Representatives from Chester County Opportunities Industrialization Center (OIC) recently received a donation from Chester County Commissioners Michelle Kichline, Kathi Cozzone, and Terence Farrell for $300,000. The funds, made available through a community development block grant, have been used to purchase a new primary office location for Chester County OIC in Coatesville. According to president and CEO Joyce Chester, Chester County OIC began in Coatesville nearly 40 years ago. Chester County OIC’s vision is to be leaders in improving the lives of disadvantaged adults by creating educational and employment opportunities. Along with ongoing programs offered by Chester County OIC, including GED, English Language Acquisition, and Certified Nurse Aid, the organization’s new SOAR reentry program - a strategy that addresses the range of challenges faced by formerly incarcerated young adults who are trying to make a successful transition back into their communities - will

Foundation Seeks Help The World Forgotten Children Foundation (WFCF) is celebrating its 15th year of supporting projects that promote the health and welfare needs of orphaned children with disabilities in developing countries. Throughout its 15 years, WFCF

PennDOT’s primary focus is on interstates and expressways, and equipment may be redirected to those routes during significant winter events. The more traffic a roadway has, the more attention it will receive from plows, so motorists may find deeper accumulations on less-traveled routes and should adjust their driving for those conditions. If motorists encounter snow or ice-covered roads, they should slow down, increase their following distance and avoid distractions. Last winter in Pennsylvania, preliminary data shows that there were 440 crashes resulting in one fatality and 221 injuries on snowy, slushy, or ice-covered roadways where aggressivedriving behaviors such as speeding or making careless lane changes were factors. In addition to planning for winter travel conditions, motorists should prepare their vehicles for the season. Tires should be checked often for the correct level of air pressure and adequate tire tread depth to perform on ice and snow. A quick way to check tread depth is to insert a penny in the tread groove with Lincoln’s head upside down. If the entire head can be seen, the tires are worn and traction will suffer. If the driver lives in an area prone to heavy snow, he or she may want to consider using dedicated snow tires or carrying a set of tire chains. At a

Pennsylvania Department of Transportation (PennDOT) has shared the agency’s plans for winter services and highlighted tools members of the public can use through the winter and how they can prepare for the coming season. PennDOT’s top priority is safety, and that guides winter preparations and operations. To help the public prepare for the season and share information about winter services, resources are available at www.penndot.gov/winter. The site also has a complete winter guide with detailed information about winter services in each of PennDOT’s 11 engineering districts. The public can also access travel information on nearly 40,000 roadway miles yearround at www.511PA.com, and during the winter, they can find plow truck locations and details of when state-maintained roadways were last plowed. The information is made possible by PennDOT’s Automated Vehicle Location (AVL) technology, which uses units in each of the more than 2,200 department-owned and rented plow trucks to send a cellular signal showing where a truck is located. The 40,000 miles for which PennDOT is responsible translates into 96,000 snow-lane miles - enough miles to circle the globe nearly four times. A snow lane is calculated as the miles of road multiplied by the number of lanes, which means a 1-mile section of four-lane roadway would equal 4 snowlane miles. The department maintains roughly the same number of miles maintained by the state in New York, New Jersey, and all the New England states combined. With $228 million budgeted for this winter’s statewide operations, PennDOT deploys about 4,500 on-the-road workers, has more than 620,000 tons of salt on hand across the state, and will take salt deliveries throughout the winter. Winter maintenance is a critical and difficult task, and drivers should always think safety first and be sure that they are giving plenty of room to PennDOT operators and other motorists. Gifts Sought To Fight Pediatric Cancer Ryan’s Birthday Party Foundation, a nonprofit organization with the mission to “Help Kids With Cancer Smile,” is currently raising funds for a pediatric brain cancer research grant. The foundation is partnering with Live Like Lukas to provide a matching grant to Nemours AI duPont Children’s Hospital. The foundation is aiming to provide $25,000, with Live Like Lukas donating $50,000; this $75,000

will be matched at Nemours for a total of $150,000. A total of $16,000 toward the foundation’s $25,000 donation was raised at its Denim and Diamonds event on Sept. 30. The community is invited to donate to fund the remaining $9,000. Making Lighting Displays Safer Lighting displays are one of the many things that help make the holiday season a special time of year. Holiday lighting displays present a perfect opportunity for communities and individuals to showcase their festive sides. Safety should always be a priority when stringing holiday lights both inside and outside a home. The National Fire Protection Association (NFPA) notes that each year between 2009 and 2014, fire departments in the United States responded to an average of 210 home fires that started with Christmas trees. Lighting displays strung on home exteriors also can pose safety risks if homeowners do not exercise caution. Fortunately, various strategies can help homeowners

safely decorate their homes’ interiors and exteriors this holiday season. The NFPA recommends celebrants who prefer natural Christmas trees choose ones with fresh, green needles that do not fall off when touched. Dry trees are more likely to catch fire than freshly cut trees. Adding water to the tree stand each day will keep trees fresher longer. When placing the tree, avoid placing it too close to heat sources, making sure it is at least three feet away from fireplaces, radiators, candles, heat vents, and lights. All lights, including those going on trees inside a home and those being strung outside, should be inspected prior to being strung. Owners should look for any worn or broken cords and

in a competition with 22 different colleges and universities. The team also had several individual placings. The contest consisted of 12 total placings classes where students evaluated four cows per class. They also had to give six sets of oral reasons, defending their placings from memory in front of a judge during twominute time slots.

It is easy to associate vigilant sun protection with summertime, when the sun is shining intensely. However, sun protection is necessary every day, regardless of the weather or time of year. Even when it is cold or overcast, UV rays that cause skin aging and skin cancer are reaching the skin. In the right winter weather conditions, people can sustain sun damage just as easily as during the summer. UVB rays, the main cause of sunburn, are the strongest in the summer. However, UVB rays can burn and damage skin year-round, especially at high altitudes and on reflective surfaces such as snow or ice. Snow reflects up to 80 percent of the sun’s UV light, so the rays hit twice, further increasing the risk of skin cancer and premature aging. UVA rays remain constant throughout the year and can penetrate through clouds and fog. profit in the comment section of the post promoting the Caring for Community Giveaway on Univest’s Facebook or Instagram or by tweeting the name of a nonprofit to @UnivestCorp using #Caring ForCommunity. Each comment or tweet counts as one entry. An indi-

App Created To Address Opioid Addiction The winners of the 2018 Code4PA codeathon have created a mobile app that provides users with personalized recommendations for opioid addiction treatment. The winners were selected from 28 projects developed by teams of participants from across the state. More than 350 technology professionals, addiction and recovery experts, college students, state officials and others took part in this year’s Code4PA, which kicked off on Sept. 20 in Harrisburg, Pittsburgh and Philadelphia. The teams returned on Oct. 20 to demonstrate their projects for judging. The app, called Care4PA, suggests services and treatment providers based on information provided by the user such as his or her location and insurance provider. Users can also view other patients’ ratings of providers. Over

time, the app will use this feedback to refine and improve recommendations. The app also provides state officials with insight into provider performance and utilization. Participants used opioid data from the state open data portal and other sources, as well as mobile, GIS and other technologies to develop app prototypes, data visualizations and other tools focused on prevention, rescue and recovery. The winning team is made up of Chaitanya Dedhiya, Aniket Gode, Ilsa Snyder, Jahnavi Deshmukh and Pratik Sawant from the Harrisburg area. They will receive special recognition, including a meet-and-greet with Gov. Tom Wolf, networking with commonwealth executives and publicity through press and social media. In addition to the grand prize winner, special prizes were awarded for Best Use Innovation, Best Team, Best Use of

Dataset/API, Best Use Case, Best Use of Geospatial Technology and Best Prototype or App Design. Code4PA is hosted by the Commonwealth of Pennsylvania in partnership with Harrisburg University of Science and Technology, Code for Philly, Technology Council
