similar measures (EC-2); restoring permanent fences (EC-3); and restoring conservation structures (EC-4). ECP is administered by FSA to assist producers with the cost of recovery activities required to restore the agricultural land to pre-disaster conditions. Producers who sustained damage from this disaster event are encouraged to submit their request for assistance prior to beginning reconstructive work. Submitting a request after completing qualified

reconstructive work may result in forfeiture of program eligibility. FSA county committees will complete an evaluation of submitted requests and obligate available funds based on an onsite inspection of the damaged land, taking into consideration the type and extent of the eligible damage. Completion of the onsite inspection does not guarantee that cost-share funding will be allocated. The use of obligated funds is

limited to return the land to the relative pre-disaster condition. Conservation concerns that were present on the land prior to the disaster are not eligible for ECP assistance. Approved ECP applicants may receive up to 75 percent of the cost of completing the approved restoration activity. For more information on ECP, readers may contact the York County FSA office at 717-7552966, ext. 2.

YCSWA Approves 2019 Budget

ARRIVING LATE?

The York County Solid Waste Authority (YCSWA) has approved its budget for fiscal 2019. The tip fee or cost for disposal for York County processible municipal solid waste at the York County Resource Recovery Center (RRC) for 2019 will remain at $62 per ton. The tipping fee and revenue from the sale of electricity support YCSWA operations, which include the York County Resource Recovery Center, the Small Load Drop-off Facility, the Recycling Drop-off Center, the Education Center, the York County Sanitary Landfill/Hopewell Area Recreation Complex, electronics

recycling and community outreach efforts, and other programs aimed at waste reduction and recycling. The tip fee does not include collection costs charged by waste hauling companies hired to provide trash removal services. In most cases waste hauling companies charge customers a fee that covers the YCSWA’s tipping fee, as well as costs for waste collection, hauling, and curbside recycling. The cost of waste disposal alone for an average York County household is approximately $1.37 per week, based on an average household waste generation rate of 1.14

tons of trash per year. The household annual average cost to York County residents for waste collection and disposal services is approximately $240 a year, of which, just $71 accounts for the disposal portion of those fees. The YCSWA facilitates responsible solid waste management through an integrated strategy that emphasizes waste reduction, reuse, recycling, and resource recovery. The operations of the YCSWA are supported by its two revenue streams: the cost of disposal or tipping fee at the York County Resource Recovery Center and the sale of electricity generated by the facility.

York College’s Center for Community Engagement (CCE), 59 E. Market St., York, has received support from the Powder Mill Foundation, established by Louis and Jody Appell, to renovate the unfinished second floor of the facility for community/college collaborations and to establish a fund to support the ongoing work of the center. The CCE acts as the primary mover in York College’s mission to partner with the community for the benefit of both students and the broader region. This significant three-year gift from the Powder Mill Foundation will provide to the CCE in two ways. First, funds will be provided for renovation of the unfinished second floor space, providing the technology, furnishings, and accommodations necessary to make the space accessible to students, faculty, and community leaders alike. Second, the gift will establish a development fund for new programs launched by the CCE to support its ongoing work. Renovations at the CCE will provide a dedicated space outfitted with appropriate physical and human resources to attract York College faculty to the downtown. By providing this flexible space, and by providing a regular shuttle service

to the location, the college will make the CCE a place where students and faculty come on a regular basis to hold classes, have meetings with community partners, and do the shared work of project-based learning, a growing area of distinction for the college. At the same time, this space would be open to community partners, making this a shared hub of projects that soften the line between college and community. This space will function alongside the Arthur J. Glatfelter Institute for Public Policy, a division of the CCE that has already established itself as a key player in community advancement. The development fund will create a regular funding source to support curricular and co-curricular programs that engage faculty and students in community projects and initiatives. Applications for funding will be adjudicated by collaborative groups that include both college and community stakeholders. These projects would focus on project-based learning and problem-solving, partnerships and initiatives, service projects, and education seminars to aid in workforce development.
