If you walk into any school in Pennsylvania, you’ll likely find at least one class in which students are learning about the government, including the state government. Nearly every student in the United States has an opportunity to learn about his or her respective state capitol and the legislative process that occurs within it. Various state politicians, such as Sen. Scott Martin, offer students a real-life look at what happens behind the scenes via interactive educational programs at the Capitol.
On April 4, groups of high-schoolers from across Pennsylvania State Senate District 13 traveled to Harrisburg for Martin’s Senator for a Day program. The program invites juniors and seniors to learn about state senators’ legislative duties from the senators themselves, and it takes place in the Pennsylvania General Assembly. Upon students’ arrival, Martin gave a presentation to introduce the program and to provide
an overview of the senatorial process. After the presentation, visitors entered the room where representatives hold their legislative meetings. The students were then divided into various committees and given bills to review before holding a mock session, during which members of the Senate acted as lobbyists and worked with the kids.
This year, a group of Solanco High School students joined aspiring senators from across District 13 to participate in hands-on activities with actual state senators, including debate prompts and various discussion topics. During the mock legislative session, the students discussed their respective committee’s goals and wrote amendments as they sought to pass a bill. Each committee assigned one of its members the task of presenting a bill on the Senate floor.
“It’s such a valuable experience for students to get to learn in a real-life setting,” said Solanco High School teacher Michael Hammel, who supervised the group’s trip to Harrisburg. “They
were able to have discussions with committees of kids from schools all over the district.”
One of the main goals of the Senator for a Day program is to provide students who are taking Advanced Placement government and civics courses with hands-on experience that will come in handy if they choose to pursue a career in politics. The program also includes several discussion topics that are relevant to students of any career interest and their learning environment. Among the legislative topics discussed by student committees this year were disciplinary action for bullying that occurs off campus, seat belt regulations for school buses and drug testing requirements for welfare recipients. Students also discussed the Clean Streams Law, a law written to prevent pollution and regulate methods of waste disposal across Pennsylvania.

Members of the Octoraro Watershed Association (OWA) took the organization’s mission of educating the public about the Octorara Creek on the road by taking part in Oxford’s First Friday program.
During the event, OWA members displayed a live touch tank in which visitors could view a sampling of macroinvertebrates that were found in the creek. This year’s display included crayfish, crane fly larvae, hellgrammites, caddisfly cases and dragonfly nymphs.
In addition, attendees were able to make rubbings of raised paper images of other types of macroinvertebrates.
The samples were collected by OWA president Chotty Sprenkle several days before the event. “I took a small net and went into the Octorara Creek and some of the feeder streams, lifted up rocks and collected them,” she stated. “I like to get a good quantity (to display).” She added that

Samaritan Center is expanding its counseling services. It’s a move intended to provide more hope for a healthier, happier and better-adjusted community.
“We know that counseling works, that it improves lives,”
said Steve Schedler, executive director of Samaritan Center.
“For many, it’s a game-changer. What people come in with is very diverse, but there are some common threads. Counseling can give people a different way of thinking and navigating emotions and how they handle relationships. There are also these positive examples of people growing.”

new counseling space at 33 N. Market St., Lancaster, to augment the mission started at its main location at 1803 Oregon Pike, Lancaster. In addition to increasing the nonprofit’s coverage area, the downtown office will allow Samaritan Center to reach more people and provide more mental health services.
“We’re very aware of the gap between demand and the availability of counseling,” said Schedler. “We’re involved in that conversation. The good news is that we’ve seen a turn in people’s willingness to get help since COVID. Who doesn’t need to talk to somebody? Now we’re seeing the response to that. We saw a record demand over the last four years. Progress is being made, but it will take years to level back out.”
Housed on the fourth floor of a historic building near Lancaster Central Market, Samaritan Center North Market features five new counseling offices. Samaritan Center, which is operated by 41 employees, 25 of whom are full-time or part-time therapists, has added five new counselors.
“It’s everyone in the community, from all walks of life,” said Schedler of Samaritan Center’s counseling clientele. “We’ve seen all ages reach out. It could be older adults; some of our counselors work with children and teens, families, couples, individuals. There really are no groups of folks not reaching out. We have in-person and virtual capabilities, so we can work with anyone in Pennsylvania. But the bulk of our clients seen in-house are Lancaster County residents.”
In 2023, Samaritan Center provided more than 14,000 counseling sessions. With the addition of North Market, Samaritan Center now has the capability to provide an additional 6,000 sessions.
“Samaritan Center does many things in the community, and counseling is just one of them,” said Schedler. “We just reached a point where we were out of space. We wanted to come up with a way to serve more people, and we’re excited about being in the city for the first time. Our goal is to provide improved mental health to everyone. Samaritan Center’s mission is to be as accessible as possible to meet people’s needs for counseling services, and now we’re more accessible than ever.”
Samaritan Center was established in 1987 by a group from Highland Presbyterian Church, 500 E. Roseville Road, Lancaster, interested in providing accredited, faith-based counseling. Over the last 37 years, the services Samaritan Center provides have changed to meet the evolving needs of the community.

“People coming in all have a direct calling to help rescue people and help people in need,” said public relations director Troy Bouffard, when describing those who choose to be a part of Chazak Rescue, a nonprofit international rescue and relief organization. “(We get) a mix of people who are ready for action and really enjoy trying new things and being challenged in body, soul and spirit.”
Chazak, pronounced “khawzawk,” is a Hebrew word that denotes strength and courage.
The goal of the Gap-based organization, which formed in 2021, is to “develop, train and mobilize specialized teams to bring leadership, humanitarian aid and hope to high-risk crisis areas.”
Since its formation, cadet teams have visited Greece, where they worked in a refugee camp, and Uganda, where they spent time interacting with children from a mission home, playing soccer with them and taking part in a birthday celebration.
“The trip to Africa was to establish an operating base,” Bouffard explained. “We were not rescuing

“It was really a leap of faith to jump out and start a new counseling center,” said Schedler. “Over time, Samaritan Center has established itself by providing high-quality counseling services. Mostly through word of mouth, many lives have been changed. We’ve had a legacy of growing thoughtfully.”

Sprenkle explained that a stream’s quality is determined by the creatures that can be found in the water. “Macroinvertebrates are large insects without backbones, and the presence or absence of certain species are water pollution indicators,” she explained. “Some of the macroinvertebrates will live in pollution-tolerant water. Others will live in water that is not tolerant to pollution. By identifying the different macroinvertebrates, you can tell if you have high, medium or low water quality.”
For example, she noted, a leech will live in low-quality water because leeches are pollution tolerant. “If you have caddisflies, mayflies or stoneflies, you have good water quality because they are pollution intolerant,” Sprenkle added.
The mission of the OWA is to “restore and protect the natural resources of the scenic Octoraro Creek.” In addition to community events, OWA members take part in cleanup activities and stream studies. The organization also holds an annual nature photography contest and awards an environmental scholarship to an Octorara Junior-Senior High School student. The first operational deployment by Chazak Rescue guardians, which is what cadets are called when they have graduated from the program, was to Ukraine in December of 2023. While there, the team helped distribute aid, including food, water and firewood, to villagers near the front lines and helped a local church restore its partially destroyed building.
Bouffard noted that cadets go through a rigorous training process, which includes in-classroom training and scenario training in outdoor locations. Team members earn a variety of certifications, including Swiftwater and Flood Rescue Technician, Prehospital Trauma Life Support for First Responders, Confined Space Rescue Operator and Advanced Search and Rescue (SAR) with SARTECH certification.

Solanco’s 10U girls’ softball team won the annual Solanco Girls Softball Association (SGSA) tournament on April 27 and 28 with an undefeated record. The team blanked Lampeter-Strasburg 10-0, edged Conestoga Valley 6-5, and topped Warwick 5-1 in pool play on April 27.
Earning a bye and the No. 1 seed, the Solanco team advanced to the championship game on April 28 and defeated Conestoga Valley 11-1 to claim the tournament crown. With four home runs over four games, Callie Hanna was named Most Valuable Player.
Solanco High School announced the 2024 class of Track and Field Hall of Fame inductees at a home meet on May 6 against Lampeter-Strasburg. The recognition and banner ceremony were held prior to the meet, which also included senior night.

location with limited interaction with friends and family. “We train in-classroom and do scenario training at Camp Andrews, south of Lancaster city,” Bouffard pointed out. “There are 100 total people involved in Chazak, and they are scattered across the United Sates helping us out - thirdparty instructors and trainers - the best of the best in search and rescue.”
Part of the training takes place in the Sawtooth Mountain Range in Idaho. “We send (cadets) there in the middle of summer in their second year of training and they do high-altitude scenarios like rock climbing and cliff rescue, and they learn to live out of their backpacks in survival mode,” said Bouffard, noting that these types of experiences prepare cadets for missions in hard-to-reach places that can only be accessed by hiking through rugged terrain or via helicopter.
Bouffard noted that some people compare Chazak Rescue to joining the military, since some of the physical training is based on the same regimen
utilized by the Marine Corps. “On the whole humanitarian aid spectrum, we are close (to the military), but we won’t resist with deadly force,” he said, noting that cadets and guardians are not armed. “Our goal is to rescue and give people medical aid.”
He added that because the Chazak
teams are highly specialized, they can provide assistance immediately upon arrival to natural disasters or other emergencies without a need for training or extensive orientation.
“When we do show up, we have a really good set of tools in our toolbox,” said Bouffard. “It allows us to know
exactly what we need to do. It brings leaders to a humanitarian crisis rather than volunteers.”
