Sebagai asosiasi, INACA berupaya terus semakin ­meningkatkan sinergitas dan kerjasama dengan pelbagai pihak, baik di ­pemerintahan, komunitas profesional dan bisnis, pada level nasional dan internasio­ nal. Isi Laporan Tahunan 2015 ini mencerminkannya antara lain me­ lalui pemantauan dan kegiatan yang dicatat dalam laporan ini. Laporan Tahunan 2015 ini kami harapkan, dan percaya, akan memberikan manfaat bagi pembacanya dalam memperhatikan data, informasi dan narasi yang strategis dalam mengikuti perkembangan industri penerbangan nasional Indonesia. Tahun 2015 INACA beranggotakan 11 perusahaan ­penerbangan berjadwal, 20 perusahaan penerbangan tidak berjadwal dan 2 ­perusahaan penerbangan kargo, total 33 airlines, dibandingkan ­jumlah total 30 maskapai di tahun sebelumnya.

Pelaku industri penerbangan nasional memahami dan mendukung upaya-upaya berkesinambungan oleh pemerintahan baru di tahun 2015 untuk meningkatkan kemampuan, kuantitas dan kualitas dalam sistem transportasi. Semua diarahkan agar mendukung pertumbuhan ekonomi nasional. Beberapa indikator ekonomi industri penerbangan nasional di tahun yang dilaporkan ini, memang mulai menunjukkan level pertumbuhan komersial mendekati tingkat capaian yang pernah diraih beberapa tahun sebelumnya. Jumlah penumpang domestik kese­ luruhan tahun 2015 sekitar 76,6 juta orang, nyaris sama dengan tahun sebelumnya 76,5 juta orang. Meningkatkan daya saing bagi operator pun tetap merupakan tantangan utama. Pemerintah mengefektifkan Fasilitas Tidak Di­pungut Pajak Pertambahan Nilai (PPN/BM) Atas Impor dan Penyerahan Jasa Kena Pajak Terkait Alat Angkutan Tertentu di dunia penerbangan. Peraturan tersebut akan sangat membantu operator penerbangan nasional dalam mengembangkan usaha.

Maskapai penerbangan berjadwal menyongsong kemajuan baru dalam hal perluas­an dan penambahan infrastruktur bandara dan ­fasilitas-fasilitasnya, sehingga semakin memungkinkan bagi pembukaan rute penerbangan baru di dalam negeri, dan meningkatkan fre­kuensi. Di antara­ nya ada yang sekaligus meng-generate pasar di daerah-daerah, yang --- tersebar merata di bagian barat dan bagian timur negeri kepulauan Indonesia ini. Jumlah penumpang rute luar negeri yang diangkut maskapai nasional, meningkat sekitar 5% di tahun 2015 dibandingkan tahun sebelumnya. Itu refleksi dari pertumbuhan bisnis penerbangan yang cenderung semakin saling terdorong dan mendorong dengan sektor lain, mencakup kegiatan ekonomi perdagangan, industri dan pariwisata. Dinamika baru pun terjadi dengan perekonomian nasional yang tumbuh sekitar 5%, memberi peluang industri penerbangan bertumbuh dari dimensi kualitas, kuantitas, armada dan tekhnologi.

Tahun 2015 ditandai dengan kecenderungan berkembangnya bisnis penerbangan charter mengangkut penumpang dari/ke luar negeri, sementara di dalam negeri operasi pengangkutan penumpang relative stabil. Penerbangan charter pada rute luar negeri tampak akan segera berkembang relatif pesat khususnya pada rute dari China ke destinasi wisata di Bali, Sulawesi Utara dan beberapa destinasi lain. Ada pengaturan baru oleh pemerintah tentang persyaratan-persyaratan Sertifikasi dan Operasi bagi perusahaan Penerbangan Komu­ ter dan Charter yang berlaku mulai tahun 2015. Itu dipandang sejalan dengan keinginan jajaran operator penerbangan ini dalam tujuan meningkatkan kualitas pelayanan, keamanan dan keselamatan. Adapun bisnis penerbangan helikopter di negeri ini kini menjanjikan potensi yang besar.

Perlambatan pertumbuhan trafik kargo udara di tahun 2015 tampak terkait dengan dampakbencanaalam yang terjadi antara lain erupsi ­gunung berapi dan gangguan asap ­kebakaran hutan di Sumatra dan Kalimantan. Sejumlah pelaku logistik telah lebih memilih moda transportasi lainnya seperti darat maupun laut, ketimbang pesawat udara. Tapi menjelang akhir tahun 2015 ekonomi Indonesia mulai lebih bagus, rupiah menguat, harga minyak kelapa sawit mulai menunjukkan tendensi membaik. Selain itu, juga didorong oleh kebijakan ekonomi dari pemerintah. Ditambah lagi, Asean open sky akan segera berjalan. Itu semua memberi proyeksi pangsa pasar kargo udara akan menjadi lebih besar. Tahun 2015 diperkirakan pertumbuhan ­volume kargo udara di dalam negeri berada di bawah level 5%. Tapi operator memperhatikan adanya indikasi yang mengarah pada tahun 2016 berikutnya di mana pertumbuhan volumenya akan meningkat antara 5% hingga 10%.

Those will be reflected, among others, through the monitoring and ­activities noted in this report. Annual Report, we hope, and believe, will provide benefits to its ­readers in regard to the data, information and strategic narrative in following the development of the national aviation industry in Indonesia. In 2015 INACA’s members comprise of 11 scheduled airlines, 20 ­non-scheduled airlines and two cargo airline company, a total of 33 ­airlines, compared to a total of 30 airlines in the previous year.

The national aviation industry players understand the sustained e­ fforts by the new government in 2015 and support it in order to improve the ability, the quantity and quality of the transportation system. All geared to support national economic growth. Some economic indicators in the national aviation industry reported this year, had commenced to show the level of commercial growth which was approaching the level of performance ever achieved a few years ­earlier. Overall the number of domestic passengers in 2015 about 76.6 million people, which is almost the same as 76.5 million people in 2014. Improving competitiveness for operators also remains a key ­challenge. Government facilitates waiving the Value Added Tax (Import Duty) on the Import and delivery of Taxable Services Related to Specific Transport ­Equipment in the industry of aviation. Such regulation will greatly help the national airline operator in developing the business.

The scheduled airlines are anticipating the new advances in terms of expansion and the ­addition of airport infrastructure and facilities, making it ­increasingly possible for the opening of new routes domestically, and increase the frequency. Among them was that at the same time to generate a market in this country, which---spread evenly in the western and eastern part of the archipelago of Indonesia. The number of passengers carried overseas by national airline went up of approximately 5% in 2015 compared to previous year. It was a reflection of aviation business growth that tends to be ­mutually encouraged and pushed by other sectors, including the economic activities of trade, industry and tourism. The new dynamics ensued with the national economy estimated growth by about 5%, giving an opportunity to enhance the aviation industry from the point of dimensions of quality, quantity, fleet and technology.

The year 2015 was marked by the growing trend of business in charter airlines carrying passengers from / to abroad, while domestic passenger transport operations are relatively stable. Charter flights on international routes will appear soon evolved relatively rapidly, in particular on routes from China to tourist destinations in Bali, North Sulawesi and several other destinations. There is a new regulation by the ­government about the requirements for Certification and ­Operations for the Commuter and Charter Airlines which came into force in 2015. It was deemed in line with the wishes of the ranks in the airline operators to improve quality of service, security and safety. The helicopter flight business in this country now promises great potential.

Slowing growth in air cargo traffic in 2015 a­ ppears to be associated with the impact of ­natural disasters, among others, volcanic eruptions and disruptions of forest fire smoke in ­Sumatra and Kalimantan. A number of logistics players had ­preferred other modes of transportation such as land and sea, rather than airplanes. But towards the end of 2015 the economy ­began to be better, the rupiah strengthened, palm oil prices are starting to show a tendency to ­improve. In addition, it is also driven by the economic policies of the government. Plus, ASEAN open sky will soon be on. It all gives the projected share of the air cargo market will become growing. 2015 showed a growth in air cargo volume in the country under the level of 5%. But the operator noticed there were indications that lead to the next 2016 year in which volume growth forecast will ­increase between 5% to 10%.

Industri penerbangan nasional Indonesia pada rute dalam negeri menjalani perkem­ bangan relatif stabil tahun 2015 tetapi di ­tengah penambahan ­jumlah armada, yang berarti ­sesungguhnya peningkatan sisi supply ­terhadap sisi demand tampak relatif stagnan. Sisi penawaran dari kapasitas kilometer terbang tahun 2015 oleh penerbangan berjadwal dalam negeri sedikit turun dari tahun 2014, tapi jumlah keberangkatan pesawat dan jumlah jam terbang agak meningkat dari tahun sebelumnya. Akhirnya jumlah penumpang pe­ nerbangan dalam negeri tahun 2015 tercatat 76.628.867 dibandingkan 76.498.400 di tahun ­sebelumnya. Hampir semua indikator terkait aspek ­ komersial penerbangan dengan demikian menunjukkan tahun 2015 sebagai ‘tahun terjadinya perkembangan stagnan’ dibandingkan situasi tahun per tahun lima tahun terakhir.

The statistical data used and processed to prepare this Annual Report, have come from Transportation Ministry office, Central Bureau of S ­ tatistics and from different institutions in addition to that of INACA’s research. There are few of incomplete original data found, some are unavailable, ­however, we have cultivated them through maximum effort to make it close to accurate.

A Stable Year The development of the domestic ­Indonesian national airline industry undergo relatively ­stable in 2015 but amid increasing the number of fleets, which means the actual increase in the supply side to the demand side looked ­relatively stagnant. The supply side of the capacity of flown kilometers in 2015 by ­domestic ­scheduled flights fell slightly from 2014, but the number of departing aircraft and the number of flight hours increased somewhat from the pre­vious year. ­Finally, the number of ­passengers flying domestically in 2015 recorded at 76,628,867 compared to 76,498,400 passengers in the previous year. Almost all commercial aspects related indicators in aviation business thereby indicating the year 2015 as ‘the year of stagnant growth’ per year compared to the situation in the last five years.

Pertumbuhan Penumpang dan Kargo

Jumlah penumpang yang diangkut tahun 2015 oleh penerbangan berjadwal dalam ­negeri nyaris sama dengan jumlah di tahun sebelumnya tetapi rata-rata passenger load factor yang dicapai adalah 78,77%, turun dari 82,33% di ­tahun 2014. Ternyata selama tiga ­tahun berturut-turut 2013–2015 tingkat pertumbuhan tahunan jumlah penumpang cenderung menurun. Tingkat pertumbuhan 2013 = 6,09%, tahun 2014 = 0,96% dan tahun 2015 = 0,17%. Serupa perkembangannya pada volume kargo yang menurun tipis tahun 2015 dibanding 2014. Namun tingkat pertumbuhannya amat fluktuatif, di tahun 2013 minus 5,67%, tahun 2015 minus lagi 3,51%. Turunnya trafik kargo udara tahun 2015 itu terdampak negatif oleh berlanjutnya peristiwa bencana alam seperti erupsi gunung berapi dan asap di Sumatra dan Kalimantan. Sejumlah pelaku bisnis logistik telah lebih me­milih moda transportasi darat dan moda transportasi laut, ketimbang pesawat udara. Realisasi pengangkutan kargo udara tahun 2015 diperkirakan men­capai 686.850 ton. Bagusnya, menjelang akhir tahun terdapat indikasi ekonomi mulai lebih baik, rupiah cenderung menguat, harga minyak kelapa sawit mulai menunjukkan tendensi membaik. Kebijakan ekonomi dari pemerintah diharapkan akan mendorong kegiatan ekonomi, dan Asean open sky akan berjalan, sehingga pangsa pasar kargo udara akan menjadi lebih besar.

Dilihat dari sisi pemberangkatan pesawat, tahun 2015 jumlahnya 530.761, turun 20% dari jumlah 669.749 tahun 2014. Tahun 2014 itu menaik 18% dari tahun sebelumnya (2013) 567.831 pemberangkatan pesawat. Tahun 2013 itu meningkat 8% dari tahun 2012 yang berjumlah 526.358 pemberangkatan. Perkembangannya mencerminkan terjadi pengurangan volume lalu lintas pesawat di dalam negeri, namun dengan jumlah keseluruhan penumpang yang diangkut tetap menaik 0,17% dari tahun sebelumnya, terindikasi adanya efisiensi yang meningkat pada sisi operasional penerbangan. Statistik lalu lintas ini tentu mencakup semua penerbangan baik penerbangan berjadwal maupun tidak-berjadwal hingga penerbangan charter dan lain-lain. Dilihat pada sisi jumlah penumpang transit yang relatif tinggi, rata-rata sekitar 10% dari jumlah penumpang berangkat, mencerminkan tingkat konektifitas di dalam rute penerbangan dalam negeri berkembang positif. Artinya, bagaimanapun, penerbangan dalam negeri diharapkan dengan demikian telah mulai memenuhi target atau upaya-upaya pemerintah dalam membangun konektifitas melalui jaringan transportasi udara secara nasional, yang memudahkan pergerakan manusia, dan, kegiatan bisnisnya.

Passenger and Cargo Growth Number of passengers carried in 2015 by domestic scheduled ­airlines was almost equal to the number in the previous year but the average ­passenger load factor achieved was 78.77%, down from 82.33% in 2014. It turns out that for three consecutive years 2013-2015 annual growth rate tends to decrease in the number of passengers. The growth rate in 2013 = 6.09%, 2014 = 0.96% and 2015 = 0.17%. Similar developments in cargo volumes were slightly lower in 2015 ­compared to 2014. However, the growth rate is very volatile, at minus 5.67% in 2013, and in 2015 again minus 3.51%. The fall in air cargo traffic in 2015 was negatively affected by the ­continued natural disasters such as volcanic eruptions and smoke in ­Sumatra and Kalimantan. A number of business users have preferred ­logistics modes of land transportation and marine transportation modes, rather than airplanes. Carried air cargo in 2015 is estimated at 686,850 tons. The good, ­towards the end of the year there were indications of the economy getting better, tends to strengthen the rupiah, palm oil prices are starting to show a tendency to improve. The economic policy of the government is expected to stimulate economic activity, and the ASEAN open sky policy will run, so that the share of the air cargo market will become larger.

Peran Lalu lintas Penerbangan Dalam Negeri

Viewed from the number of aircraft departure which is 530,761 in 2015, down 20% from the amount of 669.749 in 2014, but, the 2014’s ­figures was rising up 18% from the previous year (2013) of 567,831 ­aircraft departure. In 2013 it increased by 8% from 2012, amounting to 526,358 departure. This development reflects a reduction in the volume of air traffic in 2015, but concurrently the overall number of passengers carried remained rising 0.17% from the previous year. It may indicate a tendency of improved efficiency taking place on the operational side of the airlines. This traffic statistics certainly includes all airlines both scheduled and non-scheduled to charter flights and others. Seen in terms of the number of transit passengers which are ­relatively high, averaging about 10% of the number of passengers departing in the last three years, reflects the degree of connectivity in air transportation service had been positively developing. This means, therefore, that ­domestic flights can be expected to begin to meet the government’s ­targets or efforts in building a nationwide connectivity through air transport network. Such will turn to enhance easy movement of people and their business activities.

Lalu Lintas Penerbangan Internasional

Pangsa Pasar Penumpang Dalam Negeri

Pemberangkatan pesawat pada penerbangan internasional di tahun 2015 berjumlah 74.519, ini turun drastis 27% dari 2014 yang berjumlah 102.656. Padahal tahun 2014 itu merupakan hasil terjadinya peningkatan drastis pula yaitu sebesar 57% dari jumlah di tahun 2013 yang jumlahnya 66.952 pemberangkatan pesawat. Pada sisi lain terjadi peningkatan yaitu jumlah penumpang pada rute penerbangan luar negeri selama tahun2015 yang diangkut oleh maskapai penerbangan nasional tumbuh sebesar 5% terhadap jumlah yang diangkut tahun sebelumnya 2014. Terdapat setidaknya dua gejala. Pertama, operasi ke luar negeri dari maskapai nasional berjadwal memang berkurang, tapi ada juga perubahan penggunaan tipe dan ukuran pesawat dengan mengoperasikan pesawat yang lebih besar. Dalam kaitan itu boleh jadi business traveler dan wisatawan outbound dari Indonesia juga berkurang. Kedua, sebaliknya, tahun 2015 tampak mulainya meningkat penerbangan charter oleh maskapai nasional yang mengangkut wisatawan mancanegara, khususnya dari China. Pada penerbangan internasional ini, peran industri penerbangan yang membuka dan meningkatkan aksesibilitas udara berupa penerbangan langsung dari dan ke luar negeri, telah juga menampakkan peran pentingnya dalam mendukung ekonomi nasional melalui pengembangan penerbangan terkait kegiatan pariwisata.

Proporsi pangsa pasar penumpang pener­bangan berjadwal dalam negeri tak banyak ber­geser selama lima tahun terakhir, dan tahun 2015 masih mencatat tiga terbesar maskapai dalam hal jumlah penum­ pang yaitu berturut-turut Lion Air, Garuda Indonesia dan Citilink. Ketiganya menerbangkan 72.79% dari keseluruhan jumlah penumpang penerbangan ­dalam negeri tahun 2015. Tiga belas operator lainnya mencatat pangsa pasar masing-masing di bawah 10%. Tetapi volume pasar penumpang dalam negeri, bagaimanapun, telah membuktikan betapa ­kegiatan penerbangan telah memberikan peranan signifikan bagi dorongan perluasan dan peningkatan ­kegiatan ekonomi masyarakat. Dampak ganda dari penambahan penerbangan ke daerah-daerah kecil di ­kawasan timur Indonesia, membuat terlaksananya percepatan kegiatan perdagangan barang, dan ­seterusnya.

On the other hand there is an increase that number of passengers on international routes during the year 2015 carried by domestic airlines was growing by 5% against the amount transported in 2014. There are at least two symptoms. First, international operations by ­national scheduled airlines indeed was reduced, but there are also changes into operating more larger aircraft to replace the existing smaller ones. In that regard may be the number of business travelers and outbound ­travelers from Indonesia also was going down. The proportion of the market share of ­scheduled domestic airlines is not much shifted over the past five years, and in 2015 there were recorded three largest airline in terms of carried passenger ­numbers which are Lion Air, Garuda Indonesia and Citilink. All the three flew 72.79% of the total number of passengers in domestic routes in 2015. Thirteen other ­carriers recorded a market share of each ­under 10%. But the domestic passenger market volume, ­however, has proved how such activity has a ­significant role to boost the expansion and ­improving the community’s economic activities. The multiplier effect of the addition of flights to small areas in the eastern region of Indonesia had made the ­acceleration of the trading of goods, and so on.

Maskapai penerbangan nasional yang beroperasi ke luar negeri ­tahun 2015 telah harus mengurangi jumlah jarak dan jam terbang, juga jumlah ­keberangkatan pesawat dibanding operasi tahun 2014. Jumlah penumpang yang diangkut tahun 2014 tercatat 10.252.461 telah turun menjadi 9.533.906 di tahun 2015. Diperkirakan kecenderungan menurun itu terkait situasi ekonomi yang menurun di beberapa Negara, di Indonesia diperkirakan juga lantaran minat penduduk cenderung meningkat untuk melakukan perjalanan di dalam negeri ketimbang ke luar negeri. Ada pula gejala operasi penerbangan ­charter untuk penumpang yang berwisata dari luar negeri kian bertambah di tahun 2015, terutama dari China ke destinasi wisata di dalam Indonesia. Sebanyak 50 kota di luar Indonesia di 27 Negara telah terhubungkan oleh penerbangan di tahun 2015, baik oleh maskapai nasional maupun maskapai asing. Terdapat kecenderungan akan bertambah kota-kota, terutama sejumlah seconday cities di negeri China, Korea dan Jepang yang akan dilayani oleh ­operator nasional maupun asing, dengan penerbangan tidak-berjadwal ­maupun berjadwal. ASEAN Open Sky akan membuka penerbangan baru antarkota ke ­Indonesia. Semua tampak akan sejalan dengan fokus pemerintah meningkatkan konekifitas yang mencakup seluruh daerah di barat dan timur Indonesia. Dari dimensi kurun waktu lima tahun terakhir, mas­kapai nasional pada rute internasional mengalami bisnis yang lebih fluktuatif dibandingkan operasi di dalam ­negeri. ­Lihatlah average passenger load factor 74,03% tahun 2012 turun ke 69,34% tahun 2013 dan turun lagi menjadi 61,76% tahun 2014 namun meningkat ke 71,51% tahun 2015. Sebaliknya volume kargo yang diangkut mengalami penurunan hanya di tahun 2015 terhadap volume tahun 2014, setelah empat tahun sebelumnya meningkat setiap tahun. Namun demikian di tahun 2015 terdapat cukup ­indikasi yang menunjukkan arah akan bertambahnya pener­ bangan ke/dari luar negeri yang terkait dengan ­volume pasar penumpang di Indonesia dan Timur ­Tengah dan Timur Jauh (China, Jepang, Korea, Taiwan). Dari ­Indonesia berpotensi meningkatnya volume konsumen ­penumpang untuk wisata, tenaga kerja, perjalanaan ­religi, sebalik­ nya dari luar negeri berpotensi terutama ­mengangkut wisatawan mancanegara ke destinasi di daerah-daerah di dalam negeri Indonesia.

The Fluctuated International Business

On International Routes The national airline that operates to overseas country in 2015 has had to reduce the number of miles and hours of flying, also the number of departing aircraft operations than in 2014. There is a tendency to ­increase especially in the number of domestic secondary cities in China, ­Korea and Japan that will be serviced by national and foreign airlines, either by ­scheduled or non-scheduled airlines. ASEAN Open Sky will open potentially a new intercity flights to Indonesia. All seemed to be in line with the government focus on improving the connectivity covering all regions in western and eastern Indonesia. That will also show the prominent role and contribution of aviation to the economy of society and the State.

From the dimensions of the last five-year period, the national carrier on international routes experiencing more volatile than business operations in the country. Look at the average passenger load factor of 74.03% in 2012 down to 69.34% in 2013 and fell further to 61.76% in 2014 but increased to 71.51% in 2015. In contrast the volume of cargo transported decreased only in 2015 compared to that of the volume in 2014, after four years of previous ­increases consecutively in every year. However, in 2015 there were enough indications that indicate a direction of flights operation to be increasing to / from abroad associated with potential market volume of passenger in Indonesia and the Middle East and the Far East (China, Japan, Korea, Taiwan). Indonesia has the ­potential volume of passengers for travel consumers, ­labor, religious travel, and reversely from abroad there is potential mainly transporting tourists to destinations in ­areas within Indonesia.

Kinerja keseluruhan penerbangan dalam negeri oleh ­ askapai berjadwal di tahun 2015 memang mencerminkan m gejala peningkatan efisiensi yang dilakukan oleh airlines ­dalam operasi penerbangan. Rute yang diterbangi bertambah, tapi jumlah destinasi relatif sama, sedangkan frekuensi terbang jumlahnya menurun, — antara tahun 2015 dibandigkan ­tahun2014. Lalu, jumlah keseluruan penumpang yang diangkut pun relatif sama antara jumlah di tahun 2015 dan tahun 2014. Tahun 2015 frekuensi penerbangan berjadwal dalam negeri turun sekitar 0,04%, yang menghubungkan 115 kota di ­seluruh Indonesia dengan 270 rute yang dilayani oleh 16 ­operator. ­Terdapat penambahan sebanyak 1 maskapai yang ber­operasi. Dari total 128 juta kursi yang tersedia, lebih dari 76 juta ­di­gunakan penumpang. Namun jumlah penumpang yang stagnan itu harus dibayar dengan turunnya rata-rata load factor yang bisa dicapai.

The overall performance of domestic flights by scheduled airlines in 2015 reflects the symptoms of increased ­efficiency implemented by airlines in their operations. Routes flown ­increased, but the number of destinations is relatively the same, while the flight frequency number decreased, ­—between 2015 and year 2014. Then, the number of passengers carried as a whole was relatively similar between the amount in 2015 and 2014. In 2015 the frequency of scheduled flights in the country fell by about 0.04%, which connect 115 cities throughout ­Indonesia with 270 routes served by 16 carriers. Pada tahun 2013 pangsa pasar penerbangan tidak ber­jadwal dan penerbangan charter telah dibagi-bagi oleh pengguna yang terdiri dari bidang kegiatan: Minyak dan Gas, Korporit, Pelayanan ­Kesehatan, Pariwisata, Logistik, Survey Photo Aerial, Spot ­Charter, Pertambang­ an dan Perkebunan. Total nilai yang dihasilkan dari pasar ini bagi ­industri penerbangan tercatat mencapai USD 530 juta. Sayang sekali pada tahun 2015, dengan para pengguna yang sama, hasil total yang dicapai telah berkurang lebih 50% sehingga tercatat total nilai USD 230 juta. Sebanyak 20 ­perusahaan penerbangan tak berjadwal kini tercatat ­sebagai anggota INACA. Adapun sumber utama dari bidang kegiatan Minyak dan Gas di Indonesia untuk bisnis pe­nerbangan terdiri dari ­sebagai berikut: Chevron, Petrochina, Conoco, Pertamina, Medco, Exxon, Santos, Total dan Premier Oil. Pertumbuhan yang baik telah dialami dalam bisnis charter ­helikopter ketika pertumbuhan bisnis ini di ASEAN pada 2015 dibanding­kan dengan tahun sebelumnya menunjukkan ­sebagai berikut: Indonesia +8%, Filipina +8%, Thailand +1% tapi Malaysia –2%.

Ada perkiraan bahwa rata-rata volume kargo udara di bandara-bandara yang dikelola BUMN AP I dan AP II di tahun 2015 akan tumbuh berkisar 6%. Bahkan AP II optimis bisa tumbuh 9%-10% dari realisasi tahun 2014. Tapi sayang prediksi itu tak tercapai seperti terlihat pada diagram ini. Dilihat dari perspektif regional, ternyata Asia Pasifik dan Amerika Utara menjadi wilayah dengan ­permintaan jasa kargo udara paling anjlok secara ­signifikan, yakni masing-masing 5,2% dan 1,8%. Persaingan sengit, kapasitas meningkat dan ­permintaan stagnan, membuat bisnis kargo udara menjadi sulit untuk menghasilkan keuntungan. Hal ini membuat tahun 2016 diprediksi akan menjadi tahun yang sulit bagi bisnis kargo. Diagram ini mengindikasikan trend bisnis air cargo di Indonesia selama lima tahun terakhir hingga tahun 2015. Tiga perusahaan penerbangan nasional tidak berjadwal spesialis kargo kini beroperasi di Indonesia.

Tahun 2015 para operator penerbangan menjalani pengawasan dari pemerintah lebih dari apa yang berjalan selama ini, terhadap pesawat-pesawat yang akan dioperasikan di wilayah ­Republik Indonesia. Dengan Peraturan Menteri Perhubungan No. 160 Tahun 2015 ditentukan bahwa pesawat yang didaftarkan dan dioperasikan untuk pertama kalinya di wilayah Republik Indonesia, maksimal berusia 10 tahun untuk pesawat udara ­kategori transportasi dan kategori normal atau komuter angkutan udara penum­ pang, dan 15 tahun untuk pesawat udara khusus kargo (freighter). Pesawat udara yang tidak memenuhi persyaratan (pertama kali ­didaftarkan usia pesawatnya lebih dari 10 tahun) maka tidak dapat di­ daftarkan dan dioperasikan di wilayah Indonesia. There were earlier estimates that the average ­volume of air cargo at airports managed state owned companies AP I and AP II in 2015 will grow around 6%. AP II even was optimistic with a predicted growth of 9% -10% of the realization in 2014. But unfortunately the prediction was not achieved as shown in this ­diagram. From a regional perspective, Asia Pacific and North America turned out to be regions where the most ­demand for air cargo services fell significantly, which was respectively 5.2% and 1.8%, according to IATA. Competition is fierce, capacity increased and ­demand is stagnant, making the air cargo business becomes difficult to turn a profit. This makes the year 2016 is predicted to be a difficult year for the cargo business. This chart indicates the air cargo business trends in Indonesia over the past five years until 2015. Three national non-scheduled airlines as cargo specialists are now operating in Indonesia.

In year 2015 the airline operators undergo the scrutiny of government over the planes that will be operated in the territory of the Repu­ blic of ­Indonesia. Regulation of the Minister of Transportation No. 160/2015 determined that the aircraft that will be registered and operated for the first time in the territory of the Republic of Indonesia, must be of maximum of 10 years old for aircraft of transport category and normal ­category or commuter passenger air transport, and 15 years for cargo aircraft (freighters). Aircraft that do not meet the requirements (plane was first registered of more than 10 years old) then it can not be registered and operated in the territory of Indonesia. Transport category aircraft or normal or commuting for air transport of passengers or cargo transport enterprises (freighter) operating in the

Indonesia, maksimal berusia 30 ­tahun. Bilamana batas usia pesawat tersebut melebihi, maka tidak dapat di­operasikan di wilayah Indonesia. Lalu diminta agar Badan Usaha Angkutan Udara Niaga diwajibkan untuk menyesuaikan diri dengan ketentuan tersebut paling lambat

pada 15 ­Oktober 2018 atau 36 bulan sejak peng­ undangan peraturan tersebut. Peremajaan pesawat udara ini dilakukan de­ ngan maksud untuk meningkatkan keselamatan dan kenyamanan pada angkutan udara serta menjaga kelestarian lingkungan hidup.

Pembebasan BM Impor Suku Cadang

Tiga musim puncak bagi penerbangan di Indonesia setiap t­ ahun meningkatkan jumlah penumpang dalam jumlah relatif ­besar, kecuali pada penerbangan internasional di tahun 2015, ketika untuk pertama kali dalam lima tahun terakhir terjadi penurunan –3,31% khususnya di periode antara 7 hari sebelum hingga 7 hari setelah Hari H Lebaran. Lebaran adalah hari raya utama kaum muslim dan mereka ­secara tradisional melakukan perjalanan pulang ke kota kelahiran atau berkumpul dengan keluarga besar masing-masing. Ber­samaan dengan itu pertumbuhan yang relatif tinggi sekali pada rute domestik mencerminkan kecenderungan umum minat bepergian di dalam negeri semakin banyak ketimbang bepergian ke luar negeri. Dua musim puncak lainnya ialah periode minggu hari Natal dan minggu sekitar hari Tahun Baru. Pada dua periode itu pun operator memerlukan sejumlah extra flights untuk memenuhi per­ mintaan yang meningkat. Di samping itu ada beberapa long-weekend dalam setahun di mana terjadi peningkatan tajam jumlah lalu lintas penumpang kendati tidak sampai memerlukan extra flights tetapi setiap pe­ nerbangan cenderung fully booked.

Setelah beberapa tahun diperjuangkan oleh INACA, di tahun 2015 terbitlah Peraturan Menteri Keuangan No.193/PMK.03/2015 tentang Tata Cara Pemberian Fasilitas Bea Masuk (BM) Atas Impor dan Penye­rahan Jasa Kena Pajak Terkait Alat Angkutan Tertentu. Peraturan tersebut akan sangat membantu operator penerbangan ­nasional dalam mengembangkan usaha. Dengan pembebasan BM tersebut, maskapai nasional dapat meningkatkan kualitas ­pelayanan demi mengutamakan keselamatan dan ­keamanan, karena maskapai akan le­bih ­berkemampuan memprioritaskan perawatan ­pesawat. Sementara itu Masyarakat Ekonomi ASEAN

2016 akan memberlakukan single aviation ­market di mana persaing­an bisnis penerbangan pun akan semakin ketat. Pembebasan pajak tersebut menjadi insentif yang akan membantu maskapai nasional dalam berkompetisi di tingkat regional ASEAN. Di akhir tahun menurut BPS pada bulan Desember 2015 Rupiah terdepresiasi 0,49 persen terhadap dolar Amerika, sehingga level terendah ratarata nasional kurs tengah eceran rupiah terhadap dolar Amerika terjadi pada minggu ketiga Desember 2015 yaitu Rp14.013,19 per dolar ­Amerika. Berarti hingga akhir tahun 2015 kurs rupiah terhadap dollar Amerika bertengger tetap pada level relatif tinggi. Itu berpengaruh signifikan ter­ hadap relatif tingginya biaya-biaya di industri penerbangan nasional.

Yearly Three Peak Seasons There are three peak seasons for air travel in Indonesia that e­ very year rise up the number of passengers in relatively large quantities, except on international route in 2015, when for the first time in the last five years went down by –3.31%, especially in the period between 7 days before till 7 days after D-Day moslem Eid holiday called as Lebaran. Lebaran is a main Muslim feast, and they traditionally do the trip returning to the hometown for a big family get together. At the same time a relatively high growth in domestic service in the same year of 2015 reflects a general trend in the domestic interest ­traveling more than traveling abroad. Another is the peak season in two week period around ­Christmas and the week of New Year’s day. This two periods also require a number of extra flights of carriers to meet high growing demand. In addition, there are several long-weekend in every year that usually push a sharp increase in passenger traffic despite not necessarily require extra flight frequency but every flight tends to be always fully booked.

Suku cadang yang memperoleh pembebasan BM (Bea Masuk) itu jumlahnya 25 item, di antaranya suku cadang rangka komponen ­pesawat terbang, ban luar dan ban dalam pesawat terbang baik yang baru maupun ­vulkanisir, mesin torak pesawat udara dan suku cadangnya, mesin turbin pesawat udara.

After several years advocated by INACA, in 2015 ­Finance Minister published a Regulation 193/PMK.03/2015 on Procedures for the ­Facilitation of Import Duty exemption on the ­Import and delivery of Taxable Services Related to Specific Transport Equipment. The regulation will greatly help the national airline operator in developing their ­business. Sertifikasi dan Operasi Penerbangan Komuter dan Charter Pembaharuan juga dilakukan pada PersyaratanPersyaratan Sertifikasi dan Operasi Bagi Perusahaan Angkutan Udara Niaga Untuk Penerbangan Komuter dan Charter. Beberapa perubahan antara lain menyangkut definsi Extended Over Water ­Operations, yang meliputi jarak penerbangan, serta definisi kategori A dan kategori B yang memilah jenis dan spesifikasi pesawat. Peraturan Menteri Perhubungan No. 152 Tahun 2015 memperbarui pengaturan tersebut atas dasar pertimbangan adanya muncul beberapa standar baru terkait sertifikasi dan pengoperasian perusahaan angkutan udara untuk penerbangan komuter dan charter. Melalui PM 152 itu juga diatur susunan struktural manajemen perusahaan maskapai penerbangan yang harus diikuti dan dipenuhi setiap perusahaan penerbangan berjadwal dan tidak berjadwal. ­Struktur manajemen antara lain harus terdiri

dari Direktur Utama, Direktur Keselamatan Penerbangan, Direktur Operasi, Direktur Pemeliharaan, ­Pilot Kepala, Inspektur Pengawasan dan Kepala Awak ­Penerbangan/manajer awak kokpit. Setiap terjadi perubahan komposisi struktural di jajaran pimpinan haruslah dilaporkan kepada ­Kementerian Perhubungan, untuk ini telah dibuat ­ketentuan, batas waktu dan mekanismenya. Demikian juga perubahan rute, jadwal pener­bangan baik penerbangan berjadwal maupun tidak berjadwal. Hal-hal spesifik yang diatur lagi adalah terkait ­informasi operasional penerbangan, area dan wilayah operasional penerbangan sebuah maskapai, serta ketersediaan pusat pendidikan. Diatur juga keterkaitan groundhandling, prosedur penerbangan dan navigasi, termasuk jam kerja pilot, aturan pengisian avtur dan ketentuan fuel. Setiap maskapai diharuskan memiliki standar pengawasan dan mekanisme untuk pengisian avtur.

Any changes in the leadership ranks of the ­structural composition must be reported to the ­Ministry of Transportation, for it has made provisions, deadlines and mechanisms. Likewise for the changes in the flight schedule both of scheduled and non-scheduled airlines. Specific things that set again is related to operational information for flights, areas and operational areas of an airline, as well as the availability of education centers. It as well regulate ground handling related ­matters, flight and navigation procedures, ­including pilots working hours, aviation fuel charging rules and regulations of fueling. Each airline is required to have supervisory standards and mechanisms for ­charging aviation fuel.

Industri penerbangan diperhitungkan mengalami pertumbuhan antara 10–15 % setiap tahun, bersamaan itu maskapai penerbangan menambah terus jumlah armada pesawat terbang. Keadaan itu menuntut penambahan sumber daya ­manusia terutama pilot dan engineer. Kebutuhan penambahan pilot diperkirakan sekitar 600 orang setiap tahun, itulah yang harus dipenuhi oleh pemerintah serta stakeholder dunia penerbangan di Indonesia. Beberapa airlines anggota INACA telah mempunyai ­masing-masing sekolah pendidikan pilot, termasuk Lion Air, Sriwijaya Air, Trigana Air, Transnusa, Air Asia, di samping ­sekolah-sekolah pendidikan pilot yang didirikan dan dikelola oleh swasta lainnya.

The national airline industry experienced growth accounted for averagely between 10-15% every year in the last ten years, and at the same time the airline adds their number of planes continuously. Bandara yang beroperasi over capacity tidak hanya berlangsung di satu atau dua bandara saja. Contohnya 7 dari 13 bandara di bawah pengelolaan AP II sudah bekerja over capacity. Terjadi peningkatan kualitas bandara antara lain kerapihan dan kecukupan fisik pada ruang dan fasilitas pelayanan umum di dalam terminal setiap bandara. Perusahaan pengelola bandara ­diwajibkan oleh pemerintah menyediakan fasilitas untuk pelayanan operasional penerbangan paling sedikit 70 persen dan fasilitas untuk ­pelayanan komersial paling banyak 30 per­sen dari total luas terminal penumpang dikurangi ruang sirkulasi dan utilitas bangunan sebesar 20 persen. Itu dilaksanakan berdasarkan Peraturan Menteri Perhu­bungan No. 129 Tahun 2015 tanggal 26 Agustus 2015. Per­aturan itu menentukan proporsi fasilitas untuk pelayanan komersil antara lain, tempat perbelanjaan (duty free), tempat makan dan minum serta pelayanan kenyamanan penumpang seperti bank, ATM, tempat penukaran uang, CIP Lounge, perkantoran, spa dan massage dan lainnya. Tercatat empat bandara utama yang terbesar dalam hal jumlah penumpang yang diayani tahun 2015, yaitu terdiri dari: bandara Soekarno-Hatta Jakarta melayani 28,22% dari jumlah keseluruhan penumpang penerbangan domestik, disusul oleh bandara Juanda Surabaya 9,98%, bandara Ngurah Rai ­Denpasar 6,12%, dan ­bandara Kualanamu Medan 4,74%. Pemerintah saat ini ­melaksa­nakan pembangunan dan pening­ katan fasilitas bandara yang cukup ­massif, termasuk perluasan apron untuk parkir pesawat dan taxy way di beberapa bandara, dan tersebar merata di bagian barat, tengah dan timur ­Indonesia. ­Beberapa sudah dioperasikan tahun 2015, dan sejumlah lainnya akan rampung tahun 2016, 2017 dan ­seterusnya.

Airports operating overcapacity does not only take place in one or two airports. For example, 7 of the 13 airports under the management of AP II already working over capacity. There have been improvement in the quality of airports, among others, tidiness and sufficiency of physical space and public service facilities in each airport terminal. Pemerintah menerapkan Peraturan Menteri Perhubungan Nomor PM 89 ­Tahun 2015 tanggal 8 Mei 2015, mengenai Penanganan Keterlambatan ­Penerbangan dan mengenai Sanksi bagi Badan Usaha Angkutan Udara Niaga Berjadwal yang tidak melakukan penanganan atau penyelesaian keluhan pengguna jasa angkutan udara terhadap keterlambatan penerbangan. Selain itu juga Peraturan Menteri ­Perhubungan Nomor KM 25 Tahun 2008 yang telah diubah, diterapkan terhadap perusahaan penerbangan yang tidak melaksanakan penerbangan selama 21 hari berturut-turut maka akan dicabut izin rute penerbangan domestiknya. Pemerintah menuntaskan urusan kecelakaan pesawat udara yang dialami empat badan usaha angkutan udara pada tahun 2015. Mengenai delay pada ketibaan atau keberangkatan pesawat, di Indonesia telah mulai cenderung disebabkan oleh kepadatan lalu lintas udara saat hendak take off ataupun ketika hendak mendarat, yang mana kondisi itu terkait dengan keterbatasan fasilitas di bandara yang sibuk. Sebagaimana dimaklumi, sebagian bandara-bandara utama telah harus melayani lalu lintas penerbangan dan penumpang di atas kapasitasnya.

The government imposed a Minister of Transportation Regulation No. 89 PM 2015 ­dated May 8, 2015 about sanctions to be applied towards the ­Management of Flight Delay of Scheduled Airlines that does not fulfill the handling or ­settlement of complaints from users of air transport services. In addition, the Regulation of the Minister of Transportation No. KM 25 of 2008 which had been amended, applies to airlines in domestic flight service which do not carry out flights for 21 consecutive days, the license will be revoked. Government in 2015 have solved the affairs of four aircraft accidents. As a matter of fact delay in the flight arrival or departure in Indonesia has ­begun tend to be caused by air traffic density during moments to take off or about to land, which was related to the conditions of limited air side facilities at the busy airport. It is understood that most of the major airports have had to serve air t­ raffic and passenger above their normal capacity.

Provide feedback to the Ministry of Commerce’s public ­policy team in regard to policies on import duty for aircraft spare parts. 5. Follow up process of the Agreement with civil authority at Halim Perdanakusuma Airport on fees and permits. 6. Regulation of Import of Reconditioned (re-tread) aircraft tires by the Ministry of Trade is in the process with ­reference to the letter from INACA: INC-1001/175 / XI / 2015, dated ­November 4, 2015 on Subject: Request for Import of reconditioned aircraft tire (re-tread ) to be excluded from the technical inspection by a surveyor in the country where the goods are loaded.

Out look Yang tengah berlangsung saat ini adalah pembangunan dan pengembangan infrastruktur yang cukup massif di negeri ini yakni infrastruktur darat, laut dan udara oleh pemerintahan sejak akhir tahun 2014, yang berkesinambungan meningkatkan kemampuan, kuantitas dan kualitas sistem transportasi. Semua diarahkan agar mendukung pertumbuhan ekonomi nasional. Bagi industri penerbangan di tahun 2015, pertumbuhan komersial belum kembali pada tingkat kinerja yang pernah dicapai beberapa tahun sebelumnya. Tetapi dinamika yang baru telah terjadi pada gerak perekonomian nasional yang bertumbuh sekitar 5%, dan itu tetap memberi peluang industri penerbangan bertumbuh dari dimensi kualitas, kuantitas, armada dan tekhnologi. Pertumbuhan bisnis penerbangan kini semakin saling terdorong dan mendorong dengan sektor lain, yaitu dengan kegiatan ekonomi perdagangan, industri dan pariwisata. Tahun 2015 ditandai dengan berkembangnya bisnis pe­ nerbangan charter mengangkut penumpang dari/ke luar negeri, sementara di dalam negeri tahun 2015 penerbangan

Dengan kata lain, lalu lintas penumpang cenderung meningkat pada daerahdaerah di luar Jawa-Bali. Lalu lintas penumpang di rute luar negeri yang diangkut maskapai nasional dan asing, peningkatannya juga terindikasi relative tinggi di bandara di luar Jawa-Bali antara lain bandara Hasanuddin-Makassar. Melalui tiga bandara utama di Jakarta, Bali, Surabaya, jumlah penumpang yang berangkat ke luar negeri justru menurun. Menjelang akhir tahun 2015 dibuat proyeksi yang meng­ indikasikan target trafik kargo udara tahun 2016 akan bisa mencapai sekitar 763.165 ton, atau tumbuh 9% –10% dari tahun 2015. Maka sampai di situ dapatlah ditarik indikasi bahwa proyeksi tahun berikutnya, penerbangan berjadwal di dalam negeri akan semakin cenderung meningkat di luar Jawa-Bali, baik penumpang maupun kargo. Penerbangan tidak berjadwal akan meningkat mengikuti gerak naiknya kegiatan ekonomi terkait dengan efek pembelanjaan pemerintah pada pembangunan dan pengembangan infrastruktur darat, laut dan udara. Pertambahan seat capacity dan jumlah penumpang di rute dalam negeri dan luar negeri tentu akan tetap terjadi di tahun 2016, namun mungkin tidak linier juga meningkatkan seat load factor. SLF boleh jadi tidak naik dan tidak turun dengan signifikan, terdapat indikasi para operator akan meningkatkan efisiensi dalam operasinya. Itu juga sejalan dengan tuntutan akan perlunya penggunaan teknologi yang mengefisienkan proses dan saluran-saluran pemasaran, distribusi dan penjualan. Sehubungan itu digitalisasi merupakan arus yang harus diikuti oleh para operator.
