But state and federal governments should come up with a plan to replace the benefits of the dams to enable breaching to move for ward, Inslee said in a press release.

Snake River dam breaching not feasible now ‘WE MUST RECOGNIZE THAT BREACHING THE DAMS DOES IN FACT OFFER US THE BEST CHANCE AT PROTECTING ENDANGERED SALMON AND OTHER ICONIC SPECIES THAT RUN THROUGH THESE WATERS. BUT THE HYDROPOWER AND ECONOMIC BENEFITS OF THE DAMS ARE SIGNIFICANT, AND BREACHING THEM BEFORE WE HAVE OTHER SYSTEMS IN PLACE TO REPLACE THOSE BENEFITS WOULD BE DISASTROUS.’ Washington Gov. Inslee and Murray, both Democrats, released their final report evaluating the fea sibility of breaching the dams Aug. 25.

I’ve also noticed that food manufacturers are putting the lids on the jars of pickles that my wife likes on a lot tighter than they used to. I used to be able to impress her by opening every jar with an easy twist of the wrist but now that I have to use a pipe wrench she’s beginning to question my manliness.

My 50th high school reunion got canceled due to Covid but it’s just as well. They had plans for a dance, a golf tournament and barbecue but I don’t know how to dance, broke four windows and wrenched my back the last time I played golf and my doctor put me on a new diet: I can’t eat anything that tastesPlus, good.Iprobably would have had to wear shorts to play golf but the local community beautification committee asked me to NEVER wear them in public again because my white legs, knobby knees and protruding vericose veins were scaring the tourists away.

In the meantime, I’m haunted by that guy I saw in the reflection. I wish he’d quit following me because he’s starting to really creep me out. Maybe it’s some sort of atmospheric thing where I’m seeing apparitions or something.Anyway, I’m blaming global warming. Might as well, it seems to be responsible for everything else these days.

I think it’s because there’s less oxygen in the air. Yeah, that’s what it is.

OK, I admit I’m wearing loafers now because I dislocated my back trying to bend over to tie my work boots. And I walk with a cane or walker these days but who doesn’t?

2 lbs. Michigan Fuji apples, washed, seeded, shredded Garlic powder & black pepper to taste

1/2 cup sugar

Bake in 375°F oven about 50 minutes or until pastry is golden and apples are tender. Serve warm or cold. Yield: 8 servings.

1/4 cup fresh roasted peanuts, coarsely chopped

Variation: Use 21-ounce can apple pie filling in place of fresh apples, the 1/2 cup sugar and flour. Stir the cinna mon into the pie filling before placing on pie crust.

1 medium red onion, peeled, chopped; divided

1/3 C canola oil

Place shredded apples into a bowl and sprinkle lime juice on; mix evenly. Drain apples before placing on the serving plate later.

In a 2-quart sauce pan, heat canola oil to bubble over medium heat. Place a small amount of noodles into hot oil. They puff up at once, turn noodles to other side and cook for about 3 seconds more or until light gold. Remove noodles to paper towels; set aside. Reserve oil.

1/3 cup Italian vinaigrette (with extra virgin olive oil)

1/3 cup nonfat sour cream

1/2 teaspoon cinnamon

In a skillet, heat the remaining oil over medium-high heat, sauté the remaining onion and add beef. Stir and cook until beef turns pink or to desired doneness. Spoon beef over the apple and onion. Mix salad dressing with sugar and stir well. Drizzle the salad dressing on top of beef. Sprinkle peanuts on top of beef and apple. Top with some crispy noodles and serve. Put remaining noodles in a serving bowl on the side.

2 tablespoons sugar

The consultant projected that an airport in southeast King County would serve 22.2 million passengers a year, more than any other potential site.

If nothing stops the growth in air travel, 27 million more passengers will be arriving and departing from Washington by 2050, according to projections.

By DON JENKINS Capital Press

By comparison, a site in rural southern Lewis County, about 100 miles south of Seattle, would serve only 1.2 million passengers, according to the consultant.

The factors include terrain, the number of homes that would be near runways and racial makeup. An area with a high percentage of non-whites scored low in “environmental justice.”

A consultant has identified 10 potential sites in western Washington for a large international airport, alarming advocates of preserving wildlife habitat and farmland.Thelocations include agricultural areas north of Seattle in Skagit and Snohomish counties. Several conservation groups say the sites should be dropped from consideration.

The site also scored highest in what may be the most-important factor: Proximity to big cities and airline travelers.

* Gleaner $2,400

The color-coded grades for each factor were red, yellow and Lawmakersgreen.stipulated the recommended site be outside King County. The consultant, however, surveyed all of western Washington, and the only site that wasn’t red-flagged for some factor is in King County about 40 miles southeast of Seattle.

State aviation officials are scouting for an airport site because they anticipate Sea-Tac near Seattle and Paine Field near Everett will be overwhelmed by passenger traffic within a decade.

The two Skagit County sites are in floodplains and largely in conservation easements for farming and nature, Skagit Land Trust executive director Molly DoranDrivingsaid.

The state legislature set a target of opening a new airport within 100 miles of Seattle and west of the Cascade Range by 2040. In a report to lawmakers this year, the transportation department said 2050 was probably more realistic.

A commission created to review sites is scheduled to narrow the field to a handful of candidates in October and recommend one to lawmakers next June.

The consultant, Kimley-Horn of Portland, selected 10 general areas and evaluated each one’s suitability for an airport by eight “essential” factors.

“The farther a site is away from the Seattle met ropolitan area, the lower the number of people that the site will likely serve,” he said at a commission meeting.“The idea of ‘build it and they will come’ doesn’t work in the airport business.”Hereare the 10 sites:

• Central Pierce County:

• Northwest Skagit County: Skagitonians to Preserve Farmland director Allen Rozema wrote in his blog that the county could have a big airport or agri culture. “You won’t have both,” he said.

• South Lewis County: Would serve only 1.2 mil lion passengers.

tion Association has rallied opposition to an airport in the county.

State Department of Transportation aviation planner Rob Hodgman said lawmakers stressed moving more passengers and cargo in evaluating a site.

Would serve 19 million pas sengers, but also was redflagged for being incompat ible with surrounding land uses.• Central Thurston County, east of Olympia: Would serve only 7.9 mil lion passengers and was red-flagged for wetlands if more than one runway were built.•South Thurston County: Would serve only 4.6 mil lion passengers, drawing a red flag.

Don Wilson/Port of Seattle

• Southeast King County: Would serve 22.2 mil lion passengers and could accommodate three run ways, according to the consultant.•East Pierce County: Would serve 20.8 mil lion passengers, but was red-flagged for the num ber of homes, schools and churches that would be within hearing distance of the runways.

Taylor,...” the Washington FFA Foundation executive director, hopes other schools look to Yelm as a model.“Ifyou’re urban, rural, I don’t care where you are, FFA has something for every kid,” he said.

The ultimate goal is to give students the skills they need for future success, whether it’s for college or a career, Nash said.

“That has a lot to do with their involvement in the community and the skills they have,” he said. “They have to go through an interview in that process, and those kids always knock it out of the park due to the leadership skills they’ve attained.

In the trials, growers on average reported that their fields of grafted plants produced 15% to 20% more watermelons than nongrafted fields per acre, while using 30% fewer plants.

B10 The Growers’ Guide September 2022

Zheng Wang, vegetable crops and irrigation advisor at the University of California Cooperative Extension, has experimented with grafting watermelons for the past few years, and the results have been positive.

In his first few trials with commercial growers in 2019, he compared grafted to nongrafted watermelon plants, analyzing differences in yield and fruit quality when the crop was planted in different in-row spacings.

Wang found that grafted plants spaced about 4-1/2 to 5-1/2 feet apart could produce the same or higher yield than nongrafted plants spaced 3 feet apart.

The University of California Cooperative Extension has a slice of sweet news for watermelon growers: Farmers may be able to produce stronger, higher-yield, more disease-resistant watermelon crops byGraftinggrafting. combines a scion, the above-ground section of a plant, with the sturdy rootstock of a related plant.“Just as many tree crops are grafted, we are learning that other crops can be successfully grafted, too,” David Jarrett, a San Joaquin Valley watermelon

Wang’s research also found that grafted watermelons tend to have stronger, more vigorous root and vine systems.

Grafted watermelons are also generally more resistant to soil-borne pathogens and diseases, although they are not more resistant to other diseases, such as air- or wind-borne diseases and foliage diseases.

Althoughwindow.production volume varies by variety, microclimate and other factors, on average, nongrafted plants produce only three picks of good-quality watermelons. After the third pick, the quality may rapidly decline.

In contrast, a grower may be able to harvest high-quality watermelons from a grafted plant up to eight times, though the number depends on labor availability, field conditions and market demand.

Grafted plants also have the potential to lengthen the harvest

“The differences were remarkable,” he said.

Experienced growers in California are gaining confidence in grafting watermelons, leading to a significant increase in planted acreage. In 2018, the state had fewer than 250 acres of grafted watermelon. In 2021, California had more than 1,500 acres.

Wang said he thinks grafting might prove a useful tool for growers in other states as well, including in Hermiston, Ore., known for its watermelon production.

One of Wang’s trials illustrates the difference in disease resistance. He tested grafted versus nongrafted plants in a field he believes was pathogen-infested based on an initial diagnosis. The nongrafted plants wilted. The grafted plants performed well.

He also advised grow ers who are new to graft ing to experiment gradually — starting with 10 acres of grafted watermelons rather than 300, for instance — “because if something is wrong, you will probably cry.”Although there are down sides associated with grafting — including greenhouse pro duction costs — many grow ers say the benefits outweigh the costs.

However, Wang cautioned growers that different factors — scale, weather, climate, irrigation practices — may produce different outcomes.

“I think the grafting of watermelon could be helpful beyond California,” he said.

A new study from the University of Wisconsin-Madison has found that many farming practices associated with organic dairies can help store carbon and reduce greenhouse gas emissions.

A study has found that many farming practices associated with organic dairies can help store carbon and reduce greenhouse gas emissions.

By SIERRA DAWN McCLAIN Capital Press

The peer-reviewed study, published in the August issue of the Journal of Cleaner Production, found that several practices that are common on organic dairy farms, including giving cows more time on pasture, can boost carbon sequestration in the soil and reduce overall emissions.

This method, said lead researcher Horacio Agu irre-Villegas, can “quantify the environmental impacts of a product, service or system.”Theresearchers found the organic dairy farms that were studied — members of Organic Valley, a national dairy cooperative — emit ted 0.94 kilograms of car bon dioxide equivalent per kilogram of fat-and-pro tein-corrected milk, a mea sure of carbon footprint.

These practices are not exclusive to organic dairies.

This is a 24% reduction in greenhouse gas emis sions compared to the average American dairy, a percentage calculated by comparing the new study to a previous life cycle assessment representing the U.S. dairy industry as a whole, published in the International Dairy Jour nal. It found that dairies on average emit 1.23 kg of carbon dioxide per kilo gram of milk. In reality, it’s not a perfect applesto-apples comparison, said Aguirre-Villegas, because the earlier study was done by different researchers using different method ologies, but the previous research is a “useful point of Whatreference.”is clear from the new study, said Agu irre-Villegas, is that certain management techniques on dairy farms do reduce emis sions and create a smaller environmental impact.

study’s findings are broadly applicable.“Anyfarm can really adopt good practices to reduce their emissions,” he said.

Although Organic Val ley’s farms appear to already have a small er-than-average carbon footprint compared to other dairies, Rakobitsch, of the co-op, said the company aims to continue improving by incentivizing its mem bers to adopt environmen tally friendly practices.

The study included life cycle assessments of organic dairies across the U.S. A life cycle assess ment involves analyzing the environmental aspects associated with a product over its life cycle, includ ing inputs and outputs — for instance, what feed goes in and what waste goes out.

In a recent panel discus sion, Jon Bansen, a farmer with Organic Valley, said he believes that adopting these practices has both improved his bottom line and helped the“Youenvironment.canonly be envi ronmentally sustainable if you’re financially stable to begin with,” he said.

These practices include giving cows regular access to pasture, using minimal inputs, building healthy forages and pastures with well-developed root sys tems that store more carbon below ground, using a dry manure management sys tem, using only organic fer tilizers and growing most feed on the farm rather than importing it.

five popular apple varieties will make up the majority of the harvest. Gala is leading at 20% of total production. Red Delicious and Honeycrisp are each projected at 14%, followed by Granny Smith at 13.4% and Fuji at 12.7%.

In a statement, Derek Sandison, director of the Washington State Department of Agriculture, said apple harvest remains vitally important to the state’s economy, representing about $7.5 billion in annual economic impact.

The Washington State Tree Fruit Association on Aug. 15 projected that the 2022 state fresh apple crop will total 108.7 million 40-pound boxes, an 11.1% decrease from last year’s 122.3 million boxes and significantly smaller than the five-year average of 128.3 million boxes.

B16 The Growers’ Guide September 2022

Apple industry leaders predict Washington state will produce a smaller-than-average crop this year due in part to a cold and stormy spring that damaged blossoms and limited pollination.

Growers at the commission meeting based their estimates on how apple trees bloomed this spring, which many said was “spotty,” in some cases with entire orchard blocks not blooming.

boxes, 13% of the total harvest.

“Although they have faced many challenges this year, I wish the workforce and the state’s growers success as they begin another great harvest,” said Sandison.

Washington’s apple crop expected to be smaller than average

“My take is, it seems like nobody has a good crop,” commissioner Jim Thomas had said at the May meeting.JonDeVaney, president of Washington State Tree Fruit Association, or WSTFA, said in a statement Monday that his organization is

nevertheless “pleased with the size of the harvest, particularly in the face of a long, cold spring.”

DeVaney said WSTFA members are still evaluating the impact of the prolonged cold weather and are gauging ongoing crop development.Appleharvest typically begins in August and continues into November. In previous years, figures on crop volumes have frequently changed as the harvest season has progressed.“Weather is always a factor, and some varieties still have several months of growth ahead,” said DeVaney.WSTFA’s estimates show that

With some markets and shipping lines still out of whack, growers welcome this year’s smaller crop; a large crop could be harder to market and ship globally.

This prediction falls in line with earlier estimates from growers at the Washington Apple Commission meeting May 26, who had forecast 105 million to 115 million boxes.

According to WSTFA, apples grown in Washington state are sold in more than 40 countries, although exports have fallen since COVID19 hit in According2020. to data from the Northwest Horticultural Council and Washington Apple Commission, Washington’s apple exports hit a 22-year low this January, with only 21.3% of the state’s apples being exported compared to the 31% pre-COVID average due to tariffs, shipping congestion and disrupted global markets.

Cosmic Crisp, a new proprietary variety grown only in Washington state, will make up 4.6% of the harvest this year, up from 3.2% last year. The organic category also continues to grow. Washington leads the nation in production of organic apples, accounting for more than 90% of domestic production. This year, Washington’s organic apple crop is forecast to be 14.4 million

By taking samples immediately downstream from farms after spring rains, for example, the program seeks to maximize detections, according to industry groups. Pesticide users can then see if their strategies to keep chemicals out of waterways are proving effective.

“To aid the public’s understanding of the data, and to address concerns that the raw data could be misinterpreted or misused, DEQ displays the data in the manner consistent with how DEQ and ODA interpret the data to manage the program,” the agency said in an email.

“The presentation is almost what we’d expect from activist groups,” CooperThesaid.problem is not that the data is incorrect or that it’s being disclosed, since the information has always been publicly available, she said.

“Nobody knew that is how they’d use the data 10 to 20 years down the road,” Murray said.

The ODA said the data tool is “not intended to be a comprehensive source of pesticide distribution in state waters,” but helps pesti-

A stakeholder advisory committee raised concerns about such misperceptions, which government officials seem to have ignored, critics say. The Pesticide Stewardship Partnership relies on cooperation from farmers and other pesticide users, but the online tool threatens to undermine that trust.

In response to feedback from stakeholders, a “popup” explaining the “context

Rather, the online tool fails to explain that data was collected at highly targeted locations and times when pesticides were more likely to be detected, said Katie Murray, executive director of Oregonians for Food and Shelter.“This is a very biased data set — intentionally biased,” Murray said.

The Pesticide Stewardship Partnership’s datadriven education has been more effective at reducing water pesticide levels than standard regulatory approaches, Cooper said. In recent years, however, the program hasn’t engaged as closely with individual farmers. Now, the data viewer will likely serve as a cudgel in legislative disputes over pesticides, particularly since it implies “even the agencies acknowledge this is a problem” with waterway pollution, she “You’resaid.just going to inflame situations,” Cooper said. “It makes it hard to see how they will explain the full picture to lawmakers and the public.”When asked about these concerns, the DEQ said the tool provides “additional context” for the “current and historic monitoring data,” such as federal benchmarks for protecting “the health of aquatic life and humans.”

Agricultural robots are on theAccordingmarch. to a new report from London-based market research firm Brand Essence, the market for agricultural robots is flourishing world wide and is expected to grow.

The report estimates that the global market for agri cultural robots was valued at $4.56 billion in 2020, con tinues to grow in 2022 and is expected to reach a $26.68 billion value by 2027 — a compound annual growth rate of 28.7%.Many factors are driv ing the growing popularity of on-farm robotics, includ ing the increasing cost of labor and advancements in technology.COVID-19 further increased global demand for agricultural robots. Accord ing to the report, more com panies the past few years have deployed on-farm robots to reduce risks of human con tamination during the pan demic and to fill labor gaps.

Experts from the mar ket research firm predict that countries in the Asia-Pa cific region, including Japan and South Korea, will follow North America as leaders in producing and adopting agri cultural robots in the next sev eralResearchersyears. and robot ics companies have already invented robots that can per form a wide spectrum of tasks, and robots capable of more fine-tuned tasks are expected in the future.

On livestock operations, robots now exist that can automatically milk, wash, castrate animals and perform other tasks.

The department depends on “vehicles that are used in a manner that is not compat ible with biodiesel for stan dard operating procedure and safety,” she said in an email.

“That’s a question that agencies will need to answer,” Enterprise Services spokes woman Kara Klotz said.

Ferries use more than 80% of the diesel and biodiesel bought by the state. The sys tem met its obligation to use at least 5% biodiesel by blending in 9.1% biodiesel with regular fuel.

A handful of other state agencies, including the Department of Natural Resources and Department of Fish and Wildlife, bought 937,000 gallons of fuel.

California and Oregon alone consume about 400 million gallons, McCune said.

“The highest diesel use for the fleet is during winter operations when plow trucks are keeping passes and roads clear,” she said in an email.

Looking farther ahead, there’ll be 750 million more people on Earth by 2030, and the world is going to need an additional 35 million metric tons of milk-equivalent dairy prod ucts, she said.

“Price inflation causes producers to put on the pause button as well. And I think that’s true across the globe,” she said.

With U.S. milk produc tion increasing an average of 1.5% annually, it’ll be able to put an additional 7.5 million metric tons onto the market.Europe could provide an additional 7 million metric tons, but it’s production is more likely to be flat given its regulatory environment. hydrogen would be transported via 550 miles of pipeline to more than a dozen industrial parks across both states, and could be used to power businesses such as Waste Management’s transfer station in Arlington, Ore., or to replace diesel generators at data centers run by Google, Amazon and Facebook.

Energy Secretary Jennifer Granholm said in June hydrogen energy “has the power to slash emissions from multiple carbon-intensive sectors” and will help achieve the Biden administration’s goal of 100% clean energy nationwide by 2035.

While the Pacific Northwest hub would be built in phases, it calls for two hydrogen facilities — one near Hermiston, Ore., and the other near Moses Lake, Wash. The

“We expect there will be demand at these industrial parks,” said Ken Dragoon, director of hydrogen development at Obsidian Renewables. “A lot of these companies understand they need to get off of natural gas. They’re looking at hydrogen as a substitute.”What makes the hydrogen “clean,” Dragoon said, is it would be made using electricity generated from wind and solar farms.

Dragoon said the hub would also provide hydrogen to make ammonia fertilizer locally for the agriculture-rich Columbia

The method, known as electrolysis, takes electricity and courses it through water to separate the hydrogen and oxygen molecules. About 95% of the hydrogen produced today comes from natural gas.

Basin. Thanks to production tax credits for renewable hydrogen included in the Inflation Reduction Act, Dragoon said he is optimistic they will soon be able to make ammonia fertilizer cheaper than from natural gas.

In 2018, a judge in Washington County dismissed a tort complaint against Vercher ostensibly filed by Justice, the horse, because a “non-human animal” doesn’t have the “legal qualifications necessary for the assertion of legal rights and duties in a court of Mosiman, law.” who now cares for the horse, admitted that Justice cannot independently file a lawsuit but argued that she could represent the animal’s interests in court as a guardian.

“If you look at the mission of most of these groups, that is the ultimate goal: to stop the ownership of animals,” said Mary Anne Cooper, the Farm Bureau’s vice president of government affairs.

Despite animal welfare laws that recognize them as “sentient beings capable of experiencing pain, stress and fear,” animals nonetheless remain a form of property without “substantive or procedural rights,” the ruling

The Animal Legal Defense Fund claimed the appellate court could have recognized the limited procedural right of animals as crime victims to sue their offenders.“Thelawsuit is fundamentally about an animal’s right to be free from illegal animal cruelty,” said Berry, the group’s managing attorney. “It does not extend any further than that.”

It’s unlikely that state lawmakers are prepared to give animals the right to file lawsuits, as the ruling suggests is possible, but “it’s absolutely something we will be watching for,” she said.

The Oregon Court of Appeals has ruled that animals can’t file lawsuits, a relief to farm advocates who had worried about potentially expansive new litigation over livestock production.Theappellate court has determined a horse lacks the legal right to sue its former owner, who’d pleaded guilty to neglecting the animal. The Oregon Farm Bureau, Oregon Cattlemen’s Association and Oregon Dairy Farmers Association feared the case could set a precedent, exposing meat and dairy producers to lawsuits from activists.

“We’re all temporary events that people take time off from their normal routines to participate in,” she said.Jim McKiernan, director of the Grant County Fairgrounds in Moses Lake, said the number of volunteers has gone down in recent years. It reflects the difficulty civic organizations and volunteer fire departments also face in attracting volunteers, he said.He thinks it might be a “generational thing.”

Sandmann, the Grant County Fair sheep superintendent, urges people to just go ahead and volunteer.

“I think in the technology age, people just don’t interact with each other as much as they used to,” McKiernan said. “That was part of being a volunteer, was the social aspect to it. That’s how you met people, that’s how you met your neighbors.”Itused to be more “innate” that someone would volunteer their time at the fair because they were showing animals or entering a competition, Thayer said.

has great potential.

“If you think you can’t do it, you’re wrong,” she said. “If you’re at all interested, at least try

The opportunity lies in speaking to that generation “in their language,” Thayer said. That includes emphasizing how fairs raise donations for the community food bank or to educate youth.“Just rethinking how we gather our volunteers is probably our next step,” she said. “We are very proactive in the fair world. ... We have a purpose to serve. We need to make sure we’re relevant to that purpose for the next generation.”

It’s getting harder to find volunteers, she said.

Matthew Weaver/Capital Press Volunteer sheep superintendent Dawna Sandmann and assistant Jana Raymond watch as a class of youths and their sheep are judged Aug. 18 during the Grant County Fair in Moses Lake, Wash.

“They want to be connected to organizations and events that they believe in, that they authentically feel connected to,” she said.

But as one generation of volunteers begins to retire, she believes the next generation coming in

“People are so busy with just life, and I get it, I was that mom, too,” she said. “Nobody’s stepping up to put the time in. No volunteer group works with the same four people — we need new Volunteersblood.”arethe “backbone” of fairs, said Andrea Thayer, president of the Washington State Fairs Association board and chief experience officer for the Washington State Fair in ThayerPuyallup.believes the total number of volunteers is fairly stable, but the ease of finding them varies by location. The merged association plans to begin operations Jan. 1 under the leadership of Farm Credit West’s president and CEO, Mark Littlefield. The management team will include leaders from both associations.

The system’s purpose is to provide a permanent, reli able source of credit to U.S. agriculture.FCSlenders are regulated by the Farm Credit Adminis tration, an independent federal agency. The FCS is organized as a borrower-cooperative, meaning borrowers own the associations and vote on board members.TheFCS has four regional banks that provide funds and support to smaller lending asso ciations, which in turn give loans to eligible borrowers.

In 2022, 69 lenders remain.

big operations at the expense of smaller Anotherfarms.downside, Han son said, is that a borrower may experience “loss of local control” because as the cus tomer pool expands, the indi vidual farmer may have less influence.

The typical FCS association used to cover several counties, wrote Schneider. Now, the typ ical association covers a much largerManyregion.factors have driven consolidation, said Erik Han son, assistant professor of agri business and applied econom ics at North Dakota University

Experts predict farmers will experience both the pos itive and negative impacts of consolidation as the number of agricultural lenders contin ues to shrink.

Farm Credit West, NW Farm Credit Services pursue potential merger

But there are also downsides.Although a larger associa tion may provide larger loans, critics say this incentivizes lenders to focus on serving

Nate Riggers, chair of Northwest Farm Credit Ser vices’ board, said the merger is a “strategic move for both cooperatives.”SinceFebruary, the orga nizations have been assessing merger benefits for stockhold ers and finalizing agreement terms.

The FCS traces its origins to 1916, when President Wood row Wilson established the Federal Land Bank System.

The past two decades, merg ers and acquisitions have shrunk the number of lenders by 41%.

In her book, “Food, Farm ing and Sustainability,” Susan Schneider, a law professor at the University of Arkansas School of Law, writes that in the mid-1940s there were more than 2,000 lending associations in the Farm Credit System. That fell to about 900 in 1983, 200 in 1998 and 74 in 2016.

As the number of farms has decreased and the size of farms has increased, lenders have often viewed it as more eco nomical to cover a wider region with more customers, said Hanson.Hesaid technology and cus tomers’ comfort with doing business remotely have also made consolidation more workable.

mergers is that by combining capital, lenders can provide largerAccordingloans. to Hanson, lend ers that join forces may also become more efficient and prof itable by broadening the con sumer base, commingling tal ent pools and diversifying risk.

Headquarters will be in Spo kane, Wash., with regional operating centers in each state. The agricultural lenders do not anticipate office closures or branch staffing changes.

Farm Credit West and Northwest Farm Credit Ser vices, agricultural lending asso ciations within the Farm Credit System, are pursuing a poten tialExpertsmerger.say a merger — part of a broader consolidation trend within agricultural lending — comes with pros and cons for borrowers.Combined, the associations would have a mammoth foot print, with merged assets of more than $28 billion and serv ing 23,000 customers.

Experts say one benefit of

“By joining our associations, we can be better positioned to strategically address market place changes and provide even greater value for our custom er-members,” Sureena Bains Thiara, chair of Farm Credit West’s board of directors, said in a statement earlier this year.

The possible merger is part of a decades-long trend toward consolidation within the Farm Credit System, or FCS.

Northwest Farm Credit Ser vices, with 44 offices, provides financing and related services in Montana, Idaho, Oregon, Washington and Alaska.

By offering the best of both organizations, Hanson said, the merger should benefit borrowers.Schneider, the law professor, wrote that “customers may ben efit if greater institutional effi cacy is passed along through lower interest rates.”

The smaller number of lend ers, however, comes with pros and cons.

“As the business gets big ger, the individual farmer maybe has less and less of a say, less and less of a connec tion to the way that decisions are being made for that busi ness,” said Hanson.

Linda Hendricksen, chief marketing and learning officer at Northwest Farm Credit Ser vices, said the proposal is pend ing regulatory review. Approval is expected in October, at which time the association will share moreCustomer-ownersdetails. will then vote on the merger in late 2022.

Farm Credit West, with 14 offices, works with farmers in Arizona and California’s Cen tral Coast, Imperial Valley, Southern San Joaquin Valley and Sacramento Valley.

and author of the 2020 paper, “Consolidation in the Farm Credit“TheSystem.”FarmCredit System is following some (consolidation) trends you see in ag generally and in finance generally,” Han son told the Capital Press.
