Se reanuda la obra del centro de salud de San Enrique
Campo de Gibraltar Works resumed on San Enrique health centre San Roque mayor, Juan Carlos Ruiz Boix, has met with representatives from the construction company building the San Enrique health centre, where work has resumed after 2 years of dormancy. He announced that in spring 2012 the work will be completed and will be fitted out by the Town Hall before it is opened. The meeting with the company representatives is a culmination of months of trust building after they expressed doubts that the Town Hall would pay them. At the start the total cost was around 1,800,000 euros, although delays will probably increase the amount significantly.
El primer edil, Juan Carlos Ruiz Boix, ha recibido hoy, miércoles, en Alcaldía a los responsables de la empresa constructora del centro de salud de San Enrique, donde se han reanudado las obras tras dos años de permanecer paralizadas. Avanzó que en primavera de 2012 finalizarán los trabajos y que, a continuación, la Junta de Andalucía tendrá que dotar el edificio de mobiliario antes de su puesta en marcha. Tras su reunión con los responsables de la empresa Guamar, el alcalde declaró que “lo más importante que hemos estado realizando en estos meses es recuperar la credibilidad ante la empresa, que nos manifestó sus dudas de avanzar en demasía en las obras y de asumir costes en relación a este edificio porque no confiaba en que el Ayuntamiento pueda dejar impagos importantes”. En sus inicios, el importe total de las obras se situaba en 1.800.000 euros,
si bien debido a los retrasos esta cifra probablemente se incremente en gran medida. Este nuevo Centro de Salud, además de prestar asistencia diaria a los usuarios de San Enrique, cubrirá las guardias de todo el Valle del Guadiaro (Sotogrande, Guadiaro, Pueblo Nuevo, Torreguadiaro y San Enrique) y de los núcleos de población vecinos de El Secadero (Casares) y San Martín del Tesorillo (Jimena de la Frontera). El nuevo centro de salud contará con dos plantas de casi 800 metros cuadrados cada una, por lo que la superficie total construida será de 1.780 metros cuadrados. La planta sótano se habilitará como almacén, mientras que en la primera planta habrá siete consultas de ambulatorio y un ala de urgencias con sala de tratamiento, sala de observación, otras dos salas más y dependencias para los profesionales sanitarios.
Bruselas cofinanciará la mejora ferroviaria entre Algeciras y Madrid La Unión Europea recoge la mejora de la infraestructura ferroviaria entre Madrid y Algeciras, a través de Antequera, en el mapa de redes de transporte de mercancías que recibirán cofinanciación comunitaria. Bruselas ha aprobado hoy, miércoles, subvencionar el denominado Corredor Mediterráneo entre Barcelona y Almería, que continuará por el interior hasta Granada y de allí a Algeciras. Resulta muy positivo para San Roque y para todo el Campo de Gibraltar, dijo el Alcalde, que se haya adoptado esta decisión, porque nuestra prioridad era la mejora del tramo entre Algeciras y Bobadilla, especialmente en lo que respecta a la Zona de Actividades Logísticas (ZAL) del Puerto que se está construyendo en la zona de la Estación, de esta manera, el Puerto
Bahía de Algeciras tendrá salida a toda la Península, ya que la alta velocidad llevará nuestras mercancías a Madrid, y de allí al resto de España. Además, el enlace con Francia está garantizado a través de Cataluña. El Ministerio de Fomento ha señalado recientemente que podrá desembolsar alrededor de 7.000 millones de euros al año para la construcción de los cinco corredores incluidos en un principio en la red ferroviaria, con un gasto global de casi 50.000 millones de euros para el periodo entre 2014 y 2020. De ellos, casi 20.000 millones irían al corredor mediterráneo. En cuanto a la financiación europea, en principio se situará sobre el 20% del total, si bien podría ascender al 30% y al 40% en casos puntuales.
Brussels will co-fund the improvement of railway links between Ageciras and Madrid The European Union has included the improvement of railway links between Madrid and Algeciras, through Antequera, in the map of commercial transport links that will receive communitary co-funding. On Wednesday Brussels approved the funding of the ‘Mediterranean Line’ between Barcelona and Almería, continuing through to Granada and from there to Algeciras.

EL Ayuntamiento de La Línea llevará al Juzgado la doble venta de un mismo local que se llevó a efecto siendo alcaldes Juárez y Sánchez El concejal Francisco Espada ha dado a conocer este martes lo que ha calificado de “irregularidad grave” al detectarse la doble venta de un mismo local, actualmente en construcción en la promoción municipal de viviendas Reina Sofía, que se llevó a cabo estando de alcaldes Juan Carlos Juárez y Alejandro Sánchez. Este asunto fue dado a conocer en la tarde del lunes al consejo de administración de la Sociedad Municipal de Suelo y Vivienda (Emusvil). Los hechos se remontan al 6 de mayo de 2009, estando de alcalde Juárez, cuando se firmó un contrato de venta por 310.000 euros del indicado local, cantidad que no ingresó
como le hubiera correspondido Emusvil ya que a su vez otra sociedad municipal (Somuser) debía al comprador 382.000 euros, quedando saldada ésta con la venta del indicado local y de dos garajes en la misma promoción. Más adelante en el tiempo, el 24 de octubre de 2010, siendo alcalde Alejandro Sánchez, Emusvil llevó a cabo otra venta del mismo local por un importe cercano al antes mencionado. “Lo cierto es que seguimos encontrándonos sorpresa tras sorpresa y cada vez más perjudicados los intereses del Ayuntamiento y por extensión del pueblo de La Línea”, dijo Espada.
Former mayors of La Linea, Juárez and Sánchez, to be taken to court over the selling of the same property twice La Linea councillor, Francisco Espada has announced that a “serious irregularity” has been detected in the form of the double sale of one property, currently being built in the Reina Sofía municipal homes promotion, that was carried out while Juan Carlos Juárez and Alejandro Sánchez terms mayors. This matter came to light on Monday afternoon at the town’s land and property department (Emusvil). The facts date back to May 6 2009, when Juárez was acting as mayor, when a contract for the sale of the property for 310,000 euros was signed, the
money never making it to Emusvil because at the same time another municipal department (Somuser) owed the buyer 382,000 euros, a debt which was repaid with the sale of said property and two garages in the same development. Later on, on October 24 2010, while Alejandro Sánchez was mayor, Emusvil carried out the repeated sale of the same property for a similar amount as the original sale. “We keep uncovering one surprise after another damaging the town hall and by association the town of La Línea”, said Espada.
Algeciras port will have transport links with the entire peninsula, as the high speed railway will take our freight to Madrid, and from there to the rest of Spain. Also, the link with France is guaranteed through Cataluña. The ministery of development has recently highlighted the fact that it will be able to provide around 7 billion euros each year for the construction of the five corridors included in the railway network, with a global cost of around 50 billion euros for the period between 2014 and 2020. Of this, almost 20 billion will go to the mediterranean line. As for the European
funding, it will make up around 20% of total costs, although it may go up to 30% or even 40% in certain situations.

Juan Luís Villalón participa en una reunión comarcal para elaborar un plan de actuaciones ante grandes catástrofes
El Concejal de Seguridad Ciudadana, Juan Luís Villalón, ha participado esta mañana junto al jefe de la Policía Local de Casares, José Bernal, en una reunión en la Mancomunidad de Municipios de la Costa del Sol para elaborar un plan de actuaciones en caso de situaciones de grandes catástrofes. Hace unas semanas el concejal de Seguridad Ciudadana acudió a una primera reunión en la que se comenzó a trabajar en la elaboración de un plan de actuaciones conjuntas entre
Mancomunidad de Municipios de la Costa del Sol y todos los municipios de la comarca para afrontar situaciones graves. Este plan pretende recoger un protocolo de actuaciones, teniendo en cuenta los recursos humanos y materiales disponibles en cada municipio, para actuar y coordinar las labores en caso de alguna catástrofe como incendios, inundaciones por lluvias torrenciales, o más difícilmente en caso de terremoto o movimientos de tierra.
Juan Luís Villalón takes part in disaster planning meetings The Councillor for Civil Protection, Juan Luís Villalón, along with Casares local police chief, José Bernal, recently attended the first of a programme of meetings, organised by the Mancomunidad de Municipios de la Costa del Sol, with the aim of putting into place contingency plans for major disasters and other extreme events.
These meetings include the participation of all 11 municipalities which constitute the Mancomunidad and will provide plans for a coordinated response to a range of major incidents such as fires, flooding, earthquakes and landslides, taking into account the available equipment and human resources in each municipality.
Amigos y Vecinos de Marina de Casares Septiembre fue un mes muy ocupado para la asociación, además de las usuales clases de Español, Pintura, Juegos del Club y clases de Rumba, tuvieron un torneo de petanca en la playa, un torneo de golf con almuerzo en La Choza, un espectáculo con un magnífico buffet en el ‘Aula del Club’, una visita a los jardines botánicos con almuerzo en el Rock Hotel en Gibraltar. También fueron invitados por el Ayuntamiento a la excursión a Antequera incluyendo almuerzo durante la visita. Asimismo tuvieron su primer noche de concurso bajo la cuidosa atención de Lynda Williams; concurso que tuvo tanto éxito
que esperan que se convierta en algo habitual. La biblioteca, con una variedad de libros en inglés y español para todos está ahora cuidada por la bibliotecaria del club Hilary Warren. Su último evento en Septiembre fue paa todos los miembros del club empadronados en Casares. Fueron invitados por el Ayuntamiento a una merienda con baile y ahora están descansando un poco mientras preparan el programa invernal. Friends and Neighbours of Marina de Casares September was a very busy month for the asociation. In addition to their regular Spanish, painting lessons, in-house games and Rumba lessons, they had a Petanca Tournament on the beach, a Golf Tournament with lunch at La Choza, a show with a magnificent buffet afterwards in the ‘Club Room’, and a visit to the Botanical Gardens with lunch at the Rock Hotel in Gibraltar. They were also invited by the Town Hall to their outing to Antequera with lunch during the visit. They also had their very first Quiz Night under the care and attention of Lynda Williams; which was so
successful that they hope to make it one of their regular events. The library with a variety of Spanish and English books to suit all is now looked after by the club’s librarian Hilary Warren. Their final September event was for all club members who are registered as living in Casares, were invited to the Town Hall’s Tea Dance. El Ayuntamiento de Casares ha presentado esta mañana en rueda de prensa un nuevo folleto turístico, un mapa desplegable con diversos itinerarios por los espacios naturales de Sierra Crestellina y la Sierra de la Utrera, en el que se señalan diversos puntos de observación ornitológica, y en el que incluyen las especies más comunes que habitan dichas zonas. Se trata de un A1 donde casi la mitad del espacio está ocupado por dos fotos aéreas (ortofotografías) que presentan con mucha claridad los parajes de Sierra Crestellina y la Sierra de la Utrera. En ambos mapas fotográficos están señalados diversos recorridos pensados para los amantes de la ornitología, y junto al mismo se incluyen fotografías de gran calidad de las principales aves que se pueden avistar así como información de las mismas: como el buitre leonado, el halcón peregrino o el águila real en Sierra Crestellina; o el buho real, el cernícalo o el martín pescador en la

La Escuela Taller “Viñas de Manilva” elabora Comienza la campaña de vacunación contra la gripe En materia sanitaria, ya ha comenzado En todos los casos es necesario cita dos vinos de uva moscatel La escuela taller “Viñas de Manilva” ha ofrecido un balance provisional sobre el proceso de elaboración de vino desarrollado por los alumnos del módulo de vitivinicultura, subrayando que independientemente del resultado definitivo que ofrezca la vinificación, los estudiantes ya han podido conocer todas las tareas asociadas a esta labor y adquirir la máxima experiencia de cara a la próxima campaña. Para 2011, el programa de formación teórico práctico de la escuela taller contempla la elaboración de dos tipos de vino, uno joven seco y otro naturalmente dulce. La Fundación de Manilva para el Desarrollo (Funmades), sigue atentamente su proceso de fermentación. En estos momentos el vino seco ha finalizado la fermentación alcohólica, se ha realizado un primer trasiego y permanece en reposo, a la espera de su filtrado y embotellado a finales de octubre o principios de noviembre. En el caso del vino naturalmente dulce,
las complicaciones están dominando el proceso de elaboración, puesto que la adquisición tardía de los equipos de bodega acortó los tiempos de prueba para ajustar la fermentación a los parámetros de frío exigidos. Ello, unido en términos generales a un importante ataque de botritis, que se tradujo en una pérdida significativa de la cosecha y la recolección de la uva en condiciones de avanzado deterioro, convierten en una incógnita el resultado final de esta vinificación, muy positiva desde el punto de vista profesional, gracias al bagaje adquirido en esta campaña por los alumnos de la escuela taller.
Wine students produce two wines from this years grape harvest The “Las Viñas de Manilva” training school, has given a provisional report on the wine making process, developed by the students doing the Wine Industry module. This emphasises that whatever the final outcome, regarding the quality of the wine, the students have already learnt all the necessary skills associated with wine making and have gained valuable experience to face their next course. For 2011, the programme of theory and practical training will involve the making of 2 types of wine – one young and dry and the other sweet. The Manilva Development Foundation, (Funmades) is closely following the process of fermentation. At the moment, the fermenation of the dry

The Duquesa Society of St. George in collaboration with the Manilva Foreigners department finally held their summer ball this year at the Jolly Sailor in Duquesa Port on Sunday 25th September. Although they had several hiccups along the way, including the necessity to change the venue at the last moment, the event was very successful and the weather magnificent. They managed to raise via a raffle the princely sum of 230 Euros for their chosen charity, Age Concern Manilva/Estepona. Music was performed by Grande Gordo Papa a renowned local DJ, also a founder
member of the El Intercambio music charity.

Las personas físicas son consideradas como residentes en España a efectos fiscales si residen físicamente en España más de 183 días naturales y/o su centro de trabajo, actividades empresariales o económicas están situadas en España. Por lo tanto, las personas físicas tienen que pagar el Impuesto sobre la Renta como Residentes (si permanecen en España más de 183 días) o como No Residentes (si viven fuera de España pero tienen algún tipo de ingreso o inmueble en España). Este editorial se centra en el Impuesto sobre la Renta de No Residentes que son propietarios de un inmueble en territorio español. Es el típico caso de de una pareja que vive habitualmente fuera de España (en Reino Unido, Irlanda, Francia, Alemania o cualquier otro país), pero son propietarios de una segunda vivienda en España que es usada para vacaciones, etc. La Agencia Tributaria de España automáticamente supone que el propietario de la vivienda está recibiendo un ingreso anual por su propiedad. Se podría decir que esos No Residentes pagan impuestos sobre un ingreso supuesto, incluso si los propietarios no reciben ningún ingreso real o renta de su vivienda. La ley presume un ingreso
de un 1.1% o un 2% (el tipo depende si el valor catastral ha sido revisado y actualizado o no) sobre el valor catastral de la vivienda. El tipo del impuesto es el 24%, de modo que la cantidad a pagar, por tanto, es el 24% del ingreso estimado o supuesto. Conclusión: Cualquier persona física No Residente que sea propietario de un bien inmueble en España es responsable del Impuesto sobre la renta supuesto y debe presentar sus declaraciones anuales (Modelo 210). Esta responsabilidad se lleva a efecto una vez al año.
El desconocimiento de la Ley no es una excusa para no pagar este impuesto Muchas personas físicas No Residentes propietarios de una segunda residencia en España no conocen sus obligaciones fiscales, porque nadie les ha informado sobre ese Impuesto sobre la Renta supuesto y anual. Al contrario del IBI (Impuesto de Bienes Inmuebles), que es calculado y preparado por las autoridades locales todos los años, con el Impuesto sobre la Renta opera un sistema de auto-liquidación. Se entiende que las personas físicas No Residentes tienen que calcular, preparar y pagar sus propias declaraciones cada año. El Formulario que hay que presentar es el modelo 210 y el periodo fiscal es el
año natural, desde el 1 de Enero hasta el 31 de Diciembre. El impuesto sobre la Renta supuesto para el año fiscal 2010 debe ser pagado antes del 31 de Diciembre de 2011, de modo que hay tiempo más que suficiente para cumplir con la Ley Tributaria. El desconocimiento de la Ley no es una excusa para no pagar este impuesto, por eso estamos informando a las personan físicas No Residentes que son propietarios de un bien inmueble en España que presten atención a sus obligaciones fiscales y obtengan asistencia profesional para hacer sus cálculos y preparar el modelo 210, para que pueda ser presentado a tiempo. Manilva Solicitors ANNUAL INCOME TAXES FOR NON-RESIDENT INDIVIDUALS The key factor in determining the tax regime applicable in Spain to individuals is their period of residence in Spain. Individuals are deemed to be resident in Spain for tax purposes if they are physically present in Spain for more than 183 days in a calendar year and/or their main centre of professional or business activities or economic interests is located in Spain. Therefore, individuals have to pay Annual Income taxes as Residents (if they reside in Spain for more than 183 days), or as Non-residents (if they live outside Spain and have any kind of income, or property in Spain). This editorial focuses on the Annual Income Taxation of non-resident individuals who are the owners of real estate property in Spain. A typical case is a couple who live permanently outside Spain (in the UK, Ireland, France, Germany or any other country), but own a second home in Spain which is used for their holidays, etc. The Spanish Inland Revenue automatically assumes that they are receiving an annual income from the property. It could be said that these non-resident individuals are taxable on an assumed income, even if they do not receive any real income or rent from the property. The law presumes an income of 1’1% or 2 %, of the “Catastral” value, of the property, (the rate used depends on whether the “Catastral”
value has or has not been modified and updated), and the resulting amount is the assumed income. This tax is calculated at a rate of 24%, therefore, the taxable amount is, 24% of this assumed income. IN CONCLUSION: Any non-resident individual who owns real estate property in Spain is liable to Deem Income Tax, (the tax on their assumed income), and must submit an annual tax return (Tax form 210) to the tax office in their area. This must be done once a year.
Ignorance of the law is no excuse for not paying this tax Many non-resident owners of second residences in Spain are not aware of their tax obligations because nobody has informed them about the Annual Deem Income Taxes. As unlike the local IBI taxes, which are calculated and prepared by the local authorities every year, this assumed Income Tax is operated on a self-assessment system. This means that Non-residents are supposed to prepare, calculate and pay their own Deem Income Tax every year. The Tax Returns form to be submitted is called, Form 210, and the period for
submitting this declaration is a calendar year, from 1st January to 31st December. Any Annual Deem Income Tax due for the tax year 2010 must be paid before the 31st December 2011, so you are still plenty of time to comply with the Tax laws. Ignorance of the Law is not an excuse for not paying this tax, so we are informing any non-residents who own real estate property in Spain that they should be aware of their tax obligations, and to get professional assistance for preparing, and calculating their annual tax, so that the form 210, can be submitted on time. Kids Halloween Disco & Fancy Dress Monday 31st October Trabajadores municipales despejando una parcela en Manilva el mes pasado han hecho un notable descubrimiento. Debajo de los escombros de los edificios demolidos para hacer espacio para un nuevo parque, descubrieron lo que acabó siendo los restos bien preservados de un horno romano de la primera parte del siglo II AD. Tan pronto como fueron avisados del descubrimiento, situado en el espacio ahora libre, justo al lado del la Escuela Municipal de Viticultura, el Ayuntamiento llamó apresuradamente a un equipo de arqueólogos basados en el museo en el Castillo de la Duquesa. Después de una excavación preliminaria de la estructura, los arqueólogos pudieron determinar la edad del horno que puede ser diseñado de una forma nunca vista en Andalucía y que puede ser única en toda España y también Italia. Dado la importancia arqueológica del horno manilveño, se convirtió en un asunto urgente que se hicieran planes para financiar su conservación. Claro, este tipo de proyecto rescate requiere apoyo económico y la decisión de financiar las obras fue tomada por el Ministerio de Cultura de la Junta de Andalucía por el que deberíamos dar las gracias. Aunque solo unos fragmentos de cerámica han sido encontrados cerca del horno, piezas rotas de una piedra circular grande indica su probable uso como una rueda alfarera. Pero la importancia real del horno está en su diseño: una serie de cámaras recubiertas de ladrillos donde los objetos de cerámica se colocaban para ser horneados con el calor
procedente de un gran horno debajo de las cámaras. Los recipientes que producía fueron usados casi seguramente en la zona local pero quizás (solo podemos especular) las ‘amphoras’ (recipientes de almacenaje) que se llenaban de ‘garum’ (pasta de pescado) que se hacía en lo que ahora es Castillo, fueron fabricados aquí y luego transportados hasta Roma llenas de su preciada carga. Hay montones de cerámica rota de España que sigue encontrándose dentro y alrededor de la ‘Ciudad Eterna’ – ¡quizás algunos trozos de cerámica manilveña sigan ahí todavía! Por ahora el horno manilveño quedará cubierto para protejerlo de los elementos hasta que pueda ser consolidada y preparada para exhibición pública. Una placa informativa será creada para que la gente local y visitantes puedan apreciar completamente el papel del horno en la historia de la zona de Manilva que es rica y variada. Desafortunadamente, mucha de esta herencia ha sido destruida en el pasado, por buscadores de tesoro saqueando lugares arqueológicos y por empresas constructoras cuyos presupuestos y plazos para acabar el trabajo no han permitido la investigación de cualquier resto que hayan descubierto. Lo que sí tenemos debería ser estrictamente protegido y conservado. Podríamos empezar con la limpieza de las importantes ruinas romanas en Castillo que se encuentran en un estado lamentable, llenas de basura y aparentando ser abandonadas. Es hora de que Manilva se convierta en un destino de herencia cultural.

Site clearance works reveal more of Manilva’s rich Roman heritage Municipal workers clearing a site in Manilva last month have made a remarkable find. Under the rubble of buildings demolished to make way for a new park, they uncovered what turned out to be the well-preserved remains of a Roman kiln dating back to the first part of the second century AD. As soon as they were made aware of the find, which is situated on the now empty space, right next to the Manilva Municipal School of Viticulture, the Ayuntamiento were quick to call in a team of archaeologists who are based at the Museum in El Castillo de la Duquesa. After preliminary excavation of the structure, the archaeologists were able to determine the date of the kiln which may be of a design never before found in Andalucia and might even be unique in all of Spain and in Italy as well. Given the archaeological importance of the Manilva kiln, it became a matter of urgency that arrangements be made to fund its preservation. Of course, this type of rescue project required financial support and the decision to fund the work was taken by the Ministry of Culture of the Junta de Andalucia for which we should give thanks. Although just a few fragments of pottery have been found near the kiln, broken pieces of a large circular-shaped stone indicate its probable use as potter’s wheel. But the real significance of the kiln is in its design: a series of brick-lined chambers where the ceramic objects were placed to be fired with the heat coming from a
large furnace built underneath the firing chambers. The bowls and cups that it produced were almost certainly used locally but perhaps (we can only speculate) the ‘amphoras’ (storage vessels) that were packed full of the fishy ‘garum’ paste made in what is now Castillo, were produced here and then shipped off to Rome full of their precious cargo. There are heaps of broken pottery from Spain still found in and around the ‘Eternal City’ -- perhaps a few shards of Manilva ware are still lying there! For the time being, the Manilva kiln will be kept under wraps to protect it from the elements until it can be consolidated and then prepared for public display. An explanatory plaque will be created so that local people and visitors can fully appreciate the role of the kiln in the history of Manilva area which is both rich and varied. Unfortunately, so much of this heritage has been destroyed in the past, by treasure hunters looting archaeological sites and by developers whose tight budgets and deadlines have made no allowances for investigation into any remains their bulldozers may have uncovered. What we do have left to us should be jealously guarded and preserved. We could start by cleaning up the important Roman remains at Castillo which are currently in a sorry state, covered in rubbish and looking very shabby. It’s about time we put Manilva on the map as a cultural heritage destination.

La colección de arte Garó, con piezas de Picasso, Dalí, Maella y Alberti El alcalde de Estepona, José María García Urbano, inauguró el martes 16 de agosto, junto al artista Ángel Garó la colección de obras cedida para la colección que albergará el centro cultural Casa de la Juventud, ubicado en la plaza de Las Flores. El horario de apertura es de 10:00 h a 14:00 h y de 17:00 h a 20:00 h. La colección está integrada por más de 300 piezas que abarcan desde el siglo XV hasta la actualidad, con obras de Picasso, Dalí, Maella, Alberti y George Hayter, entre otros. Entre las piezas destaca un óleo sobre lienzo de Mariano Salvador Maella, ‘Ascensión de la virgen’, que data del siglo XVIII; un óleo sobre tabla ‘Cristo con cruz a cuestas’, de Sebastiano del Piombo; un Nazareno en óleo sobre lienzo, de Juan Niño de Guevara y una colección de dibujos y apuntes manuscritos del pintor histórico y retratista de la reina Victoria de Inglaterra, George Hayter. Del siglo XIX, destacan obras pictóricas
de Federico de Madrazo, Denis Belgrano, Enrique Simonet y Enrique Martínez Cubells, entre otros. La colección también incluye dibujos y reprografias de Picasso -entre ellas, ‘Escultor, modelo y busto esculpido’ (1933), ‘Tres actores’ (1933) y ‘Mujeres descansando’ (1933)-; obras de Rafael Alberti -’Odalisca’ (19751976). Así como piezas de Federico García Lorca, entre las que se encuentran ‘Pierrot guiñando un ojo’ y ‘Mujer con madroñera’ y un collage con papel de lija de Eduardo Arroyo, titulado ‘Chartmel’ (1973). Garó art collection to remain on display at Estepona’s Casa de la Juventud The mayor of Estepona, José María García Urbano, inaugurated the collection of pieces now on exhibition in the Casa de la Juventud cultural centre in the Las Flores square together with artist Ángel Garó on August 16. The exhibition is open from 10 am - 2pm; 5 pm - 8 pm. The collection is made up of over 300 pieces dating from the 15th century till today, with work by Picasso, Dalí, Maella, Alberti and George Hayter amongst others. El Ayuntamiento unifica los almacenes de suministro de productos e implanta un sistema de control para ahorrar costes municipales El concejal José Antonio Vílchez ha presentado hoy el proyecto de logística que se ha implantado en el almacén municipal para mejorar la eficiencia de este departamento, mediante un control exhaustivo del stock de materiales y suministros de productos existentes; así como del uso que se hace de los mismos. Desde el Ayuntamiento se han reagrupado los almacenes que hasta ahora estaban dispersos en diferentes puntos del municipio en unas únicas instalaciones, que están ubicadas en el polígono industrial. El edil se ha referido además a que las medidas de control implantadas por el equipo de gobierno en esta nave industrial va a suponer un ahorro en
el gasto de estos productos, gracias al control existente sobre el mismo. El concejal ha anunciado además que el inventario de productos existentes en el almacén se publicará en la web municipal para que cualquiera pueda conocer cuál es el consumo de productos que realiza el Ayuntamiento.

76 embarcaciones han participado este fin de semana en la IV Copa de Andalucía Láser celebrada en Estepona Este fin de semana ha tenido lugar en las aguas esteponeras la IV Copa de Andalucía Láser, que ha contado con la participación de 52 embarcaciones inscritas en las categorías de 4.7, 19 en la categoría radial y 5 en la standar. Tras la celebración de un total de seis mangas -tres el sábado y otras tantas el domingo- Antonio Coronilla Soto del Club Náutico Trocadero resultó primero de este ranking, seguido por José Manuel Peral del Club Náutico Roquetas y de Francisco José Martínez todos ellos en la categoría 4.7. En la modalidad radial los mejores regatistas de esta competición, que es puntuable para el ranking nacional, han sido Javier Blanco del Club de Mar Puerto Sherry, Jacinto Barroso del Club
Náutico Río Piedras y Cristian Argüeso del Club Náutico Roquetas del Mar. En la categoría standar destacaron Guillermo Flores del Club Náutico Río Piedras que se hizo con el primer puesto de la clasificación, seguido en segundo lugar de Guillermo Altadill como regatista independiente y Alfredo Pérez del Club Náutico de Chipiona que finalizó en tercer posición. Respecto a los nueve regatistas del Real Club Náutico de Estepona hay que destacar que el mejor posicionado finalizó en el puesto 36, mientras que el esteponero Miguel Moncada que compitió por el Club de Mar Puerto Sherry se hacía con un séptimo puesto en categoría radial.
The Town Hall consolidates the storage of materials and installs cost control systems The councillor José Antonio Vílchez has presented the logistics project that has been put in place in the municipal warehouse to improve the efficiency of this department, with a strict management of products and materials currently in storage; as well as the use of said resources. The storage areas have been reduced to one space in the industrial park instead
of various different areas all over the municipality. The councillor has also pointed out that these measures will amount to an important reduction of costs and that the inventory of products will be made public on the internet so the consumption of products by the Town Hall can be viewed by anyone.
El Ayuntamiento comienza la obra para construir un campo de fútbol en Arroyo Enmedio Se están iniciando los trabajos que se van a realizar para la construcción de un complejo deportivo con campo de fútbol de césped natural, en la zona de Arroyo Enmedio. Los trabajos fueron adjudicados a la UTE Tembo Construcción y Obra Civil, SA para que terminara esta obra, que permanecía paralizada desde febrero de este año después de haber completado solo un 10% del trabajo otra compañía. Las nuevas instalaciones, dotadas de césped natural, favorecerán el turismo deportivo con la llegada a Estepona de equipos de élite del fútbol europeo. Asimismo, quedarán enclavadas en una zona de servicios de primer nivel, con el nuevo colegio Juan XXIII y el futuro centro hospitalario. El responsable de
esta área ha manifestado además que el Consistorio ha exigido a la adjudicataria que acelere el ritmo de los trabajos para que la obra esté terminada “cuanto antes”. La primera fase del proyecto de instalaciones deportivas, financiado con cargo al Fondo Estatal 2010, contempla la adaptación del terreno y el cerramiento de la parcela, de cerca de 20.000 metros cuadrados, para la construcción de un campo de fútbol 11 y parte de un edificio donde se ubicarán, en principio, dos pistas de tenis, siete de pádel, dos salas de vestuarios para equipos y para árbitros, aseos públicos y cuartos de instalaciones, entre otras dependencias. Este inmueble tendrá una superficie de 1.200 metros cuadrados.
The Town Hall begins contruction works on a new football pitch in Arroyo Enmedio Work is beginning on the site of a new sports complex with a natural grass football pitch in the Arroyo Enmedio area. The work was awarded to UTE Tembo Construcción y Obra Civil, SA after the previous construction company left in February after completing only 10% of the work. The new facilities benefit from a natural grass pitch and will encourage sports tourism with the arrival in Estepona of elite European football teams. The facility will be part of an area of first rate services, with the new Juan XXIII School and the future
medical centre. The coucillor responsible for this zone has stated that the Town Hall has demanded that the work be sped up to be finished as soon as possible. The first phase of the project consists of the preparation of the terrain and closing off the grounds of around 20,000 square metres, being used for the creation of a new full size pitch and part of a building containing two tennis courts, seven padel courts, two changing rooms for teams and referees, public toilets and storage rooms amongst others. The building will be around 1,200 square metres.
76 vessels took part in the IV Copa de Andalucía Láser last weekend in Estepona Last weekend the IV Copa de Andalucía Láser was held in the waters of Estepona, with 52 vessels in the 4.7 categories, 19 in the radial category and 5 in the standard category. After a total of 6 heats –three on Saturday and another three on Sunday- Antonio Coronilla Soto from the Club Náutico Trocadero came first in this ranking, followed by José Manuel Peral from the Club Náutico Roquetas and Francisco José Martínez, all in the 4.7 category. In the radial category the best sailors in the competition, that counts towards national ranking, were Javier Blanco from the Club de Mar Puerto Sherry, Jacinto Barroso from the Club Náutico Río Piedras and
Cristian Argüeso from the Club Náutico Roquetas del Mar. Presentada la nueva web de Radiotelevisión Estepona y sus perfiles en redes sociales La Concejala de Presidencia, Ana Velasco ha presentado la nueva página web de Radio Televisión Estepona, así como los perfiles creados en las redes sociales. La página web ha sido creada mediante un Sistema de Gestión de Contenidos en la que se ofrece las noticias realizadas por los servicios informativos de la cadena para que puedan ser consultadas por los internautas; así como la posibilidad de poder seguir las emisiones en directo de Canal 43 y Radio Estepona. Asimismo, desde la web, y a través de spots promocionales, se está dando a conocer la nueva programación, que en el caso de Radio Estepona comienza el próximo lunes, 10 de octubre. En cuanto a Estepona Televisión se están incorporando paulatinamente programas a su parrilla desde primeros de este mes. En cuanto a las redes sociales, Radio Televisión Estepona está presente en Twitter, Google plus y Facebook, de manera que se ofrece, tanto en sus perfiles de radio y televisión, la información en tiempo real tal y como se va produciendo respondiendo a la
inmediatez que exige la autopista de la información que es Internet. La difusión de las noticias a través de la red tiene la ventaja de convertir al internauta en transmisor de la misma a través de la posibilidad que se le ofrece de poder compartirla, por lo que el recorrido de la información ofrecida trasciende más allá de nuestra localidad, sirviendo como medio de promoción que da a conocer aún más a nuestra ciudad y lo que en ella ocurre. Todo el trabajo de diseño y mantenimiento se está llevando a cabo desde la delegación de Nuevas Tecnologías del Ayuntamiento de Estepona.
Presenting the new Radiotelevisión Estepona webpage and social networking profiles The councillor Ana Velasco has presented the new Radio Televisión Estepona webpage as well as a number of profiles created on social networking sites. The webpage has been created using a content management system offering news updates from the channel’s media services to internet users; as well as the chance to follow live broadcasts from channel 43 and Radio Estepona. Also, the new programming is being promoted through the internet and advertising spots, which began, in Radio Estepona’s case, on October 10. As for Estepona Televisión programmes are being gradually incorporated from the
beginning of October. Where social networking is concerned, Radio Televisión Estepona is involved in Twitter, Google Plus and Facebook, bringing information to you in real time as it occurs on both its radio and television profiles. The broadcasting of news through the net has the advantage of turning the user into a transmitter with the posibility given to share the information helping the news travel much further than our area, promoting our city and what goes on in it. All the design and maintenance is being carried out from the New Technologies department in the Estepona Town Hall.
La escuela municipal de joyería de Estepona comienza nuevo curso La escuela municipal de joyería de Estepona ha comenzado hoy el curso 2011-2012. La concejala del área Sociocultural del Ayuntamiento de Estepona, María Dolores Espinosa, ha explicado que el objetivo de esta escuela es formar a profesionales capaces de elaborar y modificar piezas de joyería artística; además de confeccionar el diseño y montaje de las joyas, resolviendo los problemas tecnológicos que se pudieran plantear en su realización. Espinosa ha destacado el prestigio de esta escuela municipal y ha recordado que es miembro del Liceo Europeo de Escuelas de Joyería y que participa cada año en el encuentro que se organiza con todos los miembros de este grupo. El curso, de dos años académicos,

se desarrolla de octubre a junio. Las clases, de dos horas diarias para cada uno de los grupos, se dividen en dos horarios a elegir: de 10:15 a 12:15 y de 12:30 a 14:30 horas. Los contenidos didácticos los siguientes: la joyería como manifestación artística del hombre; el taller: útiles, máquinas, herramientas, procesos básicos; materiales; técnicas del conformado y montaje de piezas; técnicas decorativas y acabados; y reparación de piezas de joyería. El plazo de inscripción permanecerá abierto durante el mes de octubre, hasta completar las 20 plazas disponibles. El concejal adscrito al área de Juventud, Adrián Trujillo, ha asistido hoy al inicio del taller ‘Percusión sin barreras’, organizado por el Ayuntamiento de Estepona en colaboración con la Asociación para la Atención de Niños y Niñas con Necesidades Especiales (APANE), e impartido por el monitor y percusionista esteponero Chico Fargas. El concejal ha explicado que la actividad está dirigida a niños con necesidades especiales y que se trata de una experiencia piloto, “que ha cosechado mucho éxito de participación”. El objetivo del taller es facilitar a estas personas la participación e integración, fomentar su creatividad, desarrollar su aparato psicomotriz, aumentar su confianza y autoestima y ayudarles a
que vayan adquiriendo destrezas y se acerquen cada vez más a la cultura musical. En este sentido, Trujillo ha reiterado que el Consistorio se ha marcado como una de sus prioridades el fomento de actividades enfocadas a fomentar y facilitar la integración de los colectivos locales. “Pensamos que esta actividad es una forma de lograr este objetivo usando la música como herramienta”, ha añadido el concejal. El edil ha señalado también que delegación municipal de Bienestar y Social y APANE realizarán estudios a los niños para conocer el desarrollo y evolución que están experimentando a través de estas enseñanzas.
Trujillo attends the start of the ‘Percussion Without Barriers’ workshop organised by Chico Fargas The councillor for Estepona’s youth department, Adrián Trujillo, has attended the start of the ‘Percussion Without Barriers’ workshop, organised by the Estepona Town Hall in collaboration with the Asociation for the attention of boys and girls with special needs (APANE) and given by instructor and percussionist Chico Fargas. The councillor has explained that this activity is directed at children with special needs and is a pilot scheme, “that has achieved great success in the number
of children participating”. The aim of the workshop is to help these people to participate and integrate, encourage creativity, develop their psychomotor skills, build their confidence and self-esteem and help them to acquire skills and involve themselves more and more in musical culture. The municipal department of social wellfare and APANE will also study the children to keep track of the development and evolution they will experience through these lessons.
The municipal jewelry school in Estepona begins another year The municipal jewelry school in Estepona has started its 2011-2012 school year this week. The councillor of the social-cultural area of the Estepona Town Hall, María Dolores Espinosa, has explained that the school’s goal is to produce profesionals capable of creating and modifying pieces of artistic jewelry; aswell as being able to carry out the design and elaboration of the jewels, solving any technological problems they may be faced with. Espinose has highlighted the school’s prestige and the fact it is a member of the Liceo Europeo de Escuelas de Joyería
and participates in an annual meeting of all the members of this group. The course of two years takes place from October to June. The lessons are each two hours long and available at two different times, from 10:15 to 12:15 and from 12:30 to 14:30. Entrevista a Dª Marina Segovia, concejal de Turismo y Extranjeros de Estepona Hace unos días tuve el placer de conocer a la nueva concejal de turismo y residentes extranjeros de Estepona, Dª Marina Segovia, en la reunión más reciente de AREME, la asociación de residentes extranjeros de Estepona. Marina viene de un pasado profesional siendo abogada y habiendo trabajado en banca y dirigiendo su propio negocio a través del cual conoció al alcalde actual, José María García Urbano. Este es su primer cargo político y como la mayoría del equipo de gobierno actual su prioridad es estabilizar al pueblo y crear sistemas de gestión efectiva. Durante la reunión tuve la oportunidad de hacerle algunas preguntas a la concejal: Sobre el tema de turismo. ¿Como ves el futuro de Estepona como destino turístico y cuáles son tus planes para cultivar mercados turísticos con Rusia y China? - Estepona nunca ha tenido una estrategia turística efectiva, aparte de las grandes cadenas de hoteles presentes aquí y que promocionan Estepona de manera nacional e internacional, hay muy poca promoción a nivel local. A veces creo que la gente de Estepona no aprecian lo que tienen aquí, y mi primera prioridad es animarles a reconocerlo. Se conoce que los cofres del Ayuntamiento están vacios y por lo tanto muchas actividades y eventos han sido reducidos o cancelados completamente.
¿Cómo encuentras un equilibrio entre esto y la necesidad de proporcionar atracciones para turistas visitantes? - La dificultad es hacer entender que el dinero tiene que ser invertido en promoción turística e infraestructura ahora, pero que no producirá inmediatamente una ganancia, y será dos, tres, cuatro o más años antes de que podamos disfrutar de los beneficios. Esta es la razón por la que muy poco dinero ha sido invertido hasta ahora. Pero este gobierno está al corriente de este hecho y empezará a invertir lo antes posible. ¿Cuál crees que será el papel de los residentes extranjeros en el futuro de Estepona, particularmente en cuanto a las actuales dificultades económicas?

- Nuestra prioridad es desestacionalizar el turismo de Estepona, hasta ahora muchos de nuestros visitantes sólo vienen durante el verano, y se van cuando llega septiembre. Con esto en mente estaremos organizando eventos y actividades dirigidas a atraer visitantes durante todo el año. Actividades como golf, fútbol, etc. También tenemos un programa cultural que atraerá visitantes de toda la Costa a Estepona. En general siento que el futuro será muy positivo, particularmente después de los próximos 12 meses, que todos sabemos que serán difíciles, pero podemos empezar a ver la luz al fondo del túnel y deberíamos animarnos con ésto.
- La comunidad extranjera es muy importante para Estepona. Hay 18.000 extranjeros registrados en Estepona, representando algo como el 30% de la población, y debemos recordar que estas personas han elegido a Estepona como su hogar y por esta razón debemos mimarlos. Los extranjeros tienen muchas asociaciones y organizaciones, más que los españoles, y a través de estas asociaciones hacen muchas cosas que contribuyen a la sociedad local, tanto cuidando a los mayores, animales abandonados, enfermos y los necesitados. An Interview with Dª Marina Segovia, Estepona's Councillor for Tourism and Foreigner Residents I recently met Estepona's new Councillor for Tourism and Foreign Residents, Dª Marina Segovia, at the most recent meeting of Areme, Estepona's Foreign Residents Association. Marina comes from a professional background being a lawyer and having worked in banking and running her own business through which she met the current mayor, Jose Maria Garcia Urbano. This is her first political appointment and like many of the current government team their priority is to get the town back on an even keel and create good management systems throughout. During this meeting I took the opportunity to put a few questions to the councillor: On the subject of tourism how do you see Estepona's future as a destination and what are your plans to cultivate emerging tourism markets such as Russia and China? Estepona has never had an efficient tourism strategy, apart from the large hotel chains that have a presence here and who promote Estepona nationally and internationally, there is very little promotion at a local level. I think that sometimes the people of Estepona don't know just what they have here, and my first priority is to encourage them to recognise this.
It is common knowledge that the town hall coffers are empty and therefore many activities and events have to be scaled down or done away with altogether. How do you balance this with the necessity to provide attractions for visiting tourists? The difficulty is getting across the fact that money must be invested in tourism promotion and infrastructure now, but that it will not show an immediate return, and will be two, three, four or more years before we can enjoy the benefits. This is why very little money has been invested up to now. This government though is aware of this fact and will begin to make investment at the earliest opportunity. How do you see the role of foreign residents in Estepona's future, particularly in respect to the current economic difficulties? The foreign community is very important to Estepona. There are 18,000 foreigners registered in Estepona, representing some 30% of the population, and we must remember that these people have chosen to make Estepona their home and for this reason we must look after them. The foreigners have many associations and organisations, more so than the Spanish, and through these associations
they do many things that contribute to the local society, either looking after the elderly, abandoned animals, the ill, and the needy. This is something that we Spanish can take a lesson from. How will you balance your work as councillor for tourism and foreign residents at local level with your responsibilities for Economy, Urbanismo, Personnel, Finance and New Technologies at the Mancomunidad de Municipios? Fortunately I have a very good team of assistants both at the Mancomunidad and in Estepona, and generally mornings are spent at the Mancomunidad whilst the rest of my time is devoted to working for Estepona's Tourism and Foreigners. What plans or projects can we expect to look forward to during the coming months? Our priority is to make Estepona's tourism less seasonal, up to now most of our visitors come here for the summer, and come September they all leave. With this in mind we will be arranging events and activities aimed at bringing visitors here all year round. Activities such as sailing, golf, football, etc.
We also have a cultural programme that will attract visitors from along the coast to visit Estepona. On the whole I feel very positive for the future, particularly after we've got past the next 12 months, which we all know will be difficult, but we can begin to see the light at the end of the tunnel and should all take heart from this.

Algunos viven aquí permanentemente y otros vienen y van durante periodos más cortos del año. Es importante que el cuarto que vive aquí tenga una representación en la comunidad. Para ésto una organización oficial fue formada y aprobada por la Junta de Andalucía con el número de registro 7182. Esta es la asociación oficial de residentes extranjeros en Estepona, una organización sin ánimo de lucro y no política, conocida como AREME. Todo residente extranjero de Estepona (incluyendo españoles de otras zonas de España) debería unirse a la organización, para que lleguemos a ser una organización lo bastante grande como para hablar con el Ayuntamiento, la policía y otras instituciones y organizaciones públicas
importantes de parte de todos los extranjeros. El precio para unirse a AREME es de solo un euro. ¡No es caro así que por favor, únete! Cada tres meses el comité se reúne con el concejal de turismo y trata asuntos importantes para todos nosotros. Estamos trabajando para conseguir que el servicio de autobús local se reinstaure, pero hemos sido informados de que el Ayuntamiento tiene una deuda con la compañía de autobuses y hasta que se pague, no se puede hacer nada al respecto. El autobús del hospital está ayudando por la tarde por ahora, pero es inútil para los que necesiten coger un autobús por la mañana.
Mercadillo de mesas y Café de Madrugada AREME normalmente mantiene un mercadillo de mesas cada mes y un café de madrugada para reunir dinero para organizaciones benéficas locales. El Ayuntamiento amablemente nos ha permitido situarlos en el Palacio de Congresos, fuera si hace buen tiempo y dentro si no, o en la entrada si es muy mala. El primero tendrá lugar el sábado 5 de noviembre desde las once de la mañana hasta las 2 de las tarde. FERIA NAVIDEÑA Habrá una feria navideña en el mismo lugar el sábado 5 de diciembre. Por favor haced una nota de las dos fechas en vuestras agendas y venid a ver lo que ocurre. Hay
plazas de sobra para aparcar detrás del Palacio. Pueden obtenerse muchas gangas en este mercadillo y también puedes comprar exquisitos pasteles caseros y alguna que otra jarra de mermelada. Las mesas cuestan 5 euros cada una pero tienes que traer tu propia mesa durante al menos los dos próximos mercadillos. Did you know that more than one quarter of the people living in Estepona are from foreign parts? Some live here permanently and others come and go for shorter periods during the year. It is important that the quarter living here have a voice in the community. To that end an official organisation was formed and approved by the Junta de Andalucia with registration no. 7182. This is the official Foreign Residents’ Association in Estepona, which is non political and non profit making, is known as AREME for short. Every foreign resident in Estepona (including Spanish from other parts of Spain) needs to join the organisation, so that we become a large enough group who can speak to the Town Hall, the police and other important public institutions and organisations on behalf of all foreigners.
The cost of joining AREME is only one Euro. It is not expensive - so please join us! Application forms can be obtained from The Tourist Office in the centre of Estepona or by E mail from Ray Oldfield (rayoldfield@ gmail.com) or Chris Rawlinson (dr_c_ rawlinson@hotmail.com). Every three months the committee meet with the Councillor for Tourism and other organisations from Estepona where we can make representation to the Town Hall about matters of importance to us all. We are working hard to get the local bus restored but are told that the Town Hall at present, is in debt to the bus company and until that is paid, nothing further can be done. The hospital bus is ably assisting in the afternoons and evenings for the time being, but that is very unsatisfactory for those needing a morning bus!
Table Sale and Coffee Morning AREME usually holds a monthly Table Sale and Coffee Morning to raise money for local charities. The Town Hall has kindly said we can hold them at the Palacio de Congresos, either outside if the weather is good, or in the foyer/entrance corridors if it is bad. The first one will take place on SATURDAY NOVEMBER 5TH from 11.00am to 2.00pm. Christmas Fair There will be a Christmas Fair in the same place on Saturday December 5th. Please make a note of both dates in your diaries and come along to see what is going on.
Parking is easy at the back of the Palacio. Many bargains can be obtained at these Table Sales and you can also buy yourself scrumptious homemade cakes and scones and the odd pot of jam or marmalade. El Ayuntamiento elabora una ordenanza sobre convivencia ciudadana y protección del espacio urbano La concejala del área de Presidencia, Ana Velasco, ha anunciado hoy que el Ayuntamiento de Estepona ha elaborado una ordenanza para la convivencia y protección del espacio urbano en la localidad. El principal objetivo de esta ordenanza es el de preservar el espacio público como un lugar de encuentro, convivencia y civismo, en el que todas las personas puedan desarrollar en libertad sus actividades de libre circulación, ocio y recreo, con pleno respeto a la dignidad y a los derechos de las demás y a la pluralidad de expresiones y de formas de vida diversas existentes en Estepona. Está especialmente prohibido por esta ordenanza la práctica de actividades sexuales, el ofrecimiento, la solicitud, la negociación o la aceptación de servicios sexuales retribuidos en el espacio público del municipio de Estepona, y en particular cuando estas conductas
se lleven a cabo en espacios situados a menos de 200 metros de distancia de zonas residenciales, centros educativos o cualquier otro lugar donde se realice actividad comercial o empresarial. Estas conductas serán sancionadas con multas económicas. La edil ha anunciado además que el Ayuntamiento, a través de los servicios sociales competentes, prestará información y ayuda a todas aquellas personas que ejerzan el trabajo sexual en la localidad y en especial a aquellas que quieran abandonar su ejercicio. El Consistorio también colaborará intensamente en la persecución y represión de las conductas atentatorias contra la libertad e indemnidad sexual de las personas que puedan cometerse en el espacio público, en especial las actividades de proxenetismo o cualquier otra forma de explotación sexual.
The Town Hall has passed a bylaw on civil coexistance and the protection of urban area Councillor Ana Velasco has announced that the Estepona Town Hall has put together a bylaw for the coexistance and protection of the urban area in the municipality. The main objective of this order is to preserve the public area as a place of meeting, coexistance and civility, in which all people can freely carry out their activites of free passage, entertainment and relaxation, with full respect for the dignity and rights of others and the diversity of expression and customs found in Estepona. The practice of sexual activities, the offer, soliciting, negotiation or acceptance of sexual services for payment in the public areas of Estepona is especially forbidden, particularly when these activities take
place in areas less than 200 metres from residential areas, educational centres or any other place where commercial or company business is carried out. Those caught carrying out such activities will be subject financial penalties. The councillor has also announced that the Town Hall, through social services, will provide information and help to all those involved in the sex trade in the area, especially to those who want to abandon the practice. The Town Hall is also heavily involved in the prosecution and supression of any crimes against freedom or sexual indemnity of people that may take place in public areas, especially pimp activites or any other form of sexual exploitation.

Nuevo paso para colocar el puente que una Manilva y Casares La alcaldesa de Manilva, Antonia Muñoz, junto a su homónima de Casares, Antonia Morera, se han reunido en Madrid con el Director General de Costas, Pedro Antonio Ríos, para tratar el tema de la instalación del puente peatonal que unirá el litoral de casares con la costa de sabinillas. Ambas regidoras visitaron la capital española a fin de impulsar este proyecto que ya cuenta con el visto bueno de ambos consistorios y de la Agencia Andaluza del Agua. De hecho, este proyecto ya está en manos del director general de costas del Ministerio de Medioambiente que tiene previsto firmar en varios días la encomienda para realizar la obra a la empresa pública TRAGSA.
Según la primera edil manilveña, en este año estará cerrado el tema de la contratación y para 2012 se llevará a cabo la adjudicación de las obras. Se trata de una pasarela peatonal de 32 metros de largo y 1,80 de ancho , que se colocará por medio de estribos y con una rampa de acceso que la unirá a los paseos marítimos de Casares y Sabinillas. El inicio de los trabajos se ha visto retrasado por la necesidad de cambiar el proyecto por las exigencias de la Agencia Andaluza del Agua, para elevar el puente medio metro más, lo que ha significado también una subida de 10.000 euros en el presupuesto de la obra, que se eleva a 190.000 euros.

El Ayuntamiento liquidará casi medio millón de euros de deuda con proveedores La alcaldesa de Manilva, Antonia Muñoz, junto al concejal de Economía y Hacienda, Marcos Ruíz y al secretario en funciones, ha firmado hoy con los responsables del Departamento de Instituciones del BBVA en su sede central en Málaga, un crédito de la línea del Instituto de Crédito Oficial (ICO) para Administraciones Locales, por importe de 438.462,58 euros. Esa cantidad se destinará al pago de diversas facturas a un total de 58 proveedores que son pequeñas y medianas empresas quienes recibirán directamente el dinero en sus cuentas bancarias entre los próximos 26 y 27 de octubre. Este préstamo se ha firmado con la entidad bancaria BBVA con un plazo de tres años y un interés fijo del 6,5 %, sin comisiones, pero está garantizado por el ICO que abonará anualmente el 25% de los ingresos que el Ayuntamiento de Manilva debía recibir con cargo a la Participación en los Ingresos del Estado, según ha informado el edil de Hacienda, Marcos Ruíz. Por su parte, la alcaldesa de la localidad, Antonia Muñoz, se ha congratulado por esta firma así como ha felicitado tanto a los técnicos como al concejal de Hacienda por la gestión efectuada, que supone un respaldo a los proveedores del Ayuntamiento, a quienes también ha querido agradecer la colaboración y confianza depositada en la labor del equipo de gobierno municipal. Manilva es el quinto pueblo de la provincia de Málaga en formalizar este crédito de la línea ICO, ya que la
rapidez en la firma ha sido prioritaria para los responsables municipales ya que la concesión del mismo dependía de la disponibilidad de fondos en este programa para Administraciones Locales. El Instituto de Crédito Oficial es una entidad pública empresarial, adscrita al Ministerio de Economía y Hacienda a través de la Secretaría de Estado de Economía que tiene consideración de Agencia Financiera del Estado. La financiación del ICO se dirige a impulsar sectores como el transporte, favorecer los proyectos de innovación tecnológica, las energías renovables y potenciar la presencia de nuestras empresas en el exterior. Los requisitos que han tenido que tener estos proveedores y empresas han sido estar constituidos como pequeña o mediana empresa, es decir, de menos de 250 trabajadores, estar al corriente de la Seguridad Social y Hacienda, que no haya entregas a cuenta y que la deuda sea posterior al 30 de junio del 2007 y anterior al 31 de abril de 2011. Las cuantías de las facturas oscilan entre los 900 euros, el que menos cobra y los 20.000 euros como máximo importe a recibir. El Ayuntamiento de Manilva ha tenido que seguir unos pasos establecidos. Primero, relacionar a los proveedores, acordarlo en pleno, como así se hizo y adjuntar el informe de secretaría, intervención y tesorería. En dicho pleno se acordó hacer la línea ICO con la entidad BBVA.
The Mayoress Of Manilva, Antonia Muñoz, together with the Councillor For Economy and Finance, Marcos Ruiz, and the acting secretary, have recently signed an agreement in the offices of the BBVA Bank, In Malaga, for a loan granted by the Official Credit Institute (I.C.O.) for local administrations. This loan amounts to more than 438,000 euros. This will be used to pay various bills to small and medium town council suppliers, that will receive payments in thier banks between 26th and 27th October.
The Mayoress said that she was very pleased with this credit and went on to thank Marcos and his team for negotiating the deal and also the suppliers for colaborating with and having confidence in the town council. Manilva is the fifth municipality in the province of Malaga to benefit from these I.C.O. loans for local administrations. The swiftness of the transaction was always a priority for the council since this programme came into effect.
The mayoress on behalf of herself and the ruling council expressed her satisfaction that this group now had a larger and more adequate centre to hold all their activities.
She went on to thank the councillor for social services Paqui Lopez, the members of the association and the new local priest.

Inaugurada la nueva sede de los pensionistas de Sabinillas La Asociación de Pensionistas La Alegría de Sabinillas, ya se ha trasladado a su nueva sede, la Casa del Mar, situada en dicho núcleo de población, y que ha sido remodelada para tal fin. La alcaldesa, Antonia Muñoz manifestó su enorme satisfacción por este recién inaugurado recinto, que servirá para que los mayores tenga un lugar digno y entretenido para pasar sus horas de asueto.
Por su parte, la edil de Bienestar Social, Paqui López, se mostraba satisfecha por las nuevas instalaciones del centro de mayores La Alegría, que son más amplias que las que se situaban en el edificio de usos múltiples de Sabinillas. La Casa del Mar de Sabinillas cuenta con una superficie de 258 metros cuadrados, y acogerá las distintas actividades puestas en marcha por este colectivo de la tercera edad.

Taller de Tai Chi y otros Emilio López Berenguer, delegado de Salud de nuestro ayuntamiento, ha puesto en marcha un taller de Tai Chi, ejercicios orientales y musicoterapia, para la próxima temporada de otoño, invierno y primavera. Taller de tai Chi en ManilvaComo se recordara, la delegación de salud, puso en marcha este mismo taller, el verano pasado, a cargo de la profesora, Inmaculada Rondón. Taller que ha estado en funcionamiento en la playa de Sabinillas, durante los meses de agosto y septiembre, con gran éxito de participación. De esto modo y tras comprobar el beneficio de esta actividad, se ha decidido su continuidad en los próximos meses. Las clases de este taller de ejercicios orientales y musicoterapia, comenzaran hoy mismo, en los locales de “VILLA MATILDE” y se realizaran los lunes, miércoles y viernes, desde las 9 ,30 la mañana hasta la 11.30 Toda persona interesada en esta
actividad organizada por la delegación de Salud, debe ponerse en contacto con la profesora, Inmaculada Rondón, con la responsable del área de Salud, Lola Ahumada o en las mismas dependencias de Villa Matilde, en los horarios y días antes citados. Thai Chi classes to continue through the winter Owing to the great success of the classes in Tai Chi, Oriental exercises and music therapy, which were held on the beach in Sabinillas last summer, the department of Health of the Manilva Town Council is continuing with this activity, which has already begun and takes place during the autumn in Villa Matilde on Mondays, Wednesdays and Fridays from 9,30 until 11,30 in the mornings. Anyone interested in participating in these classes, taught by Inmaculada Rondon,
can either contact her or the area director for health, Lola Ahumada, or one can go directly to Villa Matilde, during the times of the classes. The councillor in charge of health, Emilio Lopez Berenguer, has been in contact with professionals from the Health Management unit with the aim of assessing the health and social benefits of this activity, which will continue during the winter and the spring.
Ideas y gestiones frente a la Crisis Tratar de cobrar las cantidades que empresarios deben al Ayuntamiento de Manilva en concepto de impuestos y tasas. Este es el objetivo final marcado por la alcaldesa de Manilva, Antonia Muñoz, en una serie de reuniones mantenidas durante esta semana con diversos empresarios. Según ha explicado Muñoz, hay varios empresarios de distintos sectores que debido a la crisis no pueden hacer frente a la deuda contraída con el Ayuntamiento de Manilva en concepto de impuestos y tasas municipales. Por eso, desde el equipo de gobierno se ha propuesto a estos empresarios que abonen esa deuda con bienes, que a su vez podrían usarse para abonar a distintos proveedores las deudas contraídas por el Ayuntamiento manilveño.
La primera edil ha comunicado que entiende que existan empresas que debido a la situación económica en la que se encuentra el país no puedan pagar en metálico este dinero. Por ello, desde alcaldía se están buscando nuevas fórmulas que permitan a los empresarios hacer frente a estas deudas sin que suponga una carga económica más a la tan dañada economía de las mismas. Una de las fórmulas según Muñoz, sería pagar en bienes estas deudas, para que así el Ayuntamiento pueda también hacer frente con estos bienes a las deudas que mantiene con los proveedores. La alcaldesa ha destacado que se trata de unas conversaciones intensas pero que espera que lleguen a buen fin ya que finalmente supone una solución favorable para todas las partes.
Mayoress looks for solutions in times of financial crisis Attempts are being made to collect money owed to the Town Hall by businessmen who haven’t paid taxes. This is the final goal for the mayoress of Manilva in a series of meetings held this week with various businessmen. According to Muñoz, there are a number of businesses in different sectors unable to pay the debt that has mounted up with the Town Hall for unpaid taxes.
The mayoress has said that she understands that due to the economic situation there are businesses that cannot pay the money in cash. The Town Hall is looking for new solutions to this problem to avoid burdening these businesses with yet another bill to pay. One solution is to pay these debts with goods, so the Town Hall can pay it’s own debts to suppliers.

Autumn hiking programme Manilva’s Environment Department has prepared a programme of hikes for this Autumn. The programme takes in the following routes: 23 October: Sierra de Jarapalo -Alhaurín de la Torre. Distance: 11 km. Classification - Medium-easy. 6 November: Coín - Observatorio. Distance: 12 km. Classification - Mediumeasy. 13 November: Ronda - Arriate. Distance: 15.6 km. Classification - Medium. 20 November: Montes de Málaga - Casabermeja. Distance: 14 km. Classification - Medium.
All participants must be 14 and over and be of sufficent physical condition to undertake the distances and level of difficulty of the particular hike (The supervisors may refuse to take those they believe unfit to complete the route). Places can be reserved up to the Wednesday prior to each hike. The group departs at approx. 8 am (coaches will be provided where required). Annual Property Tax In the last few months, through the Town Hall and the Foreigners Department we have had quite a lot of enquiries with regards to the Annual Property Tax (IBI). All this made us wonder if the foreign community in our locality is aware of this payment obligation, why they have to pay it and which are the consequences of not paying it.
What is the Annual Property Tax? Spanish Annual Property Tax: The Impuesto sobre Bienes Inmuebles (known as IBI) is fixed by the local authorities, depending on both the value of the land and of the property itself. It is based on the cadastral value, which is revised every 10 years, and updated annually in line with inflation. This Spanish tax is paid yearly, and you can both go to the local tax office and pay it directly when you receive the yearly notice in your postbox, or you can arrange for it to be paid automatically from a Spanish bank account (the best option if you do not live permanently in Spain). This tax is paid by both residents and non- residents. Here in Manilva, the Patronato Office, available for enquiries and payments, is located near of the Policia Local in Manilva. Also, not many foreign resident are aware that from the Town Hall and the Patronato Office, payment plans for installments can be established or help can be given to reduce the IBI bill. The non-fulfillment of your payment obligation will incur interest and legal costs and eventually will lead to the embargo of the property. El XXV Festival de Jazz de Málaga Llega una nueva edición del Festival Internacional de Jazz de Málaga, esta vez con un marcado aroma europeo y con figuras consagradas del jazz como el trompetista Roy Hargrove, el pianista Randy Weston, la cantante de soul Bettye LaVette o la heterodoxa cantante portuguesa Maria João. XXV Malaga Jazz Festival The 25 Malaga International Jazz Festival returns in November from Monday 7 to Sunday 13 at the city's Cervantes and Echegaray theatres. This year's programme has a strong European flavour and includes such established artists as jazz trumpeter Roy Hargrove, pianist Randy Weston, and Portuguese Maria João. Other big names featured are US soul singer Bettye LaVette and Irene Lombard, as well as a performance by the ever popular Pasadena Roof Orchestra. This year the festival organisers have introduced a programme of film screenings, presenting films with a strong jazz influence, either through their subject matter or their soundtracks. All the concerts will be held at the Teatro Cervantes and Teatro Echegary, with the films being shown at Cine Albéniz. AIA Artists at Over 50s Show The AIA-Group are displaying their new works at the Over 50’s Show at the Palacio de Congressos y Exposiciones, (Exhibition and Conference Centre), Estepona between the 26 and 27 November – Saturday and Sunday, 11-am to 6 pm daily. The AIA group is privileged to display at the Over 50s Show for the fifth year running and are to be located near the entrance way to the main exhibition area. Foreign Flavours: A New Anthology from Writers Abroad Online writing group Writers Abroad are proud to announce the publication of a new anthology of short stories and nonfiction articles, entitled Foreign Flavours. The anthology takes as its theme food, drink and recipes from around the world. It is a tantalizing collection of fiction and non-fiction, full of spice and flavour and sprinkled with mouth-watering recipes. The wide-ranging, sometimes bittersweet, contributions show how adaptable an expat has to be to leave familiar dishes behind and venture into the culinary unknown. Achievers pick up Gold The Achievers, the Marbella branch of Toastmasters International, recently celebrated the achievements of the club and its members in the past Toastmasters year (2010/11). With no less than 7 members picking up awards, it is no surprise that once again, The Achievers is one of the best performing Toastmasters clubs in Spain and Portugal. Toastmasters is the world’s leading organisation devoted to improving public speaking, communication and leadership skills. Members practise these in a variety of ways, by giving prepared speeches, impromptu speeches, receiving and giving constructive feedback and participating in debates and other fun exercises. Awards are given at various stages of the educational programme. Among the winners of the Competent Communicator Award for finishing 10 manual speeches are Helen Johnson and Nina King, both hard-working professionals who have fitted in Toastmasters in their busy working lives and somehow managed to finish their first 10 speeches in less than a year. Two more CC awards were given to John Sandner, a caterer on oil tankers which means he is abroad most of the year, and Brenda Padilla, who this year chartered a new, bi-lingual Toastmasters club in Malaga! Current President Moya Nasr received the Advanced Leadership Award and former President and Area Governor Melanie Kiener also managed to pick up not one, but two awards for all her hard work in the club and for Toastmasters in Spain and
Portugal, as well as for finishing no less than 30 manual speeches. Finally, a very special award was given to writer and photographer Rosalind Scott-Gibb. She is the only recipient of the Advanced Communicator Gold medal in Spain & Portugal this year, and only one out of 12 in the whole of Continental Europe. 43 speeches in 5 years are proof of her great enthusiasm and commitment to the club. All winners agreed that it is the great fun and supportive atmosphere at their weekly club meetings that spur them on to live up to their club’s name, and truly be, “The Achievers”! This application form is only for citizens from the european community. There is often a lot of confusion about the difference between resident application and applying for your NIE number. Can we slow down the ageing process? ‘Our quality of life as we age will depend on how well can manage physically, physical strength is an extremely valuable asset. The stronger we are and the more lean muscle we will have, the longer we are predicted to live and the healthier we will be!’

A study in the January 28, 2008 issue of the Archives of Internal Medicine found a big difference in the cells of those who enjoyed leisure time exercise compared to those who lounged on the couch in their spare time. The most active people showed a slowing of cell changes associated with aging - their cells appeared the same as sedentary people who were 10 years younger. This adds to the growing body of evidence that regular physical exercise cuts risks for aging-related illnesses such as Type 2 diabetes and heart disease and reduces the risk of arthritus. Twins, Telomeres and the Aging Process The study looked at the lifestyles and cells of 2,401 twins. By studying twins, the researchers knew they were looking at people who had similar genetic factors. They charted physical activity, smoking, and socioeconomic status over the past 12 months. Then they looked within twins’ white blood cells at a structure called the telomere. The telomere is the DNA at the very end of a chromosome. As people age, the telomere gets ragged and leads to damage of the chromosomes. Previous research leads scientists to believe that the telomere gets shorter as people age, and it may be used as a marker for aging.

The euro continues to remain firmly under the spotlight. Recently it began with a downgrade for Italy’s credit rating by Standard & Poor, bringing back fears of contagion and leading to a sharp fall in equity markets round the globe. The euro weakened against most major currencies – the US dollar being the main beneficiary, as investors avoided the usual safe havens of the Japanese yen and the Swiss franc due to the recent central bank intervention. The move against the euro was compounded following a particularly weak showing in German investor confidence, which fell to its lowest level in two and a half years. This is further evidence of a global economic slowdown and suggests even the biggest economies can’t avoid the risk of a double-dip recession. Clearly something needs to be done to shore up the ailing peripheral countries in the euro area and stop the debt crisis spreading to the larger economies; and this is exactly what was discussed at a G20 meeting. The proposal put forward was a controlled Greek default allowing them to write off 50% of their government debt and expanding the European Financial Stability Fund to upwards of €2 trillion (from €440 billion). But it was all just talk at and more information will need to be forthcoming if they expect market confidence to return.

There’s no easy solution to their problems and the sooner they accept that and its consequences the better for the euro and the world. As the weeks progressed hopes were high as Germany unanimously voted to expand the Euro-area rescue fund’s firepower. These changes will be in place by mid-October and with European finance ministers meeting to discuss the acceleration of the implementation of a permanent rescue fund for the area. There had never been much doubt about the outcome of the vote but it still helped the euro recover some of the ground it has given up over recent weeks. There was also comment from German Finance Minister Wolfgang Schaeuble that the ESFS still has over 90% of its capacity available (€396bn) after the bailouts of Ireland, Portugal and of course Greece, which gave further comfort. UK consumer sentiment showed an upturn for the first time in 4 months and you could be forgiven for thinking there might be a light at the end of the tunnel. But we all know better than that don’t we! As the week came to a close, Asian stock markets declined and worries about Europe have returned. The euro had given back all of the ground it gained and some commentators are now saying they want a rescue fund starting with a T rather than a B. Matters were not helped with the release of the worst German Retail Sales in August for over four years. Looking ahead, expect this euro saga to continue for some time to come. There’s no easy solution to their problems and the sooner they accept that and its consequences the better for the euro and the world. So knowing how volatile exchange rates can be it is always worth getting the right guidance on the currency market.

Club Charity and Pleasure is a friendly, social organisation based in El Paraiso, Estepona, meeting at 11 am each Wednesday morning at The Oak, El Paraiso Barronal, for coffee; many weeks there is a speaker. Weekly activities include bridge, whist and bowls, and members have recently started a choir. Other events and excursions include visits to the theatre and exhibitions; lunches and dinners at different venues along the coast; mystery trips, etc. A full programme of events is published in CAP’s free quarterly magazine, and regularly updated online. Andalucia Masters returns to Valderrama The European Golf Tour returns to Andalucia this month when once again San Roque’s Valderrama Golf Club hosts the Andalucia Masters. This year promises to be as exciting as ever with last year’s winner Graeme ‘GMac’ Mcdowell defending his title against 95 of the world’s top golfers, including fellow Ulsterman and Open Champion Darren Clarke. He went on to achieve first place in his category (Infantil) with a time of 2 min 39 s in his first official race after riding for two years.
