Youth Jobs Strategy gains momentum would invest $295 million over two years to create employment opportunities for about 30,000 youth, while promoting innovation and entrepreneurship. The strategy would focus on four core programs, including: • The Ontario Youth Employment Fund, which would create new job opportunities for youth across Ontario. • The Ontario Youth Entrepreneurship Fund, which would support the next generation of entrepreneurs through mentorship, startup capital and outreach. • The Ontario Youth Innovation Fund, which would help youth lead industrial research, development and commercialization. • The Business-Labour Connectivity and Training Fund, which would bring together business, labour, educators and youth to identify and develop the skills young people need to succeed. Helping youth succeed in a 21st-century economy is part of the Ontario government’s plan to build a prosperous and fair province.
Ontario is kicking-off consultations on the Youth Jobs Strategy to help connect young people with good jobs. Key youth, business, education, labour and non-profit leaders came together in Toronto to advise the government on ways to increase opportunities for youth employment and to encourage entrepreneurship and innovation across the province.

Survey shows temporary workers fill multiple needs Companies are using temporary professionals for a range of roles, from ensuring productivity remains on track to assessing potential full-time staff, a new Accountemps survey finds. Nine in 10 (90 per cent) chief financial officers (CFOs) interviewed find it very or somewhat beneficial to use temporary workers when maintaining productivity. Eighty-nine per cent of survey respondents said hiring contingent staff is an effective way to evaluate prospective first-time employees firsthand. “Given the uptick in demand for temporary professionals in the current market, more employers are feeling the need to rely more heavily on the flexible workforce,” said Greg Scileppi, president of Robert Half, International Staffing Operations. “Supplement-
ing core teams with project professionals is not only a cost-effective staffing strategy, but allows firms to be more nimble and access specialised expertise at a much quicker pace.” “Job seekers who wish to get their foot in the door with a particular company may also find this arrangement ideal, as it allows the individual to gauge their potential fit for the position, and assess a company’s culture before determining whether to pursue a fulltime role at the organisation,” added Scileppi. Accountemps highlights five ways for managers to help temporary professionals get off to a good start: • Get everyone on the same page. Before the new employee starts, let your team know why he or she is being brought on, the type
of work to be performed and how the contributions will help alleviate workloads in the department. • Set a game plan. Temporary professionals can contribute more quickly if they know what is expected of them from day one. Give clear direction, such as project details and deadlines, at the start of any assignment. • Select a single point of contact. It’s best to have you or someone on your staff who thoroughly understands the scope of work oversee the interim professional’s progress. Just as you would with a full-time employee, establish open lines of communication to ensure a smooth project transition. • Stay in touch. Continue to check in with the temporary staff member to answer ques-
tions, provide feedback and ensure the project is on track. • Give updates. If you are working through a staffing firm, let your contact there know how the interim employee is performing. This will provide valuable feedback for his or her future assignments. Also, let the staffing firm know upfront if you are contemplating a temporary-to-hire arrangement. Temporary assignments can be a good way to evaluate prospective new hires firsthand. The survey was developed by Accountemps and conducted by an independent research firm. It includes responses from more than 116 CFOs who use temporary workers, from a stratified random sample of Canadian companies with 20 or more employees. ●

Small businesses in Eastern Ontario receive support Premier Kathleen Wynne visited Anchor Concrete in Kingston recently, where she highlighted the government’s commitment to supporting small businesses, allowing them to create more jobs and support regional economic growth. “We want companies like Anchor Concrete to be able to hire new employees and keep driving Ontario’s economic growth. Increasing the Employer Health Tax exemption and investing in regional support programs like the EODF are an important part of our plan to help businesses expand and create more jobs,” said Wynne. The new 2013 Budget includes an increase to the Employer Health Tax (EHT) exemption, which would bring relief to small businesses and make it easier for them to hire new employees. “We are focused on fostering a strong business environment with a competitive tax system,” said Minister of Economic Development, Trade and Employment Dr. Eric Hoskins. “This will help small businesses across the province grow, create more jobs and ultimately strengthen Ontario’s economy.” If the Budget bill is passed and proclaimed, the exemption would be increased from $400,000 to $450,000 beginning Jan. 1, 2014. This would have a positive impact for more than 60,000 employers across Ontario, including 12,000 that would no longer pay EHT. The government is also supporting regional economic growth through initiatives such
as the Eastern Ontario Development Fund (EODF) and the Southwestern Ontario Development Fund (SWODF), which support local companies, promote regional economic development and enhance Ontario’s overall economic competitiveness. “Our government is working to make sure every part of this province can prosper,” said MPP of Kingston and the Islands John Gerretsen. “That’s why I’m pleased to be here with Premier Wynne to outline our government’s plan to support small businesses in Kingston and the Islands and across the province. We are doing everything we can to help people in their everyday lives.” Through the 2013 Budget, the government wants to create jobs and support regional economies, while helping people with their everyday lives.
QUICK FACTS • If the proposed Employer Health Tax exemption is implemented, 88 per cent of Ontario private sector employers would not pay EHT nor incur the compliance costs of filing an EHT return. • Since it launched in 2008, the EODF has helped to create and protect more than 14,000 jobs in eastern Ontario. The EODF was made permanent in October, 2012. • Following the success of the EODF, the government launched the Southwestern Ontario Development Fund in October, 2012. It has helped to create and protect 2,200 jobs. ●
