Food Distribution Benefits Local Veterans By Francine Fulton
David’s Drive 831 (DD831), a Chester County-based organization with the motto of “Helping Veterans Because We Should,” is continuing its charitable work during the coronavirus outbreak. Its most recent effort was to purchase and pack nonperishable food items that were delivered to local at-risk veterans. DD831 is named for David Turner Jr., who was employed at the Coatesville Veterans Affairs (VA) Medical Center when he passed away at the age of 20 in December of 2009. His family members started the all-volunteer David’s Drive 831 charity to benefit veterans by providing much-needed goods and services. The 831 symbolizes the phrase “I love you,” because the phrase contains eight letters and three words that have one meaning. DD831 and the Coatesville VA joined See Food Distribution pg 4

Octorara Cupboard Continues To Serve
Some of the most popular horror movies and literary thrillers have been built around the concept of pandemics. Part of the enjoyment of those forms of entertainment comes from the ability to watch the devastation unfold without being in danger oneself. But now, due to the coronavirus, pandemic is no longer just an issue experienced through a screen or the pages of a book. “In order to contain the spread of COVID-19, the United States government has directed its citizens and occupants to follow specific protocols that tend to paint somewhat of a grim scenario,” related Kathleen M. We will not allow anyone into the building, just a limited number of volunteers,” said executive director Judy Dougherty. “(Volunteers) are going through the shelves and fixing up bags of one of each thing. Then we can just mark it and put it out,” Dougherty said. “Produce should always be washed before being used. The Chester County Food Bank has continued to provide supplies to the OAFC, already sorted into bags. The volunteers at the OAFC add items that they have received through donations to round out the food bags, including meat, fresh produce and desserts. Dougherty noted that the economic effects of coronavirus have put some people out of work and into a position where they need help with food for the first time. Anyone who finds themselves in need of the food
cupboard services is asked to call ahead during open hours on Tuesdays or Wednesdays. Dougherty will take application information over the phone with the understanding that after restrictions have been lifted, clients will come in to sign their application. For those who are unable to call ahead, emergency bags are available with a smaller quantity of food. “We have an emergency box, but they can’t get state products if they are not a client,” Dougherty explained. “There is a little meat, a little produce and (some) sweets.” Food donations are being accepted during open hours only at the drop-off point at the food cupboard’s rear entrance. “We are slowly looking at barer shelves, but we are doing the best we can,” Dougherty said.

In her work, she has encountered many clients who experience anxiety to some degree or another, and she has developed a framework for coping. “Although each case is unique, there are some tried-and-true practices that can help us overcome some of the negative effects of living during this stressful time,” Brown said. First and foremost, breathe. Brown explained that researchers and scientists have
found that deep, mindful breathing engages the nervous system, which controls heart rate, thus reducing many of the physical effects of anxiety. There are a wealth of YouTube videos and apps that explain how to practice mindful breathing, with Brown suggesting Breathe2Relax, AnxietyCoach, and AnxietyFree as places to start. “My personal favorites contain visuals like triangle breathing or rainbow breathing,” she said. Another research-based method of decreasing anxiety hormones is gazing into the faces of babies, loved ones, and pets, which releases oxytocin, sometimes called the love

In addition, the Chester County Bar Association’s Young Lawyers Division held a happy hour at a local establishment and donated the proceeds to Gateway HorseWorks, a nonprofit that offers transformative equine-assisted psychotherapy services to children, adults and families in a healing, farm-based environment. The Conference of County Bar Leaders, whose membership includes leaders from county bar associations throughout the state and from the PBA, organizes a yearly educational conference focusing on the exchange of innovative bar association projects and ideas and on the development of mutually beneficial relationships among bar leaders that improve the legal profession. With the help of staff members, the food was loaded into the DD831 pickup truck. “(Triple Fresh) provided the product at cost,” said David Turner Sr., DD831 founder and president. “(We then) traveled less than a mile away to East Fallowfield Park, where David was a volunteer and his memorial bench is located.” Working in the park pavilion during a rainstorm, members of the Turner family sorted and separated all the canned goods into green reusable David’s Drive tote bags. Each bag included items such as tuna fish, boxed macaroni and cheese, canned chicken, peanut butter and jelly, juice, canned soups, nonperishable milk, juice and apple sauce. Also added into the bags were Girl Scout cookies. “We packaged 48 bags containing approximately 20 food

State Extends Tax Deadlines The deadline to file Pennsylvania personal income tax returns with the Department of Revenue for 2019 has been extended to Wednesday, July 15. The new deadline mirrors the decision made in March by the Internal Revenue Service, which extended the federal taxfiling deadline. All penalties and interest on 2019 personal income tax payments will also be waived through the new deadline. Taxpayers who make quarterly estimated payments will also receive an extension. Both first- and second-quarter payments will be due on July 15. The extension does not apply to local taxes. Pennsylvania residents are urged to check with their local tax collection agency to determine whether local taxes are still due on Wednesday, April 15. Taxpayers are encouraged to file returns electronically to enable the Department of Revenue to process returns while state offices are closed. Schools and school districts may continue to bring in essential employees involved in the preparation and distribution of meals for children. The emergency Feeding Task Force, which consists of state agencies, charitable food networks, food retailers, and other partners and stakeholders, is working to identify available resources and provide food and water to communities in need. This includes ensuring school-age children, older adults, and others experiencing food insecurity are provided with nourishing meals. Businesses that have resources to help feed and shelter Pennsylvanians in need are encouraged to fill out a survey to assist the task force as it looks to direct resources. Any Pennsylvanian who is suddenly in need of food should complete this survey so the task force can better understand where resources should be directed. Church Sets Online Services Schools Will Remain Closed The Department of Education recently announced that all schools in Pennsylvania will remain closed indefinitely in order to limit the spread of COVID-19, according to state Sen. Scott Martin. All schools in the state have been closed since March 13. The closure order was in effect through April 6, but this deadline has been extended until further notice. Martin recently supported a bipartisan bill that was signed into law to remove the requirement that all public schools must be open at least 180 days per school year. The new law also gives the Secretary of Education authorization to increase the number of flexible instruction days that may be used by a school district. The state’s 29 intermediate units will continue to be available to provide technical assistance to help develop continuity of education plans for all students.

Foundation Cancels Garden Party, Creates Fund The leadership and board of directors of Brandywine Health Foundation canceled the annual garden party, which had been scheduled for May 20, due to the concerns about the community spread of COVID-19 (coronavirus.) As a philanthropic health organization, the foundation’s primary concern is for the well-being of all individuals in the community, which demands that necessary steps be taken to limit the risk of potential exposure to and spread of the virus. Through the donation of Mr. and Mrs. Robert McNeil’s home as the event venue, the garden party engages more than 500 people in support of the Brandywine Health Foundation’s overall mission. In fact, since 2003, the foundation and its volunteer committee have raised over $1 million. Vanessa B. Briggs, president
and CEO of the Brandywine Health Foundation, will shortly announce the creation of a special Relief Impact Fund. Working with nonprofit partners, medical personnel and the county, the goal of the Relief Impact Fund will be to help minimize the economic hardship and disruption of safety-net services on the community. The foundation hopes that current and new sponsors and supporters will consider allowing the Brandywine Health Foundation to retain contributions previously made to support the garden party in support of its new Relief Impact Fund. This pandemic has caused many people and families to find that they are suddenly food insecure and require assistance. Pennsylvanians who need help feeding themselves or their family should find and contact their local food bank or pantry through Feeding Pennsylvania at www.feedingpa.org and Hunger-Free Pennsylvania at www.hungerfreepa.org. The Department of Human Services (DHS) will continue to process applications and benefit renewals for the Supplemental Nutrition Assistance Program (SNAP). Emergency SNAP applications can be expedited and issued in five days. Pennsylvanians can apply for SNAP online at www.compass.state.pa.us. DHS will continue to process application and renewal benefits, so people should continue to send in paperwork as usual.
