York County Libraries opened for curbside pickup of library materials on June 15. Members must reserve books in advance at www.yorklibraries.org and are then notified when the items are ready for pickup at the library. Members may also return checked out materials to library book drops. The decision to offer curbside service is in alignment with the direction and recommendations of the Office of Commonwealth Libraries, Gov. Tom Wolf, Pennsylvania’s Department of Health, and the CDC. York County libraries will gradually reintroduce the breadth of library services while working to provide a safe library environment for employees and members. Staff have received training on recommended cleaning and disinfection procedures and will follow safe handling and quarantine protocols for returned library materials. Protective barriers have been put in place, and staff will wear masks and other
protective gear for personal and public safety. York County Libraries locations are asking that members wear masks or face coverings when utilizing the curbside pickup services. At several library locations, pickup of materials will be in the lobby. Only one member or family will be allowed inside at a time. These measures are required for everyone’s health and safety. All physical library materials currently checked out through York County Libraries have been renewed until Wednesday, July 1, and no fines are being assessed on these items. Services at the Salem Square, Manchester Township, and Springettsbury Township libraries will not be offered during this initial phase of reopening. For additional details about curbside pickup, library hours, and more, readers may visit www.yorklibraries.org/ reopening.

Northwest’s PPP Efforts Help Businesses Like banks across the country, Northwest Bank (NWBI), headquartered in Warren, has been working to help small businesses curb the impact of the coronavirus pandemic. As soon as the Small Business Administration (SBA) released guidance to banks on the Paycheck Protection Program (PPP), Northwest teams assembled to analyze the details and develop
an open, client-friendly approach to the application process, no matter a business’s industry or size. The company launched a number of ways to connect with clients and work with them to collect the necessary application information, according to Mark Reitzes, Northwest’s head of commercial banking. Northwest could either connect one-on-one with a business banker, who helped to gather the information required by the SBA, or submit their loan package through Northwest’s online application portal. “As soon as our portal opened, the company’s business bankers proactively reached out to clients to let them know that the bank was ready to take applications,” Reitzes said. “We provided checklists, a step-by-step video and FAQs to ensure they fully understood the relief program and requirements. We received applications from businesses of all sizes and industries across our entire four-state footprint.” Despite Northwest’s efforts, nationwide demand was much greater than expected. Funds were drained in just a few days after launch and the SBA stopped accepting applications. While many banks followed the SBA’s lead and stopped taking applications between the first and second rounds of government funding, Northwest took a different approach. In hopes that the PPP would be funded for a second round, the bank continued to help
clients gather and prepare application information for submission. Because of this approach, Northwest was ready to submit applications when the SBA’s loan portal reopened. According to Reitzes, nearly 100% of the PPP loan applications that Northwest received were approved by the SBA - a total of 3,700 loans that will provide more than $425 million worth of relief. Northwest’s efforts served employers of all sizes across a wide span of entities, including manufacturing, restaurants, religious organizations, professional services, beauty salons and contractors. These efforts helped protect more than 35,000 employees. Northwest Bancshares Inc. is the holding company of Northwest Bank. Northwest operates 206 full-service community banking offices and eight free standing drive-through facilities in Pennsylvania, New York, Ohio and Indiana. Opportunity Zones Report Available York County Economic Alliance (YCEA) released “Understanding Pennsylvania’s Opportunity Zones,” a report analyzing findings from a statewide survey of Opportunity Zone practitioners. YCEA commissioned York College’s Arthur Glatfelter Institute for Public Policy to conduct the survey and produce the report. Federal Opportunity Zones were created by the 2017 Tax Cuts and Jobs Act, and since then have been viewed by some as a way to catalyze billions of dollars of transformational investment in census tracts that have experienced decades of poverty and disinvestment. The survey was
intended to take stock of the impact of Pennsylvania’s 300 Opportunity Zones from the municipal officials and economic development professionals directly involved with them. The results were analyzed in the first quarter of 2020, before COVID-19 placed restrictions on development. Key report findings indicated that all respondents identified barriers to fully leveraging Opportunity Zones, including lack of capacity for promoting and coordinating the zones, lack of investors with capital gains, and lack of applicable projects that could provide a return to investors. Despite the barriers,
many respondents said they are currently promoting Opportunity Zones within their jurisdictions. The majority of census tracts have received no investment. Less than 25% of respondents were aware of Opportunity Zones investment in their census tracts. Most projects within Opportunity Zones would have occurred without the additional incentive. Of those respondents who were aware of projects, only 13% said their projects were made possible by Opportunity Zone investment. This represents approximately 11 projects statewide. The full report is available at www.opportunityyork.org.

Standing over 14 feet tall and 12 feet wide, the memorial features a large glass panel that depicts the silhouettes of fire and law enforcement officers and an emergency medical responder. Carved pavers are placed in front of the shrine to recognize sponsors of the shrine and fallen first responders. In lieu of the annual Law Enforcement Community Remembrance event, typically held during the first week of May, a wreath-laying ceremony was conducted by the Historic Prospect Hill Cemetery Heritage Foundation on May 15 at noon. This day was designated as Peace Officers Memorial Day by President Kennedy in 1962. Due to the COVID-19 pandemic, the ceremony was not open to the public; however, members of the community were invited to join a live broadcast of the program. A video of the program is available at www.facebook.com/HistoricPHC. The service commemorated all York law enforcement officers who have died while in the line of duty and honored all those currently serving the community. It was held at the Safekeepers Shrine, which is located near the cemetery’s Pennsylvania Avenue

Adler Adapts Lesson Plans several times per week to conduct lessons. But now, like teachers and professors around the world, Adler is creating video content to serve as virtual lessons. He is doing this primarily for Roosevelt Elementary School in Allentown, through the Office of Community Engagement at Muhlenberg College and the
Lehigh Gap Nature Center, though the videos are publicly available. What were once carefully planned in-classroom lessons have morphed into something more free-form, according to Adler. Creating lesson plans that engage young students is challenging enough, Adler said. When nature is the lesson, it is
even more difficult to teach over video. Adler’s students are usually outside and up close to the subject matter. After graduation, Adler will head east to Lehigh University for a one-year graduate program in secondary education. He plans to keep teaching through the end of the elementary students’ school year.

35 years ago we built this store, as this community around Loganville was in need of a good hardware store. We realize that this need has not changed; however, our ability to provide that service has changed. We have sold the property to a large, nationally recognized retailer. They will soon announce their plans to provide services to the Loganville community. Many of you have shopped at our location in Shrewsbury. We hope that you will continue to do so. Many of our current, excellent staff members will transfer to the Shrewsbury location later this year.
Thank you Loganville, for a memorable 35 years!

Volunteers Plant Trees In York City Fifteen trees were planted at the York City Welcome Triangle across from the WellSpan York Hospital on May 2. The trees were planted by members of the Preserve Planet Earth Committee and the Rotary Club of York, along with family and friends. The trees included a variety of species, such as October glory, white oak, service berry, red maple, and black gum. The planting teams
dug the holes; removed rocks, bricks, and concrete; and then mulched the individual tree planting locations and the welcome center stone area and water feature. Organizers recognized Rotarian Brian Mummert of W & S Landscape Services for procuring the trees and providing the mulch. Additionally, the Garden Club of York financially supported the project.
Jennifer Geubtner-May (left) and Al Sykes prepared a hole for one of the new trees at the York City Welcome Triangle.
