Skills shortages cost Ontario economy billions annually Ontario is losing out on as much as $24.3 billion in economic activity and $3.7 billion in provincial tax revenues annually because employers cannot find people with the skills they need to innovate and grow in today’s economy, according to The Need to Make Skills Work: The Cost of Ontario’s Skills Gap. “This is money that could provide substantial economic and social benefits to Ontarians. Closing the skills gap could help the province reduce public debt or invest in much needed infrastructure improvements,” said Michael Bloom, Vice-President, Organizational Effectiveness and Learning. “Consider, for example, that a proposed expansion of public transit in the Greater Toronto-Hamilton Area would require an estimated $2 billion per year, over 25 years, to complete.”

HIGHLIGHTS

• While much has been written about Ontario’s skills challenges, little has been done to examine their true economic costs, and what can be done to prevent a skills crisis. • The Ontario economy is also losing out due to skills mismatches – individuals who are employed in jobs that fail to fully utilize their skills and training. • Better linkages between employers and post-secondary institutions, and among post-secondary institutions themselves, will improve workplace-based experiential learning.

Skills gaps currently affect much of Ontario’s economy, including sectors that account for almost 40 per cent of employment: manufacturing; health care; professional, scientific, and technical services; and financial industries. Skills gaps are projected to worsen if action is not taken. “Ontario cannot afford to live with a skills gap of this magnitude. The need for action is urgent, since changes in education will take years to bear fruit in the labour force,” said Bloom. To get a clear picture of employers’ skills needs, the Conference Board conducted the

Ontario Employer Skills Survey. More than 1,500 Ontario employers, representing over 760,000 employees (13.5 per cent of the workforce) from across the provincial economy, responded to the survey. Survey results show that employers most need post-secondary graduates in science, engineering, and technology; and business and finance. The most widespread needs are for employees with two- or three-year college diplomas (57 per cent); four-year degrees (44 per cent); and trades (41 per cent). The negative impact on the Ontario econo-

Another issue with economic consequences is skills mismatches in the labour force –individuals whose skills and training are not being fully utilized in the jobs they have. The Conference Board estimates that these mismatches, by themselves, cost Ontario’s economy and workers up to $4.1 billion in foregone gross domestic product (all GDP figures in 2002 dollars) and $627 million in provincial tax revenues annually (all tax revenue figures in current dollars). Many post-secondary education graduates have skills and training in sectors with few available jobs. In addition, employers sometimes fail to make the most of their employees’ skills and talents. Many stakeholders have a role to play – individually and collaboratively – in alleviating Ontario’s skills gaps: • Employers can increase their training and development investments and provide more experiential learning opportunities – such as apprenticeships, co-op placements, and paid internships. • Educators can better align programs to the needs of the economy. • Governments can allocate additional resources for experiential learning opportunities, and collect and share better labour market information. • Students can match their own education and training planning to the realities of the labour market. ●

The future of freelancing: calibre of independent talent is rising The freelance talent pool has grown stronger, a new survey suggests. Nearly seven in 10 (69 per cent) of advertising and marketing executives interviewed by The Creative Group said the calibre of independent creative professionals has increased in the last five years; among those, 22 per cent said it has increased significantly. Respondents cited “access to specialised skills or knowledge” as the greatest benefit of using freelancers. These findings and additional information, including tips for working with freelancers and questions to consider before pursuing

a consulting career, are accessible in a new infographic from The Creative Group, a specialised staffing service for interactive, design and marketing professionals. It can be found at http://www.creativegroup.com/freelancing-infographic. “Organisations are more often bringing in project professionals to help with heavy workloads or provide specialised skills that don’t exist internally,” said Alicia Brum, branch manager of The Creative Group. “When freelancers are brought in to fill skills gaps, they can impart their knowledge on

full-time employees, which is an added bonus for companies.” The research also shows contract work is an attractive option for many people in the creative industry: Nearly four in 10 (39 per cent) advertising and marketing executives said it’s likely they would work as independent professionals at some point in their career. “Freelancing is becoming a more attractive career option for creative professionals, particularly those with in-demand skills, like web and user experience designers,” Brum said. “These professionals are highly

sought by companies of all sizes, and so they generally have more options in choosing what projects they take on and how much they’re paid.” The research is from a national study developed by The Creative Group and conducted by an independent research firm. It is based on more than 250 telephone interviews – approximately 200 with marketing executives randomly selected from companies with 100 or more employees and 50 with advertising executives randomly selected from agencies with 20 or more employees. ●

In June, employment was virtually unchanged and the unemployment rate remained at 7.1 per cent. In the first half of 2013, employment growth averaged 14,000 per month, slower than the average of 27,000 in the last six months of 2012. Over this 12-month period, employment grew by 1.4 per cent (+242,000), and the total number of hours worked increased by 0.6 per cent. Following an increase in May, employment in Ontario was little changed in June, as a gain in part-time work was offset by a decline in full-time work. The unemployment rate rose 0.2 percentage points to 7.5 per cent. Compared with 12 months earlier, employment in the province was up 1.6 per cent. Floods in parts of southern Alberta began after the June reference week for the Labour Force Survey (LFS), which was from Sunday June 9 to Saturday June 15. The flooding occurred towards the end of the collection period. While collection activities slowed in the affected communities that were in sample, final response rates for these communities were within normal range. Therefore, it is believed that the impact of the floods on June estimates was negligible. In July, questions on the impact of the floods on hours worked will be added to the LFS, with estimates to be released in mid-August. Employment in professional, scientific and technical services increased by 27,000 in June. Compared with 12 months earlier, employment grew by 4.9 per cent (+63,000), one of the high-

est growth rates among all industries. In June, there were declines in accommodation and food services (-20,000) and information, culture and recreation (-15,000). While employment in construction was little changed in June, it increased 6.2 per cent on a year-over-year basis. Employment in this industry has been on an upward trend since the autumn of 2012. Manufacturing employment has been little changed in recent months, following a decline of 71,000 during the first three months of 2013. The number of private and public sector employees and the self-employed was little changed in June. Compared with 12 months earlier, growth among private sector employees was 1.2 per cent (+137,000), with all the gains in the second half of 2012. At the same time, the number of public sector employees was up 1.5 per cent (+55,000), with increases spread throughout the period. As for the self-employed, growth was 1.9 per cent (+51,000), the bulk of which occurred in the first quarter of 2013. Among returning students aged 20 to 24, the employment rate was 68.0 per cent in June, up from 63.2 per cent in June 2012. Their unemployment rate was 11.4 per cent in June, down from 13.0 per cent a year earlier. The employment rate for 17- to 19-yearold students was 51.9 per cent in June, similar to the rate observed 12 months earlier. Over the same period, the unemployment rate for these students declined from 17.3 per cent to 15.7 per cent. ●
