EDITORIAL As you know, The Resident generally concentrates on local news, information and events as there are plenty of other sources for more general news, but I’d just like to take this opportunity to add my heartfelt congratulations to all those involved in the dramatic rescue this week of the 33 Chilean miners. In these days of global terrorism, conflict and economic woe, it is such a pleasant change to have a good news story of such magnitude, maybe there’s hope for us yet. With just over 6 months now until next year’s local elections the political machinery of the local parties is beginning to crank up a gear, with new offices being fitted out and campaigns swinging into action, the circus is well and truly coming to town! The Resident has always adopted a neutral stance politically and we plan to maintain this throughout the coming months, providing an opportunity for all the parties to put across their message and publishing all the information necessary for you to make an informed choice come the 22nd May, 2011. Now that the summer is over it is time to knuckle down to business, and with this in mind the local business association ACEMCE is organising a networking meeting which will be held at the H2O bar in Puerto de la Duquesa on Thursday, November 4 from 8 am to 10 am. The meeting is a great opportunity to make new contacts and share experiences and information on the local business scene and follows the success of previous events and will be open to both members and non-members. En estos días de tanto terrorismo mundial, conflictos y problemas económicos, es de un gran placer dar buenísimas noticias de tal magnitud, ¡probablemente haya esperanza para nosotros todavía! Con tan solo aproximadamente 6 meses para las próximas elecciones locales, la maquinaria política de los partidos políticos locales están a punto de ponerse en marcha, abriendo nuevas sedes y poniendo en acción sus campañas publicitarias. Los más de cinco mil extranjeros residentes en San Roque tendrán una oficina para atenderles Los más de cinco mil extranjeros residentes censados en San Roque tendrán una oficina municipal para atenderles y asesorarles en cuestiones relacionadas con la administración. La Oficina estará ubicada en la tenencia de alcaldía de Guadiaro, aunque una vez en semana se trasladará al casco de San Roque. Este nuevo servicio municipal ha sido presentado recientemente por el alcalde, Fernando Palma, que ha estado acompañado por el tte de alcalde de zona, Juan Roca, y el coordinador de Turismo, Carlos Jordan. En la actualidad, de los alrededor de 30 mil habitantes censados en San Roque, un 17 % son extranjeros. A ellos hay que sumarles los muchos extranjeros que residen parcialmente en nuestro municipio, aunque no están censados aquí. Para ellos está destinado este nuevo servicio municipal, que pretende facilitar a los extranjeros “su estancia en nuestro país y en nuestro municipio”. Asuntos como “notaría, servicios médicos, empadronamiento, elecciones, vivienda, bodas civiles, y otras cuestiones que en el resto de Europa no es igual que en España”. El alcalde calificó como “un hito en la historia de San Roque esta Oficina del Extranjero, por cuanto podremos atender, en español, inglés alemán e italiano, a los
residentes para que se sientan a gusto en nuestro municipio”. La mayoría de estos 5000 residentes v¡ven en la zona norte, donde son casi el 40 % de la población, por ello es que la instalación de la Oficina será en esta zona. Desde la Oficina se facilitarán Trámites Directos como empadronamiento, Gestión Tributaria, GMU, EMROQUE, Infraestructuras, Obras y Servicios, Policía Local, OMIC, AMDEL, Educación,
Participación Ciudadana, Asuntos Sociales, ARCGISA,etc. Asimismo, se facilitará información de Servicios e Infraestructuras relacionadas con Turismo, Cultura, Bibliotecas, Fiestas y Juventud, Deportes, Playas, Universidad Popular, Multimedia, Archivos, etc. Con estas acciones se pretende acercar el Ayuntamiento al ciudadano extranjero; mejorar la imagen del Ayuntamiento entre los residentes foráneos; maximizar la
participación de los residentes extranjeros en la vida municipal y social, y facilitar las relaciones entre los ciudadanos foráneos y la Administración Pública. Igualmente, se quiere mejorar y acortar los procesos o plazos de trámites burocráticos; informarles de sus derechos y deberes como residentes; e informarles de las ventajas de estar empadronados y cómo contribuye directa e indirectamente al bienestar del municipio en general. Según los Datos del Padrón Municipal del año 2010, el número total de residentes extranjeros empadronados en el municipio de San Roque era de 5145 personas de 85 nacionalidades distintas. Suponen casi un 17% de la población total. En el Distrito Guadiaro era de 3390 personas de 67 nacionalidades distintas. Suponen casi un 37,6 % de la población total. El número total de residentes extranjeros empadronados en San Roque Centro era de 964 personas de 45 nacionalidades distintas. Suponen casi un 8,4 % de la población. Población total: 11399 personas. En el Distrito Bahía era de 571 personas de 42 nacionalidades distintas. Suponen un poco más del 13,4 % de la población. Población total: 4351 personas. En el Distrito Interior era de 373 personas de 32 nacionalidades distintas. Suponen casi el 6,5% de la población.
Foreign residents in San Roque now have an office at the Town Hall More than five thousand foreign residents registered at San Roque Town Hall will have a council office at their disposal to attend to them and get advice about bureaucratic procedures. This office will be located in the Deputy Mayor’s Office in the village of Guadiaro, although once a week this service will also be offered in San Roque town centre. This new municipal service was presented recently by the Mayor of San Roque, Fernando Palma, with the backing of Deputy Mayor for the District of Guadiaro, Juan Roca and the Coordinator for Tourism, Carlos Jordan, the person in charge of this service. At present, about 17% of San Roque’s 30,000 officially-registered inhabitants are foreigners. In addition to these figures, a large number of foreigners could be added that live part of the time in the municipality, but have not yet registered. This new council service is being implemented to cater for them, “to make their life easier during their residence in our country and our municipality.” Issues such as “notary offices, medical services, registering on the census, elections, housing, getting married through the registy office or council and regarding other matters that in the rest of Europe are different to Spain.” The Mayor described this foreigners’ office as “a milestone in the history of San Roque, due to the fact we will able to attend to people’s demands in Spanish, English, German and Italian, enabling residents to really feel at home in our borough.” Most of the 5,000 residents live in the Guadiaro District, where almost 40% of the population are foreigners, this is why the office is going to be located in this area. Company services, etc. In addition, information will be supplied to residents about the local facilities and council services for Tourism, Culture, Libraries, Festivities & Youth, Sport, Beaches, Comunitity College, Local Radio and Television, Historical Archives, etc. The aim of these initiatives is to bring San Roque Borough Council closer to foreign residents; improve the image of the Town Hall amongst foreign residents; maximize the involvement of foreign residents in public and social life, and make relations easier between foreign citizens and the Government. Likewise, the aim is to improve and shorten procedures and deadlines for bureaucratic procedures; give information about foreigners’ rights and obligations as residents; give them information on the advantages of being registered on the census and how they can contribute directly and indirectly benefit the municipality in general. According to the Municipal Census in the year 2010, the total number of foreign residents registered in the borough of San Roque was
5,145 people of 85 different nationalities. This figure makes up for almost 17% of total population. Un cuidadano británico detenido presuntos asaltos armados a bancos Un ciudadano británico ha sido detenido en relación con una serie de asaltos armados a bancos de toda España. S e piensa que el hombre de 49 años de edad, esta detrás de 15 robos como el de la

British man arrested for bank robberies in Spain A British national has been arrested in connection with a string of armed hold-ups on banks across Spain. The 49-year-old is thought to be behind 15 robberies including the one at the Banca March in Sabinillas last June.
The man, along with a 31-year-old Russian woman believed to be his accomplice, was caught by police following another robbery in Torrox last month.

Manilva Town Hall threatens Junta with legal action over emergency repairs Drastic measures required. Thatâ&#x20AC;&#x2122;s the position adopted by Manilvaâ&#x20AC;&#x2122;s local government against the attitude of the Junta de Andalucia. Amongst the damage caused by last winterâ&#x20AC;&#x2122;s extraordinary weather conditions was the collapse of part of the road at the roundabout on the A-377 to the north of Manilva Town, which has left the road in a dangerous condition. Despite numerous correspondence with the Ministry of Public Works requesting a technical inspection and repair works, no action has

been carried out with the regional government arguing that the road is not its responsibility and is a matter for the local authorities. As a result the Manilva Town Hall has issued an ultimatum that if no positive action is forthcoming it will take legal action against the Junta. Mario JimĂŠnez, Manilvaâ&#x20AC;&#x2122;s Councillor for Infrastructure, stated that to leave the road in this state means endangering the lives of both drivers and pedestrians, and is unacceptable to the Manilva authorities.

La obra de teatro Hamlet estará en Manilva El municipio de Manilva está de enhorabuena ya que disfrutará del estreno de una de las más grandes obras de la literatura universal “Hamlet Príncipe de Dinamarca” de William Shakespeare. La colaboración de la Delegación de Cultura con la compañía Roma Teatro Estudio ha hecho posible que la localidad sea particípe de un estreno internacional de esta afamada obra. Esta Delegación ha facilitado a la citada compañía y sus actores el lugar de ensayo perfecto, el monumento del Castillo de la Duquesa, además de algunos materiales para su representación. Así se ha podido conseguir que esta obra de teatro pueda ser estrenada en nuestra localidad. Durante todos estos días y así desde hace varias semanas el Monumento del Castillo se ha convertido en un improvisado escenario donde, con la gran colaboración de nuestro profesor de esgrima, Alberto Cerrada, como director de escena, se estáhaciendo posible esta magnífica obra. De todos es conocida la trayectoria de Alberto Cerrada, ha dado clases de esgrima a Viggo Mortensen, Manuel Banderas, etc.… y participado como maestro de esgrima en películas como “Alatriste” y
“El Tuno negro”, obras como “El zorro” o “Los tres mosqueteros” y en series muy conocidas “Arrayán” o “Un paso adelante”. Esta obra, que será llevada por toda la geografía española y europea, cuenta con la participación del famoso actor Carlos Santos, de todos conocidos en su papel de Povedilla en la serie “Los hombres de Paco” y que ha participado en varias películas entre ellas “Fuga de Cerebros”, “Mortadelo y Filemón 2”, “El tuno negro” y más recientemente en la presentada al certamen de los Oscar “También la lluvia”, y que hará el papel de Hamlet. Además participaran otros actores de renombre como Miguel Guardiola de la serie “La tira” o José Truchado. Esta obra, adaptada por el director italiano Pino Ammendola, será estrenada el próximo día 30 de Octubre a partir de las 21:30. Aunque podremos disfrutar de una segunda representación el 31 de Octubre a la misma hora. Todo ello en el Monumento del Castillo de la Duquesa. Las entradas, que tienen un precio de 15 €, pueden ser recogidas en la Delegación de Cultura en la C/ Mar o en la misma puerta del monumento antes de la función.
El viernes, día 15, finaliza la prohibición de encender fuego en el campo El viernes, día 15, finaliza la prohibición de encender cualquier tipo de fuego en el campo (incluidas barbacoas), vigente desde el pasado 1 de junio en virtud de una Orden de la Consejería de Medio Ambiente de la Junta de Andalucía. La prohibición afectaba a la quema de vegetación natural y residuos agrícolas y forestales, así como al uso del fuego para la preparación de alimentos, que tampoco podrá realizarse en zonas de acampada o zonas recreativas que estén
acondicionadas para ello. La Orden citada sólo admite una serie de excepciones. En lo relativo al uso de fuego, se permitía para barbacoas en establecimientos turísticos y restaurantes rurales, preparación de alimentos en campamentos juveniles educativos, y hornos y calderas de destilación con carácter tradicional, previa solicitud y autorización por parte de las delegaciones provinciales de Medio Ambiente.
Bonfire and barbecue ban lifted Friday October 15 sees the end of the Junta de Andalucia’s prohibition period for fires, including barbecues, in the countryside. The ban which was introduced last June 1, and prohibited the burning of vegetation both natural and resulting waste from agricultural and forestry operations, and also included cooking fires and
barbecues in campsites and recreation areas. There were a number of exceptions to the ban including barbecues in tourist establishments and rural restaurants, food preparation in youth camps, and where used in preparation of traditional products, all with previous authorisation from the Environment Department.

Stepping out for Cancer Try and keep the Saturday 20th November free for ‘Stepping out for Cancer‘. There will be a 5k walk (or run if you fancy) open to all the family. Starting off from the statue on the Paseo Maritimo, Sabinillas, walking to Castillo, and then returning to Sabinillas. The event kicks off at 10.30 am with an energising warm up, and the walk itself begins at 11.00 am. There will also be masseurs around to give you a pre walk rub down, and they will stay until the end to massage those weary muscles! Once
the walk has finished, there will be a post walk party at La Bodega del Genal where you will be able to replace all the calories you have just walked off! The two charities involved are Cudeca and Cancer Research. La alcaldesa de Manilva, Antonia Muñoz, ha mantenido una reunión con el responsable de la empresa Bikers Town, Günther George, después de que este empresario presentara en el Ayuntamiento de Manilva un proyecto para la construcción de una Ciudad de las Motocicletas. Según ha explicado la alcaldesa, este empresario tiene intención de crear un proyecto en el que además de un circuito para motocicletas, se instale una galería comercial, una zona de restauración y alojamientos. El objetivo de este encuentro ha sido mantener una primera toma de contacto entre este inversor, que ha pensado en
Manilva como ubicación ideal de su proyecto, y el Ayuntamiento. Como máxima responsable municipal, Antonia Muñoz le ha transmitido la total disposición por parte del Ayuntamiento de Manilva para que esta iniciativa se ubique en término municipal manilveño, ya que toda inversión que pueda suponer un mayor atractivo turístico para la localidad será bienvenida, según palabras de la presidenta de la corporación manilveña. Tras este encuentro, se ha acordado que la empresa presentará una propuesta más firme sobre el proyecto y la colaboración que requieren por parte del Ayuntamiento de Manilva.
Exploratory talks held over motorcycle circuit for Manilva Manilva’s local authorities have held exploratory talks with the head of the Bikers Town project, Günther George, who has presented a proposal for the construction of a ‘Motorcyle City’ in the municipality. Mayoress Antonia Muñoz explained that the project would involve the construction of a motorcycle circuit along with commercial premises, accommodation and restaurant. The purpose of this meeting was to meet with
the investor, who considers Manilva an ideal location for the project and to express the Ayuntamiento’s willingness to see the facility located in the municipality of Manilva, and that any investment that will add to the tourism infrastructure will always be welcome. It was agreed that the company will prepare a more detailed presentation including what level of collaboration would be required of the municipality.

Habiendo tenido unos muy ocupados meses de Julio y Agosto como bibliotecarios “en la playa” para el Ayuntamiento, los Vecinos y Amigos de Marina de Casares han empezado su nuevo programa de otoño, integrando un poquito de Italia en nuestra asociación en Marina de Casares. Poniendo una cena tradicional italiana, con música y baile, para completar la noche. También tuvieron su anual “Valoración en antigüedades” en la sala del club donde los socios llevaron sus pequeños tesoros para ser evaluados por Ron y Elaine Bunn, los cuales son profesionales en esta materia, proporcionando una gran información sobre la época y el valor de los varios objetos presentados. Hubo también otra competición de Petanca, por demanda popular, el 1 de octubre, y concurso de dardos el 5 de
octubre. Los jugadores lo celebraron después con una comida en el club. Por la mañana y por la tarde clases de Español (dos niveles), Pintura Inglesa y costura han acabado de empezar, con más cosas, son gratis para los socios, con una aportación pequeña para los no socios. El musical para Diciembre está todavía en proceso, cualquier persona con un poco de talento será bienvenida para compartir la diversión. El Bingo comenzó el día 10 de Octubre a las 7 de la tarde, 50 céntimos por juego con té y pastas gratis para todos aquellos participantes. Friends and Neighbours of Marina de Casares Having had a busy July and August acting as librarians “On the beach” for the Town Hall, the Vecinos y Amigos de Marina Casares association has started their autumn programme, by bringing a little piece of Italy into to their club room at Marina de Casares. They put on a traditional Italian Dinner, with music and dancing, to complement the evening. They also held their annual “Antique Valuation” In the club room where members took their little treasures to be valued by Ron and Elaine Bunn , who are professionals in this field. This event proved very rewarding providing information on the age and value of the various articles presented. There was another Petanca competition, by popular demand on the 1st of October, and
a darts competition on the 5th of October. The players celebrated afterwards with a late supper in the club room All the day and afternoon classes of Spanish, (two levels), English Painting, and Dressmaking have now started, with more to follow; these are all free to members, with a small charge for non members. Rehearsing for the December musical is still progressing, and anyone with a little talent is welcome to join in the fun. Bingo in the club room commenced on the 10th October 7 pm - 50 cents per game with tea and biscuits served free to the players. Works begin on Town Hall Offices in Marina de Casares Casares Town Hall have announced the commencement of works to convert part of the Marina de Casares Commercial Centre into the new Tenencia de Alcaldia serving the Casares Costa area. The facilities will occupy an area of some 300 square metres and the project will cost around 105,000 euros.
The works are being carried out by Town Hall employees and are expected to be completed by the end of this year. The facilities will allow the local authorities to provide better services for residents in Casares’ coastal zone along with increasing the number of recreational, sporting and cultural activities.
Presentación de los IX Premios Blas Infante Con la proyección del cortometraje “Binta y la gran idea“, el 20 de octubre a las 19.00 se presenta en la casa de la Cultura de Casares la onceava edición de los IX Premios Blas Infante: Casares Solidario a la que Casares destina 50.000 €, teniendo en cuenta la reducción del presupuesto municipal. El plazo de entrega de proyectos finaliza el 15 de diciembre, una medida con la que la organización pretende tener más tiempo para la valoración de los proyectos que se presenten. Del los 50.000 € que el pueblo de Casares destina a estos premios al menos el 75% se destinarán a subvenciones de
cooperación internacional a través del galardón Casares por la Humanidad, pudiendo haber diversos accésits en función de la cuantía de los proyectos. Al igual que en las pasadas ediciones los premios Casares por España y Casares por Andalucía se destinan a subvencionar únicamente proyectos de educación para el desarrollo en los ámbitos nacional y regional, respectivamente. La cantidad destinada a estas subvenciones no superarán el 25% de la cuantía total.
Presentation of the IX Blas Infante Awards The projection of the short film “Binta and the Great Idea” at the Casa de la Cultura in Casares on October 20 opens the presentation of the IX Blas Infante Awards, which this year has a total prize fund of 50,000 euros. These annual awards present funding to humanitarian projects both at home and abroad, with a minimum of 75% going to international projects under the heading Casares for Humanity. Other grants go to educational projects in Andalucia and Spain.

Alcaldes y Concejales cobrarán según el número de habitantes
En una reciente reunión de la Federación Andaluza de Municipios y Provincias - FMAP (Federación Andaluza de Municipios y Provincias) se ratificó por unanimidad un acuerdo entre la federación y los partidos políticos de la zona en que los sueldos máximos para los alcaldes y concejales se establecerán según el número de habitantes en la región. Por lo tanto, los alcaldes de las ciudades de más de 100.000 habitantes cobrarán un máximo de 68.630 €, sueldo bruto
al año. Aquellas que estén entre 50.000 y 100.000 habitantes, como es el caso de Estepona (62.800) y La Línea (64.600) llegarán hasta 64.092 €; aquellas poblaciones entre 20.000 y 50.000, como por ejemplo San Roque (29.250) recibirá hasta 55.072 €; mientras que los alcaldes de municipios con una población inferior a 20.000 habitantes , como es el caso de Casares (4.800) y Manilva (13.250), tendrán un tope de 45.432 € al año. Esta medida entrará en vigor a partir de 2011.

Curso de “Español para extranjeros” Inicio un nuevo curso de español para ciudadanos extranjeros residentes en Estepona. El curso tiene una duración de 6 meses, y se organizarán tres grupos; uno en horario matinal de 10:00 a 11:30 horas, y dos en horario de tarde, de 19:30 a 21:00 horas. La duración de las clases será de hora y media, con una frecuencia de dos días a la semana.
El curso está dirigido a todas aquellas personas que que requieran de un aprendizaje inicial (Alfabetización) y para los alumnos matriculados en el curso anterior y/o que cuentan con un nivel de formación superior. Las Clases se impartirán en el Instituto de Formación Municipal en C/ Terrazas nº 150, Bloque 1, Bajo, y ya están cubiertas todas las plazas.

La delegación de Educación imparte un taller de “Técnicas de estudio” El Ayuntamiento de Estepona, a través de la delegación municipal de Infancia y Educación, informa que, al igual que en años anteriores, el Gabinete Psicopedagógico Municipal llevará a cabo un taller de “Técnicas de estudio”. Dicho taller está destinado a los estudiantes de 6º de Educación Primaria y se realizará dentro del horario escolar, dividido en seis sesiones de una hora, una vez por semana. Los objetivos son los de conocer todos los factores que favorecen el estudio, incentivar una mejora en el nivel de atención, concentración y memoria, estimular la organización de tares y previsiones a tener en cuenta por medio una agenda escolar y aumentar el grado de comprensión y adquisición de contenidos.
Con estas medidas se consigue, además, rentabilizar el esfuerzo del alumnado y fomentar la motivación para el estudio, además de dotarlo de herramientas, estrategias y técnicas que, en definitiva, permitan mejorar el rendimiento académico. Algunos de los contenidos que se tratarán en estos talleres son los siguientes: Organización del ambiente de estudio. Planificación del estudio personal. Aprendizaje de técnicas para mejorar la concentración. Atención y memoria. Método de estudio. Realización de exámenes. Técnicas para mejorar la lectura comprensiva.
Education department provides ‘Study Technique Workshops’ for students Estepona Education department has organised a study technique workshop aimed at students in year 6 of primary education. The workshop takes place during school hours and is divided into sx one-hour sessions once a week. El Ayuntamiento desbloquea la cesión Una competición exitosa que supone de una parcela en Parque Central para la una pequeña ayuda para ADANA construcción del nuevo Mercado de Abastos Mas de 80 perros participaron en el XX
El Alcalde, David Valadez, y el concejal delegado de Comercio, Sergio López, se han reunido hoy con la empresa propietaria de la promoción de viviendas de Parque Central, a fin de desbloquear el acuerdo suscrito en el año 2002 para la cesión de locales comerciales en la “Parque Central” con destino al nuevo Mercado Municipal de Abastos, y contribución económica para su acondicionamiento. El alcalde, David Valadez, ha mostrado su satisfacción por el desbloqueo de dicho acuerdo, en los mismos términos que incluía en su día: • Cesión gratuita de locales y todos los tributos y gastos derivados de la cesión, a cargo de la entidad cedente. • Los locales se cederán libres de toda carga o gravamen, arrendatarios u ocupantes. • La superficie neta de los locales a ceder es de 800 m2. • Los locales se cederán en el estado en que se encuentren, una vez acabada la
construcción de los edificios (en bruto). • Los locales serán seleccionados conjuntamente por la empresa propietaria y el Ayuntamiento, de entre los que forman parte de los edificios. • La empresa propietaria contribuirá con 60.000,00 € para el acondicionamiento de los locales. Por su parte, Sergio López, ha manifestado que los locales se cederán en dos fases, a razón de 400 m2, y que el ayuntamiento procederá la próxima semana a iniciar los estudios técnicos y el proyecto para adaptar los locales al nuevo uso. El edil confía en que las instalaciones estén concluídas para marzo del próximo año. El edil de Comercio ya ha dado traslado de esta circunstancia a los actuales adjudicatarios de los puestos del actual Mercado, quienes se han mostrado optimistas ante la noticia. El nuevo Mercado Municipal de Abastos sustituirá al actual, situado en pleno casco antiguo de la localidad, que data de 1949.
Concurso de ADANA. Los asistentes adultos superaron la cifra de 300 y la mayoria venia acompañada de sus hijos, cuya entrada era gratuita. Hubo una fuerte participación en las competiciónes divididas en 20 Categorías. El alcalde de Estepona, David Valadéz, fue el encargado de entregar el premio a los ganadores de las classes “Favoritos del Jurado” y “Mejor en Espectáculo” cuyos vencedores tienen nombre propio y son además perros que fueron adoptados en ADANA por sus actuales propietarios, como el bóxer llamado Roxy de Kyle Morrison y la perrita Dolly de Marilyn Trendell. “Fue un día maravilloso”, dijo David McNally, el responsable de la organización del evento. “Creemos haber recaudado más de 5,000€ lo que representa un nuevo récord. La actuación ha sido igualmente atractiva para los perros y para los espectadores. Estamos muy agradecidos al Ayuntamiento por el apoyo facilitado y
a los patrocinadores y voluntarios que han transformado este evento en un enorme éxito”.
20th ADANA Dog Show a Great Success ADANA, the animal rescue charity, has plenty of reasons to celebrate their 20th Annual Dog Show which took place on 19 Sept in the Palacio de Congresos, Estepona. Over 300 adults attended plus hoards of children who did not have to pay so were not officially counted. There was stiff competition in all 20 classes. The Mayor of Estepona, David Valadéz, presented prizes to the winners of the Judges’ Favourite class and to the Best in Show which was won by a wonderful ex ADANA dog – a boxer named Roxy, (see
photo). “It was a wonderful day “, said David McNally, the show organiser. “ It looks like we will have raised over 5,000€ which is a new record. The venue is wonderful for dogs and spectators alike and we are very grateful for the support given to us by the Town Hall and all our sponsors and volunteers who made the show such a great success”. Town Hall clears the way for construction of new covered market at Estepona’s Central Park The mayor of Estepona, David Valadez and the councillor for Commerce, Sergio Lopez met with the company responsible for the housing development Parque Central to ‘unblock’ the agreement made in 2002 regarding the sale of commercial premises in a new Municipal Market and the financial contribution to its construction.
A technical study will commence next week which will determine the best way to adapt the existing locals for their new use, and it is anticipated that they will be ready by March next year. The new market will replace the existing indoor market which has operated in the old town centre since 1949.

En esta ocasión, se trata de una exposición colectiva del alumnado de 2º y 4º de ESO del CES San José-Padre Mondéjar,
de Málaga capital, realizada gracias al proyecto llevado a cabo por la profesora Lola Sánchez Arjona, y pretende divulgar la vida y obra de artistas que, en su día, se enfrentaron a circunstancias muy difíciles por defender su derecho a crear con libertad, dándoles el reconocimiento justo para ocupar el sitio que les corresponde en la historia del arte. A cartographic history of Estepona The Padre Manuel Cultural Centre in Estepona is hosting an exhibition of maps portraying a history of the town through the ages. With exhibits of maps dating back to the 15th century the exhibition shows the growth of Estepona over the centuries. The exhibition can be found on the ground floor of the Centro Cultural Padre Manuel and is on display until 30 October.

Over 50s Show returns to Estepona for Estepona Floral Art Club Estepona Floral Art Club is delighted to be and home floral displays for the big day, so fourth year running welcoming Christopher White, NAFAS Area book your place now and bring your friends The Over 50s Show, the popular lifestyle event for the Coast’s seniors, returns to Estepona for the fourth running year at the end of November. And according to the organisers this year’s show will be the ‘biggest, best and most feature-packed yet’. Notable new features will include free ballroom dancing lessons, and El Cortes Ingles who will be promoting their What’s Hot Card as well as offering up to €500 worth of competition prizes The event will again by held at the Palaccio de Congresos, Estepona on the last weekend of November (Saturday 27th and Sunday 28th) and will again be the ‘ultimate showcase’ for the region’s older people, with all the proven attractions as well as many new elements. And for antique buffs the good news is that Eric Knowles, known to millions for his appearances on The Antique Roadshow, will be back at the show, offering free valuations on the Bonhams stand. Eric will also be signing copies of his book Antiques for Beginners which will be available at a special show price of €10, half its normal price. Many of the free attractions from the first three shows will again be in the mix, golf lessons from PGA professionals, pets advice, an art exhibition, consumer and legal advice, guidance on cosmetic procedures, health checks – including diabetes, and blood pressure monitoring. Estepona Floral Art Club will also present a demonstration by Lionel Clark NAFAS London & Overseas Demonstrator from Braintree, Essex , on Tuesday, November 16th 2010. The demonstrations will take place at The Benavista Country Club, Benavista, N340; (behind the shops near the tennis courts) the programme commences 3.00 pm – 5.00 pm. DFAS de la Frontera is a society of likeminded individuals who get together for lectures, special interest days, trips, and social events. The lecture season runs from October till May. The regular monthly lectures are held at the San Roque Golf & Country Club on the 3rd Wednesday of the month at 11am, and usually last between an hour and an hour and a half. Vistors are welcome to come along to lectures; entrance for visitors is €12 and €10 for members of other NADFAS societies. Entry is free for members of DFAS de la Frontera. The lecturers are experts in their fields and are selected from the NADFAS accredited directory and the programme is designed to be wide ranging and interesting. Many of the lectures this season have a distinctly English theme, with a whiff of scandal accompanying plenty of great art. 20th October Lady Hamilton - Scandal, Celebrity and Art Dr. Kate Williams: Historian, lecturer, TV presenter and author of two acclaimed biographies. The remarkable story of how Emma Hamilton ascended the ranks of British Society, from courtesan and model to ambassadress, fashion icon and mistress of Lord Nelson. Dr. Williams explores her relations with artists such as Sir Joshua Reynolds and shows how Emma manipulated her image through portraiture.

William Cavendish, the first Duke of Newcastle, was courageous and cultured. His passions were architecture, horses and women. Autumn Dear members and friends: A new season of the year has just started. The lively summer has abandoned us, accompanied by the kids shouting and laughing, the games outdoors, the hot sun of the Costa and the cool, relaxing contact of our bodies with the water in the pool and the sea. This beautiful season of enjoyment will be followed by a gentle â&#x20AC;&#x153;bridgeâ&#x20AC;? to the cruel and cold winter: called THE AUTUMN. This season is very important from a medical point of view. Why? Because itâ&#x20AC;&#x2122;s a TRANSITION PERIOD. Here, all is unpredictable, especially the WEATHER. It is possible to come out of our house in the morning, with nice sunshine and a pleasant temperature, and when we come back in the evening or at night, it can be raining, the wind might be blowing and, itâ&#x20AC;&#x2122;s COLD! These climate changes are taken as an advantage by bacteria and viruses, to attack us. That is why we should put our own â&#x20AC;&#x153;defensive bacteriaâ&#x20AC;? in opposition, to defend us, both INTERNALLY AND EXTERNALLY. Our internal defences should be strengthening our immune systems through the ingestion of MULTIVITAMINS, that naturally, we need to ask our doctor about. Also our diet has to be â&#x20AC;&#x153;healthyâ&#x20AC;?. Being especially rich in fruit and vegetables with VITAMIN C, lycopenes, carotenes, minerals, etc. In this group, some of the most beneficial are, grapefruit, orange and kiwi, that can be digested in solid form or squeezed (as juices). These things will help to protect us from â&#x20AC;&#x153;fluâ&#x20AC;? or common influenza, and together with the multivalent vaccination are a good method of being prepared for the winter season. Our external defenses can be more effective by taking all possible precautions to prevent sudden changes of body temperature, that is, using coats and don´t forget to always carry an umbrella to deal with sudden downpours to prevent

getting soaked. Remember, the most common illnesses in autumn are COLDS, PNEUMONIA, BRONCHITIS AND TONSILITIS. Age Concern, Estepona and Manilva, has been working with older people n the community for some eight years. In 2004 we opened our charity shop in Calle Zaragoza Estepona with the next objective being to open a Drop in Centre where older people can come for information and advice, social contact, and enhancing their knowledge and skills base. Age Concern is delighted to announce that a lease has now been signed on a local in Estepona where such a centre will open shortly. This will comprise a kitchen, store room, office and Centre. Full details of the actual location, opening hours etc will be announced shortly. In order for this Centre to be a success volunteers will be needed to run it â&#x20AC;&#x201C; opening hours will depend on the number of volunteers available. Talk on Strokes Age Concern is holding an open meeting on Thursday 25th November, in the sala de prensa at Padre Manuel, Estepona, on strokes. Dr. Sageur from Hospiten has kindly agreed to give a talk and answer questions. This is an important meeting as recognising the signs of a person having a stroke is the first step in saving that personâ&#x20AC;&#x2122;s life. The meeting starts at 20.00 and will end by 22.00. There is no need to register â&#x20AC;&#x201C; just come along and bring a friend.
San Pedro Lunch Volunteers working for Age Concern in the San Pedro area have regular lunches and one was held recently with invited guests and also Friends of Age Concern. Three of the guests were over 90 years of age and enjoyed a lovely meal with good company and conversation. After the meal the President of Age Concern, Eileen Dry, received a very generous donation from Adel, who works in the Thrift Shop (Baratillo Benefico) in San Pedro, of 1000â&#x201A;Ź. This donation will go towards the equipping of the new Drop In Centre that will be opening shortly in Estepona.

Costa Advice Bureau Leaving the family home in Spain? You may be committing a crime Have you or your partner discussed separation or divorce? European residents in Spain should take into account the strict laws relating to the abandonment of the family home primarily where children or incapacitated persons are involved. Partners should both abide by the penal code. If this is not the case and following thirty successive days, this absence will be considered as desertion. This is a crime and punishable by law. In the most serious cases this could mean being served with a prison sentence. Do not just leave the house in the belief that you are legally separated. There are legal procedures that you should adhere to such as the adequate payment of maintenance. Even if the separation is amicable with your partner’s acknowledgement be careful, if you do not meet your responsibilities he or she has the right to report you. Again should you leave after taking all the legal steps necessary and miss two months consecutive or four months of intermittent payments, your partner can take you to court. All these risks can be avoided by pursuing the correct legal channels. Anyone seeking more detailed information should contact us.
Avoidance of Inheritance tax and gifts I am constantly being asked the question “If I bequeath my property to my children as a gift can I avoid taxes”? The answer to this is a positive no. You will probably find that in fact the costs to your beneficiaries will

Allí están, recién salidos de la imprenta: “...como unos toros de Guisando de la literatura...” así lo dice Francisco Umbral refiriéndose a las máquinas de imprenta. (Yo diría en este caso Guisando de los números.) ...Pero ahora son esas hojas de colores numeradas, hojas en verdad de un árbol pretencioso, de recursos, de respuestas aún posibles, respuestas que salen del esbozo de una imprenta donde el metal se convierte por el celo del tacto en algo virgen y salvaje, ternura y fuego de latidos de máquinas que enumeran, que forman luego parte de ese papel, con el uno, el dos, el cinco, el ocho, y la unidad de millar es entonces una historia: De pronto, allí, se pasea un ciego, almirante de la luz, caprichoso y buscador de su boleto, un lustro sin hallarlo, enzarzado en sus besos un pleito de humanas contradicciones, de miopía de todos al no querer salir del crónico miedo por las limitaciones. Ha sentido en sus dedos la inocencia, el negror, el color del toro o su tinta. Y ahora, al fin, como un milagro, el aire le premia su costumbre de palparlo, de verse, de verlos, de vernos. The pound and euro face uncertain times

As the month of August wore on, the logic of the FX market wore out. Silly-season nonsense took over the reins from the usual market drivers, economics and common sense. It is not unusual in the dog days of summer that the senior investment banking folk bag the school holidays, leaving the juniors to mind the shop with strict admonitions to keep their heads down and avoid losing money. Unexpected moves - even some of the expected ones for that matter - cause needless consternation and bigger than usual spikes and troughs. Nervousness, not conviction, rules. Add to that twitchy foundation a growing wariness about double-dip recession and the market is primed to confuse itself. An example of the confusion came with the first revision to Britain’s second quarter gross domestic product (GDP) figures. The original estimate had been that GDP grew by 1.1% in the second quarter of the year; not as good as Germany’s 2.2% but better than Euroland’s 1.0%. Analysts expected the first revision to leave the number unchanged at 1.1%. Instead, the Office for National Statistics increased it to 1.2%. Normally, such an upward revision would be good for the currency any currency - but not these days. No, investors’ first reaction was to sell the pound, taking it half a cent lower against the euro. Whether they did so because of, or despite the upwardly revised figure does not matter. They did it because, with the effects of Mr Osborne’s Austerity Budget mining the road ahead, Things Can Only Get Worse. Quite how much worse the UK economy will look in six months’ or a year’s time, nobody knows, but that is the direction most investors are assuming. The pessimism takes the shine off what would otherwise be a celebratory time for sterling. Fortunately for its position against the euro, there are also worries about the economy of the euro zone. Germany, as noted, achieved very strong export-led growth in
the second quarter of the year, but it was a single rose among the many thorns which dragged overall Euroland GDP growth down to less than half that level. The German economy is doing well enough but the others have to pull their weight too. There is also ongoing concern about sovereign debt in Euroland. The Spanish prime minister has hinted that he may relax the austerity regimen in order to stimulate the economy. The longterm viability of the three-monthold safety net that was erected to support Greek sovereign debt has also been called into question. The nervousness about the UK economy and Euroland sovereign debt are balancing each other out for the time being between €1.15 and €1.25. Sterling was the winner in August, but it has been finding it tough going in September.
Normally, such an upward revision would be good for the currency Emerging data has been of precious little help to sterling. According to the Bank of England, mortgage approvals numbered just 45k in August, fewer even than the downwardly revised 47k in July. Public sector net borrowing for the same month jumped above £15 billion, a quarter more than analysts had projected. Hometrack reported another month of decline for house prices in September, with a -0.4% fall following August’s - 0.3% drop. So lots of data that has impacted upon the £ to euro range and the possible range of up to 10 cents does not indicate a stability in the marketplace. Pensions, health & unemployment British Consulate Pension, Benefit & Healthcare Team What is a ‘Vida Laboral’? If you ever apply for a pension or benefit through Spain, you may find you are asked to show a vida laboral. This is a form which shows your work history and the insurance contributions you have made. If you are asked to show a vida laboral for work you have done in Spain, you can apply for this from Spanish social security, either online (www. segsocial.es), by calling 901 50 20 50, or visiting your local INSS office. However, there are occasions when you may be asked for a vida laboral from the UK. We do not have an exact equivalent of this form in the UK and therefore which form you require will depend on why you have been asked for this information. In general, however, the following should apply: • If you are applying for a contributions-based pension or benefit through the INSS, it is the responsibility of the Spanish authorities to request this information from the UK directly and you should not have to supply the form;
• If you are applying for unemployment benefit, again the employment office (INEM) should request the form directly from HMRC in the UK. The form requested is known as a U1 (previously called E301). Please note, this can take up to 6 weeks to arrive in Spain and that the British Consulate cannot issue this form for customers. If, however, you need any further advice on obtaining this from, contact your local PBH Team. • If you are asked for a vida laboral in any other circumstance, contact HMRC for advice. HMRC can be contacted via the web – www.hmrc. gov.uk – or by telephone 0044 191 203 7010 Benefit Spotlight – Renta Activa De Inserción As highlighted last month, there are a number of means tested unemployment benefits available in Spain. One of these benefits is known as Renta Activa de Inserción and it is designed specifically to help those groups of people who may find it particularly difficult to find work, such as those
who are long-term unemployed, or who have a disability. Even better, you do not have to have worked in Spain previously to be eligible. If you are under 65, on a low income (personally receive less than €468/ month) and believe you fall into one of the groups above, you may find it worthwhile looking into the Renta Activa de Inserción. To be eligible as someone who is long-term unemployed, you need to be over 45, while if you have a disability you must be assessed as at least 33% incapacitated. In both instances, you must also have been signing on with the employment office for 12 continuous months. Therefore, if you are looking for work but have not started signingon as unemployed already, you may find it well worth the while to start as it could result in entitlement to benefit further down the line. More information available at www. sepe.es Although many British people work in Spain, they are not always aware of the rights they have or the help available to them if they lose their job or are unable to find work here.
Back to Britain – Is a move right for you? We’ve all been affected in one way or another by the current economic situation, especially those people who rely on a fixed income, like a pension. At Age Concern España, we’ve seen more and more elderly people struggling to get by on their pensions and savings. Naturally they are considering their options for the future and some are taking the difficult decision to return to the UK. For those having money troubles, think about moving to the UK before your lack of funds makes this impossible. Making sure you’ve always got enough money saved to buy an airfare and to take care of moving means you won’t lose out on having a Plan B. Of course, going back to Britain might not be the only answer. By contacting a local Spanish social worker or visiting the social security (INSS) office (or their website www.segsocial.es) you could find out about financial help and care support here in Spain. But if you’re set on making the move, it’s important to plan it in as much detail as though you were moving to a foreign country. In fact, you shouldn’t be surprised if the UK feels unfamiliar – lots of things may have changed since you left, especially those of you who’ve spent decades in Spain. Here is my top list of things to bear in mind: Registering - When moving back to the UK, you will need to de-register in Spain. This means contacting the town hall and the INSS office to be taken off the padrón and the Spanish social security system. Also, in the same way as you should have informed the International Pension Centre and HMRC of your move
to Spain, you must let them know you’ll be back in the UK. Pensions, benefits and housing Be careful not to assume your right to UK benefits or housing as soon as you touch down. If you have ever taken up permanent residence outside the UK, you may have to pass a Habitual Residence Test on your return. For more information on this, please see the leaflet “Returning to the UK” on the British Consulate website, ukinspain.fco. gov.uk, and contact the UK local authority of where you’ll be moving to. Pets - Finding a home for your beloved four-legged friend when you move away can be upsetting. Age Concern España Casework Service is trying to find out more about local animal charities across Spain who can help us re-house pets on either a temporary or permanent basis. That way, you’ll know that your pet is being well looked after. If you belong to an organisation which offers these
services, please contact us. For those of you who have family and friends there, moving back to the UK will connect you to a support network you might not have in Spain. Manilva - Liga de pádel Sigue abierto el período de inscripción para la quinta edición de la liga de Pádel, que organiza Hostal Cafetería Ocaña en colaboración con la delegación de Deportes que dirige Diego Urieta. La inscripción es por parejas y con ella se entrega un regalo a cada participante. La fecha límite para la reserva de plaza se ha fijado el día 24 de octubre. Entre los requisitos establecidos por la organización el número mínimo de inscritos por categoría ha de ser de diez parejas, ya que en caso contrario se unificarán las categorías. Tengan también en cuenta que al menos un jugador de cada pareja debe de estar empadronado en el municipio. El precio de la inscripción por pareja y categoría es de 60 euros. El pago se debe efectuar en el mismo momento de
formalizar la matrícula en la Cafetería Ocaña. La liga propiamente dicha se iniciará el próximo mes de noviembre. Diez días antes de que arranque la temporada 20102011, la organización hará entrega a los participantes del calendario de juego y de las normas y reglas establecidas para la competición. El formato será el de todos contra todos, con play-off finales para los cuatro primeros clasificados de cada categoría, entre las que figuran tercera y cuarta masculina; tercera y cuarta femenina; y categoría mixta. La Escuela del Arsenal da comienzo a su cuarta temporada La escuela de los gunners con base en Sotogrande no podía empezar mejor la nueva temporada. Los programas de entrenamiento futbolístico que lleva a cabo en dos centros escolares de Algeciras siguen incrementando en números, especialmente en lo que a fútbol femenino se refiere donde ya cuentan con más de una treintena de niñas entrenando semanalmente. Además, dicho programa escolar continúa creciendo al haberse incorporado un nuevo colegio en Jerez donde entrenadores de la escuela dirigen a más de un centenar de niños a los largo de toda la semana. Esto ha supuesto que a día de hoy la escuela del Arsenal cuente con más de 300 alumnos repartidos entre los centros. Otra novedad ha sido la presentación de un equipo alevín en la liga de Gibraltar, lo que supone su andadura en la competición oficial. El equipo está
formado por una selección de niños de las diferentes escuelas en las que trabajan o colaboran y contando con jugadores de 5 nacionalidades distintas, lo que hace ver la gran diversidad que existe en la escuela. También ha dado comienzo su programa de entrenamientos semanales realizados en Guadiaro todos los martes de 6 a 7:30 y en los que pueden inscribirse todos aquellos niños y niñas de entre 5 y 17 años. 2010 ha significado un incremento significativo respecto a la temporada pasada, al contar en estas dos primeras jornadas con más de 30 jóvenes asistiendo a dichos entrenamientos. Con este comienzo de la temporada 2010/2011 la escuela del Arsenal sigue demostrando el éxito de sus programes de entrenamiento y el énfasis que pone en asegurarse de que todo niño tenga la oportunidad de aprender a jugar al fútbol y disfrutar de ello “The Arsenal Way”.

Enrolment continues for the fifth edition of Manilva’s Padel League, organised by Hostal Cafetería Ocaña in collaboration with Manilva’s sports department. The final date for inscriptions is October 24. Participation is open to couples, one of whom must be registered on the Manilva Padron. All entrants receive a gift on registration which costs 60 euros per couple. The 2010-2011 league begins in November, and ten days before the start the organisers will present the fixture list, rules and regulations, etc. The format is round-robin, with play-offs for the top four in each category - male,
The gunners soccer school based in Sotogrande couldn’t start the new season in a better way. Its football training programmes carried out in two private schools in Algeciras keep increasing numbers, especially on the girls’ football side where they have more than thirty girls training weekly. Moreover, this school programme continues to grow with the addition of another school in Jerez with more than a hundred students turning up for the training sessions. This has meant that the Arsenal school has now passed the 300 student mark across all schools. Arsenal has also entered an Under 11 team into the Gibraltar league for the first time, giving it a start in competitive football. The team is made up of a selection of boys from the various schools that we work with or have

Try high-intensity cardio. High-intensity exercise, even if only in short bursts, may rev up the metabolism and get that fat mobilized in the post-exercise period. Do some high intensity as well, but don’t overdo it, because burning the fat is a long-term project and you don’t want to get ‘burned out’. A group exercise program such as a solid cycle spin class might match this requirement. In fact, I highly recommend group cycle spin classes where you are encouraged to go fast, yet with the option to slow down if you need to. Weights and Cardio Circuit Training Programs Combining weights and cardio in a circuit interval session is also an excellent approach to fat burning. The weights circuits are based on the idea of mixing high and low-intensity weights and cardio in a circuit. Next month we will look at an example circuit class. Remember check with your GP before starting any new exercise programme and start with a warm up and end with a stretch.

The Personal Trainer How to lose body fat and change the shape of your body To lose fat, you need to create a calorie deficit — to consistently burn more calories than you consume. And it doesn’t make a great deal of difference whether those calories are burned in one long workout or several shorter ones. Some evidence for this comes from research carried out at the University of Pittsburgh School of Medicine . For the study, a group of overweight women was assigned to one of two groups. Group one performed a single bout of exercise lasting 20-40 minutes. Group two did the same amount of exercise, but it was split into several smaller bouts lasting just 10 minutes. And the result? Twenty weeks later, the women who split their workouts into shorter bouts had lost 20 pounds, compared to just 14 pounds in the single-bout group. The reason for the extra weight loss is simply that women in group two did more exercise (and thus burned more calories) than women in group one, possibly because they found it easier to fit shorter workouts into their day. The Best Strategy for Fat Loss Strength training has so many great things going for it that I’m a big fan -- increased strength, more muscle and body shape, better balance and bone density and improved functionality across all facets of human movement. But let’s be honest, we all need aerobic or cardio training as well. It has its own set of important functional benefits including general fitness, elastic arteries, increased heart and lung function and lower blood pressure to name a few benefits. Increase muscle with weight training. Extra muscle helps to burn more energy at rest, even if only a little. This is called the resting metabolic rate of muscle or RMR. Extra muscle will also burn more fat in active phase, the active metabolic rate if you like, or the AMR, so having more muscle will definitely help burn more energy and fat. Lift heavier weights. What I suggest is that the weights workout should be vigorous, with the number of repetitions kept at the low to medium end of the scale between 8 and 12 RM. To remind you, the RM is the repetition maximum, which means the most weight you can lift for this number of reps before fatigue. The 8-12 is within a range that should provide strength and bigger muscle growth, which is called hypertrophy. Do aerobic exercise. Considering how much energy you would use in an hour of either type of exercise, weights or cardio, you must do some consistent aerobic or cardio work to burn fat.

In fact, we actually need to eat some fat to lose fat. Although many diets are still stuck on the ‘low fat’ message the importance of fat in our diet is becoming more and more recognised. Dr Walter Willett from the Harvard School of Medical Health has stated “The emphasis on total fat reduction has been a serious distraction in the efforts to control obesity and improve health in general”. Low fat diets and products marketed as low fat are often a red herring as they can be laden with sugar. Low fat yoghurts are a classic example. It’s sugar that’s the real enemy for expanding waist lines. Ironically, fat slows down the rate at which the stomach empties and slows the release of sugar into the blood stream. Full fat yoghurt will keep you feeling full for longer and keep you off the blood sugar imbalance rollercoaster which makes it very difficult for the body to burn existing fat stores. When I recommend eating fat I’m referring to the ‘good fats’ which include oily fish (eg sardines, mackerel, trout, wild salmon, tuna), nuts and seeds, avocados and olive oil. The unhealthy saturated fats found in burgers, chips, processed foods, crisps, ice cream etc come with their own health risks and are off the menu! Think of it as ‘oil but don’t grease your body’. I often recommend supplementing fish oils as part of a weight loss programme as the essential fatty acids (EFAs) in the fish oil boost metabolism which help you burn more calories. So, feel free to enjoy a handful of nuts and seeds on your breakfast, some olive oil drizzled over your vegetables, and oily fish and avocado as part of your fat burning strategy!
