North West Province BY KATHY EAST

The North West Province, is the 6th largest province in South Africa with an area of 104,882 km². Its motto being Kagiso le Tswelelopele, meaning Peace and Prosperity.

M

a h i k e n g – f o r m e r l y, a n d s t i l l commonly, known as Mafikeng is the capital city of the North-West Province, with Rustenburg being the largest City and the Premier of the Province is Mr Supra Obakeng Ramoeletsi Mahumapelo. The population census in 2011 showed a total of 3,509,953 inhabitants, and an estimate taken in 2014 showed that it has grown to 3,676,300, ranking it 7th by population in the country. Towns in this province with a population of 100 000+ are Klerksdorp, Potchefstroom and Rustenburg. The Magaliesberg mountain range situated in the northeast part of the province extends about 130km from Pretoria to Rustenburg. The Vaal River forms the southern border of the province. The mainstay of the economy of North West Province is mining, which generates more than half of the province's gross domestic product and provides jobs for a quarter of its workforce. The chief minerals being mined are gold, mined at Orkney and Klerksdorp; uranium, mined at Klerksdorp; platinum, mined at Rustenburg and Brits; and diamonds, mined at Lichtenburg, Christiana, and Bloemhof. The northern and western parts of the province have many sheep farms and cattle and game farms. The eastern and southern parts are crop-growing regions that produce maize, sunflowers, tobacco, cotton, and citrus fruits. It is known as the "Platinum Province", owing the name to its wealth of this precious metal. The world renowned entertainment and casino complex at Sun City and Lost City also contributes hugely to the provincial economy and especially employment of local people. The province has two universities: the University o f N o r t h We s t i n M m a b a t h o a n d t h e Potchefstroom University for Christian Higher Education. These two universities have now merged and the new institution is called the NorthWest University.

Tax benefits of home ownership BY KATHY EAST

Those home owners who buy a property with the idea of writing off expenses to reduce their personal tax, should be very clear on what the law states.

T

hey should also have clarity on current legislative and administrative changes that impact the SA property industry. If you own and live in a residential home, there are no tax benefits. Before you invest in a property with the idea of benefiting from any costs, consult a tax consultant, your auditor, wealth managers/companies, or visit your local SARS office to get their expertise first hand. there are no tax benefits. As advised by Craig Hutchison, CEO of Engel & Völkers Southern Africa “We are all responsible for our own finances, and we need to be clear on and fully understand what we are investing our hard-earned money in. Also, you need to know if this would be a short-term or long-term investment that you are planning. An investment in property is possibly the largest investment you will ever make.” Tax benefits on home ownership expenses apply specifically to second homes bought for investment and the buy-to-let market. According to Di Seccombe, National Head of Tax Training at audit and advisory firm Mazars, “With increased rental demand stimulating growth in the 'buy-to-let' market, expenses claimed for repairs and maintenance will be scrutinised by SARS. Expenses incurred in respect of repairs have to relate to trade assets that are damaged or have deteriorated. Expenses incurred replacing assets that are serviceable for purely aesthetic reasons will not qualify for a tax deduction. The cost of improvements, reconstructions or additions to a property cannot be deducted as these expenses are of a capital nature. Neither will a deduction be allowed for repairs, if you repair a property which was previously let and which you now want to occupy or sell. You have to make the repairs whilst your property is being let.” Also worth noting, she says, is that there is a fine line of distinction between repairs and maintenance on the one hand, and improvement and reconstruction on the other. Each case is assessed on its' own merits. On the SARS website,www.sars.gov.za the benefits of tax on rental income is unpacked in an easy and understandable format. If an individual rents out a property and gets a rental income, it will be taxed. Rental of residential accommodation includes: § holiday homes § bed-and-breakfast establishments § guesthouses § sub-renting part of your house e.g. a room or a garden flat § dwelling houses § similar residential dwellings

The rental income you get should be added to any other taxable income you may have. A refundable deposit paid by a tenant is not taxable provided it is kept separately in a trust account and is not used by you but if it is forfeited by the tenant then it's seen as taxable income. The taxable amount (rental income) may be reduced as you may incur expenses during the period that the property was let. Only expenses incurred in the production of that rental income can be claimed. Any capital and/or private expenses won't be allowed as a deduction.

Which expenses are allowed? Expenses that may be deducted from taxable income include: § rates and taxes § bond interest § advertisements § collection fees of estate agents managing the property § insurance (only homeowners not household contents) § garden services § repairs in respect of the area let and § security and property levies

Which expenses are not allowed? Maintenance and repairs should be noted as specific costs and should not be confused with improvement costs. The latter is a capital expense that would be included in the base cost of the property, to effectively reduce the capital gain (or loss) on the disposal of the property, for capital gains tax purposes. When it comes to VAT expense claims, the supply of a “dwelling” is an exempt supply for VAT purposes, and you can't deduct VAT incurred on its expenses. What if the expenses exceed your rental income? Should the expenses exceed the rental income, the loss should be available to be off-set against other income earned by the homeowner, provided that losses are not “ring-fenced” in terms of prevailing anti-avoidance provisions. Engel & Völkers reports record first quarter 2015 results The Engel & Völkers Group remains on its course of expansion and today announces record financial results once again for the first quarter of 2015.

he Group have reported a 25.1% rise in commission revenues over the same period in the previous year to 76.7 million euros (Q1 2014: 61.3 million euros). This substantial growth can be attributed to the good economic climate on real estate markets and the strong presence of the brand – especially in Germany, Austria and Switzerland, as well as in key metropolises and holiday regions in the Mediterranean and the USA. “We are extremely satisfied with the results for the first quarter of 2015. This continued upward trend shows that we are on the right track with our expansion strategy,” said Sven Odia, Co-CEO of Engel & Völkers AG. Engel & Völkers is forecasting continued growth over the remainder of the year. ith a decision as big as buying a home, it's no surprise that regrets are common. But the good news is that you don't have to end up among that group. This is according to a recent article in the Washington Post. Most buyers' remorse stems from one of the following issues, so keep these in mind as you view properties. This is according to a recent article by Marshall Park, a real estate broker at Redfin, which appeared in the Washington Post.

Renovation ambitions

Neighbourhood/Estate Homebuyers are often swayed by the appeal of the home itself and fail to do enough research and investigation about the neighbourhood or the general management of the estate. If you're considering a home, make sure you visit it both during the day and at night. Get out of your car, walk around the neighbourhood and talk to some neighbours if you can. Also be sure to check what the local security situation is by reading the media or asking locals. Some areas are definitely more susceptible to crime than others, and you need to know that you will have a good quality of life. If you desire to live in a trendy neighbourhood, consider the noise level and your threshold for dealing with late-night revellers. Being close to the action is fun, but some buyers learn quickly that it's possible to be too close. Research the nearby amenities. Where is the closest shopping centre or mall, supermarket, pharmacy, entertainment such as restaurants, coffee shops, theatres or sports clubs, all of these depending on your activities? For your schoolgoing children you would need to consider current as well as future schools as they progress in their grades. If you have animals, ensure there are public spaces such as parks to walk them in and that the environment is pet-friendly.

Parking and transport issues One should also bear in mind the distance to your place of work, or to take kids to and from school and after-school activities. The allure of a charming home may convince you that a longer commute isn't so bad. Whether you drive, bike or take public transport, try out the commute during rush hour both ways to get an accurate sense of your new daily routine. Consider the parking facilities for yourself at your new home, and also when your friends and family come to visit. With our South African security situation, people are reluctant to park down a dark unfamiliar road. Many sectional title complexes have limited parking bays for guests and only allocate one or two bays for owners, so this must be properly investigated.

Buyers often have grand plans: knock down a wall, build an extension, gut the kitchen, and add a patio. There is nothing wrong with having a long-term vision of how you'd like to improve your home, but if you don't have a clear idea of the cost, expertise and time needed to achieve that vision, you may be on a pathway to regret. Buyers can get swept up in the dream and the planning and become too ambitious about what renovations and repairs they can take on themselves. If you are planning to make serious alterations to a home, it's wise to get one or more contractors out to the property to give you a ballpark estimate before you buy it –before making an offer.
