15% hasta situar el tipo impositivo en el 0,51%. De esta forma, según apuntó el edil, se logra un ahorro de 140 euros en la cuota de un recibo medio, en relación a lo que se pagaba hace 4 años. Junto al IBI, el equipo de gobierno municipal ha aprobado una veintena de medidas fiscales de reducción y bonificación de impuestos, dirigidas a ayudar a las familias y fomentar la actividad económica y empresarial dentro del municipio. Asimismo, el concejal explicó que esta reducción del tipo impositivo se combina con la entrada en vigor, en 2014, de la reducción del 27% de los valores catastrales de los inmuebles para adecuarlos a la realidad actual. Además, los presupuestos municipales para 2015 destinan
una partida de más de cinco millones de euros para bonificar el IBI a los empadronados y la basura a los jubilados y parados. La ordenanza fiscal para 2015 también mantiene la reducción por tercer año consecutivo en la plusvalía para favorecer la compraventa de inmuebles. Este impuesto acumula una reducción del 69%, y mantiene la bonificación para los herederos de hasta el 85% de esta cuota en las herencias. Asimismo, se mantiene la medida municipal pionera de eximir del pago de la plusvalía a aquellas personas víctimas de embargos hipotecarios o desahucios. Al mismo tiempo, las tasas de las actividades y cursos de la delegación municipal de Cultura también experimentarán una reducción. Para ello, se establecen bonificaciones del 50% en los precios para quienes se encuentren en situación de desempleo de larga duración, jubilados, familias numerosas y personas con discapacidad, entre otros beneficiarios.

El Ayuntamiento ofrece red WiFi pública gratuita para facilitar el acceso a Internet Instalados siete puntos en distintos enclaves de la localidad

l Ayuntamiento de Estepona ha instalado siete puntos WiFi públicos en distintas zonas del municipio. Estos enclaves están situados en el Paseo Marítimo (hay tres en la zona de la playa de La Rada), en la zona de la playa del Cristo, en la plaza de Las Flores, en la Plaza ABC y en la Plazoleta Ortiz donde los usuarios ya pueden conectarse a este servicio. En un futuro la intención es poder ampliar estos puntos de acceso a internet públicos a otras zonas de la ciudad. Con esta iniciativa, el Consistorio pretende fomentar el acceso a Internet por parte de los ciudadanos y facilitar la incorporación de la tecnología a la vida cotidiana de la ciudadanía. El único requerimiento que necesitan los usuarios es tener un dispositivo (ordenador portátil, una PDA, un teléfono móvil, o una tablet) con conexión WiFi. El servicio ofrecerá internet
gratuito durante la primera hora a todos los usuarios que se conecten a cada punto WiFi a una velocidad aproximada de subida/bajada de 256 kbps. Tras finalizar el periodo gratuito, el usuario podrá seguir conectado a internet mediante el pago de una pequeña cuota a través de tarjeta de crédito o de sistema
PayPal. El coste posterior supondrá, además, un aumento en la subida/bajada de datos de hasta 1 Mbps, garantizando así un buen servicio. Este coste se estructura en tres franjas: un euro el día completo, cinco euros la semana completa y diez euros el mes completo.
Town Hall establishes free public Wi-Fi network in Estepona town

stepona’s local authority has recently installed a number of Wi-Fi hotspots in seven points in the town - three on the Paseo Maritimo; one in the Playa del Cristo area; one in the Plaza de Las Flores; one in Plaza ABC; and one in the Plazoleta Ortiz. Members of the public can connect to this network free of charge for
the first hour at a download/upload speed of 256 kbps. Once this hour is up, users can opt to extend their connection by a small payment of 1€ per day, 5€ per week, or 10€ for a month, payable by credit card or PayPal. Subscribers will receive an enhanced service with 1Mbps download/upload speed. This public service aims to make
internet access available to everyone, as well as creating an added attraction to visitors who can gain easier access to tourism information. Estepona Town Hall plans to increase the number of these WiFi hotspots in the coming months.
Estepona Town Hall announces reduction in IBI for 2015 Property owners in Estepona will enjoy a fourth consecutive reduction in IBI property tax next year, 2015, with a further 15% cut, bringing the base rate to 0.51% of the cadastral value. This represents a saving of 140 euros for the average household over the past four years, according to the Finance Councillor, Manuel Aguilar. The local government has also approved some twenty further tax reductions aimed at
helping families and promoting economic and business activity in the municipality. The councillor went on the explain that this tax reduction is further enhanced by the a 27% reduction in cadastral valuations on property bringing it in line with the reality of current property prices. In addition the municipal budget for 2015 has allocated a sum of 5 million euros to discount IBI for those on the municipal register and
reduce the refuse collection tax for pensioners and the unemployed. The tax ordinance for 2015 also allows for a reduction, for the third year running, in the plus valia tax on the sale of property. This has seen a 69% reduction over the three years, and also sees a discount of 85% in the case of property inheritance. Estepona is also a pioneer in the exemption of plus valia payments in the case of evictions and repossessions.

El segundo tramo del corredor litoral se adjudicará por la mitad de lo licitado inicialmente por el Ayuntamiento Los trabajos tendrán un coste de 235.681 euros menos por el elevado número de empresas presentadas al concurso público El Ayuntamiento de Estepona propondrá que el segundo tramo del corredor litoral, que transcurrirá entre La Chimenea y Playa Bella, sea realizado por la empresa Urinci S.L por 288.798 euros. Según la concejala del área de Fomento, Infraestructuras y Turismo (FIT), Ana Velasco, la mesa de contratación ha propuesto que la citada empresa realice las obras porque su oferta reduce a la mitad el presupuesto de licitación. A ese respecto, ha recordado
que los trabajos tenían un presupuesto base de licitación de 524.479 euros, pero el hecho de que hayan presentado oferta un total de 17 empresas ha dado lugar a una “considerable mejora en las propuestas económicas”. Velasco ha indicado que la alta concurrencia en los concursos públicos del Consistorio se ha convertido en “tónica habitual”, por lo que “estamos consiguiendo importantes reducciones en los presupuestos de las obras municipales”.

os amantes del deporte y la naturaleza podrán disfrutar esta temporada de dos actividades organizadas por el Ayuntamiento de Estepona dentro del Ciclo de Otoño de Senderismo Deportivo. En concreto, las rutas, que se ofertan gracias a la organización conjunta del Ayuntamiento de Estepona, la Diputación Provincial y la Federación Andaluza de Montañismo se recorrerán los próximos 26 de octubre y 16 de noviembre, informa el concejal adscrito a la delegación de Deportes, Adrián Trujillo. La primera de estas actividades tendrá un carácter local y transcurrirá por el paraje del río
Velerín y Camino de Nicola. Por su parte, la segunda ruta recorrerá la etapa 28 de la Gran Senda de Málaga que une los municipios de Genalguacil y Casares. Esta rutas tienen una dificultad media-baja, adecuada a personas mayores de 14 años -los menores de esta edad tendrán que presentar autorización paterna- , cuya condición física sea apropiada con la longitud del recorrido y su complejidad. El precio por persona y ruta es de 10 euros e incluye revisión del sendero por parte de los técnicos municipales, ficha descriptiva del itinerario, traslado en autocar al punto de partida, guías de la Federación Andaluza de Montañismo y seguro.

She went on to stress the importance of this coastal
tourist footpath, connecting 20 kilometres of Estepona’s coastline for recreational and sporting activities. In all there are a total of 12 sections of pathway in the programme which will ultimately connect the entire Estepona coastline from Marbella in the East and Casares in the West.

Los aspirantes a estos puestos han sido seleccionados a través de la oferta de empleo público que se realizó en el Servicio Andaluz de Empleo (SAE). ports and nature enthusiasts will be able to enjoy two hiking activities organized by the Estepona town hall this autumn. Adrian Trujillo, councillor for the Sports department, has stated that the trails, which are provided thanks to the joint efforts of the Estepona town hall, the Provincial Government and the Andalucian Federation of Mountaineering, will be available for participants on October 26 and November 16. The first of these activities will be local and will pass through the Velerín and Camino de Nicola areas. Meanwhile, the second route will be located along the 28th stage of the Great Path of Malaga
between the towns of Genalguacil and Casares. These routes have a medium to low difficulty rating appropriate for people over the age of 14 (anyone wishing to participate who doesn’t meet the age requirement must submit a document of parental authorization) who is in good enough physical shape to manage the trail’s length and complexity. The price per person per route is 10 euros and includes a review of the trail by municipal technicians, a guide to the trail’s itinerary, coach transfer to the starting point, guides from the Andalucian Federation of Mountaineering and federative insurance for the day of the activity .

El Ayuntamiento inaugura el Comienza la temporada 2014/15 de las primer parque canino, con Escuelas Deportivas Municipales con la más de 2.000 m2 de superficie participación de más de 1.300 personas Durante este año se impartirán veintiuna disciplinas deportivas destinadas a público desde los tres años de edad
El Ayuntamiento de Estepona ha inaugurado el primer parque canino del municipio. Este espacio, que cuenta con una superficie de 2.200 metros cuadrados, se sitúa junto al parque de Los Niños y dispone de juegos para que las mascotas puedan realizar ejercicio sin necesidad de estar atados. El alcalde de Estepona, José María García Urbano, ha destacado que se trata de otro nuevo espacio recuperado para la ciudad, que atiende a las peticiones de dotar a la ciudad de un espacio reservado para estos animales. Los trabajos ejecutados por el Ayuntamiento han consistido en el adecentamiento del terreno en el que se ha plantado césped y se ha colocado un sistema de riego. Además, se ha creado una zona de estanques para que los animales se puedan bañar y otra zona de sombra donde se ha instalado una pérgola. El nuevo parque está perfectamente adaptado para personas con discapacidad y también cuenta con papeleras, sanecanes y una zona con drenaje. Además, se ha colocado un área con juegos como anillos, balancines, minipasarelas y pasos
para que los perros puedan jugar; convirtiendo este área en un espacio acotado que garantiza la convivencia entre los usuarios y vecinos de la zona. El Consistorio ha invertido un total de 12.000 euros en el adecentamiento y dotación de mobiliario de este parque, cuyas obras han tenido una duración de dos meses. El Ayuntamiento ha repartido hoy unas 2.000 bolsas para la recogida de excrementos de animales, ya que sus usuarios tienen que mantener en este espacio las mismas normas de higiene que en la vía pública. Con esta iniciativa se da servicio a los propietarios de perros del municipio, que podrán disfrutar de un equipamiento donde las mascotas tengan libertad de movimiento. Además, con la elección de este emplazamiento para este recinto, el Consistorio no ha tenido que renunciar a ningún parque ya existente como zona exclusiva para perros, ya que esto hubiera mermado los espacios que los niños usan para sus zonas de juegos o los de los adultos en los circuitos biosaludables.
Estepona opens its new dog park Estepona’s first dog park opened recently providing 2,000 square metres of open space that has been assigned specifically for the use of dog owners to exercise their pets. Constructed in response to demand from local residents the dog park is situated in the Las Mesas area of Estepona next to ‘Los Niños’ park and the area is enclosed allowing owners the opportunity to exercise their pets off their leads, which according to vets is an essential
part of the animals’ care. The park has specialised play equipment, such as rings, swings, mini-walkways, and steps designed specifically for dogs. There are also bins, poop bag dispensers, water fountains, for the dogs health and sanitation. Another purpose of this dedicated area is to discourage owners from exercising pets in other public parks where they could interfere with the enjoyment of children, or adults using the health circuits.

Además se ha referido a que las clases, que son impartidas de 1 a 3 días semanales por técnicos titulados, están formadas por grupos de 8 a 30 personas, dependiendo de las características de la actividad en cuestión. Los precios oscilan entre los 13 euros de la categoría prebenjamín de la EDM de

base a los diferentes convenios de colaboración firmados con el Consistorio. Así pues, la Fundación 24 Horas Deportivas es la encargada de impartir las escuelas de Bádminton, Baloncesto, Esgrima y Pádel, mientras que de la EDM de Golf se ocupa el Club de Golf El Paraíso, que ofrece clases gratuitas a menores de 14 años, y el grupo La Dalena que oferta cursos trimestrales dirigidos a niños y adultos.

La Escuela de Familias abordará temas fundamentales en la educación de los hijos El Ayuntamiento de Estepona ha puesto en marcha una nueva edición del proyecto Escuela de Familias que organiza conjuntamente con la asociación Horizonte-Proyecto Hombre, con el objetivo de ofrecer a padres, madres, familiares y educadores en general, herramientas para poder actuar ante cualquier problemática que afecte a los hijos. Esta nueva edición comenzó el
pasado 6 de octubre y tendrá continuidad en las próximas semanas. En concreto, el próximo 27 de octubre con una sesión titulada '¿Cómo actuamos frente a problemas o dificultades con nuestros hijos?'; el 10 de noviembre la cita se centrará en como 'Reducir y controlar la tensión emocional'; el 17 de noviembre a 'Cómo manejar las normas de familia'; el 24 de noviembre tratará sobre 'La
comunicación en familia'; y el 26 de noviembre versará sobre 'Aprender a resolver conflictos'. En febrero se retomarán estas charlas formativas con un tema sobre 'Autoestima y habilidades sociales' que tendrá lugar el día 9 y el 16 finalizarán las sesiones con el tema 'Informarse de lo que son las drogas y sus efectos sobre el organismo'.

This new edition began on October
6 and will continue over the coming weeks. Specifically, next October 27 there will be a talk on the subject 'How do we face problems or difficulties with our children?' , on November 10 it will focus on 'Reducing and controlling emotional stress', November 17 will cover 'How to handle family rules', November 24 will deal with 'family
communication', and November 26 will focus on 'Learning to resolve conflict’. In February these speeches will resume with the topics 'Self-esteem and social skills', which will take place on the 9th, and 'Learning about drugs and their effects on the body' on the 16th.

El concejal adscrito a la delegación de Deportes, Adrián Trujillo, ha informado que los trabajos, que tendrán una duración de entre 10 y 15 ofrecerán una solución definitiva a los problemas de desgaste que presentan las instalaciones por el uso. Así, el Consistorio ha consultado con distintas empresas especializadas en este sector que han ofrecido las mejores opciones para su arreglo. Además, se han realizado distintas pruebas sobre el terreno y se ha pedido opinión a los propios usuarios, así como a técnicos especialistas.
Según ha declarado el edil, “con esta actuación no solo se mejorará la zona de rodadura de esta pista, sino que también se minimizarán los riesgos que supone la práctica de este tipo de deportes”. Las obras atravesarán distintas fases antes de lo que será la aplicación de la última capa de
rodamiento. De esta forma, se comenzará con el saneamiento y la imprimación de la zona de actuación, la reparación de todas las grietas y superficies deterioradas de la zona de rodadura. Posteriormente se pintarán las instalaciones y se aplicará un tratamiento antideslizante.

As stated by the councillor in question, "with this work we will not only be improving the skating area, we will also be minimizing the risks
this type of sport carries for those who practise it." The works will go through various stages before the final surface is created. The whole area will be cleaned and primed for work to begin, all the cracks and uneven areas will be repaired and finally the facilities will be painted and an anti-slip treatment will be applied.

A decision she states was made as a result of “a personal conviction that politicians should not remain in public office indefinitely”. In the letter, Antonia Morera expressed her pride in the work that had been achieved in Casares during her years as a public servant, and thanked all for the support and confidence given to her, and pointed out the importance of the political group and government team in all these achievements. She went on to highlight her privilege in “leading the team that
supported her, and asked that they continue as a united group to work for the local population who have placed their trust in them”. Having announced her position it will “allow the preparation of their manifesto and list of candidates for the coming elections, to be undertaken in an open and transparent manner”. “I am proud of the work we have done” she went on “to help the people through the economic crisis thanks to our Employment and Social Welfare strategies, and will continue to do so up to my last day in office and later as a member of Izquierda Unida, the political movement that gives meaning to my ideals”.
La empresa adjudicataria accede a finalizar el puente Contractor agrees to complete Rio Manilva bridge following ultimatum del río Manilva tras el ultimátum del Ayuntamiento Tras el ultimátum dado por el Ayuntamiento de Casares que amenazaba con rescindir el contrato, la empresa concesionaria de las obras del puente sobre el Río Manilva ha solicitado una nueva prórroga hasta mediados de noviembre para la finalización del proyecto. La alcaldesa de Casares, Antonia Morera, mostraba recientemente su malestar con la adjudicataria, Vallejo Aplicaciones. S.L., por el retraso que está ocasionando en la realización de esta infraestructura. Un retraso que, según explicó, se debía al interés de la empresa en cambiar el diseño de la pasarela de madera. Esta circunstancia provocó que las obras no solo no estuviesen terminadas a mediado de agosto, cuando expiraba el plazo de ejecución, sino que tampoco lo hayan estado al finalizar la prórroga dada por el Ayuntamiento y que finalizaba el
30 de septiembre. Después de esa fecha, el equipo de gobierno de Casares optó por exigir a la empresa sus obligaciones de finalizar el contrato amenazándola con rescindir el contrato si persistía en su interés en modificar el diseño. La empresa achacaba su interés en realizar una estructura de madera diferente a que la del proyecto original podría presentar problemas de deformabilidad, Por este motivo, desde el Ayuntamiento se solicitó un informe ratificando sus cálculos al ingeniero que había realizado el proyecto original, que fue encargado por la empresa pública Tragsa y Demarcación de Costa. Tras una reunión con los responsables de la empresa concesionaria en la que la alcaldesa estuvo acompañada por técnicos del Ayuntamiento y
del Plan Qualifica, que financia las obras, se dio un plazo de una semana para que la empresa retomara los trabajo. Tras esta nueva moratoria, la concesionaria del proyecto ha pedido una nueva prórroga para la ejecución del proyecto, ampliación de un plazo que ahora expira a mediados de noviembre. La regidora Antonia Morera ha mostrado su malestar por la situación y los retrasos de los trabajos, y espera que este plazo sea el definitivo, ya que este es una obra muy esperada por los vecinos que viven en Casares Costa y Sabinillas. El proyecto comenzó a ejecutarse el pasado mes de mayo con las obras necesarias para la instalación de la estructura de madera, un puente con 41 metros de longitud y dos metros de anchura que cruzará el río Manilva desde los paseos marítimos de ambas localidades.

Following an ultimatum by the Casares Town Hall, who threatened to terminate the contract, the company contracted to construct the footbridge over the Rio Manilva has requested a further extension until mid-November to complete the project. Mayoress Morera expressed her discontent with the situation, and hopes that this will be the final delay as this project has been long awaited by residents of both Casare Costa and Sabinillas. The bridge project, which was begun in May of this year, will see a 2 metre wide, and 41 metre long wooden footbridge spanning the Rio Manilva and joining the Marina de Casares and Sabinillas Paseo Maritimo promendades.

Las nuevas instalaciones van a acoger un Centro Multiusos con cuatro zonas bien definidas: una amplia sala de casi 120 metros cuadrados en el que se ubicará la Casa de la Juventud, otro salón de proporciones similares para la Escuela de Baile (con aseos y vestuarios separados), una nueva aula de informática y otra sala

Según se señala en el escrito, la situación en que se encuentran estos cauces, invadidos por la vegetación, “ha reducido drásticamente la sección hidráulica lo que produce riesgo de inundación de los terrenos
colindantes” ante una posible avenida por fuertes lluvias. Estas cuencas desembocan en la costa de Casares, pasando por zonas cercanas a viviendas.

Esta segunda fase, que se prevé esté finalizada en enero, está presupuestada en 120.000 euros, aunque el equipo de gobierno espera realizar un ahorro significativo al realizar los trabajos por administración.

The space will have four distinct areas: the Dance School, the Youth Club, and computer room, and another for audiovisual purposes.
The first phase which involved the partitioning, plastering, installation of air-conditioning and ceiling is now completed, and work begun on the second phase, which once completed will be ready for the furniture and other equipment. Some of the work has been carried out by the local administration which hired three local people from the Municipal Job Centre.
The project has a budget of 317,394 euros of which 100,000 euros went into the first phase. The second phase, which is expected to be completed in January, is budgeted at 120,000 euros and the local authorities are expecting to realise significant saving through using municipal workers.

La contratación de 23 desempleados a través del Plan Empleo Jóven permitirá iniciar nuevos proyectos en Casares
A
partir del 20 de octubre está previsto que el Ayuntamiento de Casares, a través del Plan Emplea Joven, contrate a las primeras 10 personas, a las que se sumarán otras 13 durante el mes de diciembre. En total serán 23 desempleados de entre 18 y 29 años que trabajarán por un periodo de 4 meses para crear nuevas zonas de recreo en el municipio: un nuevo paseo en el Cerro que pasará por el ‘Castillo del Moro’ y el ‘Calvario’, y un parque canino en El Secadero, donde también se va a adecuar una zona verde junto a las pistas de pádel. El nuevo paseo en la zona del Cerro de Casares, de unos 800 metros de largo, dotará al pueblo de un nuevo espacio para la práctica del senderismo que va a contar con vistas espectaculares sobre el pueblo de Casares y el Campo de Gibraltar. El proyecto incluye la construcción del sendero, con vallas en las zonas con mayor pendiente, creación de áreas de descanso y miradores, e instalación de
paneles informativos sobre especies vegetales autóctonas, observación de buitres y otras aves, y elementos de interés etnohistórico. El nuevo recorrido peatonal pasará por parajes de interés como el ‘Calvario’, un viacrucis que data del siglo XVIII, el ‘Castillo del Moro’ y la ‘Cañá Juanito Juan’. Los otros dos proyectos aprobados se van realizarán en los alrededores de la Pista de Pádel del Secadero, donde se van a construir unas pequeñas gradas y se va a adecuar un nuevo espacio verde como lugar público de ocio y zona infantil. Asimismo se va a acondicionar un parque canino en las cercanías, cerca del paseo Los Ruiseñores. En concreto, se vallará una parcela de 250 metros cuadrados, en la que se instalarán diferentes elementos para el adiestramiento de las mascotas y un ‘pipican’. Este plan destina a Casares un total de 114.126 euros para estas contrataciones, mientras el Ayuntamiento debe hacerse cargo de coordinar actuaciones y aportar las herramientas y material necesario.

Tras haber sido denegado por Diputación en anteriores ocasiones la petición de instalar un paso de peatones, alegando que no era legal al ser esta una zona no urbana, las Concejalías de Infraestructura y Costa solicitan ahora que se realicen los trámites necesarios para convertir en travesía el tramo comprendido entre Casares del Sol y el cruce con la autovía, A-7. El teniente de alcalde, Pepe
Carrasco, se ha entrevistado recientemente con el jefe del Servicio Provincial de Carreteras para exponerle la iniciativa, y ahora desde las Concejalías de Infraestructura y Costa se prepara un informe para realizar una solicitud formal al Área de Fomento. Las Concejalías de Infraestructura y Costa argumentan el aumento del tránsito de personas durante los últimos años en esta zona, donde se concentra un buen número de urbanizaciones a ambos lados de la carretera. Por lo que consideran necesario dotar a la vía de un paso de peatones que permita a los residentes cruzar
de la zona de los Jardines del Rosario a la gasolinera, margen donde se encuentra la parada de taxis y de autobús escolar. Asimismo al considerarse el tramo como travesía se podría aplicar normas de tráfico que harían más segura la entrada y salida de vehículos de las urbanizaciones que se encuentran ambos lados de la carretera, se especifica en la solicitud. Desde el Ayuntamiento se solicita también que se mejore la entrada de vehículos a la gasolinera, en cuyo cruce se han producido varias colisiones en los últimos meses al no ser buena la visibilidad.

Casares estará incluida en el nuevo proyecto de Senda Litoral de la provincia de Málaga El teniente de alcalde, Pepe Carrasco se trasladó a Diputación provincial para participar en una reunión informativa sobre el proyecto Sendero Litoral y establecer la metodología de trabajo a nivel técnico en los próximos meses. La iniciativa de esta gran senda pretende comunicar el litoral malagueño entre Nerja y Manilva, pasando por 14 municipios entre los que se encuentra Casares. El Ayuntamiento de Casares lleva tiempo trabajando, de la mano de Demarcación de Costa y el Plan Qualifica en un recorrido peatonal a lo largo de su litoral y en la unión de éste con las localidades vecinas de Sabinillas y Estepona. Para Pepe Carrasco este recorrido supondrá un nuevo aliciente
para Casares y toda la Costa del Sol creando una ruta de 184 kilómetros que podrán recorrer
tanto ciclistas como senderista lo que supondrá un aliciente para el turismo deportivo.

The initiative will serve to connect the Málaga coastline between
Nerja and Manilva, passing through 14 municipalities including Casares. The Casares Town Hall has been working on the construction of a walkway the length of its coastline as well as connecting with the neighbouring municipalities of Manilva and Estepona thanks
to the Plan Qualifica project and Coastal Authority. For Pepe Carrasco this will be a an added attraction for Casares and the Costa del Sol creating a 184 km coastal path for pedestrians and cyclists to enjoy and to attract further visitors to the area who wish to indulge in activity tourism.
La Mesa de Coordinación contra la Violencia de Género de se reúne el 29 de octubre en Casares Casares acoge el próximo 29 de octubre la primera reunión de la Mesa de Coordinación contra la Violencia de Género de la comarca de la Costa del Sol Occidental. Se trata de un un órgano que nace con la intención dar soluciones a esta problemática desde los diferentes sectores implicados en su erradicación. Esta mesa fue creada el pasado mes de septiembre en Mijas, en un encuentro en el que participaron las concejalas de Igualdad y Bienestar Social, Antonia Pineda y Sonia Saborido. En la próxima reunión, que se celebrará en la Casa de la Cultura
de Casares el 29 de octubre, se ofrecerá información del convenio del Consejo de Europa sobre Prevención y Lucha contra la Violencia contra la Mujer, y se darán a conocer informes de los diferentes sectores convocados: sanitario, educativo, fuerzas de seguridad, judicial y servicios sociales. Esta mesa pretende coordinar las actuaciones que se lleven a cabo en materia de prevención, asistencia y persecución de los actos de violencia de género, un tema que debe ser tratado de manera integral y multidisciplinar.

Age Concern, Estepona and Manilva, Volunteers Appeal There are hundreds of older people living on the Costa-del-Sol who require advice, information and help. Age Concern is a charity that devotes its time to helping older people in the community and try to ensure that they remain full members of society and take an active part in that society. In order to provide a quality service to our current, and future, clients we need volunteers who can commit themselves to a few hours a week to help others. Manilva se beneficia de tres importantes proyectos financiados por el Plan Qualifica

E
l Ayuntamiento de Manilva, como miembro del Consejo Rector del Plan Qualifica, ha participado recientemente en la última reunión de este órgano. En este encuentro se abordaron temas de gran importancia como fue la modificación de los estatutos con respecto al régimen de aportaciones, el nombramiento de un interventor y la adscripción de la administración de la Junta de Andalucía. Además, se trataron los fondos FOMIT 2014, es decir la línea de préstamos bonificados con cargo al Fondo Financiero para la Modernización de Infraestructuras Turísticas para planes y proyectos de renovación y modernización de destinos turísticos maduros. Desde el Ayuntamiento de Manilva se destaca el hecho de
que por estar al corriente del pago al Consorcio Qualifica, el municipio se está beneficiando de las partidas destinadas a mejorar la oferta turística, principal potencial económico en el municipio. Manilva se ha beneficiado de tres grandes proyectos. Dos de ellos totalmente finalizados, como son el tramo de paseo marítimo Virgen del Carmen y la plaza y los aparcamientos de Pozo del Rey. Por otro lado, en proceso, y esperando que finalice en varias semanas, se encuentra la obra de conexión mediante un puente de los términos municipal de Casares y Manilva a la altura del río. De estas mejoras en las infraestructuras municipales se están beneficiando, y seguirán haciéndolo, tanto los vecinos como los visitantes, y supone una
mejora en la calidad de vida y en el disfrute del término municipal y de todos los servicios que en el mismo se ofrecen. En esta reunión del Consorcio también se aprobaba el Plan de Mejora de la empresa y la oferta turística del destino Costa del Sol Occidental. Se trata
básicamente de la creación de un software que podrán utilizar los ayuntamientos y les facilitará la promoción y comercialización de la mejora turística. Según comentaba la alcaldesa de Manilva, Antonia Muñoz Vázquez, “gracias a la responsabilidad en el trabajo
que se está llevando a cabo en el Ayuntamiento y el compromiso que tenemos con la ciudadanía en la mejora de las infraestructura y el turismo, es posible que podamos contar con unos fondos que permiten dar un salto de calidad como municipio”.

anilva Town Hall, as a member of the governing council of the Plan Qualifica programme for the improvement of tourism infrastructure on the Costa del Sol, participated at a recent meeting where a number of important issues were discussed including: the amendment of the regulations regarding the contribution system,
the appointment of an auditor, and the Junta de Andalucia’s administrator. Also dealt with was the funding and loans from the Fund for the Modernisation of Tourism Infrastructure (FOMIT) which provides for the renovation of existing facilities. Because Manilva is up-to-date with its contributions to the
Qualifica Consortium it benefits from funding for improvements to the town’s tourism infrastructure, which is particularly important given that tourism is Manilva’s main economic activity. Manilva has recently benefited from three major projects. Two of which have been completed, namely the Paseo del Carmen promenade and plaza; and the Pozo del Rey plaza and car park.
The third is the construction of the bridge over the Rio Manilva connecting Sabinillas with Casares Costa, which is due for completion very soon. These improvements in tourism infrastructure contribute to the quality of life and enjoyment of both visitors and residents alike. During the meeting the consortium’s Improvement Plan was also approved, allowing the creation of software which will facilitate
tourism promotion and marketing, benefiting both local business and tourism. Manilva’s Mayor, Antonia Muñoz Vazquez, commented that "thanks to the responsibility in the work being carried out in Manilva and the commitment we have to the public in improving infrastructure and tourism, we now have access to funding which will allow a vast improvement as a municipality."

La Fiesta de la Luna Llena es declarada Fiesta de Singularidad Turística Provincial La fiesta de la Luna Llena de Sabinillas, que organiza el Ayuntamiento de Manilva a través de la delegación de Turismo, fue declarada por la
Diputación Provincial de Málaga el pasado 16 de Septiembre ‘Fiesta de Singularidad Turística Provincial’. Tras este logro, el concejal de Turismo, Emilio
López Berenguer, quiere felicitar a todos los vecinos de la localidad y a todas la personas que han colaborado con la delegación para que esto sea una realidad, en especial a la directora de área, Pepi Valenzuela. Desde el Ayunamiento de Manilva ya se está trabajando para que el próximo año esta gran fiesta siga siendo el mejor y mas importante evento de toda la Costa del Sol. Por su parte, la alcaldesa de Manilva, Antonia Muñoz Vázquez, felicitó al equipo de turismo y al propio edil por el buen trabajo realizado y espera que estos reconocimientos sigan recayendo en los actos y actividades que se llevan a cabo en el Ayuntamiento, ya que son galardones muy significativos para un pueblo eminentemente turístico.
Viaje a Málaga para ver el musical “El Gato Con Botas”
La delegación de cultura del Ayuntamiento de Manilva ha organizado para el próximo sábado 8 de noviembre una salida a Málaga, para poder ver la obra “El Gato Con Botas” en el Teatro Cervantes. El precio del viaje es de 13 € por persona y las reservas se deberán efectuar antes del próximo martes 14 de octubre. La salida desde la localidad se llevará cabo a las diez de la mañana desde la Rotonda
de entrada a Manilva y quince minutos más tarde desde la parada de Supersol en Sabinillas. Las reservas se pueden realizar en la delegación municipal de cultura o en el Edificio de Usos Múltiples de Sabinillas. En el Reino de Olat todos son felices y se
regocijan con el cariño del Rey y su hija, la Princesa Paula. Pero cuando un día, el terrible pirata Dragut irrumpe en la fortaleza secuestrando al Rey, todos quedan completamente desconsolados. Por suerte, pronto aparecerá el Gato con Botas, un fantástico personaje lleno de optimismo que enseñará a todos los vecinos que con un poco de ingenio y astucia es posible hacer frente a cualquier problema.
Full Moon Festival declared a festival of significant importance by the Provincial authorities
Manilva’s annual Full Moon Party, held every July on the beach in Sabinillas, and which is organised by Manilva Town Hall’s Tourism Department, has been declared a Unique Tourist Festival by the Provincial Government in Malaga last month. For this important achievement the Councillor for Tourism, Emilio López Berenguer, wishes to congratulate all of the local residents and people who have collaborated with the department to make this event a reality, particularly Director of
Tourism, Pepi Valenzuela. The Tourism Department is already working on next year’s Full Moon Festival, which is one of the best and most important events on the Costa del Sol. The Mayor of Manilva, Antonia Muñoz Vazquez, congratulated the team from the tourism department, and expressed a hope that Manilva’s local events and activities continue to win the recognition and awards that are so important for a town for which tourism is the chief economic activity.

En este encuentro se aprobó un informe elaborado por los servicios técnicos por el que se exige el cumplimiento de conservación de las instalaciones de la Colonia Infantil de San Luis de Sabinillas, bajo apercibimiento de cierre de la actividad, por las patologías detectadas y el riesgo que ello puede suponer para los ocupantes y visitantes.
También se informó de la desafección de la zona de aparcamientos del Complejo deportivo de Sabinillas, y la adscripción del suelo del antiguo depósito de agua a los espacios libres del Colegio Pablo Ruíz Picasso. Destacar también, como así se ha venido anunciando en estos días, la recepción de las obras del viario del Peñoncillo, y la aprobación inicialmente los Estatutos de la Entidad Urbanística de Conservación ‘SAU-2 Arroyo la Peñuela’. Algo que repercute directamente a la ciudadanía son las licencias menores. Se dio cuenta de 25 licencias de obra menor que fueron concedidas directamente por la Gerencia de Urbanismo,
una práctica que habilitan los Estatutos del organismo autónomo local y que viene suponiendo una reducción del plazo efectivo de concesión de licencias. También fueron concedidas 12 licencias de obra mayor y 3 de primera ocupación. Todos los asuntos del orden del día fueron aprobados por unanimidad de todos los grupos políticos municipales, en un ambiente de compromiso firme por consolidar un modelo urbanístico claramente definido para la ciudad de Manilva, que promueva la intervención ciudadana y asimismo garantice la seguridad jurídica.

Planning Committee orders repair works to the Colonia Infantil in Sabinillas Geuma dealt with a number of items of interest which were unanimously approved Manilva’s cross-party planning department, GEUMA, met recently with to deal with several points of business. A report, prepared by technical services, covered certain issues with
the La Colonia children’s summer camp, with a recommendation that if the necessary repairs were not carried it should be closed in the interests of the safety of occupants and visitors. Other points are the signing off of the Peñoncillo Road improvements and initial approval of the statutes for the SAU-2 Arroyo la Peñuela Urban Conservation Entity. 25 minor works licenses were
granted directly by the planning department, 12 licenses for major works, and three first occupancy licenses were also given. All matters on the agenda were unanimously approved by all the local political groups, in an environment of strong commitment to consolidate a clearly defined Manilva that encourages public involvement and ensures a legal planning model.

Programación de eventos para extranjeros residentes de cara a los próximos meses El Departamento de Residentes Extranjeros de Manilva ha presentado recientemente su programa de eventos y actividades para los próximos meses. Ante un público de más de un centenar de vecinos en el
monumento de el Castillo de la Duquesa, la alcaldesa de Manilva, Antonia Muñoz, junto con el concejal Diego Urieta, agradecieron a la audiencia por su continuo apoyo y participación en actividades locales, señalando que representan un gran
porcentaje de la población del municipio. Los asistentes también pudieron disfrutar de entretenimiento proporcionado por Daniela y la pareja de marido y mujer 2True, cantantes de soul locales, así como bebida gratis y paella.
Relación de eventos periódicos en Manilva La delegación de Extranjeros seguirá desarrollando durante esta temporada los ya conocidos Coffee Morning, que se llevarán a cabo cada martes y viernes a partir de las diez y media de la mañana en el Bar Kinsale del Puerto de la Duquesa. Como recordarán esta iniciativa reúne a un grupo de personas españolas e inglesas, para llevar a cabo intercambio de experiencias al tiempo que se mejora el idioma. Por otro lado, el primer jueves de cada mes se realizará una visita
guiada al Centro de Interpretación Viñas de Manilva, donde los visitantes se adentrarán en el mundo vitivinícola y sus raíces íntimamente ligadas a nuestra localidad. José Antonio Melgar Muriana, nuevo párroco de la localidad La alcaldesa de Manilva, Antonia Muñoz Vázquez, la concejala de Cultura, Eva Galindo y otros miembros del equipo de gobierno participaron en la misa donde se recibía al nuevo párroco, Don José Antonio Melgar Muriana. Ante una iglesia de Santa Ana abarrotada, comenzaron unos actos protocolarios que estuvieron acompañados por el buen hacer del coro parroquial, que dieron la bienvenida al nuevo cura con su repertorio de canciones. Como nota destacada, resaltar los cuatro autocares que se desplazaron desde Coín, localidad donde ejercía el sacerdocio, y quienes quisieron acompañar a Don José Antonio en su puesta de largo. Por tanto, la iglesia de Santa Ana en Manilva, la de San Luis de Sabinillas y la iglesia de Santa María de la Encarnación de Casares serán sus nuevas

Teniendo en cuenta también las quejas de algunos vecinos por el hecho de estar siendo practicado el skate en el paseo marítimo y en zonas donde molestaba a

Nuevos contenedores para Bahía De Las Rocas y El Instituto

as áreas de Medio Ambiente y Limpieza, cuyos concejales delegados son Emilio López Berenguer y Antonio de Haro van a proceder a la instalación de un punto de recogida selectiva en la zona de Bahía de las Rocas. Ante la petición de los propios vecinos de contar con un mejor servicio de recogida de basura, los responsables municipales se personaron en el lugar para estudiar las posibilidades.
Se van a colocar contenedores para papel, vidrio, envase y basura orgánica, por lo que esta urbanización estará completamente dotada de estos servicios de recogida. Además, también se va a proceder a colocar un contenedor para la recogida del papel en la puerta del Instituto de Enseñanza Secundaria ‘Las Viñas’ de Manilva. Así, los alumnos podrán depositar el papel utilizado para su posterior reciclaje.

Con esto se consigue, comentó la primera edil manilveña, por una parte, que los jóvenes tengan su espacio y no molesten a nadie y por otra, que el acceso sea cómodo ya que podrán ir en bicicleta o dando un paseo.
Además de este asunto, los responsables municipales oyeron las propuestas, inquietudes e ideas de estos jóvenes, cuyas opiniones son muy importantes para el Ayuntamiento ya que son una parte fundamental de la sociedad manilveña a la que hay que atender y cuidar especialmente por su condición de futuros conductores del mundo.

community. The new skatepark is situated behind the Guardia Civil station in Sabinillas alongside the new green area and cycle path. The Sabinillas skatepark was built in response to a request from a group of young skateboarders in Sabinillas.

he Department of Environment and Sanitation, the councillors of which are Emilio López Berenguer and Antonio de Haro respectively, are proceeding with the installation of a collection and recycling point in Bahia de las Rocas . At the request of residents for a better refuse collection service, municipal officials have visited the site to study the possibilities.
Containers for paper, glass, packaging and organic waste, are to be provided so this development is fully equipped for these collection services. Additionally, the department will also go ahead with the provision of a container to be placed at the entrance to the secondary school in Manilva, ‘Las Viñas’, for the collection of paper so that students can recycle used paper.

El karateka representará a España en el mundial de este deporte que se celebrará en Japón

a delegación de Deportes, cuyo concejal responsable es Mario Jiménez, ha informado de dos buenas noticias, que vienen a refrendar la buena labor que se está desarrollando en las Escuelas Deportivas municipales. Desde el Ayuntamiento se desataca la profesionalidad de ambos monitores. Prueba de este compromiso y experiencia es el hecho de que el profesor de Karate de la escuela manilveña, José María Ramírez, representará a nuestro país en el Mundial de Karate que se celebrará en Tokio, Japón, a partir del próximo 18 de octubre. Concretamente competirá en la modalidad de Kata y en la categoría absoluta. El que ya fuera campeón mundial en 2005 y campeón europeo en 2008, tratará de revalidar el título, aunque será muy difícil
conseguirlo en la cuna de este deporte. Cabe destacar, que José María Ramírez cuenta con unos 20 alumnos en estos momentos y que las clases se llevan a cabo en el salón de usos múltiples de Sabinillas. Los interesados en inscribirse en la escuela municipal de Karate han de dirigirse a la Delegación de Deportes, que se encuentra junto al campo de fútbol o bien llamar al 952 89 15 32. El otro gran protagonista de la actualidad deportiva en la localidad es el monitor de baloncesto, Javi Montañez. Hace unos días la federación anunció oficialmente que el técnico sería el seleccionador malagueño de la categoría infantil para participar en el campeonato de Andalucía. Este torneo se celebrará entre el 24 y el 26 de este mes. Precisamente, el combinado
infantil malagueño se proclamó campeón de este campeonato la pasada temporada con la participación del jugador local Antonio Ramos y de Javi Montañez, formando parte del cuerpo técnico. En esta ocasión, el manilveño Domingo Mena Ahumada ha pasado el primer corte entre los cuarenta convocados inicialmente y forma parte de la preselección de 22 jugadores. El próximo entrenamiento se llevará a cabo este jueves a partir de las siete de la tarde en las instalaciones malagueñas de Los Guindos. La alcaldesa, Antonia Muñoz Vázquez, el edil de Deportes, Mario Jiménez y el equipo de gobierno les desean toda la suerte del mundo a los citados profesionales y que representen lo mejor posible el nombre de Manilva.

Padron registration campaign The Manilva Town Hall would like to remind residents that they are required to register on the Padron of the municipality in which they reside, and to report any change of address. To this end the Councillor for Statistics, Marcos Ruiz, has initiated an information campaign not only to stress your responsibilities but also the significant benefits or registration. These benefits include discounts for IBI, as well as elegibility for local classes, workshops and other municipal activities. Registrations allows residents to enroll their children in local schools, obtain certificates of residence, social security and social or economic aid. Being registered also entitles you to vote in local and European elections, obtain unemployment benefits, register as self-employed or get married. Lo impartirá la fotógrafa profesional, Sonia Mateo, reconocida con distintos premios Las delegaciones de Juventud y Turismo han organizado un ‘Curso de iniciación a la fotografía digital’ para todas aquellas personas que estén interesadas. El curso comenzará el 4 de noviembre y se impartirá cada martes hasta el 2 de diciembre en el Centro municipal de Formación en la Av. España, frente a Correos en Sabinillas. El precio es de 40 € por persona y el plazo de inscripción finalizará el 31 de octubre, siendo las plazas limitadas. Además, para realizar el curso se necesita una cámara fotográfica réflex o semi-réflex. Para mayor información o
inscripción pueden dirigirse a la oficina de Turismo en el Puerto de la Duquesa, en la delegación de Juventud en Manilva o en el Centro Guadalinfo en el edificio de Usos Múltiples de Sabinillas. En el momento de la inscripción rellenaran un formulario para conocer el nivel que el interesado tiene y así poder estructurar las clases en grupos. afincada hace una década en la localidad, es realiza exposiciones rotativas para mostrar sus obras a los usuarios de servicios públicos para que la espera sea más amena y divertida, como así lo hizo en la oficina de correos de Sabinillas y en colaboraciones con el Ayuntamiento de Manilva. Su talento y buen hacer le ha llevado a conseguir diversos premios por lo que, como explica el concejal de Juventud, Marcos Ruiz, “es una buena oportunidad para tener más conocimientos sobre el mundo de la fotografías y poder disfrutar más de este arte”.
Youth and Tourism organize Digital Photography Course The Youth and Tourism departments have organized a ' Beginners’ Digital Photography' course for all those who are interested, in association with the professional photographer, Sonia Mateo, who has been recognized with a variety of awards. The course will begin on 4 November, and will be held every Tuesday until 2 December, at the Municipal Training Centre, Avenida España, opposite the post office in Sabinillas. Medio ambiente presenta el programa de dinamización de senderos La delegación de Medio ambiente del Ayuntamiento de Manilva, que dirige Emilio López, ha informado que el próximo domingo 9 de noviembre se celebrará un nuevo sendero dentro del Programa de Dinamización otoño 2014. En esta ocasión los participantes harán la ruta El Burgo-Ronda, con una distancia de 22,5 kilómetros de recorrido lineal y dificultad media/alta. Los participantes deberán ser mayores de 14 años. La condición física de los mismos deberá ser la apropiada a las distancias y dificultades de los recorridos a realizar pudieron denegarse el acceso a las mismas, por consideraciones técnicas de la propia organización. El plazo de reservas o solicitudes
permanecerá abierto hasta el miércoles previo a la realización de cada ruta. El horario de salida será a las ocho de la mañana y el área de Medioambiente dispondrá autobuses para trasladar a los participantes. MOMENTO DE PAGAR IMPUESTO SOBRE LA RENTA PRESUNTA O IMPUTADA DE LOS NO RESIDENTES Aquellas personas no residentes, que son propietarios de un inmueble en España, tienen que pagar su impuesto anual para el año 2013, antes de que finalice el año 2014. Este impuesto, recibe el nombre de “Impuesto sobre la renta presunta o imputada”, y tiene que ser pagado anualmente con el Formulario de Impuestos 210, el cual puede obtenerse en la página web de la Agencia Tributaria, (www.aeat.es) Muchos de los no residentes que son propietarios de bienes inmuebles en España no pagan el “impuesto sobre la renta presunta o imputada” al no ser conscientes de su existencia. Como no reciben ningún tipo renta de sus propiedades, piensan que no tienen un ingreso, y que no se deben pagar impuestos. Se entiende que los individuos no residentes, (que son los propietarios legales de bienes inmuebles) se están beneficiando por el “uso y disfrute” de la propiedad, y esto es un concepto sometido a gravamen. Por tanto, la Agencia Tributaria española no cobra impuestos sobre la renta real, (=alquiler), pero si sobre la renta presunta de la propiedad.
En realidad, los no residentes utilizan instalaciones como aeropuertos, autopistas y otras infraestructuras nacionales para poder disfrutar de su propiedad en España. Por lo tanto, este “Impuesto sobre la renta presunta o imputada de los no residentes” se encarga de ayudar a financiar la totalidad de estos servicios, los cuales, son imprescindibles para permitir el disfrute de sus propiedades, incluso si no es alquilada. Por desgracia, el desconocimiento de la existencia de este impuesto, no le exime de pagar el mismo. La Agencia Tributaria española, en la actualidad, busca activamente a los propietarios no residentes que no han realizado el pago de este impuesto. Está procediendo al envío de cartas reclamando el pago de este impuesto a estas personas, (ver carta adjunta). En esta comunicación, se reclama el pago de los últimos 4 años de los impuestos junto con los recargos por pago tardío. Si usted es un propietario no residente en España, y no ha realizado el pago de este impuesto, le recomendamos que empiece a realizar su declaración anual a partir de ahora mediante
la presentación de su informe anual “Impuesto sobre la renta presunta o imputada” Declaración para el año fiscal 2013, antes de la finalización del año 2014. Este impuesto no suele tener un alto coste, por lo que vale la pena pagar a tiempo y evitar el riesgo de ser multado por la Agencia Tributaria. El impuesto se calcula sobre el valor catastral de la propiedad, que es el valor dado por las autoridades a efectos fiscales y que aparece en su recibo IBI (impuestos locales del Ayuntamiento). TIME TO PAY DEEM INCOME TAX BY NON-RESIDENTS Those non-residents individuals who are owners of a real estate property in Spain have to pay their annual for tax year 2013, before the end of the year 2014. This tax is called “Deem Income Tax” and has to be paid annually with the Tax Form 210, which can be obtained on the Tax Office website, (www.aeat.es). Many non-residents who are owners of real estate in Spain do not pay this “Deem Income Tax” because they are not aware of its existence. As they do not receive any income (= rent) from their real estate properties they think they do not have an income, and that no tax is due. It is understood that non-resident clients, (who are legal owners of real estate) are benefitting by “enjoyment” of the property, and this is taxable. Therefore, the Spanish Inland Revenue does not charge tax on real income, (=rent), but on a deemed income from the property. Actually, non-residents use facilities such as airports, motorways, and many other national infrastructures to enable them to enjoy their property in Spain. Therefore this “Deem Income Tax” is charged to help to finance all of these services which are imperative to permit their enjoyment of their property even if it is not rented out. Unfortunately, ignorance of the existence of this tax does not excuse you from paying it. The Spanish Inland revenue is, at present, actively looking for those non-resident property owners who have failed to pay this tax. They are sending letters to these people claiming the unpaid taxes, (see enclosed letter). In this communication they request payment of the last 4 years taxes together with the penalty charges for late payment. El proyecto para la construcción de la universidad de Gibraltar se inicia oficialmente El Gobierno de Gibraltar ha puesto en marcha formalmente el proyecto para la construcción de la Universidad de Gibraltar y ha confirmado que está previsto que abra sus puertas el 1 de septiembre de 2015. Habrá cuatro facultades en la Universidad:
• Ciencias de la Salud y Deporte
• Empresariales, en la que se
incluirán especializaciones en Contabilidad y Finanzas, Derecho e Informática • Ciencias de la Tierra y la Vida y Estudios de Gibraltar y del Mediterráneo • Turismo y Hostelería Las cuatro facultades ofrecerán programas de licenciatura y posgrado en colaboración con universidades reconocidas en todo el mundo, así como cursos que se realizarán a escala local, tales como titulaciones en Fiscalidad y Derecho gibraltareños. Además, la Universidad también contará con un Instituto de Desarrollo Profesional
y Formación Permanente. Este centro ofrecerá cursos para obtener titulaciones profesionales y desarrollo profesional permanente tanto en el sector público como en el privado, y cursos diseñados para colmar las necesidades de la economía gibraltareña. El complejo universitario también dispondrá de un centro de idiomas para la enseñanza del inglés como idioma extranjero y para su uso en la empresa. Se han identificado dos posibles ubicaciones en Punta Europa para ofrecer alojamiento a estudiantes internacionales para animarlos a estudiar en
Gibraltar. El mes pasado, el Gobierno publicó una Ley de Consignación Suplementaria con el único objetivo de proporcionar una línea de financiación 10 millones de libras para la Universidad. El establecimiento de la Universidad no indica, de ninguna manera, la suspensión de la política de Gibraltar de financiar obligatoriamente a los estudiantes gibraltareños que deseen estudiar en Reino Unido. El régimen de becas del Departamento de Educación (Department of Education) seguirá funcionando como lo ha hecho hasta ahora.
Plans for the University of Gibraltar formally launched Her Majesty’s Government of Gibraltar recently launched plans for the establishment of the University of Gibraltar and confirmed that it is to open on 1 September 2015. There will be four faculties at the University located on the former St Christopher’s School site at Europa Point as follows:

Health Studies and Sports Science Business, which will include specialisms in Accounting and Finance, Law as well as ICT Life and Earth Sciences and Gibraltar/Mediterranean Studies Tourism and Hospitality
The four faculties will provide a series of undergraduate and post-graduate programmes in collaboration with internationally recognized universities as well as locally developed courses including courses for qualifications in Gibraltar Tax and in Gibraltar Law. Additionally, the University will
include an Institute of Professional Development and Continuing Education. This will provide courses leading to professional qualifications, public and private sector, continuing professional development, and courses developed to meet industry needs in Gibraltar. There will also be a language centre for the teaching of English as a foreign or business language. Two sites have been identified in the Europa Point area for for the development of student
accommodation in order to attract international students. Last month, the Government published a Supplementary Appropriation Bill for the sole purpose of providing funding of £10 million to the University. The establishment of the University in no way signals any departure from Government policy to fund on a mandatory basis Gibraltar students who wish to study in the UK. The Department of Education’s scholarship scheme will continue to operate as it currently does.

of Guinness records as the oldest man to do a loop-the-loop on the wing of an aircraft (at 86), the oldest man to cross from Dover to Calais and back on the wing of an aircraft (at 93) and the oldest man to wing-walk across the Irish Sea. Tom took up wing-walking at the age of 79 and has raised over a million pounds for charity since the death of his wife Isabel, a picture of whom he carries with him on each walk.

En cualquier caso, lo que prevalece y se intensifica con este cambio es el servicio a los ayuntamientos y ciudadanos de la comarca, principal objetivo y función de la Mancomunidad. Una vez modificado los estatutos. ¿Cuáles son o deben ser los objetivos de la Mancomunidad de

caba de finalizar el verano, uno de los mejores de la historia para la Costa del Sol en el plano turístico según los primeros datos que están haciéndose público. ¿Qué valoración se puede hacer desde la Mancomunidad de Municipios de la Costa del Sol occidental? La mejor valoración posible, y es que hemos vivido una temporada histórica en todos los sentidos. En número de visitantes, en pernoctaciones, en hostelería, etcétera. Ahora el reto es mantener el nivel en los siguientes meses, en los que la Costa del Sol sigue siendo un destino de primera por su diversidad en la oferta y su buen clima durante todo el año. La Costa del Sol está formada por municipios que están más cerca del concepto de grandes ciudades y por otros mucho más pequeños en cuanto a población aunque no extensión. ¿Cómo se logra conjugar los intereses de todos ellos en capítulos como, por ejemplo, la promoción turística? Es una gran suerte contar con ese tipo de contrastes, el que marcan los grandes municipios de la costa frente a los pequeños pueblos del interior. Precisamente, este equilibrio es uno de los aspectos que más cuidamos y difundimos en nuestra actividad promocional, esa diversidad que permite a nuestro visitante
disfrutar del clásico sol y playa y a pocos kilómetros del encanto rural de nuestros pueblos de interior. A nivel de playas. ¿En qué medida se trabaja con los ayuntamientos para mantener unas condiciones óptimas de seguridad y señalización durante todo el periodo estival? La Mancomunidad, en colaboración con los ayuntamientos del litoral, se encarga del balizamiento de los casi 90 kilómetros de costa de la comarca. En los últimos años hemos hecho grandes avances al respecto, ya que se han abaratado los costes y a su vez se ha extendido el tiempo del servicio desde abril hasta octubre. Además de turismo y playas, otra de las cuestiones sobre las que la Mancomunidad tiene competencias es la gestión del agua. La Costa del Sol occidental es la zona de la provincia donde más llueve pero los recursos hídricos, como en todo el Mediterráneo, son irregulares. ¿Qué actuaciones realiza esta institución para asegurar un correcto ciclo del agua y aprovechar el agua reutilizable, por ejemplo, en los campos de golf ? La empresa pública de aguas Acosol, dependiente de la Mancomunidad, ha tenido por bandera en los últimos años
la racionalización en el uso de nuestros recursos hídricos. Actualmente se riegan 39 campos de golf con agua reciclada y se sigue trabajando para poder hacerlo en la totalidad de campos con los que cuenta la comarca. Independientemente del riego de campos de golf, Acosol tiene la obligación de invertir en la mejora de infraestructuras hidráulicas para mejorar la utilización del agua, algo que durante la legislatura de 2007 a 2011 se descuidó por culpa de una deficiente gestión al frente de la empresa. Los gestores de entonces dejaron un agujero de 30 millones de euros que ahora la empresa se esfuerza en recuperar para convertirlo en inversión. Recientemente se han modificado los estatutos para reorganizar la forma en la que se elijen los representantes municipales en la Mancomunidad. ¿Qué supone estos cambios? La modificación de los estatutos, que ya ha sido aprobada definitivamente, supone la modernización de la norma que regía esta institución y que mejora y equilibra, entre otros aspectos, la representación de los municipios mancomunados en los órganos de gobierno en función de su población. De esta forma, se garantiza que el voto de un ciudadano de la Costa del Sol valga igual viva en el municipio que viva en cuanto a la composición de la Mancomunidad se refiere. Además, se definen de forma más

Asentar la estabilidad económica que con esfuerzo hemos logrado en Acosol, priorizar aquellas inversiones que sean necesarias para mejorar la gestión del ciclo integral del agua y, sobre todo, seguir siendo un elemento de apoyo a la gestión municipal de los once ayuntamientos mancomunados en las áreas que son de nuestra competencia.
An Interview with Margarita del Cid, President of the Association of Western Costa del Sol Municipalities The diversity of the Costa del Sol allows visitors to enjoy the classic sun and beach holiday whilst just a few kilometers from the Coast they can discover the rural charm of our inland villages The summer is now over, and as the first statistics are becoming public it is clear that the Costa del Sol has had one of the best summer seasons ever. What is the Mancomunidad’s assessment of the past few months? The summer has been an historic one in every way, in terms of number of visitors, hotel occupation, etc. The challenge now is to maintain the improvement in tourist numbers in the coming months, considering that the Costa del Sol remains one of top destinations given the diversity of its attractions and its good all-year-round weather. The Costa del Sol is comprised of a number of municipalities, some of which are more like cities, whilst others have a smaller population and more rural aspect. How does the Mancomunidad balance the interests of them all when it comes to tourism promotion, etc? We are fortunate to have such a variety environments from bustling town centres of the coast to the traditional white towns of the interior, indeed this variety and balance is one of the aspects we are keen to emphasise in our promotional campaigns - this diversity that allows visitors to enjoy the classic sunshine and beach holiday, whilst just a few kilometres they will find the rural charm of our inland villages. Recently there has be a change to statutes regarding the way in which municipal representatives are elected to the Mancomunidad. What are the major changes? The amendments, which have been fully approved, allow for a more balanced representation on the Mancomunidad with representatives being appointed with the population of individual municipalities being taken into account. The Mancomunidad’s powers over collective water management, waste treatment, and tourism promotion has also been redefined in a more rational and logical manner. All these changes have been carried out with the requirements of the region’s municipalities and population as the prime consideration.

Un señor de clase media-alta (según sistema sociológico-económico), arroja a la basura una cafetera eléctrica, con la excusa de que el café no lo hace igual que tiempo atrás, pareciéndole éste demasiado amargo, sin aroma ni sabor ( y no digamos cuando está algo tibio, qué sinsabor). Pero otro señor de clase rica (rico rico, que no advenedizo, sino hijo genético de la riqueza), que vive en la misma calle, al tirar la basura, al anochecer, cuando la oscuridad está recién llegada a la ciudad y huele a dama de noche mezclada con los residuos, ha tomado esa cafetera eléctrica y se la ha llevado a su casa. Allí, ha comprobado que funciona, la ha limpiado enérgicamente hasta hacer que el metal deslumbre de brillo, le ha colocado una jarra de cristal, de una antigua cafetera que tenía, y a beber café, se ha dicho. Este vecino pudiente tiene en su casa lavadora, secadora, cortadora de césped, licuadora, radio casete, televisores en blanco y negro y de color, cámaras fotográficas (digital y de las de siempre), microondas, afeitadoras, etc., etc. Pero lo único que este hombre, quizás con síndrome de Diógenes, no posee aún es este cuento, y estoy seguro de que, si se publica por la vía de la normalidad, formando parte del todo de un libro, habría que arrojar un ejemplar cerca del contenedor de su domicilio (nada más horripilante, hacer eso con un libro), para que el hombre rico se lo lleve a su casa, lo lea, y al llegar a este cuento, sepa que ha ganado el premio por los reciclados permanentes realizados a lo
largo de toda una vida. Lo que no sabemos ¬ es si lo ha hecho por aprovechar el material o por fastidiar a su vecino (porque éste averiguó que cada objeto de los que se desasía, él lo tomaba, y la mayoría de los utensilios, con un pequeño arreglo funcionaban perfectamente), o por seguir amansando dinero y más dinero, esperemos que por esto último no fuera.

On his journey to becoming a published author, Michael has learnt to talk, walk, swim, climb mountains, has ridden a tandem-trike from London to Paris, completed the London Marathon and spent time in Africa helping street children. Michael’s injuries left him with a condition known as Object Agnosia which means his brain does not tell him what he is looking at. This means he relays his stories to recorder and editor Catherine Brown. Illustrations for Michael’s books are by professional artist Rob Bennett. The two dogs featured in the book’s stories are Churchill, Michael’s own golden Labrador and Woodstock, a dog owned by Michael’s former headmaster at Condover Hall RNIB School.

III Batalla de las Bandas de El Intercambio
Futu Matano Tras meses de planificación finalmente llegó el día de la III Batalla de las Bandas de El Intercambio en el bar de rock and roll Louie Louie en el puerto de Estepona. Con nueve bandas compitiendo, además de la actuación de los ganadores de segundo lugar del año pasado, todo señalaba hacia una noche increíble para el público, y sin duda no fueron decepcionados. Los primeros en actuar fueron Syl and Ric’s Folk Jazz Band, una banda de cuatro componentes liderada por el dúo francés Sylvie Chadourne y Ric Meric quienes comenzaron su set con dos temas originales sólidos “Shout it Loud” y “Brand New Day”, antes de acabar con su versión del clásico de Ray Charles “Unbreak My Heart”. El siguiente grupo en subir al escenario fue Minimal Soul Circus, volviendo a la competición después de llevarse el tercer lugar en la primera edición en el 2012. El MSC no tardó en cautivar a la audiencia con su inteligente uso de la máquina de loop, edificando su sonido con la voz suntuosa de la cantante Carmen Libélula, y la destreza de Nacho Velasco en el bajo, la guitarra, el saxofón y la sierra (si, el que se usa para cortar madera). Todo lo anterior vino a formar parte de su actuación de los originales “Mystery Man” y “Chasing Rainbows”, seguido de “After Hours” de Velvet Underground durante el cual Nacho Velasco se subió al escenario con su Diablo, el elemento de “Circo” de la actuación. No estoy seguro de que estuvieran impresionados los jueces, pero el público disfrutó sin duda.
Después de haber sido juez en las dos primeras Batallas de las Bandas, Allan Alman de Rock on the Rock demostró por qué fue elegido para ser parte del jurado, entrando a competir él mismo este año con su banda de rock Come in Leon. Comenzando con su energética rendición de “Live and Let Die”, concluyeron con sus dos originales que incluía la inquietante y hermosa “You” tributo de Allan a su joven hijo y escritor colaborador Jay Allman quien lamentablemente falleció en 2012. La cuarta banda que tomó el escenario fue un grupo de reggae, rock, funk y rap español de seis músicos de Málaga, Futu Matano, cuya rendición enérgica y original del himno de Bob Marley “I Shot the Sheriff ” pronto tuvo enloquecidos al público. Con sus temas originales “Mare” y “La Casa de las Nuncas Abiertas” directamente de su último álbum, se hizo evidente que Futu Matano iban a por el trofeo. Entrando al escenario a mitad de la competición estuvo cantante local y compositor Gareth Owen, acompañado de Billy tocando el Cajón, sus blues y profunda voz fueron un marcado contraste con el rap de Futu Matano, mostrando la gama ecléctica de música que puede encontrarse en Andalucía. Empezaron con sus propios temas”Sexy Mother Lady” y “Forever”, antes de su apasionada rendición de “The Scientist” de Coldplay, con el que lograron hechizar al público. Siguieron el grupo de Algeciras de death metal Kathew. Teniendo una idea de lo que nos esperaba tras su actuación en el evento del año pasado, esperé con anticipación la
reacción del público a su set. No decepcionaron, ya que una vez más, su combinación de teatro, ritmo golpeante, y la rendición demoníaca de Javier Fajardo dejaron al público tanto aterrorizados como fascinados. Tras dos originales estruendosas “Bucle Vital” y “Insurrección” fue su versión de “Breathe” de The Prodigy que volvió loco al público. Después de casi llegar a ganar un trofeo el año pasado, perdiendo por sólo cuatro puntos, ¿éste podría ser el año de Kathew?. Regresando a la escena local de música, subieron al escenario la banda alternativa-rock de Estepona The Tragic Company, con ganas de impresionar con su último álbum que sale en diciembre. Efectivamente, no iban a desilusionarnos, tocando algunos favoritos del público “Burning Lung” y “Shadeless” antes de interpretar con vigor ‘’The Pretender’’ de The Foo Fighters. La penúltima posición estaba reservada para los participantes más jóvenes de la competición, con un cantante que tiene la tierna edad de sólo 14 años, MidRiff fueron los jóvenes pretendientes en esta batalla por la corona de mejor banda. Sin embargo, tan pronto como abrieron su set, desapareció toda noción de ‘pretendientes’, con una actuación impropia de su corta edad. Me llevó de vuelta a la competición del año pasado en Gibraltar de cantautores a la que tuve el placer de ser invitado a juzgar, y reafirmó la decisión del jurado de premiar a los dos líderes de la banda, el vocalista Alexej Baglietto y el guitarrista Alex Vallejo, con el primer puesto. Volviendo a esta competición,
sus originales “velocidad” y “luz del sol” fueron complementados con “Killing in the Name Of ” de Rage Against The Machine. Por último, pero no de menor importancia, entraron a competir Moonshine, otra banda ya conocidos en la competición por su participación en la primera edición de la Batalla de las Bandas en Sotogrande. Moonshine aprovechó todos sus años de experiencia para tocar sus canciones “Días de verano” y “Hoy” como posesos, culminando con la versión más editada de la noche, Remember (Walking in the Sand) por los Shangri Las con una nueva disposición de guitarras en la introducción de Shawn y una interpretación vocal conmovedora por su cantante Mandy Charles. Aunque fue precedido por ocho bandas, Moonshine fue un gran modo de acabar la noche. Tras las actuaciones de todas las bandas, los jueces se escabulleron para discutir sus veredictos y sumar las puntuaciones, tiempo durante el cual los ganadores del segundo puesto del año pasado Headwires mostró lo lejos que han llegado desde la primera Batalla de las Bandas, en el que recibieron el Mérito de los jueces. Con el lanzamiento de su álbum este año, junto con un espacio en el Festival de Música de Gibraltar, tocando junto a grupos como “Scouting for Girls” “Rita Ora” y “The Script”, son un testimonio de la fé que tuvieron en ellos el pánel de jueces del 2012. Futu Matano win the III El Intercambio Battle of the Bands After months of planning the day finally arrived for the III El Intercambio Battle of the Bands at Louie Louie’s Rock and Roll Bar in Estepona Port. With nine bands in the contest plus last year’s second place winners due to perform all the signs were that the audience were in for a treat, and they certainly weren’t disappointed. Syl and Ric’s Folk Jazz Band Up first were Syl and Ric’s Folk Jazz Band, a four-piece band fronted by French duo Sylvie Chadourne and Ric Meric who began their set with two solid original tracks “Shout it Loud” and “Brand New Day”, before finishing off with their version of the Ray Charles classic “Unbreak My Heart”. Minimal Soul Circus Up next were, Minimal Soul Circus, who were returning to the contest after taking third place in the first edition back in 2012. The MSC soon enthralled the audience with their clever use of their loop machine, building up their sound with singer Carmen Libelula’s rich vocal, and Nacho Velasco’s dexterity on bass guitar, lead guitar, saxophone and saw (yes the kind you cut wood with). Using this method they ran through their set, originals “Mystery Man” and “Chasing Rainbows” before rounding off their performance with the Velvet Underground’s “After Hours” during which Nacho Velasco took the floor with his Diablo, the “Circus” element of the act. I’m not sure this impressed the judges, but the audience certainly enjoyed it. Come in Leon Having been a judge at the first two Battle of the Bands, the Rock on the Rock’s Allan Alman showed just why he was eligible to be on the jury by this year entering his rock band Come in Leon. Starting with their energetic cover of “Live and Let Die”, they concluded with their two originals which included the haunting and beautiful “You” Allan’s tribute to his young son and writing partner Jay Allman who sadly passed away in 2012. Futu Matano The fourth band to take to the stage were a Spanish reggae, rock, funk, rap six-piece from Malaga, Futu Matano, whose energetic and original working of the Bob Marley anthem “I Shot the Sheriff” soon had the crowd buzzing. With their original tracks “Mare” and “La Casa de las Nuncas Abiertas” straight from their latest album, it became evident that Futu Matano
were going to be in the mix for a trophy. Gareth Owen Taking the midway slot, local singer songwriter Gareth Owen, accompanied by Billy on the Cajon, his bluesy, gravel laden vocals were a stark contrast to the snaprap for Futu Matano, showing the eclectic range of music available in Andalucia. Opening with his self-penned “Sexy Mother Lady” and “Forever”, before his cover of Coldplay’s “The Scientist” his passionate performance held the audience in his spell. Kathew On next were the Algeciras death metal band Kathew. Knowing what to expect following their performance at last year’s event, I watched with anticipation the audience’s reaction to their set. I was not to be disappointed as once again their combination of theatrics, pounding beats, and demonic performance by frontman Javier Fajardo both terrified and mesmerised the audience with equal measure. Following two thundering originals “Bucle Vital” and “Insurreccion” it was their reworking of the Prodigy’s “Breathe” that sent the audience wild. Having missed out on a trophy last year by just four points, could this prove to be Kathew’s year? The Tragic Company Returning to the local music scene, on stage next were Estepona altrockers, The Tragic Company, who were keen to impress with their latest album coming out in December. Sure enough they were not going to disappoint, running through their crowd-pleasers “Burning Lung” and “Shadeless” before letting rip with a rendition of Foo Fighters hit “The Pretender”. MidRiff The penultimate slot was reserved for the youngest participants in the competition, with a lead singer having the tender age of just 14 MidRiff were the young pretenders in this battle for the crown of best band. As soon as they opened
their set all notion of ‘pretenders’ was swept away though, with a performance that belied their young age. It took me back to last year’s Gibraltar Singer Songwriter competition at which I was pleased to be invited along as a judge, and reaffirmed the jury’s decision to give the band’s frontmen, vocalist Alexej Baglietto and guitarist Alex Vallejo first prize in that contest. Back to this competition though and their originals “Speed” and “Sunlight” was rounded off with the rocking “Killing in the Name Of” by Rage Against The Machine. Moonshine Last but not least were Moonshine, another band who were no strangers to the Battle of the Bands, having taken part in the very first one we held in Sotogrande. Moonshine brought all their years of experience to the show, playing and performing the hell out of their songs “Days of Summer” and “Today” which culminated in the most compositional reworked cover version of the night, Remember (Walking in the Sand) by the Shangri Las given a new arrangement with screaming guitars in the intro from Shawn and a touching vocal rendition by their lead singer Mandy Charles. Although preceded by eight bands Moonshine were a great way to end the night. With all the bands having performed the judges slipped away to discuss their verdicts and tot up the scores, during which time last year’s second place winners Headwires showed just how far they had come since the very first Battle of the Bands, in which they received the Judges’ Merit. With an album release this year, along with a slot at the Gibraltar Music Festival alongside the likes of “Scouting for Girls” “Rita Ora” and “The Script” they are a testament to the faith that the 2012 panel of judges had in them. As Headwires left the stage the judges returned to deliver their verdicts.

Paul Sedkowski Paul Sedkowski is the co-founder of Meer Music International, a music and radio production company in the US and has worked with and/ or developed well over 200 artists and groups, and has written or co-written well over 4000 songs, of which over 1000 have been produced.

Barclays Bank confirms it will close local banking and counter services in Gibraltar in May 2015 Barclays Bank has confirmed that its retail bank situated in Main Street will now close on May 29 next year together with all active local accounts. The bank has extended the period for its closure date, which was originally planned for October of this year, in order to give the new local state-owned bank, Gibraltar International Bank, more time to get its operation up and running ready to open for business in early 2015. The bank will continue to work closely with the Gibraltar Government and other key parties in Gibraltar to ensure customers and clients are supported through the changes. A spokesperson for Barclays Bank said “the account closure date for

High Intensity Resistance Training (HIRT) I had an amazing summer with plenty of socialising and a few too many indulgences, so for me October is a month of cleansing. Small changes to my everyday diet, such as reducing sugar from my diet, not drinking any alcohol during the week and getting into bed early at least 4 nights a week. Last month’s article was about the importance of resistance training as part of a good balanced fitness
regime, the more muscle mass the body has then generally the better the metabolic rate. All this leads to a reduction is stubborn fat, which for most people who come to see me is one of their fitness goals. This month’s article is detailing what I consider to be some of the best resistance exercises and how to include them in a fitness programme.
Deadlifts
your back. I’m here to tell you that you will hurt your back – if you fail to use the proper form. The proper form for the deadlift is as follows:
The deadlift is one of the scariest exercises that you hear about in the media. Time and time again you hear that you are going to hurt

Take an overhand grip (my preference) on the bar that is shoulder width apart. Your arms should just be hanging straight down. Place your feet shoulder width apart, or slightly past shoulder width. Bring the bar close to you so that it is touching your ankles, or very close to them. Lower your butt down. Don’t keep it high in the air. This isn’t a stiff-legged deadlift. As you start to lift, you need to focus on driving your hips forward. You don’t want to think about pulling the bar up with your back. That’s not what the deadlift is about. Keep your butt down and the bar as close to your shins as possible. It might even skim your legs as you lift it up. Push your heels through the floor while you drive your hips forward. Once you reach the top, lower the bar back to the ground. Don’t do this by first bending at the back. Do it in the reverse manner that you got it up there. Push your hips back, and lower it as close to your shins as possible.
Once you practice these exercises and get good at them, you can then start to throw in variations of them, but initially I would practice with a v light weight, always work on technic over weight. Combine these exercises with a High Intensity Interval Training Workout, and you have a recipe for great muscle gain and fat loss. I will be writing 3 different training plans over the next 3 months ,all will include a resistance exercise. Suggested workout Warm up and mobilise all your joints, do 3 rounds of squats x10 reps and 3 rounds of full push ups
x10 as part of your warm up. Using a barbell with a weight range that you can lift 8 reps with no discomfort but tough on 10 reps.. Do 6 -7 practice deadlifts. Workout. 10 Deadlifts,10 burpee’s 8 Deadlifts, 8 burpee’s 6 Deadlifts, 6 burpee’s 5 Deadlifts, 5 Burpee’s 4 Deadlifts, 4 Burpee’s (all the way down to 1 deadlift 1 burpee.) This is a great workout, make a note of your time, try and improve your time on your next attempt BUT remember, always technique first not how much weight you put on the bar.

Siesta Homes present Campeones Junior with their first football strip
Campeones Junior a football team for all those kids who never get picked! On Saturday the 11th October 2014 at the Instituto Mediterraneo in Estepona, Siesta Homes presented Campeones Junior with their first ever football strip. Campeones Junior was born from a father´s desire to see his child play in a football team. When he discovered that no one would take his child due to lack of skills, he decided to take matters into his own hands and hired a pitch, inviting children to play for free. Within minutes, children from all walks of life approached him to play, all of them with one thing in common; they had all been
rejected from football teams for various reasons ranging from poverty to family problems. Many never thought they could ever be part of a football team. Pablo Reinoso realised that there was a genuine need for these children to be incorporated into a team sport and to be valued not just by their peers and the community, but more importantly valued by themselves. The Instituto Mediterraneo secondary school in Estepona provide the club with their sporting facilities each weekend and members of the UNG Church also
help out giving up their time to help the footballers every weekend. Alexander Fund Event at Mayfair International Academy
On Friday, 17 October, Mayfair International Academy is hosting a ‘Disney Day’ to raise funds for a very special little boy. Alexander is five years old and has been battling cancer since the age of two. His family are currently raising funds for two very important causes: to fulfil his wish by to visit Disneyland Paris and to fund further, private treatment. After years of ups and downs, Alex’s body cannot take any more chemotherapy or radiotherapy and the family’s only option is to seek alternative treatments, that can be very expensive. Mayfair International Academy’s students, parents and staff were touched by little Alex’s story and have planned a special event to raise funds and to encourage others to help Alex too. The themed day will see students dressed as Disney characters while completing a range of sponsored activities.
Foundation aged students will be kick-starting the day with a DanceA-Thon before Primary students set off for a Golden Mile Sponsored Walk. Secondary students are participating in a static-bike ‘Race to Witch Mountain’, in which they will take turns to complete a total of 125 kilometres. Live music by a local singer, whose brother has beaten cancer, will set the tone for
the raffle at the end of the day in which participants will be able to win lots of great prizes including free meals and a free stay in a hotel. 100% of all proceeds will go to Alexander’s Fund. Los perros generalmente parecen seres alegres, felices y despreocupados, moviendo la cola y correteando de acá para allá, por lo que se podría esperar que la mayoría tengan una “visión optimista de la vida”. Pero resulta que algunos canes son claramente más pesimistas que otros, según una investigación de la Universidad de Sydney (Australia) que publica la revista PLOS ONE. Sus conclusiones no solo sirven para conocer el mejor amigo del hombre, sino que pueden ser útiles a la hora de elegir perros de trabajo, como perros guía o perros policías. En el experimento, a los perros se les enseñó a asociar un sonido con la obtención de leche, su recompensa preferida, y a un segundo sonido, con dos octavas de diferencia, con la obtención de la misma cantidad de agua, un premio mucho menos atractivo. Una vez que los perros aprendieron a discriminar los sonidos, se les presentaron tonos «ambiguos». Si los canes respondían a los tonos ambiguos, demostraban que esperaban que ocurrieran cosas buenas para ellos, es decir, eran optimistas. Un perro muy optimista podía incluso responder a los tonos que se parecían más a los del ofrecimiento de agua. «De los perros que hemos probado, nos encontramos más que eran optimistas que pesimistas, pero es demasiado pronto para decir si eso es cierto para todos los perros en general», dice Melissa Starling, autora del estudio. Sin embargo, Starling cree que los resultados pueden dar tanto a dueños como veterinarios o responsables de perreras, una visión mucho más precisa de las emociones de sus animales. De acuerdo con la investigación, un perro con una personalidad optimista espera que sucedan más cosas buenas y menos cosas malas. Va a asumir riesgos para tener acceso a las recompensas. Puede que no sea infeliz, pero es probable que esté más satisfecho con el statu quo y necesite un poco de aliento para probar cosas nuevas. “Los perros pesimistas parecían estar mucho más estresados cuando se equivocaban. Gimoteaban, deambulaban y evitaban repetir la tarea, mientras que los perros optimistas parecen no inmutarse y continuan”, señala la investigadora. La investigación podría ayudar a los entrenadores de perros a seleccionar los canes que mejor se adapten a distintos trabajos. Un perro pesimista que evita riesgos

La investigación permite conocer mejor el estado de ánimo de los perros pero resulta intrigante cómo su comportamiento puede parecerse al humano. Sera que los investigadores, por otro lado aplicacando simplemente la terminología del comportamiento humano y proyectándola en las características de comportamiento de otra especie? Este intento de explicar el comportamiento animal es referido por algunos como anthropomorfasando.

Dogs generally seem to be cheerful, happy and carefree beings, wagging their tails and scurrying back and forth, so you might expect most people to feel that they, dogs, have an “optimistic view of life.” It turns out that some dogs are clearly more pessimistic than others, according to research by the University of Sydney (Australia) published in the journal PLOS ONE. Their findings not only serve to help us further understand man’s best friend, but may also be useful when selecting working dogs, such as police, rescue, or seeing-eye dogs. In the experiment, the dogs were taught to associate a sound with obtaining milk, their preferred reward, and a second sound with a two octave difference, to obtain the same amount of water, a much less attractive reward. Once the dogs learned to discriminate the sounds they were presented with ‘ambiguous’ tones. If the dogs’ responded to ambiguous tones, it demonstrated that the expected good thing would happen to them, that is, they were considered to be behaving in an optimistic manner. A very optimistic dog would even respond to tones that were more like those of the ones that offered water. “Of the dogs that we tested, we found that they appeared

IS AN OPTIMIST WITH EXPERIENCE to behave in a more optimistic than pessimistic manner, however, it is thought that it is still too early to say if that’s true for all dogs in general,” according to Melissa Starling, author of the study. Starling believes, however, that the results may provide owners as well as veterinarians or breeders and those with kennels a much more accurate way to view the dogs’ emotional responses. According to research, a dog with an optimistic personality should expect more good things and less bad things to occur.
It is thought that they would be greater risk takers to have access to the rewards. If things go wrong, you try again. If the dog has a pessimistic personality, should expect more bad than good things to occur. This can make it be more cautious and avoid risky behaviour. Minor annoyances would be distressing to them. They may not be unhappy, but they would be more likely to be satisfied with the status quo and need a little encouragement to try new things. “Pessimistic dogs seemed more stressed when something went wrong. Whining, wandering and avoiding having to repeat the stressful task, while optimistic dogs seem to be unfazed and will continue,” says the researcher. The findings of this research could help dog trainers to select the dogs that are best suited to different jobs. A pessimistic dog avoids risks may be more suitable as a guide dog if you make a mistake, you tend not to repeat it, while the optimistic dog would be more persistent and determined, which may make it suitable for detection of drugs or explosives, because the error will not prevent them from trying again. If at first you don’t succeed..... This research is an attempt to gain insight into the moods of dogs. While it is intriguing how their behaviour may seem human, are the researchers, on the other hand simply applying human behavioural terminology and projecting it onto another species’ behavioural characteristics? This attempt at explaining animal behaviour is referred to by some as anthropomorphasizing.
