Freedom Life Church Begins Boxes Of Hope Program By Francine Fulton

Freedom Life Church in Christiana will distribute Boxes of Hope, containing food items, an inspirational book and more, during the month of May. The public is invited to donate items for the boxes on Tuesdays through Thursdays.

Freedom Life (FL) Church recently launched a Boxes of Hope program that will provide food items as well as words of encouragement to individuals and families affected by COVID-19. Boxes will be given out in the areas served by Freedom Life, including southern Lancaster and Chester counties, as well as the areas surrounding Milesburg, Centre County. Boxes will be distributed throughout the month of May. Items in the box will differ depending on the number and ages of people in the household, but each will contain nonperishable food and personal care items, as well as activity books for children and puzzle books, such as word search and crossword puzzles, for seniors. Each box will also contain the

book “Hope in the Dark: Believing God Is Good When Life Is Not by Craig Groeschel. Church staff members note that the Boxes of Hope program is not designed to replace local food banks. “We are not competing with the food banks because they are doing a great job and the church has been donating to local food banks, said Angie Dearolf, FL communications director. “This is an emergency care package. We are putting in a note from our pastor, snacks and bottles of water, paper supplies, cleaning supplies and activities for children and seniors who are quarantined. It’s a gift of encouragement. Donations are currently being accepted at the church’s main office, located at 447 Noble Road, Christiana, on Tuesdays, Wednesdays and Thursdays from 10 a.m. to 2 p.m. Donations See Freedom Life pg 3

Narvon resident Marlene Stoltzfus McLamb began making masks for friends and family toward the end of March. On April 3, long before Gov. Tom Wolf announced that it would be mandatory to wear masks in public places, her husband posted on Facebook about his wife’s talents with a sewing machine. “It exploded from there, recalled McLamb, who said that within 24 hours of the post, the family had received between 200 and 300 orders. McLamb makes the masks for free or by donation for health care workers or those who work in retirement communities. “For anyone who is on the front lines, I donate (the mask), said McLamb, who made a mask for family friend Karla Neff, director of Pequea Valley elementary advocacy at The Factory Ministries. Although the Atglen Public Library is closed due to the state mandate, patrons of all ages may still enjoy online programming being offered on www.facebook.com/AtglenPublicLibrary. Youngsters can listen to story times offered weekly by Ms. Maureen by visiting the Facebook page and clicking on Videos. “Maureen Fox has been recording them and posting them on Fridays, said Robbyn Kehoe, library director. Also offered in the Videos section are readalouds by Olivia Schaffer and Music Time LIVE! presented by Ms. Ashley and Mr. Roger from Radcliff Music Studio. A highlight of the Facebook page recently has been Kehoe’s weekly posts about local history covering areas such as Atglen and West Fallowfield and West Sadsbury townships. “On Saturdays we See Library pg 7

Penn State Extension will present a town hall-style, web-based seminar on Thursday, May 7, from 6:30 to 8 p.m. to assist Pennsylvania agricultural stakeholders who rely on the H-2A visa program for temporary workers to operate their businesses. The session will cover COVID19 mitigation efforts, such as international travel restrictions and consulate closures, that have disrupted the normal functioning of the H-2A visa program. These disruptions to the H-2A program raise questions about the arrival of guest workers and the impact on essential food and agricultural businesses. The webinar also will address the dangers of COVID-19 itself and will raise similar questions

around how to protect the health and well-being of these visa holders. The first half of the program will feature guest speakers who will discuss the implications of the new H-2A temporary rule change, discussing impacts on how the program interfaces with state agencies; what growers are experiencing related to travel logistics and visa processing of their guest workers; steps that employers should take to protect employee health; what health programs are available to farm workers in Pennsylvania; how immigrant farm communities are experiencing the pandemic; and what legislative fixes are either in the pipeline or should be considered. The second half will include a

They also will be able to ask their questions in a live chat with the panelists during the webinar. the coronavirus pandemic and Boxes of Hope was a way for Freedom Life to help meet some of those needs. “(The box) is a gift of encouragement and inspiration so people know they are not alone and that people care, she explained. “There are so many people within our church who want to do something. It’s a way for people to come together. Even though we are social distancing, we can bless others. For more information or to request a Box of Hope, readers may visit www.freedom.life/ boxes-of-hope or email info@freedom.life. The Pennsylvania Public Utility Commission (PUC) reminds consumers, businesses, and contractors of the importance of identifying underground infrastructure before digging to help ensure safety. Homeowners are urged to delay the beginning of their spring digging projects during the current COVID-19 pandemic. While the Pennsylvania One Call (PA One Call or 8-1-1 System) has remained fully operational through the pandemic, consumers, businesses, and contractors are asked to not begin any nonessential construction. Delaying the start of nonessential home digging projects may help safeguard citizens, protect utility crews, and avoid accidental damage to underground lines that could disrupt utility services during this time. The PUC noted that during this current emergency situation, utilities and 8-1-1 personnel are focused on addressing critical projects and ensuring that vital utility services and workers are safeguarded by ensuring that underground lines and facilities are properly marked before any excavation work begins. It is important to avoid sending utility crews and equipment into neighborhoods, unless it is absolutely necessary, to help protect residents and those essential workers. State law requires contractors and residents to contact PA One Call at least three business days prior to excavation, triggering alerts to all utilities within an intended digging area and prompting utilities to mark where their facilities are located. Pennsylvanians can dial 8-1-1 to connect with the One Call system, while out-of-state residents or businesses can call 800242-1776. Hits on underground facilities across Pennsylvania pose a danger to contractors, utility workers, and nearby residents and also introduce the possibility of service interruptions, environmental damage, and costly repairs to damaged lines. In addition, every hit poses a risk to emergency responders who are mobilized when lines are struck.

She creates masks in children’s sizes as well. “I would love to have people pick their fabric,” said McLamb, who noted that because of the number of orders and the request for quick turnaround, that has not been possible. Nor has it been an issue. “People weren’t too picky (about color),” she noted. Before she started making masks, McLamb sewed purses and handbags to sell. She said that she remembers first learning to sew around the age of 9. “My grandmother was AmishMennonite, and she lived right next door to us,” said McLamb, who helped her grandmother with a variety of sewing projects, including quilts. On April 4, McLamb went to work, completing between 900 and 1,000 masks in the next 10 days. “The first five days or so, I was sewing 12 to 14 hours per day,” said McLamb. “I was doing nothing but sewing (because) everybody wanted (masks) as quickly as possible.” The masks McLamb is creating are made of 100% cotton. Each has two layers, three pleats in the front, and elastic to hold the mask on over the ears. Most of the masks she has made for women are in prints, and most of the masks for men are in solid colors, including black, brown, tan, gray, and army green. Small businesses impacted by the COVID-19 public health emergency can apply now for low-interest state loans. The COVID-19 Working Capital Access Program will feature a low interest rate, no application fees, and payments and interest waived during the first year of the loan. Loans of up to $100,000 will be available for small businesses with 100 or fewer full-time employees to use as working capital. The program will be administered by the Pennsylvania Industrial

County from pg 1 2,400 full- and part-time employees and the public, according to Chester County commissioners chair Marian Moskowitz. The county buildings currently open for essential services include the 9-1-1 Center; the Pocopson Home, a long-term care facility; the Chester County Prison and Youth Center; and the Coroner’s Office. Following CDC and Pennsylvania guidelines, a no-visitor policy remains at Chester County Prison, Pocopson Home and the Chester County Youth Center. Many Chester County staff members are working from home to continue to provide some services and to answer questions via email. Information for specific departments can be found on their respective home pages at www.chesco.org. More than 60% of all county programs and services are offered remotely during this time, according to Moskowitz. The commissioners’ decision to reopen Chester County’s parks follows the announcement by Gov. Tom Wolf that limited outdoor recreational activities will reopen. While the three county-owned trails Chester Valley Trail, Struble Trail and Schuylkill River Trail have remained open during the pandemic, county officials have stressed the importance of maintaining social distancing and wearing masks while on the trails. That message of social distancing and wearing masks

All Chester County park permits, pavilion rentals, volunteer programs and ranger-led programs remain canceled for May and June, and as they reopen, the parks will have limited amenity access. Parks officials also ask that if the parking lots are full, visitors find another location for recreation where there are fewer people. Chester County Health and Emergency Services staff members continue to work alongside the Pennsylvania Department of Health and other partners to provide education, mitigation, communication and investigation services related to COVID-19 for both Chester County and Delaware County residents. Related to the governor’s plan to reopen businesses throughout the commonwealth, the county commissioners are also formulating plans to get Chester County back to work as the impact of COVD-19 lessens. For up-to-date information on COVID-19 in Chester County, readers may visit www.chesco.org/4376/Coronavirus-COVID-19. Those who have specific questions about COVID-19 may call 610-3446225 and follow the phone prompts. The line is staffed seven days a week from 8:30 a.m. to 4:30 p.m. After hours, callers will be connected to the Greater Philadelphia Coronavirus Helpline, which is staffed 24/7.

Chester County Commissioners (seated, from left) Michelle Kichline, Josh Maxwell and Marian Moskowitz helped to bottle 825 gallons of hand sanitizer donated to Chester County’s Department of Emergency Services for use by COVID-19 frontline workers. They were joined by Mike Lam from the county Department of Emergency Services.

Chester County’s Department of Emergency Services recently obtained three 275-gallon containers of specially made hand sanitizer and quickly proceeded to bottle, label and begin distributing the solution to the county’s health care, first responder and long-term care facility workers. Thanks to the generosity of Eight Oaks Farm Distillery, which provided the hand sanitizer, and Wawa, which provided the bottles, staff members at Chester County’s Public Safety Training Campus bottled 1,650 half-gallon containers of hand sanitizer - a commodity that,

Gov. Tom Wolf recently announced the availability of low-interest loans for small businesses and eligible nonprofit organizations in all 67 counties in Pennsylvania through the U.S. Small Business Administration (SBA). Pennsylvania businesses and nonprofits are encouraged to look at the SBA resources available to them and take advantage of this opportunity for financial assistance during this time of uncertainty. SBA’s Economic Injury Disaster Loans offer up to $2 million in assistance and can provide vital economic support to small businesses to help overcome the temporary loss of revenue they are experiencing. These loans may be used to pay fixed debts, payroll, accounts payable, and other bills that cannot be paid because of the disaster’s impact. The interest rate is 3.75% for small businesses without credit available elsewhere. Businesses with credit available elsewhere are not eligible. The interest

The board of directors of the Pennsylvania Higher Education Assistance Agency (PHEAA) took action recently to provide for the temporary modification of certain program requirements of PHEAA-administered Pennsylvania student aid programs to ensure that recipients will not experience a disruption or reduction of funding due to operational changes made by postsecondary schools in response to COVID-19. Some schools have adopted operational changes that transform how higher education is delivered to students,

including the widespread transition to online-only classes. Effective March 19, the PHEAA board of directors authorized the agency to temporarily modify, suspend, or relax certain program requirements for Pennsylvania schools and students enrolled in the 2020 winter or spring term for several programs that currently assist approximately 210,000 students. The programs include the Pennsylvania State Grant Program, Institutional Assistance Grant (IAG) Program, Matching Funds Programs, Higher Education of the Disadvantaged (Act 101) Program, Higher Education for Blind or Deaf Students Program, Pennsylvania Internship Program, Ready to Succeed Scholarship (RTSS) Program, and Pennsylvania Targeted Industry Program (PA-TIP). One example of relief would be the temporary waiver of the Pennsylvania State Grant Program’s eligibility distinction between traditional in-classroom students, who currently qualify for a $4,123 maximum award, and distance education students, who currently qualify for a $3,092 maximum award, or 75% of a traditional award. This waiver would hold harmless thousands of initially in-classroom recipients who could otherwise lose their higher award amount, which has already been factored into their higher education funding plan for the year. In order to give students and families more flexibility during the COVID-19 pandemic, PHEAA’s board of directors also extended the Pennsylvania State Grant application deadline by two weeks to Friday, May 15. This deadline applies to all renewal applicants and first-time applicants who plan to enroll in colleges, universities, or a college transfer program at 2-year public or private colleges, except

Home Improvement Projects Suggested Many local homeowners are stuck inside, and some may have begun to fixate on their homes’ flaws. Window World has come up with a list of home improvement projects homeowners can tackle now. Projects include replacing windows, installing vinyl siding, installing a new garage door, giving the yard some attention, replacing the shutters, and painting the front door. Installing new windows usually increases a home’s value. Energy-efficient replacement windows will help lower electric bills ahead of the summer months. Homeowners may be able to schedule a virtual meeting with a designer to determine the cost and solutions. Vinyl siding replacement is a cost-effective project that requires little to no interaction. Energy-efficient, insulated siding cuts down on bills in the long run and boosts curb appeal for potential buyers. The right siding has the power to deter termites, stand up to wind, and resist cracks. As a bonus, no one needs to step foot inside the home to tackle this project. The time to update the garage door is while stuck at home and not driving. People can leave their car in the driveway for now and upgrade their home’s curb appeal with this project. A new garage door refreshes the look of a house, and it is another project that does not require welcoming workers inside the home.

This is the season to get outside. Homeowners can make sure bushes are symmetrical, cover bare spots in the lawn with seeds, and sprinkle some colorful annuals along the edges. Replacing a home’s shutters is a simple way to make a big change. New shutters have the power to dress up the exterior of the house and increase its charm or sophistication. Homeowners can paint their front door a bold color that enhances their home. Homeowners could take it an extra step and get a replacement fiberglass door. In addition, there are several projects that can wait for a later time. They include a kitchen remodel, a bathroom remodel, and custom closet organization. Home repair businesses are considered essential in many regions, and design crews are discovering new ways to operate. Homeowners can have virtual consultations with designers during which homeowners display the projects that need repair and designers display new options. Consultants can visit a client’s home and examine the exterior while talking with the homeowner over the phone. Installations should be limited to one or two crew members at a time. For window installations, homeowners are asked to stay in another room. Crews do not need to enter a home for exterior projects.

community colleges and designated Pennsylvania open admission institutions. To apply for a Pennsylvania State Grant, applicants must first complete the 2020-21 Free Application for Federal Student Aid (FAFSA). Applicants can access this form online at www.pheaa .org/fafsa or www.fafsa.gov. Completing the FAFSA online may save time and reduce application and processing errors. In addition to completing the FAFSA, first-time applicants must also submit a completed Pennsylvania State Grant Form (SGF). First-time applicants who submit the FAFSA online will be

automatically redirected to the SGF by following the on-screen prompts on the confirmation page. First-time applicants who have already submitted their FAFSA but have not completed the SGF will receive an email directing them to PHEAA’s secure Account Access site for completion. Library from pg 1 are featuring a local history discussion on Facebook,” said Kehoe. “We present photos and some history, but the interaction from the community brings it to life.” For the first post, Kehoe provided a history of Irwin’s Tavern, which in the 1970s became Spring Grove Dairy. The post also features photos of the old tavern and the Spring Grove Dairy milk house, among others. “I prepared that first post, and it reached 2,000 people; it was our biggest thing ever,” Kehoe noted. “It had a lot of shares and comments and a lot of reactions. People know Spring Grove Dairy, but they didn’t know anything else.” Kehoe, who describes herself as a “research nerd,” also posted early maps of the area for another discussion, as well as information about local buildings, including the Hess House. Kehoe said that the stay-athome order has provided her time to research local history and to share it with area residents. “As it turns out, this is the perfect format for it,” she stated. “I can drop some pictures and (share) facts, and it does seem to serve the need right now.” Kehoe hopes that once the library reopens, the online discussions may lead to a series of local history programs offered in person. “Atglen Borough’s comprehensive plan calls for the formation of a historical commission,” she said, noting that she contributed historical information that was included in the plan. “It would be great if (the library’s history discussions) turned into a monthly history club, which is different than a historical society or commission. So, (the online history discussion) does have broader implications.” For more information about library programs and services, readers may contact Kehoe at rkehoe@ccls.org.

The PPL Foundation announced recently that it will donate $500,000 to Operation HELP to support customers dealing with temporary hardships as a result of the coronavirus outbreak. The purpose of the contribution is to help ease the burden for some of the most vulnerable individuals and families throughout eastern and central Pennsylvania during this extraordinary time. This contribution will supplement the more than $1 million that PPL Electric Utilities, its employees, and its customers donate each year to support Operation HELP. Operation HELP was established in 1983 to assist PPL Electric Utilities customers with paying their energy bills. It is administered by a network of local agencies and has helped more than 100,000 customers since 1983. Every dollar contributed to Operation HELP goes to assisting those in need with their energy bills, and the program is not just for electricity bills. Customers who wish to contribute to Operation HELP, may do so by visiting www.pplelectric.com/operationhelp.

A volunteer from the Plain community sewed cloth masks for health care workers, patients and families at Nemours/Alfred I. duPont Hospital in Wilmington, Del. Members of the Plain community have answered the call from area medical centers to increase their supplies of needed personal protective equipment (PPE). A contingent of helpers from Lancaster and Chester counties have sewn cloth masks to specifications for health care workers, patients and families. As of late April, more than 3,000 masks

have been delivered to Nemours/Alfred I. duPont Hospital in Wilmington, Del., where many Plain children receive care. Cindy Bo, operational vice president and chief strategy officer for Nemours, is co-leading the hospital’s efforts to procure PPE as well as personal cloth masks. When the Clinic for Special Children in Strasburg, on whose board Bo serves, heard about Nemours’ need for masks, it notified the Plain community. Within days, volunteers had produced hundreds of masks, which were collected and delivered to the hospital. Julia Martin, who also works at the Clinic for Special Children, personally delivered scores of masks to the hospital. In addition to duPont Hospital, Nemours provides pediatric care at more than 30 sites across Delaware, Pennsylvania, and New Jersey.

Nemours/Alfred I. duPont Hospital has received more than 3,000 masks sewed by volunteers from the Plain community in Lancaster and Chester counties.
