BRUSSELS BANS EU COUNTRIES' DIPLOMATS FROM ATTENDING BREXIT MEETINGS LAID ON BY UK

T

he European Commission has reportedly told diplomats from EU countries not to a end a series of Brexit mee ngs laid on by the UK – reitera ng the posi on that Brussels is the only legi mate nego ator. The Bri sh government is desperate to talk face to face with EU member states where it thinks it will get a be er recep on for its proposals than with the European Commission (EC), which has shot down proposal a er proposal from Theresa May as unworkable. The UK has tried to coax them in a number of ways: most recently by transla ng its documents into EU languages in the hope they will be read in European capitals – and now staging a series of mee ngs specifically for diplomats. But at a recent mee ng in Brussels, diplomats were apparently warned by the European Commission not to a end the UK-hosted briefings – with a reminder that EU na onal leaders had delegated all responsibility for nego a ons to the EC, according to the Poli co website. The UK hopes that direct mee ngs

could give it an advantage by spli ng off member states and causing disagreements, while the EU has repeatedly emphasised that it will get the best deal from the UK by presen ng a united front, which it has mostly done so far. The EC declined to comment on the story, claiming it never responded to media reports nor to specula on about the content of working party mee ngs. The edict comes amid claims Bri sh and German diplomats have reached an understanding to park issues rela ng to the Chequers plan and any future rela onship, and instead focus on finalising a withdrawal agreement to prevent a no deal. The Bloomberg news agency says officials now expect to only produce a vague outline of the future rela onship to avoid having to tackle difficult issues rela ng to trade before the Brexit deadline. Such an approach has previously been ruled out by the UK government, which has said it needs detailed guarantees about the future rela onship to put to MPs and pass a vote on the plan in the House of Commons.

This was reiterated most recently by cabinet minister David Lidington, who said at the end of August the choice in talks was between the adop on of the Chequers in its en rety, or no deal. The European Commission has always been less concerned with finalising the future rela onship early, with the UK the driving force behind discussing trade before it leaves. A full agreement on the future rela onship looks very unlikely to be resolved before the OctoberNovember deadline for a withdrawal agreement, given Michel Barnier has effec vely ruled out large parts of Ms May’s Chequers proposal on customs and the single market for goods. A withdrawal agreement covering issues like Northern Ireland, ci zens’ rights and the financial se lement has always been all Brussels required to avert no deal, though this does not appear to have been understood by all poli cal actors in Westminster, some of whom have focused on the viability of Chequers. Other than the issue of the Northern Ireland border, outstanding disputed areas include data protec on and a rule of origin rela ng to EU products.

TRUMP'S TARIFFS COULD HIT $200 BILLION OF CHINESE GOODS

P

resident Donald Trump's proposed tariffs on $200 billion of Chinese goods could go into effect as soon as Friday when a public comment period on the taxes concludes. It's unclear whether the new tariffs will be set at 10% or 25%. It could be the most painful round of tariffs the United States has imposed on Chinese products this year. The Trump administra on slapped 25% tariffs on $34 billion of Chinese imports in July and another $16 billion last month. China was also on the receiving end of the aluminum and steel tariffs that the United States imposed on imports from much of the world. China is the United States' largest trading partner. Almost $506 billion of Chinese goods were sold in the United States last year. But the tariffs are meant to punish China for what the Trump Administra on says are unfair trade prac ces, such as stealing intellectual property. China has accused the United States of trade bullying.

Beijing has retaliated at each step of the way. It has imposed 25% tariffs on $50 billion of American goods to date. It's also threatened to respond to the newest round with tariffs on another $60 billion of US goods. It's hard for China to match the United States' tariff on $200 billion of goods because the United States exports far less to China. President Trump ini ally asked the Office of the United States Trade Representa ve to inves gate the impact of a 10% tariff, and then upped the proposal to 25% in early August. The US government has sought public comment on the proposed list of goods that would be affected by the tariffs. Public hearings were held during the last two weeks in August and American businesses were allowed to submit wri en comments on the proposal. The tariffs could go into effect on $200 billion of goods as soon as the public comment period closes on September 6. Many American business owners say the tariffs are hur ng their

companies. They have to decide whether to pay the tariff on an imported good or find a new supplier outside China. The CEO of Jo-Ann Fabric and Cra Stores, Jill Soltau, said proposed tariffs on fabric, yarn and fleece would punish her company and her customers, instead of hur ng China. The company imports most of its fabric from China because there are no domes c suppliers that can meet its volume and quality requirements, she said at a hearing on August 23. "We support the president's overall efforts to improve the balance of trade with China, yet targe ng fabric and cra components is not the appropriate solu on," Soltau said. Once the tariffs go into effect, businesses can submit an applica on reques ng the government exclude a specific product from the tariff. They must show that the good is not produced anywhere else. But the process is arduous and creates a lot of uncertainty for businesses while they wait for a ruling, which could take months.

THAI SWEET CHILI CHICKEN

INGREDIENTS BATTERED CHICKEN: Egg whites All-purpose our Cornstarch Baking powder Water ice cold Canola oil Chicken thighs bonelessskinless and cut into 1 inch pieces

2 1 cup 1/2 cup 1 teaspoon 1 cup 2 tablespoons 1 pound

SAUCE: Canola oil Oil Garlic minced Onions sliced thinly, p to tail not including the root Thai sweet chili sauce Crushed red pepper

For frying 1 tbsp 3 cloves 3 green 1/2 cup 1/2 tsp

INSTRUCTIONS Mix together the ba er ingredients in a large bowl. Heat a frying pan up with oil deep enough to fry your chicken pieces without them touching the bo om of the pan, a couple inches should be enough space. Using a slo ed spoon drain the ba er as much as possible and slide the chicken into the pan. Break apart the chicken a er the crust starts to form and cook un l the chicken is golden brown (4-5 minutes). Work in batches to prevent the oil from dropping too far in temperature. Remove the last batch of chicken from the pan and discard almost all the oil, leaving just a couple of tablespoons in the pan. Add the garlic and green onions to the pan and cook it on medium heat for 20-30 seconds. Add the chicken back in along with the sweet chili sauce and crushed red pepper. Toss to combine and serve immediately. Garnish with sesame seeds or green onions if desired.

CREAMY GARLIC PENNE PASTA WITH CHICKEN

INGREDIENTS Penne pasta Olive oil Boneless chicken breast, cut into small pieces Garlic, minced All-purpose flour Bu er Nonfat milk Chicken broth

12 ounces 2 tbsp 1 1/2 pounds 5-6 cloves 4 tbsp 3 tbsp 2 cups 1 cup

Italian seasoning 1 tsp Parmesan cheese, 1 cup divided 1/4 cup Fresh chopped parsley

INSTRUCTIONS Cook pasta according to package direc ons. Drain and set aside un l ready to use. In a large, deep skillet, heat olive oil. Add chicken and season with a pinch or two of salt and pepper. Cook un l chicken is no longer pink, about 5 minutes. Transfer to a plate and set aside with the pasta. Add 3 tablespoons of bu er to the skillet and melt, then s r in garlic and cook for 1 minute. S r in flour and italian seasoning cook for about 1 minute or un l golden. Whisk in milk and chicken broth and simmer for several minutes un l thickened. Remove from heat and s r in half of the Parmesan cheese un l melted. Toss the cooked pasta and chicken with the sauce to coat, then s r in remaining Parmesan cheese and ¼ cup fresh chopped parsley. Serve immediately, garnished with fresh grated Parmesan and fresh chopped parsley.

CHURROS

INGREDIENTS All-Purpose Flour (110g) Unsalted Bu er Water (250ml) Salt Sugar Egg Oil

⅔ cup ¼ s ck 1 cup pinch 2 tsp 1 for frying

INSTRUCTIONS Place water, bu er, sugar & a pinch of salt into a medium size sauce pan. Bring to the boil. Add the flour and mix vigorously un l well blended (the dough will come together in a minute or two). Remove from the stove and let it cool a bit. Once it is not too hot, add the egg and work the egg into the dough. Try to do it as fast as possible. At the beginning it might look like the churro dough doesn’t wanna bind but take your me it will. Pour the oil into a large frying pan and heat it up. Fill a piping bag fi ed with star piping p with half of the dough (it is easier to handle). Check if the oil is ready for frying by dropping a ny piece of the dough in. Once the dough turns nice brown, you are ready to pipe the churros in. Pipe the dough directly into the hot oil (choose any length you like) and cut with a fork. Do not pipe too many churros in as they need space for frying. It will take only about 2 minutes for them to get nice golden color and that is a sign they are ready. They should get the color gradually. If you see they are not ge ng dark evenly, reduce the temperature. Take them out and place them on a paper kitchen towel to get rid of the excess oil. When they are s ll warm, roll each of them in a sugar mixed with ground cinnamon. Serve warm with thick hot chocolate or chocolate pudding. Recipe Notes: Work the egg fast into the dough it to prevent the egg from cooking. This may be a bit tricky, as the dough is quite hard at this point. If you find it hard to mix with a wooden spoon, use an electric mixer.
