New support service for county’s carers thanks to joint-funding Cumbria’s army of carers will be better supported under a new service joint-funded by Cumbria County Council and NHS Cumbria Clinical Commissioning Group (CCG). The commissioning of the new service - Carers Assessment and Support Services - will now have a budget of up to £1.43m starting from July 2014, including £500,000 from the CCG. The benefits of joint-purchasing involving both organisations are lower combined costs for procurement, contracting and monitoring; better outcomes for carers and those they care for; clearer referrals for health and social care professionals, and a potential reduction of overheads charged by the provider. Joint-funding from the county council and CCG will allow local carers organisations work together to provide support to carers. Carers will have an assessment of their own needs as a carer. Often these assessments are carried out by carers organisations who can then arrange for a carers budget or for services to support the carer in their caring role, such as: - Information and advice. - Breaks - often called respite care. - Carers’ emergency card. - Support at home and emotional support. - Daily living equipment. Caring for someone is something which can be extremely rewarding but also very difficult. Carers are twice as likely to report ill health and around 80 per cent of carers say caring for someone has damaged their own health. Part of new service includes a new, dedicated telephone advice service following feedback from carers across the county. A fund will also be created for targeted grants which support carer-led support groups to provide emotional help and befriending to carers. Cllr Beth Furneaux, Cumbria County Council’s Cabinet member for Adults and Local Services, said: “The economies in local government mean we have to think smarter about how we work, and in social care that means working closely with health colleagues. “This co-ordinated approach will ensure a better outcome firstly for carers and therefore service users, but also the county council and CCG. The council has a statutory duty to carry out assessments of need for carers and to ensure they have access to support services and this decision means we can do that better than ever before.” A spokesperson for NHS Cumbria Clinical Commissioning Group said: “By working in partnership with Cumbria County Council, we have upgraded the support services available to carers across Cumbria and secured funding so that we start can delivering these improvements straight away. “At the CCG we recognise the vital and important role carer’s play and we will continue to work with all the local organisations across the county to ensure that carers receive the right support and help when they need it.”

Information overload? Here’s how old I am, I remember life before the internet. When I was a kid if I wanted to know a piece of information I had to go to the library to look for it. The book I needed was usually in the reference section meaning I couldn’t even take it home so I had to stay in the library to read it and make my own notes. No, there weren’t photocopiers in every library back then either. This, I firmly believe, was a good thing as it taught me to look for information. Because I wasn’t being spoon-fed the things I needed to write a report or complete my homework I understood that when it came to pulling together all the information I needed on a given subject, I had to do the leg work myself. I feel sorry for organisations trying to communicate messages these days because no matter how hard they try, a good chunk of people will be missed simply because the message wasn’t nailed to their desk. I’ve run many a change management workshop where people have complained that they weren’t told a particular piece of information so I challenge back and point out that the information was on the front page of the intranet, it was sent round in an all user email, there are notices on every noticeboard, it was raised at the employee conferences and it was even on notices on the back of the toilet doors. One employer even bit the bullet and posted a letter to each employee’s home address but then everyone complained it was a waste of money when they could have just sent an email. As my dear old gran used to say “There’s none so deaf as them who don’t want to hear.” Yes an organisation should make every effort to exhaust all communication channels when trying to get an important message across, but every employee also has a responsibility to look for that information and not expect it to be gift wrapped and handed to them personally by the chief exec.
