By MATTHEW WEAVER Capital Press ULLMAN, Wash. — Farmers usually have one main question for economist Randy Fortenbery. “They always want to know when the price is going to be better, and there’s not always a good answer for that,” Fortenbery said. Because Washington state agriculture relies so heavily on exports, farmers often ask him about international political stability. “They’re pretty well-informed about what’s going on, so oftentimes it’s less about giving them brand new information, but more about my interpretation of what events might mean,” said Fortenbery, who is the Thomas B. Mick Endowed Chair in Small Grains Economics at Washington State University. His predictions can change in a hurry. See Economist, Page A8

Ingredients 1 cup salted butter, softened ½ cup confectioners’ sugar ½ cup granulated sugar 1 large egg ½ teaspoon vanilla extract 2 ¼ cups all-purpose flour ½ teaspoon cream of tartar ½ teaspoon baking soda Directions Preheat oven to 375°F. In large mixing bowl, cream together butter and sugars. Add egg and vanilla; continue beating until well mixed. Reduce speed to low; add flour, cream of tartar and baking soda. Mix until a soft dough is formed. Cover; chill dough 30 minutes. Roll out dough (¼” thick) onto clean surface. To prevent dough from sticking, sprinkle with flour as needed. With cookie cutters, cut out cookies. Use floured metal spatula to transfer cookies onto greased or parchment-lined baking sheets. Reroll trimmings and cut. Bake 7 to 9 minutes or until edges are lightly browned. Let cool a few minutes on baking sheets. Transfer cookies to wire rack. When completely cool, decorate with icing, sugars, and sprinkles. Grandma’s decorator icing Combine with mixer 3 ½ cups confectioners’ sugar, ½ cup shortening, 4-5 tablespoons cold water, ½ teaspoon lemon extract, ¼ teaspoon vanilla extract and ⅛ teaspoon sea salt. Glossy sugar icing Whisk together 2 cups confectioners’ sugar, 2-3 table-

In small bowl, whisk together flour, baking powder, and salt. Set aside. 2. In mixing bowl, beat butter and sugar together until light and fluffy. 3. Add egg, and milk; beat until well mixed. Add the flour mixture and stir to form a dough. (If dough is dry, add 1-3 teaspoons additional milk.) 4. Divide dough in half. Add the melted chocolate to one half of the dough and mix together. Gently knead chocolate dough by hand to thoroughly combine. 5. Between sheets of wax paper, roll each piece of dough into a 12” x 9” rectangle. Place the chocolate dough on top of the plain dough. Roll up, beginning with 12-inch side. Wrap in wax paper and chill 15 minutes. 6. Preheat oven to 350°F. With a sharp knife, cut roll into 1/3” slices. Place each slice about 1 inch apart on ungreased or parchment-lined baking sheet. 7. Bake 10-12 minutes or until slightly browned. Remove from baking sheet; cool on rack. See Kitchen, Page A5

Instructions Preheat oven to 350°F. Spray a 10 to 12-cup Bundt® pan with nonstick baking spray with flour; set aside. H
ave you ever had your wallet “lifted?” It’s a funny word...”lifted”. Did you know it became a synonym for stealing as a result of building fence? Like any new invention barbed wire was not universally accepted. In Texas the railroads and a few big ranchers tried to ban its use by passing a bill in the state legislature making it illegal to use “Glidden’s Wire.” Despite these efforts the West got in a big hurry to fence itself in. Eventually the wire became as scarce as upper teeth in a cow. And any wire that was available was expensive. That is when the practice of “lifting” a wire from another person’s fence became a popular night time activity. Usually only the top wire was taken as anything more would be considered common thiev-
ery. In this manner many a young rancher “lifted” himself up by his bootstraps to find fortune and fence. Frank Luther was a popular Democratic mayor of Cimarron, Kansas and a young rancher during the time this ‘heavy lifting’ was going on. In fact, Frank recalled engaging in the practice himself before he became a politician. “There was a long fence,” he wrote, “belonging to a big cattle company. I was working along quietly up a hill. I’d pull out the staples from two or three posts, roll the wire to that point, then go to staple pulling,” Frank recalled. “Presently I began to notice, once in a while a tug on the wire I was working on. I couldn’t understand it, so I crawled up to the top of the hill and looked over. What I saw plumb amazed me.
Coming up the opposite slope of the hill, swiping the same top wire I was working on was the Methodist preacher of Cimarron’s only church!” “Such a thing could never happen these days,” you say. Want to bet? While I was checking on a ranch we leased I came upon a young man removing the boards from my working corrals. He was not just removing the top board but was taking it all off! The man’s work clothes consisted of a designer shirt with an alligator on the pocket, pants with pleats and loafers without any socks. “Especially a surprise or any kind of political upheaval, it changes market dynamics significantly,” he said. That’s just the nature of markets, Fortenbery said. “Information is changing all the time, and if you allow markets to function, they’re going to reflect the

Thomas Randall “Randy” Fortenbery, 65, was hired in 2011 to be WSU’s first endowed chair in small grains economics. The grain commission established the endowment
in 2009, renaming it in 2012 to honor former CEO Tom Mick upon his retirement. Research endowments are perpetual, and managed by WSU with distributions made annually to the faculty member holding the endowment. The commission’s original principal for the economic endowment was $2 million. The current value is nearly $2.8 million, according to the commission. See Fortenbery, Page A9

Becoming an economist
Fortenbery grew up in Anchorage, Alaska; South Dakota and Lewistown, Mont. “I moved around a bit, my dad was a bush pilot and a wildlife biologist.” His grandparents were farmers. He lived in ag areas growing up, and spent time working for farmers or at grain elevators when he was younger. He and Eve, his wife of 40 years, have two children, Josh, an attorney in Juneau, Alaska, and Shannon, until recently a buyer for an outdoor retailer and now membership and giving manager at the Museum of Idaho; and one granddaughter, Poppy, 4 months. He originally studied zoology and wildlife management. He was interested in working with large mammals in wilderness areas. “I enjoy spending a lot of
time in the back country, so it was about finding some sort of a career that would allow me to do that,” he said. He’s an avid outdoors-

Marketing Pointers from Randy Fortenbery 1) Try to develop pricing objectives at planting time for the new crop. These should be based on current market conditions and the outlook for the coming months. You may have multiple prices for different portions of the crop. 2) It is good to develop some price objectives early even if you do not want to start forward pricing your crop until March or April because of yield worries. 3) If you are storing a crop already harvested, try to think less in terms of future price direction, and more about whether the market is offering you a profit over your storage costs. If you can lock in a minimum of 5 cents per bushel per month for storage that may turn out better than just hoping prices go up in the future. 4) Be careful about storing a crop if the local price is already quite high, by historical standards, to the current futures price. Even if futures prices go up, cash prices may not. 5) In times of high price volatility, try to step back from the day-to-day price fluctuations and pick sale prices with a longer-term view of market activity. 6) Pay attention to the general market outlook but be careful about speculating with too much of your crop on higher prices if current prices already provide an opportunity to cover costs and earn a margin. 7) Don’t listen to your neighbor — he or she probably didn’t sell for $1 a bushel more than you! 8) Marketing plans need to be flexible as conditions change, but those that take the time early to develop a marketing plan often do better than those with a wait-and- see approach.

He was a year ahead of Eve at Montana State University. While waiting for her to graduate, he was offered the opportunity to get a master’s degree in economics. He’d already taken a lot of economics courses as electives. That prompted a shift in careers. “I got really interested in futures and options markets, and how those are used to provide information to all kinds of decision-makers,” he said. Fortenbery was a futures trader for 30 years. He was the director of research at Frontier Risk Management in Chicago, and managed the direct trading of part of the firm’s portfolio. “As a company we had what was at the time the largest speculative futures trading fund focused on agriculture, and had some of the country’s largest agribusiness firms as clients who we managed hedging for,” he said. He doesn’t do much ag futures trading these days. “That’s a very time-intensive activity, and it’s kind of high risk,” he said.

Fortenbery is also director of WSU’s IMPACT Center. When commodity commissions, private companies or state agencies have a specific agriculture-related question, they go to him. Fortenbery and up to nine fellow researchers find the answers. “It’s fun because we’re really focused on a question that is important to some-
body that’s going to make a real decision,” Fortenbery said. “These people are interested in doing something, they just need some research underpinning their decision-making process.” An annual status report on Washington agribusiness has proven to be a useful tool industry-wide. The 2024 report will be released in January. The center also received a $400,000 grant from the state legislature to consider the overall competitiveness NCC1825/8-S: of Washington agriculture, New Hybrid in 2022; PHOTOSYNTECH and the effects of regulatory Limited Commercial changes. Making informed decisions
Fortenbery enjoys visiting with farmers, and learning what they see as their primary challenges. “Some of it are things I can’t help them with, like dealing with individual pests,” he said. “But some of it, maybe I can.” He recommends farmers be realistic about their opportunities, and not panic when they experience “a significant risk event.” “A lot of times, we’ll get a nice run in the market, and people just are convinced that it has to continue to go, and they’re very reluctant to make a marketing decision because they don’t want to lose another nickel or another dime, but they may be risking a dollar not to do that,” he said. Fortenbery hopes to help growers make an informed decision. “Just trying to step back and take an objective view of what is reasonable and good for your operation is probably the most important thing,” he said.

WASHINGTON, D.C. — The U.S. Bureau of Land Management will no longer allow federal wildlife managers to use spring-loaded cyanide devices, known as M-44s, to help ranchers protect their livestock from predators. A coalition of environmental and animal welfare groups, led by the Center for Biological Diversity and Predator Defense, petitioned the agency in June to ban M-44s, calling them “indiscriminate killing devices.” M-44s have been used since the 1930s to control predators in the West — mainly coyotes, foxes and feral dogs. The devices work by ejecting sodium cyanide directly into an animal’s face and mouth, causing death within seconds. Opponents, however, argue M-44s pose a threat to unintended targets, including humans, pets and endangered species. The BLM stated in a press release that its decision to ban M-44s follows existing bans or restrictions in several states, including Oregon, Washington, Idaho and California. The devices are also currently prohibited on national wildlife refuges and by the National Park Service. BLM spokesman Brian Hires declined an interview, though in the agency’s press release it stated

Collette Adkins, carnivore conservation program director at the Center for Biological Diversity, praised the BLM’s decision as a step in the right direction. “This good news is long overdue, but it’s outrageous that other federal and state agencies continue to use these deadly devices,” Adkins said. “We’re going to keep the pressure on until M-44s are pulled from federal lands across the country.” Two bills were introduced this year that would do just that, sponsored by Democratic Reps. Jared Huffman of California, Steve Cohen of Tennessee and Sen. Jeff Merkley of Oregon. M-44s are still being used in Colorado, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Texas, West Virginia and Wyoming. Peter Orwick, executive director of the American Sheep Industry Association representing more than 100,000 producers nationwide, said the vast majority of M-44s are used on private land and the BLM’s ban amounts to little more than a public relations stunt. “They’re very highly regulated,” Orwick said of the devices. “They use GPS to track the location from where they’re installed. There’s broad agreement that it’s a very safe, very effective tool for livestock protection.” M-44s are just one tool to help producers care for their animals, while complying with consumers’ demands for grassfed, free-range meat and wool. “What we’re doing is trying to feed and clothe America,” Orwick said. “If you have two months out of the year where that’s the only thing you can do to take out a predator that’s preying on your animals, you should be able to do that.” The BLM stated its ban on M-44s will not impose restrictions on other predator control techniques. The agency manages more than 245 million acres, an area roughly the size of Texas and Arizona combined.

Low margins on U.S. dairy farms pushed a lot of cows to slaughter in 2023, but cow numbers now seem to have stabilized, an industry analyst says. Cow slaughter rates were high throughout most of 2023 compared with previous years. That lines up with milk prices not being all that great, said Kyle Schrad, vice president of global dairy and food operations with Stone X Financial. “It makes sense when you have low margins, negative margins, that producers are going to be very, very aggressive about sending those cows to slaughter,” he said during a commodity perspectives webinar this week. That has dropped off over the last two or three months in response to better margins, he said. Recent dairy cow slaughter has been down 7.5% year over year,
In addition, most dairy producers have locked up most of their feedstuffs for the winter. If they were going to reduce cow numbers, they probably would have done it during the summer, he said. “I think the other thing is when you look at … replacement values, it’s extremely expensive to go out and replace a cow for these dairies now,” he said. In addition, the availability of replacement heifers is relatively limited, and they’re expensive. If producers plan to keep milking, they know it’s going to take them 18 to 24 months to regrow their herd, he said. “I think we got to a point here where producers kind of realized that, and that’s what’s really led to this pullback, this slowdown in terms of dairy cow slaughter,” he said.

Bouncing back
Production per cow has been disappointing, with USDA reporting per-cow production unchanged or negative year over year for three out of the last four months, he said. StoneX’s expectation is now that cow herds have stabilized, production per cow will bounce back and 2024 milk production will be up about 1% year over year, he said. “So we’re looking at some pretty substantial recoveries in terms of our milk production toward the back end of ... next year,” he said. But it’s not going to be in line with the 15-year historical growth of a 2% annual average increase, he said.
Supply and demand
Globally, the environment right now has been weak supply and weak demand, he said. “We’re at a really tricky balance point I think … from a dairy standpoint because that supply … is pretty tight and not really projected to grow too much for the next few months,” he said. But StoneX expects demand to come back in 2024. “And if it does, then we’re going to get into a situation where supply is going to be very short relative to demand, and it’s a long time to turn that supply back on,” he said.

Environmental groups have petitioned Washington Gov. Jay Inslee to direct the Department of Fish and Wildlife to write a rule regulating the lethal control of wolves.
Wolf advocates appeal to Inslee again By DON JENKINS Capital Press Environmental groups have petitioned Washington Gov. Jay Inslee to direct wildlife managers to write a rule imposing new restrictions on shooting wolves to protect livestock. The petition, submitted Nov. 27, is the second time in three years wolf advocates have sought Inslee’s support for regulations that would replace the Department of Fish and Wildlife’s case-by-case decision-making. Inslee granted a similar petition in 2020 and ordered up a rule. The Fish and Wildlife Commission, which has the last word, eventually sided with wildlife managers, who say a flexible policy has served the state well. Since 2020, wolf killings have gotten worse, Center for Biological Diversity wolf advocate
Amaroq Weiss said. “With no rules in place to make wolf-killing a last resort, we expect things will get even worse,” she said. Fish and Wildlife endangered species manager Julia Smith said the department already uses lethal control as a last resort and disputed that the state is killing more wolves. “It’s false. It’s simply not true,” she said.
Commission backs protocol
The appeal to Inslee comes one month after the Fish and Wildlife Commission rejected binding the department to lethal-control regulations. The commission stuck with a protocol from the department’s Wolf Advisory Group that allows the department to make calls after reviewing the number of predations and the efforts to prevent them. The department has authorized the removal
of 44 wolves since 2012. Over that time, the state’s wolf count has increased to 216 from 27. Environmental groups have gone to court several times to stop the shooting of wolves, but the department’s flexible lethal-control protocol has held up. Judges have deferred to the department’s judgment. Environmental groups want codified rules that include prohibiting the department from killing wolves on public land and barring ranchers from shooting wolves caught in the act of attacking livestock. Stevens County rancher Scott Nielsen, who organizes the Cattle Producers of Washington range-riding program, said ranchers have been frustrated by the department, too. “We would probably try to do what (wolf advocates) are doing if we thought we See Wolves, Page B11

Inslee spokesman Mike Faulk said in an email that the governor views wolves as an important part of the state’s ecosystem. “Gov. Inslee intends to have a thorough discussion with staff about this latest petition before commenting or taking further action on it,” Faulk said. Fish and Wildlife has killed two wolves this year and 10 in the three years since Inslee sided with wolf advocates in 2020. Over the three years before then, Fish and Wildlife killed 16 wolves. “It’s actually fewer than ever,” Smith said.

Weiss said wolves killed by ranchers should be counted, too. The state’s “caught-in-theact” law allows ranchers to shoot wolves attacking livestock or guard dogs. Three wolves were shot in 2022 and one this year, according to Fish and Wildlife. “While it’s not the agency itself killing wolves, it’s the state allowing the killing of wolves,” Weiss said. The wildlife service has contemplated listing wolverines as a threatened species for a decade. The agency in 2020 concluded wolverines would have ample snowpack in 2055. The agency recently changed its viewpoint, extending its snowpack outlook to the end of the century. The agency also changed its standard for adequate spring snow depth from 20 inches to 39 inches. Wolves stash perishable food in snow year-round. Higher temperatures could spoil food or lead to pilfering by other animals, according to the agency. Environmental groups campaigned to give wolverines the protection of the Endangered Species Act, filing suits in federal court to prod the wildlife service. “We’re happy the species is finally getting the protection it needs,” Center for Biological Diversity carnivore conservation legal director Andrea Zaccardi said. The wildlife service has not yet done a study on the economic consequences of listing wolverines.
Although wolverines inhabit high altitudes between tree lines and ice-capped peaks, they travel through connecting valleys, potentially affecting logging and mining at lower altitudes, Zaccardi said. The wildlife service describes wolverines as looking like a small bear with a bushy tail. It’s the largest member in a family of species that includes the weasel and mink. Alaska has thousands of wolverines. Fish and Wildlife’s announcement applies to wolverines in the Lower 48. Unregulated trapping and predator control in the late 1800s and early 1900s extirpated wolverines, according to Fish and Wildlife. Wolverines returned to the U.S. by migrating from Canada. Only Washington, Idaho, Montana and Wyoming are known to have wolverines breeding within their borders. Wolverines have occasionally been spotted in Oregon, California, Colorado and Utah. Washington has an estimated 50 wolverines isolated from Rocky Mountain wolverines, according to Fish and Wildlife. Wolverines have recently bred in Mount Rainier National Park. A wolverine, presumably a lone disperser, was seen on the Long Beach Peninsula in 2021 feeding on an elephant seal carcass more than 90 miles from the nearest known occupied habitat. The wildlife service said it knows of two cases of wolverines attacking farm animals in the past five years. Both attacks occurred outside where wolverines are normally found. A wolverine was caught in a chicken coop in Klickitat County in south-central Washington and was shot and killed by the landowner. A wolverine attacking sheep in Utah was trapped and released into the Uinta Mountains in northeast Utah.

Retail potato sales remain strong in recent quarter By BRAD CARLSON Capital Press Retail potato sales remained strong in the July-September quarter, rising 9.5% in dollar value from a year ago for all categories as volume dipped 1.7%. Increases in dollar sales were led by canned potatoes, 45.1%; frozen, 31.8%; and instant, 17.1%. Retail sale of frozen potatoes dropped by 5.6% in volume. Fresh-potato sales in the quarter increased by 5.9% in dollars and slipped 0.4% in volume, according to Potatoes USA. Increases in volume by category included 3.3% for yellows, 2.8% for reds and 3.9% for fingerlings. Overall volume sales remained above pre-pandemic levels. Price per pound for fresh potatoes in the quarter was $1.12, up 6.3% from a year ago, according to the marketing group. Idaho is a major player in the fresh market.

Continued from Page C6 presentation at the Idaho-Eastern Oregon Seed Association’s winter convention in Garden City. The association early last summer petitioned ISDA to revise the administrative rules for the lab, particularly those that deal with its fee structure, according to Knight and association representatives. Making sure the lab can meet current and future needs was among the reasons they cited. In the petition, the association said the fee structure was not in line with those of private seed labs and surrounding states’ labs, “and in fact, we are quite a bit behind,” Knight said. “We are usually a ways behind in updating fees in our rules.” Higher fees would take effect July 1 if the legislature approves them. The seed lab offers an array of tests for over 200 crops, according to ISDA. It supports enforcement of the Idaho Pure Seed Law and receives samples from seed companies seeking to test for various qualities and characteristics. Revenue from services increased from $255,000 in fiscal year 2016 to $370,000 in 2022, according to a department budget request for the next fiscal year. About 93% of seed samples are from Idaho seed companies. The lab also receives samples from nine other Western states.

EPA to revise vulnerable species pilot By DON JENKINS Capital Press The Environmental Protection Agency said Nov. 22 it will revise its vulnerable species pilot project, responding to charges the plan would bar pesticides on millions of acres and devastate U.S. agriculture. The EPA signaled it will abandon requiring farmers in “avoidance” zones to confer with the U.S. Fish and Wildlife Service three months before spraying. The EPA also indicated it will likely reduce the acres in the pilot program. The EPA said it was responding to comments from farm groups, states, weed-control scientists and others that criticized the plan. The USDA warned consequences for U.S. farms would be “staggering.” “Commenters universally requested EPA to re-consider its approach,” the EPA stated in a six-page update on the pilot program.

The EPA said it picked species with “small ranges,” but the new pesticide restrictions applied to more than 100 million acres in parts of 29 states. The EPA committed to the pilot program in a court settlement with environmental groups that alleged the agency was failing to meet its obligations under the Endangered Species Act. The settlement also commits EPA to develop new “strategies” for minimizing the use of pesticides. The vulnerable species pilot proposes stiffer restrictions and, according to critics, tosses aside the Federal Insecticide, Fungicide and Rodenticide Act, the nation’s fundamental pesticide law. EPA acknowledged the criticism. Rather than “avoiding” spraying, farmers will be expected to follow EPA rules to “minimize” spraying, according to the EPA. “This would alleviate the need to coordinate with (Fish and Wildlife) before agriculture applications,” the EPA stated in the update. Potato researchers aim to decrease the risk that the crop will sustain bruise-related “cutting black” during storage. Pressure bruising is among the industry’s leading causes of lost revenue, especially in the fresh potato market, according to a news release from the University of Idaho. Pressure bruises affect 10-20% of potatoes coming out of storage. A $42,470 grant from the Northwest Potato Research Consortium is funding the work by UI Extension potato post-harvest physiologist Gustavo Teixeira, UI Extension potato storage specialist Nora Olsen and USDA Agricultural Research Service research plant physiologist Munevver Dogramaci. The researchers started a study testing three compounds for their potential to block bruised tissue from darkening. Though the products are not labeled for use on potatoes in the U.S., the work could lead to more in-depth studies that prompt registering them for potatoes. “That is a huge potential for these products if we get good results,” Teixeira said. Potatoes are firm when they enter storage but lose water through respiration. After eight or nine months, the weight of the pile can start to flatten those near the bottom. Once the potatoes are removed and exposed to oxygen, bruises usually darken within four days and make them less desirable. The goal is to control the cutting black, not the pressure bruise, Teixeira said. See Storage, Page C11

Continued from Page C10 “We are inducing the pressure bruise, and at the end of storage after about eight months, we are going to apply products,” he said. Researchers on Sept. 19 placed concrete blocks on piles of Russet Burbank potatoes to simulate typical storage conditions. The potatoes will be stored for eight months. For five days before coming out of storage, some will be treated with 1-Methylcoclopropene (1MCP), nitric oxide or diphenylamine (DPA) in gas form. DPA and 1MCP are both widely used in the U.S. apple and pear industries — DPA to control browning resulting from superficial scald, and 1MCP to help extend shelf life, according to the university. In Europe, 1MCP also is used to reduce potato shrinkage.
Bruises darken as part of the process plants use to heal wounds. Stimulating wound healing is a function of ethylene, one of the first hormones a vegetable produces when it is damaged. Teixeira and his team intend to apply 1MCP to block ethylene action in bruised potatoes. DPA is an antioxidant, which can prevent the initiation of browning by reacting with oxygen, according to UI. A control group of potatoes exposed to pressure bruise using the concrete blocks will remain untreated, as will a group that will not be subjected to simulated pile pressure. Researchers plan to spend about three months evaluating data, starting in early May. If their tests produce encouraging results, they’ll likely test combinations of the compounds in a follow-up experiment, according to UI.

several years billed Tyson for procuring and feeding more than 265,000 head of cattle that didn’t exist. Easterday pleaded guilty to wire fraud and liquidated his family’s farming and ranching empire in Eastern Washington in bankruptcy court. He still owes Tyson $177 million in restitution, according to court records. Easterday alleges Tyson owes him an unspecified amount of money for using his name and photo in a joint-marketing campaign between Tyson and Japanese food conglomerate Nippon Ham. The venture began in 2013 and continued as late as June 2022, according to Easterday’s attorneys. There was no written profit-sharing contract, and Tyson denied making a side deal over “Cody’s Beef” separate from its cattle-buying agreement with Easterday Ranches. Easterday provided an email exchange with Tyson executives in which he asks about his “cut.” Bastian ruled the exchange didn’t provide enough details to prove Tyson made an offer and that Easterday accepted it. “Moreover, the terms of the alleged oral contract are so indefinite that the court wouldn’t be able to enforce it,” wrote Bastian, who also sentenced Easterday. Also, according to Bastian, Easterday’s “unclean hands” prevented him from recovering any money from Tyson. Easterday alleges he provided 65,000 head of cattle for the Cody’s Beef campaign. Bastian noted that cattle were the vehicle for his fraud against Tyson. Bastian also dismissed a lawsuit Easterday filed accusing Tyson of anti-trust activities. Easterday’s attorneys have not appealed that dismissal.

University of Idaho hires new entomologist Capital Press

The University of Idaho has hired Armando Falcon-Brindis as an assistant professor of entomology and extension specialist based at the UI Parma Research and Extension Center. He will start Jan. 7. Falcon-Brindis has an extensive research background in pollinators, biological pest control agents, ecology and taxonomy, according to a release from the UI College of Agricultural and Life Sciences. “I like to understand
why we have a certain pool of species in one area,” he said. “What are those conditions making those species occur?” Now a research associate with the University of Kentucky, Falcon-Brindis has focused on insect pests affecting hemp production as well as field crops such as soybeans, corn and wheat. His approach to integrated pest management includes bio-pesticides and various biological control options in addition to using chemical pesticides. With UI, he plans to
explore whether some of the same biological control methods he has used for hemp will prove effective in protecting hops — a major crop in the Parma area and a member of the same plant family. “It will be great to do some experiments with biological pesticides,” Falcon-Brindis said in the release. “There are oils, bacteria and viruses that are currently being used, and they can be a good option if you spray them at the right time.” He also is interested
in conducting research on mint, including trials involving pest-resistant mint cultivars, the use of natural enemies of mint pests, and biological control options to quash pest populations. USDA estimates that 75% of food crops raised in the U.S. depend on pollinators, which are in decline, according to the university. Falcon-Brindis said he aims to apply his background in native pollinators to helping growers of crops that require pollinators, such as alfalfa and tree fruit. “There’s a lot of research that already demonstrates that native bees and native pollinators are way better at pollinating and helping the plants set seeds and fruits compared with honeybees,” he said. Falcon-Brindis plans to evaluate the entomology of the Treasure Valley’s agricultural landscape and surrounding native plant communities. He will use several statistical tools and new approaches to modeling to analyze his data. He aims to incorporate artificial intelligence to improve efficiency and reduce labor; to use drones to aid in early detection of pests, crop diseases and crop stress; and to use sensors for early detection of harmful insects as well as for insect tracking and remote counting. “I wish for my research findings to improve people’s lives,” said Falcon-Brindis, who will move to Idaho with his wife, Gabriela, and their 8-year-old daughter. “We’re so excited to move over there. I feel joy and excitement to start working and collaborating with colleagues.” He was educated in Mexico, earning a bachelor’s degree in 2009 in animal science, a master’s degree in 2014 in environmental science and a doctoral degree in 2019 in natural resources management.

Drought, cattle cycles make U.S. net beef importer By CAROL RYAN DUMAS Capital Press The U.S. became a net beef importer during the past year, as drought continued to impact the domestic cattle industry, according to analysts. Offsetting positions in cattle cycles in the U.S. and the Southern Hemisphere, exaggerated by weather patterns, have caused a redistribution of the global beef trade that will continue in 2024, they said. The contractionary phase in the U.S. cattle herd, after prolonged herd liquidation due to drought, will cause beef production to decline. This will generate the need for increased imports and decreased exports, according to Rabobank analysts. If weather conditions in the U.S. improve, the contraction in cattle numbers may be more pronounced, the analysts said in the latest “Global Beef Quarterly Report.” This year will mark the fourth consecutive year of herd liquidation in the U.S. More precipitation would heal depleted pastures and offer cattle producers a reason to slow beef cow culling and start to retain replacement heifers, Lance Zimmerman, a senior animal protein analyst with Rabobank, told Capital Press. “As that happens, beef supplies tend to pull back even more as those cows and heifers stay on farms and ranches at a higher rate than normal,” he said.

On balance, global beef volumes will remain steady in 2024.
