NEWS BRIEFS Religious leaders seek clemency OFFICERS TO BE RETRIED IN BRONX ROAD RAGE CASE Two police officers will be tried again for felony assault charges after a mistrial was declared last month in the case. Koleen Robinson and Michelle Anglin will have to go on trial again for allegedly beating Marlon Smith in August 2008 while offduty. The jury did reach a partial verdict in the last trial, convicting the officers on a misdemeanor charge of official misconduct. However, the sentencing for those charges will not be decided until this second trial is wrapped. The two transit officers are accused of beating Smith after getting into an argument over an open car door. He needed 25 staples to close a gash in his head. CLEANING CREW TACKLES FLY-INFESTED POPEYES RESTAURANT A cleaning crew began work Saturday on a garbage and fly-infested Popeyes restaurant in Brooklyn. The restaurant, located on Pennsylvania Avenue in East New York, closed about a month ago but was left to rot. The trash piled outside has already been picked up. However, dead flies can still be seen inside and a strong odor can be smelled from a block away. City Councilman Charles Barron and his chief of staff say they have received a lot of complaints. “This is disgusting. It’s outrageous, and it’s ridiculous that this is in our neighborhood and in our community. We’re going to continue until the last, last, last, last action is taken to rectify this situation,” said Barron’s Chief of Staff Joy Simmons. The city Health Department gave the restaurant an “A” rating before the franchise owner went bankrupt and and closed the place. MTA MAY REPLACE METROCARDS WITH SENSOR-CARD SYSTEM MetroCards are going to go the way of the subway token within a few years. The Metropolitan Transportation Authority has been toying with the idea of a so-called “smart card” for a number of years. The agency plans to replace MetroCards with a new pass called the “MTA Card” in three or four years. Commuters would tap the MTA Card, or a credit or debit card, on a sensor to pay for their rides. They would also be able to pay as they go, with fares being deducted from a linked bank account, or they could buy trips in advance. An MTA spokesman said in a statement. “It’s time for MetroCard to be replaced, which provides an opportunity for a rare triple play: a new system that’s easier for all customers to use, faster for boarding the transit system, and will save millions.”

for Georgia man on death row By TOM WATKINS Religious leaders called Thursday on their peers to join them in seeking clemency for a man on Georgia’s death row, citing doubts about whether he is guilty. People of Faith Against the Death Penalty and Amnesty International said they were asking religious leaders to encourage others to sign a public letter (troyletter.org) asking the Georgia Board of Pardons and Paroles to commute the death sentence of Troy Davis (right), 42. As of Thursday night, more than 1,600 people from across the country had done so. “This is a matter of conscience and it is urgent,” said Stephen Dear, executive director of People of Faith Against the Death Penalty, a national advocacy group based in North Carolina. “We call on religious leaders, regardless of their position on the death penalty, to use their moral authority to help stop the execution of a man with a strong case of innocence.” Witnesses testified that Davis, then 19, and two others were harassing a homeless man in a Burger King parking lot in 1989 when off-duty Savannah, Georgia, Police Officer Mark Allen MacPhail went to the man’s assistance. They testified that Davis shot MacPhail twice and fled. Since Davis was convicted in 1991, seven of the nine original witnesses have recanted or changed their testimonies; no physical evidence links him to the crime. Davis was granted a stay of execution by the U.S. Supreme Court two

hours before he was to be put to death in 2008, and the court in 2009 ordered the federal district court to take another look at the case. That court, after holding a hearing to review evidence, ruled that Davis “failed to show actual innocence” in the case. The district court suggested that, for procedural reasons, Davis should take his appeal of its ruling directly to the Supreme Court. Davis ended up filing with both the 11th Circuit and the Supreme Court. The 11th Circuit deflected the appeal in November, saying it agreed with the district court that the Supreme Court was the correct place for the filing. Davis then took his case to the U.S. Supreme Court in January, filing two pleas. One sought review of the Georgia federal judge’s rejection of the innocence claim, and the other asked for a test of the 11th Circuit’s refusal to review the case. The justices in March turned down both pleas without comment. That means Davis could face a fourth execution date within two weeks, according to the letter. “Only the Georgia Board of Pardons and Paroles can stop his execution now,” the release said. “Pastors and ministers and imams and priests and rectors are reading about this case and they’re researching it for themselves,” Davis’ sister, Martina Correia, told CNN Thursday. “They’re having lots of problems with it and saying, ‘Look, we’ve got to stop this. We’re supposed to be a country of faith and a state of faith, but you’re not willing to give somebody a fair chance.”

Davis, who is being held at the Georgia Diagnostic and Classification Prison in Jackson, has not been allowed to speak to the news media, Correia said. She said the case has already exacted a fatal toll on her family: Their 65year-old mother died two weeks ago as she sat watching television. Earlier in the day, she had been reading a newspaper article that said her son might be the first prisoner in the state to be put to death with a new drug, Correia said. “That’s the last thing she read.” Their father died in February 1992, six months after his 19-year-old son was sentenced to death. “He said that he couldn’t watch them kill his son for something he didn’t do, so he stopped taking his insulin,” she said. “One day he just went into a diabetic coma. He didn’t wake up.” But she said her brother has accepted that he may be executed if that helps focus attention on the inequities of the system. “I just want people to know that this is not just for our family,” Correia said Thursday in a telephone interview. “Because we dishonor Officer MacPhail by killing the wrong person. All we’ve wanted is fairness over finality.”

Napolitano: U.S. must be vigilant after bin Laden By DAVID BEASLEY ATLANTA — Al Qaeda and its allies will keep targeting the West despite the killing of Osama bin Laden and the United States must remain “ever vigilant,” Homeland Security Secretary Janet Napolitano said on Saturday. Napolitano said the U.S. government had nevertheless not formally raised alert levels in its National Terrorism Advisory System since U.S. commandos killed the al Qaeda leader at a compound in Pakistan nearly a week ago. “What that means is that we have

no specific, credible intelligence right now that would indicate that we do so. But we are constantly, with our intelligence partners feeding into us, evaluating that posture,” she told an audience at the Atlanta Press Club. While Napolitano hailed bin Laden’s killing as “probably one of the most significant achievements yet” in the U.S. fight against terrorism, she warned against the United States and its Western allies lowering their guard. “There really is no doubt that al Qaeda, or an al Qaeda affiliate, or those inspired by that ideology, will continue to focus their attacks on the

West,” she said. “What this means is that we have to remain ever vigilant.” Napolitano spoke as a senior U.S. intelligence official in Washington told journalists that the compound in Pakistan where bin Laden was killed was an “active command and control center” for the al Qaeda leader. Addressing U.S. government efforts to curb illegal immigration on its southern border, Napolitano, a former Arizona governor, said federal authorities were making progress in improving border security. “There has never been a larger, more sustained and better effort,” she said.

Majority agree with Obama decision on bin Laden photos CHICAGO — Nearly two-thirds of Americans agree with President Barack Obama’s decision not to release graphic photos of the dead al Qaeda leader Osama bin Laden, according to an NBC poll. Obama said in a television interview this week that he opted against releasing post-mortem photos of bin Laden, the mastermind of the September 11 attacks, because it could incite violence and be used as an al Qaeda propaganda tool.

The NBC poll found 24 percent of respondents strongly believed the photos should be released, and 52 percent strongly believed they should not be released. Another 12 percent said they agreed with the president, although not as strongly. Obama said the photos would do little to assuage those who question whether bin Laden was killed in the U.S. raid on his Pakistani compound on May 2.

“We’ve done DNA sampling and testing, and so there was no doubt we had killed Osama bin Laden,” Obama told CBS’ “60 Minutes” program, according to an excerpt released by the White House. “The fact is you will not see bin Laden walking on this earth again.” Al Qaeda confirmed bin Laden’s death in an Internet message on May 6 and vowed not to abandon armed struggle.

Obama, taking aim at Big Oil, says gas prices hurt By MATT SPETALNICK INDIANAPOLIS — President Barack Obama said on Friday that high gasoline prices are sapping the spending power of Americans, as he tried to limit political fallout by linking it to public hostility toward oil companies. “We’ve got high gas prices that have been eating away at your paychecks and that is a headwind that we’ve got to confront,” Obama told auto plant workers in remarks to promote his policies to wean Americans from dependency on foreign oil. Public anger over rising costs at the pump has put pressure on Obama to look for ways to provide quick relief for consumers as he seeks re-election in 2012. Indiana is a presidential battleground state that Obama won narrowly in 2008. The White House said election politics played no role in its selection for a visit. Opposition Republicans have sought to cast blame on the Democratic president for a surge in gas prices that is straining Americans’ pocketbooks at a time of stubbornly high unemployment and sluggish economic recovery. Gasoline prices have jumped by more than $1 a gallon (3.8 liters) over the past year. Retail prices averaged nearly $4 a gallon on Friday, according to the motorist group

AAA. In a bid to deflect voters’ anger, Obama has called for an end to tax breaks for oil and gas companies, opened a probe of market speculators and urged world producers to raise output. Analysts say such measures were unlikely to have much impact. But it touched a popular nerve on Friday. “If you are already paying them at the pump, we don’t need to pay them through the tax code,” he said to cheers from plant workers who will start making hybrid transmissions

in 2013. “We do not need to do it. Especially at a time when we’re scouring every part of the budget to try to figure out how we can bring down our deficit and our debt,” he said. Obama’s remarks followed meetings on Thursday between his administration and lawmakers from both parties to cut the bloated U.S. budget deficit, which worries Americans and will be a major theme in the 2012 election for both parties. Obama wants Congress to roll back $4 billion in “unwarranted tax

subsidies” enjoyed by increasingly profitable oil giants. Republicans say that would amount to a tax increase on energy supplies and would be counterproductive. Global oil prices have surged in recent months on unrest in the Middle East and growing global demand for energy, but they fell steeply on Thursday to under $100 per barrel. The White House says the drop in prices ought be passed along to U.S. consumers in the form of lower gasoline price. U.S. Attorney General Eric Holder on Friday directed a special task force to look at whether gasoline prices fall in line with the big drop in oil prices, and if not, whether it is because of fraud or market manipulation. “If wholesale prices continue to decrease, fraud or manipulation must not be allowed to prevent price decreases from being passed on to consumers at the pump,” Holder said in a memorandum to a special task force working group set up to probe possible fraud and manipulation in the energy markets. White House press secretary Jay Carney agreed, saying the administration will “make sure that we don’t have a what I’ve heard described as a ‘rockets-and-parachutes phenomenon,’ where prices at the pump rocket up when oil prices rocket up, and yet they come down in a parachute fashion when oil prices go down.”

Mayor unveils $66 billion budget, expects layoffs By JOAN GRALLA Mayor Michael Bloomberg on Friday unveiled a near $66 billion revised budget plan that does not raise taxes but instead relies on attrition and layoffs to cut about 7,000 city workers. Though the city is spending the majority of its reserves, “even that will not be enough to avoid layoffs of some city employees, including teachers,” Bloomberg, a political independent, said at a news conference. The school system, the nation’s largest with more than 1 million pupils, stands to lose about 6,000 teachers, in what would be the first

teacher layoffs in decades. Elementary schools and schools in poor neighborhoods, those with staff with far less seniority, will be hardest hit. Despite a recent upswing in revenue, Bloomberg rescinded few cuts. Most notably he found funds for 16,000 child-care slots that were slated to be cut. New York politicians have long complained that the city sends the federal and state governments billions of dollars more in tax revenue than it gets back in aid. The problem is particularly acute now, Bloomberg said, because both Washington and Albany are closing their deficits by cutting billions of aid dollars for the nation’s counties, cities and towns.

“The disinvestments in counties and cities by the federal and state governments is not good for this country,” said Bloomberg. He again called on the state government to permit the city to negotiate pension benefits, clashing with Democratic and Republican governors around the country who are trying to rein in pay and benefits promised to public workers by curbing their rights to negotiate contracts. The soaring cost of the city’s pensions systems is draining money from other services, the mayor says, while New York City’s actuary is reducing the expected rate of return to 7.5 percent from 8.0 percent. Michelle Obama talks to graduates in Iowa CEDAR RAPIDS, Iowa — Michelle Obama praised the Navy SEALS who killed Osama bin Laden as she delivered the commencement address Saturday at the University of Northern Iowa. Obama also joked that she has probably spent more time in Iowa than any other place except Chicago and Washington. But she also talked of how the state welcomed her family as her husband began campaigning for the presidency. “My family was here a lot back in 2007, long enough for my husband to have a sculpture of his head made out of butter,” she said.

Obama urged graduating seniors to embrace the values of family and service. She mentioned the four members of the university’s class of 2011 who were commissioned as U.S. Army officers Saturday morn-

ing and the Navy SEALS. “They did not hesitate, risking everything for us, for our freedom and security. And they did it not just as Navy SEALs,” she said. “They did it as husbands, as fathers, as sons. Their families were back here, with no idea of their mission or whether their loved one would ever come home. That is the very essence of the word ‘service.’” Obama also urged students to find something they feel passionate about. She talked of giving up a corporate legal job to work for the city of Chicago and then for a public-service organization.

will force the city to contribute around another $1 billion to the retirement system. Bloomberg did not retreat from plans to further trim the number of police officers and firefighters, though a fiscal monitor in March said this will compress their number to decade-lows. “The fire department has to respond to things that were unthinkable 15 years ago, and the police department has to worry about international threats when they used to be worried about street crime; they’ve done a phenomenal job, I think we’re as ready to respond as we could be,” Bloomberg said. His revised spending plan — about $3 billion bigger than the current budget — must be approved by the Democrat-led City Council. Council Speaker Christine Quinn, a possible mayoral contender, said she was concerned that 20 fire engine companies will be closed and library services will be cut by 29 percent, which means most branches would only be open three days a week. “We will propose alternative cuts to many of those proposed by the mayor,” she said. Comptroller John Liu and Public Advocate Bill de Blasio, both Democrats, called on Bloomberg to hire fewer costly outside consultants, as did the Municipal Labor Committee, a union group. Bloomberg predicted the city will have to close about $15 billion of deficits from fiscal 2013 to 2015.

The exponential increase in the bedbug population throughout New York City has worldwide entomologists determining why these small, flat, brown, bloodsucking ecoparasites have reappeared after decades of near extinction. In former times this problem was mitigated with frequent hot water and soap washings with the added use of organic or synthetic insecticides like DDT. But these are weak controls against a bug plague whose hosts are illegal immigrants and global travelers who visit every city in the country. Once settled, they unwittingly deposit their bugs in businesses, dwellings, hospitals, schools, trains, ships, theatres, stores and offices. According to Dr. May Berenbaum, author of “The Earwig’s Tail: A Modern Bestiary of Multi-Legged Legends” and chairman of entomology at the University of Illinois, every state in the United States including Guam, Puerto Rico and American Samoa have them.

Their onslaught is so sudden that some New Yorkers believe they are “being purposely planted.” Such an opinion is not irrational when you really think about it. They hide in the dark in check out baggage, luggage, clothing, backpacks, bags, purses and folds of fabric. Last summer I entered Zara’s midtown Manhattan boutique for the first time and saw how easily these parasites spread. The store was packed with frenzied shoppers trying on clothing over their own perspired garments. Only six customers waited to use the fitting room. Now, any apartment building from public housing to the most exclusive dwelling can have them unlike the perennial cockroach, ant, silverfish, mouse and unthinkable rat. From October through June 311 is inundated with no hot water complaints from city tenants. Add this to the 50% reduction in washing machine water and it’s no surprise that bedbugs have taken up residence. These wingless creatures reside in cracks, crevices, corners, bed frames, mattresses and upholstery.

So if you awake and find small drops of fecal spots of digested blood on fabric surfaces and raised painful welts on your skin it’s likely that bedbugs have attacked you and had their routine 10 minutes feeding. To ease any alarm, scientists reassure us that they carry no pathogens. But what does history tell us about commutable diseases? We know lice travel on bodies and spread typhus, insects spread yellow fever and malaria, mosquitoes transmit a host of lethal diseases, fleas cause the plague and deer ticks trigger Lyme disease that often leaves one with neurological disabilities. We know from New York City’s Health Department that rare bacteria and viral based diseases such as leprosy, babesiosis, brucellosis, cyclosporiasis, encephalitis, escherichia coli, West Nile fever, yersiniosis, tuleremia, meningoccoccal, shigellosis, trichinosis, cholera, Bubonic plague and many other formerly unheard of maladies are now here. Obama got Osama - But gets little credit for doing it By GEORGE E. CURRY Special to the NNPA from theDefendersOnline.com If Pakistan cannot or will not take out these high-level terrorists targets and we have actionable intelligence about where they are, then I would take action to protect the American people. I firmly believe that if we know the whereabouts of Bin Laden and his deputies and we have exhausted all other options, we must take them out. Senator Barack Obama Op-Ed in the Globe Gazette Mason City, Iowa Aug. 12, 2007 Last Sunday, President Obama made good on that promise, announcing that a team of elite Navy SEALs had taken out Osama bin Laden for good with two bullets, one to the chest and one to the head. The surprise attack on Public Enemy No. 1 took place shortly before 2 a.m. in Pakistan, ending one of the longest and most frustrating worldwide manhunts in history. Speaking to reporters at the White House, a subdued President Obama said, “Today, at my direction, the United States launched a targeted operation against that compound in Abbottabad, Pakistan. A small team of Americans carried out the operation with extraordinary courage and capability. No Americans were harmed. They took care to avoid civilian casualties. After a firefight, they killed Osama bin Laden and took custody of his body.” Jubilant, flag-waving Americans

gathered in front of the White House and at Ground Zero in New York to celebrate. The New York Daily News carried a photo of Bin Laden the next day with the headline, “Rot in Hell.” For some families, the death of Osama bin Laden, nearly 10 years after the murder of their loved ones, may put them on the road to closure. For others, however, it merely reopened old wounds, wounds that may never fully heal. It was George W. Bush who boldly declared shortly after a plane crashed in Pennsylvania and the Twin Towers at the World Trade Center in New York and the Pentagon went up in flames, “I want justice. And there’s an old poster out West. I recall, that said, ‘Wanted Dead or Alive.’” In 2003, Bush stood on the flight deck of the USS Lincoln and declared, “…Major combat operations in Iraq have ended.” Mounted on the ship was a huge banner that proclaimed, “Mission Accomplished.” Of course, the mission in Iraq was not accomplished – and still isn’t – and Bin Laden was never found dead or alive on Bush’s watch. It was a patient, skilled, and underrated Barack Obama who proved to be the real “decider” in the White House. By all accounts, he was directly engaged in all aspects of the carefully planned operation that ended Bin Laden’s life without suffering any U.S. casualties. Obama was apprised that Bin Laden’s hideaway inside of Pakistan had been pinpointed by CIA operatives last September. During the next few months, additional intelligence information was developed and on March 13, President Obama

Not the only terror Continued from page 4 information the possibility of an allergic reaction from bedbug bites seems almost harmless. But we still should know what is triggering this phenomenon. Entomologists from Ohio State University and The University of Massachusetts in Amherst agree that bedbug’s defense and enzyme systems have improved which allows them to rid their bodies of lethal pesticide poison. Recent research suggests that a mechanical response at the cellular level prevent toxins from attacking their nerve cells. This gene mutation that molecular biologists have identified actually thickens the shell casing of their bodies and keeps them alive. Other reports indicate that it’s this mutation that keeps poisons out and makes them stronger and more resistant to insecticides. In a New York Times article Robert Lee Hotz writes, “Laboratory

tests in the U.S., Europe and Africa show that today’s bedbugs can survive pesticide levels a thousand times greater than the same lethal dose of a decade or so ago.” So what are we to do? You can for one hire a pest management company which comes with a special sniffing dog but they charge anywhere from $500 per room to $20,000 an apartment to cover art and antiques. You can remove any suspect clothing and place them in large plastic bags in an area that does not have carpeting. Then wipe the area with soap. The idea is to contain all infected garments until they are hot—-really hot water laundered, washed by hand, heated or frozen.

held the first of five National Security Council meetings. When presented with the option of bombing the compound, Obama rejected it and instead favored a riskier plan to airlift Navy SEALS by helicopter, having them storm the compound and conduct a room-byroom search for the terrorist mastermind. Before leaving to inspect tornado damage in Tuscaloosa, Ala., the president gave the green light to launch the attack. On Sunday, the operation was carried out in secrecy as Obama and his close circle of security advisers watched on a secure hookup. Amazingly, there were no leaks to the media in the nation’s gossip-crazed capital. Instead of being boastful, Obama struck a somber tone, praising those who had carried out the mission, both Democrats and Republicans and declaring, “Justice has been done.” In order to minimize the inevitable pushback from some Muslims in Arab countries, the administration noted that they had observed the Muslim practice of washing Bin Laden’s body and wrapping it in a white garb before dumping it in the Arabian Sea within 24 hours of his death. On Monday, at a previously scheduled White House dinner of political leaders and their mates, President Obama tried to rekindle the national unity that was on display immediately following the September 11 attack. “I know that the unity that we felt on 9/11 has frayed a little bit over the years, and I have no illusions about the difficulties of the debates that we’ll have to be engaged in, in the weeks ahead and months to come,” he said. “But I also know there have been several moments like this during the course of this year that have brought us together as an American family, whether it was the tragedy in Tucson or, most recently, our unified response to the terrible storms that have taken place in the South. Last night was one of those moments. And so tonight, it is my fervent hope that we can harness some of that unity and some of that pride to confront the many challenges that we still face.” If Obama had entertained any illusions about duplicating the short-lived post 9/11 unity, they would have quickly dissolved. Tuesday’s Los Angeles Times carried the headline, “Bin Laden’s sea burial fuels conspiracy theories.” The story observed, “Conspiracy theorists on both the left and the right were quick to insist that Bin Laden was either still alive or had been dead for years, pouncing on the

government’s decision to slide the body of the world’s most wanted man off a board into the Arabian Sea.” The new conspiracy theories about Bin Laden emerged before the old ones about where Obama was born were put to rest. Last Monday, the U.S. 9th Circuit Court of Appeals in Pasadena, Calif. granted a client of birther litigator Orly Taitza an opportunity to challenge the summary dismissal of a case heard two years ago questioning whether President Obama was born in Hawaii. Despite the White House release of Obama’s long-form birth certificate and mountains of additional evidence, some conspiracy buffs refuse to drop the issue. The only thing missing from what Obama described as a carnival is Donald Trump demanding to see Bin Laden’s death certificate. Although former President Bush applauded the capture and killing of Osama bin Laden, other conservatives are belittling Obama’s accomplishment. Brett Decker, editorial page editor of the conservative Washington Times, wrote in a column that Obama made too many references to himself when he made the announcement about Bin Laden’s death. “Not only is this consistent with his view that everything is about him, it also reflected the reality that this president is weak and perceived by the world to be a lackluster leader who has undermined American power,” Decker wrote. “He needs to grab any opportunity he can to make himself believable as a commander in chief. Crowds flocked to the White House gates to celebrate Bin Laden’s demise, giving this unpopular president a rare glimpse of public support that won’t last long.” Judging by his critics, Obama won’t have support even when he accomplished something George W. Bush couldn’t. They have already resumed their attacks on Obama’s handling of the economy. Laura Ingraham, spoofing Obama’s comment that Americans can do whatever we set our mind to, tweeted, “Like spending according to my budget and raise the debt ceiling!”

Al Qaeda plotted 9/11 anniversary rail attack By JAMES VICINI and MARK HOSENBALL WASHINGTON — Al Qaeda considered attacking the U.S. rail sector on the 10th anniversary of the September 11 attacks, U.S. government officials said on Thursday in describing intelligence from Osama bin Laden’s hide-out in Pakistan. They said some evidence was found indicating the al Qaeda leader or his associates had engaged in discussions or planning for a possible attack on a train inside the United States on September 11, 2011. “We have no information of any imminent terrorist

threat to the U.S. rail sector, but wanted to make our partners aware of the alleged plotting,” spokesman Matthew Chandler said of an intelligence message the Department of Homeland Security sent on Thursday. The department and other U.S. agencies have been reviewing the treasure trove of information from bin Laden’s compound in Pakistan seized by the United States during the raid this week that killed the al Qaeda leader. An initial review of the information by U.S. intelligence analysts indicates that bin Laden, while in Abbottabad, played a direct role for years in plotting terror attacks, and was not just an inspirational figure to al

Detroit police hunt gang of ‘Mad Hatter’ thieves

Qaeda, The New York Times reported on Thursday. “He wasn’t just a figurehead,” the Times quoted a U.S. official as saying. “He continued to plot and plan, to come up with ideas about targets, and to communicate those ideas to other senior Qaeda leaders.” The information on plotting against the U.S. rail sector indicated one possible tactic for attacking a train was trying to tip it somehow off its tracks, one official said. The official said it appeared from the information that this was an idea that bin Laden or his associates considered, but there was no indication now from the intelligence that further plans were drawn up for the scheme or that steps were taken to carry it out. Another official said al Qaeda in February last year contemplated the rail attack to occur on the 10th anniversary of the hijacked plane attacks on the World Trade Center in New York and the Pentagon, but the group was not tied to that exact date. Since the raid, the Department of Homeland Security has taken a number of steps

in reviewing measures at all potential terrorist targets, including transportation systems across the country. It added more officers at airports and at the borders. Chandler said the alleged al Qaeda plot was based on “initial reporting, which is often misleading or inaccurate and subject to change.” He added, “We remain at a heightened state of vigilance,” but said there were no plans to raise the national threat level. Officials have long been concerned that al Qaeda

might try to carry out attacks on the U.S. rail system. In 2008, U.S. authorities warned of a possible al Qaeda threat to transit systems in and around New York City over the Thanksgiving holiday weekend. Last year, an Afghan immigrant pleaded guilty in New York to plotting a suicide bombing campaign on Manhattan’s subway system in what U.S. authorities described as one of the most serious threats since the September 11 attacks.

Pennsylvania to be third state with dedicated sex offender court A female suspect responsible for a series of larcenies and frauds that have occurred throughout the metro Detroit area is seen in this Sterling Heights Police Department, Michigan. DETROIT — Police in Detroit are looking for a gang of middle-aged to elderly women, dubbed the “Mad Hatters,” who are believed to be responsible for a string of robberies, purse snatching and fraud. The suspects typically steal a woman’s wallet or purse, police said in a statement. Shortly afterward, the credit cards and checks are used at stores to buy merchandise or at banks to get cash. Surveillance photographs supplied by police show the middle-aged to elderly women wear hats, usually of the floppy, fisherman variety, at the time of the incidents. Purse-snatching crimes are not uncommon, but what is unusual is the organized nature of the crimes.

“Seldom are there these organized rings doing it, such as this one,” Sterling Heights police Lt. Luke Riley said. The incidents began about a year ago and the most recent incident occurred last week, according to a press release from the Sterling Heights Police Department. The total value of merchandise and cash stolen could be as high as $500,000, police said. The women stole almost $200,000 from one bank. Riley said authorities are looking for “at least” five or six women in this group. Photographs show the person responsible for the theft is not always the one who uses the stolen items to commit the fraud, police said in a release.

By DANIEL LOVERING PITTSBURGH — Pennsylvania next month will become the third state in the nation with a court dedicated to bringing sex offenders to justice. In an effort to stop repeat offenders, particularly those who target children, a pilot program will open June 23 in Allegheny County, according to the Pennsylvania Supreme Court. After a year, if deemed effective, it may be expanded statewide. Judges hope that channeling sex abuse cases through a specialized court will speed up the process so that “victims and witnesses don’t have to wait before getting their day in court,” said Steve Schell, a spokesman for the Administrative Office of Pennsylvania Courts. New York and Ohio have introduced similar courts in recent years.

In western Pennsylvania, the separate court will be composed of judges specializing in sex offender cases. It will focus on creating a uniform system, strengthening accountability and coordinating the management of adults who violate Megan’s Law, a mandated public registry for convicted sex offenders. “This is a large-scale issue because it involves everything from rapes to minor sex offenses,” said Judge Jeffrey Manning, one of the judges working on the program. “We’re going to try to make sure that those people who are convicted or plead guilty are immediately accountable.” The separate court is designed to improve public safety by reducing repeat offenses by convicted sex criminals. Pennsylvania Supreme Court Justice Debra Todd called the specialized court

an “innovative approach for achieving consistency in sentencing and managing the difficult population of sex offenders, in our continuing effort to reduce recidivism.” Programs like the sex offender court have arisen because “people are upset about this issue of sex offenders in their communities,” said Rebecca Thomforde Hauser, associate director of domestic violence and sex offense court programs at the nonprofit Center for Court Innovation in New York. “It’s a newer kind of arena for the criminal justice system, but there’s a lot of national research and organizations that have been working around how communities can work in a more collaborative way to manage (sex offenders),” Hauser said. Pennsylvania’s sex offender court will be funded with reallocated tax money, said Schell.

Tunisian police battle anti-government protesters By ZOUBEIR SOUISSI & MATT ROBINSON TUNIS - Tunisian police battled hundreds of protesters demanding the government’s resignation on Friday in the most violent confrontations for weeks with prodemocracy demonstrators. Tension has risen in the North African country, whose “Jasmine Revolution” inspired uprisings across the Arab world, after a former minister warned of a possible coup by loyalists of the ousted government if Islamists win elections. “The people want a new revolution,” chanted protesters on Avenue Bourguiba in the heart of Tunis. Protesters said that, even though Tunisia’s interim administration had denounced the warning of a possible coup, it raised fears that a suspected plot

could be used to derail reforms meant to lead to an election in July. Police used teargas and batons to break up a demonstration after Friday prayers, but protesters regrouped as dusk fell, throwing stones and setting a fire in the middle of one of capital’s main the streets. Riot police scuffled with protesters. The Interior Ministry said four members of the security forces were injured, of whom one was in critical condition. It did not say if any of the protesters were injured or how many were arrested. Former President Zine al-Abidine Ben Ali was ousted by street protests in January after 23 years in power and an interim administration has promised elections in July for an assembly to draw up a new constitution. Protesters said they did not trust Tunisia’s rulers and feared meddling by Ben Ali loyalists. “We are here to demand the departure of this government, which is dishonest,”

said demonstrator Sonia Briki. “We want them to step down so we can have a government whose members are just at the service of the people.” ISLAMIST RISE Trouble began on Thursday when former Minister Interior Farhat Rajhi said there could be a coup if Islamists won the election, a statement denounced by the government. A common thread running through uprisings across the Arab world sparked by the one in Tunisia has been unease among secularists and in the West about whether democracy would open the door to Islamic rule. Tunisia’s main Islamist group, Ennahda, led by moderate Muslim scholar Rachid Ghannouchi and banned under Ben Ali, says it will contest the elections and does not fear a coup. It is expected to do well in some parts of the country of 10 million people, particularly the conservative south,

where deep frustration over poverty and unemployment helped inspire the revolution. The official TAP news agency reported unrest overnight in the central province of Gafsa and said curfews had been imposed in three towns there. Warning of a “possible return to the oppressive practices of the previous regime,” the National Union of Tunisian Journalists complained that 14 reporters had been beaten or manhandled during protests this week. The Interior Ministry issued a statement apologizing for the treatment of journalists on Friday. Tunisia’s turmoil and the conflict in neighboring Libya have badly dented an economy that lacks the oil and gas resources of its neighbors, driving thousands of young Tunisians to leave for Europe in search of jobs. The Tunis-based African Development Bank, one of the biggest lenders to Tunisia, said Europe

New EU sanctions on Syria as 27 protesters killed By KHALED YACOUB OWEIS AMMAN - Syrian security forces killed 27 protesters on Friday demanding an end to President Bashar al-Assad’s rule, rights campaigners said, and the European Union agreed to impose sanctions in response to his crackdown. Activists and witnesses said demonstrations broke out after the main Friday prayers in cities across the country of 20 million people, from Banias on the Mediterranean coast to Qamishly in the Kurdish east. The bloodiest confrontation took place in

the city of Homs where 15 protesters were killed, activist Ammar Qurabi said. State television said an army officer and four police were killed in Homs by a “criminal gang,” though another activist, Wissam Tarif, said witnesses told him nine soldiers defected in Homs to the protesters and may have clashed with other troops. Four protesters were also killed in Deir alZor, said a local tribal leader from the region which produces most of Syria’s 380,000 barrels per day of oil. They were the first deaths reported there in seven weeks of nationwide unrest. International criticism has mounted against Assad, who has gone on the offensive to maintain his family’s four-decade grip on power and crush

demonstrators demanding freedom. ASSET FREEZES European Union governments agreed on Friday to impose asset freezes and travel restrictions against up to 14 Syrian officials responsible for the violent repression, which rights campaigners say has killed more than 580 people. Officials give a lower death toll and say half the fatalities have been soldiers and police, blaming “armed terrorist groups” for the violence. They say demonstrators are few in number and do not represent the majority of Syrians. Assad himself was not among those immediately targeted under the sanctions, which follow last week’s EU agreement in principle to impose an arms embargo on Syria. The measures will be

approved on Monday if no member state objects. Assad’s security forces and troops, which stormed the city of Deraa last week, have prevented demonstrators establishing a platform such as Egypt’s Tahrir Square by blocking access to the capital Damascus. But every week protesters have used Friday prayers to launch fresh marches. “The people want the overthrow of the regime,” shouted 2,000 demonstrators in the Damascus suburb of Saqba. A youth riding a motorbike was later killed in Saqba when he approached a roadblock and soldiers opened fire on him, a witness said. Footage released on the Internet and aired on Al Jazeera television showed protesters in several towns and cities echoing the same calls for freedom and change

should be doing more to help Tunisia back on to its feet. “If they fail, I think Tunisia will pull through, but they may pull through in a different way,” regional rep-

resentative Jacob Kolster told Reuters. “Maybe slower, more risky, maybe where there are more risks of reversals than if there were a real firm helping hand across the pond.”

Kadhafi regime hits out over rebel war chest By W.G. DUNLOP TRIPOLI Moamer Kadhafi’s regime reacted angrily Friday to a decision by world powers to provide funding to a rebellion against his rule in Libya, saying plans to tap assets frozen abroad was “piracy.” The fund, set up at a meeting of the International Contact Group on Libya in Rome on Thursday, is intended to provide an emergency lifeline to the rebels, whose provisional administration has no source of financing to replace receipts from oil exports that have come to a virtual halt. It will initially receive international donations. Blocked assets — estimated to be worth $60 billion (40 billion euros) in Europe and the United States — are to be used at a later date. Italian Foreign Minister Franco Frattini, whose government hosted the meeting, said $250 million was already available in

Human rights watchdog Amnesty International said the government’s twomonth siege of Misrata — Libya’s third largest city — might amount to a war crime. “The scale of the relentless attacks that we have seen by Kadhafi forces to intimidate the residents of Misrata for more than two months is truly horrifying,” said Amnesty senior adviser Donatella Rovera. “It shows a total disregard for the lives of ordinary people and is in clear breach of international humanitarian law.” At the Rome meeting, the rebel leader outlined a political plan that would be enacted if Kadhafi leaves power in which an interim government would hold a referendum on a new constitution and parliamentary and presidential elections within eight months. Jibril said the rebels would soon contact the United Nations to organise municipal elections in the cities it already controls as a way of showing its commitment to democratic change in Libya.

France announced it ordered 14 people who served as Libyan diplomats under Kadhafi’s regime to leave the country within two days. “France has declared persona non grata 14 Libyan ex-diplomats posted in France,” the foreign ministry said, indicating Paris no longer recognised their diplomatic status. The ministry accused them of “activities incompatible with the relevant UN resolutions... and contrary to the protection of Libyan civilians.” At the Rome meeting, US Secretary of State Hillary Clinton had called on the international community must do more to isolate Kadhafi’s regime by expelling all diplomats loyal to him. Britain ordered two Libyan envoys to leave London on Thursday. It had already expelled the ambassador. In Moscow, the Russian foreign minister spoke out against developments in the way the international community is handling the Libyan crisis, while his visiting Chinese counterpart called for respecting Libyan sovereignty.

Nigerian state holds delayed Kenyan police seize 1 ton governorship election of ivory at airport

OWERRI, Nigeria Polling opened Friday in some parts of the Nigerian state of Imo for a governorship election after irregularities marred a previous exercise, an electoral official said. Voters were signing up in the affected districts and all was in place “for a hitch-free exercise,” a spokesman for the state electoral agency Samuel Basil told AFP. Actual voting was to begin at 12:30 pm (1130 GMT). The Independent National Electoral

Commission (INEC) had ordered fresh elections in four local government areas and one ward in a fifth following complaints of irregularities during the April 26 governorship vote in the southwestern oil-producing state. Cases of ballot box snatching, fake balloting materials and inadequate ballot papers were among the problems that forced a fresh vote. On Thursday, soldiers set up checkpoints along the main roads in Owerri, the

state capital as part of security measures to prevent any fraud or outbreak of violence ahead of the vote. Nigeria held elections for governor in most of its 36 states last week as it stumbled to the end of a landmark election period that had earlier led to deadly riots in the north over the April 16 presidential vote. A local rights group said 500 people died in the riots. Governorship elections were also marred by bombs, shootings and theft of ballots.

By TOM ODULA N A I R O B I , Kenya Authorities have seized the tusks of 58 elephants - totaling one ton of ivory - after sniffer dogs led investigators to containers at the country’s main airport that were bound for Nigeria, officials said Friday. Joseph Ngisa, the

officer in charge of criminal investigation in the country’s airports, said no arrests had been made. It was not immediately clear why the ivory was being transported to the West African nation; the most common destination for smuggled ivory is Asia. “We are suspecting they could be from here or neighboring countries and we are on their toes. We must get them. They have killed many, many elephants and we cannot allow this,” said Eunice

Kiheko, the deputy police chief in charge of all airports. Patrick Omondi, an expert on elephants at the Kenya Wildlife Service, says illegal ivory smuggling in Africa increased after the 2007 temporary lifting of a ban by the Convention on International Trade in Endangered Species. It allowed a one-off sale by countries that had stockpiles of ivory from elephants that had died naturally or problem elephants killed by wildlife officials.

Mugabe negotiations ‘frustrating’ but key: Tsvangirai CAPE TOWN Zimbabwe Prime Minister Morgan Tsvangirai said Thursday that negotiating his shaky unity pact with veteran President Robert Mugabe was “the most frustrating experience” of his life but was key to halting the country’s collapse. “It is the most frustrating experience of my life to have to negotiate with somebody who lost an election, and then forced to negotiate an arrangement where the loser comes through the window in order to claim the same rights like somebody who has won,” Tsvangirai said. “But I think that you reach a stage where, given the level of collapse, you may have to forego whether you have won or not and say what is the best solution for the people,” he told a session of the World Economic Forum on Africa in Cape Town. Mugabe and Tsvangirai’s power-sharing government — formed in February 2009 after a violent and disputed election — has succeeded in halting Zimbabwe’s economic tailspin, mainly by ditching the local currency after record hyperinfla-

CAPE TOWN African economies are among the world’s fastestgrowing but leaps in output have not been a silver bullet for better living standards, delegates at the World Economic Forum said Thursday. Some African countries had shown massive spurts in growth but had failed to address anti-poverty needs, like basic housing, water and health, said activist Graca Machel who urged that growth and development go hand in hand. “In terms of growth, they’ve made a huge leap ahead, but look at the social indicators — they are among the worst. So growth alone

is not a response,” said Machel whose husband is South African antiapartheid hero Nelson Mandela. Investor interest in Africa is growing and seven African countries are expected to be among the world’s 10 fastest-growing economies this year but the growth masks huge disparities on the world’s poorest continent. Zimbabwean Prime Minister Morgan Tsvangirai, whose country is clawing its way out of economic meltdown, told the Forum that the challenge was to improve living standards and economic potential. “As we improve our economic performance and there is a spread of wealth, the better for this continent,” he said. “If there are more people who are hungry, there are more people

who are poor, and there is no improvement in the standard of living of the people, we can not build a democratic value system.” The International Monetary Fund predicts that sub-Saharan Africa’s gross domestic product will grow by 5.5 percent this year and 5.8 percent next year. Presenting an annual report on the continent’s development, for-

mer UN secretary general Kofi Annan said Africa needs strong leadership to harness the region’s economic growth to benefit its people. “The primary responsibility for progress remains with ourselves, with African leaders and their population who need to translate the continent’s wealth into results and for the benefit of the people,” he said.

Armed gang shoots soldier dead in North Sinai ISMAILIA, Egypt - A gunbattle between members of Egypt’s military and an armed gang in the Sinai Peninsula left one soldier dead Thursday, a source said. An officer and another person were also wounded when the army moved on an unidentified gang near a police building in the northern city of El-Arish, the security source said, adding that gunshots were still being fired. Clashes between security forces and armed groups, often engaged in smuggling immigrants, arms and drugs through the Sinai Peninsula, are not uncommon.

OUAGADOUGOU, Burkina Faso - Government officials say 26 people have died after their bus crashed in the tiny coastal West African nation of Togo. More than 40 others were wounded and taken to health centers in small towns in the area early Friday. The victims were mainly merchants from the neighboring nation of Burkina Faso who were traveling to the Togolese capital for business. Burkina Faso’s government said in a statement read on national radio and television that the crash happened on a bridge that was being repaired. Burkina Faso, a landlocked country on the southern edge of the Sahel desert, depends on importing basic products from neighboring coastal nations like Togo and Ivory Coast. - BRAHIMA OUEDRAOGO

Sectarian violence kills 25 in southern Guinea CONAKRY, Guinea - A government minister says at least 25 people have been killed and a mosque has been destroyed in the West African nation of Guinea. The fighting took place earlier this week in Galapaye, about 600 miles (1,000 kilometers) south of the Guinean capital near the country’s border with Liberia. Government Minister Alhassane Conde confirmed Friday at least 25 people were dead, and another dozen hospitalized with life-threatening injuries. A man who spoke on condition of anonymity for fear of reprisals said that members of the Kpele community, which follows indigenous religious traditions, had attacked members of the Muslim Konianke group. He said the violence began after a Konianke man wounded someone from the Kpele group who was trying to raze the mosque. - BOUBACAR DIALLO

Morocco arrests 3 Marrakesh cafe bomb suspects RABAT - Morocco arrested three people over a bomb attack on a cafe in the tourist city of Marrakesh last week that killed 16 people, and said the chief suspect showed “loyalty” to al Qaeda. The three suspects were all Moroccans, the official news agency quoted the Interior Ministry as saying. Most of the bomb victims were foreign holidaymakers, including eight French people. The ministry said the chief suspect, who was “well-versed in jihadi ideology and shows loyalty to al Qaeda,” had built and planted two bombs in the cafe, not one as previously believed. The April 28 blasts were the first such attack in Morocco since coordinated suicide bombings in the commercial capital, Casablanca, in 2003, and added to the challenges facing King Mohammed at a time when he is trying to prevent uprisings breaking out in Morocco similar to those elsewhere in the Arab world.

Dominican Republic bank to receive $17.5 million in IDB funding WASHINGTON — The Inter-American Development Bank (IDB) and Banco BHD of the Dominican Republic have signed contracts for $17.5 million financing facility that will strengthen Banco BHD’s capital to further expand its long-term lending to the corporate sector, including small and medium enterprises (SMEs). The facility consists of a senior five-year loan of up to $5 million and an eight-year subordinated loan of up to $12.5 million from the IDB’s ordinary capital. The transaction will provide long-term financing to Banco BHD, which will in turn on-lend to corporate and SME clients - key market segments that drive sustainable economic development in the Dominican Republic. The subordinated loan will strengthen Banco BHD’s capitalization, further promoting lending activities as the loan will meet Tier II capital criteria according to the country’s banking regulator. IDB president Luis Alberto Moreno and Banco BHD president Luis Molina Achecar signed the loan agreements in a ceremony held on Wednesday at the IDB headquarters in Washington, DC. At the signing, Moreno reiterated the IDB’s support

for initiatives that strengthen the private sector, especially in smaller economies such as the Dominican Republic. “With this facility, we will support the economic growth of the SME sector in the Dominican Republic through Banco BHD, while at the same time strengthening the bank’s capitalization, which will have a multiplier effect in its ability to provide longterm financing in the country.” Molina Achecar commented: “Signing this agreement gives us great satisfaction because it not only affirms that the Inter-American Development Bank has confidence in Banco BHD, a business relationship of which we are very proud, but it also reaffirms our commitment to well-functioning corporate governance, respect for the environment and a pursuit of best practices in the region.” This project is a strategic component of the beyondBanking program carried out by the Financial Markets Division of the IDB’s Structured and Corporate Finance Department. Through its program pillars, beyondBanking recognizes the catalytic role of banks in promoting economic growth and corporate change and in deepening capital markets.

Rainy season poses challenge to ongoing anti-cholera efforts in Haiti PORT AU PRINCE, Haiti — The United Nations peacekeeping mission in Haiti will continue supporting all efforts to combat the spread of cholera in the Caribbean country, cautioning on Thursday that the forthcoming rainy season could pose fresh challenges because of the risk of contamination of water sources. “The rainy season is coming and this is a great source of concern for us because the more water you have, the more the risk of new propagation of the epidemic,” said Sylvie van den Wildenberg, spokesperson for the UN Stabilization Mission in Haiti (MINUSTAH). “MINUSTAH is committed to keep supporting all the humanitarian partners those in the UN family and indeed the government of Haiti - in order to respond in the most efficient manner to this new challenge,” she told

a news conference in the Haitian capital, Port-auPrince. Van den Wildenberg spoke a day after the release of a report by an independent panel set up by the UN to investigate the source of the cholera outbreak that has claimed more than 4,500 lives in Haiti since last October. The report concluded that a “confluence of circumstances,” and not the fault of any group or individual, was responsible for the fast-moving outbreak. The four-member panel of experts included a series of recommendations for the UN and the Haitian government so they can help prevent the future introduction and spread of cholera. Secretary-General Ban Ki-moon has announced that he plans to convene a task force to study the report’s findings “to ensure prompt and appropriate follow-up.”

Boycott clubs that admit minors, St Kitts PM says BASSETERRE, St. Kitts- As government moves to block minors from being admitted to nightclubs, Prime Minister Dr. Denzil Douglas has suggested that adults boycott establishments which continue to allow juveniles. Speaking during his weekly call-in programme he said the Criminal Amendment (Amendment) Bill, 2011 requires the support of the entire public. The Bill will make it a criminal offence for anyone under 18-yearsold to be admitted to night clubs, casinos, and other adult entertainment spots. Owners of these establishments would be fined up to EC$5,000 (US$1,851) the first time they are found guilty of breaking the law and could also lose their business licences for a second

Six held over 3-year-old’s abduction KINGSTON, Jamaica - Police this morning found a three-year-old boy who was kidnapped from his school yesterday and are now questioning three women and three men in connection with the abduction. The boy, the son of a

businessman, was taken from the Mount Alvernia Preparatory and Kindergarten School in Montego Bay. When his mother showed up at the school to collect him just after 1:30 pm, she was told a man had already picked him up. She said she had not authorized anyone to

collect her son and an alarm was raised. Police were informed that a man led the child to a vehicle where a woman was waiting before speeding away. A search was launched by police and in the early hours of this morning the young child was found asleep in a house in

Manchester. He was unharmed. Six adults, reportedly picked up from various locations, were taken into custody. The administration at the Mount Alvernia Preparatory and Kindergarten School said it will be boosting security at the institution.

Gaming dispute costing Antigua millions ST. JOHN’S, Antigua Prime Minister Baldwin Spencer has revealed that the United States’ failure to comply with a World Trade Organisation (WTO) ruling on online gaming is hurting Antigua and Barbuda financially - and significantly so - not only though lost earnings and jobs but because it has forced the country into an expensive legal battle. And he has made it clear that all options

are being considered to resolve the dispute, including going outside the WTO for satisfaction. Spencer was speaking yesterday at the opening of a two-day summit convened at the Sandals Grande Resort to discuss the status of the disagreement with the US and to seek support from players in the international gaming industry. During the late 1990s, Antigua and Barbuda was the

largest gaming jurisdiction in this hemisphere, employing over 3,000 people and contributing 6-8 percent to gross domestic product (GDP). The Prime Minister noted that in 2000 alone, the sector paid in excess of EC$35 million (US$12.96 million) in wages and salaries. “However, post intervention of US laws and WTO decision, employment in the sector today registers approximately 440

employees. License fees today are below EC$2 million (US$740,740) from a high of EC$20 million (US$7.4 million) in the late 1990’s,” he said. “I can further go on to demonstrate the loss of revenue to businesses and private individuals who provided services to the Internet Gaming companies, rented homes and office space among others. The cost of pursuing this matter at the WTO has been astronomical.”

they should not be. Any person who takes the position that that is too much for them to do will have lost their right to lament and complain whenever there is a report of yet another young person gone astray,” he added. Dr. Douglas lamented that a sense of social responsibility is sorely missing in the Caribbean and throughout the world. “I know that you have all tuned on the international news and seen how children and young people in other countries are filming fights of themselves and placing these fights on the internet, making ‘cool’ and ‘trendy’ what once used to be a cause for real shame. And then, you are also aware of the filming by young people, all over the world, of what should be very private behavior between adults and placing this on the internet. This, too, is

mainstreaming and making almost ‘no big deal’ what, not so long ago, would have been a cause for complete shock and disgrace in every corner of the globe,” he said. “Then, in recent years, in our own region and beyond, some members of the older generation have been allowing the younger generation to go anywhere, do anything, behave anyhow, without restrictions,” said Prime Minister Douglas added, pointing out that this “has had terrible consequences for the young people involved, and it has had terrible consequences for our society as a whole.” He said these troubling trends are encouraging a wild, animalistic approach to life, but assured that his government would try to turn the situation around in the twin-island federation.

New paper finds IMF agreement and debt burden blocking Jamaica’s economic progress WASHINGTON— A new paper from the Center for Economic and Policy Research finds that Jamaica’s economic and social progress has suffered considerably from the burden of an unsustainable debt; and that, even after the debt restructuring of 2010, this burden remains unsustainable and very damaging. Pro-cyclical macroeconomic policies, implemented under the auspices of the IMF, have also damaged Jamaica’s recent and current economic prospects. “Jamaica is a clear case where the IMF and other international actors have put the economy in a strait-jacket,” said Mark Weisbrot, co-director of the Center for Economic and Policy Research. “Jamaica needs debt cancellation and economic stimulus to get out of its long slump, and it has not gotten either of these.” The paper, “Jamaica: Macroeconomic Policy, Debt and the IMF,” by Jake Johnston and Juan Antonio Montecino, notes that the IMF program focuses on containing the wage bill, even though this can have negative consequences for a developing country that needs to increase spending on health and education. Curbs on the wage bill have put pressure on Jamaica’s struggling healthcare sector, creating uncertainty surrounding the treatment and payment of healthcare workers. Despite the pro-cyclical measures that the IMF has been recommending, last week the Jamaican government announced it would seek a two-year extension of the current IMF agreement.

Early solid foods tied to lower peanut allergy risk By AMY NORTON Infants with a family history of allergies might be less likely to develop a peanut allergy if they start solid foods before the age of four months, a new study suggests. Researchers found that among 2- and 3-year-olds whose parents suffered from allergies, those who were started early on solid foods or cow’s milk were about five times less likely to be sensitized to peanuts. “Sensitized” means that a child has immune-system antibodies directed at a potential allergen — in this case, peanut proteins — and is at increased risk of having a full-blown allergy to that substance. Still, the findings do not prove that early introduction of “complementary” foods prevents peanut allergies, said Christine Joseph, the lead researcher on the study and an epidemiologist at the Henry Ford Health System in Detroit.

The study, she told Reuters Health, shows an association, but cannot prove cause-and-effect. So it’s too early to make any recommendations to parents on when to introduce solid foods or cow’s milk, Joseph said. And in general, she noted, there is controversy over which infant feeding tactics, if any, might cut the risk of food allergies. At one time, the American Academy of Pediatrics recommended that parents not give children cow’s milk until after their first birthday, eggs until the age of two, or peanuts until age three. But the group reversed that position in 2008, after studies showed no good evidence that the advice lowered kids’ food allergy risks. Right now, experts generally recommend that infants be breastfed exclusively for the first six months of life because it is the best form of nutrition. Whether that has any benefit on food allergy

risks, though, remains unclear. The new findings are based on 594 children whose mothers were interviewed when the children were one, six, and 12 months old. When the

children were 2 to 3 years old, the researchers tested their blood samples for antibodies against peanut, egg and milk — three common triggers of childhood food allergies. Overall, 11 percent of the children were sensitized to peanut. Among children whose parents had allergies or asthma, the risk of peanut sensitization was lower if

they’d been started on solid food or cow’s milk before the age of four months. Of those children, just under 6 percent had peanut sensitivity, versus 16 percent of those who’d had the foods introduced later in infancy. That corresponds to a fivefold difference in risk, after taking into account other things that might set todthe dlers up for allergies. There was no similar pattern among children whose parents were allergy-free. It’s too early to tell whether early solid foods are a “good thing” for infants with a family history of allergies, Joseph said. “Intuitively, it does seem like the opposite of what you’d expect,” she noted. However, Joseph explained, for infants with a genetic susceptibility to

allergies, early exposure to a broader range of foods could be the “kick start” needed for immune-system cells in the gut to mature. And that, in turn, could make them less likely to develop food allergies later in childhood. Joseph said that larger studies are needed to confirm the current findings. Lab research would also be helpful to see exactly why early introduction of solid foods and cow’s milk might protect against peanut sensitization. Also unclear, she added, is why this study found a lower risk of peanut sensitization only, and not egg or milk sensitization. Peanut allergies do tend to be more severe than milk or egg allergies, Joseph pointed out, but it’s not certain if that is a reason for the findings. It’s estimated that just over one percent of U.S. children are allergic to peanuts, but that rate appears to have been on the rise over the past couple decades. No one is sure why.

Supervised exercise most effective for diabetics By JULIE STEENHUYSEN CHICAGO — Diabetics get the most benefit when they exercise more than 150 minutes per week in a supervised fitness or exercise program tailored to their needs, an analysis suggests. The findings, published in the Journal of the American Medical Association, suggest it may be time for policymakers to consider reimbursing patients for the cost of health club memberships and sessions with a personal trainer as a way to help control diabetes. Diabetes and prediabetes will account for an estimated 10 percent of total health care spending by the end of the decade at an annual cost of almost $500 billion — up from an estimated $194 billion this year, according to a report by health insurer UnitedHealth Group Inc. In October, the U.S. Centers for Disease Control and Prevention projected that up to a third of U.S. adults could have diabetes by 2050 if Americans continue to gain weight and avoid exercise. “Cost analyses have shown that use of a health

plan-sponsored health club benefit by the general older population and by older adults with diabetes was associated with slower increases in total healthcare costs over two years,” Dr. Marco Pahor of the University of Florida wrote in an editorial in the Journal of the American Medical Association. In the study, Daniel Umpierre of the Hospital de Clinicas de Porto Alegre in

Brazil and colleagues analyzed data from 47 clinical trials and more than 8,000 patients, looking for the best way for diabetics to control their blood sugar. They found that diabetics who participated in a supervised exercise program for more than 150 minutes a week did a better job of lowering their blood sugar than those just advised to exercise. Diabetics who did super-

vised exercise training cut a measure of blood sugar known as hemoglobin A1c by 0.67 percent compared with control group participants. Pahor said clinical trials are needed to prove that supervised exercise programs help diabetics the most but he said it may be time to consider paying for these programs as a way to prevent larger health costs linked with the complica-

tions of diabetes. Those complications can include heart and kidney disease, nerve damage, blindness and circulatory problems that can lead to wounds that will not heal and limb amputations. Diabetes, which is reaching epidemic proportions and is one of the fastestgrowing diseases in the United States, currently affects about 26 million Americans.

Moderate levels of arsenic in water can pose health threat Even moderate levels of arsenic in drinking water increases the risk for heart disease, a new study suggests. Arsenic is a naturally occuring element found in the earth’s crust. High concentrations of arsenic in groundwater pose a public health threat to millions of people worldwide, according to the study. To assess the risk from moderate exposure to arsenic, researchers studied nearly

12,000 men and women in Araihazar, Bangladesh, where groundwater is contaminated with arsenic. The researchers measured arsenic levels in wells used for drinking water by the participants, who also gave periodic urine samples that were tested for arsenic. Participants were followed for about 6.6 years. The death rate from cardiovascular disease was 271 per 100,000 person years among people who drank water with

moderate levels of arsenic (12 to 864 parts per billion, or ppb), compared with 214 per 100,000 person years among people who drank water with low levels of arsenic (less than 12 ppb). Nearly 30 percent of the deaths among the study participants can be attributed, in part, to moderate levels of arsenic in drinking water, according to the researchers. They also found that current and former smokers had a higher risk of dying from

heart disease associated with arsenic compared with people who never smoked. This suggests that smoking intensifies the cardiovascular effects of arsenic exposure, even at moderate levels. The study was published online May 5 in the British Medical Journal. Previous studies suggest that arsenic can induce hardening of the arteries.

DEP questioned on dumped park project By ERIN DUFFY TRENTON — Assemblywoman Bonnie Watson Coleman confronted the commissioner of the state’s environmental protection agency yesterday over last year’s decision to suspend the Petty’s Run archaeological dig and the Capital State Park project. Bob Martin, commissioner of the Department of

Environmental Protection (DEP), fended off questions from Watson Coleman, DEwing, at an Assembly budget committee hearing yesterday. Pointing out that only one of New Jersey’s 39 state parks falls within an urban area — Jersey City’s Liberty State Park — Coleman accused the DEP and the Christie administration of deinvesting in urban green spaces by suspending the projects. “I don’t know what it takes to understand that urban centers are

being disproportionately and negatively impacted here in this budget, in these policies,” said Watson Coleman, D-Ewing. Of particular concern to the assemblywoman was the state’s decision last November to pull the plug on the $87 million Capital State Park. First mapped out in the 1990s, the park would have stretched from behind the Statehouse to the Delaware River, harkening back to the city’s Stacy Park greenway erased during the construction of Route

29. Canceling the park canceled the city’s chance to cash in on jobs, construction tourism benefits and summer jobs for teenagers, Watson Coleman said. “My question was: Is it fair to eliminate this park, in this capital city, in this historical site associated with so many opportunities to spur on economic development?” she asked. “This was an $80 million project ... and we don’t have the money to do it,” Martin answered.

Part of the park includes Petty’s Run, an archaeological site that includes the remnants of several industrial mills dating as far back as the mid-18th century. During last year’s decision to close the site, the DEP and the State Capitol Joint M a n a g e m e n t Commission recommended it be filled in and covered over. That work, expected to cost $400,000, would preserve artifacts inside Petty’s Run for future digs. While Watson

Coleman pushed for fencing that would allow the Petty’s Run dig to be secured without being buried under layers of fill, Martin said the state’s resources must be focused on existing parks, not expensive, ongoing construction. “We’re sitting with numerous parks and historic sites that are absolutely falling apart across the state that we already own,” said Martin. “From a state investment point of view, we have to keep up the current assets we have.”

N.J. attorney general faces questions on Christie’s threat to defy Supreme Court over school funding By SALVADOR RIZZO TRENTON - A late afternoon Assembly budget hearing flared into an all-out constitutional debate Thursday when legislators asked Attorney General Paula Dow to settle the predominant legal question in Trenton: Can Gov. Chris Christie defy the state Supreme Court? The governor has threatened to ignore the justices if they order him to find an extra $1.7 billion for school districts, but he has refused to elaborate

on his controversial stance. Instead, it was Dow who faced a barrage of hypotheticals from members of the Budget Committee: Could Christie be disbarred? How would an unfavorable ruling affect public safety? Finally she was asked: Does the Supreme Court have the power to enforce its decision? “Last I heard they don’t have a police force,” she shot back. “I have one.” That answer came well into the three-hour hearing, during which Dow repeatedly told leg-

islators it would be inappropriate to weigh in when the Supreme Court has yet to issue a decision. “I think that was an off-the-cuff comment,” said Assemblyman Lou Greenwald (D-Camden), the committee chairman. “They’ve got the constitution - that’s more powerful than a police force.” But he added that it was disappointing for the state’s top law enforcement officer to hedge on questions with wide-ranging legal and budgetary implications. If the Supreme Court rules against Christie

in the Abbott v. Burke case, it would put enormous pressure on a cash-strapped state trying to figure out a budget. “I hope the case doesn’t go against us,” Greenwald said. “We’ve already lost court decision after court decision.” Before the Department of Law and Public Safety’s budget was sidelined yesterday, Dow said that despite a $5 million budget cut, the State Police were scheduled to get a new class of more than 100 officers, as well as 325 vehicles. The state’s Division of

Law will also hire 33 lawyers after a six-year hiring freeze, she said. When asked about the sharp increase in violent crime recently in Newark, Camden and other cities that have laid off police officers, Dow said the key was increased partnerships with federal agencies and the use of more grants aimed at improving departments’ technological tools. She also strongly encouraged local police departments to consolidate into regional forces, as in Maryland or Florida. “The State Police is

not in a position to supplant those officers being laid off across the state,” she said. “Governor Christie has asked every department to manage its money the way millions of New Jerseyans must manage their own - by setting priorities and looking for ways to stretch a dollar,” she said. Asked if the high court needed a police force to enforce its decisions, Dow said that was a question for legislators. “I’m just trying to get through a budget hearing,” she said.

N.J. Assembly committee advances bill to extend domestic violence laws to pets By CHRISTOPHER BAXTER TRENTON — Every day, family pets are targets in homes where there is domestic violance, animal advocates say. And the emotional trauma of their suffering extends to their owners, who often choose not to leave their batterer because they fear for their pet’s well being. Seeking to remove what advocates call a tool of revenge, the Assembly Judiciary Committee on Thursday advanced a bill that would extend laws that protect

domestic violence victims to also include family pets. The bill (A1633) would allow judges to add family pets to restraining orders designed to keep abusers away from their victims, assign legal custody of pets to victims, and allow them to remove animals from dangerous homes. "We’ve heard so many stories of pets being abused or even killed as retaliation against a partner when a relationship goes sour," said Assemblywoman Connie Wagner (DBergen), a co-sponsor. The bill addresses a well-researched link

between domestic violence and violence against animals, Kathleen Schatzmann, New Jersey director of The Humane Society of the United States, told the committee. Twentyone states have passed similar laws, she said. The bill also shines light on how domestic violence permeates a household, and how abusers will use anything of importance — from personal secrets to children to pets — to gain the upper hand. "I see this every month," Victor "Buddy" Amato, chief of the Monmouth County Society for the Prevention of Cruelty to Animals, said after tes-

tifying before the panel. "They actually hold an animal for ransom like a person." Sandy Clark, executive director of the New Jersey Coalition for Battered Women, said in a telephone interview there are "hundreds and hundreds of ways that batterers can threaten and attempt to control the victim. This is one of them. And it’s a big one." As it stands, judges can assign custody of family pets, but many victims, police officers and prosecutors do not think to ask for such protections, said Sherry Ramsey, director of animal cruelty prevention with the Humane

Society and a former Monmouth County assistant prosecutor. As Hurricane Katrina proved, she said, people will put themselves in grave danger to protect animals. Nearly three quarters of women with animals at home who enter shelters report that

their batterer injured, maimed, killed or threatened family pets for revenge or psychological control, according to the American Humane Association. Up to 40 percent of battered women choose not to escape violent homes because they fear what might happen to a pet, the association reports.

Sanaa Lathan returns to the stage unexpectedly Sanaa Lathan is a Virgo, which becomes quickly apparent when you meet her. She worries about the photos that are taken of her, though she’s easily one of the world’s most beautiful women. She worries that a visitor’s tape recorder is working properly, though that’s hardly her concern. “I’m very anal. I worry about everything,” she says, laughing. “We’re perfectionists. And we’re worriers. And we’re very critical, but most critical on ourselves. As you can see.” Lathan, 39, admits to being a little wound up as she puts the finishing touches on the title character of playwright Lynn Nottage’s new play, “By the Way, Meet Vera Stark.” It’s not always easy for a perfectionist to work in the theater. “I’m always working, always trying to find new things,” she says in the darkened seats of Second Stage Theater on 43rd Street. “If you saw the play this week and then you see it again the night we close, it will be better. I’ll be better.” The new play is a fascinating — and often hysterical — look at stereotypes and racism in Hollywood through the career of a fictional Black actress, Vera Stark. The first half explores her frustration playing servants in films in the 1930s and the second act flashes forward to debate her pioneering — and yet controversial — legacy. Was she a trailblazer who helped pave the way for today’s Black superstars or did she do more harm than good by taking embarrassing parts? “I’ve been in this business for 17 years now and me and my friends are dealing with many of the same

issues — not to that degree obviously,” she says. “We have more options. And yet there is a disparity between what Black actors get and white actors. There’s still progress to be made.” Lathan and Nottage have known each other since 1995 when the actress won her first professional job in the playwright’s “Por’knockers” at the Vineyard Theater. Lathan jumped at the chance to play Vera. “It’s got everything you’d want as an actress. I love the way she deals with the issues. It’s not angry and it’s not preachy. She makes you think through humor,” says Lathan. Jo Bonney, who directs the work, said casting Vera Stark posed a challenge. The team needed a woman with genuine move-star looks and yet also someone who had serious stage chops. “She leads with her mind. So every moment has to feel real to Sanaa. It has to be earned, which is a wonderful thing to watch,” Bonney says. “She understands the responsibility of a role like this and she has chosen to represent it in the most genuine way possible.” It is Lathan’s first time back to a New York stage since she was nominated for a Tony Award opposite Sean Combs and Phylicia Rashad in the 2004 revival of “A Raisin in the Sun.” Born in New York City and trained at Yale School of Drama, Lathan has had an eclectic career that’s included independent films such as “Love and Basketball,” bigbudget movies such as “Alien vs. Predator,” romantic comedies that include “Brown Sugar” and voice work for cartoons such as “The

Marvin Gaye receives home in Motown historical museum Motown legend Marvin Gaye’s legacy has been given a new home with a feature exhibit at the Motownmuseum in Detroit, Michigan. The exhibit will offer fans an opportunity to view a collection of the prince of soul’s gold records, photographs and other rarely seen items from the museum’s off-site permanent collection. The CEO of Motown Historical Museum, Audley Smith said, “This exhibit continues the Museum’s goal of highlighting all of the wonderful talent that made the Motown Sound the sound of young America.” Gaye’s career was cut short after being shot by his father shot on April 1, 1984. Before he passed away, he influenced and impacted the slow jam, quiet storm and urban adult contemporary genres with over twenty singles that landed in the top 10.

Cleveland Show.” “I frustrate my agents a lot because I do get offered things that I turn down. I’m not really driven by money. It always seems to work out in terms of paying my bills, so I’m fine with that,” she says. “At this point in my life, I’m really excited by the work. I will wait for something good to come along.” She says she had no intention of returning to the stage after spending half a year in London playing Maggie in Tennessee William’s “Cat on a Hot Tin Roof” with James Earl Jones. “Doing such a tremendous role for eight shows a week for six months I was like, ‘I’m never doing another play again. At least any time soon,’”

she says. “I mean, it was the most amazing experience and yet one of the hardest things I’ve ever done.” She promised herself she’d take a five-year break from the stage after ending the run in April 2010 and went off to film Steven Soderbergh’s virus thriller “Contagion” with Matt Damon, Laurence Fishburne, Kate Winslet, Jude Law, Gwyneth Paltrow and Marion Cotillard, which comes out in October. Yet now, just a year later, she finds herself back on stage. Lathan smiles. “Am I going to be sitting at home waiting for the next script to come along or am I going to go to New York for four months and challenge myself?” she asks. Lathan gets to do two things that make most actors excited — play herself as a woman in her 60s, and play drunk. “I can’t say no to this,” she says. So Lathan gave her two dogs to her mom, left her home in the Hollywood Hills and flew East to play a complex character off-Broadway. “I feel like even though she’s a fictional character, she is an everywoman in terms of great artists who never get their due,” says Lathan, who compares Vera to Zora Neale Hurston, the rediscovered author of “Their Eyes Were Watching God.” To prepare for the new role, Lathan studied films, including those of Theresa Harris, who had inspired Nottage’s play. A beautiful and talented actress, Harris was often relegated to playing maids in such 1930s films as “Baby Face” and “The Flame of New Orleans.” To portray such a woman decades later, Lathan watched old footage of “The Ed Sullivan Show,” where guests such as Pearl Bailey, Eartha Kitt and Betty Davis would often get pretty deep during long interview segments fueled by cocktails. “I’ve made a name for myself in TV and film and that I’m so grateful for, but I love the experience of playing a character from beginning to end every night. That’s really fulfilling for an actor.”

Ving Rhames back for ‘Piranha 3DD’ The Weinstein Company announced Wednesday that Ving Rhames and Christopher Lloyd has signed on to take another plunge into killer fish-infested waters for Piranha 3DD, John Gulager’s sequel to last year’s Alexandre Aja-helmed bloodfest. Lloyd will reprise his role as Mr. Goodman, while Rhames returns as Deputy Fallon. According to the Hollywood Reporter, “The League” actor Paul Scheer also returns as survivor, Andrew ‘Drew’ Cunningham. Piranha 3DD is now filming in Wilmington, N.C. The horror film hits theaters Nov. 23.

‘Fast Five’ director expects superstar cast back for sequel By ERIC DITZIAN How did “Fast Five” director Justin Lin celebrate his film’s epic opening weekend? With a nine-inch meatball sub that might have left him with a bit of indigestion were it not for the full-body euphoria that descended upon him when the action flicked ended up grossing $86.2 million domestically. “That’s been a tradition,” Lin told MTV News by phone from Taiwan, where the film just had another overseas premiere. “A producer gives me the Friday numbers. Then I shut everything down and get a big meatball sandwich and conk out.” “Fast Five” stars Vin Diesel and Dwayne “The Rock” Johnson didn’t take in the good news in quite such a gluttonous way. “It’s been so much fun traveling around with them,” Lin said. “I had no idea the Rock was huge in Amsterdam! So I’ve gotten to joke around a lot with him on the road. And, you know, Vin and I have been talking since the fourth [movie] about trying to plant seeds for a trilogy. You do that hoping you’ll earn it. The fourth one did so well and earned the fifth one. With me and Vin, now that the fifth has done well, it brings us back to that point of discussion of planting the seeds and growing it to the length we want.” That means, of course, a sixth

Tyrese Gibson installment of the “Fast and Furious” series. And if Lin gets his wishes, the entire all-star cast from “Fast Five” — including, Diesel, Johnson, Paul Walker, Tyrese Gibson — will return for the new flick. “I feel like that’s appropriate,” Lin said of the full cast coming back. “The sixth one, I have a very good idea of the arena we’re going to be playing in. We talked about that stuff two or three years ago. And now I’ll be on a plane with Paul or Tyrese, and it’s just fun. When we get together, even outside of filming

Vin Diesel and talk about the characters, you don’t even know if you’re going to get to do it. But now we know the audience wants the journey to continue; I can sense the excitement with everyone that what we talked about is going to get to come to life.” What Lin and his team are going to bring to life, the director promised, will not be a retread of franchise films past. “You sometimes get the sense that when people make sequels, they get conservative,” he said. “If something worked, they do it over and over and over again. You

Dwayne “The Rock” Johnson can say whatever you want about this franchise, but we’ve been able to try new things and grow and evolve. We’re acknowledging growth not only for the characters, but visually and stylistically. There’s this theme of family, and we’ll explore it in different ways.” So what will this sixth film be called? Lin wasn’t ready to reveal that just yet. “I’m just enjoying ‘Fast Five’!” he laughed. “The fun of naming it — and we always have a lot of fun with that — will come soon enough.”

Beyonce releases ‘God Bless The USA’ for charity By JOCELYN VENA Leading up to the release of her still-untitled forthcoming album, Beyoncé has been working the charity circuit. After hooking up with first lady Michelle Obama for the “Move Your Body” campaign, the superstar surprised students at New York City’s PS 161: Pedro Albizu Campos middle school in Harlem on Tuesday to help spread the word about the importance of fitness. It’s not the only charity-based news that Queen B is making these days. Beyoncé has put her own signature diva spin on the classic track “God Bless the USA” and the patriot-

ic track is available now on iTunes, with proceeds going toward the New York Police & Fire Widows’ & Children’s Benefit Fund. According to a press release, the organization is “a volunteer based not for profit dedicated to helping the families of fallen New York firefighters, police officers, EMS and Port Authority police killed in the line of duty.” The singer debuted the song on CNN’s “Piers Morgan” on Thursday night. “I cannot think about anything more appropriate to do to help these families,” she said in a statement about the tune, which plays showcases the performer’s strong singing abilities. “Almost 10 years [after 9/11], it is still so painful for all

Americans, especially those who lost loved ones. “We were all affected by the tragedies of 9/11 and continue to keep the families who lost loved ones close to our hearts,” the singer continued. “Thank you Piers Morgan and CNN for helping to get the message out to everyone about this.” “On behalf of New York Police & Fire Widows’ & Children’s Benefit Fund’s Board of Directors and the families of our fallen heroes, we are truly grateful for Beyoncé’s choice to support our charity and ‘answer the call,’ “ Stephen J. Dannhauser, chairman of the New York Police & Fire Widows’ & Children’s Benefit Fund, said.

Tupac Shakur’s only screenplay to be made into film By GIL KAUFMAN During his short life, rapper Tupac Shakur was a notorious double threat, producing platinum albums and singles and earning notices for his acting in films such as “Juice” and “Poetic Justice.” But the thug life MC, who studied acting, poetry, jazz and ballet while performing in Shakespearean plays at the Baltimore School for the Arts as a teenager, not only acted in plays and

movies, he also apparently wrote them. And now the rights to the only full screenplay Shakur wrote while he was in jail, “Live 2 Tell,” have been acquired by a production company that plans to start filming the movie next year, according to Variety. One of the producers is Preston Holmes, who collaborated with Shakur’s mother, Afeni, on the 2003 documentary “Tupac: Resurrection”; Afeni Shakur will be an executive producer on the $11 million project.

The script is described as the story of a teenage drug dealer and his struggles to leave a life of crime. It was written by Shakur while he served an 11-month sentence on sexual assault charges. “This kid was a genius, and the net of it is, he was from this community, he knew the struggles these young people were dealing with,” said Ivan Juzang, whose NStar Studios was behind the acquisition of the screenplay. “And he’s able to talk to young people in 2011, 2012, the same way he

was able to talk to young people in 1995.” Holmes had originally contacted Shakur about the script when the rapper was still behind bars. “We think that the name we need is the name we have, which is Tupac Shakur,” Holmes said. This is the second attempt at making the film. The script was first optioned more than five years ago by the Insomnia Media Group and was slated to start production in March 2006. No casting for that version was ever confirmed.

Sony CEO apologizes to gamers By ISABEL REYNOLDS TOKYO — Sony Chief Executive Officer Howard Stringer apologized to users of its PlayStation Network and other online services, breaking his silence on the biggest Internet security break-in ever. Stringer’s comments, which did not specify when services would resume, come after criticism of his leadership since Sony revealed hackers had compromised the data of more than 100 million accounts used for accessing games and music over the Internet. “As a company we - and I apologize for the inconvenience and concern caused by this attack,” Stringer said on Sony’s U.S. PlayStation blog. The incident may prove to be a significant setback for a company looking to recover after being outmaneuvered by Apple in portable music and Samsung Electronics in flat-screen TVs and which faces a tough fight in video games with Nintendo and Microsoft. One analyst said security concerns could weigh on sales of Sony’s gadgets and hurt growth prospects for its network services. “There is a real concern that trust in Sony’s business will decline,” Kota Ezawa, analyst at Citigroup Global Markets Japan, wrote in a note ahead of the comments

from Stringer. “The network business itself still only makes a small direct contribution to earnings, but we see a potential drop in hardware sales as a concern.” But Peter Walshe, senior director at global brands research agency Millward Brown, said the main Sony brand should bounce back, although PlayStation specifically might suffer. “The parent brand is likely to be more resilient,” he told Reuters by telephone. “Sony is one of the most trusted brands in the world, while Sony PlayStation has quite a low trust score to begin with.” “People may shout: ‘I’m never going to buy Sony again,’ but in our experience that doesn’t tend to happen.” The Internet breaches sparked thousands of comments on the official PlayStation fan page on Facebook and on its blog, some of them from users who said they would switch to Microsoft’s Xbox Live games network. Although video game hardware and software sales have declined globally, the PlayStation Network is a key initiative for the electronics company. Sony issued its first warning on the break-in a week after it detected a problem with the network on April 19, infuriating many PlayStation users around the world. Sony said it needed time to work out the extent of

the damage. “I know some believe we should have notified our customers earlier than we did. It’s a fair question,” Stringer said. “I wish we could have gotten the answers we needed sooner, but forensic analysis is a complex, time-consuming process. Hackers, after all, do their best to cover their tracks, and it took some time for our experts to find those tracks and begin to identify what personal information had - or had not - been taken.” Stringer said Sony would restore network services “in the coming days,” but gave no date. “That’s all well and good, but when exactly is the PSN going to be back up? “Coming Days” could be tomorrow or it could be weeks from now,” a user called Morac said on the PlayStation blog. Sony’s handling of a massive Internet security breach is becoming a public relations nightmare reminiscent of Toyota Motor’s bungled response to a series of vehicle recalls last year, fuelling criticism of Japan Inc’s standards of disclosure. “The initial response was definitely slow,” said Yasuyuki Katagi, president of Ogilvy Public Relations Worldwide (Japan). He said Japanese firms were used to keeping problems quiet because local customers would assume they were taking steps to fix

Bin Laden death ‘video’ used as computer scam hook By JIM FINKLE BOSTON — Computer hackers are exploiting the fascination with the death of Osama bin Laden to spread malicious software through scams that promise access to videos of the historic killing. One of the campaigns targets Facebook users, who receive e-mails purportedly from friends who urge them to cut and paste a string of malicious text they are told will give them access to a video of bin Laden’s killing. When users follow the directions in the e-mail, they end up granting full access to their account to hackers, said Mikko Hypponen, chief research officer for anti-virus

software maker F-Secure. The hackers then use that access to propagate the virus and send spam to the users’ friends, he said. Another campaign exploiting the al Qaeda leader’s death uses regular e-mails laden with tainted links that cause malicious software to be downloaded on a PC, he said. Hackers plan such attacks — known as phishing schemes — to piggyback on a wide range of news events. Similar campaigns were launched with tie-ins to the British royal wedding, Japanese tsunami and the World Cup soccer competition. “They always have something ready to go just in case,” said Jeff Moss, chief security officer for the Inter-

net Corporation for Assigned Names and Numbers, or ICANN. “There is always an earthquake or tsunami or hunger or something.” Within a few hours of the Japan earthquake, hackers had begun spamming the Internet with phishing schemes exploiting the tsunami, Moss said. The viruses that are downloaded are often programed to steal a user’s personally identifiable information, the FBI warned consumers. Hypponen said he expected the bin Laden scams to persist for months. “We know there is a video,” he said. “We know it’s not going to be released, which means there will be curious people for a long time.”

things. “However, this doesn’t apply when a problem extends to the global business environment,” Katagi added. In the United States, several members of Congress have seized on Sony’s breach, in which hackers stole names, addresses and possibly credit card details. One U.S. law firm filed a lawsuit in California on behalf of consumers. The theft prompted the U.S. Justice Department and Federal Bureau of Investigation to open an investigation and New York Attorney General Eric Schneiderman has subpoenaed Sony entities over the breaches. “Almost 100 percent of the time, it’s the handling of the crisis that creates lasting and negative perceptions rather than the event on its own,” said Danny Phan, executive director at public relations firm Pelham Bell Pottinger Asia. “Keeping your stakeholders in the dark for too long will create deep rooted suspicion and mistrust when the news breaks, potentially severing all positive sentiments previously built over the years.” Sony previously said it would offer some free content, including 30 days of free membership to a premium service to existing users and in some regions pay credit card-renewal fees. Stringer also said the company had launched a $1 million data theft insurance policy for its U.S. PlayStation Network and Qriocity users. “I know this has been a

frustrating time for all of you,” Stringer said. “To date, there is no confirmed evidence any credit card or personal information has been misused, and we continue to monitor the situation closely,” he said. Sony’s revelation of a second Internet breach on Monday came just a day after it said measures had been put in place to avert another cyberattack like that which hit its PlayStation Network, leading to the theft of information on 77 million user accounts. The company is looking to its insurers to help pay for its data breach, an amount that one expert estimates could exceed $2 billion, but others said insurers may balk at ponying up that kind of money. “We have a variety of types of insurance that cover damages. Certain carriers have been put on notice,” said Sony spokesman Dan Race. The hackers have not been identified, but Internet vigilante group Anonymous, which had claimed responsibility for previous attacks on Sony and other corporations, denied it was behind the data theft. The group’s statement came after Sony said Anonymous was indirectly responsible for the attack on the company. Sony, which is set to report its annual earnings on May 26, has yet to specify the financial effect of the network breach. Tokyo financial markets were closed from Tuesday to Thursday for national holidays.

Delta offers some voluntary buyouts as fuel weighs CHICAGO — Delta Air Lines Inc is offering voluntary early retirement and buyout plans to some employees as the airline tries to operate more efficiently in the face of high fuel costs. Delta had already announced plans to pare back its schedule by at least 4 percent after the Labor Day holiday in September. Now it must reduce the costs tied to those flights as well, including the number of people who operate the airline, Chief Executive Richard Anderson said in a recorded message made available on a company hotline on Friday. “In order for our business to thrive we must think of the current high fuel prices as a permanent reality of our

business,” Anderson said. While fuel prices dropped this week, they did not fall back “into the area that is normal, if you will,” he said. The price of Brent crude is and will continue to be high, Anderson said. Brent crude oil futures fell for five straight days this week, settling at $109.13 a barrel, as investors shed commodities holdings. Delta is offering a voluntary early retirement program to airline employees whose age, combined with 10 or more years of service, comes to at least 55. Employees with at least five consecutive years with Delta who do not meet the retirement age specifications qualify for a buyout program, he said.

RIM embraces BlackBerry rivals to remain relevant By ALASTAIR SHARP ORLANDO, Florida — Research In Motion’s decision to open its highly secure Enterprise servers to Apple and Android smartphones is a once-unthinkable concession that could save the BlackBerry maker’s skin. RIM, once the dominant force in out-of-office communications for business professionals, had little choice but to offer to manage communications sent over rival devices. The key question is how much it can charge for the privilege. “On the one hand, this sounds like very bad news as RIM acknowledges implicitly that their Enterprise business is under attack,” said Sanford Bernstein analyst Pierre Ferragu.

“On the other hand, it might be the wiser thing to do in order to defend the service revenues of RIM that are about half their profits.” The change comes as companies increasingly allow their employees to access corporate data from Apple’s iPhone and iPad, as well as devices using Google’s Android software, even though the rivals don’t boast the same security features as RIM’s trademark BlackBerry. It means workers accustomed to the features of competing phones no longer have to use their company-issued BlackBerry, viewed by many as clunky and outdated. To bridge the divide, smaller companies are now offering their own software and management services as an alternative or addition to a BlackBerry service. The upstarts can ease IT depart-

ment concerns about leakage of confidential information. RIM’s decision, announced this week during the BlackBerry World 2011 conference in Orlando, Florida, aims to stop its big business customers from looking elsewhere to manage the growing mobile arsenal. The trade-off would likely protect RIM’s sky-high margins for managing mobile devices, which previously came only from BlackBerrys that access corporate email, databases and other internal applications. Even so, Ferragu questioned how much RIM could charge businesses to manage an iPhone, for example, which would offer limited integration with RIM’s infrastructure. The nascent device management sector was worth some $150 million last year

and could grow up to 20 percent over the next three years, tech industry research company Gartner said in a report. RIM’s move to play the game rather than stand aloof will raise the pressure on security software companies such as privately held Good Technology and Symantec, which help to beef up security credentials for non-BlackBerry devices. RIM has said the service, to be available later this year, would not offer its push capabilities or data-squeezing technology, nor its justreleased Balance software that separates business and personal applications on a BlackBerry. The smaller middlemen say RIM’s move will push them to be more nimble and focus on what sets them apart as the industry grows.

“We like to think of ourselves as Switzerland and being able to play fair between all the different operating systems out there” said Robert Tinker, chief executive of Mobile Iron, a mobile device management company. Mobile Iron, with 130 employees, added 160 enterprise customers last quarter and expects that to grow sharply. “Mobile allows people to do work at home but also allows people to do home at work. Your personal and your work life intersect somewhere in the middle of your mobile device.” Rival Boxtone said it manages 70,000 devices at its largest customer, a financial services firm. It expects to increase that to 300,000, a business-enabled smartphone for every employee, within two years.

FCC chief: Antitrust law can’t adequately defend Internet By JASMIN MELVIN WASHINGTON – Antitrust law was inadequate to preserve the openness of the Internet and to allow innovation to flourish, the top U.S. communications regulator said on Thursday, defending Internet road rules adopted last year. “Antitrust enforcement is expensive to pursue, takes a long time and kicks in only after damage is done,” Federal Communications Commission Chairman Julius Genachowski told a congres-

sional hearing. The FCC adopted the contentious Internet order in December, banning service providers like Comcast Corp, AT&T Inc and Verizon Communications Inc from blocking traffic on their networks. The so-called net neutrality rules, that have not yet gone into effect, would still allow companies to “reasonably” manage their networks. Republican legislators have challenged the agency’s authority in regulating Internet traffic, and pushed a measure through the House last month that would

overturn the order and prevent the FCC from adopting any rules related to it. But the chances of successful congressional action against the Internet order look slim with no similar measure pending in the Senate. President Barack Obama’s advisers have also recommended he veto any such resolution. Members of the House Judiciary subcommittee that oversees competition and the Internet asserted at the hearing on Thursday that federal antitrust laws could handle net neutrality issues, without what they view as

Anonymous to Sony: It wasn’t us By JIM FINKLE BOSTON — The Internet vigilante group Anonymous denied responsibility for a cyber-attack on Sony Corp’s networks that exposed the personal data of more than 100 million video gamers. “Let’s be clear, we are legion, but it wasn’t us. You are incompetent Sony,” Anonymous said on its Blog (anonops.blogspot.com). Anonymous is a grassroots cyber-vigilante group that launched attacks in December that temporarily shut down the sites of MasterCard Inc and Visa Inc using simple software tools freely available over the Internet.

Sony spokesman Dan Race declined to comment on the latest Anonymous press release, citing an ongoing investigation. The group’s denial came a day after Sony charged Anonymous was indirectly responsible for the attack on the Japanese electronics giant’s networks. Sony made the accusation in a letter to members of Congress conducting an inquiry into one of the largest computer breaches in history. Anonymous began threatening a new target: Viacom Inc, the entertainment giant behind MTV’s “Jersey Shore” and the hit film “Rango.” The group attacked Viacom for pulling its content

from YouTube and suing the web-video site in a high-profile copyright infringement case dating back to 2006. “Anonymous demands from Viacom a public press release to admit and apologize for the fraud and crimes that they have committed,” the group said in a press release of its own. Sony said its video game network was hacked at the same time it was defending itself against a major denialof-service attack by Anonymous. A denial-of-service attack makes a server or system unavailable by overwhelming its network with Internet traffic. The attack that stole the personal data of millions of Sony customers was

the heavy-handed regulatory approach of the FCC. “Antitrust law provides a time-tested and predictable system for preventing providers from engaging in anticompetitive blocking or discrimination,” subcommittee Chairman Bob Goodlatte said. Genachowski told lawmakers that antitrust enforcement was not a practical solution given the fastpaced, ever changing nature of technology. To support his argument, the FCC chairman quoted conservative Supreme Court Justice Antonin Scalia in a launched separately, right when the company was distracted protecting itself against the denial-of-service campaign, Sony said. The company said it was not sure whether the organizers of the two attacks were working together. Barrett Lyon, a security expert who specializes in helping companies defend themselves against denialof-service attacks, believes Anonymous is at least indirectly responsible for the Sony hacking. “At the very least they planted the seed that focused nefarious intention toward Sony,” he said. “It could have been something that the Anonymous group started, but really couldn’t stop. They work like a lynch mob and it just takes one crazy person to keep going.”

case that favored the FCC regulating communications issues over applying antitrust laws to this technical area. The rules adopted by a divided FCC on December 21 in a 3-2 decision highlighted a huge divide between those who say the Internet should flourish without regulation and those who say the power of high-speed Internet providers to discriminate against competitors needs to be restrained. FCC Commissioner Robert McDowell, who voted against the order, told the House panel that sufficient antitrust and consumer protection laws existed to prevent and cure any of the contemplated harms outlined in the order. The best chance of overturning the Internet order probably lies in the courts, where FCC rules have been successfully challenged before. The U.S. Court of Appeals for the District of Columbia Circuit ruled last year that the FCC lacked the authority to stop Comcast Corp from blocking bandwidth-hogging applications on its broadband network. That ruling led to December’s FCC order. Appeals earlier this year by Verizon and MetroPCS Communications Inc of the FCC order were deemed premature by the court but challenges are expected once the order is officially published.

Animal Kingdom wins Kentucky Derby By JULIAN LINDEN LOUISVILLE — The glorious uncertainty of horse racing produced an unlikely winner of the $2.2 million Kentucky Derby on Saturday when Animal Kingdom stormed to victory in the 137th Run for the Roses at Churchill Downs. A record crowd of almost 165,000 let out a mighty roar as John Velazquez, who only got the ride when his own horse was scratched and Animal Kingdom’s original jockey was injured in a freak accident, surged into the lead approaching the shadows of the iconic twin spires. Riding high on emotion after a bizarre chain of events led him to Animal Kingdom’s saddle, Velazquez kicked clear to win his first Kentucky Derby at his 13th attempt. “I guess it was meant to be,” Velazquez said. “A lot of things happen for a reason.” Animal Kingdom, a longshot who started at odds of 20-1, was untroubled in his run to the wire, taking out the first leg of American racing’s Triple Crown by 2 3/4 lengths

. Nehro, who had briefly looked the winner when he grabbed the lead at the top of the straight, finished second, while Mucho Macho Man came third, a neck behind the runner-up. The 5-1 favorite, Dialed In, could only manage eighth after being last in the 19horse field for most of the mile and a quarter trip. “He had a good trip,” said Dialed In’s jockey Julien Leparoux. “It went the way we planned it in the back but they didn’t back up to us today.” Velazquez, born in Puerto Rico, was booked to ride the one-time favorite Uncle Mo but looked destined to miss America’s greatest race when the colt was scratched on Friday because of a mystery illness. But the 39-year-old jockey picked up the mount on Animal Kingdom on the eve of the race when the horse’s original jockey Robby Albarado broke his nose and was kicked by a horse in a midweek race. “In this business, it’s a roller-coaster,” said Velazquez. “I’ve been on the other end as well.”

Animal Kingdom’s English-born trainer Graham Motion also captured his first Kentucky Derby winner after cursing his bad fortune earlier in the week. His Wood Memorial winner Toby’s Corner, one of the early favorites for the race, was withdrawn a few days ago after suffering an injury, leaving the less-fancied Animal Kingdom as his lone runner. “Somebody said are you surprised to win with a second-tier horse and I said ‘I’m not sure we would categorize him as a second-tier horse,” Motion said. “He’s just a very special horse and I was so impressed with how he handled everything.” Despite winning two of his previous four career starts, Animal Kingdom was considered an outsider to win, paying $43.80 for a $2 win bet in one of the most open Derbies in years. The chestnut colt was unusually bred, sired by Brazilian-miler Leroidesanimaux out of the German mare Dalicia, and had not raced for six weeks. His other races had all been

on grass and synthetic tracks and horses seldom contest the Derby without having at least one run on dirt. But Animal Kingdom had no problems adapting to the surface, sprinting clear of the pack when he changed strides after rounding the last bend. “This is the race that we all want,” said Velazquez. “It’s a dream come true for all of us.” In keeping with tradition, the race was preceded by the singing of “My Old Kentucky Home” and the winner was draped in a garland of red roses as the massive crowd packed into the course to watch the race, dressed in an

array of outfits and sipping on mint julep drinks. The Irish-trained Master of Hounds finished fifth while Pants on Fire, ridden by Rosie Napravnik, the only female jockey in the race, was ninth. Nehro, ridden by Corey Nakatani, looked set to win when he surged to the front at the top of the straight but could not hold off the fast-finishing Animal Kingdom. Mucho Macho Man, whose trainer Kathy Ritvo is a hearttransplant survivor, battled on well to take third, just ahead of Shackleford, who led the field when they passed the post the first time.

Felix sets year’s best in first Diamond League meeting By REGAN DOHERTY DOHA — A sultry breeze blowing in from the Arabian Gulf could not prevent threetimes world 200 meters champion Allyson Felix from setting a season’s best of 50.33 in the 400 at the opening Diamond League meeting Friday. The American, who beat Botswana’s Amantle Montsho across the line, is contemplating a 200-400

double at this year’s world championships in Daegu, South Korea. “It is a decent time, nothing special. We went out very conservatively in the first 200 meters, because it was kind of windy,” she told reporters. “That made us work hard and Monthso is always strong, she pushed all the way to the end. “It is a very long season so I just want to take things slowly and progress. Lots more work to do. I will now

focus on my speed and the first part of the race.” Felix’s compatriot Walter Dix set a year’s best in the men’s 200 meters, clocking 20.06 seconds to equal the meeting record. “Walter Dix is reloaded. I started the season very strong, that was a great opener,” said the Olympic bronze medalist. “I aim high in Daegu and I can tell you that everyone is beatable. Everyone is on the list.” Germany’s Malte Mohr

recorded a win over Ukraine’s Maksym Mazuryk and Cuban Lazaro Borges with a height of 5.81 meters in the men’s pole vault. “To be honest, I didn’t expect to jump that high in Doha,” he said. “You see, I am not that fast like (Renaud) Lavillenie and (Olympic champion Steve) Hooker and I have to improve my technique in order to compete equally against them,” he said. “I certainly look to beat the German record this season

Tiger set for PGA return at Players Championship MIAMI — Tiger Woods will return to action from a minor knee injury to compete in this week’s Players Championship in Ponte Vedra Beach, Florida, the PGA Tour said. The former world number one, who has been sidelined since last month’s Masters, submitted his entry for the Players before Friday’s dead-

line, the tour said in a statement. Woods had been scheduled to play in last week’s Quail Hollow tournament in North Carolina but was advised by doctors to rest his knee while using cold-water therapy and soft tissue treatment. He suffered mild strains to his left knee and left Achilles’ tendon while hit-

ting an awkward shot from pine straw to the left of the 17th fairway at Augusta National during the third round of the Masters. Woods, who tied for fourth at the Masters, won the Players Championship in 2001 and has never missed the cut in 13 appearances in the event widely regard as the unofficial fifth major.

which is 6.00 and join the six meters club.” South Africa’s Louis Van Zyl won the men’s 400 meters hurdles in a meeting record of 48.11, beating compatriot Cornel Fredericks and American Bershawn Jackson. “My season has just started, it’s only my second race of the year. It’s always good to get some real competition. I’m definitely aiming for the gold in Daegu. I’m going for 47 flat,” Jackson said. Estonia’s Gerd Kanter won the men’s discus with a 67.49 throw, beating Lithuania’s Alekna Virgilijus (65.92) in the blustery conditions. “I’m really happy to win, because today is my birthday. The weather conditions were not perfect, the wind prevented us a little. But my result was quite good,” Kanter said. “I leave Doha tonight and have no time for a party. But when I arrive home, I will have it.” The May-to-September series is offering $8 million in prize money over 14 meetings.

Pacquiao easily beats Mosley to retain WBO title By MARK LAMPORT-STOKES LAS VEGAS — Manny Pacquiao of the Philippines retained his WBO welterweight title by recording a unanimous points victory over a lackluster Shane Mosley at the MGM Garden Arena on Saturday. The 32-year-old southpaw, despite being hampered by cramp in his left leg, dominated all 12 rounds against his defense-minded American opponent to improve his career record to 53-3-2 with 38 knockouts. It was Pacquiao’s 14th consecutive win since his loss to Erik Morales in Las Vegas in March 2005, and enhanced his status as the world’s best pound-forpound boxer. Fighting for the second time since winning a seat in his country’s national congress last year, Pacquiao gained one-sided verdicts from all three judges — 119108, 120-108 and 120-107. “It wasn’t my best performance but I did my best,” Pacquiao said ringside in front of a sellout crowd of 16,412. “My leg tightened up in the middle rounds and I couldn’t move. “This is the same problem I had when I fought (Juan Manuel) Marquez so we are going to have to work on this.” Pacquiao sent Mosley

crashing to the canvas in the third round with a searing straight left but, despite pressing for the rest of the fight, he was unable to stop an opponent seemingly more interested in survival. “I got him with a lucky shot,” Pacquiao said of the knockdown. “Mosley is not slow. He is fast. He was waiting for me to make a mistake and he wanted to counter. I was careful with that. “I think he felt my power. But what am I going to do if my opponent doesn’t want to fight toe-to-toe.” “Sugar” Shane Mosley, an 8-1 underdog against the 10times world champion, slipped to 46-7-1 with 39

knockouts and was booed for much of the bout because of his defensive approach. “Manny is an exceptional fighter with good speed and power, power that I didn’t get hit with before,” the 39year-old American said. “It was a strong knockdown punch. I really felt it. I was pretty stunned, surprisingly stunned. “It didn’t seem like a big shot to me when he threw it but the impact was very strong. I fought my best but I came up a little short. We will go back to the drawing board.” Pacquiao’s trainer Freddie Roach, who has long admired three-division world

champion Mosley for his boxing intelligence, felt the American should now consider retiring from competition. “I don’t think he tried to win this fight,” Roach told reporters. “I think he just tried to survive and when you get to that point in boxing, it’s time to call it a day.” Loud chants of “Manny, Manny, Manny” rang out in the Garden Arena before the two fighters made their way to the ring. Mosley came out first, led by American rapper and actor LL Cool J, before Pacquiao followed with Jimi Jamison of U.S. rock band Survivor singing the group’s

1982 hit “Eye of the Tiger.” Round one began with both fighters probing. Pacquiao connected early on with a left jab before Mosley landed a solid right-hand punch to the body. With the crowd again chanting “Manny, Manny, Manny” Pacquiao began to find a rhythm and he landed several telling combinations before ending the second round with a right hook followed by a straight left. In round three, Mosley connected with another solid right before the Filipino sent the American crashing to the canvas with a crunching straight left set up by a right jab, only the third time Mosley had ever been knocked down. The rest of the fight followed a similar pattern with Pacquiao, despite his cramped left leg, continually forcing Mosley to retreat as the American focused mainly on defense and survival. In the 10th round, the Filipino was surprisingly adjudged to have been knocked down after being pushed to the canvas by Mosley. Fired up, Pacquiao ended that round in aggressive mode, hitting Mosley late on with a withering left. With the crowd repeatedly chanting “Knock him out, knock him out”, Pacquiao kept coming forward in the final two rounds but was unable to finish his opponent off.

Holyfield beats Nielsen with TKO By JAN M. OLSEN COPENHAGEN, Denmark — Former heavyweight champion Evander Holyfield beat Denmark’s Brian Nielsen on a technical knockout in the 10th round on Saturday in his longshot quest for one last title fight. The bout was stopped after the 48-year-old Holyfield pushed Nielsen into the corner in the 10th round and hit him several times with rightleft combinations, causing the Dane to spit out some blood. “My goal still is to be the undisputed heavyweight champion of the world,” Holyfield said. “This fight showed other champions

what I am able to do, but it also taught me I got to be better. The most important is that I didn’t quit. I am not quitter.” Holyfield (44-10-2-1) started the fight aggressively, pressing the 46-year-old Nielsen into the ropes and landing several hard jabs and hooks. Despite getting a swollen eye in the fourth round, Nielsen kept on clowning to provoke Holyfield throughout the bout, prompting his trainer, Paul Duvill, to beg him to stop fooling around and focus on Holyfield. Nielsen (64-2, 43 KOs) made a comeback in the eighth round, pushing a tired-looking Holyfield into

the ropes with a series of combinations, before Holyfield turned it around in the 10th. “It was a tough fight—he kept coming back,” Holyfield said. “He fought a very courageous fight.” Nielsen, with a bag of ice on his bloodied face, said he disagreed with the decision to halt the fight. He suggested a rematch to Holyfield. “That’s enough, I don’t need a rematch,” Holyfield said, laughing. Holyfield weighed in at 225.97 pounds (102.8 kilograms), while Nielsen, a tall, pudgy fighter, was at 238.1 pounds (108 kilograms). Before the fight, Nielsen had acknowledged that

Evander Holyfield, left, returns to his corner as Denmark’s Brian Nielsen falls down on the mat during their heavyweight boxing match in Copenhagen. Holyfield was the favorite, but he promised the fight wouldn’t be a walkover. He spent eight months in an intensive training camp in Germany to prepare for his first fight in nine years.

Holyfield’s last appearance in the ring was in January. He was cut above the left eye by an accidental head butt in his fight against Sherman Williams and the bout was ruled a no-contest.

Champion drops Rashard Mendenhall By JAMES WALKER It’s been a rough week for Pittsburgh Steelers running back Rashard Mendenhall. Just days after sending out controversial comments via Twitter about the death of Osama bin Laden and the events of 9/11, Mendenhall was dropped from his endorsement contract with Champion. USA Today first reported the news. Champion sent the following statement to ESPN.com Friday: “Champion is a strong supporter of the government’s efforts to fight terrorism and is very appreciative of

the dedication and commitment of the U.S. Armed Forces. Earlier this week, Rashard Mendenhall, who endorses Champion products, expressed personal comments and opinions regarding Osama bin Laden and the September 11 terrorist attacks that were inconsistent with the values of the Champion brand and with which we strongly disagreed. In light of these comments, Champion was obliged to conduct a business assessment to determine whether Mr. Mendenhall could continue to effectively communicate on behalf of and represent Champion with consumers. “While we respect Mr.

Mendenhall’s right to express sincere thoughts regarding potentially controversial topics, we no longer believe that Mr. Mendenhall can appropriately represent Champion and we have notified Mr. Mendenhall that we are ending our business relationship. Champion has appreciated its association with Mr. Mendenhall during his early professional football career and found him to be a dedicated and conscientious young athlete. We sincerely wish him all the best.” Mendenhall caused a media firestorm this week with his comments, which forced the Steelers to release a statement on Tuesday. On Monday, in reference

to public reaction to the death of bin Laden, Mendenhall tweeted, “What kind of person celebrates death? It’s amazing how people can HATE a man they have never even heard speak. We’ve only heard one side...” He also tweeted, in reference to the 9/11 terror attacks: “We’ll never know what really happened. I just have a hard time believing a plane could take a skyscraper down demolition style.” Mendenhall wrote a clarification and apology Wednesday. He agreed to a four-year extension with Champion on Sunday, but the company pulled the plug just a few

Report: Teams tamper with free agents Because of the NFL’s lockout, teams aren’t allowed to contact undrafted rookies. Some teams are ignoring the league’s mandate, however, according to a published report. Six NFL agents told Pro Football Weekly that teams contacted them in regard to their clients who weren’t drafted. The agents spoke to the publication on the condition of anonymity. NFL spokesman Greg Aiello told Pro Football Weekly that such contact between teams and agents for undrafted players dur-

ing the lockout would be considered tampering. With the NFL in a lockout, teams are not allowed to talk with their players or drafted rookies. In years past, the days after the NFL draft are akin to a feeding frenzy with teams signing multiple undrafted rookies. “It was almost like a normal year in terms of contact, a little less [phone contact] than normal maybe, only without the signed contracts at the end,” one of the agents told Pro Football Weekly.

Three of the agents told Pro Football Weekly that some team representatives contacted them from personal cell phones so the records would not be harder to trace if the NFL decides to audit teams’ phone records in any tampering investigation. Two of the agents said their clients were contacted directly by teams. The 8th Circuit in St. Louis will hear oral arguments June 3 on the NFL’s request to keep its lockout in place until a new deal is worked out. But first, judges Duane

Benton, Kermit Bye and Steven Colloton will rule on whether to maintain the temporary stay they issued last Friday, a decision the clerk, Michael Gans, said Friday is not imminent. Court-ordered mediation between the two sides is set to resume before U.S. Magistrate Judge Arthur Boylan on May 16, after four days of talks last month and 16 days of federally mediated negotiations earlier this year. Little progress has been reported. The old CBA expired on March 11, when the players

days later. Mendenhall has endorsed Champion products since becoming a firstround draft pick of the Steelers in 2008. Mendenhall led Pittsburgh in rushing the past two seasons. Last year he rushed for a career-high 1,273 yards and 13 touchdowns for the reigning AFC champions. broke up their union to file a federal antitrust lawsuit and the league enacted the lockout that lasted 45 days until a U.S. District Court ruled for the players to halt the lockout. The lawsuit against the NFL is still pending before Judge Susan Richard Nelson, but the legality of the lockout has essentially become the fight for now, with both sides arguing over whether Nelson has jurisdiction in the case and over the notion of irreparable harm. That claim has been prominent in nearly every court filing of the last two bizarre, bitter months as the NFL has stumbled through its first work stoppage since the 1987 strike.

Report: Titans, Randy Texans to shift Mario Williams to OLB Moss likely to split Tennessee general manager Mike Reinfeldt said Friday the Titans are unlikely to re-sign wide receiver Randy Moss, according to a report in the Tennessean. Reinfeldt, speaking with coach Mike Munchak during a conference call with season ticket holders, said the Titans are eager to develop their younger receivers. “I honestly don’t think we’ll try to re-sign him,” Reinfeldt said of Moss. “We’ve got some young guys we like and I think at this point in his career he

will probably go elsewhere.” Moss finished with 28 receptions — including just six in his eight games with Tennessee — along with 393 receiving yards and five touchdowns in an up-anddown season in which he split time with the Titans, Minnesota Vikings and New England Patriots.

Mario Williams became the Houston Texans’ cornerstone as the No. 1 overall draft pick in 2006, to say nothing of his defensive role. But as Houston’s Wade Phillips-led defense transitions to the 3-4 scheme, Williams has again become a building block. Williams will move from defensive end to outside linebacker with the scheme switch, the Houston Chronicle has reported. “I think he’s the rush guy we need,” Phillips said, according to the newspaper. “You have to put him in the spot that gives him the best chance to rush the passer all the time and be your star rusher.” Williams is encouraged by

the move. “I’m very excited about this,” Williams said, according to the Chronicle. “I think it’ll be a good change-up for our team — not just for me, but overall because of the flexibility Wade will have with the way he’ll be able to mix things up.” Williams has 48 sacks in five seasons, making the Pro Bowl in 2008 and 2009. But the Texans, pegged by some in 2010 as a preseason Super Bowl contender, fired defensive coordinator Frank Bush after a 6-10 season, as Williams recorded a career-low 22 tackles amid injury problems. He was placed on injured reserve in December with a groin injury.

“Playing defensive end, I have a few more responsibilities,” Williams told the Chronicle. “Being an outside linebacker, I’m always on the edge. When the ball’s snapped, it’s full go after the quarterback.” Phillips compared Williams to Cowboys linebacker DeMarcus Ware, whom he coached for more than three years before Phillips was fired during the 2010 season. “He’s got the talent,” Phillips said of Williams. “With him standing up, he lines up a little wider, and he’s coming every time on a different angle. This gives him the chance to be the premier rusher, just like DeMarcus.”
