Researchers aim to replace human pruners with robots

PROSSER, Wash. — On a cold but sunny January morning, three men walked through an orchard north of Prosser, Wash.

Passing through a block of Envy apple trees surrounded by patches of snow, they talked of automation, imagining a future when trees could be pruned not by human hands gripping shears but by robots.

The trio — Dave Allan, a grower; Ruben Gonzalez, the orchard manager; and Matt Whiting, a Washington State University scientist and professor

— were analyzing tree parts in one of Allan’s orchards. Their aim was to collect information that could be useful for researchers working to create intelligent robotic pruning systems.

“This is really exciting work,” said Allan, 79, whose family owns Allan Brothers Inc. in Central Washington.

To Allan, the move toward automation seems logical — perhaps even unavoidable.

He’s not alone. The agricultural industry is pushing to automate in the face of rising labor costs and a shrinking workforce. The percentage of Americans working in “farm occupations” was

Classic beef sandwiches

Here are some classic sandwich recipes from beefitswhatsfordinner.com.

Classic beef reuben sandwich

Ingredients:

12 ounces thinly sliced deli Corned Beef or Pastrami

2 tablespoons butter, softened

8 slices rye or pumpernickel bread

8 slices reduced-fat Swiss cheese

1-1/2 cups drained sauerkraut

1/4 cup Thousand Island

Dressing

Cooking: Lightly spread butter on one side of each slice of bread. Prepare Thousand Island Dressing.

Dressing: Combine 1/2 cup mayonnaise, 1/2 cup ketchup, 1/4 cup drained sweet pickle relish, 2 teaspoons distilled white vinegar and 1 teaspoon Worcestershire sauce in medium bowl. Cover and refrigerate at lease 1 hour. Heat large nonstick skil-

let over medium heat until hot. Place 2 bread slices, butter side down, in skillet. Top each bread slice with 1 tablespoon dressing, 3 ounces corned beef, quarter of sauerkraut and 2 cheese slices. Top with 2 bread slices butter side up. Cook sandwiches 4 to 6 minutes or until bread is golden brown and cheese is melted, turning once. Repeat with remaining bread, dressing, corned beef, sauerkraut and cheese. Serve with additional Thousand Island Dressing, as desired.

Beef French dip with au jus

Ingredients:

3 pounds beef Brisket Flat Half

2 tablespoons vegetable oil

2 large sweet onions, cut into 1/4-inch slices

2 cups reduced-sodium beef broth

2 tablespoons reduced-sodium soy sauce

1 package (1-1/4 ounces) dry onion soup mix

1 teaspoon minced garlic

8 to 10 French rolls, split, toasted

Sliced provolone or Swiss cheese (optional)

Cooking:

Cut beef Brisket Flat Half into 3 to 4 pieces. Heat oil in stockpot over medium heat until hot. Place beef brisket in stockpot; brown pieces evenly. Remove brisket from stockpot; set aside. Add onions to stockpot; cook on low heat 18 to 22 minutes until lightly caramelized, stirring occasionally. Add broth, soy sauce, soup mix and garlic. Return brisket to stockpot; bring to a boil. Reduce heat; cover tightly and simmer 2-1/2 to 3 hours or until brisket is fork-tender.

Cook’s Tip: Beef brisket can be cooked, covered, in an oven preheated to 325°F for 2-1/2 to 3 hours or until brisket is fork tender.

Remove brisket; keep warm. Skim fat from cooking liquid. Carve brisket against the grain into very thin slices. Divide brisket evenly among rolls and top with prepared onions. Top with cheese, as desired. Close sandwiches.

Cook’s Tip: After carving, beef can be returned to cooking liquid and kept warm over low heat until ready to serve, if desired.

Serve sandwiches with cooking liquid on the side for dipping.

Italian beef meatball sandwich rolls

Ingredients:

1 recipe Italian-Style Beef Sausage

2 eggs, divided

ROTARY CUTTER

1/4 cup seasoned dry bread crumbs

12 cherry-sized mozzarella balls (about 6 ounces)

12 ounces refrigerated pizza dough

2 tablespoons shredded Parmesan cheese

Garnish:

Marinara sauce, chopped basil leaves (optional)

Cooking:

Preheat oven to 400°F. Combine Italian-Style Beef Sausage mixture, 1 egg and bread crumbs in large bowl; mixing thoroughly. Shape into 12, 2-inch meatballs. Place a mozzarella ball in the middle of each meatball, making sure the mozzarella ball is completely covered with the beef mixture. Place meatballs on aluminum-foiled lined broiler rack coated with cooking spray. Bake in 400°F oven 24 to 27 minutes.

Cook’s Tip: Italian-Style Beef Sausage: Combine 1 pound Ground Beef (93% lean or leaner), 1 teaspoon fennel seed, 1/2 teaspoon salt, 1/4 teaspoon ground coriander, 1/4 teaspoon garlic powder, 1/4 teaspoon paprika, 1/4 teaspoon black pepper and 1/8 to 1/4 teaspoon crushed red pepper in large bowl, mixing lightly, but thoroughly.

Cut dough into 12 pieces, about 1 ounce each. Stretch each piece to cover 1 meatball, pinching the edges to seal. Place on parchment-lines shallow-rimmed baking sheet, seam-side down. Place remaining 1 egg in small bowl, beat with a fork. Brush rolls with egg; top with Parmesan cheese. Bake rolls in 400°F oven 10 to 12 minutes or until golden brown. Serve with marinara sauce and basil, as desired.

The vegan solution

Apopular idea floating around the vegan community is that we could solve the whole climate change dilemma (hoax) overnight if all the world’s vegan billionaires would donate a billion dollars each to buy up all the cows on earth and destroy them. I am far from being a mathematician but I did a bit of number crunching on the back of a napkin to see if the vegan’s idea would work.

According to the Food and Agriculture Organization there are one and a half BILLION head of cattle on earth and let’s say each one of them was worth $1,000. According to my calculations it would cost one and a half TRILLION dollars to buy all the world’s cattle.

There are an estimated 2,668 billionaires on earth but we don’t know how many of them are vegans. So far I could only find two who will admit to it. So the two vegans would have to come up with 750 BILLION dollars EACH to make cattle extinct. Not even Elon Musk, Jeff Bezos or Bill Gates has that kind of cash laying around.

The problem with the vegan ‘solution’ is that it assumes every cattle owner would be willing to sell their bovines. Take India, for example. It’s the country with the most cattle with an estimated 305 million head. The prob-

lem for the vegan mathematicians is that cattle are revered and protected in India and the thought of killing them all would be inconceivable to them.

The United States owns the third most cattle and its billionaires are quite fond of their cattle too.

Take John Malone, for example, who just so happens to be the largest land owner in the country. He owns Silver Spur Ranches, a top notch ranching and beef company that runs on 2.2 million acres and includes the Silver Spur Ranch in Encampment, Wyo., the Bell Ranch and the TO Ranch, both in New Mexico. He also has ranches in Walden and Kiowa, Colo.

It turns out that Malone is just as good at running ranches as he was his media business that made him worth nearly ten billion dollars.

I’d like to see the two vegan billionaires I was able to identify try to out-swap a tough trader like John Malone out of his cows.

Another big landowner is Stan Kroenke with 1,380,000 acres and counting. In 2016, he bought the most expensive ranch ever, the W.T. Waggoner Estate. The 510,000-acre ranch he purchased is believed to be the largest ranch behind a single fence in the country.

Classic beef sloppy Joes

Ingredients:

1 pound Ground Beef (93% lean or leaner)

1 cup minced sweet onion

1 cup minced green bell pepper

1 can (14-1/2 ounces)

unsalted tomato sauce

1/4 cup barbecue sauce

1/4 cup ketchup

1 tablespoon Worcestershire sauce

2 teaspoons packed brown sugar

1 teaspoon dry mustard

4 whole wheat hamburger buns or 8 slider buns

Toppings:

Dill pickle slices, coleslaw, American or Cheddar

cheese slices (optional)

Cooking: Heat large nonstick skillet over medium heat until hot. Add onion, cook 3 to 5 minutes until golden brown. Add Ground Beef and bell pepper; cook 8 to 10 minutes, breaking beef into 1/2inch crumbles and stirring occasionally.

Cook’s Tip: Cooking times are for fresh or thoroughly thawed ground beef. Ground beef should be cooked to an internal temperature of 160°F. Color is not a reliable indicator of ground beef doneness.

Stir in tomato sauce, barbecue sauce, ketchup, Worcestershire sauce, brown sugar and mustard; increase heat to medium-high. Bring to a boil;

cook 5 to 10 minutes or until sauce is thickened, stirring occasionally. Season with salt, as desired.

Cook’s Tip: You may add an additional 2 tablespoons

barbecue sauce for sweeter, richer flavor.

Divide beef mixture evenly among buns. Top with pickles, coleslaw and cheese, if desired. Close

sandwiches.

Cook’s Tip: You may serve the beef mixture over hot cooked whole wheat pasta instead of buns.

Stan earned his wealth mostly from sports and is the owner of the Los Angeles Rams. As far as I know you can still buy a hot dog in his SoFi Stadium so I doubt Stan is a vegan and that he’s going to be a willing seller.

The vegans can cross Peter Buck off their list too. The nuclear scientist/Subway founder died in 2021 at the age of 90 but not before he became one of the largest landowners in the country. Do you really think the Buck family wants the world to be beef-free? What are they going to sell at their Subway sandwich shops without beef... bean curd and tofu lasagna?

Then there’s the Singleton Family who own 1,110,000 acres, mostly in New Mexico. Dr. Singleton was the founder of Teledyne and with some of the proceeds from the sale of his company he wanted to preserve the ranching heritage that has been around in New Mexico for hundreds of years. Dr. Singleton passed away in 1999, but his five children carry on his mission and are known for the quality of their horses and their cattle. What will their great cow ponies do without cows, mope around all day swatting flies?

And let’s not forget the King Ranch heirs. What will they run on their ranches in a beef-free-world, yaks, bison and water buffalo? They burp and pass gas too, you know?

The point I’m trying to make is the vegan idea of buying up all the world’s cows and killing them to cure the climate change hoax is idiotic but the vegans who thought up the idea could be lacking in the brain department as a consequence of eating all that kale ice cream, chickpea banana bread and garbanzo bean surprise.

just 1.4% in 2020, dramatically lower than its peak of 32% in 1916. Many migrant farmworkers are also aging out of the workforce, and their children are less interested in agricultural work.

Most industry attention has been fixed on automating harvest, the most expensive and labor-intensive orchard activity.

Some growers and researchers, however, are thinking about the bigger picture. They are dreaming of and working toward creating robots that could automate the whole year-round cycle of activities, including precision-fertilizing, pruning, green fruit thinning and picking. The idea is to have a base robot with special attachments for different tasks.

Among those tasks, mechanizing pruning is high on growers’ list of priorities.

Pruning is one of the most expensive activities in many perennial cropping systems. According to 2019 research by Karina Gallardo, a professor and extension specialist at WSU, pruning apple orchards costs growers on average $939.50 per acre. Since then, wages have continued to increase. Similarly, several studies label pruning as one of the top three most costly tasks in vineyard production.

How we got here

Getting robots into perennial cropping systems is not a new idea, said Joe Davidson, an assistant professor of mechanical engineering and robotics at Oregon State University.

Universities and companies have been working for decades to develop fruit-harvesting robots, and in more recent years, the research has expanded to include robotic pruning.

Manoj Karkee, a WSU professor of biological systems engineering, was a pioneer in this field. About 12 years ago, Karkee started exploring the concept of robotic pruning. The latest research builds on Karkee’s previous work but with a bigger team and more funding.

In 2019, the research got a boost with grant support from the Washington Tree Fruit Research Commission.

In 2020, a USDA grant supported the next step. And in 2021, researchers from WSU, OSU and other universities joined forces to start the AgAID Institute, a research institute focused on artificial intelligence that is funded by USDA and the National Science Foundation.

Last winter, the AgAID team started its first year of field trials in a five-year project aimed at developing pruning robots. The team is in its second round of field experiments this winter.

Behind the scenes

It turns out that teaching a robot how to prune is complicated, so AgAID’s project involves many parts and people.

Step into OSU’s robotics lab in Corvallis and you will

find a curious assortment of robotic arms, fake apples and small branches strung up on boards for pruning practice.

“Robotics is the cool place to be on campus,” said Cindy Grimm, an associate professor in OSU’s School of Mechanical, Industrial and Manufacturing Engineering.

She laughed.

Grimm’s role on the team is focused on artificial intelligence, while Davidson of OSU and Karkee of WSU are focused on the engineering side.

Learning from life

To better understand how people with shears prune trees, the researchers started by asking orchardists how they prune and what their goals are.

In many ways, pruning is more of an art than a science, as the researchers quickly realized. Pruning goals can be varied and complex, and pruners can’t always explain why they made a certain cut.

orchardists prune trees and then translate that into a formula to train robots.

To do this, the researchers this and last winter have

taken a series of images: pictures of trees before and after they were pruned. These images, combined with data on each type and angle of

Allan, the apple grower, said he recognizes the limitations of automation. Artificial intelligence is only so smart. Allan said his farm uses some of the latest cutting-edge technology available, yet he sometimes finds that machines do not perform as they should.

“Once in a while, they’re dumber than a stump,” said Allan.

He let out a big laugh.

Even so, he and many others in the industry are optimistic about the future of robotic pruning.

Repeatability

Some researchers and growers say robots performing pruning tasks may be able to offer something humans can’t — repeatability.

“One of the aspects that’s interesting horticulturally is: If you train a robot to prune consistently, it will prune consistently, a sys-

tematic approach to pruning the same way again and again. So, if you slightly change the pruning rules, you can then see if the yield is better,” said Whiting, of WSU.

Allan, the grower, said he views this as a potential benefit of robotic pruning — the ability to track and measure the success of some pruning techniques versus others.

“I think we may get even better, more consistent yield with robots over time,” he said.

The robot training process involves “deep learning,”

in which machines learn by example.

The researchers use vast amounts of data collected in the field — including images of trees — to create virtual orchard simulations.

Step into an OSU office with Grimm and Davidson as they open the simulation software on a computer. The model looks like a video game, a virtual world with pixilated, three-dimensional trees. This virtual orchard was “grown” inside the computer using data from real-life orchards. The randomized shapes and sizes of the trees, along with the lighting and shading patterns, all replicate nature.

Inside this virtual world, a robot model glides through the orchard rows, getting trained in how to move and prune. The virtual robot is “rewarded” for getting closer to a target branch.

“It’s like driving a pretend car around in Mario Kart,” said Grimm.

All of this virtual practice is training the AI software for reallife pathfinding, identification of branches and techniques for pruning.

What’s next?

For many growers, the key question is: When will robotic pruners be commercially available?

Most researchers the Capital Press talked to said they expect it will be another three to five years before robotic harvesters are produced in large commercial volumes and likely another two to three years after that before automated pruning becomes commercially viable.

“These complex engineering solutions take time,” said Karkee.

Researchers are already thinking about strategic partnerships to bring the robots to market. WSU, for example, is partnering with businesses, including FFRobotics, an Israel-based company working to develop commercial apple-picking machines, for experimentation with mechanized pruning.

For growers like Allan, though the technology is not yet ready for prime time, it’s exciting to watch the dream get closer to becoming a commercial-scale reality.

Allan expects that his sons, Tom and Travis Allan, may adopt the technology when it is ready. For now, Allan said he’s excited to help prepare his family and industry for that moment by participating in research trials to move the technology forward.

“I think everybody sees the value,” he said.

Opportunities, challenges in sheep industry

Sheep ranchers are confronting new challenges and rising to seize new opportunities as the industry changes.

During a session at the Society for Rangeland Management’s annual meeting in Boise, researchers and ranchers talked about the unique benefits and of raising sheep.

Derek Scasta, a rangeland extension specialist and associate professor at the University of Wyoming, said sheep have benefited societies for thousands of years due to the ease of handling them, the flexibility of their diets, their ability to use complex terrain and their multi-use nature as animals that can provide meat, fiber, milk and grazing services.

Scasta said raising sheep can also be “a nice entry point into ag, financially and physically.”

Wool

The wool industry has declined through the decades with the rise of synthetic fibers.

However, Brent Roeder, an extension specialist on range sheep production at Montana State University, said some eco-conscious consumers see the value of wool in contrast to synthetic fibers that often shed microplastics into the water with each wash. Ranchers have an opportunity to further educate the public on this topic.

Roeder said next-to-skin clothing produced with fine Merino or Rambouillet wool is becoming increasingly popular, especially among millennials.

Secondary markets for wool byproducts, including lanolin, are also expanding.

John Helle, a Montana sheep rancher who runs a wool clothing business, said he sees “an amazing new world out there of opportunity.”

Lamb consumption in the U.S. is rising. Between 2011 and 2021, per capita consump-

tion rose from 0.6 pounds of lamb yearly to 1.36 pounds.

Demand is highest on the coasts and in the upper Midwest, according to Hailey Wilmer, a sheep expert with USDA’s Agricultural Research Service. Demand is largely driven by ethnic markets and millennials.

Reed Anderson, an Oregon sheep farmer, said demand for his family’s lamb increased 20% between 2021 and 2022. He sees “huge opportunities” among ethnic and millennial populations.

Nevertheless, experts say 2022 was an “extremely difficult” year for lamb producers due to inflation, supply chain hiccups and the largest volume of slaughter lamb imports in 20 years. In the future, experts say the industry will need to recapture market share from imports.

Landscape goals

Sheep can be also useful in helping achieve landscape management goals.

Wilmer, of USDA-ARS, said sheep producers are being “very creative” about managing vegetation for weed management, wildfire prevention and under solar panels.

Land managers aiming to reduce certain plants can also use sheep as a tool.

Scasta, of Wyoming, said sheep tend to have a greater proportion of shrubs and forbs in their diets compared to cattle. For example, Scasta said cattle eat yellow sweet clover when it is young but may stop eating the plant as it matures and turns bitter. Sheep, however, often continue to eat the clover.

In some cases, said Scasta, multi-species grazing may be useful. For example, sheep have four to six times greater tolerance than cattle have to alkaloids, a toxin within larkspur. Scasta said a rancher might use sheep to reduce larkspur density on a landscape before moving cattle there.

USDA approves aid for organic dairies as feed prices soar

WASHINGTON, D.C. — Federal assistance is coming for organic dairy farmers as the industry contends with

skyrocketing feed prices.

The USDA approved up to $100 million in January to create the new Organic Dairy Marketing Assistance Program, which will help eligible producers cover a portion

of their estimated marketing costs for 2023.

The program comes at the behest of organic trade groups and lawmakers who cautioned that, without support, small- and medium-size

organic dairies face bankruptcy or corporate consolidation as feed prices soar.

“Milk production is down, and there are some farms that are making really hard choices,” said Adam Warthesen, director of government aff airs for Organic Valley, the country’s largest farmer-owned organic cooperative.

Organic Valley is part of the national Organic Trade Association, which began lobbying Congress in November to craft an ad hoc disaster relief program for producers.

A group of 28 U.S. senators and representatives signed a letter to USDA Secretary Tom Vilsack in Decem-

ber calling on the agency to come up with a solution.

“The situation is dire and requires your immediate attention,” they wrote. “Without rapid action, families are on track to lose their farms.”

In one example, the cost of organic soybeans in the U.S. rose from $19.37 per bushel in January 2021 to $40.52 per bushel in May 2022, according to the OTA. That’s a nearly 110% price increase in 16 months.

Additional data from Mercaris, a market research fi rm that specializes in organic agriculture, shows the average price of feed for organic dairy cows jumped by nearly $200 per head from 2018 to 2022.

TRADE BARRIERS EASE WITH PACIFIC RIM COUNTRIES, CHINA

Wheat farmers are better situated to benefit from bilateral trade agreements that parallel the Comprehensive and Progressive Trans-Pacific Partnership than other American farmers, says Dalton Henry, U.S. Wheat Associates vice president of trade policy.

The U.S. withdrew from the original Trans Pacific Partnership trade agreement in 2017. The remaining countries are Australia, Brunei Darussalam, Canada, Chile, Japan, Malaysia, Mexico, Peru, New Zealand, Singapore and Vietnam. Those nations put together CPTPP, which was essentially the TPP minus the U.S.

In the meantime, the U.S. and Japan penned a trade agreement that mirrors TPP for those two nations.

“We don’t need back in CPTPP immediately, because right now we’re back on a level playing field with the Canadians and Australians,” Henry said.

Canada and Australia are U.S. wheat farmers’ biggest competition.

“So when you hear other commodity groups pounding that drum a little harder, with a little bit more urgency in their voice, it’s probably because they still face barriers we were fortunate enough to get taken care of,” Henry said.

Henry cited the U.S.-Japan trade agreement, deals with Vietnam to lower tariffs and the Philippines’ ongoing commitment to keep wheat tariffs level with those on Australia.

A strong multi-lateral agreement, enforcing improved rules between all participating countries, has “tremendous” value, he said, but such large-scale agreements have become politically unpopular in the U.S. That’s when the wheat industry turns to bilateral agreements.

“There’s probably a lot more in the next couple of years to be accomplished bilaterally than there is multi-laterally,” Henry said.

Henry and Peter Laudeman, U.S. Wheat director of trade policy, spoke during the Idaho Wheat Commission’s “From the Field” online seminar Feb. 27.

Henry also pointed to the World Trade Organization as an enforcer of trade regulations.

President Donald Trump continued President Barack Obama’s policy of blocking nominees to the WTO appellate body.

“I think it sowed a lot of discord among some agriculture groups as to how valuable is the WTO for agriculture — has it lived up to its promises?” Henry said.

U.S. Wheat can point to places where the WTO could be more efficient and effective, he said, “but we can also point to a lot of instances where it has been very effective for U.S. agriculture.”

For example, the U.S. was able to secure market access to China because the Obama, Trump and Biden administrations pressed China to obey its annual tariff rate quota to import 9.6 million tons of wheat under WTO.

“The bottom line is that China went from being the 16th largest wheat importer in the world to the fourth,” Henry said. China became a bigger wheat importer from all origins, not just the U.S., he said.

China made virtually no attempt to meet its purchase commitments under the Phase One agreement between the U.S. and China, Henry said. Former U.S. Trade Representative Robert Lighthizer and chief agricultural negotiator Gregg Doud secured tighter TRQ rules in the agreement that made WTO enforcement more valuable, he said.

There’s more room for improvement for U.S. wheat farmers in China than there are for wheat farmers worldwide, Henry said. China has maxed out its tariff rate quota with WTO for the last three years, with little room for additional growth, but the U.S. has faced a crop shortfall in major wheat production regions in the past three years.

“When that weather pattern shifts and we’re back to abundant supplies, we should be much more competitive in that market and see a much larger portion of that 9.6 million tons than we did this past year,” he said.

MOSCOW, Idaho — The new manager of the University of Idaho Dairy Center on the Moscow campus didn’t have any experience with dairy cows before her first semester at the university. Now she lives, works and breathes dairy.

Logan Harper grew up working on her grandparents’ dryland farm in Genesee on Idaho’s Palouse and had some experience with friends’ beef cattle. But dairy cattle really aren’t part of the landscape in North Idaho.

After graduating from Lewiston High School in 2015, she set out for Moscow. She wanted to further her education but wasn’t sure if she would ulti-

mately return to the family farm or maybe pursue veterinary medicine.

In her first semester, she was talking to a professor about filling an extra credit she needed. He suggested a dairy science class, and her life took a turn.

She started working on the university’s dairy in her second semester and loved the experience. What she enjoyed most were the animals, she said.

“They’re huge and mellow, kind of like big dogs. … Working with cows every day was just awesome,” she said.

After graduating with a bachelor’s degree in agricultural systems management in 2018, she became assistant manager at the

dairy center. She’s been the interim manager since December 2021 and was named manager in early October.

She oversees 110 lactating cows, 120 replacement heifers, two full-time employees and about 10 part-time student employees.

Her work includes “anything and everything” dairy — breeding, calving, raising cows, veterinary care, feeding, milking and maintenance. As manager, she’s also involved in the big-picture items such as making decisions on breeding, selling milk and cows, managing budgets and coordinating projects.

She also works with students, teaching classes and offering trainings and tours. Her favorite class is on bovine artificial insemination, and she also offers a class on it for area producers.

“My day varies pretty much every day,” she said.

Her favorite part of the job is calving — “getting to process all the new babies, who doesn’t love that?” she said.

She also especially enjoys the teaching aspect of the job. In addition to teaching students, she works with faculty members mostly focused on research.

“The main focus of the dairy is research, teaching and extension,” she said.

The dairy is part of the Palouse Research, Extension and Education Center, which consists of eight facilities and performs research in plant and animal sciences.

Not only does she work on the farm, she also lives there in a personal residence provided for the manager.

“‘Living at work’ is a whole new meaning when you really do live at work,” she said.

The residence is provided to handle on-call issues. If something goes wrong at 2 a.m., she’s close by to address the problem. And it’s rare to not get those calls. They’re pretty frequent, between a sick cow, calving issues or something wrong in the parlor.

The dairy sells most of its milk to Darigold in Spokane but also sells small amounts to the Washington State University creamery in Pullman and Brush Creek Creamery in Deary, Idaho.

Harper is working toward a master’s degree in agricultural education, and would like to stay on at the dairy to get more experience in teaching.

“This is probably a dream job, I love it. I’ve been here going on seven years,” she said.

She loves the animals, and working with students really adds to that, she said.

“I don’t see myself going anywhere anytime soon,” she said.

How Oregon grape growers will navigate overtime law

PORTLAND — As Oregon’s new agricultural overtime law begins taking effect in 2023, local winegrowers and vineyard managers say they face a challenge.

Labor for pruning, picking and other fieldwork is already scarce, and paying higher overtime wages is an added cost for an industry with already tight margins.

On the other hand, farmers know they need to treat their employees fairly if they want them to keep coming back.

A panel of producers discussed how they are adapting to new regulations while optimizing labor relations during the annual Oregon Wine Symposium on Feb. 14.

State lawmakers passed House Bill 4002 last year. It ends the longstanding agricultural overtime exemption and requires employers to pay farmworkers time-and-a-half for any hours above a certain threshold.

The law is being phased in over five years. In years one and two, agricultural overtime kicks in at 58 hours per workweek. Starting in 2025, the cap drops to 48 hours per week, and then down to 40 hours per week by 2027.

Madeleine Rowan-Davis,

Oregon senior viticulturist for Atlas Vineyard Management, said overtime is just the latest labor hurdle facing agriculture.

“If we look at overtime as meaning fewer hours, then that means you have fewer hours and fewer people to get the work done,” Rowan-Davis said.

Rowan-Davis came to Oregon last year from California, which recently finished phasing in its agricultural overtime law.

California reached its 40-hour workweek for agricultural workers on Jan. 1, 2022. During the four-year rollout,

Rowan-Davis said wages have increased, though the number of hours has gradually declined.

On average, Rowan-Davis said farmworkers in California are now working about 45 hours per week, versus 57 in Oregon.

“We’re still going to have a shortage of labor. We’re still going to have harvest that needs to happen,” she said. “Those are challenges that we’re all facing.”

However, Rowan-Davis said it is also important to consider why these overtime laws are being adopted.

Growers want to pay employees what they deserve so they can attract and retain the best workers, she said. There is a health and safety component, too, she added, since tired workers are more likely to make mistakes or get hurt on the job.

Atlas Vineyard Management typically pays workers a starting wage around $16 per hour, Rowan-Davis said. The company has experimented with piece rate pay or other incentives to get work done faster and avoid excessive overtime, though she cautioned that might

not work for everyone.

“I wouldn’t recommend it as something to just jump into right off the bat without any thought,” she said. “Knowing your people — their strengths and weaknesses, and their needs — is going to play into all of that.”

Working faster might also mean a dip in quality, Rowan-Davis added. When it comes to pruning, she said growers will pay for poor quality later in the year.

“It puts a lot of pressure on your crew leaders,” she said.

David Nemarnik, vineyard manager at Alloro Vineyard near Sherwood, said he runs a three-person crew year-round to grow and harvest his roughly 36 acres of winegrapes.

The farm has invested quite a bit in automation, Nemarnik said, including electric pruners that have more than doubled production.

“That adds up,” he said. “The savings on that is amazing.”

Automated machinery can also cut down on repetitive motion injuries, Nemarnik said, particularly among older workers. With labor as scarce and precious as it is, he said winegrowers must be thinking about ways to make work more efficient and sustainable long-term.

“We need to take care of our folks,” Nemarnik said.

Potato industry contributes $100 billion to U.S. economy

A new report from the National Potato Council says that the potato sector contributed $100.9 billion to the U.S. economy in 2021.

“The number came as a little bit of a surprise,” said Jared Balcom, past council president and a Pasco, Wash., potato farmer. “We knew we were significant, but it came in higher than what we had anticipated, which is a good thing. We’re

super happy that it came out that way.”

The numbers will be “incredibly important” as the council speaks to lawmakers, said CEO Kam Quarles. The council advocates for potato farmers in Washington, D.C.

The total relates to data from 2021, the most comprehensive data available to the economists. The recent opening of access for fresh potatoes to Mexico is not reflected in the report, Quarles said. The industry is also working to increase fresh potato access to Japan by an additional 10% annually.

“We think these numbers are going to grow,” he said. “We think the opportunities in the international marketplace are very, very strong.”

Michigan State University economists conducted the study. Previous reports were conducted at the state level, but it’s the most “rigorous” study at the national and international level for the council, Quarles said.

Direct economic activity from growing, processing, wholesaling and retailing potatoes and potato products represented $37.2 billion.

The remaining $63.7 billion comes from indirect activity from affected industries, and “expenditures from household consumption that can be traced back to activity generated by the potato sector,” according to the report. Farm production represented $10.8 billion. Processing and wholesale represented $40.2 billion. Retail represented $8.9 billion. Food service represented nearly $41 billion.

Total employment generated by the potato sector is estimated to be more than 714,000 domestic jobs, of which approximately 405,000 are directly employed along the potato supply chain and more than 309,000 are employed in related industries or other businesses.

The jobs represent $34.1 billion in wages and salaries per year, and contribute $53.5 billion to the annual gross domestic product for the U.S.

About 0.4% of the entire U.S. domestic workforce is supported by the domestic potato industry supply chain, the council report states.

About 20% of potatoes grown in the U.S. are exported, either fresh or processed, representing $1.8 billion in sales.

Total volume of fresh potatoes making up 2021 exports was just under 3.4 million metric tons. Frozen processed potato shipments was the most common form, followed by fresh, dehydrated, chips and seed, respectively.

“This report should convince policy makers of the importance of retaining trade pacts and expanding opportunities for potato exports in new marketplaces,” Balcom said. “This means that not only is trade good for potato growers, it’s good for those who support jobs and economic activity throughout the entire nation.”

A report by the National Potato Council says the industry contributed $100.9 billion to the U.S. economy in 2021.

slow the spread of antibiotic-resistant “superbugs,” bacteria that have developed immunity to antibiotic medicines.

A prescription is already required for many livestock antibiotics. In 2013, FDA introduced a Guidance for Industry document, called GFI 213. Over three years, it phased in veterinary oversight in prescribing medically important antimicrobial drugs used in the feed or drinking water of food-producing animals. The drugs had previously been available over the counter.

FDA’s new plan, GFI 263, will put the remaining overthe-counter antibiotics under veterinary oversight, including those sold in the form of injectables, intramammary tubes and boluses.

When the agency first introduced GFI 263, critics said it was “meaningless” because, as a guidance document rather than a rule, it was unenforceable.

The program is voluntary, but once pharmaceutical companies have opted in, the requirements become legally binding.

As it turns out, companies opted into the program. Anne Norris, an FDA spokeswoman, said all sponsors of affected products, mean-

ing drug companies, have committed to the voluntary process.

Prescription-only antibiotics will include injectable tylosin, injectable and intramammary penicillin, injectable and oral oxytetracycline, sulfadimethoxine and sulfamethazine, gentamicin, cephapirin and cephapirin benzathine intramammary tubes.

After June 11, labels will read, “Caution: Federal law restricts this drug to use by or on the order of a licensed veterinarian.”

Although antibiotic products entering distribution channels after June 11 must be labeled as prescription-only, FDA intends to allow companies to sell any remaining over-the-counter-labeled inventory that is already in distribution.

Although many of the label changes have already been approved, Norris said the new labels will likely not hit the marketplace until after June 11.

Norris said the two-year timeframe was intended to give drug companies sufficient time to make recommended changes and to give “other stakeholders” — including veterinarians, drug distributors and ranchers — time to adapt.

According to Oregon Sheep Growers Association, most vaccines, de-worm-

ers, injectable and oral supplements, ionophores, proor pre-biotics and topical nonantibiotic treatments will not require a veterinary prescription. However, there are exceptions.

“Always read the label,” the association told its members.

Experts urge ranchers to prepare for the requirements by building strong relationships with their veterinarians.

“Don’t wait. Get to know

your local veterinarian now and establish a veterinarian-client-patient relationship if you expect to treat livestock in the future…,” experts at Texas A&M AgriLife Extension Service advised farmers in a recent publication.

expanded through new trade opportunities,” according to the USDA Economic Research Service’s report on agricultural production and trade policies in the post-Brexit U.K.

The U.S. began trade negotiations with the U.K. in May 2020, but an agreement has not been reached.

Recent developments could result in additional agricultural exports from the U.K. to the U.S., said ERS economist Jeremy Jelliffe, a co-author of the report. That includes lamb and beef exports, which started in 2022.

Differing risk assessments of the cattle disease bovine spongiform encephalopathy — mad cow — and genetically modified organisms curbed U.K.-U.S. agricultural trade in past years, the report states. The BSE issue was resolved with the U.S. reauthorizing U.K. beef imports at the end of 2021.

“If U.K. regulators are less restrictive of new technologies such as genetic engineering than are EU regulators, U.S. crops produced with such technologies may be able to gain a share of the postBrexit U.K. market,” the report states.

The report also says the comparative advantage of U.S. over EU bioethanol production could lead to more U.S. sales of renewable fuels to the U.K.

The report cites “early evidence” of more U.K. imports of U.S. agri-food inputs and vegetables, roots and tubers.

Since 1990, U.S. agricultural imports from the EU increased from $5.7 billion to $36.7 billion in 2021.

But U.S. agricultural exports to the EU increased much less — from $10 billion to $11.8 billion over the same period.

“The discrepancy in the export volume between the two trading partners is largely due to U.S. consumers’ increased demand for European alcoholic beverages and continued EU impediments to U.S. imports such as technical barriers to trade, simultaneous buy and sell measures, high tariffs, and grain import licensing systems,” the report states.

Since 1990, imports of wine, distilled spirits, and beer accounted for twothirds of all U.S. agricultural import value from Europe.

EU tariff levels on agricultural products averaged 8% higher than the average U.S. agricultural tariff level of 4.5%.

Many U.S. brands of food products have been commonly consumed in Europe but not imported, because of the location of manufacturing in the EU by U.S. corporations, such as H.J. Heinz Co. and Kellogg Co., or because of franchising or brand licensing, such as McDonald’s Corp. and Coca-Cola Co.

Annual U.K. agricultural value was more than $34 billion in 2020, according to the report. Wheat, barley and rapeseed are 74% of the cultivated area.

In 2020, animal products accounted for nearly $20 billion — 67% — of the UK’s total agricultural output.

U.S. agricultural exports to the U.K. have increased by 5% annually in the last five years. Exports of U.S. forest products, food preparations and fresh vegetables increased by double-digit percentages in 2010-2020.

But from 2016 to 2021, U.S. tree nuts and food preparation exports to the U.K. declined, while renewable fuel exports, in the form of wood pellets and bio-ethanol experienced double-digit annual growth, Jelliffe said.

U.K. will likely retain a short-term reliance on agricultural trade with the EU, the report states.

Conservation continues to garner support in the West

A new poll of Western voters has found continued strong support for conservation policies.

Colorado College’s 13th annual poll, which surveyed voters in eight Mountain West states, found Westerners consistently prioritize conservation of land, water and wildlife and their ability to enjoy the outdoors, said Lori Weigel, principal at New Bridge Strategy, an opinion research company.

More than 400 registered voters in each of the Mountain West states were polled. Included were Colorado, Utah, Wyoming, New Mexico, Montana, Nevada, Idaho and Arizona.

“We really see a strong conservation ethic that has continued over the course of these 13 years. For example, we continue to see strong support for conservation evidenced in policy goals that people have,” she said during a webinar on the poll results.

Three-quarters or more of respondents support the “30x30” initiative to conserve 30% of land and inland water in the U.S. by 2030, and just under half say they strongly support it. That strong and solid support crosses the partisan ideologic spectrum, she said.

“And it’s not just that, it’s that they are very specific in terms of their support for things like creating new public land and tribal protected areas to protect historical sites and for areas for outdoor recreation,” she said.

Creating more public lands in the West has the support of 84% of respondents, again cutting across the partisan spectrum. Respondents also overwhelmingly support presidents’ use of the Antiquities Act to protect public lands as national monuments, she said.

Virtual fencing: Researchers evaluate opportunities, challenges

BOISE — Researchers are exploring the pros and cons of containing cattle with virtual fencing.

During a panel session at the Society for Rangeland Management’s annual meeting in Boise, researchers talked about the challenges and opportunities.

What is virtual fencing?

Virtual fencing involves putting collars on livestock. The collars communicate with reception towers and GPS networks to form a virtual fence, the boundaries of which the rancher sets. If a cow tries to leave the “fenced” area, its collar gives a warning sound, such as a beep. If the cow leaves the boundary, it gets zapped with a mild electric shock.

Benefits

Researchers say virtual fencing can help ranchers better manage the timing, duration and distribution of grazing animals on the landscape while reducing labor and material costs associated

with physical fencing.

“In four hours, I can build an entire season worth of fencing on the computer,” said one rancher. “…(It’s) a heck of a lot more fun than one person driving around in a pickup all day to repair fences.”

Reducing wildfire risk

Rory O’Connor, a rangeland ecologist with USDA’s Agricultural Research Service with a courtesy appointment at Oregon State University, has worked on studies with other researchers showing that virtual fencing is a potential tool to create fuel breaks and manage fine fuels.

Challenges

U.S. Bureau of Land Management officials say challenges associated with virtual fencing include collars falling off and cell service base stations “going down” temporarily.

Ranchers who have used the technology say they would like an improved interface, better collars and more tracking features.

O’Connor, of USDAARS, said he and fellow researchers have studied how well cattle respect virtual boundaries versus trying to “make a jailbreak.”

His team found it took about four weeks before animals wanted to leave a virtually fenced area.

Most cows respected the boundaries, but a few ornery “problem” animals consistently left.

Five collars fell off, and one collar malfunctioned, not sending cues to the cow.

Dry cows were more likely to wander outside

the boundaries than mother cows with calves.

Ultimately, O’Connor said, virtual fencing is “not an iron gate” but a tool to manage cattle.

Jameson Brennan, assistant professor and extension livestock grazing specialist at South Dakota State University, has also studied containment rates.

In 2021 and 2022 studies, Brennan’s team found that cows’ likelihood of staying within virtual boundaries was influenced by the stocking rate and pasture conditions. Cattle were more likely to leave heavily stocked or dried ranges in search of greener pastures.

Ryan Reuter, a professor in Oklahoma State University’s Department of Animal and Food Sciences, has studied cortisol concentrations from hair samples and

feces, which indicate cows’ stress levels. The goal was to determine if animals contained in a virtual fence experienced more stress due to being electrically shocked.

“We concluded that virtual fence is not different (from) physical fence in the amount of stress that it applies to beef cattle in our kind of grazing system,” said Reuter.
