Every five years Engineers Australia invests a significant amount of time and money to prepare Infrastructure Report Cards (IRC) for each state and Australia as a nation. We have just completed the work for the South Australian IRC and it will be launched on Tuesday 29th June 2010. Sorry, no sneak previews are available! Make sure that you get hold of a copy for reference when it is available publicly. Our assessment process started in October 2009 with the formation of the steering committee. Deputy President Jeff Walsh FIEAust CPEng, Division Committee Member David Cruickshanks-Boyd FIEAust EngExec, Kim Read OAM FIEAust CPEng (Ret), Mark Gobbie FIEAust CPEng EngExec and I have been watching and assisting the investigative work being done by the IRC consulting team and the group of chapter reviewers. The report covers road, rail, ports and airports in the transport sector, gas and electricity in the energy sector, potable water, stormwater, wastewater and irrigation, and finally telecommunications. We appointed eight chapter reviewers to provide the specialist knowledge needed to make sound judgements. Everyone reviewed their areas of responsibility and then met with the writing team for a full day session in March. The team considered all the information available, highlighting the key results and completing the actual ratings. Now all that remains is the publishing and launch in a few weeks. The IRC preparation has been a great experience. Not only did we all learn a huge amount about the state and its infrastructure but it was also another opportunity for networking and engagement within our essential profession of engineering. Thanks to all the contributors to the SA IRC 2010 especially chapter reviewers David Alm FIEAust CPEng, Phil Motteram MIEAust CPEng, Borvin Kracman FIEAust CPEng, Phil Vercoe, Rene Arens FIEAust CPEng, Duncan McLeod MIPENZ MIEAust CPEng, Dr Phil Crawley FIEAust CPEng and Ian Coat MIEAust CPEng. I would strongly encourage any member with subject matter expertise in infrastructure to be involved when we repeat the exercise in 2015. Take up some of the opportunities that your membership offers to you. By undertaking and producing the IRC we enhance the standing of the engineering profession by providing impartial and frank advice about the state of our infrastructure, good and bad. We also raise the awareness of politicians, media, business and the public about the infrastructure that underpins the community’s quality of life and the role of engineers in creating and maintaining it. The IRC will generate debate on the adequacy of the infrastructure (including condition, distribution, funding and timing), especially so because our ratings are measured against

the ability of the infrastructure to meet society’s current and future needs. As many of you will be aware, 2010 is the Year of Engineering Leadership, with the combined Centre for Engineering Leadership and Management and Young Engineers Australia Conference held in Brisbane earlier this month. This conference is held biannually, and we have recently been advised that our bid to host the 2012 conference in Adelaide has been successful. Congratulations to the CELM Executive Committee, particularly John Olson RFD FIEAust CPEng EngExec FAICD and Tom Mosquera MIEAust CPEng, for achieving this event for the SA Division. Mark it in your diaries now and start considering what papers or case studies you or your company might have to contribute. As a note to finish, I have just returned from what is becoming an almost annual visit to the United Arab Emirates. While there I was again impressed by the pace and energy on display as the government works to develop the young nation. The global financial downturn has negatively effected many projects and pricked the real estate bubble but the underlying development is real and the basis for the economy remains underpinned by oil and strategic location. Infrastructure investment in ports, roads and rail projects remains strong and appears balanced. Perhaps unlike some of the more ostentatious real estate ventures! Notably Abu Dhabi, the largest of the seven emirates, has recently decided to adopt nuclear power generation despite being one of the world’s major oil exporters. Four reactors are on order now and planned to be in operation by 2020. This may be real foresight since there is nothing to sell if you are burning it unnecessarily at home. Of most interest to me was the new Dubai Metro. The Red Line commenced operation last year as a combination of underground and elevated rail sections. Stations are progressively being completed on two lines and contracts and tenders are being initiated for the three further lines planned. When the Green Line opens in 2011 the Metro will be the world’s longest driverless train system extending over 75 km. Considering that the Metro is already carrying 60,000 passengers per day this piece of infrastructure, delivered by engineers, is clearly meeting a community need.

Engineering Heritage Plaquing Ceremonies in June The world’s only working Humphrey pump will be operating at Cobdogla on the June long weekend when this unique installation will be recognised with the award of an engineering heritage marker. Engineers Australia members are invited to attend the ceremony when a National Engineering Heritage Landmark (NEHL) plaque will be presented by National Deputy President Merv Lindsay. A NEHL is Engineers Australia’s ultimate accolade for an engineering work of outstanding heritage significance. The invention of English gas engineer Herbert Alfred Humphrey, the Humphrey pump is actually a four stroke internal combustion engine without a piston. Instead, the ignited charge acts directly on a quantity of water in a U-shaped pipe about 1.7 metres in diameter (the “cylinder”), lifting it into a discharge tower. Averaging about nine cycles a minute, the pump could deliver nearly seven million litres of water an hour, lifting it more than eight metres. You have to be there to experience the thump of the combustion stroke! Two Humphrey pumps were installed at Cobdogla to supply water for irrigation and operated from 1927 to 1965. One of the pumps was restored to working condition in 1986 and will be operating on Sunday 13th June 2010 when the Cobdogla Steam Museum will be open from 9.00 am to 4.30 pm; adult admission is $10. It’s about a three-and-ahalf hour drive from Adelaide. The NEHL ceremony will take place at 2.00 pm. This award will be preceded by the award of an Engineering Heritage Marker (EHM) for the Umberumberka water supply at Broken Hill. The 25 metre high dam was completed in 1915 and water was pumped about 28 kilometres by a steam pumping plant. The steam plant was replaced by diesel-driven pumps in 1960 and the dam is still in service. The old pumps have been preserved and can be viewed by the public. Concrete Canoe Racing In 2009 civil engineering students from UniSA set an impressive benchmark with their emphatic win in the ‘2009 Concrete Canoe Race’ at West Lakes. UniSA team ‘Sharks’ set new records with their impressive design which still hold today. This year the 2010 UniSA team ‘Sharks’ defended their title as champions in turn holding on to the perpetual trophy for another year. Last year’s sleek new design was the inspiration for this year’s impressive new canoes. This event provides the participants with excellent experience in the following aspects of engineering: project planning, project management, financial management, time management, industrial networking, design, construction materials (especially concrete materials), construction, various aspects of health and safety, report preparation, presentation skills and the application of the Principle of Finite Element Analysis.

The 2009 sharks winning the sprint finishing with the fastest sprint time of 1 minute and 5 seconds.

The end result of the participation and the achievement by the students involved in building the canoes was a great credit to everyone. The professionalism in the recent races shows great promise for this event to become a National competition. Potential future student participants will be encouraged to approach companies and seek out sponsorship to create wider spread awareness of this great event. The process of designing and creating a concrete canoe is an invaluable experience with many tremendous outcomes, including networking with various civil engineering companies. This competition is an absolute must for up and coming professionals. The South Australian Branch of the Concrete Institute of Australia supports this event. Some of our current major projects include: • The Inner Adelaide Rail Capability Study, reviewing freight and passenger rail grade separations and offering solutions that will improve the efficiency of the freight rail network, whilst allowing for more flexibility of the passenger rail network expansion through the Adelaide CBD. • Undertaking tender designs for current major road and rail infrastructure projects in Adelaide, in conjunction with our design and construction partners. • Providing resources and key technical capability to the Department for Transport, Environment and Infrastructure to help deliver planning and concept designs for the extension of the O-Bahn into the Adelaide CBD.
