En la edición del mes pasado cometí el terrible error de decirle adiós al mal tiempo. ¿Se puede uno equivocar tanto? Quizás si pronostico que continuará lloviendo hasta el mes de Mayo, probablemente a la salida de esta nueva edición el tiempo mejore. En esta y en pasadas ediciones del periódico The Resident a menudo he hecho referencia a la Mancomunidad de Municipios de la Costa del Sol Occidental, traduciendo esto para aquellos lectores ingleses como “Union”(Asociación), esta palabra la he utilizado para abreviar, pero para una definición más adecuada que explicara la función de esta organización sería “Commonweath”, pero como esta palabra tiene más connotaciones para los lectores ingleses, ha sido el motivo de haberla omitido ya que no quería crear confusión. La Mancomunidad está constituida por la agrupación de once municipios de la Costa del Sol: Benahavís, Benalmádena, Casares, Estepona, Fuengirola, Istán, Manilva, Mĳas, Marbella, Ojén y Torremolinos. Esta asociación de municipios permite unir los recursos económicos de cada uno de ellos para el desarrollo en común de obras y servicios determinados, en base al principio de la solidaridad como elemento esencial en el desarrollo y vertebración territorial. In last month’s editorial I made the huge mistake of bidding farewell to the bad weather. Just how wrong can you be? Maybe if I predict that it will continue raining until May, then perhaps it will have improved by the time this issue hits the streets. In this, and past issues of The Resident I have often made reference to the Mancomunidad de Municipios de la Costa del Sol Occidental or the Union of Western Costa del Sol Municipalities. I have used the word ‘Union’ for the sake of brevity, but a more accurate description which explains the function of this organisation is a ‘Commonwealth’ but as this has a more specific meaning for most British readers, I have avoided it to save confusion. This Mancomunidad is made up of representatives from the town councils of the eleven municipalities that comprise the western Costa del Sol, namely: Benahavis, Benalmadena, Casares, Estepona, Fuengirola, Istan, Manilva, Mijas, Marbella, Ojen and Torremolinos. This partnership allows for the pooling of economic resources for the joint development of certain major works and services as well as representing the area, nationally and internationally. The role of the Mancomunidad has never been as important as in the current economic downturn, providing resources for the continuation of certain municipal services. Talking of the pooling of resources, The Resident is pleased to announce that it has become a media partner with the 4Business International Networking group, formally B2B Costa Networking. Networking is a very important part of doing business on the Costa del Sol, and I don’t mean the high pressure, leads oriented groups that measure success by the number of introductions that members can make for each other, but genuine networking where business people can share knowledge and information, pool resources, etc., whilst picking up a bit of business along the way. After all who would you like to deal with, a complete stranger about who you know absolutely nothing other than the claims in their advert or someone who you or a colleague meets on a regular basis? I know what I’d prefer! The Resident will be bringing you regular updates and information about the 4Business International Networking group and its members along with interesting and useful articles about business on the Costa del Sol. To finish on a lighter topic, we are currently in the middle of the carnival season, and although Estepona held its celebrations last weekend, Manilva and San Roque hold their festivities this weekend, 20th and 21st February, so get out and enjoy yourself with a little madness and mayhem. Cata de vinos recauda más de 800 euros para la asociación ADEC Un evento benéfico con la cata de vinos celebrada por la ADEC, en relación con Anglo Vinos de Pueblo Nuevo de Guadiaro se celebró en la tarde del Viernes, 5 de febrero. Más de 100 personas se reunieron en la tienda de Anglo Wines en Sotovila, Pueblo Nuevo de Guadiaro, dando a degustar un vino tinto de Ronda, junto con un par de los nuevos “blancos” españoles en el que Richard Bell-Young quería la opinión de los invitados para la temporada de verano. Hubo rifa de vinos proporcionados por Richard Bell-Young, así como premios donados por Katie Lee (masaje con piedras calientes), cena para dos en el

Rock Hotel, Gibraltar y un regalo de la empresa Homemakers. El comité de ADEC agradece a todos los asistentes incluyendo los patrocinadores. Charity wine tasting raises over 800 euros for cancer charity A charity wine tasting event held by ADEC in conjunction with Anglo Wines of Pueblo Nuevo de Guadiaro was held on the evening of Friday, 5th February. Over 100 people gathered at Anglo Wines in Sotovila, Pueblo Nuevo de Guadiaro, to sample a red wine from Ronda along with a couple of new Spanish whites on which Richard Bell-Young wanted to canvas opinion for the summer season. There was a fantastic raffle of wine hampers provided by Richard Bell-Young, as well as wonderful prizes donated by Katie Lee (hot stone massage), dinner for two at the Rock Hotel, Gibraltar, and a gift

from Homemakers. The ADEC committee would like to thank everyone who attended and all the sponsors. A good time was had by all and over 800 euros was raised at the same time. ADEC is a newly formed charity -Association de Ayuda a Enfermos de Cáncer en sus Casas - and aims to provide palliative care in the home for cancer sufferers in the San Roque area. Firmada la cesión de la Casa Cuartel de la Guardia Civil de Casares al Ministerio del Interior La alcaldesa de Casares, Antonia Morera, y el director General del GIESE (Gerencia de Infraestructura y Seguridad del Estado), Luís Luengo han firmado esta mañana ante notario la cesión por parte del Ayuntamiento de Casares de los terrenos donde se ubica la nueva Casa Cuartel de la Guardia Civil de Casares, así como la venta del nuevo edificio construido por el consistorio. Por su parte, la GIESE ya ha ingresado al Ayuntamiento de Casares los 665.000 euros por los que adquiere las instalaciones para la Guardia Civil de Casares según el acuerdo llevado a cabo por el exalcalde, Juan Sánchez, con el Ministerio del Interior en 2002. Según dicho acuerdo, el Ayuntamiento de cedido los terrenos y realizado el proyecto de obras, asumiría la parte no subvencionada de esta obra, lo que supone alrededor de 300.000 euros. Las instalaciones están compuesta de dos edificios en un recinto privado rodeado de una zona ajardinada y cumpliendo todas las medidas de seguridad necesarias. Uno de los edificios de 400 m2, de una planta y sótano, albergará todas las dependencias oficiales del cuartel: oficinas, recepción, parque móvil...etc. Y en el segundo, de 510 m2, se ubican las viviendas, 4 casas familiares de 3 dormitorios, y un pabellón de solteros, con tres dormitorios dobles, cocina, baño y salón para compartir. A partir de ahora el Ministerio de Interior deberá traspasar las instalaciones a la Guardia Civil para que

inicie las labores de equipamiento del edificio. Desde el Ayuntamiento de Casares se espera que pronto haya una presencia permanente de la Guardia Civil en Casares, lo que sin duda aumentará la seguridad del municipio. La construcción de este edificio es una reivindicación

por la que lleva trabajando muchos años el Ayuntamiento de Casares y su exalcalde, Juan Sánchez, ya que desde hace alrededor de 25 años no existe Cuartel en Casares y el puesto de la Guardia Civil está ubicado en dependencias municipales.

This completes a process begun in 2002 by the previous

Mayor of Casares, Juan Sanchez, who was also present at the ceremony, which saw GIESE providing a grant of 665,000 euros towards the project. For its part the local authorities in Casares provided the land and 300,000 euros to create a new facility for the Civil Guard in Casares. The installation comprises of two buildings in a secure

compound, one being the personal quarters for the Guardia Civil officers and their families with the other being offices. Work is expected to begin soon to equip the building after which the installation will become fully operation providing Casares with a permanent Guardia Civil presence for the first time in over 20 years.

Los amigos y vecinos de la asociación de Marina de Casares Marina de Casares Friends and Neighbours Association Estamos actualmente en nuestro segundo año de vida y planeando una mayor expansión. Vecinos y Amigos de Marina de Casares fue concebida en Abril de 2008, cuando un grupo de vecinos de Casares se reunieron con la idea de formar una asociación internacional que uniera a las diversas nacionalidades que residen en el área de Casares. La Asociación fue oficialmente reconocida por la Junta de Andalucía en Julio de 2008 y los miembros fundadores continúan reclutando socios y programando actividades. El principal objetivo de la Asociación es promover la integración de las personas de distintas edades y nacionalidades que residen en Casares y su área. La Asociación cuenta en la actualidad con 100 socios, que esperamos se incremente en el próximo año y que incluye españoles, ingleses, suecos, noruegos, australianos, daneses, irlandeses, escoceses, galeses, italianos y alemanes. El comité está formado por nueve socios: tres españoles, una argentina, una italiana y cuatro británicos. El Ayuntamiento de Casares ha ofrecido a la asociación una habitación para que sea su sede que está actualmente siendo decorada por los socios. Esta colaboración del Ayuntamiento es muy importante para el objetivo de la asociación de trabajar por una buena relación entre españoles y no españoles residentes en el área. La asociación ofrece un número de actividades como: clases gratis de español e inglés, pintura, gimnasia de mantenimiento, una biblioteca internacional, billar,

dardos bingo, comidas mensuales, clase de costura, Rumba y Sevillana. Entre las actividades culturales más populares realizadas en este periodo están dos excursiones a Málaga a visitar los museos Picasso y Municipal, una visita a Genalguacil para admirar su museo al aire libre, una cena-baile en verano, picnics, barbacoas y una jornada gastronómica internacional. 2010 promete ser un año lleno de eventos, actividades y nuevos socios para disfrutar del recién decorado local que con gentileza nos ha proporcionado el Ayuntamiento de Casares.

The Vecinos y Amigos de Marina de Casares association is now well into its second year of activities and is planning a major expansion. Vecinos y Amigos de Marina de Casares was originally conceived in April 2008, when a number of people living in the Casares area got together with a view to setting up an international club to unite the diverse nationalities who are resident there. The club was officially formed in July 2008 and the founder members set about recruiting new members and planning a variety of different activities. The aims of the club are simple: To bring together people of all nationalities and ages who are resident in the Casares area and to promote integration of friends and neighbours of Marina de Casares through cultural and social activities. The club has already achieved a membership of more than 100 and hopes to bring in many more. The membership includes Spanish, English, Swedish, Norwegian, Austrian, Danish, Irish, Scottish, Welsh and Germans. A nine member committee manages the club which consists of three Spaniards, one Argentinian, one Italian and four British, working under the President Pepe Guisado. The club has also set up links with the Casares Town Council who have provided access to a club room which is currently being refurbished by them and club members. The link with the town hall is very important in forging a good working relationship between the Spanish and nonSpanish residents in the area.

Maratón por Haití y Festival Benéfico en Casares el 20 de febrero.

Casares Marathon benefit festival for Haiti. With the death toll rising daily as a result of last month’s earthquake in Haiti, some of the main priorities now are to rebuild houses, schools, roads, and other infrastructure. The quake destroyed thousands of homes, leaving some 1,200,000 people homeless. With this in mind the people of Casares have decided to organise a Marathon Festival to raise funds for the victims. The impetus for the project is being provided by a local youth group with the collaboration of various associations such as Karama, La Planá Youth Association, Grecina de Villaraguz Women’s Association, Unión Deportiva Casares Sports Club, along with local businesses and groups. Beginning at 5 pm in a marquee set up by the Town Hall in Plaza Marcelino Camacho, Casares , with children’s theatre, a flamenco show by the Municipal Dance School, kids’ games, etc. At 6 pm there will be a flamenco spectacular with Ana Fargas, singers Tatiana Pérez and José Manuel Fernández; Paco Javier Jimeno on guitar; Chico Fargas on percussion; and David Jimeno. At 10 pm the Grecina de Villarraguz women’s association will present a theatrical piece, after which the evening will continue with flamenco by Diego Reyes, singers el Niño de Montecoto and

El desastre de Haití causó cinco veces más muertes por millón de habitantes que la segunda catástrofe más mortífera: el terremoto de 1972 en Nicaragua. Las prioridades son reconstruir casas, escuelas, calles y demás infraestructuras. El seismo causó la destrucción de miles de viviendas y dejó a casi un millón doscientas mil personas sin techo. En este sentido los vecinos de Casares han tenido la iniciativa de organizar un Maratón y Festival para recaudar fondos para los damnificados. La idea está siendo impulsada por un grupo de jóvenes con la colaboración de distintas asociaciones locales (karama, Asociación Juvenil La Planá, Asociación de Mujeres Grecina de Villaraguz, Unión Deportiva Casares). Además de la colaboración directa de otras asociaciones, comercios y entidades. El acto comenzará a las 5 de la tarde con teatro infantil, espectáculo flamenco de la escuela de baile, juegos infantiles y muchas más actividades. El Festival

tendrá lugar en una carpa – cedida por el Ayuntamiento de Casares- en la Plaza Marcelino Camacho. Destaca el espectáculo flamenco de las 18:00h. Con Ana Fargas, Tatiana Pérez y José Manuel Fernández al cante; Paco Javier Jimeno al toque; Chico Fargas a la percusión; y David Jimeno a las palmas. A las 22:00 de la noche las mujeres de la Asociación Grecina de Villarraguz interpretarán un Teatro dentro del taller literario. Continuará la noche flamenca con Diego Reyes, el Niño de Montecoto y Gema Carrasco al cante y Javier potaje a la guitarra. El festival seguirá con karaoke y Djs invitados. Durante todo el Maratón estará funcionando una barra solidaria donde se servirán comidas y bebidas. El precio de la entrada es de tan sólo 1 euro. Todos los interesados en colaborar con esta iniciativa solidaria (aporte económico, bebidas o comida para la barra) pueden contactar con la Casa de la Juventud, Radio Casares, o diferentes comercios del pueblo como “Mari Cruz”.

La Alcaldesa de Manilva Antonia Muñoz nos dedica unas palabras Antonia Muñoz, como alcaldesa de Manilva y delegada de la mancomunidad de municipio de la Costa del Sol del colectivo de extranjeros, nos habla: Primero darles la bienvenida al colectivo de extranjeros por haber elegido Manilva, sitio excepcional; en segundo lugar, decir que siento y percibo que ellos están cómodos aquí en Manilva , ya que formamos entre todos un pueblo digno, donde el nivel de extranjeros que han venido a Manilva es de un nivel medio alto, donde la convivencia con el ciudadano de Manilva es aceptada por ambas partes y quizás desde esta alcaldía y como delegada de la mancomunidad lo que yo quisiera es la plena integración de este colectivo de los diferentes países en nuestra comunidad, que se sientan cómodos y que vivan con nosotros, por eso es necesario de que ellos conozcan todas esas series de actividades y posibilidades que desde el ayuntamiento se tiene en marcha, a través de la alcaldía o a través de diferentes delegaciones, todo esto para que ellos se sientan mejor y se sientan protegidos. El ayuntamiento de Manilva está haciendo un esfuerzo con esta crisis nacional y mundial, estamos haciendo un esfuerzo sin nombres y sin precedentes, estamos manteniendo el poder adquisitivo de la ciudadanía, dándoles trabajo, estamos haciendo que Manilva sea más reconocida con su equipamiento y con las inversiones, desde el municipio y sin ninguna ayuda por parte de otras administraciones, estamos haciendo que Manilva sea un sitio digno para vivir, estamos haciendo que la persona extranjera que tenga su vivienda, tenga su rentabilidad y que a su vez tengan calidad de vida. Es muy importante para mí que tengan calidad de vida, por ello, deben de exprimir todos los recursos y para ello deben de informarse a través de la carta que Asuntos Sociales ha enviado a los vecinos de Manilva con las cosas

que le benefician directamente y luego también en los diferentes departamentos, tanto de ocio, que se apunten a todas las actividades, de cultura igualmente o de cualquier área. Necesito también que el colectivo de extranjeros se dirĳa, como ya lo están haciendo a mí directamente o a través de sus comunidades de muchos temas que estamos arreglando, lo estamos arreglando a través de los presidentes de las comunidades, de las personas que llevan la administración de las comunidades, que vienen directamente a la alcaldía y que a veces se soluciona a través de la alcaldía o de delegación de la infraestructura, otras veces estamos

colaborando con esa comunidad donde ellos pagan parte y nosotros ponemos el trabajo de algo, y el beneficio total es repartido tanto como para ellos como para nosotros. El beneficio tiene que ser de forma colectiva sintiéndose por su parte, cómodos. Quiero que la persona que ha elegido Manilva, de verdad, se quede a vivir con nosotros, que disfrute, ya que no hay muchos sitios mejores para vivir. Es cierto que el inglés ha perdido un poder adquisitivo porque tenían sus pensiones fueras y ahora han perdido un poder, pero también debe de pensar cómo recuperar parte de eso con las ayudas que se le ofrecen, sobre todo a través de Asuntos Sociales. Quiero dirigirme muy especialmente a tres colectivos: El primero al que tiene niños, que son personas extranjeras que han elegido Manilva para vivir, que tienen niños que se están educando aquí con una cultura, digamos intermedia o compartida y ya se sienten protagonistas de nuestro pueblo; en segundo lugar a aquellos empresarios extranjeros que vienen a invertir aquí, ya sea desde un bar hasta una gestoría o cualquier otro tipo de empresa, decirles, que también hay medidas para ellos que se tramitan a través del ayuntamiento y que se pueden informar de los beneficios de una empresa u otra; y en tercer lugar dirigirme sobre todo a las personas mayores que son quizás los más desprotegidos, los que necesitan más cariño y también más ayuda, se pueden informar de ayudas y solicitarlas. Aprovecho también esta ocasión para comunicaros que por parte de la alcaldía y del equipo de gobierno, tanto con el tema de vigilancia y con el tema de la Policía Local y de la Guardia Civil, hemos llegado con el capitán nuevo de la Guardia Civil, con Antonio Pena y con el sargento y con la Policía Local a un acuerdo importante, que es el de vigilar constantemente todas las urbanizaciones, quitar la posible alarma social que grupos de personas descontroladas estaban creando dentro del municipio, esto se va a erradicar totalmente y si alguna persona tiene alguna queja especial puede dirigirse a nosotros. Hacer hincapié que yo quiero mucho al colectivo extranjero que de alguna manera ha hecho crecer a Manilva, colectivo de extranjeros de todas las nacionalidades, y espero que esa elección haya sido acertada y que estén contentos y yo, por tanto, me doy por satisfecha con ello.

A message from Antonia Muñoz, Mayor of Manilva Antonia Muñoz, as Mayor of Manilva, and Foreigners Delegate for the Union of Western Costa del Sol Municipalities (Mancomunidad), told The Resident that she would like to take this opportunity, firstly to welcome Manilva’s foreign residents, and also to congratulate them for having chosen Manilva in which to make their home. An important aim of this current administration is to encourage the integration of this group, that comprises nationals from a large number of different countries, to make them feel welcome, and to ensure they are fully informed of all the activities and opportunities available, either through the Mayor, any of the other departments at the Town Hall, or the Mancomunidad. The municipality of Manilva is coping with the current national and global crisis by striving to maintain our residents’ quality of life through employment, and infrastructure improvements through municipal investment and without help from other authorities. In this we are making Manilva a desirable place to live for locals and foreigners alike, preserving their lifestyle which is very important, and therefore we seek to obtain for them every resource available, and inform them of these resources. With this in mind we have issued letters regarding social

welfare benefits, and are constantly publicising activities such as sports, cultural events, etc. organised by the Town Hall’s various departments. We are also addressing, either myself personally or through community administrations, the various problems and concerns of the foreign community regarding their property. We are arranging for community presidents or their administration companies to make contact with the Town Hall to seek solutions to some of the issues and problems being experienced. There are a number of mechanisms that can be employed, including grants and contributions from the local authorities towards the cost of these solutions. We want everyone to feel they are benefitting from their life in Manilva and to be glad that they chose Manilva as their home, as we believe there are not many better places to live. We understand that many foreigners, particularly the British pensioners who are suffering from a poor exchange rate, have seen a reduction in their income, therefore we are doing our best to secure for them any grants and aid that may be available to them, particularly through the Social Welfare department. There are three groups in particular that are an important

part of the community: Firstly those foreign families, whose children are in education here, and who share the culture, provide a strong link across all sections of the community; secondly, those foreign businessmen who invest in the local economy by setting up business here. For these there are available, through the council, a number of benefits and grants; and thirdly the elderly, who are perhaps the most vulnerable, and as such need our help and support wherever necessary. Another subject which we know is of concern to the foreign community is local security. On this topic we have recently had meetings between the local authorities and the Local Police, along with the new Guardia Civil chief, Antonio Pena, out of which agreement has been reached to ensure that patrols will monitor all local developments and deal with any unruly groups that have been causing unease in the local population. If you have any particular complaint you must not hesitate to contact us. Finally, I would just like to emphasise the fact that we wish to welcome the foreign community of all nationalities, as an integral part of Manilva’s community, and hope that you are enjoying being a part of it, as this would please me very much.

Asuntos Sociales, Manilva La concejala de Asuntos Sociales, Paqui López, nos comenta que han mandado una carta a todos los extranjeros residentes y a todas las personas del municipio informándoles a lo que pueden tener derecho, como la ley de dependencia que es una ayuda que ha puesto la Junta de Andalucía dirigida a todas aquellas personas que dependen de otras por enfermedad o por cualquier otro problema, ésta no es solo para pensionistas sino también para todas aquellas personas, jóvenes o no tan jóvenes, que la necesiten y no solamente tienen derecho los españoles sino también los extranjeros, siempre y cuando lleven residiendo aquí un mínimo de cinco años. También nos dice que hay ayudas para personas jubiladas o con discapacidad como ayudas a realización de obras en casas para mejorar su calidad de vida, por ejemplo: el cambio de bañera por plato de ducha, el cambio de puertas por puertas más grandes para que pueda entrar una silla de ruedas, cambiar llaves de la luz para personas invidentes, etc. Paqui López quiere dejar claro que desde asuntos sociales se puede

tramitar todo ésto. Nos comenta que la asistenta social está todos los días en Sabinillas, donde se gestiona Sabinillas, Castillo y urbanizaciones; también está en Manilva que gestiona Manilva pueblo. La trabajadora social está todos los días de ocho a tres, el lunes tiene citas y el miércoles lo dedica a otros temas como a: personas inmigrantes sin papeles, tema de menores, problemas familiares de otro tipo, etc.. Desde Asuntos Sociales también se tramita la tarjeta 65, la tarjeta 65 oro cuando se tiene menos ingresos, las pensiones no contributivas, las prestaciones por hĳos a cargo que viene de la Seguridad Social, tema de familias numerosas, el grado de minusvalía, reconocimiento de minusvalía, viajes de ocio con la tarjeta 65 donde se incluye termalismo, turismo social por Andalucía, Extremadura y Castilla- La Mancha y que se puede solicitar hasta el 30 de Abril, donde van a albergues con monitores. El año pasado se realizó uno y salió a 54 euros una semana. Desde Asuntos Sociales se gestiona también el tema del maltrato y se les gestiona las casas de acogidas.

Manilva’s Social Welfare Department The Department for Social Welfare, under Councillor Paqui Lopez, has recently issued letters to all foreign residents informing them of their rights under Andalucia’s Law of Dependency relating to people who are dependent on others either through illness, disability or age, irrespective of age, and which applies to foreign residents who have resided in Spain for a period of at least five years. Support is also available for pensioners and the disabled for home improvements that improve access, and provide aids such as specialist baths, showers, etc. All these issues can be dealt with locally, and a social worker is available every day from 8 am to 3 pm in Sabinillas to attend to those residing in Sabinillas, Castillo or the urbanisations; and in Manilva for those residing in Manilva town. Mondays and Wednesdays are set aside for appointments

for issues such as immigrants without papers, children issues, other family problems, etc. The Social Welfare Department also handles the ‘Tarjeta 65’, Card 65, the 65 Gold Card for those on low income, and deals with non-contributory pensions, social security benefits for dependent children, large families, rating and specifying disabilities, travel scheme allowance through the Card 65 which provides holidays for cardholders in Andalucia, Extremadura and Castilla-La Mancha and can be applied for up to the 30th April. The department also handles the serious issue of abuse and manages shelters for the victims. The Social Services offices can be found in the Usos Multiples building in Sabinillas or in the Town Hall in Manilva.

Reformas en la Plaza Vicente Espinel

Puesto en marcha el “Cheque Innovación”

Mario Jiménez Rodríguez, Concejal de Infraestructuras y Obras, nos explica las obras que se están realizando en la Plaza Vicente Espinel. -Se están adecuando zonas urbanísticas en Sabinillas, sobre todo en calles más comerciales. Ya hemos hecho una intervención en la Plaza Duquesa de Arcos y ahora estamos con la plaza de Vicente Espinel. Vamos a intentar abrir lo más posible la plaza para que sea un sitio de reunión y para que se puedan celebrar grandes eventos, ya que Sabinillas no cuenta con plazas. Como he dicho antes vamos a intentar abrir lo máximo, eliminando barreras arquitectónicas que se encuentran en la actualidad. Eliminaremos una rampa que existe en una de sus esquinas, que no está adecuada y que actualmente no cumple con la normativa, se dejará escalera peatonal para intentar que la plaza sea abierta, y nivelar los desniveles existentes lo máximo posible. Se quitará la barandilla y abriremos la plaza a la calle Benalmádena. Mantendremos los árboles que están en este momento, tan solo hemos quitado una palmera que estaba muy estropeada y por tanto era peligrosa. En esta legislatura podemos ver que el ayuntamiento está apostando por este tipo de instalaciones, hicimos el parque del Castillo, hemos hecho el del Duque, estamos terminando el de villa Matilde, yo calculo que

La Consejería de Innovación, Ciencia y Empresa se ha dirigido a la concejala de Turismo del Ayuntamiento de Manilva, Noelia López, para informarle que se ha puesto en marcha el “Cheque Innovación” para la incorporación de elementos innovadores que permitan mejorar la actividad empresarial y competitividad en las PYME. Esta medida, que está dotada con 40 millones de euros, siendo el incentivo máximo por solicitante de 9.000 euros pudiendo incentivar el 100% del proyecto. El objetivo principal del “Cheque innovación” es la incorporación en las pequeñas y medianas empresas de elementos innovadores que aporten valor, la mejora en la cualificación de su actividad y el impulso de la modernización del sector empresarial andaluz. Los servicios de innovación van dirigidos a las PYME y

son unos 25.000 m2 de zonas verdes y de ocio. Actualmente en Manilva se está haciendo el parque de la Orca, allí llevamos y trasplantamos todos aquellos árboles que quitamos. En la plaza también irá una fuente muy moderna que ha diseñado Juan Oliva. Tenemos que decir que todo ello se está haciendo al 50% entre la Concejalía de Comercio, turismo y Deporte del Ayuntamiento de Manilva y Junta deAndalucía. El proyecto asciende a 246.000 euros, es un proyecto ambicioso, donde cambiaremos la red de saneamiento, alumbrado público, cambio de redes pluviales y fecales. El plazo de ejecución es de seis meses, el Ayuntamiento espera que esté terminada a principios de Junio. La obra se realizará en dos fases: una, que es que hasta que no tengamos el material, no vamos a demoler la zona cercana al comercio, para que los comerciantes sufran lo menos posible, ya que la situación económica no es muy buena actualmente. Hemos empezado en febrero y en junio estará terminada, cuatro meses de obra. En cuanto a la terminación serán baldosas de 8 cm de grosor, y de 60 x 80 cm, y serán de mucho colorido. Queremos darle sensación de una plaza limpia y fresca, que sea un sitio agradable para visitantes y vecinos.

Remodelling works in Plaza Vicente Espinel, Sabinillas Mario Jimenez Rodriguez, Manilva’s Councillor for Public Works and Infrastructure, spoke to The Resident earlier this week to explain the works being carried in Plaza Vicente Espinel, Sabinillas. The project aims to open up the square so as to provide not just pleasant meeting place, but also a venue for events and activities. The new plaza will have easy access in compliance with current legislation, removing some of the barriers, and levelling out the steep slopes where possible. The balustrading will be removed,

opening up the plaza to Calle Benalmadena. The existing trees will be retained, apart from the old palm tree, which was badly damaged and considered dangerous. This project is part of a programme of improvements to the local infrastructure initiated by this administration, which includes the park next to the Castle in Castillo, El Duque Park, and the Villa Matilde Park which will be completed in the very near future. This programme has added some 25,000 m2 of green space and leisure area. There

is a modern fountain, designed by Juan Oliva, planned for the square in the near future. The funding for this project, around 246,000 euros, is being provided by Manilva’s Commerce, Sports and Tourism departments (50%) with the remainder coming from the Junta de Andalucia. Included in the works are modernisation of the electric, water and drainage systems as well new lighting. Work, which began in early February, is expected to be completed over 6 months, with the first phase to be finished by June. The outer margin of the

Delegación de Extranjeros: Presentación del programa de actividades de invierno El pasado 29 de Enero en el Monumento de El castillo se llevó a acabo la presentación del programa de actividades de invierno, realizado por la Delegación de Extranjeros residentes. Este evento tuvo una gran aceptación ,más de 150 personas acudieron a la cita para conocer de primera mano las actividades que se iban a realizar. El concejal delegado de extranjeros,Diego Urieta, manifestó su agradecimiento a todos los asistentes, mencionó la importancia y realidad del municipio que cuenta con casi el 40 % de población extranjera y les instó a participar de manera más activa con esta delegación,aportando sus sugerencias, dudas e inquietudes .La gran apuesta de esta delegación es el bienestar de todos los residentes así como ayudarles en todo aquello que precisen, y busca también que la integración con la población autóctona sea una realidad. Seguidamente se celebró el

Foreigners Department presents winter programme of activities On the 29th January at the Castle in Castillo de la Duquesa the Foreigners Department presented the programme of events and activities for the coming months. Some 150 people a ended to learn at first hand the winter agenda. The programme was presented by the Councillor responsible for this department, Diego Urieta, who emphasised the importance of this section of the community, which represents almost 40% of Manilva’s registered population. He went on to reinforce his desire that the foreign residents took an active part in the community and invited them to inform his department of any suggestions, doubts or concerns they may have. The main aim of his department is

the welfare and integration of the foreign residents with the local population. A er the presentation all those a ending were invited to celebrate a traditional Day of the Tapa at the Cruz Blanca bar in Sabinillas, where some 100 enjoyed typical Spanish tapas, washed down with a beer or glass of wine. A number of diﬀerent nationalities enjoyed this opportunity to get to know each other, as well as discuss further the events planned for the coming months. The success of the event was such that there are plans to repeat it in the near future. It has also meant an increase in the number of people signing up for the various trips and activities.

Earlier this month the Manilva branch of the Partido Andalucista convened an Extraordinary Assembly with the prime motive of meeting with their partners from the Manilva PSA Group, headed by their local secretary,

Sr. Jerónimo Mora Palma and signing an agreement, merging the two parties to form “Los Andalucistas P.A + P.S.A”. This union was in line with the merger of the two parties at provincial and national level,

consolidating the Andalucian parties. Also present at the meeting were Sr. Salvador López, Provincial Secretary, Ana Martín and Sr. Álvaro Bazán from the Provincial Assemply.

Manilva flood damage estimated at 5 million euros

La alcaldesa de Manilva, Antonia Muñoz, cifró en cinco millones de euros los daños causados por las intensas precipitaciones. Entre éstos destacan varios desprendimientos en la carretera de Bahía de las Rocas, un muro del colegio Picasso y otro del campo de fútbol. También han sufrido los caminos rurales del municipio, así como en la carretera que conecta Sabinillas con el casco urbano. Además, las playas también requieren una actuación urgente de limpieza. El Ayuntamiento de Manilva está elaborando un expediente con todos los daños registrados para remitirlo a las administraciones para que ofrezcan ayudas.

The Mayoress of Manilva, Antonia Muñoz, has estimated that the damage done by recent flooding, brought on by torrential rain this month, will be in the region of 5 million euros. This damage includes several landslides on the road to Bahia de las Rocas, walls at the CEIP Pablo Picasso school, and the football ground. Also many of the municipality’s rural tracks and roads suffered damage as has the road connecting Sabinillas with Manilva Town. In addition the municipality’s beaches have been left in a dreadful state. The Town Council is preparing a report of the damage to be submitted to the relevant government departments to seek funding.

Presentado el libro de la autora local Carmen Sánchez “27 Días” Como estaba previsto por la delegación de Cultura, en la Biblioteca de Sabinillas tuvo lugar la presentación del libro “27 días” de la autora local Carmen Sánchez. En la presentación del libro intervinieron el Concejal de Cultura, Diego José Jiménez, como introductor del acto, el prologuista y presidente del Ateneo de Algeciras, Juan Emilio Ríos, que habló sobre la gestación del libro y leyó el prólogo escrito por él, una poetisa algecireña, amiga de la autora, Nuria Ruiz, quien recitó varios poemas incluidos en la obra, y la propia autora, Carmen Sánchez. La autora, además de mostrar su agradecimiento a los presentes, a los colaboradores en el libro y a la Delegación de Cultura por su inestimable colaboración, hizo un repaso por algunos de sus versos más significativos. Todos los participantes, además de

hablar del citado libro, destacaron la importancia del fomento de las actividades en bibliotecas dentro del ámbito cultural. Una actividad donde la Delegación de Cultura pondrá todo el esfuerzo posible. Como parte destacable del acto fue la presentación, a cargo del Concejal de Cultura, Diego José Jiménez, de un nuevo proyecto que esta concejalía pondrá en marcha. El proyecto contará con dos líneas de actuación. La primera, donde esta concejalía pondrá todos los medios disponibles para que cualquier autor/ a local pueda presentar sus obras editadas; y la segunda que consistirá en subvencionar la edición de obras literarias de autores locales. En esta segunda parte del proyecto serán expertos en la materia donde valoraran si las obras presentadas pueden ser editadas.

Book presentation - “27 Days” by Carmen Sánchez Manilva’s Cultural Department, in collaboration with the cultural association Ateneo de Algeciras, hosted a book presentation at the library in Sabinillas. “27 Días”, a book of verse by the author and poet, Carmen Sánchez, was produced in collaboration with Ateno, whose president, Juan Emilio Ríos, read the foreward to the book, which he had written. Also in attendance

was Nuria Ruiz, friend and fellow poet of the author, who recited some of the poems for the audience. Diego José Jiménez, Manilva’s Councillor for Culture, outlined his department’s commitment to local culture and announced a number of initiatives including assisting local authors to get their works published, through subsidies and technical expertise.

The Ley de Dependencia (Law of Dependency) is a recently introduced Spanish law which provides support to these individuals, in the form of services such as home help, up to 3 hours a day, telephone assistance and residential care. Financial help of up to 450 euros a month may also be available to go towards residential or carer’s fees. In order to qualify, you must have been resident in

Spain for 5 years (2 of which must be the last 2 years before your claim) and you must be assessed at a certain level of dependency. To make a claim, contact the social worker at your town hall. The delays in processing applications have been widely publicised. However, recent meetings between the Spanish health authorities and local governments have addressed the issue and applicants should now receive a decision on the assistance they have been awarded within 6 months of applying.

Rotary supports Haiti ShelterBox project The Rotary Club of Gibraltar is supporting the Haiti disaster relief effort in a very special way. The organisation is working alongside Rotary International and will be funding two of the ‘shelter boxes’ designed to provide warmth and shelter for the displaced Haitians in the country. They have also organised a street collection which has been extremely successful due to the superb generosity of the people of Gibraltar. Some 27 boxes are already paid for and more money is coming in all the time, so we expect to be able to send more in the future. ShelterBox is a Rotary-sponsored International disaster relief charity specialising in emergency shelter provision. Humanitarian aid is delivered in iconic green ShelterBoxes. Each one contains a disaster relief tent for up to 10 people, a stove, blankets and other items essential for survival. ShelterBox responds to disaster as quickly as possible with the aim of helping the people who are most in need. Every box is individually numbered and can be tracked by donors. Each box costs £490 sterling - including the cost of all materials, packing, storage, transport worldwide and distribution to the needy. Assuming six months’ use, this equates to shelter and warmth for less than 30 pence per person per day. All aid delivery is undertaken by international volunteer ShelterBox Response Team members who have carried out extensive training with ShelterBox. They are often able to get aid where it is needed faster

than any other organisation. They have a team of trained people in different parts of the world who can be sent immediately where there is a disaster, to assess the situation and act quickly. Within two days of the Haitian disaster there was a team on the ground with ShelterBoxes already being despatched from storage. An initiative of Rotarian Tom Henderson OBE, a former Royal Navy search and rescue diver, ShelterBox started in 2000 as a project of the Rotary Club of HelstonLizard, Cornwall. ShelterBox, now the largest Rotary Club project in the world, has responded to disasters including the Indian Ocean Tsunami, Hurricane Katrina and Cyclone Nargis in Myanmar (Burma). In 2010, ShelterBox will be celebrating its 10-year anniversary. Gibraltar Rotarians are pleased to be involved in the ShelterBox project and will continue to work hard raising funds for ongoing relief. In addition, Pam Drew, one of the Gibraltar Rotarians travelled to the UK headquarters of ShelterBox to help them with their work as a volunteer.

La campaña de reforestación “Planta un árbol por Haití” recauda 600,00 € El Ayuntamiento de Estepona informa que la campaña benéfica de reforestación “Planta un árbol por Haití”, que tuvo lugar el pasado sábado en la zona afectada por el incendio que se originó el pasado verano en el parque municipal “San Isidro Labrador”, en Los Pedregales, ha logrado recaudar 600 euros, que serán ingresados en la cuenta que la organización “Medicos sin fronteras” tiene abierta en la entidad Caja Mediterraneo. La iniciativa parte del conjunto de la Corporación municipal, ante las distintas mociones planteadas en el Pleno al objeto de ayudar a los damnificados por el terremoto de Haití”. Aunque estaba prevista la reforestación con un total

de 2.500 árboles y plantas autóctonas, los voluntarios que acudieron a la llamada repoblaron la zona con 1.500 ejemplares, en un tiempo récord, entre las 11:00 y las 14:00 horas. Los 1.000 arboles que restan se plantarán en la zona que se encuentra al margen derecho de la Ermita “San Isidro Labrador”, zona en la que, por su especial dificultad, se encargará el personal de la Brigada de Agricultura. Para esta campaña, la Consejería de Medio Ambiente donó 2.000 ejemplares: 400 algarrobos, 600 encinas, 400 lentiscos, y 600 acebuches. Asimismo, voluntarios de la Obra Social de Caja Mediterráneo se trasladaron desde Alicante

para contribuir a la plantación de 500 ejemplares de algarrobo y lentisco donados por esta entidad, iniciativa enmarcada en la campaña de reforestación “Programa compensación CO2-Objetivo 10.000 árboles”, que están realizando por todo el territorio nacional. Asimismo, han colaborado en las tareas de reforestación distintas asociaciones locales, como AsDies, Aprona, o Cruz Roja, entre otras. Por su parte, la Asociación Cultural “Acude Estepona” organizó una visita guiada de todos los participantes en la jornada, al Centro de Interpretación de la Necrópolis Megalíticca de Corominas, situada en junto a la ermita.

El Ayuntamiento de Estepona ha solicitado ser declarado como zona catastrófica El Ayuntamiento de Estepona ha solicitado a la Subdelegación de Gobierno de la Junta de Andalucía que se declare zona catastrófica el término municipal y que se habiliten las ayudas correspondientes para compensar la pérdida de rentas de los agricultores, así como la mejora y arreglo de las infraestructuras dañadas en el litoral a consecuencia de las intensas precipitaciones de los últimos días, en base a la Orden por la que se regulan las subvenciones en atención a determinadas necesidades derivadas de situaciones de emergencia o de naturaleza catastrófica. Según la concejala de Agricultura y Playas, Carmen Ocaña, las lluvias han ocasionado numerosos daños no sólo en la infraestructura viaria, sino que se han visto afectados los caminos rurales y zonas agrícolas, además de las desembocaduras de ríos y arroyos, y el litoral, sobre todo a la altura de La Rada, donde la Demarcación de Costas trabaja desde la pasada semana en la limpieza y retirada de cañas, y Guadalobón y el Saladillo, donde el oleaje ha arrasado gran parte de la arena y ha sacado a la luz parte del saneamiento, trabajando en esta zona la Brigada de Playas del Consistorio. Aunque todavía se prevén lluvias, los técnicos

municipales están realizando un expediente de valoración de los daños ocasionados para remitirlo a la Subdelegación del Gobierno; igualmente, Carmen Ocaña se reunirá de nuevo con el presidente de la asociación de chiringuitos, a quien ha solicitado una valoración de las pérdidas ocasionadas por el temporal, así como a las Comunidades de Regantes y a la Cooperativa Agrícola. En cuanto a la red de caminos rurales, durante los últimos días y esta mañana se ha procedido a realizar distintos trabajos en los siguientes caminos, a fin de posibilitar el paso de los vecinos: Arroyo los Chivos, Bujeo del Almiré, el Nicio, Guadalobón, Cortĳo Los Pobres, Canta Rana, Pantoja, la Cala Alta y Forest Hills. Tan sólo permanecen cerrados los caminos de Sierra Bermeja sin que afecte a vivienda alguna. Los vecinos afectados por el temporal pueden dirigirse a partir del próximo martes a las delegaciones de Agricultura (Tfno. 952 79 16 46) o Participación Ciudadana (Tfno. 900 160 118), donde deberán aportar datos sobre estimación del coste de los daños sufridos en sus propiedades y documentación gráfica de los mismos, de forma que se puedan solicitar las oportunas ayudas.

‘Plant a Tree for Haiti’ raises 600 euros A tree planting project to restore indigenous trees destroyed in last summer’s bush fire, organised by Estepona Town Hall earlier this month at the San Isidro Labrador municipal park at Los Pedregales, raised some 600 euros for the work of ‘Medicos sin fronteras’ in Haiti. 1,500 of a total of 2,500 trees were planted in record time by volunteers between 11 am and 2 pm on Saturday, 6th February,

with the remaining 1,000 to be planted by council staff or some of the more difficult terrain in the vicinity of the San Isidro Labrador chapel. The Ministry of Environment contributed 2,000 trees including Carob, Holm Oak, Mastic and Wild Olive, with a further 500 provided and planted by volunteers from the Asociación de Voluntarios de Caja Mediterráneo, based in Alicante, as part of a national

climate change initiative which aims to plant some 10,000 trees. Other volunteers came from local associations such as AsDies, Aprona, and Cruz Roja, the Town Hall as well as members of the general public. The cultural association ‘Acude Estepona’ organised a guided tour for participants of the Corominas Megalithic Necropolis Museum, located next to the chapel.

Estepona Town Hall has petitioned the regional government to be officially declared a disaster area which would then make available emergency funding to compensate for agricultural losses as well cover the cost of damage to infrastructure, etc., as a result of the torrential rain over recent days. According to the Councillor for Agriculture and Beaches, Carmen Ocaña, rains have caused extensive damage not only to the road network, but to rural roads, farmland, rivers and water courses, many of the beaches have been damaged, exposing sewer infrastructure. Although more rain is imminent, municipal technicians have begun assessing the damage for submission to the authorities. The councillor has also met

with the president of the Chiringuito Association as well as representatives from the Agricultural Cooperative. Work has also begun to repair several rural roads so that they can be used by local residents including: Arroyo los Chivos, Bujeo del Almiré, el Nicio, Guadalobón, Cortijo Los Pobres, Canta Rana, Pantoja, la Cala Alta and Forest Hills. Only the roads on the Sierra Bermeja which don’t affect residents remain closed. All local residents affected by the storms and subsequent floods can visit the Agriculture Department (952 791 646) or the Participación Ciudadana department (900 160 118) from Tuesday, 23rd February, with details of damages, along with photos or diagrams, so that they can apply for the appropriate aid.

Estepona Foreign Residents Day Estepona’s Foreign Residents Department held a meeting on Wednesday, 16th February, with various groups and associations representing local foreign residents, the aim of which was to begin organising this year’s Foreign Residents Days. The festival provides a perfect opportunity for the various nationalities which make up Estepona’s multicultural community to demonstrate their cultural, gastronomic and musical traditions. Planning problems in Spain and Bona Fide Third Parties To understand the planning issues, it is necessary first to take an overview of the network of state and regional laws that exist. The fact is, to briefly summarise, the Spanish Constitution of 1978, grants jurisdiction to the Autonomous Communities (CCAA) in the area of Land Management, Urban Planning and Housing, who in turn set out their authority through the Laws and Urban Management Plans, for example the Andalucia Urban Planning Act 7/2002. Ultimately urban planning and development and its execution in municipalities through the famous PGOU (General Urban Plan) town planning documents, should come under the control and supervision of the Autonomous Community and the State. Therefore the first major conclusion that can be drawn is that neither the Municipality, nor the Regional, nor the State governments have met their requirements to monitor and strictly enforce these laws...... Moreover, there are a multitude of state laws that, although not specific to planning, can have an influence on planning decisions and must be taken into consideration when compiling the Town Plan. Of special interest are the Coastal Act of 1988 (Ley de Costas), and other equally important legislation such as that concerning Natural Spaces, Heritage, and Water, among others. Regarding the Coastal Act, since 1988 the Spanish coast has been designated with a 100 metre protection zone, within which nothing can be built except that which is specified by the Law, with a specific ban on residential buildings, but allows in exceptional cases for financial exploitation, as in the case of Andalucia’s traditional ‘Chiringuitos’ (beach restaurants), permitted through certain government agencies. Despite this, the third transitional period of the Coastal Act allows for, in exceptional cases, the authorisation of construction within this protection zone, providing certain strict requirements are met. The first and most important requirement for this consideration is that it falls within the specifications of PGOU town plan or other specific planning instruments and be justified as part of the urban seafront which requires a 20 metre public access. So what has happened in practice?

The reality of this has been seen in many of the coastal municipalities, before the economic downturn crippled municipal treasuries. Public land was sold off with planning decisions influenced by market forces, completely ignoring the complex network of existing laws and regulations. Factor into this a culture of dishonesty among some public officials, responsible for selling off public land, granting licenses and making planning decisions. Then add into this the economic development enjoyed by the local populations through employment and business opportunities, and you can then understand why you have

the ideal breeding ground for the resulting chaos. This has led to such extreme cases as Marbella, where more than 250 developments were constructed on the legal ‘fringes’ (according to the Marbella Planning Office!) but because the requirements of implementing the law would be disastrous for a large number of bona fide third parties (buyers genuinely unaware of these issues and ‘misled’ by certain lawyers and notaries) the practice has been to, in the majority of cases to regularise these developments through financial compensation and public works by developers, or simply the adaptation of the Town Plan. This large number of innocent bona fide third parties has resulted in the legalisation of some 30,000 homes in Marbella alone. La Problemática Urbanística en España y los Terceros de Buena Fe Para poder entender la problemática urbanística, es necesario realizar primeramente una visión general del entramado de leyes estatales y autonómicas, existentes. Y es que, resumiendo muy brevemente, la Constitución española de 1.978, concede la competencia a las Comunidades Autónomas (CCAA) en la materia de Ordenación del Territorio, Urbanismo y Vivienda. Quienes, a su vez, desarrollan dicha competencia a través de las Leyes y Planes de Ordenación Urbanística, como por ejemplo, la Ley 7/2.002 de Ordenación Urbanística de Andalucía. En última instancia, quedaría la elaboración de los planeamientos y las ejecuciones urbanísticas en los municipios, a través de los famosos PGOU (Plan General de Ordenación Urbanística), residiendo en ellos también la actividad de control de la legalidad y bajo la supervisión de las CCAA y del Estado. De manera que la primera gran conclusión que podemos sacar es que, ni los municipios, ni los gobiernos autonómicos, ni el gobierno estatal, han cumplido con su labor de control y aplicación estricta de la legalidad en materia urbanística, siendo los municipios los primeros responsables de dicha tarea. Por otra parte, existen una multitud de leyes estatales que, si bien no son propias de la materia urbanística, no obstante, por su contenido y ámbito de aplicación, confluyen con la normativa urbanística y es de necesaria consulta y aplicación a la hora de elaborar los PGOU. Debiendo de destacar por su especial interés la Ley de Costas de 1.988, y otras igualmente relevantes como la de Espacios Naturales, Patrimonio Histórico, o la de Aguas, entre otras. Incidiendo en la Ley de Costas, tenemos que, a lo largo del litoral español, se establece una zona mínima de protección de 100 metros, por lo que en el interior de dicho margen, no se puede construir nada que no sea autorizable por la misma ley, estableciéndose una prohibición expresa de construcción de edificaciones de uso residencial, y permitiéndose excepcionalmente la explotación económica administrativa (por ejemplo, los famosos “Chiringuitos”), en virtud de los correspondientes permisos administrativos de los distintos organismos públicos. No obstante a lo dicho, la disposición transitoria tercera de la Ley de costas reconoce que, excepcionalmente, se podrán autorizar construcciones dentro del margen de protección, siempre y cuando se cumplan una serie de requisitos. El primero y más importante sería la consideración y aprobación de dicho término mediante el, y cito textualmente, “Plan General de Ordenación, Normas Subsidiarias u otro instrumento urbanístico específico”, debiendo de justificarse, entre otras, que se “logra la homogeneización urbanística del tramo de fachada marítima

al que pertenezca”, y respetando necesariamente la servidumbre obligatoria de tránsito de 20 metros. ¿Qué ha pasado en la práctica? La práctica ha sido que, la inmensa mayoría de los municipios costeros, ante el gran aporte económico que, a las maltrechas y vacías arcas municipales, supuso la venta de suelo público, dio lugar a que el parámetro que se utilizó para regular la realidad urbanística fuera la del Libre Mercado, ignorándose por completo la compleja red normativa existente. Siendo bastante frecuente el enriquecimiento fraudulento de los funcionarios públicos que, en primer término, eran los encargados de vender el suelo público, conceder licencias de obra y ocupación y, en última instancia, controlar la legalidad urbanística. Y, si a eso le unimos el desarrollo económico que eso supuso también para los vecinos de dichos municipios, en forma de puestos de trabajo y nuevas oportunidades de negocio, tenemos ya el caldo de cultivo idóneo para entender todo este caos de inaplicación de la legalidad. Así, tenemos casos notorios como el del término municipal deMarbella, donde más de 250 promociones se han desarrollado al margen de la legalidad (según datos de la Oficina del Planeamiento Urbanístico de Marbella), pero que, debido a que el cumplimiento de la legalidad a raja tabla resultaría traumática, por la gran cantidad de terceros de buena fe que se verían afectados (compradores desconocedores de la problemática y “mal aconsejados de forma interesada” por abogados y notarios), en la práctica se ha optado por regularizar la situación de ilegalidad, acudiendo a fórmulas paralelas, como son las de compensaciones económicas, ceder superficie privadas de las promociones a las entidades públicas o simplemente hacer legal la situación ilegal. Y todo ello, se está realizando mediante la aprobación de nuevos PGOU, que legalicen la situación de ilegalidad, justificado de forma extraordinaria por el elevado número de terceros de buena fe que se ven afectados. De esta manera, tenemos que, sólo en Marbella, se han regularizado recientemente más de 30.000 viviendas en sitación ilegal. No obstante, ello no es óbice para que también se haya acudido a fórmulas más traumáticas de retorno a la realidad alterada, en forma de expropiaciones y demoliciones. Pero ello, para consuelo de la mayoría y perjuicio de unos pocos, solo se está aplicando en situaciones muy particulares donde, o bien son edificaciones aún no ocupadas, o bien se encuentran en superficies catalogadas de Interés General, siendo el medio ambiental, el argumento más recurrido. Campo de Gibraltar: La Cámara de Comercio reparte bolsas biodegradables en el Mercado Municipal Diego Ponce La Cámara de Comercio del Campo de Gibraltar ha repartido recientemente, entre los vendedores del Mercado Municipal Diego Ponce unas bolsas biodegradables para envolver los productos que entregan a su clientes. El teniente de alcalde delegado de Mercados, Salvador Romero Monrocle, asistió al acto y anunció que en un futuro próximo se ofrecerán los sábados actividades infantiles para animar a los compradores a acercarse al mercado municipal. El edil agradeció a la Cámara de Comercio “el detalle que ha tenido para promocionar nuestro mercado.

Invito a todos los sanroqueños a que vengan, porque van a encontrar mucha calidad y buenos precios, y en días de lluvia como hoy es el lugar ideal para comprar”. Por otro lado, está prevista en estos próximos días la distribución de más de mil bolsas en el mercado de abastos de la Estación de San Roque, repartiéndose en total más de cuatro mil bolsas de bioplástico en todo el municipio sanroqueño. Las bolsas están fabricadas con fécula de patata, material que permite su descomposición en aproximadamente unos noventa días una vez en contacto con la tierra.

Chamber of Commerce issues biodegradable bags to market traders The Campo de Gibraltar Chamber of Commerce recently issued a large number of biodegradable carrier bags to market traders in San Roque’s Diego Ponce municipal indoor market. On hand was the Councillor responsible for San Roque’s markets, Salvador Romero Monrocle, who also announced a number of measures to attract visitors to the market, such as bouncy castles and other children’s activities to occupy the kids on Saturdays while mum does the shopping in peace. The councillor thanked representatives of the Chamber of Commerce, going on to

point out the advantages of shopping at the municipal market, such as high quality at good prices, and a good place to shop particularly in the current wet weather. During the coming days over a thousand biodegradable bags will also be presented to traders at the market in Estación de San Roque, making a total of some 4,000 bioplastic bags throughout the municipality. The bags are made from potato starch, a material that fully decomposes within approximately 90 days of coming into contact with the soil.

Surrounded by medals and amulets, the streets of London , and the red, white, and

brilliant Galician playwright. This is one of Atalaya’s most accomplished performances and one of Spanish language theatre’s best pieces, which they have performed in some 130 cities worldwide.

Welsh Tenor Stephen Lloyd-Morgan has gained widespread popularity and critical acclaim the length of The Costa del Sol, especially for his after-dinner entertainment evenings and more recently his numerous sell-out concert performances. Yazz, a British pop singer, remains best known for her successful 1988 dance track, “The Only Way Is Up”. In 1997 she recorded the album Natural Life and in 2008 Running Back to You. The DFAS de la Frontera March lecture is sure to be popular with lovers of maritime art. Lecturer James Taylor (MA FRSA) will share his knowledge and expertise gained in his role as curator of paintings, drawings and prints at the National Maritime Museum in Greenwich. March’s lecture is on the fourth Tuesday, rather than the usual third Tuesday of the month so pop along on Tuesday, 23rd March 2010 to explore the long tradition of painting ships which started in Holland in the 17th century and which soon spread to Europe’s seafaring nations. James Taylor will focus on its development in England, from dramatic battles and royal yachts to tea clippers, fishing boats and peaceful harbour scenes, and he will include fascinating facts about Captain Cook, Horatio Nelson and the historic buildings of the National Maritime Museum. After lunch on the afternoon of the lecture members will be able to participate in the judging of the Young Arts Project whereby students from Sotogrande International School will be competing with their entries of a 3 minute film on the theme “It’s a Wonderful World”. €56,647 raised in Cudeca’s Collection Tins Despite the unfavourable economic climate, Cudeca Cancer Care Hospice still achieved an amazing total of €56,647 in their collection tins for 2009. The locations where they have their tins increased from 870 in 2008 to 909 at the end of December which hopefully will bring in more income this year. From Nerja to Sotogrande, Cudeca has tins in bars, restaurants, shops, private homes and 2 stand-up collection points at Malaga Airport. The Royal British Legion Estepona Branch On the FIRST and THIRD Tuesdays of the month the RBL meets at 12.30 at the El Cenachero restaurant in Estepona Port which is at marina level, near Club Nautico, where an economic one course lunch is available for 6 Euros. Some people just attend for a drink and a natter with other members and friends. On the SECOND and FOURTH Tuesdays the RBL meets at 12.30 at the La Casona Restaurant, which is on N340, on the right going towards Sabanillas from Estepona, on the next roundabout after you pass Mercadona supermarket. When approaching from Sabinillas, La Casona is on your left, on the roundabout after the turning for Casares. Returning to the UK? For one reason or another, there may come a time when you wish to go back to the UK after living in Spain and it is important to remember that your return should be as well planned as when you made the move to Spain in the first place. In practical terms, a good place to start is deregistering with the Spanish authorities such as the town hall and the National Police (for the padrón and residencia respectively), if you are self-employed or running a business here you should make certain that you inform the tax and social security authorities, as you could accrue a debt in your absense that you will have to repay if you return to Spain in the future.

You’ll also need to deregister with the health centre and, if you’re registered under an E106 or E121, with the INSS as well. The UK authorities will also need to be updated on any change in your circumstances and contact details. But what about access to healthcare and financial support? Well, as soon as you return to the UK, you should be able to register with your local GP. To apply for some income-related benefits however, you must first pass the Habitual Residency Test (HRT). As this process is a little more complicated, an information sheet is now available on our website.

European Health Insurance Card changes As you may already be aware, UK State Pensioners who are resident in Spain and who receive their healthcare under an E121 will soon be affected by changes concerning the issue of the European Health Insurance Card. If you fall into this group, are registered as a dependant on an E121 or receive healthcare under an E109, from 1st May 2010 the UK will be responsible for issuing your EHIC, rather than the INSS.

All those affected will receive a letter and an application form from the Department of Health over the coming weeks. If you return your completed form by the end of March, you should receive your card before the new European Regulations come into force. Remember – The EHIC does not replace your E121 in Spain - it is only valid for necessary treatment while you are on holiday abroad, including in the UK.

A finer way to pay penalties Expats that have a valid Spanish driving licence and those that have successfully transferred their overseas licence to comply with regulations here in Spain can now pay traffic fines at the touch of a button. Since May last year, the Dirección General de Tráfico (DGT) has made it possible for nationals and foreigners alike to pay fines for their driving offences via the internet, wherever they may be 24/7. Although not in English, the DGT´s website found at www.dgt.es offers drivers the option to pay their penalties online with a credit or debit card in the comfort of their own homes, rather than via the traditional route of visiting a Banco Santander branch, the post office (Correos) or a local Jefatura de Tráfico office. What’s more – and provided that the driving licence has not been withdrawn for the infraction of a serious offence – a 30% discount is available for those that pay the penalty within 30 days of receiving the fine. If you wish to pay your fines online, here’s how to do it: 1) Access the DGT´s website at www. dgt.es and enter the ‘Trámites y Multas’ section located on the left hand menu. 2) Select the fourth option on the submenu (¿Alguna Multa?) and subsequently, “Pago de Multas”. 3) Select option A – this will allow you to pay the fine without a Digital Certificate or Electronic ID Number. 4) Now enter the following information in this exact order to receive a receipt of payment: document type, document

Early screening and early detection is imperative. The younger an individual is screened, the be er. There are no contraindications for Thermal Imaging, it can do no harm so it is also suitable for those who are pregnant, have implants etc. Readers need to be aware that there is no comparison or competition between mammograms and Thermal Imaging. Thermography is a test of function (physiology) and not anatomy. They are two different tests, providing different results and “looking” for different things! Mammograms and ultrasound show “structure” i.e. lumps which can be measured and opinions given before biopsy. What Thermal Imaging does is provide early warnings by showing changes before this stage has been reached. If there are indications and these are detected early enough, simple life style changes may be all that is required to halt these abnormalities in their tracks. Thermography is also particularly useful post-surgery to monitor the on-going situation and to protect the healthy breast. Have Clinical Tests Been Done on Thermal Imaging? Over 800 peer-reviewed studies on well over 300,000 women have taken place with some of these studies having followed patients for up to 12 years. These clinical trials have demonstrated that breast thermography detects the first signs of a cancer up to 10 years before any other procedure and significantly augments the long-term survival rates of its recipients. When used as part of a multimodal approach i.e. thermography plus clinical examination and mammography, studies have shown that up to 95% of early stage cancers can be detected. We identify easily with protagonist Kate, who moves in a se ing we all inhabit. Although Silver and Time oﬀers this reassurance, in an almost imperceptible way, Merle draws us into a less secure time and place: the turbulent se ing of a Converso family in medieval Cordoba. Love story literary competition The Escuela Oficial de Idiomas in Estepona, in collaboration with The Resident newspaper, organised a writing competition for its advanced level English students. Entrants were invited to submit a short story, in English, on the theme of Valentine’s, with the winning entry to be published in this month’s issue of The Resident.

The winning entry, published below, was ‘Life was offering him a second chance’ written by Mari Ángeles Mármol Martínez, 3rd year of English at EOI Estepona. Life was offering him a second chance Forty years ago they were both young... He turned around and saw her. He could not believe his eyes: a beautiful woman was coming towards him. He had dreamed about it many times, but he had never thought that his dream would come true. He was on High Street near Marie Street. It was crowded, but he could not see anybody. He was spellbound. He could only see her: her curly dark hair; her figure, her slim body, a body that was coming towards him. He was a tall young man. He was in his early twenties. He had never experienced love, but he knew how much love he was able to offer. Now, forty years later, he was coming back from hospital. Now he had been cured. He was grateful for his life. Life was offering him a second chance that he couldn’t waste. He knew that he should take this opportunity to prove to his wife how much love he had to give. Just then he realized he was at the same point on High Street where a long time ago they met each other. Suddenly he thought that things, which in the last few years weren´t

going well, would be different from now on, and he decided to buy his wife a nice present. He thought to himself: “I will get the best present for my wife, a present she has never had”. He was convinced it would be an unexpected surprise for her. But his emotions didn’t let him think clearly so, he decided to start walking and to buy it on his way home. He was walking and walking… and suddenly, he was at home. He realized then he had not bought anything. But after a while, he decided to go in. They were now face to face. Looking at his eyes, she could read the good news about the hospital. His eyes were giving her a special light, a light she imagined lost. He took a step towards her and hugged her close to him. Then he said: “I would have liked to buy a present for you today, but…” and she replied: “your hug is a perfect present for me. Don’t you think so?” And he embraced her with his arms. Atalaya Golf Charity Day The course may have been waterlogged on January 30th for Atalaya Golf’s fund raising event in aid of Adana but the sun shone and the golfers’ spirits were not easily dampened. Atalaya members were joined by more than 30 friends and guests to compete for the Rex Trophy, braving the mud in support of this worthy cause. German Shepherd dog, Rex, after whom the trophy was named, was there with his owner Gunter to congratulate winner Paul Smith who scored a creditable 35 Stableford points in difficult playing conditions. His name will be engraved on the trophy and he also took away a voucher donated by Richard Lovelady of Golf Clubs Direct entitling him to new grips on his clubs - watch out for a better score in his next competition! Other winners were Keith Fisher in Category 1 with 31 points, Ken Knight in Category 2 and John Cooke

in Category 3, both with 30 points. After the competition, players and non players alike enjoyed a hearty goulash soup in the comfort of the Club House. An indoor putting competition was held for the chance to win a bag of clubs, donated by the Golf City Pro Shop at Atalaya, the lucky winner being club member Doris Schneider, and the day was rounded off by a free-for-all raffle with over 40 prizes. Eileen Audas, the organiser on behalf of Atalaya Golf & Country Club, thanked all those individuals and businesses who gave their support. She said “I am overwhelmed by the generosity of all our supporters who donated prizes for the competition and raffle as well as cash sponsorship of many of the golf holes. The amount of 2,400 euros which we have been able to donate to ADANA far exceeded my hopes for the event.”
