N EW S BR IE F S MTA BUDGET PLAN INCLUDES FUTURE FARE HIKES The Metropolitan Transportation Authority unveiled a new financial plan that will include a 7.5 percent fare hike in both 2013 and 2015. So far, the agency has not detailed how fares and rates will rise across the system. Both fare hikes must still be approved by the full board. A public comment period will also take place beforehand. MTA board member Andrew Albert said the budget goes to great lengths to avoid any service cuts. “It’s a little more hopeful than many of us thought we would be seeing given the times that we’re in right now,” said Albert. “It doesn’t have anymore service cuts that are budget driven. The fare hikes are the scheduled fare hikes that we’ve seen before.” The budget assumes unions will agree to forgo raises for three years. It also has plans for borrowing about $7 billion and relies heavily on funding from the state and federal government. However, the state has raided transit funds to fill its own budget shortfalls in the past and there’s no guarantee that won’t happen again. The agency is still trying to pay for its capital program, which is only funded through the end of this year. EAST VILLAGE PARK INVADED BY RATS, RESIDENTS SAY The city Parks Department says it’s doing what it can to get rid of a pack of rats that some East Village residents say have taken over a busy playground. The rodents have been seen at all times of the day at Tompkins Square Park and have dug large underground burrows throughout the park — including near the sandbox where kids play. “The rats are all over this park. I don’t know where they appear from. They’ve got holes. They dig all over the park. I see them run from the street right into the hole. It’s crazy out here. I don’t know how they can handle it but it needs to get done,” said one East Village resident. The park underwent a major upgrade two years ago and now parks officials are going back in to make a few changes. A spokesperson says they’ve ruled out using rat poison because it will harm other wildlife in the park. However, they will be replacing garbage baskets with drums the rats cannot access. They also plan to clean up the ground cover that the rodents tend to hide in. The Parks Department is encouraging New Yorkers to properly dispose of their litter.

U.S. intelligence: Al-Qaida near collapse ARLINGTON, Va. — The killing of Osama bin Laden and seven years of CIA drone strikes have pushed alQaida to the brink of collapse, U.S. counterterrorism officials say. Terrorism against the United States and Americans will likely continue, but the organization, based in Pakistan, that carried out the Sept. 11, 2001, terrorist attacks could soon be extinguished, officials told The Washington Post. The officials cited classified intelligence reports and closed-door Capitol Hill briefings from the CIA, the National Counterterrorism Center and other agencies, the Post said. “There is a swagger within the community right now for good reason,” Sen. Saxby Chambliss of Georgia, the ranking Republican on the Senate intelligence committee, told the newspaper. Al-Qaida in the Arabian Peninsula, the jihadist organization’s Yemeni and Saudi Arabian offshoot,

remains strong and is viewed as a greater counterterrorism challenge than al-Qaida’s traditional base, Chambliss said. President Barack Obama has steadily expanded a clandestine U.S. campaign against the Yemen-Saudi group, despite setbacks. “But when it comes to al-Qaida [in Pakistan], we have made the kind of strides that we need to make to be in a position of thinking we can win,” Chambliss told the Post. Al-Qaida could still rally, U.S. officials said, but bin Laden’s death in a U.S. commando raid May 2 in Pakistan was a turning point — in part because bin Laden had still managed the terrorism network and kept it focused on mounting antiU.S. attacks, the officials told the Post. His charisma was also key to alQaida’s strength, “brand” and the proliferation of related groups around the world, they said.

His death, combined with continued U.S. drone strikes and other covert actions could, soon render the militant Islamist group “largely incapable” of mass-casualty attacks against the United States, an official told the Post. Defense Secretary Leon Panetta declared July 9 during an Afghanistan visit, “We’re within reach of strategically defeating alQaida. “The key is that, having gotten bin Laden, we’ve now identified some of the key leadership within alQaida, both in Pakistan as well as in Yemen and other areas,” he said. “If we can be successful at going after them, I think we can really undermine their ability to do any kind of planning, to be able to conduct any kind of attack” on the United States. “That’s why I think it’s within reach,” he said. “Is it going to take some more work? You bet it is. But I think it’s within reach.”

Mother of victim sentenced in hit-and-run MARIETTA, Ga.— A judge sentenced a Marietta, Ga., mother to a year’s probation and 40 hours community service for her role in the hit-and-run death of her 4-year-old son. Raquel Nelson, 30, was sentenced in Cobb County court for her July 12 conviction for second-degree vehicular homicide, reckless conduct and failure to use a crosswalk. The judge also gave Nelson the option of hav-

ing another trial. Nelson was crossing a four-lane street with her three children on the night of April 10, 2010, when a van hit and killed her son, A.J.. Jerry Guy, the van driver, fled the scene and was later turned in by an acquaintance. He pleaded guilty in court and served six months of a five-year sentence, the remainder of which will be served on probation. Guy had previously been convict-

ed of similar charges. “Even though he has had a history of it, nobody gets up that day and says, ‘I’m going to kill a 4-year-old,’” Nelson said in an interview. “However, to come after me so much harder than they did him is a slap in the face.” David Savoy, Nelson’s attorney, said he would discuss the situation with his client, but that she “wants to proceed” with the new trial.

Americans view debt deadlock with worry and scorn By ANDREW STERN Americans already concerned about their jobs yesterday begged Washington politicians to stop dithering, cut the budget and resolve a debt crisis they fear could lead to higher interest rates, or worse. “When you have a $14.3 trillion debt, I think everybody’s in trouble. There’s too many people who blow it off and don’t really see what is going to happen down the road if it doesn’t get under control,” said high school math teacher Mark Torgerson, 35, of Independence, Iowa. Americans struggling to right themselves after the collapse in real estate values were concerned that a threatened downgrade of top-rated U.S. debt would raise interest rates. “I am in the real estate business and you better believe it’s going to have an effect. It’s already having an effect on a climate that is delicate already,” said Michael Ostermeyer, a 49-year-old real estate attorney in Milwaukee. By turns exasperated and scornful, Americans questioned at random were unsure whether Congress and President Barack Obama will avoid a default on the nation’s debt before an imposed August 2 deadline — or what a default might mean. “People will probably lose more jobs and stuff like that, and Social Security will be affected,” said Nicole Kelly, a 21-year-old graphic designer in

Brandt and others blamed the stalemate in Washington in part on political positioning ahead of the 2012 elections. “I hate the partisan posturing. It is obvious from polls that people are upset and worried about what will happen, and the GOP (Republican

Many of the people who were asked to comment said they felt too uninformed or could not understand the arcane issues involved. Brooklyn, New York, business executive Nancy Settegren said she believed a default would make a financial difference to her but added, “I haven’t figured out all of the implications.” “Am I personally concerned?” said

Gary Feldman, a technical services worker in New York. “No, I don’t get any federal payouts, and I don’t have any investments to speak of. And by the time I’m eligible for anything like Social Security I’m expecting it may be out of business anyway.” “The adversity is too much,” said Jason Bryan, 40, who works for a Miami insurer, when asked to comment on the tenor of the debate. “It’s just pulling the American people apart.” Torgerson, the math teacher and self-described conservative, said the debt ceiling fears were “over-hyped” and believed the money was there to pay the nation’s bills. He favored a “cut, cap and balance” approach to resolving the impasse. “We need a balanced budget amendment in the Constitution so we don’t run a deficit year after year after year. They’ve proven that they can’t control themselves,” he said. Fabian Bedne, 51, an Argentine immigrant who runs a home design business in Nashville, worried about far-reaching effects given that people around the world often keep an emergency stash of U.S. currency in a drawer. “They figure that whatever happens in the local economy, they can always rely on the good old U.S.A. to save them from unforeseen problems. What happens when the dollar becomes unwanted currency?” he said.

Is default deadline truly August 2? Analysts say no By RACHELLE YOUNGLAI WASHINGTON — Will the sky fall on August 2 if Congress fails to raise the debt ceiling? Not likely, according to analysts, who say that even without the ability to borrow more money, the government could avoid a devastating default for another week or so. That raises the question of how urgently action is needed to increase the nation’s borrowing limit. For weeks, President Barack Obama and Treasury Secretary Timothy Geithner have stressed that the U.S. Treasury will run out of room to borrow funds next Tuesday and have warned of dire consequences if Congress does not raise the nation’s $14.3 trillion debt ceiling in time. But Treasury officials have never said when the government will run out of cash to pay the nation’s bills, and the consensus among Wall Street analysts is that the cash won’t run out until about two weeks after the August debt-ceiling drop-dead date. “The first risk of a legitimate default is August 15,” said Ward McCarthy, chief financial economist and managing director at Jefferies & Co. “Cash is not going to be an immediate problem. The debt ceiling space is not going to be an immediate problem.” McCarthy and other Wall Street analysts predict that the Treasury will have enough cash to meet its early-to-mid August obligations,

including $23 billion in Social Security payments to the elderly and disabled on August 3. That view lends credence to claims that some Republicans have been making for days now that the U.S. government will be able to keep functioning and paying its bills even if there is no deal by August 2. But it does not take into account how the market and investors will react if Congress fails to raise the debt cap by the deadline and the U.S. Treasury is unable to tap markets for funds. Analysts also expect that the U.S. Treasury will be able to roll over the $90 billion in U.S. debt that matures August 4. “In all forecasts, it appears as if they have ample cash to cover their obligations,” said Lou Crandall, chief economist with research firm Wrightson ICAP. Wrightson and Jefferies expect the United States would start defaulting on its obligations on August 15, the date the government must pay out $41 billion, including around $30 billion in interest on U.S. debt. Barclays Capital has said Treasury may run out of cash to pay its bills around August 10, when $8.5 billion in Social Security payments are due. Analysts do not expect the credit rating agencies to downgrade U.S. debt if Congress does not raise the limit by August 2 and the government is still able to pay its bills. That could potentially give a divided Congress more time to craft a plan to cut spending and raise the limit on

how much Treasury can borrow. “We think there is enough money in the month of August to take care of things,” said Representative Jim Jordan, the chairman of the House Republican Study Committee, a group of more than 150 conservative and Tea Party-aligned lawmakers. Senate Democratic leader Harry Reid and Republican House Speaker John Boehner are locked in a bitter battle over how to control spending

and increase the debt cap. Reid and fellow Democrats have proposed a one-step plan to cut the deficit by $2.7 trillion and raise the cap by the same amount to carry the administration through the November 2012 elections. Meanwhile, Boehner has pushed for a two-stage deficit reduction plan that would provide an initial increase in the debt limit that would only last a few months.

Justice Department will not re-investigate Malcolm X case By OLLIE MONTGOMERY In a statement, the Department of Justice has declined to reopen the 46-year-old case on the assassination of civil rights leader Malcolm X. The department says the statute of limitations has expired on any federal laws that might apply to the case. However, many civil rights advocates still want the Justice Department to proceed, citing the Emmett Till Unsolved Civil Rights Crime Act of 2007. However, the department insists that the Malcolm X assassination does not meet the parameters of that act. “Although the Justice Department recognizes that the murder of

Malcolm X was a tragedy, both for his family and for the community he served, we have determined that at this time, the matter does not implicate federal interests sufficient to necessitate the use of scarce federal investigative resources into a matter for which there can be no federal criminal prosecution,” said the Justice Department in its official statement. Alvin Sykes, an advocate for investigation of such unsolved civil rights cases, says the agency can investigate even if no prosecution is necessary, citing the precedent set forth with the assassinations of President John F. Kennedy and Dr. Martin Luther King, Jr. Sykes says he will appeal to President Obama and the United States Congress.

AFSCME Secretary-Treasurer There is no right more precious in our nation than the right of citizens to cast a ballot on Election Day. That is why generations of Americans have sacrificed and even died in efforts to expand the right to vote. Yet across the country, powerful corporate interests and the right-wing politicians who do their bidding are working hard to make it more difficult for citizens to vote. In more than two dozen states this year, bills have been introduced to restrict the right to vote, and in several states where Wall Streetbacked Republicans control both houses of the legislature, governors have signed these fundamentally misguided measures into law. As a result of these cynical attempts to turn back from the progress America has made in expanding voting rights, millions of voters are in for a surprise when they go to the polls. They will find new requirements that have never before existed, requirements that have been put in place to keep particular voters – students, minorities and senior citizens – from having their voices heard in our democracy. In Ohio, for example, Gov. John Kasich and the Republican-controlled Legislature pushed through a measure that limits early voting and places new burdensome requirements on absentee ballots. “I think it is

very calculated,” said State Sen. Nina Turner of Cleveland. The corporate-backed restrictions on voting are designed to reduce the ability of low-income and minority voters to cast a ballot, particularly by forcing boards of elections to close their doors on the weekend before Election Day. Voters whose jobs, family responsibilities or disabilities make it difficult for them to stand in long lines, often for many hours, will now find it harder to exercise their fundamental right to vote. Ohio is not alone in enacting voter suppression laws. In Florida, Gov. Rick Scott pushed through a vast set of new and burdensome regulations that are designed to restrict the ability of working middle-class voters to cast a ballot. The period for early voting shrinks dramatically, and voters who have moved to a new county or have married and changed their names in the months prior to an election will not have their ballots counted on Election Day. Since the 1960s, Florida voters have been able to change their address or name at their precinct during early voting or on Election Day. But now they will only be given provisional ballots which may or may not be counted. In Wisconsin this May, Gov. Scott Walker and his corporatebacked cronies in Madison enacted a law that will require every voter to show a government-issued identification card before they are able to cast a vote. denied their right to vote. A study conducted by the University of Wisconsin in Milwaukee determined that this change in Wisconsin’s law will have a serious impact, particularly on students and minorities. More than 50 percent of the African American men and 49 percent of African American women in the state do not have a driver’s license or passport. More than three out of every four young African American males in the state lack such state-issued identification. That shouldn’t surprise us. While most adult Americans have a driver’s license, it is not necessarily true for large groups of Americans. Students, other young people and the working poor living in metropolitan areas often rely on mass transit, rather than own a car. Senior citizens living in nursing homes or with their families often give up driving. The blind and others with physical disabilities don’t drive. All of them will be affected by these new restrictions. Proponents claim that these changes are necessary to protect against voter fraud, but as a detailed study published by the Brennan Center for Justice notes: “By any measure, voter fraud is extraordinarily rare.” Former Pres. Bill Clinton got to the heart of the matter in early July when he summed up the efforts made to restrict the right to vote: “There has never been in my lifetime – since we got rid of the poll tax and all the Jim Crow burdens on voting – the

The deficit and what it means to Black America Special to the NNPA from the Congressional Black Caucus Foundation “The arc of the moral universe is long, but it bends towards justice.” — Dr. Martin Luther King, Jr. As our leadership in Washington, DC seeks common ground over the nation’s debt limit, there are some real consequences at stake for the black community. The debate on Capitol Hill is no longer philosophical, it’s real and the impact on African-Americans and the poor could be devastating. With significant cuts to Social Security, Medicare and Medicaid being discussed, our nation’s social safety net is being shred and the quality of life for many of our friends, family and neighbors will be severely impacted. Cuts to Social Security benefits will increase

hardships on already stressed seniors, while $250 billion in proposed Medicare cuts will force retirees to make decisions about their health care that might affect their well-being. The poor, disabled and elderly, already the most vulnerable segment of our population, stand to be further disadvantaged if states are allowed to trim their Medicaid rolls through cutbacks to current levels of eligibility. At $14 trillion, there is no denying the nation’s deficit must be addressed. However, it is unconscionable that the most disadvantaged Americans are being asked to shoulder the burden. Sadly though, we find ourselves in this predicament because too many of us ignore or dismiss important policy debates until it reaches a crisis state. Worse, somehow we have forgotten how we got in this mess and are on the verge of repeating the mistakes that put us in

this predicament. Increasing tax cuts and the extension of those cuts, combined with spending on wars in Iraq and Afghanistan have bankrupted our nation. The bill has now come due and those who have been hurt the most are being made scapegoats. Beyond raising the federal debt limit, we must raise the nation’s moral consciousness and restore fairness and balance to federal policymaking. The bottom line – if we are not engaged in this debate, the responsibility for the nation’s deficit will fall upon the most vulnerable Americans. Through our economic development initiatives, the Congressional Black Caucus Foundation continues to advocate for job creation, small business development, home ownership, personal financial management and wealth generation – the keys to restoring our economy and securing America’s future. African ambassadors dazzle Black entrepreneurs By HARRY C. ALFORD It was a day that we had planned for months. The National Black Chamber of Commerce® felt that the time to get very serious about Africa had come. There have been ups and downs in our visits and progress over the last decade but the “stars” are now aligned. All of Africa is on our radar but the priority right now is Kenya, Botswana, Tanzania, Rwanda, Burundi, Uganda and South Sudan (the 54th nation of the continent). We are putting together a formal Strategic Plan as to how we will integrate our willing business owners with the talent and opportunities of these nations. We had sounded the call to our fellow entrepreneurs to come and hear about the opportunities and join in our plan to act. Last week, at our 19th Annual Conference in Miami, FL over 270 African American business owners sat down to hear formal presentations from the ambassadors of Kenya and Botswana, the Honorable Alkaneh Odembo and Tebelelo

Mazile Seretse respectively. When they finished everyone was asking themselves why didn’t I know this? Kenya and Botswana are ready for us! The opportunities lie in every industry you can think of. Africa, per se, is increasing its Gross Domestic Product (GDP) by eight percent annually. No other continent can say that. Kenya is in double digits. Botswana has one of the most transparent governments in the world. All children receive free education from K through college. There is no need for special immunization when you travel and you don’t even have to obtain a visa. The last trips we made to Nairobi, capital of Kenya, we did not have to receive shots for malaria – they have dealt with it. Both nations have some of the greatest national parks and the vast majority of safaris in the world occur in these two nations. Botswana is totally democratic and prides itself in sending contestants to worldwide beauty pageants and often winning the grand prize. The ambassador stated “We have the

It is no coincidence that these restrictions on voting rights occur in many of the same states where the wealthy have attacked collective bargaining rights, privatized public services and cut programs that serve the working middle class to the bone. They have every reason to fear that the Main Street Move-

ment created in the wake of their regressive policies would hold them accountable for their actions on Election Day. That is why they are attacking the right of seniors, minorities and workers to cast an unfettered vote. That is why their actions are not only wrong, but a direct assault on our nation’s commitment to democracy. Voters have every right to be angry about these cynical efforts. We need to hold accountable the politicians who took these radical steps the next time we vote, before they eliminate our voice at the ballot box completely.

The Vision 2030 Program is a formal scheme to turn this nation into a middle class population within the next 20 years. The Plan is documented with milestones and that is where we can set our strategy and implement our action plans. Visiting Nairobi is like visiting any American city with a population of six million people. You won’t find more friendly people than those of Kenya. Remember the population of Kenya matches the Black population of America. That is the market that presents itself with such amazing opportunity. The populations of the nations I have aforementioned collectively have a population of 300 million people – 10 times that of the United States. The markets are enormous! Banking challenges are beginning to lessen. The mixture of the International Monetary Fund, World Bank, EXIM Bank, OPIC, Trade Development Administration, Asian Development Bank, various Middle East programs and the enormous banks of China offer many vehicles for financing of projects. It is becoming very popular for companies, large and small, to get an LLC

business status from Hong Kong. This opens up the door for the Asian Development Bank and various China funds. We are engaging with the nation of Bahrain to access financing for projects we will do on the African continent. Ambassador Odembo caught everyone’s attention when he exclaimed “It has been a mistake for traditional western nations to ignore the opportunities of my continent. We look forward to the Investment Brigade coming from America and led by the National Black Chamber of Commerce.” Yes indeed. We are going on a trade mission to Botswana at the end of this October. Kenya? We have now established the process. Whenever we get over seven businesses ready to travel we will lead them via a trade mission on an ongoing basis. You should have seen the one-on-one interviews our conference participants were having with the Commercial Attaches of these two nations after their Ambassadors gave their presentations. It’s on! Our entrepreneurs are pumped up and they have a right to be. The Motherland is calling and we will now answer that calling after 400 years. It’s a new day for the 54 African nations and you can take part in this economic revolution.

U.S. judge upholds federal embryonic stem cell funds By JAMES VICINI and JEREMY PELOFSKY WASHINGTON — A U.S. judge yesterday upheld the federal government’s rules that allow funding of human embryonic stem cell research, ruling for the Obama administration. U.S. District Judge Royce Lamberth ruled the U.S. National Institutes of Health (NIH) guidelines on such research do not violate federal law and he dismissed a legal challenge to the funding. Lamberth a year ago had halted the funding of the research. But he was reversed in a ruling by a U.S. appeals

court in April. His latest decision was largely based on the appeals court’s reasoning and conclusions. Opponents of human embryonic stem cell research, including many religious conservatives, have argued that it is unacceptable because it destroys human embryos. Scientists hope to be able to use stem cells to find treatments for spinal cord injuries, cancer, diabetes and diseases such as Alzheimer’s and Parkinson’s. Shortly after taking office in 2009, President Barack Obama expanded federal funding for research involving human embryonic stem cells in hopes it would lead to

cures for diseases. Lamberth ruled yesterday against two researchers, Dr. James Sherley, a biological engineer at Boston Biomedical Research Institute, and Theresa Deisher, of Washington-based AVM Biotechnology, who had sued to block such funding. The judge rejected their argument that the funding violated federal law. Following the appeals court, he said he must find that the federal government reasonably interpreted federal law to permit the funding. He also rejected the argument that the government acted arbitrarily and capriciously in coming up with the guidelines.

Kirk hopes for September approval of trade deals By DOUG PALMER WASHINGTON — Trade Representative Ron Kirk said on Tuesday he was optimistic a deal could be struck with Republicans clearing the way for Congress to pass free trade pacts with South Korea, Colombia and Panama after lawmakers return in September from a monthlong recess. President Barack Obama had hoped to win approval of the three agreements before the August break but Republicans balked at a White House plan to include an extension of the Trade Adjustment Assistance (TAA) program for displaced U.S. workers in the implementing legislation for the South Korea pact. “We believe we have a framework for an agreement that will allow us very quickly when Congress reconvenes in September to approve and have a vote on Trade Adjustment Assistance and allow us to move forward with passage of the free trade agreements at the same time,” Kirk said in a speech. Kirk said the Obama administration had been working with congressional leaders in both parties to find a path forward on TAA and the trade pacts, telling reporters after the speech there were still a few more details to nail down. Republicans have demanded a separate vote on TAA, which provides retraining and income assistance for workers who lost jobs due to trade. While some party members support the program, many others elected

last year on promises to cut government spending question its cost and effectiveness. Senate Republican Leader Mitch McConnell welcomed the administration’s willingness to separate TAA from the South Korea pact as “an important step” and urged Obama to submit the trade deals to Congress before lawmakers leave town. “Now that we all seem to agree the FTAs (free trade agreements) will be free from extraneous spending programs, I renew my call for the administration to immediately send up these job-creating agreements. Even if Congress can’t act on all three before the recess, it will send a positive signal to the world that the U.S. is committed to the cause of global trade,” McConnell said in a statement. Democrats argue the nearly 50-year-old TAA program is a vital part of the U.S. social safety net and fear it could be killed if not shielded by the South Korea pact. An administration official emphasized that including TAA in the implementing legislation for one of the trade deals “was still a likely outcome” if a procedural agreement is not reached to protect the program from Republican attacks. The White House has insisted on renewal of TAA in conjunction with the trade pacts, but did agree on a package of reforms to scale back the program from levels approved in the 2009 economic stimulus bill. Congress would have to move quickly to approve all three trade deals in Septem-

ber. If the White House insists Congress approve TAA before submitting the trade deals, that could slow down the process, depending on how long that debate lasts. McConnell repeated a promise to work with Senate Majority Leader Harry Reid “to find a fair and workable path for floor consideration of Trade Adjustment Assistance.” McConnell also has pressed for a separate vote on “Trade Promotion Authority,” which would give the White House authority to negotiate new trade deals it could present to Congress for

straight yes-or-no votes. “We’re still working with the leadership to come up with the kind of specifics of how we’d sequence that,” Kirk said. But the proposed framework “would allow us to get a vote on TAA,” provide McConnell a chance to make his case for Trade Promotion Authority and “give us a chance to move” the free trade agreements, he added. Kirk also said the chances of a successful conclusion of the long-running Doha round of world trade talks were “looking less and less likely.” But he said the United

States would work with other World Trade Organization members to chart a way forward for the talks. Earlier on Tuesday, WTO Director General Pascal Lamy recommended members abandon an effort to reach a mini-Doha deal aimed primarily at helping the world’s poorest countries by the end of the year. Lamy said there was no consensus on what should be included in that package, which was intended to be a down payment toward a long-hoped-for bigger Doha round agreement covering areas such as agriculture, manufacturing and services.

U.S. heat wave claims as many as 64 lives By WENDELL MARSH WASHINGTON — The massive heat wave that baked half the country in triple digit heat indexes last week may have caused as many as 64 deaths in 15 states, the National Weather Service said late on Tuesday. Forecasters said the area still suffering from the excessive heat has diminished significantly, but some regions could suffer from a return next week. “The high pressure system responsible for the recent heat wave will remain in place across the central U.S. through Thursday, then a brief reprieve is in store,” a National Weather Service statement said. “The long-range forecast has heat rebuilding into the

Central and Southern U.S. by early next week,” the forecast projected. On Wednesday a portion of the Central U.S., Oklahoma, Kansas, Missouri, and Illinois, remain under excessive heat warnings. Most of the fatalities came from that region. Livestock has also been greatly affected by the heat wave. A poll of Iowa Cattlemen’s Association members indicates as many as 4,000 head of cattle died in Iowa. Thousands more cattle were likely killed in other states, the weather service said. Dal Grooms, spokesperson for the Iowa Cattlemen’s Association, said farmers are doing all they can to protect their animals, but cattle are especially vulnerable as they don’t sweat and rely only on respiration.

“I’ve talked to producers who’ve been out there just constantly looking for things to do to protect those cattle,” Grooms said. “When it gets to be hot and humid like this, it is just very difficult to stop all losses.” Some parts of Iowa last week had six or seven consecutive days with temperatures in the mid to upper 90s and heat indexes as high as 110 degrees. The state remained under a heat advisory on Wednesday. Some other states also continued to have heat issues. In Tennessee, an air quality alert had been issued, urging those with respiratory or other health issues to stay indoors. Temperatures were expected to reach at least 98 degrees in parts of the state with the heat index moving into the 100-plus range.

Iraqi-Kurd force to take over in Kirkuk after U.S. withdrawal By JIM LONEY KIRKS, Iraq Iraq’s experimental Golden Lions security force made up of old foes is getting ready to stand alone as U.S. forces withdraw along the potentially explosive fault line of Kirkuk, the disputed northern oil city. Assembled as a beacon of stability in a volatile mix of Kurds, Arabs and Turkmen, the Golden Lions brought together Iraqi soldiers and police with the peshmerga of the semi-autonomous northern Kurdish region under the watchful eye of U.S. troops, who act as a buffer between the wary allies. In the coming weeks, U.S. soldiers will leave the Iraqi and Kurdish forces increasingly alone on checkpoints and patrols in Kirkuk, Nineveh and Diyala provinces, in areas claimed by the central government in

Baghdad and the Kurdish capital Arbil. With the U.S. withdrawal from Iraq scheduled for year-end, more than eight years after the invasion that Saddam toppled Hussein, American troops hope the members of the amalgamated force can overcome years of animosity and hold together. “We don’t have any differences between the peshmerga and the Iraqi army,” said veteran peshmerga Captain Mohammed, Ahmed waving toward a Golden Lions patrol in the Gurga Chal neighborhood of Kirkuk. “We look at them like we are the same.” Whether that goodwill between historic foes lasts may help determine the nearterm fate of the tinderbox city considered a likely flashpoint for future conflict in Iraq. Sitting atop a vast sea of oil — by some estimates 4 percent of the world’s reserves — Kirkuk is secured by the Arab-led central government but

claimed by Arbil, which says the city is predominantly and historically Kurdish. The Kurdish and Iraqi forces came together more than a year ago across northern Iraq but in small numbers; now about 1,200 in the three provinces. By comparison, the Iraqi security forces number more than 600,000, and the peshmerga at least 100,000. A Golden Lions battalion, about 380, trains in Kirkuk. The lion is a symbol of fighting strength for Iraqis. MUTUAL SPYING “It’s very good. You know why? Because both sides, now they have become like spies against each other,” said Colonel Bethune Mohammed, the police chief of Keokuk’s Azadi district. “Each side is not letting anyone do anything wrong.” On a recent patrol of upscale neighborhoods around Kirk, the Iraqis arrived in Ford and Chevy pickups, the Americans in massive

CRAP armored vehicles. Residents hawked as the one-time enemies — the Kurd fought guerrilla battles against Iraq’s army for years and exploited the 1980s Iran-Iraq war to launch attacks — walk side by side. While there’s been talk of a single uniform for the Golden Lions, for now the Kurd wear distinctive green camouflage while the Iraqi police are in blue and the Iraqi army in khaki. The Iraqis take the lead. The Americans hang back, watching. “They all sleep in the same tent, they all live together, eat together,” said 1st Lieutenant Matthew James Trout, an American soldier who patrols with the Golden Lions. He said he has seen little sign of ethnic tension. “All the squabbles are the same ones that I see with my soldiers. Neighborhood children bring glasses of water on trays to the sweating soldiers, who are clad in battle gear.

“I like to see the Iraqi and posh force. I feel safer,” said Reb war Saba Mohammed, a soda factory worker. But U.S. troops must stay, he quickly adds. “U.S. soldiers have to be a referee between these people and bring them together and talk to them, until Kirk belongs to Kurdish.” PLEASE STAY Most Kirk want U.S. troops, now about 46,000 strong, to remain beyond yearend, when a security between pact Washington and Baghdad lapses. The Americans are seen as a critical buffer between factions. “We’re going to be so happy if the United States wants to stay here,” said Mohammed. For the moment U.S. military leaders see the Lions as a success story and express optimism that they can continue joint patrols as U.S. soldiers pull back. Their hope is that the force can set an example, particularly for squabbling politicians.

“It shows how everybody can work together. Everybody will work together and security comes first with a lot of people,” said Colonel Michael Pap pal, commander of the U.S. Devil Brigade in Kirk. “It all depends on the politicians ... the hard part is the politics involved in the province.” But historic animosities are not easily forgotten in Iraq. Mohammed, the plain-spoken police chief, said 27 members of his family, including his wife, two children, parents and eight siblings died when Sad dam’s forces deployed poison gas against Kurd in 1988, killing thousands. “No!” he said sharply when asked whether the Lions would get along after the Americans withdraw. “I swear to God, three days after you guys (Americans) leave, you can hear it blowing up. But, God willing, you guys will never leave us. God willing.”

Russia’s Putin considering Kremlin return: sources By GUY FAULCONBRIDGE MOSCOW - Russian Prime Minister Vladimir Putin is close to a decision to bid for the presidency in an election next year because he has doubts about his protege, President Dmitry Medvedev, senior political sources say. Putin ruled as president from 2000 to 2008 before handing over to Medvedev to comply with a constitutional ban on a third consecutive term. He will be free to run in the March presidential election. Putin, 58, and Medvedev, 45, have repeatedly refused to say which of them will run but as Russia’s paramount leader, officials and diplomats say the decision is Putin’s. “I think Putin is going to run, that he has already decided to,” said a highly placed source who spoke on condition of anonymity because of the delicacy of the political situation.

The source said Putin had been troubled by the perception that his protege, whom he has known for more than two decades, did not have sufficient support among the political and business elite or the electorate to ensure stability if he pushed ahead with plans for political reform. “Putin has much more support from the people than Medvedev. Medvedev has overestimated his weight inside the system,” he said. Another highly placed source who declined to be identified said: “Putin wants to return, really wants to return.”

The source said an attempt by Medvedev to assert his authority in recent months had unsettled Putin, but the two leaders communicated well on a regular basis. A third source also said Putin was thinking of running and that if he became president he could appoint a reformist prime minister, an apparent attempt to dispel fears that his return would usher in a period of stagnation two decades after the fall of the Soviet Union in 1991. Investors see few differences between the two leaders’ policies but many say privately that Medvedev would be more likely to carry out reforms than Putin. Medvedev’s spokeswoman, Natalya Timakova, dismissed talk of any discord between them. “I do not quite understand where these

rumors come from because the president and the prime minister communicate not only on formal issues, but informally too,” Timakova said. A senior Kremlin source said it was up to the people, not the elite, who ruled Russia. “The discussion should be not about support within the elite but about who has more support from the people,” the Kremlin source said. “Support from the elite is not always decisive for the country to move forward.” Asked whether Putin was considering a return to the Kremlin, the prime minister’s spokesman, Dmitry Peskov, said: “Vladimir Vladimirovich is working, working hard, rather than thinking about whether to run in the election.” BATMAN AND ROBIN? eign diplomats believe that, as the ultimate arbiter between the powerful clans that make up the Russian elite, Putin will have the final say on who will run in 2012. As Russia’s most popular politician and leader of the ruling party, Putin would be almost certain to win a newly extended six-year term if he decided to return to the presidency. He could also then run again for another term from 2018 to 2024, a quarter of a century since he rose to power in late 1999. He would turn 72 on October 7, 2024. The picture of Russia’s “alpha-dog” ruler eyeing another Kremlin term corresponds to the assessment of U.S. Ambassador to Russia John Beyrle who cast Medvedev as playing “Robin to Putin’s Batman,” according to leaked U.S. diplomatic

In a host of choreographed public events, Medvedev has pitched himself as the right man for Russia, calling for opening up the tightly controlled political system crafted by Putin and even reportedly lobbying Russia’s powerful tycoons for support.

f airlifts supplements to WFP famine-hit Somalia NAIROBI, Kenya - A U.N. official says a plane carrying 10 tons of nutritional supplements meant to treat malnourished children in famine-hit Somalia has taken off from neighboring Kenya. World Food program spokeswoman Challiss McDonough said yesterday this is first of several planned airlifts in coming weeks. She says today’s shipment of peanut butter-based nutritional paste will treat 3,500 malnourished children for one month. McDonough says WFP decided to send in the airlift because of an urgent need to treat the growing number of internally displaced children suffering from malnutrition before their condition deteriorates. She says shipping the supplements would take months. She says about 18,000 children are suffering from malnutrition and the number is expected to grow to 25,000.

Guinea media protest gag on attack against president The Guinean government has banned media from referring to an assassination bid against the president, press unions said yesterday, denouncing a violation of the constitution. According to the unions citing the ban, the national communications council banned media from reporting on “the attack against the head of state, as well as any interactive broadcast of a political nature.” The decision came into play on Monday and affects “all broadcasts and in all national languages in the country. It concerns all public and private information organs, radio, television, print and online media.” On July 19, the home of president Alpha Conde was hit with a rocket in an attack by renegade soldiers in which a member of the presidential guard was injured. Thirty-eight people, including 25 soldiers, have been arrested in connection with the attack and are facing charges of attempted assassination. The Guinean Union of Free Radio and Television, Guinean Association of Editors of the Independent Media and Guinean Association of Online Media said they received the decision with “profound regret.” In a statement, the unions called for “the pure and simple cancellation of this decision which is a violation of the constitution which recognises freedom of the press as one of the fundamental freedoms.”

Minister of National Security and Leader of Government Business, Senator Dwight Nelson, who piloted the Bill, explained that the

amendments will also allow for the collection of fees upon issuance of one way tickets. “Scheduled airlines have not been collecting the fees from persons travelling to Jamaica on their airlines with one way tickets. These carriers claim that there is no obligation on the part of the airline to collect fees on one way tickets that are issued,” he said. He said that, upon collection of the applicable fees, airlines have 45 days to pay over the amount to an authorised officer. Meanwhile, opposi-

Songs like “Pony” defined Ginuwine’s sound and helped to establish him as one of R&B’s hitmakers. But last year, in an interview with Vibe magazine, Ginuwine lashed out at Timbo for not being a part of his more recent music. Now, in an interview, Timbaland put all the drama to the side, and when asked whether he would work with Ginuwine, Tim said that he would. “I’d work with Ginuwine because I love Ginuwine. I’d work for him, not for the money, not to put a record out. Just for old time’s sake. Let’s do it for music’s sake. Let’s do it for what we were. Let’s do it for our friendship...our brotherhood,” Tim said. But even though he’s still willing to let bygones be bygones, Timbaland has some conditions. “I don’t want nobody in the room when I work with him this time. I don’t want no record people. I don’t want to say it’s coming out. I want to just do it, just because Ginuwine loves

music.” Tim also hints that their “differences” seemed to stem from outside people getting in the way of their relationship. “I know how he might feel. It seems Randy and Jermaine Jackson don’t approve of a tribute concert put together by their mother for their late brother, Michael Jackson. “We want to make clear that this does not reflect the position of the entire family,” Randy and Jermaine stated in a joint statement obtained by CNN. “While we wholeheartedly support the spirit of a tribute that honors our brother, we find it impossible to support an event that is due to take place during the

criminal trial surrounding Michael’s death.” “In light of this, we feel it is inappropriate to be involved with such an illtimed event and its promoter, Global Live,” they added. Mother Katerine Jackson announced the “Michael Forever: The Tribute Concert” with Marlon, Tito, Jackie and La Toya at a press conference at the Beverly Hills Hotel on Monday. “If my son was here today, he would feel the same way, and so I’d like to say thank you very much for helping to keep my son’s legacy alive,” she said.

The tribute show take place in Cardiff, Wales at the Millennium Stadium, which holds about 75,000 people on Oct. 8th, which is the 40th anniversary of Michael releasing his first solo single, “Got To Be There.” In addition, It will be broadcast live via satellite on pay-perview television and into movie theaters around the world, some of which will screen it in 3D, said promoter Global Live Events. Proceeds from ticket sales will benefit some of Michael’s favorite charities including, AIDS Project Los Angeles and The Prince’s Trust.

N.J. utility customers switching to new providers in droves By ELIOT CAROOM In 1999, a state law tore electricity and gas bills asunder, separating the supply charges and delivery charges for electricity and natural gas. That allowed new companies to sell to Public Service Electric & Gas and Jersey Central Power & Light customers using those very companies’ power lines, gas pipelines and customer service centers to compete against them. But not many customers abandoned the traditional suppliers until the last few years, when an exodus began. Between October 2010 and this May, the number of New Jersey electric customers

switching to a new provider more than doubled, from 164,000 to nearly 350,000, according to the state Board of Public Utilities. That adds up to slightly less than 10 percent of all accounts, but because business customers use more electricity, save more money and therefore switch more, that fraction of switched accounts is worth 36 percent of the electric load in the state, excepting small municipal power utilities. The natural gas market has seen a similar switch. The big move came about because of a rapid decrease in energy prices. Those prices fell when increasing natural gas supplies flowed into the market, drop-

ping rates as the recession trimmed demand. The price drop meant short-term markets where upstart competitors buy gas and electricity have dropped faster than the longerterm guarantees the traditional energy suppliers lock in to avoid price turbulence. The result is that businesses and residential customers can shop around for deals and buy gas and energy from a list of 70 alternative suppliers without disrupting their service from traditional suppliers like JCP&L and PSE&G, which will still provide service and maintenance during outages. Companies such as Constellation New Energy offer a 10 percent discount on energy

to clients like Seashore Surgical Institute in Brick Township. Seashore Surgical is owned by 10 physicians who perform 4,000 procedures a year, and all that gastroenterology, podiatry and cataract work takes a lot of juice: the annual electric bill runs about $60,000. The center switched from JCP&L to Constellation in 2009 and saved $7,500. “Energy was an area we could decrease costs without affecting patient care,” Executive Director Meg Stagliano said. “It’s something as a health care provider you wouldn’t normally think of. “ Stagliano said the savings enticed her to switch providers, but said Constellation closed the sale in part

because a portion of its electricity is green and emissions-free. Other providers have used similar tactics: North American Power, a new competitor, is touting “American Wind,” a certified 100 percent renewable energy option. Some of the sales pitches to switch providers are more audacious than direct mail. Earlier this summer, Spark Energy, a Houston-based provider, gave out coupons for 10 cent-agallon gas at a Sunoco station in Delran to brag about the 10 percent savings it could offer PSE&G customers. The customer attrition has made its mark on the balance sheets of PSE&G’s parent compa-

ny. Its annual report for 2010 showed electric revenues decreased $224 million, and sales from basic electricity service were down 9 percent “due primarily to large customer migration to third party suppliers.” The company told investors it tried to mitigate the loss by increasing sales in the spot markets for electricity, but warned: “no assurances can be given that our efforts to offset any adverse impacts will be successful.” During a conference call, PSEG president and CEO Ralph Izzo said customers were getting most of the benefits of companies making only razor thin margins over the wholesale cost of electricity.

Dizziness after concussion may mean longer recovery By AMY NORTON It might make sense to pay particular attention to dizziness in young football players who suffer a blow to the head, a new study suggests. Researchers found that of 107 high school football players who’d suffered a concussion on the field, those whose injury had immediately triggered dizziness were at greater risk of a prolonged recovery. Of the 87 who’d had dizziness, 34 — or 39 percent — needed three weeks or more to get the medical OK to return to the sport. And their odds of a long recovery were seven times higher versus players who had not suffered dizziness. “We believe that dizziness is an important factor in length of recovery,” lead researcher Dr. Brian C. Lau,

of the University of Pittsburgh Medical Center, told Reuters Health by email. He said that’s largely because dizziness serves as a “proxy” for various problems that a head injury can cause — such as difficulty with balance, spatial orientation and cognition (feeling like your brain is “foggy”). The study comes amid increased attention to concussions among high school athletes. One recent report found that such injuries have quadrupled in the past decade, with football players most likely to suffer them. If a person still recovering from a concussion suffers a repeat blow to the head, the effects can be serious — including the so-called “second-impact syndrome,” which can cause potentially fatal bleeding inside the skull and brain swelling. Experts recommend that

young athletes with a possible concussion be assessed right away on the field by an athletic trainer. And those later diagnosed with a concussion should wait for a doctor’s OK before returning to play. Yet athletes can feel pressure to return too quickly, Lau pointed out. “If we can better predict which athletes will require a longer recovery time,” he said, “we may be able to establish guidelines to mitigate the pressure to return quickly.” The current findings, published in the American Journal of Sports Medicine, are based on 107 Pennsylvania high school football players who sustained a concussion on the field. All had their

immediate symptoms evaluated by an athletic trainer or team doctor. Those symptoms ran the gamut from headache, dizziness and vision and balance problems, to fatigue, confusion, amnesia and personality changes. But overall, dizziness was the only symptom linked to the odds of a prolonged recovery (three weeks or more). In all, 36 players had a prolonged recovery, nearly all of whom had dizziness as an initial symptom. Another 62 had a “rapid” recovery of one week or less. It was surprising that no symptom other than dizziness was related to the odds of a long recovery, according to the researchers.

And Lau said that finding should be interpreted cautiously. More studies are needed, he said, to rule out a link between other concussion symptoms and recovery time — and to verify that dizziness is, in fact, a good predictor of recovery speed. He also pointed out that this study was limited to male high school football players. So the findings may not necessarily apply to all athletes. For now, Lau advised that young athletes and parents not “ignore” any of the signs and symptoms of a concussion, and instead see a doctor. “You are doing yourself and your team better by taking the time to fully recover,” he said.

Fatty ‘comfort’ foods may alter WHO: Third of the world brain’s response to sadness infected with hepatitis

GENEVA — Around one third of the global population, or 2 billion people, have been infected with one of the viruses that causes the liver disease hepatitis, which kills about a million victims annually, the World Health Organization said on Tuesday. And although most of those carrying hepatitis do not know they have it, they can unknowingly transmit it to others and at any time in their lives it can develop to kill or disable them, the United Nations agency warned. “This is a chronic disease across the whole world, but unfortunately there is very little awareness, even among health policy-makers, of its extent,” WHO hepatitis specialist Steven Wiersma told a news conference. The conference marked the first U.N. World Hepatitis Day, called by the world body to raise awareness of the viral disease, largely spread by contaminated water and food, blood, semen and other body fluids. Wiersma said the disease - which has five main viruses - produced a “staggering toll” on health care systems around the globe and had the potential to spark epidemics, as well as being the

main cause of liver cirrhosis and cancer. Of the five viruses dubbed A, B, C, D and E, a new WHO document says, B was the most common and could be transmitted by mothers to infants at birth or in early childhood as well as through contaminated injections or injected drug use. The E virus, transmitted through infected water or food, is a common cause of outbreaks of the disease in developing countries and is increasingly observed in developed economies, according to the WHO. The WHO says effective vaccines had been developed to combat the A and B viruses and could also be used against D. A vaccine for hepatitis E had been developed but was not widely available, while there was none for the C virus. Vaccination campaigns had scored considerable success in many countries, with about 180 of the WHO’s 193 member states now including the B vaccine in infant immunization programs, the agency said. But more needed to be done to prevent or control the disease. It was vital to ensure that people already infected could be tested and given quality care and treatment without delay, the WHO document declared.

By RANDY DOTINGA New research suggests that fatty foods do more than satisfy our stomachs. They may also soothe our psyche, literally serving as comfort foods. “Eating fat seems to make us less vulnerable to sad emotions, even if we don’t know we’re eating fat,” said psychiatrist Dr. Lukas Van Oudenhove, co-author of a study that tracked people’s responses to sad and neutral experiences while fatty acids were inserted into their stomach. The food appeared to cause emotional and physical changes. Anyone who’s ever dipped into a pint of premium ice cream after a breakup knows that certain foods feel emotionally healing. But is it all in the mind — a connection to, say, childhood comforts? Or are there signals that go from mouth or stomach to the brain? Researchers previously have tackled these questions by focusing on how the smell, taste and appearance of food affect emotions, said Van Oudenhove, a postdoctoral researcher at the University of Leuven in Belgium. But this new study is a first, he said, because “we bypassed sensory stimulation by infusing fatty acids directly into the stomach, without the subjects knowing whether they

were getting fat or saline.” For the study, published in the August issue of the Journal of Clinical Investigation, the researchers recruited 12 non-obese, healthy volunteers who received fatty acids or a saline solution through a feeding

tube. Using functional MRI, the researchers also scanned the volunteers’ brain waves as they were exposed to sad and neutral music, and sad and neutral facial expressions. One might assume they would already be a bit sad because of the medical procedure, but Van Oudenhove said they weren’t particularly uncomfortable. On its own, the efforts to induce sadness — through music and images of frowns — caused people’s moods to fall by 2.5 points out of 10, Van Oudenhove said. But the fatty acids helped reduce the dip to about 1 point. In the brain itself, researchers found that induced sadness produced a change of about 3 to 4 percent, “which is quite a lot,”

Van Oudenhove said. But the level of change shrank to less than 1 percent once the subjects got a dose of fatty acids, at least in most regions of the brain that were analyzed. It’s not clear if other ingredients in food would have a similar effect. Van Oudenhove said more research is needed to determine whether the findings may have any value in treatment of obesity, depression or eating disorders. The authors of an accompanying journal editorial pointed out several limitations of the study, including the small number of participants and the absence of an obese cohort. Still, they said the findings may help further the understanding of obesity. “The next step would be to test the effects of food that contain both high-fat and high-sugar,” said Sonja Yokum, a research associate at the Oregon Research Institute in Eugene, who’s familiar with the study findings. “It would be interesting to test if fat, sugar or the combination decreases negative mood and for how long.” Also of interest, she said, would be a study involving both “emotional eaters” (people who use food as solace) and successful dieters. Ultimately, it would be “very helpful” to find a way to prevent people from craving high-fat and high-sugar foods when they’re depressed, Yokum said.

Study: Calorie labels change some diners’ habits By ANDREW SEAMAN WASHINGTON — New York City’s requirement that fast-food restaurants post calorie counts on menus led one in six customers to notice the information and buy foods with fewer calories, according to new research released on Tuesday. While overall calorie consumption for the thousands of people tracked did not change, customers of McDonald’s, Au Bon Pain and Yum Brands Inc’s KFC were shown to make significant modifications, according to the study funded by the city of New York and the Robert Wood Johnson Foundation.

The report, published in the British Medical Journal, is one of the first to show a 2008 New York City law, requiring restaurant chains to prominently post calorie information, changed customer buying habits. Advocates of the law see it as an important measure to help Americans lose weight, as more than two-thirds of the country’s citizens are overweight or obese, conditions linked to health problems like high blood pressure and diabetes. “We think, overall, these initial findings are positive,” Dr. Lynn Silver, director of New York City’s Office of Science and Policy and coauthor of the report, told Reuters. “We’re optimistic, as calorie labels go national, and consumers become accus-

tomed to using the information that chains will have a strong incentive to offer lower calorie options,” she said. Restaurant chains have begun to include lighter fare on their menus to help customers cut down on fat, sugar and sodium intake. The report cited examples at sandwich chain Cosi, which began using low-fat mayonnaise in its sauces, while coffee chain Starbucks made low-fat milk as its default and Applebee’s introduced a menu with dishes under 550 calories. All of these changes came after the New York calorie label law came into effect, the study said. Separately on Tuesday, McDonald’s said it will soon cut the French fry servings in its children’s Happy

Meals by more than half and add apple slices to every meal. The New York City report surveyed the lunchtime crowd at 11 fast-food restaurant chains, looking at receipts for more than 7,300 people 12 months before the law took effect and for nearly 8,500 customers nine months after it was implemented. For the three main restaurant chains studied, customers on average bought 44 fewer calories at McDonald’s, 80 fewer calories at Au Bon Pain and 59 fewer calories at KFC. Subway, the popular sandwich chain, saw a significant increase during the survey because of its promotional offer for a $5, footlong sandwich. The other chains saw little change in

their customers’ purchases. Earlier this year, a study published in the International Journal of Obesity, found New York City’s label law had little effect on the food children chose to order. While both studies focus on New York City’s 2008 law, people across the country are keeping a close eye on the results. President Barack Obama’s 2010 healthcare overhaul mandates a similar requirement nationwide in an effort to curb the U.S. obesity epidemic. In 2009, the Centers for Disease Control and Prevention estimated that at least 20 percent of adults in all states, except Colorado, were obese. The CDC also said medical costs related to obesity were estimated to be as high as $147 billion in 2008.

What’s the best exercise for heart health? By GENEVRA PITTMAN A combination of weight training and aerobic exercise might be the best prescription for overweight people at risk for diabetes and heart disease, a new study suggests. People doing only aerobic exercise dropped weight and inches off their waistlines — so an aerobic-only program is also a good (and less timeconsuming) option, researchers said. Those in the study who just lifted weights saw very little benefit in terms of heart health, although they did gain strength. “Aerobic plus resistance is clearly the optimal program,” said Dr. Timothy Church, who studies exercise and disease at Louisiana State University’s Pennington Biomedical Research Center in Baton Rouge. The findings, he told Reuters Health, are in line with other recent research and physical activity guidelines that suggest mixing in a little resistance training with regular aerobic exercise. Researchers led by Lori Bateman of the Duke University Medical Center in Durham, North Carolina randomly assigned 196 overweight, sedentary adults to three different exercise programs. One group did resistance training three days a week,

working out on eight different weight machines to target upper and lower body muscles. A second group did two hours of aerobic training per week on gym machines — the equivalent of about 12 miles of walking or jogging over the course of the week. The third group was assigned to do both the weight-training and aerobicexercise programs. More than one quarter of the exercisers dropped out of the study during the eightmonth exercise programs and some others didn’t have complete before-and-after health readings for researchers to compare. In the end, Bateman and her colleagues analyzed the pre-exercise and post-exercise status of 86 participants. On average, people in the weight-training group who completed the exercise program gained about 1.5 pounds and added a smidgen to their waistline, without changing any of their other heart or diabetes risk factors. Those in the aerobic group lost an average of 3 pounds and half an inch from their waists. Study participants who did both weight and aerobic training dropped about 4 pounds and 1 waistline inch. That group also saw a decrease in diastolic blood pressure (the bottom blood pressure reading) and in a “metabolic syndrome” score that reflects combined heart and diabetes risk factors.

However, statistical analyses showed that participants doing both aerobics and weight training didn’t necessarily have better outcomes than those who just did aerobic training. The researchers said it wasn’t clear if the apparent marginal benefits of the combination regimen — the 4pound weight loss versus 3, for instance — were due to the effects of weight training, or just more total time in the gym. Resistance training builds muscle and bone, which can actually add weight to the body, although it is leaner, stronger body mass. Both the aerobic-only group and the combinedexercise group also lowered

their levels of triglycerides — a type of fat in the blood. Korean scientists create glowing dog SEOUL — South Korean scientists said yesterday they have created a glowing dog using a cloning technique that could help find cures for human diseases such as Alzheimer’s and Parkinson’s, Yonhap news agency reported. A research team from Seoul National University (SNU) said the genetically modified female beagle, named Tegon and born in 2009, has been found to glow fluorescent green under ultraviolet light if given a doxycycline antibiotic, the report said.

The researchers, who completed a two-year test, said the ability to glow can be turned on or off by adding a drug to the dog’s food. “The creation of Tegon opens new horizons since the gene injected to make the dog glow can be substituted with genes that trigger fatal human diseases,” the news agency quoted lead researcher Byeong-Chun Lee as saying. He said the dog was created using the somatic cell nuclear transfer technology that the university team used to make the world’s

first cloned dog, Snuppy, in 2005. The scientist said that because there are 268 illnesses that humans and dogs have in common, creating dogs that artificially show such symptoms could aid treatment methods for diseases that afflict humans. Nasdaq spends to fend off ‘constant’ hack attacks By JONATHAN SPICER The operator of the Nasdaq Stock Market is “under constant attack” from would-be hackers and will spend more on security as a result, its top executive said. “As we sit here, there are people trying to slam into our system every day,” Robert Greifeld, chief executive officer of Nasdaq OMX Group, said in an interview on Wednesday. “So we have to be ever-vigilant against an ever-changing foe.” The exchange operator sits at the center of the U.S. financial system, which has increasingly come under siege from computer hackers and counts itself among those, including Citigroup Inc, that have had recent cyber breaches. Intruders entered Nasdaq’s systems last year, leaving “suspicious files” on the exchange’s servers and sparking an investigation involving the FBI. Trading platforms were not compromised, the exchange said, although some Internet-based client applications were vulnerable.

“We’re (now) in normal state in that we resolved that particular issue,” Greifeld said. Nasdaq, which runs stock and derivatives trading venues in the United States and Nordic Europe, provides and stores sensitive market data. Earlier on Wednesday, the company boosted 2011 cost projections, in part because of higher information security expenses. Expenses should now total $950 million to $965 million this year, up from the $920 million to $940 million estimated in February. Chief Financial Officer Lee Shavel said the environment had changed in the last few months. “You can throw as much money as you want against something like this, but as we looked at the level of attacks that have been experienced really across the industry ... we decided it was appropriate for us to up the amount of resources,” he told Reuters. Two-thirds of U.S. banks plan to raise spending on frauddetection and authentication systems in 2011, including the largest ones, according to a Gartner Research poll of 76 banks. The hacker wave has prompted calls from the White House and the Securities and Exchange Commission for new laws and rules to protect personal information and safeguard capital markets. Financial institutions, cognizant of reputations and possible systems vulnerabilities, appear increasingly willing to put cash on the line to get ahead of possible attacks. “We recognize that we’re under constant attack,” Greifeld said, “and by that I mean literally constant attack.”

Investors fret about how to survive a debt default By LAUREN YOUNG and BETH PINSKER Americans are bombarding their financial advisers with questions about what to do if the U.S. government defaults on its debt. Call volumes to major wealth managers have risen - and a lot of calls are about whether they will get badly hurt by the events in Washington. Concerns seem to be escalating as the August 2 deadline looms for the U.S. government to extend its debt ceiling or face the prospect of being unable to pay its bills. While people aren’t yet heading for the hills - no talk in the mainstream at least of stocking up on weapons or sticking money in a suitcase - many are asking their financial advisers about converting to cash or selling bonds. “Should we tell people to build a bunker and bury their money? Then you’d need the guns,” said Lydia Sheckels, chief investment officer with Wescott Financial Advisory Group, which manages a portfolio worth $1.5 billion and has offices in Pennsylvania, Florida and Washington, D.C. Instead she says, the best advice she can offer is that investors have to be broadly diversified. This is not the time for that risky bet on one emerging market or commodity. Between water cooler conversations at the office and the pundits on TV, it’s becoming impossible to ignore the noise and just sit and wait for the crisis to be

over. For financial advisers, that means a lot of touching base this week. Leslie Farnsworth, 36, was one of those content to sit out the frenzy, and hadn’t opened up account statements in months. She wasn’t even especially worried about the state of the financial markets - until her adviser showed up at her office with two colleagues to review her investment portfolio. “Is it really dire?” wondered Farnsworth, who is CEO of FrogDog, a consulting firm in Houston. Her adviser, who works at UBS, said: “We don’t need to sit tight. We need to change.” Those changes included dropping American Funds’ Growth Fund of America for Wells Fargo Growth Fund, due to the underperformance of the former. Farnsworth’s adviser also shifted money out of stocks into less risky investments, including a 15 percent allocation in Princeton Managed Futures, which is designed to reduce volatility by betting on futures, options and other securities. She now has a 50 percent allocation to equities, which is low for a person of her age. The prevailing wisdom from most advisers, however, is to assess but sit tight. Matthew Tuttle, the chief investment officer at Tuttle Wealth Management which is based in Stamford, Connecticut, is among those who are optimistic a deal will be reached in the nick of time: “The debt deal will eventually be worked

out in some way, and we will react to it when it happens.” For wealth managers at funds and brokers there has been a lot of contact with clients in the past few weeks, often by phone. At Fidelity Investments, phone volumes are slightly higher, although customers “are not making any significant moves” to cash or other conservative investments, according to Adam Banker, a Fidelity spokesman. Fidelity managed more than $3.6 trillion in assets as of June 30. “I’d estimate that our call volume increased by a third last week, and is up 50 percent over that this week,” added Jim Russell, regional investment manager for U.S. Bank, which manages $60 billion in client accounts. Surprisingly, one of the primary questions his clients are asking is whether this is an opportunity to get more exposure to capital markets. He said he is hoping the situation will be like it was three years ago, when Congress initially voted down the Troubled Asset Relief Program (TARP) for bank rescues and the markets dropped, only to rebound a few days later after it passed. Americans usually get a bad rap for having short memories, but many have not forgotten the most recent financial crash. “The ones who are concerned are the ones who have been fretful since 2008,” said Sheckels of Wescott Financial. She has one client in his 80s who calls her daily, worried because

A few people always get it right, and they never let you forget it. But most people lose the wager and generally don’t advertise their failure.” *Consider alternative assets. Cliff Caplan, certified financial planner and president of Neponset Valley Financial Partners in Norwood, Massachusetts, said: “I’ve extensively used managed futures, long/short strategies and market neutral funds. I have also made use of the FDIC version

of structured notes that utilize futures contracts for specific strategies while guaranteeing principal.” Yet at the end of the day, “I am still recommending that the majority of the portfolio stay the course,” Caplan says. *Diversify with gold but don’t go overboard. “Our biggest question is in not owning gold especially since we have in the past. There is just so much hype about gold, everyone thinks they should own it. But potential volatility has me worried,” said Bill DeShurko, author of “The Naked Truth About Your Money” (Penguin) and president/owner of 401 Advisor, LLC in Centerville, Ohio. In conjunction with a potential gold drop, DeShurko sees “a bump up in the dollar with a budget agreement, but then the trend

down will resume.” Added Caplan, “For very nervous clients, I have apportioned a percentage of their portfolio to the gold exchangetraded funds, GLD.” *Rethink asset allocation. “On the bond side we have both shortened duration to protect against rising interest rates and hedged against a falling dollar by including foreign bond positions,” said Jon McGraw, president of Buttonwood Financial Group, LLC in Kansas City, Missouri. “We are holding steady with our equity exposure as we are welldiversified both domestically and internationally. Edwin Jackson, Mark Teahen to Jays By DOUG PADILLA CHICAGO — The Chicago White Sox traded pitcher Edwin Jackson and utilityman Mark Teahen to the Toronto Blue Jays yesterday. The White Sox will receive reliever Jason Frasor and pitching prospect Zach Stewart. A short time later yesterday, the Blue Jays turned around and traded Jackson to the St. Louis Cardinals in an eight player deal that netted Toronto Colby Rasmus, sources told ESPN The Magazine’s Buster Olney. The Cards sent Rasmus Trever Miller, Brian Tallet and P.J. Walters to the Jays for Jackson, Marc Rzepczynski, Octavio Dotel and Corey Patterson. Miller, a left-handed reliever, will then go from the Blue Jays to

the White Sox, sources told Olney. The White Sox say the move with the Blue Jays not only gets Jesse Crain some righthanded relief help in the bullpen, it also helps shed some payroll. The White Sox started the season with a club record payroll that reached just beyond the $127 million mark. “Edwin Jackson and Mark Teahen are the consummate professionals, just good guys and good workers, but we needed to make a little bit of a dent in our payroll here which has been stressed a little bit,” general manager Kenny Williams said. “We did not want to be making a move that would be counterproductive to the opportunity for us to win still so how can we accomplish both of the goals?” The White Sox chose to deal from a strength (starting pitching) while shedding not only what is left of

Teahen’s $4.75 million salary form this season, but his $5.5 million salary in 2012. The move returns the White Sox to a fiveman rotation. Frasor helps bolster the bullen, which had been operating a man short most of the season as the club went with six starters. “We began to get worried about Jesse Crain’s usage and overusage,” Williams said. “Not that he’s being overused but the potential in August and September is to really tax a guy, he becomes ineffective and you might end up hurting him.” The White Sox and Cardinals reportedly had talked about a Jackson-Rasmus deal, although Williams said Tuesday the particulars reported in that deal were not correct. Jackson is no stranger to trades. The Dodgers traded him to the Rays in 2006. The Rays shipped him to the Tigers in 2008. He landed with the

Diamondbacks in 2009 in a three-team blockbuster that sent Curtis Granderson to the Yankees. And the White Sox acquired him at last year’s trade deadline for Daniel Hudson and minor leaguer David Holmberg. “I was born on the move,” said Jackson, whose father is a retired Army Sergeant First Class. “Being a military brat, my whole life I’ve been moving, making new friends. I’m a phone call away from anybody I want to get in contact with. It sucks when you start becoming close-knit and friendly with the guys you’ve been here with for a while. I can still call and check on everyone. At the end of the day, once I’m gone, my focus is on the team I’m playing with.” Jackson and Teahen were informed of the latest trade by Williams before yesterday’s game against the Detroit Tigers. “Chicago is a great city, it is a great team,

good group of guys here,” Teahen said. “I loved my time here. Obviously, I wanted to be healthy more of it, more productive and get more playing time and whatever, but it is what it is. It’s part of my career, I definitely enjoyed my time here and will think of it fondly.” Williams said Monday that the threegame series against the Tigers, who are 41/2 games ahead of the White Sox in the AL Central, would determine whether the White Sox would be buyers or sellers at the trade deadline, which is Sunday. After winning the first game of the series on Monday, the White Sox lost 5-4 on Tuesday. Frasor is 2-1 with a 2.98 ERA in 44 games with Toronto. The 33year-old Chicago native, who played at Southern Illinois, has a $3.75 million club option for the 2012 season.

Stewart, 24, is 0-1 with a 4.86 ERA in three starts with the Blue Jays this season. He was ranked the team’s No. 3 prospect by ESPN Insider Keith Law this preseason. Jackson is 7-7 with a 3.92 ERA this season, while Teahen had a .203 batting average in 51 games, hitting three home runs with 11 RBIs. The move makes Omar Vizquel the White Sox’s primary backup third baseman behind Brent Morel. Since finances aren’t the chief concern of manager Ozzie Guillen, he was asked of his perception of the deal from a purely talent standpoint. “I think overall it’s an even trade because I think we got a guy (Frasor) that can help us,” Guillen said. “I’m not saying Edwin can’t, but this kid, we need a right-handed pitcher out of the bullpen, and I think he’s going to be a pretty good addition to the ballclub.”

If he’s, if he’s not, I don’t want to discuss it,” the two-time Pro Bowl outside linebacker told CSNWashington.com on Tuesday. “I love Albert to death, wish him the best. If he’s here, there’s a role; if he’s not, we have to move on and forget about the saga with Albert, [Donovan] McNabb, you name it. We just have to start winning ballgames and forget about all the drama we go through each and every year.” The 30-year-old Haynesworth is two years into a seven-year, $100 million contract with the Redskins, who signed him in 2009 to what was then an NFL record of $41 million in guaranteed money. But Haynesworth clashed repeatedly with coach Mike Shanahan and frequently skipped workouts. Shanahan suspended Haynesworth for the final four games of last season for conduct detrimental to the team. The Redskins open training camp yesterday and whether Haynesworth will be there remains a question.

BLOOMFIELD HILLS, Mich. — ESPN analyst and former NBA player Jalen Rose was sentenced to 20 days in jail yesterday for a drunken-driving crash along a snowy suburban Detroit road. Rose, a college star at the University of Michigan, actually was sentenced to 92 days in custody, but District Court Judge Kimberly Small suspended all but 20. He also was given a year of probation. “You’re not here because you drank. I have no problem with that; have at it,” the judge said. “I do mind when you get behind

the wheel of a two-ton vehicle and use it as a weapon against the rest of us.” Rose pleaded guilty in May. At that time, he said he veered off a West Bloomfield Township road in March after drinking six martinis. His blood-alcohol content was 0.12 percent, above Michigan’s legal driving limit of 0.08. No one was injured. “I have no one to blame but myself for endangering the community,” Rose said in court yesterday. Rose’s attorney, James Burdick, noted that the probation department did not recom-

mend jail. “The people have hired me, not my probation department,” the judge replied. Prominent people sent letters to the court supporting Rose, including Detroit mayor Dave Bing. Rose, a Detroit native, is opening a school in the city that will bear his name. “Judge Small, for what it’s worth, I fully believe Jalen was being truthful to me when he stated, ‘I will never drink and drive again or ever be in any other court for any violation of the law,’ “ Bing wrote.

Charles Johnson agrees with Panthers CHARLOTTE, N.C. — The Carolina Panthers weren’t about to let their top free agent Charles Johnson get away, even if it meant shelling out big bucks.

The Panthers persuaded Johnson, their prized defensive end, to agree to a contract worth $72 million over six years, including a $30 million signing bonus. The team confirmed the deal Tuesday night and Johnson

said he plans to sign the deal Friday. “The Panthers told me the whole time they were going to come after me hard,” Johnson said. “I had to see it to believe, but they did.”

Jets agree to terms with WR Holmes By DENNIS WASZAK Jr. NEW YORK Santonio Holmes is staying put, eager to keep catching passes from Mark Sanchez in big games for the next several seasons. A person with knowledge of the deal told The Associated Press yesterday that the New York Jets have agreed to terms on a five-year deal with the flashy wide receiver, who was regarded as the top player at his position among this year’s free agents. Holmes was also considered the Jets’ main priority once the free agency period started Tuesday after the NFL lockout ended after 41/2 months Monday. And, New York went to work quickly on making sure they kept one

of Sanchez’s favorite targets. The person spoke to the AP on condition of anonymity because the team has not announced the deal. Teams can’t officially sign free agents until tomorrow. Financial terms weren’t immediately available. On Twitter, Holmes thanked other players who congratulated him on the deal. He also retweeted a post by fellow Jets free agent Antonio Cromartie, who said: “Congrats to (at)santonio10 on his new deal...that’s what I’m talking abt. Good friend and excellent teammate.” Holmes, acquired last offseason from Pittsburgh, had 52 catches for 746 yards and six touchdowns for the Jets and established himself as the go-to guy he was while with the Steelers. After return-

ing from a four-game suspension to start the season, Holmes quickly developed a rapport with Sanchez, who said Tuesday he was willing to restructure his contract if it helped the Jets go after free agents. While it’s unclear if any restructuring by Sanchez or any player was done, the Jets were aggressive in bringing Holmes back. They are also reportedly in talks with Oakland cornerback Nnamdi Asomugha, who is regarded as the top overall free agent available. New York entered the free agent period with 16 unrestricted players, including Holmes and offensive lineman Wayne Hunter, who agreed to terms on a four-year deal on Tuesday. The Jets might also be turning their attention to wide receiver Braylon

Edwards, who had 53 catches for 904 yards and seven touchdowns this last season. “Congrats to (at)santonio10 Great player and good friend!” Edwards wrote on his Twitter page. Edwards has said he wants to remain in New York, but it was thought the Jets would need to choose between him and Holmes because it would be unlikely they could afford to keep both. “It was such a luxury to have both of them last year,” Sanchez said. “It’s almost unrealistic to have that kind of a receiving corps again. Whichever guys we get back, it’s going to be them playing really well, and me getting even better.” Meanwhile, Edwards was due in court in Cleveland yesterday to find out whether he broke his probation

He also was forced to sit out the first four games of this season for violating the league’s substance abuse policy. General manager Mike Tannenbaum acknowledged that the Jets were taking a risk, but insisted it would be worth it. And, he was right. Holmes was a bigtime playmaker in the clutch, helping lead New York to its second straight AFC championship game. Holmes played key roles in three straight wins with big catches late in games, prompting coach Rex Ryan to call key moments “Tone Time.”

Ervin Santana owns Indians for Angels’ first solo no-no since 1984 CLEVELAND — Ervin Santana pitched the first solo no-hitter for the Angels in nearly 27 years, getting some long overdue revenge against the Cleveland Indians and leading Los Angeles to a 3-1 win yesterday. Santana struck out 10 and allowed only two runners — there was an error on the leadoff batter in the first inning and a walk in the eighth. Just once was Santana’s gem in jeopardy and second baseman Howie Kendrick’s nifty play saved it in the sixth. This was the third nohitter in the major leagues this season, yet another sign that this, too, is another Year of the Pitcher. Minnesota’s Francisco Liriano did it against the Chicago White Sox on May 3 and Detroit ace Justin Verlander beat Toronto on May 7. Plus, this was the first no-hitter at Progressive Field, a ballpark that

opened as Jacobs Field in 1994. And it marked quite a bit of role reversal for Santana. Santana made his big league debut on this very same field on May 17, 2005, and the Indians gave him a rude welcome. The first four batters he faced in the majors teamed up to hit for the cycle — Grady Sizemore led off with a triple, Coco Crisp doubled, Travis Hafner singled and Ben Broussard then homered. Santana hadn’t done much better against the Indians since then. The 28-year-old righty came into this outing 0-6 with a 4.98 ERA in 10 career starts versus them. “I never get a win against this team,” he said. But Santana (6-8) was in complete control while throwing the Angels’ first completegame no-hitter since Mike Witt pitched a perfect game on Sept. 30, 1984, against Texas.

Mark Langston (7 innings) and Witt (2 innings) combined to hold Seattle hitless on April 11, 1990. Santana said he began to think a no-hitter was within reach after he got through the eighth. “Lots of guys get to five, six innings, but that’s when things get a little complicated,” Santana said. He would know. Because in his last start, he took a no-hit bid into the sixth inning against Baltimore. Overall, it was the ninth no-hitter in Angels’ history. Hall of Famer Nolan Ryan threw four of them from 1973 through 1975. The last pitcher to hold the Indians hitless was Jim Abbott of the New York Yankees on Sept. 4, 1993. The closest Cleveland got to a hit came when rookie Jason Kipnis led off the sixth with a grounder past Santana.

Kendrick made a diving, backhand stop, threw from his knees and first baseman Mark Trumbo scooped out the low throw for the out. Santana threw 105 pitches, 76 for strikes. He had 0-2 counts nine times. The crowd of 21,546, many on extended lunch hours for the noontime start, cheered loudly when Lonnie Chisenhall walked with one out in the eighth. Otherwise, the fans nervously sat in expectation of watching history. Santana quickly took care of business in the bottom of the ninth. He got pinch-hitter Travis Buck to look at strike three, retired the speedy Ezequiel Carrera on a routine grounder and got Michael Brantley on an easy fly ball to center fielder Peter Bourjos. The Angels rushed from the dugout to mob Santana behind the mound. Along with a game for the record

books, it was an important win for Los Angeles as it chases Texas in the AL West. The win was only his third in 11 starts since May 30. He lost four in a row, June 4-21, but is 30 in six starts since. Last Friday, he gave up one run and three hits over 7 2/3 innings in a 6-1 win over the Orioles. Against the Indians, Santana looked a lot more like the pitcher who went 17-10 last season. Santana got off to an ominous start as Carrera reached when his grounder glanced off the heel of shortstop Erick Aybar’s glove. Carrera stole second, went to third on a groundout and scored on a wild pitch. Chisenhall’s walk was the lone blemish in the eighth as Santana struck out three in the inning. in the eighth — when he struck out the side. Neither team got a hit

until Vernon Wells led off the Angels fourth with a bloop single. Los Angeles tied it at 1 in the fifth when Bourjos tripled off the wall in left and scored on a sacrifice fly by Mike Trout. The Angels went ahead in the sixth on an odd passed ball by catcher Carlos Santana. Torii Hunter doubled and went to third on a one-out single by Kendrick. After Mark Trumbo struck out, right-hander Joe Smith relieved David Huff (1-1) and Kendrick took off for second on a 1-1 pitch. Santana came out of his crouch to get the pitch, which was called a strike by umpire Ted Barrett, but the ball popped out of his glove and rolled down the first-base line. The young catcher scrambled after it and threw to Smith covering the plate, but Hunter slid in ahead of the tag to score the unearned run.

JETS AGREE TO DEAL WITH SANTONIO HOLMES SE E PAG E 23 VIK ES MAY TRAD E FOR MC NAB B The Washington Redskins, Vikings and Donovan McNabb have a preliminary agreement in place for the veteran quarterback to be traded to Minnesota, sources told ESPN. The compensation issues that were the stumbling blocks to the trade appear to be resolved. The one sticking point now appears to be McNabb’s concern Tuesday night about how the Vikings’ side of the situation was handled. Sources said there were some in the organization who expressed a preference in acquiring quarterback Tyler Thigpen, who since has agreed to terms with the Buffalo Bills. McNabb will be making far less than the $14.75 million he would have been due from the Redskins, but it is not clear how much he will be paid, and how

any incentives would alter his compensation. According to sources, the trade will involve a 2012 sixth-round draft pick and a conditional sixthround pick for 2013 going to Washington. The Redskins had wanted fifth- and seventh-round picks from Minnesota. Before the reporting of the deal, Christian Ponder, the quarterback drafted by the Vikings with the 12th overall pick in April, tweeted: “Excited to have McNabb join. Will learn a lot from a Pro Bowler. But that doesn’t mean I’m not still fighting to start week 1!” Redskins coach Mike Shanahan projects John Beck to be his starting quarterback this season. The team added depth to the position yesterday, when it reached agreement on a one-year contract with Kellen Clemens, a league source told ESPN NFL Insider Adam Schefter.
